Crews Perform Work to Open Long-Term Closure On I-610

As part of the ongoing Texas Clear Lanes project at I-610 /Cambridge Street, the Texas Department of Transportation will open the north and southbound State Highway 288 connector ramp to I-610 South Loop eastbound beginning on Feb. 19, 2024, according to a press release.

According to the Texas Department of Transportation, the long-term closure of the project at I-610 and Cambridge Street is going to be lifted on Feb. 19. Williams Brothers Construction Co. Inc. continues to make strides on the TxDOT Interstate 610/Cambridge project in the south-central area of Houston, a $117 million Texas Clear Lanes initiative that is reconstructing mainlanes, frontage roads and adding a freeway overpass with eight direct connect tie-ins at I-610/SH 288. The goal of the project, which began in early 2020, is to create multiple connecting points to major event venues such as NRG Stadium, the Museum District, several universities, and the Medical Center; and reduce congestion and increase capacity. Crews are currently constructing new SH 288 connector ramps to the I-610 eastbound mainlanes. The project is one of six Texas Clear Lanes projects in the Houston area. The eight direct connect tie-ins are key as they will complete and link the partially completed connector ramps already built as a part of the SH 288 Express Toll Lane project completed in July 2022. International Bridge Projects to Expand Trade, Create Jobs Texas Sen. Ted Cruz, ranking member of the Senate Commerce, Science and Transportation Committee, and U.S. Rep. Henry Cuellar recently led a bipartisan coalition of federal lawmakers representing Texas communities in sending a letter to Secretary of State Antony Blinken urging him to quickly implement a key provision they included in the recently enacted 2024 National Defense Authorization Act (NDAA) that advances several international bridge projects in Texas. Joining Cruz and Cuellar in sending the letter are Sen. John Cornyn and Reps. Vicente Gonzalez, Monica de la Cruz, Tony Gonzales and Joaquin Castro. “Now that our bipartisan legislation to expedite the permitting of South Texas cross-border bridges has become law, it is critical that the Biden administration swiftly implements this provision and grants the presidential permits for these critical projects,” Cruz said. “The lifeblood of South Texas is the roughly $800 billion in goods that cross the border with Mexico and it supports jobs throughout the Lone Star State. I am thankful to Congressman Cuellar and to all of my colleagues on both sides of the aisle who have worked to get this common-sense legislation signed into law and look forward to seeing progress on these bridges begin immediately.” Cuellar added, “Laredo is the nation’s busiest port of entry and recent changes to the Presidential permitting process will ensure that proposed construction projects at the World Trade Bridge, Colombia Solidarity Bridge and other bridges along the U.S.-Mexico border avoid unnecessary construction delays. I joined this bipartisan letter with my colleagues to emphasize that the Administration needs to act expeditiously in implementing this provision to expand our ports of entry.” Mexico is one of the United States’ most important trading partners with nearly $800 billion in goods exchanged in 2022. These international bridges will expand trade, creating vital jobs and economic opportunities in the Texas border region and helping improve supply chains across the country. Section 5414 of the NDAA establishes a clear process for the administration to issue presidential permits for international bridge projects in three counties in Texas. “We are writing to urge you to quickly implement a key provision in the recently enacted National Defense Authorization Act for Fiscal Year 2024 (NDAA) that advances several international bridge projects in Texas,”

In the Works In June 2023, Cruz led the entire south Texas congressional delegation, both Democrats and Republicans, in sending a letter to Blinken urging the Biden administration to resolve delays in providing permits for four international Texas bridge projects. In July 2023, the U.S. Senate Foreign Relations Committee adopted Cruz’s amendment to streamline the presidential permitting process for building these key bridges across the Rio Grande. The amendment, which was included in a bill authorizing funding for the State Department, was ultimately passed by the entire Senate as part of the NDAA, on July 27, 2023. Cruz vowed to keep

working to see that his amendment is part of the final defense bill that is signed into law. In October 2023, Cruz again led a letter, this time to President Biden, expressing frustration, “over the delayed issuance of presidential permits for key bridge projects between the United States and Mexico,” and urging the president to, “swiftly approve these four critical Texas-Mexico bridge projects that will create jobs, improve supply chain resiliency, and promote economic growth.” In December 2023, the annual defense authorization bill was passed with a provision, pushed by a bipartisan and bicameral coalition of Texas legislators, to streamline the presidential permitting process for new and expanded bridges across the Rio Grande in Brownsville, Laredo and see BRIDGE page 20

Threefold Services LLC Celebrates 10 Years of Success Threefold Services LLC’s marked ts 10th anniversary in 2023. And while Rob Beauchamp and his son, Ty, continue to maintain the roots on which they formed the business, they also have made a major change in the last few years. “We got tired of the rat race of bidding hundreds of jobs to only end up with one, so we decided to shift to mainly doing our own projects,” explained Rob. “We had the opportunity to buy some property and develop it. That went well, so we continued down that road. I’d say that makes up about 75 percent of our workload now.” Between the two of them, the Beauchamp’s have plenty of experience in land development. Rob has been in the earthmoving industry for more than 30 years and previously owned multiple excavation businesses. Ty grew up in the industry, helping his dad and running equipment whenever he could. After Ty graduated from college with an emphasis on business management, he teamed up with his father to form Threefold Services. “We were both on projects all the time, but as our emphasis shifted, now I’m working more toward taking care of the field and Dad is taking more time to find new pieces of land for us to acquire and develop or focusing on putting together the quotes and bids that we still want to go after,” Ty said. Building On Family Land Rob and Ty have kept their own land development efforts close to home, building subdivisions west of the Dallas-Fort Worth metroplex, mainly in Wise, Parker and Johnson counties. Threefold Services does everything from clearing to finish grade to build roadways, house pads and ponds, as well as install utilities. “We do all the subgrade prep, then sub out the paving, and have a builder put up the houses,” said Rob. “They are large enough that we mostly concentrate on doing one development per year.” Threefold Services’ latest undertaking is a 52-lot site in Wise County on land that had been in the family for several decades. The Beauchamp’s purchased it from Rob’s uncle, who had bought it from Rob’s grandfather. When complete, they will have moved approximately 50,000 cu. yds. of dirt across 65 acres to construct pads and prep 4,500 ft. of roadway. Threefold Services will also put in approximately 5,000 ft. of water line and a small amount of storm. “In terms of size, it’s average for us,” said Rob. “We usually like to stay in a range of about 50 to 80 lots per subdivision. It tends to work out better all-around for us in terms of getting our work done, financing and partnering with builders.”

Threefold Services uses its Komatsu PC360LCi-11 IMC excavator for everything from stripping to finish grade, including mass excavation and utility installation.

Solid Repeat Customer List When it’s not in the midst of its own projects, Threefold Services is doing a variety of dirt work for a diverse customer base. According to Rob, jobs have typically ranged from $2,000 to $1 million. “It varies from a single house pad to a large railroad project down in Brownsville,” Rob pointed out. “We like to mainly stick with just dirt work, but we have done some

municipal projects that involved storm drain.” “Mostly, our outside work has been private residential and commercial, and we have built up a solid repeat customer list,” Ty added. “We have a couple builders that we work with, and we go all over the United States with them. We’re still a very momand-pop operation, so in those instances, we bring the whole crew: my dad, myself, my

location. Now that they are doing more of their own work locally, Rob and Ty decided that buying machines would be a good move. Whether purchasing or renting, they work with Kirby-Smith Machinery Inc. (KSM) Rental Territory Manager Jacky Miller and KSM Territory Manager Keelan Crosby. “Jacky helped us pick and choose the size of equipment we needed for each job, so that made renting advantageous for us,” said Rob. “Once we got to the point where we were doing so much more of our own stuff and using the same equipment over and over, it made sense to purchase.” Threefold Services’ first Komatsu purchase was a D51EXi-23 Intelligent Machine Control (IMC) dozer with an operating weight of 30,380 lbs. “The production rate was so good that we realized that we probably were not going to be competitive if we continued to do things the traditional way with stakes and surveying,” said Rob. “We used to do a lot of parking lots for a commercial retail operation, and each was 20,000 to 25,000 square feet. It would usually take four or five days to manually grade one. With the IMC dozer we could do it in probably an hour and a half if it’s roughed in. You cut your time down by

It’s the same with service. Univ. of Texas Rio Grande Valley Completes New Golf Center The University of Texas Rio Grande Valley (UTRGV) golf student-athletes got their first look inside the new Vaqueros Golf Center at Champion Lakes Golf Course recently, celebrating the completion of the nearly $3 million facility. The Vaqueros Golf Center includes more than 4,200 sq. ft. of space for locker rooms for the men’s and women’s golf programs, two hitting bays, a study lounge, nutrition station and viewing area and coaches’ offices. The Vaqueros Golf Center is a direct result of the partnership between UTRGV Athletics and the city of McAllen that has strengthened over the last few years, including the announcement this past September naming the McAllen Airport the Official Airport of the UTRGV Vaqueros. “We’re excited for this day to officially open a facility in the Vaqueros Golf Center,” UTRGV Vice President, Director of Athletics Chasse Conque said. “There are several people I want to thank, starting with D. Wilson, PBK Sports, UTRGV President Guy Bailey and our leadership team, the city of McAllen and Champion Lakes Golf Course Director of Golf Carlos Espinosa, our coaches and last but not least, Senior Associate Athletic Director for Facilities and Operations John Evans. Big Picture This construction is part of over $85 million in construction projects being completed by UTRGV Athletics to all athletics facilities over the next two and a half years. These projects are funded by revenue generated by the athletics department through ticket sales, sponsorships, and fundraising. State law forbids UTRGV to use tuition revenue to build or renovate athletic facilities. This language, which Cruz had inserted into the Senate’s (NDAA) and battled to keep in the final bill, was an important victory that will help alleviate border crossing bottlenecks, expand trade and create jobs. Last month, Cruz and Rep. Cuellar hosted a press conference with key stakeholders at the World Trade Bridge in Laredo to tout the signing of this legislation. Cruz’s bipartisan effort to streamline the presidential permitting process for Texas-Mexico bridge projects is supported by a diverse group of stakeholders, including: • Texas Association of Business; • U.S. Hispanic Chamber of Commerce; • Laredo Motor Carriers Association; • Border Trade Alliance; • American Trucking Associations; • Texas Trucking Association; • Texas International Produce Association. Under this provision, the State Department has 60 days to recommend to the president whether he should approve or deny the applications for a presidential permit. For applications submitted prior to enactment of this provision, that timeline starts on the date of enactment of the NDAA [Dec. 22, 2023]. Further, the provision makes clear that the basis for the recommendation, “shall be whether the international bridge is in the foreign policy interests of the United States,” lawmakers wrote. “It is clear the relevant international bridges in Texas are in the foreign policy interest of the United States given they will strengthen ties with our southern neighbor and bring benefits to international trade, supply chains, economic development and job creation. After you have given the president the recommendation, the president will have 60 days to approve or deny the applications for presidential permits. “It is vital that the State Department adhere to the requirements of Section 5414 of the NDAA and expeditiously recommend to the president that he grant the presidential permits for these critical international bridge project,” lawmakers added. “The sooner the president approves the presidential permits for these projects, the sooner these projects will deliver more jobs, make supply chains more efficient, and improve relations with Mexico.” 

Road in Historic Town Has Been Paved Once in Century A quiet stretch of roadway running through Limestone County has served as an important corridor for a historic Texas town for nearly a century. And it’s only been paved once. State Loop 442 in Tehuacana is one of the oldest state roads in Texas that still has its original pavement. In 1929, TxDOT paved a section of roadway from Elm creek to Mexia and 95 years later that same pavement lies there today. “The pavement core is from a jointed reinforced concrete pavement,” said Mark Davis, Waco District pavement engineer. “[This type] of pavement is no longer used by TxDOT due to complications associated with effective rehabilitation strategies.” After recently analyzing a core sample of Texas Loop 442, engineers determined that the road is in great condition for its age, exhibiting very little distress.

Concrete Sample Cross-Section “We haven’t done any major work [to Loop 442], just minor patching,” said Roger Brooks, TxDOT Limestone County maintenance supervisor. “Loop 442 has been a good road in my time at TxDOT.” Texas Loop 442 sees approximately 150 to 350 vehicles a day on average. The adjacent SH 171 sees more than 2,000 vehicles a day in the same area. Although relatively few people drive the loop today, the rich history of Tehuacana still can be discovered by those who travel along the roadway. Tehuacana is named after the first known inhabitants of the area, the Tawakoni Indians. In the 1840’s, Tribe and Texas officials signed a peace treaty that allowed safe settlement in the area. After the annexation of Texas, Tehuacana pioneer settler John Boyd submitted the

town’s nomination for the Texas State capital. Texas voters would place Tehuacana in third place in the voting for the official Texas capital, behind Palestine and Austin. In the early 1900s, the town experienced an economic boom, with a small-business district that included a lumber yard, grocery store, hotel, and oil facility. And in 1921, the Mexia oil boom resulted in a population explosion in both Mexia and Tehuacana. Techuacana’s population jumped to 615 in the mid-1920s. Like most of the country, the Great Depression would wreak havoc on the recent economic success of the town. Another blow to Tehuacana came during World War II. The war reportedly caused the town to lose its rail service — a track between Hubbard and Mexia was abandoned during the war. While Tehuacana and its economic vitality ebbed and flowed like most small towns, one thing remained the town’s bedrock: its people. “This town used to run almost all on a credit basis; you’d go to the grocery store, everybody would have their ticket, you pay it every month,” said Doug East, current resident and former mayor of Tehuacana. “Credit cards ain’t nothing new to Tehuacana.” Current Mayor Janis Johnson perhaps said it best. “It’s a small town, where it’s family. You did have a lot of aunts and uncles who raised the community,” she said. Tehuacana today has a city hall, postal service, a Methodist church, a Baptist church and a volunteer fire department. While Texas Loop 442 may be rarely traveled by the outof-towner, the old pavement connects the people of Tehuacana.  (All photos courtesy of TxDOT.)
