SENNEBOGEN Helps Firm Optimize Its Recycling Site Boris Grinstein reflected on the growing fleet of equipment working in his Action Metals recycling yard, just off the I-45 near downtown Dallas. “Five or ten years ago, my dad would have said there’s no way we can have all this machinery in this space,” said Grinstein. “But we’re doing it and we’re moving more tonnage than ever. Every yard has its limits, and we have ours, but SENNEBOGEN has helped us make the most of our space and maximize our potential.” Action Metals has been serving the Dallas/Fort Worth area since 1994. In 2018, Boris Grinstein took over the reins of the business from his father. He knew the business was in need of some renewal, needing both new customers and new equipment to stay competitive. Hard work won success quickly for this first goal, but the second goal proved more of a challenge. After purchasing a new converted excavator as his scraphandler, he found it was far from the solution he had hoped for. “It was an awful experience,” he recalled. “Everything was vibrating. The cab was swinging like a pendulum. It wore out real fast.”
(L-R): Colleen Miller, Boris Grinstein and Constantino Lannes.
Moving Ahead; Moving Up Replacing the excavator with his first SENNEBOGEN 821 R-HD purpose-built scrap handler, his plan started to come together. Another old excavator was refitted as a mobile shear. The shear and material handler worked together to make the most of the yard’s small acreage. Recently, Grinstein added a second SENNEBOGEN machine, moving up to the larger 825 R-HD with a SENNEBOGEN grapple. “We were ready for a bigger unit. We do get some industrial scrap, which can be a bit heavier; we wanted more lifting capacity and a bit more reach,” he said. “About 75 percent of our trade is retail, and we have 300 to 400 peddlers coming through here every day. So, we need a machine that’s going to be a real workhorse. “We had it running 48 hours a week for 52 weeks a year,” he added. “We start up at 4:00 or 5:00 in the morning and go until at least 7:00 p.m., or even 10 at night. We’re open to the public from 8 a.m. to 6 p.m., but we have to process and load out our material to keep space open in the yard. The 821 has 8,000 operating hours on it — it’s had the life of almost a 5-year-old machine in two years.” Grinstein decided it was time to let the 821 “cool down a little,” with the new 825 ready to do the heavy lifting. Now equipped with a lifting magnet, the 821 is now assigned only to work alongside the shear, clearing and stacking for just a few hours a day. The 821 and 825 R-HDs at work in the yard.

IBWC Grants Millions of Dollars for Rio Grande Repairs
From the National Butterfly Center in Mission, Texas, crews perform border levee clearing and construction. Border bollards were being put in through a federal wildlife refuge called El Morillo. The body of water to the right is a canal.
The International Boundary and Water Commission has granted a $6.4 million contract to fix a gap in the Rio Grande flood control levee near the south Texas town of Peñitas. Approximately 800 linear ft. of “levee improvements” will be made, including “levee construction, construction of floodwalls, replacing an existing gatewell structure and the construction of levee ramps,” according to the U.S. Section of the IBWC, the international agency that oversees the Rio Grande. The earthen border levee — which lines the Rio Grande in Hidalgo County — was built for flood control measures decades ago. However, several sections of the border levee in the nearby towns of Palmview and Mission were damaged during the construction of the border wall during the Trump
administration. Last year, the Department of Homeland Security agreed to repair sections in these areas after Hidalgo County officials had threatened to do the repairs themselves. This new IBWC project does not involve any border wall construction, however, it does involve filling in dirt gaps of the earthen levee on the border in the town of Peñitas, as well as building a concrete flood wall there, IBWC officials said. The project is Phase II of an initial project involving the Hidalgo County Irrigation District No. 1’s Edinburg Pump House. During Phase II, floodwalls built under the first phase will be tied in “closing the gap near the pump house,” according to the IBWC. “By closing the levee gap, this project will provide flood protection for the cities of Peñitas and Mission, Texas,” said Juan

Uribe, IBWC area operations manager of the Lower Rio Grande Flood Control Project. There are currently several “levee remediation work” projects in the works throughout the Rio Grande Valley. Environmentalists told Border Report that too much construction is dangerous to the area’s delicate borderland ecosystem and they question whether all the work being done is really necessary. This includes construction and land clearing through part of the Lower Rio Grande Valley National Wildlife Corridor run by the U.S. Fish and Wildlife Service. A concrete flood wall and what U.S. Customs and Border Protection describes as a “guard rail” is being placed just west of the National Butterfly Center, south of Mission, Texas. Environmentalists argue that the railing is border wall bollards that are just reduced in
height. U.S. Rep. Henry Cuellar, who represents this district, said through his office that the Peñitas IBWC project has nothing to do with border wall construction. And in a statement, Cuellar said this Peñitas project is necessary for the safety of area residents. “In order to guarantee the safety of the residents of Peñitas, it is vital that we repair the gap in the flood control levee,” Cuellar said. “If left unattended, we could face severe consequences and put the lives of people in the community at risk. These repairs will ensure that the levee fulfills its purpose. I want to thank the United States International Boundary and Water Commission for awarding this contract in a timely manner to protect the residents of south Texas.”

HALL Group Unveils Frisco $7B Master Plan Development Dynamic changes are finally sweeping through the HALL Park business development in Frisco, Texas. Dallas developer HALL Group has announced that its new $7 billion master plan development will evolve the existing 15-building, 162-acre office park into a mixeduse community. Construction on the expansion is slated to begin in the fall of 2023, reported Local Profile, a Frisco community magazine. Like Texas itself, everything about the HALL Park expansion is big and bold, judging by the numbers: • The current building phase of the new project — estimated at $500 million and encompassing approximately one million sq. ft. — will include a new Class AAA office tower, a 154-key boutique hotel, a 19-story luxury residential tower, 60 new executive suites, a 10,000-sq.-ft. food hall and a performing arts center; • The entire plan will expand the development to 9.5 million sq. ft., and is expected to span 20 years of total construction. Currently, HALL Park inhabits 2.2 million sq. ft of office space throughout 15 completed buildings, and houses over 200 companies; HKS Architects in Dallas designed the 16-story office building, with amenities including ground-level retail and restaurant space, a corporate lounge, fitness

HALL Park’s new executive suites will be available as either studio, or one- and two-bedroom configurations for remote workers, business travelers and newly relo-
cated employees. The community will be located between the planned office tower and hotel. Ten restaurants in the business park’s food hall will give patrons a choice of varied menus. They will be able to enjoy their meals in either an indoor dining area or on a large outdoor patio. OJB Landscape Architecture designed the community park, which the City of Frisco will own, and the Communities Foundation of Texas will manage. REBusiness Online reported that additional plans for HALL Park’s expansion include a performing arts center built through a public-private partnership between HALL Group, the City of Frisco and Frisco ISD. The project is targeting Fitwell and LEED certification. “Since we opened our first office building in 1998 to the completion of this new masterplan, we will have been developing at HALL Park for over 40 years,” Craig Hall, founder, and chair of HALL Group, said in a news release last fall. “The new masterplan will showcase some of the most progressive wellness technologies and sustainability practices available today, along with thoughtful spaces for community engagement, including the park and future performing arts center. “Frisco has been a great community for us to be a part of and we are excited to give back and be a part of its bright future.” CEG

Drones Accelerate Critical Jobsite Functions, Capture Data By Joel Lambright CEG CORRESPONDENT
The Manhattan Construction Company won the AGC Build America Award in 2021 for the construction of Globe Life Field in Arlington, Texas, home of Major League Baseball’s Texas Rangers. While building that sports center, at a cost of more than $1 billion, Manhattan employed the DJI Phantom 4 Pro drone to facilitate getting the job done in a little more than 30 months. Jim Cuddiahee, Manhattan Construction Company’s vice president, oversaw the construction of the new stadium and stated that accomplishing this colossal undertaking on time involved using drone images “in trade partner meetings to plan and coordinate activities in the coming days and weeks.” Comparing traditional groundbased methods with drone use, a rundown from UAV Coach, a free resource for drone training and industry news, said, “Typically, data is collected by construction personnel walking a site by foot, manually gathering information as they go. But this process is laborintensive and slow, and doesn’t allow companies to react quickly to changes on the ground”; however, “a drone pilot can gather the same visual data that it might take a surveyor working for a construc-

By 2020, DJI rocketed to a 77 percent market share of America’s consumer drone sales, according to a Bloomberg report, making it the largest drone producer worldwide.

ASCO Lube System Doubles Preventive Maintenance Jobs With 23 locations across the Lone Star State (and one more in New Mexico), Associated Supply Company Inc. (ASCO), the family-owned heavy-equipment dealership, has been delivering support to its customers for more than 60 years. It sells and rents equipment, and provide parts and service for construction, agriculture, material handling, oil and gas, local governments, landscaping and infrastructure. Machines Mean Maintenance Preventive maintenance (PM) is paramount in the heavy-equipment industry and the Amarillo service crew keeps busy. In addition to selling equipment, ASCO also has a sizeable rental division. For example, between sold equipment in the field and rental units on the lot, the Amarillo location is responsible for a $16 million-fleet — or approximately 500 pieces of equipment. A few years back, this created a major bottleneck in the service department. Things have changed for the better since the company purchased a Sage Oil Vac trailer in 2016. Impressed with the results but wanting even more capacity, it upgraded to a Sage Oil Vac class 5 lube truck in 2020.
“Since we were servicing our rental fleet as well as our customers’ equipment, we were having a hard time keeping up with the preventive maintenance aspect of the business,” said Bonjour. “But since purchasing a Sage Oil Vac trailer, and then later a lube truck, we have gone from doing one PM a day to three PMs a day. That’s had a major impact on our business.” The efficiencies are spread across different areas of the business. A technician can now service multiple pieces of equipment (usually three or four machines) on a single customer trip, which leads to labor and fuel savings with fewer technicians making fewer trips. Next, the faster oil and fluid changes made possible by the Sage Oil Vac fluid exchange system allows the technicians to perform a thorough inspection of the equipment and identify potential issues. Fewer Pumps, More Efficiency Sage Oil Vac equipment also can be found at the ASCO location in Lubbock, where 90 percent of the service work it performs is PM offered through the Case Construction Equipment 2-year/2,000hour service package known as Procare.
Previously, the service crew was using an older trailer system that featured pneumatic pumps. Branch Manager Daniel Schueler and Service Manager Justin Parker decided it was time to purchase a Sage Oil Vac trailer for the Lubbock branch. “The Sage Oil Vac trailer just looked so much cleaner than what we were used to,” said Schueler. “Once you understand how the system works and see it in operation, it makes perfect sense why Sage Oil Vac trailers are faster and cleaner. It’s an allaround more efficient system than what we were previously using.” According to Parker, the pneumatic pump system took twice as long to perform an oil or fluid exchange. Plus, it presented numerous safety and operational challenges for technicians, such as having to lug around 5-gallon jugs of oil. “On the old system, our techs had to literally get up on the trailer to load oil, which as you can imagine, isn’t very safe,” said Parker. “Carrying around heavy canisters of oil is like begging for a back injury. Plus, there was always a risk of someone dropping oil on the jobsite. The Sage Oil Vac system eliminates all of these concerns.”
Aside from operational advantages, Sage Oil Vac class 5 lube trucks and trailers have no CDL requirements, which helps when it comes to personnel considerations. This is especially important as qualified labor becomes increasingly harder to find, train and retain, according to Parker. “Our technicians are always excited to hook onto the trailer and drive along to the next PM job. It’s what keeps us running.” About ASCO ASCO is made up of a more than 600plus team members and represents numerous brands of equipment such as Case Construction, Case IH, Doosan, Volvo, Cat lift trucks, Crown, Genie, JCB, JLG, MCFA and several other lines of construction, agriculture and material handling equipment and contractor supplies. “We take a lot of pride in offering a wide range of new and pre-owned equipment from brands that you trust,” said Monty Bonjour, branch manager of the Amarillo location. “But our customers are buying more than equipment. They’re investing their trust in ASCO and our people, counting on us to keep them up and running.”

More Than $2B in Highway Construction Coming to Houston One of Houston's biggest attractions to out-of-staters is the continuous new construction and communities that keep growing every year. From plazas to river walks and office buildings, Houston upholds its reputation of being a city full of opportunities — and traffic. With new construction comes more people and more people means more traffic. The Houston Chronicle recently reported that Texas Department of Transportation construction spending expects to top $2.2 billion for the Houston region for fiscal 2022, which is almost double the 2021 total. James Koch, director of transportation planning and development of TxDOT in Houston, said that the projects funding are spread across the region. “[2022] is going to be a very big year for our region, and for the contractors,” Koch told the Houston-Galveston Council’s transportation advisory committee. “You will see a lot of barrels and cones out.” As first reported by the Houston Chronicle, various other projects also are planned around the area including: • Widening Texas 99, the free portion of the Grand Parkway in Fort Bend County, from FM 1093 to Harris County, at an estimated cost of $59 million; • Widening FM 723 in Fort Bend County from the Brazos River to FM 1093; • Constructing the first 2.2 mi. of a planned Texas 35 rebuild to connect into Spur 5 near the University of Houston, at an expected cost of $77 million; • Widening Texas 105 between Loop 336 in Conroe and FM 1484 for an estimated $78.4 million. New bridges across Texas 288 are set to

break ground to give more of a freeway-like form. TxDOT has built up $135.6 million worth of work on overpasses in Brazoria County and plan on widening Texas 36, which is expected to cost $70.9 million. Metropolitan Transit Authority will continue smaller improvements including Westheimer within and outside Loop 610, making bus shelters accessible and working on targeted street repairs. The Galleria has seen months of reconstruction on Interstate 69 and Loop 610 which will not be ending anytime soon as crews prepare to demolish the main lanes of Loop 610. The construction doesn’t end there. I-10 from Brookshire to Sealy and I-45 south toward Galveston from League City will be widening in 2022 as well. The city's growth over the past 20 years
Crews will widen Texas 105 between Loop 336 in Conroe and FM 1484 as part of the expansion for an estimated $78.4 million.
has led to constant construction, and it doesn't seem to be ending anytime soon. A combined $19.88 billion from state officials have shifted from other state accounts targeted to relieve traffic without tolls. Voters approved $7.5 billion in new projects and upgrades in 2019 for the Metro just weeks before the pandemic hit and changed commuting patterns worldwide. A busway along I-10 is planned as a potential station and route in the next two to three months which will allow transit officials to receive federal transit money by mid-2022 as they continue to design. This project will be seen from downtown west into Uptown for the linchpin in Metro's expansion of rapid transit, the lanes connect downtown to the Northwest Transit Center at I-10 and Loop 610, a major stop for park and buses.
New bridges across Texas 288 are set to break ground to give more of a freeway-like form.
Officials said they hope to begin construction by late 2023 and start service in 2027. Inner Katy is expected to see a 25-mi. BRT line from the Tidwell Transit Center north of Kashmere Gardens, south through Fifth Ward and the Eastside. The line turns west through Third Ward and Midtown and through Greenway Plaza and south of Uptown connecting to the Silver Line in Post Oak. The University Corridor will connect to the Westchase Park and Ride near Westpark and Beltway 8, eventually. Expected to be built in five phases, it is the largest rapid route Metro is planning across 19 Houston area zip codes. Construction of the line will not begin until 2025, though Metro officials said multiple of public meetings will be held as the project proceeds, some early ones likely in 2022.
Crews will widen Texas 99, the free portion of the Grand Parkway in Fort Bend County, from FM 1093 to Harris County, at an estimated cost of $59 million.

Actions Metals Continues to Increase Its Recycling Fleet RECYCLE from page 4
“Over time, we’ll start to bring the hours down on it so, in a year or two, it will be comparable to the other material handlers its age, in total hours.” The 825 now is piling on the long hours loading trucks with its scrap grapple. “The operators here love it,” Grinstein said. “The 825 is a big bad boy, with a 46-foot reach. The cab goes up a little higher than 821. It stacks higher and has more lifting capacity. We just had an industrial load come in, all plate and structural steel from the oil and gas industry. This truck had 8 pallets loaded on it, each almost 5,000 pounds. The 825 didn’t even need to move — it just picked them up, boom-boom-boom, no problem. It’s a helluva machine. This machine is perfect for us.”
The 825 R-HD doing the heavy lifting.
Lease By The Hour As well as finding the “perfect” machine for his business, Grinstein also discovered SENNEBOGEN’s innovative program to simplify financing costs. “Lease by the Hour” offers a flexible package that automatically adjusts the lease terms and costs according to actual usage. Customers have greater certainty of their machine’s end-of-lease value, with “surprise” long-term costs for over or under hours. “We found, with the way we use the machines, this works better for me,” said Grinstein, “because we’ll be needing a new machine every few years, I won’t have to worry about parts — it’s leased, and it’s covered. They know we’ll put on 3,000 —4,000 hours every year and they’re ready with all the parts in stock. And now it’s just a fixed cost for my quoting and business planning. “I know what it’s going to cost me to keep this machine running. I know how much steel I’m buying and how much it costs to run my machine, and I don’t have the big headache down the road of having a 3-year-old machine with a lot of hours on it. “I’m not upset that I didn’t go with this for the first machine; I still have it as a backup machine. But I wouldn’t buy another machine, outright.” Beyond the Machine SENNEBOGEN recently launched a new “Beyond the Machine” program, representing the company’s commitment to machine uptime and customer satisfaction. Grinstein has seen that ideal in action. “I’m very impressed. The customer service is unbelievable. SENNEBOGEN is a major multi-national company and they worked with me individually — the one-on-one attention was awesome. “When they sent me the 825, it only had a ½ yard grapple; today I got the ¾yard grapple. I used the ½ yard for two months. They said, ‘We want to get you up and running; we’ll send you a grapple for now and then your grapple will come and don’t worry about it, we’ll look after the cost.’ This is how unbelievable they are to work with.” Grinstein continued, “Let me tell you, I have been working with Constantino Lannes, the president, and he said, ‘Here’s my cell number, call me if you need anything.’ This is the type of company I want to do business with. “Back when I had problems with my 821, they stepped up and got me the parts at a wholesale price to get me up & running. I won’t buy another material handler from anyone else.”
With the cab raised, the operator has a clear view and can work the top of the pile.

Ferrovial to Build Two Road Projects at Cost of $161M
The project includes building two new main lane overpasses and three frontage road bridges, as well as reconstruction of adjacent roads and intersections at Zuehl and Santa Clara roads.
Ferrovial, through its U.S. construction subsidiary Webber, has been selected by the Texas Department of Transportation to build two sections of road in Guadalupe and Hays counties, Texas, for $161.5 million. The first of the projects involves expanding IH-10, an urban interstate freeway, by 4.8 mi. in Guadalupe County. The project includes building two new main lane overpasses and three frontage road bridges, as well as reconstruction of adjacent roads and intersections at Zuehl and Santa Clara roads. Work is expected to begin in March 2022 and take 50 months to complete. Ferrovial’s U.S. subsidiary also will build a 6.3-mi. road in Hays County. This project, which includes the construction of four bridges, is expected to take 24 months, starting in March 2022. Webber currently is working on 49 separate projects in Texas and Georgia. The company recently announced it had been awarded a $1.5 billion contract to widen I-35 in San Antonio. It was also selected in recent months to rebuild a section of I-35 in Texas for $81 million, and to renovate and rebuild highway FM 1960 in Houston for $70 million. These contracts contribute to Ferrovial’s Horizon 24 plan, which identifies the United States as a core market. Ferrovial Construction has been operating in the country for more than 15 years, having built vital infrastructures such as the DallasFort Worth managed lanes and segments of the SH 99 Grand Parkway in Houston.
