Williams Brothers Nears Finishof $259MHouston Job

The $259 million reconstruction of the interchange connecting Interstate 69 to the 610 West Loop near the Galleria is being constructed by Williams Brothers Construction.

Williams Brothers Construction Co. Inc. is now in Phase 4 of the seven phase, $259 million, I-610 West Loop/I-69 Southwest Freeway Interchange improvement project in Houston that began in late December

2018 and is expected to be completed in 2024.

According to officials, the project will improve safety and mobility, reduce congestion and upgrade the interchange to current design standards.

“One of the biggest design challenges for this project is the lack of space throughout

the interchange,” said Danny Perez, a TxDOT public information officer of the Houston District. “In order to resolve this issue, many of the proposed connectors were phased. This helps prevent closing multiple connectors at the same time. This also allows for shorter closure durations for the proposed connectors that are in the same

footprint as the existing. “[The project will] address several issues – one-lane direct connectors that are over capacity, projected growth increasing demand, lack of shoulders, low vertical clearances, below minimum sight distances and crashes in merge areas. I-610 West and see HOUSTON page 8

Largest Wildlife Crossing in U.S. Officially Opens in S.A. The city of San Antonio recently announced the opening of the Robert L.B. Tobin Land Bridge — the largest wildlife crossing in the United States.

Reclaiming natural habitat above Wurzbach Parkway, the Robert L.B. Tobin Land Bridge connects the previously divided halves of the 330-acre Phil Hardberger Park in north central San Antonio. The project was funded through private donations and the voter-approved city of San Antonio 20172022 Bond Program.

“For many years, the Robert L.B. Tobin Land Bridge was only a dream,” former San Antonio Mayor Phil Hardberger said in a statement. “Thanks to overwhelming community support of the 2017 Bond, the generosity of donors from across the city and the hard work and dedication of so many, the vision is now a reality. I am honored to invite San Antonians to come experience the Land Bridge and hope it will offer them an escape from the stresses of this year — a place where they may spend time with family and friends and connect with the natural world.”

The bridge is uniquely designed for safe passage by people and animals and is the largest wildlife crossing constructed to date in the United States. According to National Geographic, in addition to reconnecting fractured habitats, wildlife crossings around the world have been shown to significantly reduce wildlife-vehicle crashes. In the years ahead, the Robert L.B. Tobin Land Bridge will serve as a living classroom for research and engaging community programming. The bridge is not the only new feature being introduced. On either side of the expanse are wildlife viewing blinds, one designed by Ashley Mireles and the other by

Clearway Energy Group Begins Building Mesquite Sky Clearway Energy Group has commenced construction on Mesquite Sky, a 345 megawatt (MW) wind farm in Callahan County, Texas. Clearway also closed $427 million in construction debt financing, for which Mizuho Bank Ltd. acted as the coordinating lead arranger and with Canadian Imperial Bank of Commerce (CIBC), MUFG Bank Ltd., Santander Bank N.A. and Sumitomo Mitsui Banking Corporation (SMBC) each acting as mandated lead arrangers.

Clearway also partnered in development and pre-construction services for the project with NorthRenew Energy, which had been the original developer for the project.

The project will support up to 450 construction jobs and several permanent jobs and will drive significant local economic development, including more than $300,000 in local spending during construction and $173 million in landowner payments and property tax revenue over the life of the project. Earlier this year, the project contributed to organizations providing local coronavirus relief, including to the Callahan County food bank. 

Crews Rebuild I-410: Southwest Improvement Project

Phase 1 of the I-410 Southwest improvement project in San Antonio, being constructed by Williams Brothers Construction Co. Inc. (WBC), began in fall 2019 and is expected to be delivered by 2022, with the direct connectors to be ready in 2021.

The $78 million contract involves adding one lane in each direction from U.S. 90 to Ingram Road (6.3 mi.), which is currently three lanes in each direction, and constructing two flyover ramps at the SH 151 interchange. The work also includes the installation of drainage infrastructure and

electrical systems — signal and intelligent transportation systems (ITS).

The new asphalt lanes will increase vehicle capacity and improve traffic flow.

“Phase I was designed to reduce congestion and enhance safety for the over 400,000 drivers that travel the corridor each day,” said Jennifer Serold, a TxDOT public information officer, San Antonio District. “These improvements will also improve mobility and connectivity as we prepare for future growth in the region.”

The new lanes will be open to traffic prior to the construction of phases 2 and 3.

Phase 1 was designed in-house by TxDOT.

The project is on schedule and 45 percent of work has been completed. So far, WBC has completed the following elements: 50 percent of the substructures, portions of the drainage system, installation of steel girders and beams for both direct connectors. Efforts are now focusing on starting bridge deck construction (which started at the beginning of November) on northbound to westbound direct connectors, and continuing with the electrical work.

At this point, work is focusing in the bridges. The construction of the lanes is at an initial phase.

“The work continues to progress on schedule,” said Serold. “Construction is

being done at night at multiple sites, with minimal day work.”

WBC has a fair amount of space at various sites to complete its work that are not impacted by traffic. Where the operations intersect with traffic, K rail separates crews from the dangers.

Good progress is being made on the two flyover ramps — one lane and approximately 3,500 ft. long — with the both flyovers on schedule for completion in 2021.

WBC has been able to use TxDOT right-ofway to store materials, including pre-cast concrete beams, prior to installation.

Cranes have been essential pieces of equipment for the flyover construction, helping to lift and place many large pieces of concrete such as precast piers and beams of various sizes, as well as large and heavy pieces of steel. At several locations, four or five cranes are working in tandem. Also playing a key role on road operations are excavators, including Cat 325 and other large models, with various attachments for earth work and excavation and demolition activities.

The new lanes will be asphalt-based. The work started on the northbound side in terms of the phasing. Road construction crews will follow the earth work crews, with the excavated material to be taken to recycling centers.

Equipment with GPS systems is being used to help meet grade specifications for the road work.

I-69 South are heavily congested during peak hours, and though the I-610 West Loop is ranked as the number one most congested highway in Texas, this project aims to change that statistic.”

Earth work, excavation and demolition is expected to generate approximately 350,000 cu. yds. of excavation, 150,000 sq. yds. of concrete and 100,000 sq. yds. of sub paving.

New materials should include approximately 100,000 cu. yds. of new embankment, 1,250,000 sq. yds. of new concrete and 25,000,000 lbs. of steel.

Construction Progress Williams Brothers Construction started the project with preliminary work that included moving utility lines and building of various bridge columns. For Phase 4, crews thus far have completed the IH 610 southbound to IH 69 northbound connector; the IH 69 northbound to IH 610 southbound connector; the sound walls along IH 610 southbound frontage road between Westpark Drive and Bissonnet; the sound walls along IH 69 southbound frontage road between S. Rice Avenue and Chimney Rock Road; major storm sewer throughout the project; the IH 69 southbound frontage road between IH 610 southbound frontage road and Chimney Rock Road; one of the three pump stations, two detention ponds, the METRO HOV T-ramp at IH 69; and the project’s portion of the METRO dedicated bus lane between Richmond Avenue and Westpark Drive.

The 2021 construction season is focusing on some major closures or reductions, such as the reduction of the IH 610 southbound to IH 69 southbound connector to one lane; the total closures of IH 69 Northbound to IH 610 northbound connector; and the IH 69 southbound to IH 610 northbound connector.

Crews are close to completing the demolition of the old I-69 northbound connector ramp to I-610 southbound.

“This will certainly impact the traveling public because the proposed connectors are limited to the same footprint as the old in certain locations,” said Perez, “meaning that when these closures take effect, the traveling public will have to utilize major detours. The good news is that 2021 will also bring the opening of the new IH 610 northbound to IH 69 southbound connector, as well as the newly configured IH 69 southbound exit ramp to Chimney Rock Road.

“The project is being built in phases as some direct connectors have to be built before other phases of the project can be linked to them,” he added. “A detention site has been established between the IH 69 mainlanes and Westpark Drive west of IH 610. We are making great progress and taking every opportunity to accelerate work where we can. Our goal has always been to complete this project as quickly as possible while also minimizing impacts to the traveling public.”

The tight work zone has its challenges, but the project team is making every effort to overcome these challenges,

according to Perez.

The new I-69 northbound connector ramp to I-610 southbound was opened last May. “This included the opening of the Fournace exit from the connector ramp,” said Perez. “Motorists coming from Sugarland that want to go to Bellaire, for example, could use this exit ramp without having to get onto I-610. This work required lots of coordination with the contractor, Transtar and TxDOT in order to make sure the public was aware of the many and major traffic switches required to construct this connector.”

The new I-610 southbound exit to Fournace opened in late May. “Unfortunately,” said Perez, “many unknown utilities affected this exit ramp. Working with the contractor and the utility companies helped to resolve this.”

Lone Star State Construction Projects Amarillo I-27 TxDOT’s Amarillo District is proposing improvements to I-27 in Randall County, from north of Western Street in Amarillo to south of the U.S. 60 Interchange, which is north of Canyon. The proposed improvements consist of adding capacity to a freight corridor by widening from four-mainlanes to six-mainlanes; improving ramps and frontage roads; reconstructing and improving the vertical clearance on grade separations. The project is approximately 8.8 mi. in length.

The purpose of the proposed project is to reduce congestion and improve mobility and safety by providing additional roadway capacity. Additionally, this project is proposed to meet future traffic demands due to population growth and increased traffic volumes within Amarillo and in the connection to Canyon. This project is on the Amarillo MPO’s priority list of projects.

The proposed project would: • Upgrade I-27 from four mainlanes to six mainlanes (three in each direction) within the existing right-of-way; • Improve frontage roads from rural to urban design within the city of Amarillo; • Reconstruct/improve the grade separation and ramps at Western/Hillside Streets; • Reconstruct the grade separations and ramps at Bell, Sundown, Rockwell and FM 2219; • Improve the drainage along the corridor; • Provide ADA accommodations, shared use lanes and sidewalks (where applicable), throughout the project corridor.

U.S. 87 The Texas Department of Transportation (TxDOT) Amarillo District is proposing improvements to U.S. 87 in Hartley and Moore counties, from east of the U.S. 385 Interchange to FM 2589 west of Dumas. The proposed improvements consist of adding capacity to a truck freight corridor. The project is approximately 19.8 mi. in length..

The purpose of the proposed project is to improve mobility, connectivity and safety by providing additional roadway capacity. Additionally, this proposed project will complete this freight corridor to a minimum four-lane divided facility though the Amarillo District. This project is on the TxDOT Freight Network, National Highway System, Texas Trunk System-Phase 1 Corridor and Ports-To-Plains Corridor.

The proposed project would: • Upgrade U.S. 87 from a two-lane facility to a four-lane divided facility (two in each direction); • Improve the drainage along the corridor.

Austin SH 21: CR 130 to Paint Creek Road TxDOT is developing preliminary plans to expand SH 21 from County Road (CR) 130 to Paint Creek Road in Bastrop County, Texas. SH 21 in eastern Bastrop County functions as both a local thoroughfare and commuter highway. Along the project limits, the existing highway is an undivided highway with alternate passing lanes and includes areas where the

roadway is reduced to two lanes southbound and one lane northbound. The preliminary plans would expand the roadway from a four-lane undivided to a four-lane divided.

Bastrop County’s rapid growth has increased the need for accommodating projected traffic volumes, improving safety and reducing congestion.

Proposed improvements: • Widening the roadway to create a four-lane divided roadway (two lanes in each direction); • Separating travel lanes by adding a median with crossovers at regular intervals; • Designing the roadway to include 12-ft. lanes, 10-ft. outside shoulders and a four-foot inside shoulder; • Constructing two new twin bridges over U.S. 290 along a new alignment.

FM 973 Realignment The Texas Department of Transportation (TxDOT) Austin District is proposing to realign FM 973 in a new location between U.S. 290 and SH 130 in east-central Travis County.

The purpose of the proposed project is to improve mobility and connectivity and provide additional roadway capacity to meet future traffic demands due to population growth.

Various alignment alternatives have been evaluated with the goal of upgrading the existing FM 973 and realigning the roadway around the city of Manor.

The proposed project would: • Extend for approximately 5.6 mi. between U.S. 290 and SH 130; • Consist of four travel lanes (two in each direction) separated by a grassy median, with turn lanes in various locations; • Include a shared-use path; • Include a typical right-of-way width of 200 ft.; • Require between 71 and 122 acres of right of way.

Dallas I-35 The entire I-35E project as originally proposed was estimated to cost $4.8 billion. The project has been built in phases as funding has become available. The I-35E project received environmental clearance through a Federal Highway Administration (FHWA) Finding of No Significant Impact (FONSI) issued in December 2011.

Phase 2 improvements include: • One additional general purpose lane in each direction in Dallas County; • Full reconstruction of the I-35E mainlanes, two existing, grandfathered reversible tolled managed lanes, and frontage roads in Dallas County; Future phases of the I-35E ultimate reconstruction project will be progressed as funding becomes available for these improvements.

Fort Worth I-30/SH 360 Interchange The Texas Transportation Commission has approved Proposition 1 funding toward the new $233 million direct connect I-30/SH 360 interchange project. The project was

awarded in November 2015 to Williams Brothers Construction Co., Inc. of Houston. The project started in spring 2016 and is estimated for completion in 2021.

The project will provide a fully directional interchange at I-30 and SH 360 and will include the reconstruction and widening of the Six Flags Drive bridge over I-30 from two lanes to five lanes (three southbound lanes and two northbound lanes). The bridge will improve access to Six Flags Over Texas and the greater commercial area by extending Six Flags Drive north to Avenue H. SH 360 from Abram Street to I-20 Construction began in summer 2018 on a $53 million project to widen SH 360 from Abram Street to south of Interstate 20 from six to eight lanes. The 5-mi. project will add one mainlane each direction by widening to the center median. To accommodate the expansion of this corridor, the Abram Street bridge will be replaced and five other bridges will be widened. Some ramp improvements will also be made to provide better access to the Arlington central business district. The project is estimated for completion in late 2020.

South of I-20 to U.S. 287 Construction on SH 360 south of I-20 to U.S. 287 began in November 2015 as part of a public-public partnership between TxDOT, the North Texas Tollway Authority (NTTA) and the North Central Texas Council of Governments. The initial SH 360 project added two toll lanes in each direction from approximately 2 mi. south of I20 near East Sublett Road/West Camp Wisdom Road to U.S. 287. In addition, the project provided intersection enhancements and frontage road improvements to deliver continuous non-tolled frontage roads throughout the corridor. The project also added U.S. 287 north and southbound mainlane bridges over SH 360 and a portion of the U.S. 287 northbound frontage road and ramps.

The $340 million project opened to traffic in May 2018.

NTTA is operating the toll road.

Houston CR 59 from CR 48 to Kirby Drive Brazoria County, in cooperation with TxDOT, is proposing to widen CR 59 from CR 48 to Kirby Drive in Brazoria County, Texas. The purpose of the proposed project is to improve mobility and bring the roadway up to current design and safety standards.

CR 59, within the project limits, consists of a rural twolane roadway, with one 10-ft.-wide travel lane in each direction, no shoulders, and open ditches. No sidewalks or bike lanes are present.

Proposed improvements: • Widen from two to four lanes (two in each direction); • Add a raised concrete median; • Construct a 10-ft. wide shared use path with pedestrian ramps on the north side of the roadway; • Construct a redesigned open ditch drainage system.

The traffic management plan is based on temporary lane closures and detours, such as the full closure of SH 151 mainlanes from just west of I-410 to just east of I-410 and the full closure of SH 151 eastbound to westbound turnaround overnight closures for the construction of flyover ramps and installation of steel beams at the SH 151 and I-410

interchange.

Serold noted that the majority of closures occur at nights and on weekends, with minimal work being done during the day.

Crews Complete Construction of Amadeus Wind Project BayWa r.e. has completed construction and achieved financial close of the Amadeus Wind project in Texas. Located northwest of Abilene in Rotan, the 250 MW wind farm has begun selling power into the grid and will generate enough clean, renewable energy to meet the electricity needs of more than 74,800 homes annually.

Amadeus is the largest onshore wind project completed to date in BayWa r.e.’s global portfolio.

Amadeus consists of 96 GE wind turbines deployed across nearly 25,000 acres of federal, state and privately held lands. Over the lifetime of the plant, it will provide millions of dollars in tax benefits to the local community. The wind farm will also reduce the need for power generated from fossil fuels and will keep over 648,000 metric tons of carbon dioxide greenhouse gases from being released into the atmosphere each year.

“We are grateful to all the stakeholders that worked hard to make this project a success, despite this year’s profound global challenges,” said Florian Zerhusen, CEO of BayWa r.e. Wind LLC. Amadeus brought together some of the leading names in project financing, tax equity and asset ownership. Commerzbank, one of Germany's largest financial institutions, financed the construction loan for the project. Morgan Stanley is purchasing the energy from the plant under the terms of a 10-year hedge agreement. The tax

equity funding was provided by BHE Renewables while Fengate has taken a cash equity position and will jointly own the wind farm with BayWa r.e., which will continue to manage the asset.

“Fengate is very pleased to invest in Amadeus, and we look forward to our ongoing collaboration with BayWa r.e., a proven operating partner and industry leader,” said Greg Calhoun, managing director, infrastructure investments of Fengate.

Despite the challenges presented by the COVID-19 pandemic, U.S. wind installations are on pace for a record year, according to the latest market data from the American Wind Energy Association (AWEA). Annual installations were up 72% year-over-year through the end of the third quarter. AWEA cites strong market fundamentals and consumer demand as the main drivers of U.S. wind development, with wind offering the most affordable source of new electricity generation in many parts of the country. 

Crews are close to completing the demolition of the old I69 northbound connector ramp to I-610 southbound.

“This will allow for the work to progress on the IH 610 northbound to IH 69 southbound connector,” said Perez.

“The existing IH 610 northbound to IH 610 southbound is still up as the new one has yet to be opened but again, coordinating with all parties [contractor, Transtar and TxDOT] ensures that everyone is on the same page [and] that the message of traffic impacts were relayed to the traveling public.”

Over the summer, the IH 69 northbound frontage road between I-610 West Loop and Newcastle was completed, which included the Newcastle Drive intersection.

“This required lots of coordination with the nearby companies along IH 69 northbound frontage road,” said Perez.

“One of which was the Houston Chronicle. Meeting with the business owners in person and speaking with them to help us understand their concerns and how we could mitigate those concerns was very helpful. In turn we were also able to help explain what is to be expected and the potential durations to the business owners.”

Simultaneously, major work for the IH 610 northbound to I-69 southbound connector ramp and the I-610 southbound to I-69 northbound connector ramp continued.

Three noise walls were constructed in the summer of 2019-- one along the southbound frontage road of IH 69 west of McCue Street, in the northwest corner of the interchange, and two along the southbound IH 610 frontage road south of IH 69.

“Many unknown utilities were found during the IH 610 southbound sound wall construction,” said Perez.

The drainage infrastructure being installed along the east side of IH 610 includes new trunk lines between the mainlanes and the frontage road.

“This work was completed in late 2020,” said Perez.

“Coordination with business owners in the area and even residential facilities was key to the success of this operation.”

Cat excavators and motor graders were used to help move prefabricated concrete pieces and dig out areas for infrastructure installation.

The expected lifespan of the new roads and bridges and infrastructure is approximately 20 years.

“We’re addressing safety issues by adding shoulders where there were none, increasing sight distances, reducing weaving at decision points and increasing connectors to two lanes,” said Perez. “The design supports the construction by phasing closures in order to minimize the impact on the traffic while providing safe work zones for the contractor to work.”

“The I-69/I-610 interchange is a major connection point of two extremely busy highways serving the Greater Houston area,” Perez added, pointing out that safety, mobility and congestion will be addressed by “widening the connector ramps to two lanes, increasing sight distances and vertical clearances, and providing remedies to eliminate weaving. The work also calls for adding shoulders on the I-610 West Loop mainlane bridge over I-69 and adding detention ponds.”

In terms of financing, $87.5 million has been provided by Texas Clear Lanes program, with the remainder from state and federal funds.

“One of the biggest design challenges for this project is the lack of space throughout the interchange,” said Danny Perez, a TxDOT public information officer of the Houston District. “In order to resolve this issue, many of the proposed connectors were phased. This helps prevent closing multiple connectors at the same time. This also allows for shorter closure durations for the proposed connectors that are in the same footprint as the existing.”

300,000 cars and trucks and when delivered, will be able to accommodate 450,000 vehicles and meet traffic demands for approximately the next 20 years. The infrastructure upgrade was designed by multiple consultant engineering firms, as well as TxDOT. Congested already, the construction at the interchange is having major impacts on traffic and TxDOT is doing its best to minimize them. The phased construction has resulted in night and weekend road closures.

“The project has incentives and disincentives to encourage the contractor to complete various phases sooner than anticipated,” said Perez.

“Temporary detours have been required as a means of traffic control,” said Perez, “but all business and residential access within the project limits have remained open during construction. Certain areas within the interchange have and will always have high traffic counts, such as Richmond

Avenue, but for the most part people are utilizing the traffic plans and slowing down. Most of this work will happen during nights or weekends. Not just to prevent traffic backups, but also to keep both the traveling public and the contractor safe.”

The DOT is employing Smart Work Zone technology, which is the application of computers, communications and sensor technology to freeway transportation.

“This system obtains and analyzes traffic flow data in realtime and provides frequently updated information to motorists,” said Perez. “It is portable and allows its installation, with minor modifications as necessary, at different locations. It also operates in an automated manner with as minimal supervision by TxDOT personnel, and provides accurate and reliable information, keeping in mind the serious consequences of misinforming motorists in work zone situations. “[It] better informs motorists and reduces their frustrations and encourages them to take alternate routes, reduces congestion and allows for more free flowing traffic,” he added.

“It will also help to clear incidents more quickly. It will certainly make work zones safer for highway workers and motorists.”

Extensive public consultation was undertaken by TxDOT in 2012, 2015 and 2016 via open houses and public meeting summaries. This was important in light of all the other ongoing projects in the Greater Houston area that have many general contractors and subcontractors on-site at many locations.

TxDOT purchased approximately 2.5 acres of additional right-of-way, which included 10 partial acquisition impacts and one commercial displacement (a Chick-fil-A).

This project will not result in an increase to the base flood elevation to a level that would violate floodplain regulations and ordinances.

“The hydraulic design and detention facilities for the project are in accordance with current TxDOT and Federal Highway Administration policies and standards,” said Perez, who pointed out that sight distance and vertical clearances are being modified to fit more updated standards by raising the elevation of the new connectors.

As noted, the project has early completion incentives built into the contract for certain critical construction phases to encourage the completion of work ahead of schedule, as well as disincentives to monetarily penalize the contractor for not completing work as scheduled.

“Incentives have been proven to help the contractor finish key construction points on time and sometimes even earlier than expected,” said Perez. “TxDOT and the contractor are able to resolve any conflicts or issues quickly due to its good and long-standing relationship.”

Close to 100 Williams Brothers and subcontractor employees have been on-site. Local and regional subcontractors have been brought on board.

Additional equipment being used includes various types of cranes, such as crawler cranes that can be easily moved about to help with various operations where large pieces of concrete had to be lifted and placed; excavators and dozers from several manufacturers; various types of loaders; an assortment of rollers and pavers; and other standard pieces of iron.

Being based in Houston, Williams Brothers is able to dispatch mechanics to the work site from its shop/yard and nearby construction sites.

Odessa-based Saulsbury was recently awarded a contract to construct a 30 ton per day hydrogen liquefaction facility for a specialty gas company.

“This award represents a significant achievement for Saulsbury, as well as our client, as we work to support the environmental and renewable programs of the future.

White House Revokes Permit of Pipeline Through Texas TORONTO (AP) — Construction on the long disputed Keystone XL oil pipeline halted as incoming U.S. President Joe Biden revoked its permit on his first day in office.

The 1,700-mi. pipeline was planned to carry roughly 800,000 barrels of oil a day from Alberta to the Texas Gulf Coast, passing through Montana, South Dakota, Nebraska, Kansas and Oklahoma.

“The Permit is hereby revoked,” Biden’s executive order says. “Leaving the Keystone XL pipeline permit in place would not be consistent with my Administration’s economic and climate imperatives.”

Keystone XL President Richard Prior said over 1,000 jobs, the majority unionized, will be eliminated in the coming weeks. “We will begin a safe and orderly shut-down of construction,” he said.

First proposed in 2008, the pipeline has become emblematic of the tensions between economic development and curbing the fossil fuel emissions that are causing climate change. The Obama administration rejected it, but President Donald Trump revived it and has been a strong supporter.

The premier of the oil-rich Canadian province of Alberta called Biden’s decision an “insult” and said the federal Canadian government should impose trade sanctions if it is not reversed. Canadian Prime Minister Justin Trudeau took a conciliatory tone.

“We are disappointed but acknowledge the President’s decision to fulfil his election campaign promise on Keystone XL,” Trudeau said in a statement.

White House press secretary Jen Psaki said Biden will call Trudeau on Friday, the first call with a foreign leader after Biden took the oath of office. Psaki said the pipeline will be discussed.

Trudeau raised Keystone XL as a top priority when he spoke with Biden in a phone call in November. The project is meant to expand critical oil exports for Canada, which has the third-largest oil reserves in the world and is America’s number one source of foreign oil.

Trudeau and Biden are politically aligned and there are expectations for a return to normal relations after four years of Trump, but the pipeline is an early irritant as Biden has long said he would cancel it.

“Despite President Biden’s decision on the project, we would like to welcome other executive orders made, including the decisions to rejoin the Paris Agreement and the World Health Organization, to place a temporary moratorium on all oil and natural gas leasing activities in the Arctic National Wildlife Refuge, and to reverse the travel

ban on several Muslim-majority countries,” Trudeau said in his statement.

Alberta Premier Jason Kenney said Biden’s decision is a gut punch for his province, which has a stake in the project.

But Marty Durbin, president of the U.S. Chamber of Commerce’s Global Energy Institute, said Biden’s decision is not grounded in science and will put thousands of Americans out of work, “The pipeline — the most studied infrastructure project in American history — is already under construction and has cleared countless legal and environmental hurdles,” Durbin said in a statement. “Halting construction will also impede the safe and efficient transport of oil, and unfairly single out production from one of our closest and most important allies.”

Environmental groups applauded Biden’s move.

“Killing the Keystone XL pipeline once and for all is a clear indication that climate action is a priority for the White House,” said Dale Marshall, national climate program manager for Canada’s Environmental Defence. 
