SER Construction Nears Midway On FM 1518 Expansion By Irwin Rapoport CEG CORRESPONDENT
Progress continues on the Texas Department of Transportation’s (TxDOT) $72.78 million FM 1518 Expansion Project, which is a reconstruction of Farm-toMarket 1518 between Interstate 10 and Farm-to-Market 78 in Bexar County. When completed by SER Construction Partners LLC in 2028, FM 1518 will feature two 11-ft. lanes in each direction with a raised 34-ft.-wide raised center median. Additional work includes installing a 10-ft.-wide shareduse path on the east side, a 6-ft.-wide sidewalk on the west side and upgraded utilities and improved drainage. Construction began in April 2024. The project is financed by TxDOT and federal funds. “[The project] is designed to increase mobility and safety along 5.6 miles of the corridor,” according to the project web page. “[The benefits include] increased connectivity, separating opposing lanes of traffic and integrating bike and
pedestrian access with the construction of sidewalk and shared-use path accommodations.” This is a four-phase project. Phase I covers utility work throughout the corridor and work on the FM 78 and FM 1518 intersection. Phase II includes work between Lisa Meadows and I-10 and widening the bridge at Woman Hollering Creek. Phase III focuses on the area between Lisa Meadows and Aztec Lane, and Phase IV deals with sidewalks, the median and final paving. The project was designed by Jacobs. Challenges Abound “Some of the key challenges we’ve faced during construction involve discrepancies between what is shown in the design plans and what actually exists in the field,” said Jesse Chapa, SER Construction’s project manager. “In some cases, design details may have been unintentionally omitted, or what is shown on paper does not physically fit or align as intended once construction begins. see EXPANSION page 16

irby-Smith Machinery hosted an open house at its new Hewitt, Texas, location on Oct. 14, 2025. The event marked the company’s 14th branch and drew a strong turnout of customers, manufacturers and local partners from across the region. The new facility represents the company’s growing commitment to serving contractors throughout central Texas, offering equipment from manufacturers, including Komatsu, Wirtgen and Takeuchi. The Hewitt branch provides sales, rental, parts and service capabilities designed to better support customers in Waco, Temple, Killeen and the surrounding areas. “This location is truly built from the ground up to handle the needs of our customers,” said Richard Graves, sales and operations manager of the Hewitt branch. “We have the team, the space and the equipment to keep contractors up and running every day.” The Hewitt facility spans more than 10 acres of yard space and includes a large demo area where customers can operate machines firsthand under real-world conditions. The new service shop is equipped with multiple overhead cranes, giving technicians the ability to perform complete rebuilds on any size equipment. The previous Waco-area branch had just 1.5 acres of yard space, making the move a major upgrade in capacity, efficiency and customer accessibility. Kirby-Smith’s service operation runs 24/7, with a dedicated afterhours hotline connecting customers directly to on-call technicians. The Hewitt branch operates a fleet of 15 service trucks that cover central Texas, providing reliable field service support to job sites of all sizes. From preventive maintenance to emergency repairs, the new location allows Kirby-Smith to respond faster and handle a wider range of service needs than ever before. The Hewitt branch open house featured vendor displays, equipment demonstrations and a full BBQ lunch service for attendees. Guests toured the new facility, viewed several machines up close and had the opportunity to meet directly with product experts and factory representatives. The event highlighted Kirby-Smith Machinery’s continued investment in customer support and its long-standing reputation as a trusted partner to contractors across Texas. Manatee Sighting Halts Work Midland Completes $100M On Ferry Construction Project 26-Street Road Bond Project The Texas Department of Transportation (TxDOT) works to keep all Texans safe: drivers, contractors, TxDOT employees and wildlife. A rare sighting of a West Indian manatee temporarily halted construction in late August at TxDOT’s ferry operations in Port Aransas. TxDOT works to be a good steward of the environment, protecting wildlife that are potentially affected by projects. That meant TxDOT crews knew what to do when they saw the majestic sea cow swimming nearby. The $64 million project, which is upgrading ramps and landings for the Port Aransas ferry system, came to a standstill when construction crews spotted the endangered and federally protected manatee in waters near the job site. Before construction, TxDOT educated construction personnel about the potential presence of these large mammals and the requirement to report sightings. Construction personnel from Russell Marine, the contractor leading the project, immediately reported the manatee to
TxDOT as required. All work paused as the manatee lingered for several hours near the ferry operations before heading west toward Corpus Christi Bay. “The safety of the public, our contractors, and TxDOT employees is always our top priority,” said Mike Walsh, TxDOT district engineer in Corpus Christi. “But protecting wildlife near our projects is also critical.” The manatee was not in visible distress and was observed at the ferry operations for several hours before moving along the shoreline to the west toward Corpus Christi Bay, allowing construction to resume. TxDOT has made environmental stewardship a key focus of its statewide operations, incorporating wildlife crossings for ocelots, bat houses under bridges and other initiatives to minimize harm to native species. Although rare, recent sightings of the manatee have been reported in Texas waters. They are known to migrate from Mexico and Florida during the summer months. The city of Midland, Texas, announced on Oct. 30, 2025, that it has completed its $100 million Road Bond project — after years of lane closures and construction, newswest9.com reported. The project, which voters approved in 2017, aimed to upgrade 26 streets citywide, including high-traffic corridors like “A” Street, Main Street, Garfield Street, Cuthbert Avenue and Thomason Drive and residential roads such as Taylor Avenue, Hicks Avenue, Carter Avenue and Bluebird Lane. City officials said that 22 of the 26 projects included in the bond project also involved utility upgrades. Many involved replacing aging metal pipes embedded in the streets — infrastructure that had caused multiple sinkholes and roadway failures, newswest9.com reported. “The underground utilities were in such poor condition that replacing them was essential,” city officials said. City leaders said the lengthy construction period brought “cone fatigue” to many drivers, noting that the project length was unprecedented for Midland, newswest9.com

The initial five-year timeline was impacted by statewide construction activity, as the Texas Department of Transportation distributed hundreds of millions of dollars for projects across West Texas. That affected contractor availability and schedules. City officials confirmed the Road Bond was completed under budget despite those issues. Sixty percent of the funds were designated to cover the cost of pavement removal and repaving, 24.4 percent was devoted to utility line replacement, 10.4 percent was devoted to Americans with Disabilities (ADA) compliance modifications and 5.2 percent went to engineering costs. As the city makes final touches along Main Street, its officials said the completion signifies a milestone in addressing its longstanding infrastructure needs, newswest9.com reported. “With the Road Bond now behind us, we can turn our focus to other streets that have gone decades without significant improvements,” officials said.

Meta Platforms Commits $1.5B for Texas AI Data Center

Meta Platforms said on Oct. 15, 2025, that it would invest $1.5 billion in a data center in El Paso, Texas, reuters.com reported. By breaking ground at its 29th such global facility, the social media giant is expanding its infrastructure to support artificial intelligence workloads. The data center will be Meta’s third in Texas, according to reuters.com. It is expected to come online in 2028 and can scale to a 1-gigawatt site. That’s enough to power San Francisco for a day, which makes it one of the United States’ largest planned data center campuses. Reuters.com reported that large-scale cloud service providers known as hyperscalers have raced to build AI infrastructure. In company filings, Meta said that Amazon, Alphabet, Meta and Microsoft are projected to spend more than $360 billion in 2025, with most of that money expected to go toward powering data centers. Once operational, the new El Paso facility is projected to create approximately 100 jobs. There will be more than 1,800 construction workers onsite at peak construction, Meta said in a statement. The company cited El Paso's robust electrical grid and skilled workforce as site selection factors. Meta has invested more than $10 billion in Texas, while employing more than 2,500 people statewide, according to the company. The company is funding the current phase of the El Paso site with $1.5 billion of its own money, reuters.com reported. The announcement follows Meta's recent $29 billion off-balance-sheet deal with Pimco and Blue Owl that’s funding a Louisiana data center campus. “The fastest gazelle finds their place, others follow, and Meta is the fastest gazelle in the industry, as far as I'm concerned,” said Jon Barela, CEO of the Borderplex Alliance, a local economic development and policy advocacy group facilitating the project, told Reuters. “We've had others look at the region, other data centers, and we expect there probably to be others that will want to follow.” Barela said a referral from Texas Gov. Greg Abbott’s office about the Meta project came in about four years ago, with El Paso offering a package of tax and other incentives to attract the company. Meta said the data center will be matched with 100 percent renewable energy, according to reuters.com. The facility will use a closed-loop, liquid-cooled system that continuously recycles water. Meta had pledged to restore twice the amount of water consumed by the data center to local watersheds. That would exceed its 2030 goal to restore more water than it consumes. “Another common challenge occurs when existing utilities have not been relocated prior to our scheduled work. When that happens, we must develop alternate construction approaches that still meet design intent and safety requirements. These alternate solutions are then sent to the design engineer (Jacobs) for review, redesign and stamping before the revised plans are returned to us for implementation.” Halfway Mark Nears SER Construction Partners crews have completed 44 percent of the project. TxDOT’s Aug. 8 update newsletter noted that, “Work completed as part of the FM 1518 Expansion Project includes the installation of gas lines and sewer and wastewater line upgrades between Schaefer Road and I-10.” “Construction efforts on the new FM 1518 lanes have been primarily concentrated on the southern portion of the project between Trainer Hale Road and I-10, where the new northbound FM 1518 lanes are partially complete,” according to TxDOT. “Between Woman Hollering Creek and Trainer Hale, crews are continuing to make progress on building the new northbound lanes. In early summer, work began to widen the Woman Hollering Creek Bridge, and crews poured the first slab of the expanded bridge in late July. Construction of the new roadway between Lower Seguin Road and I-10 is expected to be complete in summer 2026. After that, crews will focus on building the new roadway between Lower Seguin Road and Lisa Meadows.” Future work includes traffic signal upgrades at the intersections of FM 1518 and FM 78, Schaefer Road and Lower Seguin Road. Bridge widening also will occur on FM 78 over Cibolo Creek to expand the left turn from FM 78 onto FM 1518 to a dual left-turn lane for improved traffic flow and signal efficiency. The widening operation is under way and, according to TxDOT, SER Construction is using a low-profile drill rig to drill bridge piers under live power lines. The new traffic lanes are asphalt-based. “The excavation for the new lanes primarily consists of clay soils with intermittent limestone layers,” Chapa said. “The material is generally stiff to moderately hard, requiring typical excavation methods with localized areas of harder material that may require additional effort or equipment. Once the existing ground is prepared and cut to the required grade, Type C embankment material will be placed and compacted to the specified density.” After the embankment is placed and graded, the subgrade will be treated with lime to a depth of 8 in. The lime stabilization improves the bearing capacity and reduces the plasticity of the clay soils, ensuring a more uniform and durable base. Following stabilization, an 8-in. flex base layer TYD GR1-2 will be placed and compacted, serving as the primary structural layer beneath the pavement. The final pavement structure will consist of two asphalt courses — a base course of hot-mix asphalt, 4-in. Type B, PG 64-22, and a surface course of hot-mix asphalt, 2 in. SPC SAC-B PG76-22, serving as the wearing surface and providing ride quality and skid resistance. Average production is approximately 1,500-2,500 linear ft. per day per lane, assuming a 12-ft. lane width and two 2in. lifts. “Under ideal conditions — good weather, continuous plant supply, long straight runs — crews can sometimes achieve up to 3,000-3,500 linear feet per-lane per-day,”

Equipment used for the road work includes Cat 308E, 335, 336 and 349 and Link Belt 245x4L excavators; Cat 926M and 930 front-end loaders; tandem and long trailer trucks; Volvo Bayshore TR150 drill rigs; bucket trucks; a Wirtgen W210Fi rotomill; Roadtec RP-195 asphalt paving machines; Cat 140M and NorAm 65E road graders; Cat CP433E, CS323C, CP56 and CS56 rollers; bore machines; Bobcat S300 and S750 skid steer loaders; Schwing 17M to 65M concrete pump trucks; and concrete mixers with standard transit mixer rear discharge.
exposed bars, and the bridge deck slab is poured in sections to ensure proper integration with the existing structure and maintain structural balance.” For the bridge work, operators are using Cat and LinkBelt excavators; Cat D4 dozers; Cat 930 loaders; Volvo Bayshore TR150s; Schwing 17M to 65M pump trucks; and a Mack 2,000-gal. water truck. On typical days, 35 to 50 people are working on site. Subcontractors include RailPros for railroad flagging, EZ Bel for electrical work, Texas Environmental for erosion control, Beaird Drilling for drill shafts, Badeco for gas line utilities, TexOp for milling, Dependable Fence for fencing, C&C Trucking, G&D Directional for boring, Montalvo Bridge Systems for rebar and tying, D&R Roadway Construction for flatwork and Rangeline Tapping for tapping and sleeve waterline.
Median Work Complicated The raised 34-ft. wide center median presents its own challenges. “Medians often include inlets, median drains and crossslope transitions that tie into existing pavement,” Chapa said. “If not timed correctly, open median sections can trap water or create slope instability. Ensuring grade continuity and temporary drainage control between phases is a common challenge. … Limited space can slow productivity, especially when placing curb, median barrier or surface paving.” Chapa said that when the median is paved or poured in separate phases, achieving smooth tie-ins and proper alignment between the new and existing pavement edges is critical. “Crews must follow survey control points and elevation checks to ensure cross-slopes and barrier offsets are correct,” he said. “The median often comes late in the phasing sequence after inside lanes are open to traffic. Equipment-wise, Cat 336 and 349 excavators will be used for ditch, culvert and utility excavation; Cat D6 to D8 dozers for bulk earthmoving, shaping embankments and backfilling; scrapers and loaders for mass excavation and hauling short distances; Cat 140M motor graders for fine grading subgrade and base; and Cat CP56 or CS56 compactors for soil and embankment compaction. Topsoil is the primary material in the raised median. Meantime, TxDOT is working with the city of Schertz to upgrade city water lines and CPS Gas lines. For the widening of the bridge at Woman Hollering Creek, SER Construction is using a slab deck structure and implementing a scour repair of the Cibolo Creek Bridge. “When performing a bridge widening, the work typically begins with the installation of new drilled shafts, followed by the construction of columns, bent caps and abutments to support the new bridge section,” Chapa said. ”While the structural components are being formed and poured, the existing bridge deck is saw-cut along the planned construction joint to expose the existing reinforcing steel. EFCO pan forms are then set in place, new reinforcing steel is tied into the

Frequent replacement is normal on graders, excavators and loaders. Constant movement and vibration loosen or wear pins and bushings in booms, arms and buckets. High-pressure joints need greasing daily to prevent metalto-metal wear. Hoses, seals, pumps and cylinders degrade under heat and pressure. Contamination causes premature failure. Regular filter changes and clean hydraulic oil are critical. “On the electrical side, connectors, sensors, wiring harnesses and switches suffer from vibration, heat and moisture,” Chapa said. “Dust infiltration can cause erratic operation or failure in automated grade-control or GPS systems. Cracks can form in frames, welds and booms from repeated stress and overloading. This is common in older dozers, excavators or cranes subjected to heavy, uneven loads.” Engine and drivetrain components also are impacted. “Radiators and coolers clog with dust and debris, reducing efficiency,” Chapa said. “Fans and belts wear out from vibration or misalignment. This is especially critical in hot Texas climates during long summer workdays. Haul trucks, rollers and graders experience brake and steering wear from constant starts, stops and tight turning. Bearings in drums, idlers or wheels fail from poor lubrication or contamination.” Repairs are dealt with promptly. “Any of these repairs can generally take a few hours to complete; however, the more in-depth repairs could take a few days depending on the magnitude of the repairs,” Chapa said. “We do have an on-site mechanic full time.” CEG (All photos courtesy of SER Construction Partners.)

Burns & McDonnell Wins $80M Contract to Build Water Plant Burns & McDonnell rendering
Engineering, architecture, construction, environmental and consulting firm Burns & McDonnell was selected to deliver a new $80 million 2-million-gal.-per-day water reclamation facility for the city of San Marcos, Texas. The facility will help manage increasing wastewater demands from rapid residential development and meet an accelerated timeline driven by continued growth in the region. “We’re proud to help San Marcos meet its critical wastewater infrastructure needs,” said Sarah Isbell, leader of the Water Group of Burns & McDonnell in Texas. “Our progressive design-build approach gives us the ability to collaborate early, make informed decisions and accelerate delivery — all while keeping the city’s priorities front and center.” Engineering began in July 2025, and completion is expected by the end of 2026, according to sanmarcorecord.com. To support the city in meeting the commitment, Burns & McDonnell will implement a fast-tracked interim wastewater management system while concurrently designing the permanent facility. McCarthy Building Starts $202.5M North Texas Water Treatment Plant Expansion McCarthy Building Co. broke ground recently on Phase 2 of the Tom Harpool Water Treatment Plant expansion, according to starlocalmedia.com. The project in Providence Village, Texas, is a partnership with the Upper Trinity Regional Water District (UTRWD) and Carollo Engineers. When the project is completed in 2028, the expansion will double the plant’s capacity from 30 to 60 million gal. per day, boost water treatment and provide water resources to the neighboring northern Denton and Collin County communities, starlocalmedia.com reported. The expansion includes infrastructure upgrades, plant equipment installations and advanced water treatment technology. The project “will be vital to sustaining the health, vitality and resilience of North Texas for generations to come by expanding access to critical water resources,” according to a McCarthy press release. The company said the project will create more than 150 construction jobs. McCarthy said some of its construction and trade partners include H₂O Innovations, Alterman Inc., Smith Pump Co. Inc., The Scruggs Co., J&S Valves and DN Tanks. The nonprofit government agency serves approximately 29 cities and utility
providers. UTRWD provides treatment services for rainwater, solid waste, drinking and non-potable water in a 950-sq.-mi. service district in the Dallas-Fort Worth suburbs. “We’re grateful for the support of our design partner Carollo Engineers as well as the assistance from the Texas Water Development Board for providing project financing through the State Water Implementation Fund for Texas,” said Larry Patterson, the UTRWD executive director. The district is providing $40.5 million in local funding, while another $162 comes from the Texas Water Development Board’s State Water Implementation Revenue Fund for Texas. Scott Hoff, executive vice president of Carollo, said his company has worked with UTRWD for more than 25 years. He anticipates continued collaboration to boost water treatment for thousands of North Texans, according to starlocalmedia.com. “The fast-growing north service area continues to demand expanded water infrastructure,” Hoff said. “This project will incorporate advanced treatment technologies and resilient design features to position the facility to meet the region’s long-term needs.”
