U.S. 90 Interchange at Greens Bayou Project Advances By Irwin Rapoport CEG CORRESPONDENT
Since SER Construction Partners LLC began work on the Texas Department of Transportation’s (TxDOT) $71.33 million U.S. 90 Interchange at Greens Bayou project in Houston (northern Harris County) in August 2024, crews have completed more than 40 percent of the project. Construction remains on target for a December 2027 delivery date. Crews are constructing two sections of U.S. 90 that include three travel lanes in each direction with median barriers and paved shoulders adjacent to the interior and exterior lanes with a bridge over Greens Bayou. There’s also an overpass at Purple Sage Road with sections of elevated approach roadway supported by nearly 9,000 linear ft. of mechanically stabilized earth-retaining walls (MSE).
The work zone covers 0.41 mi. of Purple Sage Road. “U.S. Highway 90 is a major east-west highway in the southern United States that traverses the city of Houston and the greater Houston area,” said Scott Ashmore, SER Construction’s senior project manager, “and this will complete the only two sections of the freeway inside Beltway 8 that have not been built to full freeway standards.” AECOM designed the project. “Prior to the start of construction, there were significant concerns regarding settlement analysis information provided in the project’s geotechnical engineering report,” Ashmore said. “As a result, TxDOT’s project design firm AECOM amended the project plans to prescribe additional ground improvements in those areas intended to have the greatest height of embankment placed atop the existing soils.

TxDOT Starts U.S. 90 Expansion Project in Bexar County The Texas Department of Transportation (TxDOT) announced in December 2025 that construction has began on a two-phase, multi-year project that will expand U.S. 90 in west Bexar County, ksat.com reported. The near-$500 million project will transform the four-lane divided highway into a six-lane expressway, with additional frontage road work, according to a TxDOT news release. “The U.S. 90 Expansion is more than a construction project — it’s an investment in San Antonio’s future,” said TxDOT San Antonio District Engineer Charles Benavidez. “By enhancing safety and cutting commute times, we’re creating a safer and more connected transportation network that will improve quality of life for generations to come.” The agency said the project is designed to address existing and future highway congestion. TxDOT expects the number of drivers on the road — carrying from 60,000 to 70,000 per day in 2019 to approximately 150,000 by 2045, ksat.com reported. Without the planned improvements, commute times could reach 70 minutes if no improvements are made. The expansion could reduce those commute times by “as much as 90 percent,” according to the TxDOT release. Two-Phase Project, Years of Work According to TxDOT, there will be two project phases, ksat.com reported. The first phase, which stretches from Interstate 410 to Loop 1604, will cover approximately 3.3 mi. and cost $146 million. Jordan Foster Construction was awarded a contract to construct Phase I. Phase 1 improvements will include:
• reconstructing and widening U.S. 90 from two to three 12-ft.-wide main lanes from Loop 410 to Loop 1604; • constructing a two-lane flyover ramp that connects westbound U.S. 90 to northbound Loop 1604; • constructing a roundabout at Ray Ellison Boulevard to aid traffic flow; and • building auxiliary lanes in unspecified locations along the frontage roads to optimize traffic near key intersections. Work is expected to be completed by 2030, according to TxDOT. Phase 2 will cover Loop 1604 to State Highway 211, a stretch of 4.3 mi, ksat.com reported. The $339 million project is only partially funded so far, TxDOT said. The agency has not Texas Department of Transportation map said how much more funding it needs. The demolition of a former tire shop in downtown Odessa, Texas, in December 2025 marked the start of the first phase of the new $200 million Ector County Courthouse project, correctionalnews.com reported. Work started after the county commissioner’s court approved the design for the new fivestory courthouse building. The county said the building will feature modern technology, enhanced security measures and expanded spaces. The county’s Adult Probation, Adult Sentence Monitoring, District Attorney, and District and County Clerk offices will be housed at the new facility, correctionalnews.com reported. It also will include multiple courtrooms, including two district court courtrooms and one county court at-law courtroom, as well as secure underground parking for judges and a central holding area for inmates that will maximize space and improve safety. Further expansion is possible as per the design, with as many as nine additional courtrooms possible, according to correctionalnews.com Butler-Cohen and DLR Group lead the design-build project, which will be completed in three phases, with the project delivered by the end of 2029. Ector County Judge Dustin Fawcett said the
courthouse is designed to meet Ector County’s needs for the next 80 years, correctionalnews.com reported. The facility also will feature a new parking garage, post office, library and civic plaza, which is expected to open in 2030. The county’s existing courthouse was built in 1938 and is plagued by water leaks and flooding, pests and broken or deteriorating infrastructure. The facility was expanded twice since its opening, but voters twice rejected bond measures for further renovations, correctionalnews.com reported. The courthouse project is being funded through property tax increases, along with $325 million in new debt approved by county commissioners in November of 2024. Aside from the county courthouse, those funds will go toward building a new juvenile detention facility, with a $45 million designbuild bid for the juvenile detention center awarded to Butler-Cohen in November, according to correctionalnews.com. The new facility will host spaces for education and vocational training, medical and mental health treatment, recreation, legal proceedings and visitation. Youths will be housed in six separate housing pods designed to increase safety and security while enhancing supervision.

Multiple I-45 Projects Continuing in Galveston County The Texas Department of Transportation (TxDOT) has more than $725 million in widening, interchange and resiliency projects under way along Interstate 45 South through Galveston County that are designed to ease congestion, improve evacuation capacity and reduce flooding risks, galvnews.com reported. Danny Perez, a TxDOT spokesperson, said the projects by contractors Williams Brothers cover multiple segments between Dickinson, Texas City and the Galveston causeway, with construction likely through at least 2028. One $166 million project stretches from Farm-to-Market 1764 to Farm-to Market 519 and is scheduled for mid-2026 completion, galvnews.com reported. The project will expand the interstate from six to eight main lanes and construct two new overpasses at Delany Road and Vauthier Street. Additional auxiliary lanes and turn lanes will be added to reduce congestion and vehicle backups in Dickinson and Texas City. Perez said that bad weather and high
groundwater levels remain the project’s most significant construction challenges and can impact excavation and foundation timelines, according to galvnews.com. The project is being coordinated operationally as construction is occurring on adjacent I-45 segments to the north and south, according to Perez said. Additionally, northbound main lanes were built simultaneously with the neighboring northern project, while traffic control plans are allowing southbound construction to proceed without delaying southern segment work. A bit south, TxDOT is in the first phase of a $226 million project from FM 519 to the Texas City Wye, galvnews.com reported. That project is expected to be completed in summer 2028, with that timeline reflecting the length of the corridor and the complexity of its design. The Texas City Wye will be significantly reconfigured, Perez said. The existing interchange will be converted into a diamond interchange that features continuous frontage roads, two left-turn lanes, two through lanes and dedicated U-turns,
according to galvnews.com. The department has coordinated with nearby industrial operators that rely on the interchange and generate heavy truck traffic, Perez told galvnews.com. Three main lanes will remain open throughout construction except for short-term closures, with contractors offered incentives to complete work at the I-45 45, State Highway 6 and State Highway 146 intersection early to minimize traffic impacts. Drainage and flood-mitigation improvements are major parts of the FM 519-to-Texas City Wye project, Perez said. That includes the installation of new closed storm sewer systems throughout the corridor, which comprise more than 17 mi. of large concrete box culverts. A new pump station also is being built at the Texas City Wye, while roads south of the interchange are being raised to improve passability during high tide and heavy rainfall, according to galvnews.com. A $103 million project extends from the Texas City Wye to north of the Galveston Causeway, with completion anticipated in the summer of 2027.
It includes the construction of four new overpasses, with new northbound and southbound main lane bridges widened from three to four lanes and built with shoulders. New frontage road bridges also will be built in both directions, galvnews.com reported. The I-45 main lanes in this segment will be elevated about 8 to 10 ft. to help keep the roadway passable during storm surges, Perez said. The project is set for completion before construction begins on the planned widening of I-45 from the Causeway to 61st Street on Galveston Island. North of Dickinson, the I-45 project from FM 517 to FM 1764 is approximately 78 percent complete, with anticipated completion in the winter of 2026 or the spring of 2027. Remaining work includes traffic shifts at the FM 517 and FM 1764 intersections and the final configuration of the southbound main lanes, according to galvnews.com. That phased approach allows TxDOT to maintain mobility while delivering long-term safety, congestion relief and storm-resilience benefits along a crucial transportation corridor, Perez said.

TxDOT Starts On $62M SL Dyess Air Force Base Breaks 195 Project in Starr County Ground On New Fuels Facility The Texas Department of Transportation (TxDOT) and RPM xConstruction were joined on Dec. 2, 2025, by elected officials to debut construction for the State Loop 195 (SL 195) project in Starr County, texasborderbusiness.com reported. The new 17.24-mi.-long roadway will be built in three phases. It will function as a U.S. 83 relief route, running from Farm-toMarket 755 in Rio Grande City to the U.S. 83/Loma Blanca Road intersection in Roma, near Roma High School. “It’s been about 20 years since we first initiated conversations about having State Loop 195,” Pharr District Engineer Pete Alvarez told texasborderbusiness.com. “I’m superexcited about this job. I really feel that this area has grown. The folks in Starr County and the folks that go through Starr County, from Laredo to the Valley, deserve a project of this magnitude.” Aside from relieving congestion along existing U.S. 83, which has traffic signals at multiple intersections, the new 83 route will enhance safety while improving mobility and connectivity.
The kickoff event was for the project’s first phase. The $62 million investment will connect FM 755 to FM 3167 in Rio Grande City, according to texasborderbusiness.com. A second phase will connect FM 3167 in Rio Grande City to FM 649 near El Sauz. Construction bids will be sought in late 2026. A final phase will connect FM 649 to the intersection of U.S. 83 and Loma Blanca Road. Those bids will be sought in 2028. In all, the project will cost approximately $240 million, texasborderbusiness.com reported. “In about five to six years, we’re going to be able to traverse that entire area, non-stop,” Alvarez said. In all three phases, contractors will build a four-lane divided highway (two travel lanes in each direction), plus shoulders and a grassy median, texasborderbusiness.com reported. Bridges will be built in Federal Emergency Management Agency (FEMA) flood zones and 13 other waterways. There will be crossovers added at intersections with Charco Blanco Road, Jesse Warren Road, Alvarez Road, San Julian Road and Ebony Avenue.
Team Dyess, alongside community and industry partners, broke ground on a new fuels laboratory, refueler truck yard and Logistics Readiness Squadron administrative facility at Dyess Air Force Base, Dec. 15, 2025. The $26.7 million military construction project by Emerson Construction will modernize fueling operations that sustain B-1B Lancer and C-130J Super Hercules missions while laying the groundwork for future infrastructure tied to the B-21 Raider bed down. Completion is set for October 2027. “This groundbreaking represents a vital steppingstone, bridging our existing missions with those to come,” said Col. Seth W. Spanier, 7th Bomb Wing commander. “It’s the first visible step in a decades-long transformation of Dyess Air Force Base.” The new facility will replace aging infrastructure and expand Dyess’s fuel storage and distribution capacity, improving safety, efficiency and reliability for airmen who support daily flight operations. The project includes a new fuels lab, refueler truck parking area, administrative offices and upgraded utilities and access roads. Army Col. Calvin Kroeger, commander of
the U.S. Army Corps of Engineers Fort Worth District, and Bob Hardbarger, deputy district engineer, joined Team Dyess leadership in marking the start of construction along with Henry Kelly, Emerson Construction chief of operations, and John Nichols, vice president of the Abilene Chamber of Commerce’s Military Affairs Council. The fuels complex is one of more than 24 infrastructure projects planned over the next decade as part of a $1.6 billion modernization effort at Dyess. While this facility supports current and future operations, the first project built exclusively for B-21 Raider operations will be the Mission Planning Facility, projected to break ground in 2026. “This partnership between the Air Force, the Army Corps of Engineers and the Abilene community will ensure we deliver modern facilities, resilient infrastructure and world-class support for our airmen, setting the foundation for Dyess to continue serving as America’s only ‘lift and strike’ base for generations to come,” Spanier said. “Together, we are building the foundation — literally and figuratively — for the future of global deterrence and power projection.”

SER Construction Near Halfway Point On U.S. 90 Project INTERCHANGE from page 1
thermal control plan was developed, and among the measures employed were a specially designed concrete mix formula, a heat retention insulation system and electronic continuous temperature monitoring system devices embedded in each concrete pour.” In mid-November, drill shaft foundation work resumed on Bent #3 at the Purple Sage Road bridge and, in December, the erection process for the 220-ft.-long steel girder span at Greens Bayou (Span 4) was initiated. The project includes the construction of more than 80,000 sq. yds. of mostly 14-in. thick continuously reinforced concrete pavement. The project’s concrete pavement will be constructed by SER’s fleet of GOMACO equipment, including a GP-2600 paver, a PS-2600 placer/spreader and a T/C600 texture/cure machine. No existing lanes are being removed during the project. The Purple Sage Road bridge will be a three-span structure supported by 84-in. diameter drill shafts, specialty flared “tree” columns and TX46 prestressed concrete girders. The bridge will be 134.5 ft. wide. “Specialty forms have been rented from EFCO Corp. to assist with the concrete formwork of the flared tree columns and the inverted tee bent caps that are a part of the bridge’s substructure,” Ashmore said. “To date, all drill shaft foundations have been installed, and both of the bridge abutments have been cast in place, as have the intermediate bent’s support columns. This bridge is expected to be completed before summer 2026.”
“In total, greater than 150,000 cubic yards of unsuitable soils are being exported from the project and nearly 160,000 cubic yards of earthen embankment and nearly 160,000 cubic yards of cement stabilized backfill — for a total of 320,000 cubic yards of materials — are being imported for incorporation into the project from offsite source locations. The cement-stabilized backfill material [cement sand] is being produced by one of two SER onsite pugmill facilities.” As the existing main lanes were demolished to create the construction zone, traffic was switched to the frontage roads on either side of the highway. SER Construction built temporary lanes on both ends of the work zone. Progress Continues Considerable progress has been made, Ashmore said. All the substructure work is complete at the Greens Bayou bridge site — drill shaft foundations; columns with caps and abutments; including backwalls and wingwalls; and structural excavation required for the foundation. Improvements at either side of the Purple Sage Road bridge site are mostly complete. Ongoing work includes placing CSBE for MSE wall foundation improvements; beginning MSE wall work at walls C and D, which is east of the Purple Sage Road bridge site; realigning the existing MUD 421 waterline realignment, which will allow for the work to resume on the Purple Sage Road bridge, specifically Bent #3; and the importing and placement of embankment in the project’s fill sections. “Substructure components of the Greens Bayou bridge structure were sized for dimensions such that the construction was to conform to TxDOT’s standard specification for mass concrete requirements,” Ashmore said. “An engineered

DHS, CBP Announce $3.3B in New Texas Smart Wall Contracts The Department of Homeland Security (DHS) and U.S. Customs and Border Protection (CBP) announced on Dec. 18, 2025, the award of four new contracts totaling $3.3 billion for the construction of Smart Wall along the United States-Mexico border in Texas. With these latest awards, which also include a $1.5 billion contract in Arizona, the total contracts awarded for Smart Wall Construction now reach $8 billion. These contracts, which were awarded using funds from President Trump’s One Big Beautiful Bill Act, are designed to enhance border security and ensure the safety and security of the American people. “Securing our border is key to protecting our country, keeping our communities safe and making sure our immigration system works the way it should. A border wall with the right technology — a Smart Wall — is an important tool to stop illegal activity and to help agents do their job, which is critical in keeping America safe,” said Rodney Scott, a CBP commissioner The Smart Wall includes a steel bollard wall, along with roads, detection technology, cameras, lighting and in some cases waterborne barrier or a secondary wall — creating a double-layer barrier. In total, these five new contracts will add 97 mi. of primary border wall system, 19 mi. of secondary border wall and 66 mi. of waterborne barrier system. This includes the installation of detection technology along with the border wall and waterborne barrier systems to create a Smart Wall. In addition, it includes approximately 149 mi. of detection technology in locations where barriers already exist, but the Smart Wall is not complete. The contracts were awarded in November and December 2025 and include: The Del Rio 3 Project — Awarded a contract to SLSCO LTD for $372,832,130 to construct approximately 22 mi. of primary border wall system and approximately 13 mi. of detection technology in areas where there is an existing barrier in USBP’s Del Rio Sector in Texas. The Laredo 1 Project — Awarded a contract to Fisher Sand & Gravel Co. for $440,440,440 to construct approximately 15 mi. of primary border wall system and approximately 16 mi. of waterborne barrier system in the U.S. Border Patrol’s Laredo Sector in Texas. The Laredo 2 Project — Awarded two contracts for this project: one contract to SLSCO LTD for $664,774,000 to construct approximately 41 mi. of primary border wall system, and a second contract to Fisher Sand & Gravel Co. for $300,000,000 to construct approximately 50 mi. of waterborne barrier system in the U.S. Border Patrol’s Laredo Sector in Texas. The Tucson 2 Wall Project — Awarded to Fisher Sand & Gravel Co. for $1,495,000,000 to construct approximately 19 mi. of primary border wall system, approximately 19 mi. of secondary border wall and 136 miles of detection technology in areas where there is an existing barrier in USBP’s Tucson Sector in Arizona. In addition, the Department of Homeland Security Secretary Kristi Noem has issued nine new waivers to fast-track construction efforts in the El Centro, Tucson, El Paso and Del Rio Sectors. The waivers were published in the Federal Register in October, November and December 2025.

multiple Cat models, including large excavators, dozers, loaders and other standard pieces of iron. There are several crawler cranes on site, including Mantiwoc 2250s. SER Construction’s management team includes a senior project manager, a project manager, a project superintendent, a bridge superintendent, an earthwork superintendent and a variety of foremen. On a typical day, SER will have upward of 30 employees on site. The primary subcontractors to date are HB Farmer Foundation, which is performing drill shaft installations, and Choctaw Erectors, which is erecting the steel plate girders for the Greens Bayou bridge. SER Construction owns a large fleet. This project is putting it to the test. “To date, the main wear and tear issues seem to have been associated with the production of cement-stabilized backfill [sand] using the onsite Rapidmix 400C and Davis/Pugmill System 750,” Ashmore said. “SER conveniently has a permanent shop facility 15 miles from the project site, which affords SER maintenance staff a quick response time. Daily fueling and routine servicing are performed by SER personnel.” Houston-based Mustang Caterpillar is a key equipment provider to SER. “Mustang Cat has been utilized to supplement SER’s fleet with rental equipment, when necessary,” Ashmore said. “Rented Caterpillar 725 off-road trucks are being utilized to haul the 150,000-plus cubic yards of material stabilized at the onsite pugmills to the point of placement within the embanked MSE wall sections being constructed.” CEG
