I-35 Northeast Expansion Central Project Steams Ahead Alamo NEX Construction LLC, a joint venture of Ferrovial Construction and Webber LLC, is approximately a year away from completing the Texas Department of Transportation’s (TxDOT) $1.5 billion Interstate 35 Northeast Expansion Central Project in the San Antonio area. The design-build project, part of the Texas Clear Lanes Initiative, began in June 2022 and covers 9.5 mi. of I-35 from Interstate 410 N to Farm-to-Market 3009 through northeast San Antonio, Live Oak, Selma and Schertz in Bexar and Guadalupe counties. Construction Equipment Guide first reported on the megaproject in February 2024. Since then, construction has advanced steadily, with crews recently placing their 4,000th girder. About 85 percent of the project’s precast elements also are complete, while 84 percent of the elevated structures constructed. The project includes elevated managed lanes between the existing main lanes and frontage roads, eight bridges and reconstruction and widening of the Loop 1604 general-purpose lanes and bridges. The elevated I-35 lanes will provide direct connections to I-410 North and Loop 1604 West. “The project scope of work consists of construction of elevated managed lanes between the existing main lanes and frontage roads and eight bridges and the reconstruction and widening of the Loop 1604 general purpose lanes and bridges,” Ferrovial said in a statement. “It includes more than 800 spans of bridge construction, 4,500 concrete beams, 31 million pounds of steel girders and 6 million square feet of bridge decks.”

Bridge Work Drives Construction The first two years of the project were focused largely on establishing the foundations needed for the elevated structures and opening work areas for bridge construction. “Most of the substructures and/or foundational work and the elevated lane structures were dealt with,” Felix Martin, CEO project director for Alamo NEX Construction told Construction Equipment Guide. “For the first two years, the focus was to begin opening up work areas for the bridge work to begin. HOLT CAT Hosts Compact Equipment Demo Days in Anna
HOLT CAT welcomed customers to its Anna, Texas, facility on July 8-9, 2026, for a hands-on compact equipment demo designed to give operators the opportunity to spend time in the seat of Cat machines while learning about available technology, attachments and dealer support. The event featured four demonstration stations focused on lifting, grading, loading and digging. During the demonstrations, HOLT CAT personnel walked attendees through the operation of Cat compact track loaders and compact excavators while discussing machine features and common applications. Among the equipment demonstrated was the Cat 265 compact track loader equipped with a grading attachment. Staff also showcased the Cat 303.5 minihydraulic excavator, giving attendees the opportunity to operate the machine while learning digging techniques and machine controls. HOLT CAT representatives highlighted several technology features available on the latest compact equipment, including operator profiles, adjustable control patterns and automatic bucket self-leveling. Saronic Chooses Brownsville for New $3.2B Shipyard Robot boat builder Saronic Technologies announced in July that it picked Brownsville for its Port Alpha $3.2 billion shipyard after obtaining a tax abatement deal from the local government, USNI News reported. The 835-acre site in Cameron County is in the Port of Brownsville, which is already home to most of the United States’ shipbreaking industry. “Today marks history with the announcement of the most advanced shipyard in the entire world,” Texas Gov. Greg Abbott said. “When this shipyard gets fully built out, there will be about 10,000 employees. Saronic is going to be providing about $750 million in annual paychecks to Texans. That’s game-changing for the population of Texas.” Saronic CEO Dino Mavrookas said the greenfield site will focus on both commercial and defense shipbuilding, USNI News reported. Construction is slated to start before year’s end, with the facility expected to have to capacity by 2028 to build ships up to 850 ft., Mavrookas told USNI News. “That’ll just be phase one of the project,” he said. “We have the ability to go up to 4,000 acres. That’ll make it not only the largest shipyard in the U.S. but the largest one of the largest shipyards in the world.”

The new shipyard will be Austin-based Saronic’s third; it already operates a factory in central Texas that builds 25-ft. Corsair autonomous boats and runs former Gulf Craft shipyard in Franklin, La., where it builds the unmanned medium surface vessel, USNI News reported. Mavrookas didn’t detail the types of ships it would build in Brownsville, but in renderings it released, the company showed ships about the size of a San Antonio-class amphibious warship. “What we’re trying to do is not just build the same ships that we’ve been building, but to also incorporate the level of technology and autonomy into ships that Saronic is developing,” Mavrookas said. “Those ships might not be fully autonomous or fully unmanned on day one, but over time, as we look at building out the tech and building out the industry as a whole, there’s no reason that you can’t unman those ships completely.” The Cameron County commissioners approved a 95 percent, 19-year tax abatement for the estimated shipyard last month. Saronic debuted as a venture capital startup, making small autonomous boats. The Navy has bought $350 million in small vessels from Saronic, as well as its design for the medium unmanned surface vessel.
Longstanding Loop 1604 Expansion Reaches Milestone The Texas Department of Transportation (TxDOT) and the Federal Highway Administration (FHWA) celebrated on July 30, 2026, the start of construction on Segment 6 of the Loop 1604 North Expansion, marking a major milestone in the delivery of the two largest transportation investments in
the San Antonio region. With the turn of a shovel, TxDOT Executive Director Marc Williams and FHWA Administrator Sean McMaster were joined by Texas Transportation Commissioner Alex Meade, TxDOT San Antonio District Engineer Charles Benavidez and other regional transportation leaders
to commemorate this milestone. “This project is one of the most impactful in the country: relieving congestion, improving safety, and enhancing commuting times for all who rely on this critical corridor,” McMaster said. “It’s a prime example of why the Federal Government is investing nearly

transportation system.” Together, these projects represent nearly $5 billion in infrastructure improvements designed to reduce congestion, improve connectivity, enhance safety and support economic growth in one the fastestgrowing regions in the country. “Reaching this milestone took years of coordination among our planning, design and construction teams,” Benavidez said. “Through an accelerated delivery approach, we advanced all six segments of the Loop 1604 North Expansion from planning to construction within six years. That commitment has allowed us to deliver critical mobility improvements sooner and bring us one step closer to a more connected transportation system for the San Antonio region.” The project is expected to be complete in 2029. Liebherr HS 8300.1 ‘As Good as New’ After 20K Hours
Matthews Brothers Dredging LLC has deployed a Liebherr duty cycle crawler crane type HS 8300.1 for bucket dredging along the United States Gulf Coast for four years. With a winch capacity of 500 kN and high winch speeds of up to 125 m/min, the fast-working cycles of this machine make it ideal for this type of work. So far, the machine has clocked more than 20,000 operating hours in this very demanding field. “The recommendation for an overhaul is usually a combination of both the lifetime of the machine and the application, so a heavy application will require an earlier overhaul,” said Bertrand Meiss, field engineering manager of Liebherr USA Co in Houston, Texas. In February 2025, Liebherr carried out a detailed inspection of the HS 8300.1. Based on the maintenance record during the service life of the machine to date and projections for the coming years, Liebherr compiled targeted overhaul packages including recommendations for upgrades and technical improvements. This meant that only appropriate work is carried out and unnecessary costs are avoided.

The work on the HS 8300.1 was precisely planned — from consultation, through to installation and technical support. With one single planned investment, unexpected downtimes in the future can be avoided. “We had to take it out of service for a little while, but we see the upside of getting it overhauled for the long run to better serve our clients with minimal downtime,” said Chad Epperson, vice president of operations of Matthews Brothers Dredging LLC. Liebherr’s incorporated repair and maintenance workshop in Houston meant all work could be carried out locally so avoiding long travel distances. All hydraulic components and hoses as well as the electrics were replaced and machine upgrades implemented by Liebherr on new machines over the past five years, for example, improved boom lighting, additional safety features such as boom walkways and additions to the central lubrication system for more efficient maintenance, were

Ninth Avenue Foods Starts Work On Longview Dairy Facility

Ninth Avenue Foods, a California-based fourth-generation family-owned dairy and beverage company, started building a new facility in Longview, Texas, on July 20, 2026, Dairy News Today reported. The company filed the necessary paperwork with the Texas Department of Licensing and Ninth Avenue Foods photo Regulation to build the $76 million dairy plant; the plant is expected to
create 150 area jobs. The Longview plant is planned to cover 288,786 sq. ft. and is slated for completion by Nov. 1, 2027. Dairy News Today reported that the Longview Economic Development Corp. (LEDCO) played a key role in landing the company LEDCO CEO Wayne Mansfield told Dairy News Today that several other Texas cities were considered,
but Longview was chosen in part because of its adequate water supply. In October 2025, the LEDCO board of directors approved a performance agreement to facilitate establishing the plant. The new facility will be the third Ninth Avenue Foods manufacturing plant, with operations ongoing in California and Indiana, Dairy News Today reported. A contractor wasn’t named.

Crews Work to Finish Elevated Structures, Auxiliary Tasks INTERSTATE from page 1
Since early 2024, crews have shifted heavily into structural construction, including steel and concrete girder installation, precast cap and panel placement and concrete column construction. Approximately 11 mi. of elevated structures are being built on northbound and southbound I-35 between the existing main lanes and frontage roads. The work includes the major interchanges at Loop 1604 and I-410. “These are major connection points in the region for local and commuter traffic,” Santiago Rubi, a segment manager of Alamo NEX Construction, told Construction Equipment Guide. The elevated structures vary in height along the corridor, with the tallest sections located at the major interchanges. They average approximately 54 ft. in width to accommodate two general-purpose lanes, high-occupancy vehicle lanes and shoulders. The structures incorporate concrete, asphalt, rebar and other conventional highway construction materials. Some concrete elements are cast in place, while other components are precast and transported to the site. Shafts have been drilled for the elevated structures and various utility relocations. The eight direct connectors at the two major interchanges incorporate both concrete and steel girders. The elevated lanes will have concrete riding surfaces. The project also includes approximately 5.5 mi. of mainline work, primarily consisting of mill-and-overlay improvements to existing general-purpose lanes. The main lanes are being widened in areas where they approach and depart from the elevated lanes. Frontage roads also are being constructed or reconstructed, with a combination of asphalt and concrete pavement. “Some frontage roads are shifting and being reconstructed in order to make room for the elevated structures,” Rubi said. Extensive Structural Scope In addition to the elevated lanes and interchange connectors, crews are installing drainage systems, retaining walls and other supporting infrastructure. Box culverts are being installed at various locations along the corridor to connect drainage systems between the main lanes and frontage roads. “We are installing them parallel along the corridor in various locations between the main lanes and frontage roads,” Eddie Mejia, a discipline manager of Alamo NEX Construction, told Construction Equipment Guide. Existing structures also are being replaced or modified, including retaining walls and cross streets. “An example of this is near the UPRR line on Loop 1604,” Rupi said, “where the existing bridges were removed to accommodate for the new widening and new drill shafts. Abutments have been constructed to prepare for bridge beams and panel work. MSE walls are also part of the process across the project.” Webber’s supply chain operation is supporting the project’s substantial material requirements. The work encompasses more than 800 bridge spans, more than 4,700 concrete beams, approximately 1,300 columns and 6 million sq. ft. of bridge decks.
isting I-35 corridor has constrained work areas, while the volume of bridge construction adds complexity. “One of the biggest challenges for this project is that we have constricted work areas due to the limited room to build in the corridor,” Martin said. “This is magnified by the fact that 70 percent of the project scope is related to bridge construction. “There is also an extensive design and construction effort that is required to complete this project on time. Managing existing and growing traffic volumes while constructing this amount of infrastructure is one of the biggest challenges. In order to minimize traffic disruptions, most of the bridge work takes place at night and requires lanes and ramps to be closed.” Despite those challenges, construction has continued at a consistent pace. “Moderate and consistent with a large quantity of nightly lane closures required,” Ranvijah Singh, MOT discipline manager for Alamo NEX Construction told Construction Equipment Guide. “The project continues to make significant progress towards a successful delivery and relief to the region, with major construction activities advancing rapidly across the corridor.” Utility relocations have been another source of difficulty, along with the geological conditions encountered in the region. “Utility relocations have been hindering us, but we are closer to resolving those issues in the remaining areas, Jody Crawford, director of utilities, told Construction Equipment Guide. “As with any bridge project, you must deal with underground and overhead risks. This area of San Antonio does have known karst features and the presence of underground water that had to be contended with. The northeast area of San Antonio also has expansive soils that had to be designed around for pavement structures.” Final Phase Remaining work includes installation of precast elements, flatwork, mill-and-overlay operations, utility work and drainage installation. Crews also will continue completing sidewalks and other surface improvements as the elevated structures advance toward completion. “Over the next year-and-a-half, the elevated structures will be completed, along with the remainder of the auxiliary

construction such as flatwork, sidewalks, surface mill and inlay,” Martin said. The project’s scale also is putting heavy demands on construction equipment, particularly the cranes required to install the numerous bridge components. “Cranes have heavy use and require consistent maintenance,” according to Alamo NEX Construction. “Repairs are done very quickly — in a matter of hours. Our crane subcontractors have mechanics available to maintain them on site. Daily checks are routine, and machines undergo their routine maintenance schedules.” With the bulk of the foundation work behind it and structural construction well advanced, Alamo NEX Construction is now focused on completing the elevated system, interchange connections and associated roadway and drainage improvements.
