Maintaining road safety standards and improving traffic flow are the key reasons for the Texas Department of Transportation’s (TxDOT) $70 million project to upgrade and improve the U.S. 69 and SH 73 interchange southeast of Beaumont. For the reconfiguration of the interchange, crews changed the original cloverleaf con figuration to a turbine (spiral) configuration. Work began in November 2021 and is scheduled for completion in late 2025. New Design The upgraded interchanged was design by Poznecki-Camarillo LLC with the help of RDV Systems and LJA Engineering. To date, Williams Brothers has completed the following: mobilization, temporary widening and initial closure and started work on foundation soil improvements. The next 12 months will see crews focus on com pleting foundation soil earth work, bridge foundations and substructure.

The U.S. Senate recently approved a bill that would authorize federal agencies to plan for an estimated $31 bil lion project intended to protect the Texas coast from hurri canes.Hundreds of millions of dollars have already gone into studying the idea to build a system of concrete gate barriers at the mouth of Galveston Bay. Nicknamed for the destruc tive hurricane that hit Galveston Island in 2008, the so-called Ike Dike could be the largest civil engineering project in U.S. history.The project is included in the Water Resources Development Act, which contains various federal water, coast and flooding projects that require congressional approval to move forward, but does not allocate funds. The bill passed with 93 yes votes in the Senate; only Sen. Mike Braun, R-Indiana, voted no. The U.S. House passed its version of the act in June. The legislation will go back to the House for the two chambers to iron out differences before sending it to President Joe Biden for approval. But the Texas coastal spine project is author ized in both Republicanversions.Sen.John Cornyn said the project brings Texas “one step closer” to ensuring the state’s coast will be as “prepared as possible” for future hurricanes. “Protecting the Texas coast from devastating hurricanes is a top priority when it comes to preserving the livelihoods of Texans and ensuring the massive amount of international trade that relies on our state can resume after a storm,” Cornyn said in a statement.
If — or when — Congress does appropriate money, the state and local governments will be on the hook for a local match, which could total at least $10 billion, but inflation and changes in building costs mean estimates vary widely.
On each side of the floating gates, concrete towers would rise more than 100 ft. in the air to hold more vertical gates that could lower into the water during a storm. When closed, the gates could reduce surge into Galveston Bay by 30 to 60 percent, according to the U.S. Army Corps analysis, depend ing on the hurricane’s track and intensity.

Texas politicians have generally supported the proposal: Cornyn and Sen. Ted Cruz introduced standalone legislation for the coastal spine project. Last June, Gov. Greg Abbott said it would “go down in history” as one of the most signif icant coastal protection projects ever done in Texas.
Typically, such projects require a 65 percent / 35 percent split in federal and nonfederal funding.
The Ike Dike was first conceptualized by Bill Merrell, a marine sciences professor of Texas A&M University in Galveston. The current plan imagines artificial islands anchoring huge floating gates more than 80-ft. tall that could close as water levels rise during a storm.
The act doesn’t include funding for the Ike Dike and the rest of the Texas coast projects, which will require a separate request to Congress from the U.S. Army Corps of Engineers.
Congress is expected to fund the project in smaller appropri ations rather than all at once.

Congresswoman’s Bill to Help Protect Construction Workers
“As an elected official, I introduced this bill to protect the construction workers who are building a better America across our nation and the Houston region,” said Garcia. “I’ve heard far too many horror stories from workers who have been seriously injured due to employers not allowing rest breaks. These cruel business practices hurt minori ties and Latino communities, like those in my district, the most. These are essential workers who contribute massively to our economy and infrastructure, and they must be protected with paid rest breaks.”
Congresswoman Sylvia Garcia (TX-29) introduced the Construction Injury Prevention Act (CIPA) to protect construc tion workers from injuries by requiring employers to offer at least one 15-min. paid rest break every four hours of work. CIPA also requires the employer to notify the employee of their right to their paid rest breaks at the start of employment. Surveys show in Texas nearly 39 percent of construction workers do not receive rest breaks. On top of that, Houston has a vast construction industry with more than a quar ter-million construction workers laboring in the region — making CIPA a remarkably important bill with massive national and regional benefits.

The Texas Transportation Commission recently awarded more than $68 million in federal and state funds to transit providers across the state. Combined with an award granted in June, TxDOT is distributing more than $146 million in funding, a 65 percent increase compared to funds approved in the summer of 2021. The first phase of Texas Children’s Pavilion for Women’s $201 million expan sion within the Texas Medical Center is complete, providing a more accessible entrance for patients arriving to the Pavilion. This initial step in the multi-year expansion plan creates immediate access to the Women’s Assessment Center located in the lobby of the Pavilion for Women. “We are thrilled to not only celebrate this exciting milestone in our overall expansion plan, but that the new location of the Women’s Assessment Center will provide an enhanced experience for our patients,” said Anne-Marie Savage, assistant vice president of Women’s Services at Texas Children’s Pavilion for Women. “Because this unit is situated at the front door, we can now ensure all our patients are greeted upon arrival and escorted to the appropriate care team, labor and delivery or otherwise.”
Based on the need to expand labor and delivery services, phase two of the plan focuses on increasing the number of hospital beds in the Texas Children’s Pavilion for Women. The former Baylor Clinic building, located at 6620 Main St., is under construc tion to transform the building into the newest tower for Texas Children’s Hospital, Main Tower. It will add an additional 190,000 sq. ft. to the hospital’s footprint and will be con nected to the Pavilion for Women via the new sky bridge. Once finished, Main Tower will house all of the outpatient OB/GYN practices from the Texas Children’s Pavilion for Women, allowing for easier patient access and creat ing more space for increased hospital beds within the Pavilion for Women for patients and newborns requiring neonatal intensive care. Widening and repairing existing bridges and constructing new ones will begin in the near future. One bridge is being widened, two are being replaced and four new ones are being built. The length of the bridges is between 164 ft. to 1,935 ft. “The time required to complete a bridge varies based on complexity, length and traf fic phasing,” said Kronenberger. “The time to demolish a bridge depends on traffic phas ing and environmental constraints.”

“This project is going to improve the safety of that intersection and it will bring it up to current highway and safety standards,” said Sarah Dupre, a TxDOT public information officer of the Beaumont District. “Right-of-way constraints while trying to optimize traffic flow is a challenge,” said Broussard. “This is a heavy industrialized area consisting of large trucks and large amounts of traffic during peak hours and shift changes. It has a poor soil conditions and high water table. The general contractor is using embankment soil monitoring cells that give a 24/7 look at the settlement of the placed embankment. The turbine design maximizes the use of the existing ROW to provide improved flow for the traveling pub lic who use this interchange daily.” The construction is essentially taking place within the existing right-of-way and should not result in any traffic displace ments. TxDOT recently closed two of the interchange’s northern quad rants.“We conduct traffic manage ment through continued efforts with local stakeholders while main taining driver awareness tools,” said Broussard. “We are working at an elevation of 5 to 2. Work will start by the end of this year to conclude for a planned opening around Juneteenth 2024. It will sit on the grounds of a preexisting Fort Worth Juneteenth Museum, which will be demol ished in favor of the new, expanded building.
The port is investing approxi mately $20 million in associated improvements, including an interi or roadway, utilities, landscaping and cruise parking. The 1,550space parking lot will be a new rev enue source for the port, a self-sus taining city entity. The company also has budgeted $4.5 million to replace an 80-yearold pile-supported wharf and make concrete repairs on Pier 10, the wharf being repurposed for the new cruise terminal. The port and Royal Caribbean are sharing the anticipated $15 million cost for pier improvements, including berthing and mooring structures to accommodate one of the world’s largest cruise ships. Ceres Terminals Holdings LLC will operate the terminal and sup port cruise operations with services including stevedoring, passenger luggage services and ship provi sioning. Ceres is an international company with 60 years of experi ence in shipping, cargo and cruise operations.Design,construction and opera tional planning is a collaboration among the port, Royal Caribbean, Ceres, city of Galveston staff, ship pilots and the International Longshoremen’s Association.
Juneteenth Museum Construction Under Way in Fort Worth
Juneteenth commemorates the end of slavery, when, on June 19, 1865, Union Army general Gordon Granger brought news of the Emancipation Proclamation to the enslaved people in Texas (two years after the executive order). Granger’s reading of General Order No. 3 resulted in instanta neous celebrations, and the next year’s ‘Jubilee Day’ evolved into Juneteenth. Although Juneteenth has only been a national holiday since 2021, it has been one in Texas since 1980. Local activist Opal Lee, a 2022 Nobel Peace Prize nominee, has long worked to get Juneteenth properly recog nized. She’s called the ‘grandmother of Juneteenth’ due to her efforts to get the day recognized as a national holiday. In 1939, hundreds of white rioters burned down her family home on Juneteenth — she was 12 years old at the time — spurring her resolve to educate people about the significance of the day’s history. Her granddaughter Dione Sims will be the new museum’s founding executive director.
The new facility will include exhibitions, education programming, a food hall with Black chefs, a recording studio to capture oral histories from visitors, a theater and a business incubator. Although the design is from a Danish architectural firm, the New York-based partner in charge of the museum is Black architect Douglass Alligood. A mixed-use development including housing will be built around the museum.

Royal Caribbean Cruise Terminal Takes Shape in Galveston Construction crews are making good progress on the new Royal Caribbean terminal at the Port of Galveston as the cruise company recently released new photos showing the updated work. Construction began in summer 2021 and will be completed in fall 2022.The $125 million project is a collaboration between Royal Caribbean International, Ceres Terminal Holdings LLC and the Galveston Wharves. Royal Caribbean is building the 161,300sq.-ft. terminal on 10 acres in the eastern-most area of the port. Royal Caribbean has unveiled interior renderings showing a soar ing, sun-lit space decorated in vibrant, tropical colors. The termi nal will feature new and improved technology, including mobile check-in and facial recognition for expedited boarding and disem barking. In line with the port’s Green Marine initiative, Royal Caribbean has committed to design the terminal to meet LEED (Leadership in Energy and Environmental Design) certifica tion standards.

RDV System’s Role A goal on the $70 million interchange was to maintain specific design speeds on all connections and from the start, TxDOT was concerned about maintaining road safety standards.Whilethe non-compliance of some haz ardous U.S. highways may originate in design, construction and/or maintenance deficiencies, there is a much deeper, more troubling issue at hand. AASHTO’s “Policy on Geometric Design of Highways and Streets”, a.k.a. the Green Book, provides two-dimensional schematic road safety methodologies that have not changed in over 70 years, despite the fact that 3D road way modeling is now commonplace. The Green Book’s guidelines are fundamental to roadway engineering. However, from a sight distance perspective, they focus prima rily on vertical and horizontal curve values, with no practical method of evaluating many of the environmental and man-made hazards that impact driver safety, which resulted in RDV’s Road Safety Audit 3D. TxDOT approached RDV asking that it deploy its Road Safety Audit 3D to assist the PCI team in assessing the interchange design’s sight distance and ensuring that it met AASHTO requirements. Additional visualization characteristics were refined to reflect all environmental variables and RDV used the RSA 3D soft ware to conduct comprehensive sight dis tance simulations of the turbine inter change’s design. It turned out that TxDOT’s instincts were spot-on and its fears were corroborated — the design was deficient from a stopping sight distance perspective.
Crews Change Shape From Cloverleaf to New Turbine
The upgraded interchange was design by Poznecki-Camarillo LLC with the help of RDV Systems and LJA Engineering.
RDV coordinated with PCI to identify acceptable design alterations that complied with AASHTO design speed requirements. Fortunately, most of the problems could be resolved by restriping, i.e., shifting the posi tions of lanes to widen the shoulders on the insides of curves. Subsequent simulations passed the sight distance tests and provided confidence that the modified design truly met the accepted standards. Analyzing the sight distance characteris tics using manual tools and methods would have taken hundreds of hours to complete and might have required rebuilding the design from the ground up. Additionally, such analyses would inevitably rely on cur rent practices which are not nearly as com prehensive as RDV’s 3D approach. RDV completed the safety assessment and helped update the design quickly and efficiently, keeping the project on schedule, avoiding costly downstream expenses, redesigns and post-construction adjust ments. Georgetown has selected PLW Waterworks to undertake the largest project in the city’s history. The contract, worth $175 million, involves building a plant to supply drinking water to one of the fastest-growing population areas in the state. The scope of work includes construction and commis sioning of the structures for the new plant, a new water intake and a pumping station on South Lake. It is scheduled for completion in 2026.
Ferrovial has been awarded three water contracts in Texas with a combined value of $279 million. The contracts, which have been won by subsidiary PLW Waterworks, are for the construction of treatment plants.

The city of San Angelo also has commissioned PLW Waterworks to upgrade the Hickory groundwater treatment plant. The project, which is scheduled for completion in 2024, will expand the infrastructure’s capacity by 30 million liters per day to over 45 million liters per day. The contract value is $53 million and the work includes construction and commissioning of a triplex low-head pump station, two new precast concrete clear wells and the expansion of the oxida tionThesystem.third contract awarded to PLW Waterworks involves building the Manadas Creek wastewater treatment plant in Laredo for $51 million. The project requires the construction of a wastewater treatment plant with a capacity of 18 million liters per day as well as a gravity outfall pipe to carry the treatedThesewater.three projects are in line with Ferrovial’s Horizon 24 plan, which identifies the United States as a core market.

TxDOT has announced that Linden native and longtime resident of Atlanta, Texas, Lance W. Simmons, has been appointed as the agency’s chief engineer. In his new role, Simmons, a 28-year TxDOT veteran, will direct and coordinate TxDOT’s statewide engineering and district operations to ensure the state’s transportation system is built and operates in a safe, efficient and effective manner.

As a Terry Scholar at Texas A&M University, he earned his bachelor’s degree in 1994. Then, he began working full-time in the Atlanta District’s Design Office. He also worked in advance planning and traf fic. Simmons then served as the Atlanta District’s bridge/spe cial projects engineer from 2001 to 2009. During that time, he oversaw the development of a $151 million construction project on Interstate 30 through Texarkana. The project filled gaps in the frontage road system, converted the frontage roads to one-way and relocated roadways under overpasses to move traffic more smoothly and efficiently. In 2010, Simmons was selected as the Atlanta District’s director of operations. During this time, he was honored with the Luther DeBerry Award, which is presented to TxDOT employees who show dedication, innovation and perform ance excellence in the field of transportation. The award is administered by the Texas A&M Transportation Institute. It was noted that Simmons could be found working around the clock during emergency weather events and served as a mentor for many young engineers. “I have been blessed to work with many wonderful people in TxDOT who were generous enough to share their knowl edge with me,” he said. “It’s now my turn to provide insight and guidance that I have learned over the years.”
In 2015, Simmons was named the district engineer of TxDOT’s Bryan District. While there, he oversaw the plan ning, design, building, operation and maintenance of the state transportation system for that 10-county district. In 2021, he was named TxDOT’s director of engineering and safety operations in Austin. In that role, Simmons supervised and coordinated the agency’s engineering operations under the direction of the chief engineer. He will continue to serve as the director of Engineering and safety operations until a replacement is named. Simmons and his wife of 30 years, Deanne, have two chil dren, Parker, 24, and Alyssa, 22, both graduates of Texas A&M University.

Compute North raised $385 million in February 2022 in a Series C funding round.
Compute North is building a 300MW data center at a gas-fired power plant in Texas. The blockchain & HPC data center firm has announced that construction is under way to build a 300MW data center next to the Wolf Hollow Generating Station in Granbury, in Hook County. “Compute North is excited to see con struction moving forward on our latest facil ity," said Dave Perrill, CEO and co-founder of Compute North. “We are developing the next generation of data centers meeting the unprecedented needs of next-generation technology at a time when the demand for energy efficiency and stabilizing the energy grid has never been higher. We are commit ted to continued innovation to support timely demand response solutions, and we work closely with our energy partners to support local energy dynamics.” Compute North said the site is scalable up to 600MW. It added that as the facility is colo cated directly at the power source — its mod ular containers will be behind the meter — it can provide grid-balancing services to the Energy Reliability Council of Texas (ERCOT).“Granbury is excited to have a new employer in the neighborhood,” said Granbury City Manager Chris Coffman. “Not only will Compute North bring quality jobs to our area, but they also bring an engaged cor porate partner by supporting existing non-profits and being part of the communi ty,”Commissioned in August 2003, Wolf Hollow Generating Station began as a 788.4MW gas-fired power plant. Exelon Energy acquired the site in 2011 for $305 million, but the site is now owned by Constellation Energy after the company was split earlier this year.
