Site Work Begins On La.’s $361M Jimmie Davis Bridge...8

By Cindy Riley CEG CORRESPONDENT

Although the timeline has changed, the Tennessee Department of Transportation (TDOT) continues monitoring long-awaited improvements for State Route 112 (Clarksville Highway). Construction on the $34.4 million project includes widening the route from two lanes to four lanes, with a continuous left turn lane from the Ashland City Highway (SR 12) intersection to the Briley Parkway (SR 155) interchange. “The North Nashville community continues to rapidly grow, and this state route has been in need of improvements for some time now,” said TDOT spokesperson Rebekah Hammonds. “This project serves north Nashville, including Bordeaux and even those in the Whites Creek area.”

Balfour Beatty, NCDOT Open New Harkers Island Bridge part of the NCDOT’s $60 million Harkers Island Bridge Replacement project, which broke ground in fall 2021. The project replaces two 50-year-old bridges to increase capacity for emergency access and evacuation and reduce congestion and delays for marine vessels and vehicular traffic. To expedite the construction process, project teammates executed a rapid start to construction by completing the temporary trestle bridge and all pile driving out to the boating channel before an annual fish moratorium from April to October. The team also leveraged a probe during the pile driving process to eliminate the need to perform predrilling prior to pile installation. Additionally, just a year after breaking ground, Balfour Beatty successfully installed several loads of precast bridge girders which were transported on water by barge. “I am so proud of our incredible team who worked diligently in executing dynamic solutions which aided in the success of today’s Harkers Island NCDOT photo Bridge opening,” said Mark Balfour Beatty teammates joined NCDOT staff, community members and state and Johnnie, Balfour Beatty US local officials to celebrate the bridge’s official opening, which was completed about Civils senior vice president and chief operating officer. a year ahead of schedule.

Balfour Beatty celebrated the grand opening of North Carolina Department of Transportation’s (NCDOT) Harkers Island Bridge during a ribbon cutting ceremony on Dec. 12. Balfour Beatty teammates joined NCDOT staff, community members and state and local officials to celebrate the bridge’s official opening, which was completed about a year ahead of schedule. Delivered by Balfour Beatty, the new 3,200-ft.-long, fixed-span bridge connects Harkers Island to the mainland as

“Constructing an overwater bridge structure ahead of schedule is a remarkable feat and a true testament to tremendous planning and our team’s ongoing commitment to excellence and safety. A huge congratulations to everyone involved in delivering a transformative and innovative bridge that will be used for decades to come in the community.” The Harkers Island Bridge was built over the straits to the east of the existing Earl C. Memorial Bridge (Bridge No. 73) and Bridge No. 96 which connects the town of Straits to Harkers Island. With a 45-ft. navigational clearance, the bridge also allows boats to pass unimpeded and safely and allows motorists to travel without delays from bridge openings. The new bridge also leverages non-corroding, carbon fiber reinforced polymer (CFRP) strand and glass fiber reinforced polymer (GFRP) rebar making it the first structure in the state to utilize the material. The CFRP and GFRP technology is used to combat corrosion in coastal environments, which allows the Harkers Island Bridge to better withstand the elements resulting in less maintenance and longer lifespan. Harkers Island Bridge is now open to vehicular traffic. Balfour Beatty will continue to work on the Harkers Island Bridge Replacement project with the final phases of construction involving the removal of Bridge No. 73 and repurposing Bridge No. 96 into a pedestrian bridge to provide access to the center island and a renovated Straits Fishing Pier. Site Work Begins On La.’s $361M Jimmie Davis Bridge Preliminary site work has started on a multi-million-dollar project to build a new Jimmie Davis Bridge for La. Highway 511 across the Red River connecting Bossier and Caddo Parishes, the Louisiana Department of Transportation and Development (DOTD) announced Dec. 5. While major elements of the project, such as the new bridge and roadway approaches, are still in the design phase, the state agency noted that the traveling public will notice preliminary activity taking place near the foot of the existing bridge. Clearing and grubbing currently is under way, a process that involves the removal of various types of vegetation that are located in the right-of-way. Additionally, a crane has been assembled on site, and steel has arrived for the purpose of assembling a trestle bridge that will be used by work crews during construction of the new bridge spans. Major construction on the new four-lane structure, which will be located just north of the existing span, is still about a year away, as design work continues, according to a DOTD new release. The design phase also includes the transformation of the existing bridge into a linear park connecting the bicycle and pedestrian

trails on each side of the Red River. When that is finished, the repurposed bridge will be transferred to Louisiana State Parks within the Office of Culture, Recreation and Tourism. Additionally, La. 511/Jimmie Davis Highway will be reconstructed from the east end of the Jimmie Davis Bridge to U.S. 71/Barksdale Boulevard into a four-lane, median-divided highway, providing a fullaccess interchange between La. 511 and Arthur Ray Teague Parkway. Costly Building Materials Led to Higher Bid Price After thoroughly evaluating the cost proposal for the bridge project, DOTD decided last spring to award the design-build contract to James Construction Group, a Texas firm with an office in Baton Rouge. Of the two teams that submitted proposals, the contractor won the project with a price bid of $361.7 million and a proposed time of 1,768 calendar days (just under five years) to complete the work. With the cost being substantially higher than what was anticipat-

ed, the Louisiana DOTD carefully reviewed the proposal to determine the basis for the price bid, according to the agency. It was found by the agency’s staff that the bid came in higher due to increasing construction inflation, especially with structural pay items such as concrete and steel. In its analysis, DOTD determined that the cost of some of these items is likely to continue to rise and, with an almost five-year construction period, the cost of the Jimmie

Davis Bridge project includes some consideration of this risk. Additionally, the transportation department said it does not anticipate that a lower cost would be achievable with a new procurement or different project delivery method. The original design-build procurement for the effort was canceled in August 2022 due to a lack of competition, but DOTD reinitiated the process in an expedited manner after incorporating changes to address the feedback it received. Louisiana’s transportation agency worked with the state Division of Administration to secure additional state general obligation bonds for the bridge project prior to awarding the contract. The Jimmie Davis Bridge replacement project also is being funded through allocations from the federal Infrastructure Investment and Jobs Act (IIJA) and the American Rescue Plan Act. Full construction is anticipated to begin in early 2024, with an estiLA DOTD photo mated completion in late 2028, Jimmie Davis Bridge (LA 511) over the Red River connect- weather permitting, according to DOTD.  ing Caddo and Bossier parishes.

The construction industry added 2,000 jobs on net in November, according to an Associated Builders and Contractors analysis of data released by the U.S. Bureau of Labor Statistics. On a year-over-year basis, industry employment has increased by 200,000 jobs, an increase of 2.6 percent. Nonresidential construction employment increased by 1,400 positions on net in November, with growth concentrated in one subcategory. Heavy and civil engineering added 3,300 positions, while nonresidential building and nonresidential specialty trade lost 1,100 and 800 jobs, respectively. The construction unemployment rate rose to 4.8 percent in November. Unemployment across all industries decreased from 3.9 percent in October to 3.7 percent in November. “U.S. employers once again added jobs at a faster pace than expected in November,” said ABC Chief Economist Anirban Basu. “While construction added only 2,000 jobs for the month, the industry has added jobs at a significantly faster pace than the broader economy over the past year. That’s especially true for the nonresidential sector, in which employment has increased by an impressive 3.2 percent over the past year. That momentum is largely attributable to megaprojects in the manufacturing sector. “Faster hiring in the industry has coincided with worsening labor shortages, and that has led to rapid increases in labor costs,” said Basu. “Average hourly earnings for construction employees increased at a faster pace than economywide earnings on both a monthly and yearly basis in November. With nearly half of contractors planning to increase their staffing levels over the six months, according to ABC’s Construction Confidence Index, wage pressures will remain firmly in place through the early parts of 2024.” For more information, visit abc.org/economics. 

Benchmark Expands Ark., Tenn. Apply for Funds to Replace Presence; Acquires I-55 Bridge Over Mississippi River TigerSupplies.com Federal Bridge Grant...

The state highway departments in Arkansas and Tennessee applied in early December for funding made available through the 2021 Bipartisan Infrastructure Law to replace the Interstate 55 bridge over the Mississippi River. The federal grant sought by the two agencies would cover half the cost of a new $800 million bridge — one fortified enough to hold up during a powerful earthquake and wide enough to better accommodate the tens of thousands of motorists who travel on it each day, the Arkansas Democrat Gazette reported. “I’m very hopeful that it gets approved,” said Lorie Tudor, director of the Arkansas Department of Transportation (ARDOT), who announced to the state Highway Commission during a meeting Dec. 5 that the application for a new I-55 bridge had been submitted a day earlier. “It checks so many of the boxes,” she added. “For starters, the [current] bridge is not seismically designed to handle an earthquake. There’s also the [large] amount of freight movement across the bridge,” reasons for which, Tudor explained, made for “such a strong application.” If the funds are not approved, both state transportation departments, which co-wrote the grant application, will try again next year, she told the Little Rock-based news source. In September, the U.S. Department of Transportation (USDOT) announced the first-ever opportunity to apply for Large Bridge Program grants under the Bridge Investment Program, which was established under the Infrastructure Investment and Jobs Act (IIJA) signed by President Biden two years ago. Soon after the funding announcement, the Tennessee Department of Transportation (TDOT) reached out to its Arkansas counterpart seeking a partnership to “submit a joint grant application for a large-bridge project to replace the [I55] bridge,” Tudor noted. New Bridge Would Be Built to Withstand an Earthquake The I-55 bridge, built over 10 years before opening in 1967, is only a couple of miles south of the I-40 bridge over the Mississippi River, and both connect northeast Arkansas to Memphis, Tenn. The latter structure, known as the Hernando de Soto Bridge, gets 54,000 vehicles per day while the I-55 bridge averages 36,000 vehicles per day, according to ARDOT. Not only is the I-40 bridge newer — having been constructed between 1967 and 1973 — it also has undergone a “seismic retrofit” to ensure that it can withstand an earthquake. By comparison, the I-55 bridge cannot undergo a similar retrofit program because of the way it is designed, Tudor said. That is a major reason an entirely new bridge needs to be constructed, she told her state’s highway commissioners. Why is it so important to build a bridge strong enough to withstand an earthquake in, of all places, the Mississippi River Valley between these two Southern states? As it happens, the region on top of the most potentially dangerous earthquake fault system east of the Rocky Mountains.

In 1811 and 1812, west Tennessee, eastern Arkansas and southeastern Missouri were all shaken by a series of violent tremors, among the strongest in U.S. history. One of the New Madrid quakes — named for the small Missouri village along the banks of the river — likely would have registered up to 8.2 on the modern-day Richter scale. Its power was such that witnesses claimed the flow of the Mississippi was temporarily reversed. Modern seismologists have said that the area in and around the New Madrid Fault Line could experience a similarly sized earthquake, Tudor told commissioners. Alec Farmer, chair of the Highway Commission, and a native of northeast Arkansas, said during the recent meeting that talks about an earthquake and what it could do to the I55 bridge was “not a theoretical discussion” and that warnings should be taken seriously. “We know what happens when one of those bridges closes down,” he added in reference to the three-month closure of the I-40 bridge while emergency repairs were made after a fracture was discovered in the structure. DOTs Going All Out to Pay for New Bridge Nichole Lawrence, a TDOT spokesperson, told the Democrat-Gazette that the application “is a strong candidate” for the federal large bridge grant. The existing I-55 bridge has four lanes of traffic, but the new structure would “add capacity to improve mobility, remove bottlenecks and address traffic flow,” although TDOT was not specific about whether new lanes would be added or how many, the daily newspaper learned. If the grant application is not approved, then the two state transportation departments “will continue to look for opportunities for funding this future project,” Lawrence said. Tudor added that both agencies will continue to seek to get the project approved “for as long as this program is available.” ARDOT Also Needs Funding for Other Interstate Projects In other Arkansas highway news, the USDOT on Nov. 30 announced funding opportunities for the Rebuilding American Infrastructure with Sustainability and Equity, or RAISE, grant. According to Tudor, she and her staff recommended the I49 project in Sebastian and Crawford counties and the future I-57 project in northeast Arkansas as worthy candidates for federal funding. The Highway Commission voted unanimously to have ARDOT apply for RAISE grants for both projects. The deadline to do so is Feb. 28, 2024. The I-49 project begins at Arkansas Highway 22 and continues to I-40. The future I-57 project will construct a new interstate between Walnut Ridge and the Missouri state line. Once that project is completed and the Missouri Department of Transportation completes its final portion of the future I-57, there will be one complete interstate connection from Little Rock to Chicago, Tudor said. 

Ground Clearance Offers Guidance to Navigate SBA Liens, Avoiding Fraud

GOOD BUYS ON

NEW & USED IRON

By Sue McKee-Neill

2006 HITACHI ZX270LC-3

SPECIAL TO CEG

Remember during the pandemic when we were huddled at home uncertain about the future, the economy and when we could go back to work? The Small Business Administration stepped in and offered dirt cheap loans for 30 years. It seemed too good to pass up for many. It was nearly free money that wasn’t going to be a burden to pay back. When we are looking for the bright side of things, we don’t always notice how that might turn on us or how obligated we will become. Within the papers signed, you authorized the SBA to file a blanket lien — on all of your business assets, all of your equipment and other personal property of your business. That means when you sell any asset, they want to be notified, just like your bank and the line of credit. It doesn’t matter if you used the funding, or it was used for the asset you are wanting to sell now. It would have been awesome if they had provided information on what steps you would need to take, who to contact and how much time it would take to get a response, when you want to sell something. Then again, they might have, but in the honeymoon moment of getting the funding, it wasn’t important. The problem now is people are afraid of contacting the government. It feels like if asking for a release on one piece, they might take your business. Many sell their assets under their personal name instead of the business name, so the lien is not uncovered. That is fraud. If you purchased under the business name, you must sell under the business name. There are three offices for the SBA — El Paso, Texas; Birmingham Ala.; and Santa Ana, Calif. If you do an internet search for the office you used, you will find the document you need to fill out and send back along with a compete UCC search. That’s right, it’s just one page. There will be an email address on the form to send the document and the UCC search. It isn’t that hard. Still intimidated? We can help. You still need to fill out the form and an authorization for Ground Clearance to contact the creditor to request a release for the specific asset(s). It will cost $50.00 plus the liens search. Cheaper than the potential price you will pay for defrauding the government. If you did not use the funding, you can request the lien be terminated. The lien follows the machine. Request proof of ownership when purchasing. This can be the bill of sale from the purchase or insurance on the unit. Request a UCC search for both business and personal names. Bergmann dumpers can be found all over the world and Bergmann Americas continues to grow in the North American marketplace.

The Bergmann C815s is a 15-ton unit that offers three-way dumping: left side, right side or rear.

Bergmann Americas Inc., a Spartanburg, S.C., manufacturer of compact dumpers, recently selected Hills Machinery to distribute its products in Virginia. From its base in Charleston, S.C., Hills Machinery operates full-service dealerships in Richmond and Wise, Va., and is currently making plans to open future stores in other areas of the state. Hills Machinery also has nine branches across the two Carolinas, and one in Savannah, Ga. The company’s expansion strategy dovetails perfectly with Bergmann’s desire to broaden its product reach in Virginia. “Hills Machinery’s gives us a dealer that set up shop in great locations in Virginia and has excellent plans to expand across the state,” said Tom Hartman, Bergmann’s vice president of sales and marketing. “They also have some excellent personnel in place in Virginia that we have known for years. With the Bergmann products, they will bring to market both our rubber-tire and track dumpers to customers stretching from the

Hills Machinery to Carry Bergmann Products in Virginia

Tidewater in the eastern part of the state to the mountains in the west.” The Bergmann lineup of compact products includes six wheeled models, as well as a tracked model, with its top-seller being the 15-ton C815s swivel dumper — available in both a rear tip and three-way version, he said. “Our 3,000-gallon water truck is also built on the C815s chassis and has been a big seller for us since its introduction in 2021,” Hartman added. When a job site’s ground conditions get softer or rougher, or its slopes become steeper, a Bergmann user can switch to the manufacturer’s C912s track dumper. That machine can handle varying terrain due to its pair of hydrostatic power trains churning out constant full power and optimal weight distribution with any load. Additionally, the hydraulic parking brake on the C912s all but guarantees a secure hold even on extreme inclines, according to the company.

The Bergmann C807s is a 7-ton machine that offers 180-degree dumping.

Two Updated Bergmann Products Set to Debut For 2024, Bergmann is rolling out two next generation dumpers — the C807s and C810s models — that will offer better traction and more power than before, Hartman said. “The new compact dumpers being introduced into our 2024 lineup are 7- and 10-ton compacts that will more easily fit into tight working spaces in everything from construction projects to golf courses to environmental work,” he said. “They will also transport well from job site to job site.” Sporting a Bosch Rexroth traction drive and a powerful Deutz Diesel TCD 2.9 engine, Bergmann’s smaller C807s units have a payload capacity of 13,200 lbs., yet are able to delicately work around places like golf courses where they cause little to no damage to existing turf, Hartman said. “Everything that we do with the Bergmann product offers the end-user a low ground pressure option for the sites they are

working on,” he added. The improved C807s also is more agile and flexible on the construction site with its articulated joint and front-axle suspension. In addition, the Bergmann cab’s practical swivel seat offers its operators first-class comfort and excellent all-round visibility, and the multi-functional cockpit within the model has an integrated camera screen so the operator always has a full overview, according to Bergmann. The larger Bergmann C810s also utilizes the Bosch Rexroth traction drive and a more powerful Deutz Diesel TCD 3.6 engine, and has a payload capacity of 19,800 lbs. Other than that, it is a bit faster and more powerful than the C807s, while every other feature is the same as the smaller dumper model, according to Bergmann. Bobcat, Employees Donate More Than $175,000 During Fall Giving Campaign Bobcat Company and its employees recently held their annual fall giving campaign, garnering more than $175,000 in donations to nonprofit organizations in 17 states. To support its employees in their philanthropic pursuits, Bobcat matched employee donations dollar for dollar (up to $3,000 per person) to further amplify employees’ generosity. Employees were eligible to select any organization with a 501(c)(3) status to donate to. “We are thrilled we could further our employees’ donations and help them give back in a way that was personally meaningful to them through our fall giving campaign,” said Tina Amerman, Bobcat Director People Programs. “We continue to see strong participation in this annual event and have donated hundreds of thousands of dollars over the years to positively impact a wide variety of local organizations.” Bobcat continues to partner with United Way — a relationship that has spanned more than 20 years — to support its mission of inspiring and activating communities to improve lives. United Way remained a featured charity for this year’s campaign, receiving strong employee and organizational support in addition to more than 100 other nonprofit recipients selected by employees. The fall giving campaign wrapped up a season of volunteering and community efforts on behalf of the company. For example, in September, Bobcat announced that more than 1,000 employees dedicated their time and talents to participate in more than 100 volunteer projects globally. The companywide volunteer projects aimed to give back to the communities where Bobcat employees live and work. This volunteerism is on top of the generosity Bobcat employees exhibited financially. Additionally in 2023, Bobcat donated $5 million to support a new engineering facility at North Dakota State University and partnered with the National Recreation and Park Association with $250,000 in grants to help create sustainable community park and recreation areas throughout the United States. In addition, Bobcat supports educational STEM programs through its annual grant program and serves as the lead sponsor for the Bobcat North Dakota Open, donating more than $1.2 million since 1984, in support of The Village Family Service Center’s community outreach services. Bobcat is committed to investing time and resources in its communities. The organization has a long history of volunteer efforts, including providing time, resources and charitable contributions to help create a stronger tomorrow. Spartanburg, S.C., Preps for Morgan Square Redevelopment Downtown Spartanburg, S.C., might look a lot different by the end of next year as the city is gearing up for several major development projects. At their last meeting of the year Dec. 11, city council members were given an update on Spartanburg’s Morgan Square redevelopment. Construction on the new project is supposed to begin sometime next year, WHNS-TV reported, but Chris Story, Spartanburg’s city manager answered the questions on everyone’s mind: How much will it cost, and who will pay for it? “We will have significantly increased pedestrian activity in that area, and we want there to be a coherent and logical connection,” he told the council during his presentation. The effort, Story said, is all about making Morgan Square an easy pitstop for other big downtown projects like the new minor league baseball stadium that broke ground in November. Morgan Square’s construction will take place in two phases with the initial work likely to cost approximately $15 million to bring the design concept to life. Story said the plan is to pay back construction costs using the city’s 2 percent hospitality tax charged on all meals and beverages in Spartanburg. Typically, those monies are used to fund tourist-related services. “There might be some private interest in making sure that this is executed at the highest level,” he explained. Story also told city leaders that Spartanburg will need to seek federal grant funding to bring the redevelopment to fruition.

City of Spartanburg image

Guided by a select steering committee of local leaders, downtown stakeholders and area residents, the design for the future of Morgan Square provides an opportunity to maximize the space's potential as downtown Spartanburg's premier public gathering space

Phase 2 of the project will span from the historic Spartanburg Town Clock, at the intersection of West Main Street and Spring Street, southwest to Daniel Morgan Avenue. The plan is to reposition the clock to make the road straighter and add more street parking, according to WHNSTV. Cost estimates for that phase of the work will be announced later. Morgan Square’s New Designs Approved in August Guided by a select steering committee of local leaders, downtown stakeholders and area residents — representing

the culmination of months of sustained public outreach and engagement — the design for the future of Morgan Square provides an opportunity to maximize the space’s potential as downtown Spartanburg’s premier public gathering space. The Morgan Square Enhancement Committee, an ad hoc panel of 13 area professionals, was established by the Spartanburg City Council in July 2022 to pilot a design and public input process for physical improvements to the downtown square in order to meet the changing needs of the city’s residents, business owners and visitors. Upon completion of its work, the committee approved a final design which was presented to the city council just this past August. Enhancements include permanent pedestrian access along sections of West Main and Dunbar streets in the square, according to the project page on Spartanburg’s website. Municipal planners also want to create festival streets to both increase the functional size of Morgan Square and give the space a cohesive feel. In addition, Spartanburg leaders have envisioned an enlarged performance lawn at the square’s eastern end that will have public restrooms, a staffed visitor kiosk, and a new stage orientation to allow upwards of 800 audience members to enjoy performances. Once complete, the outdoor theater space will continue to serve as the home of long-standing city events, such as Music on Main. Other highlights of the approved designs include lounging terraces, a programmable water feature, bench swings, an outdoor dining zone for adjacent restaurants and a 70 percent increase in Morgan Square’s total green space. 

Weisiger Group Leads Effort for American Heart Association As the American Heart Association launches the Nation of Lifesavers movement across the country, one important strategy is the adoption of Cardiac Emergency Response Plans (CERP) for companies and organizations in local markets. Leading the effort, longtime American Heart Association supporter, Weisiger Group, with distinguished brands like Carolina Cat and LiftOne, recently implemented a CERP that includes protocol for internal Cardiac Emergency Response Personnel, placement and maintenance of automated external defibrillators (AEDs), employee training in Cardiopulmonary Resuscitation (CPR) and AED use, integration of local first responders, and use of the Association’s tools and resources. “As a trailblazing, family-owned organization, we are proud to be the first company in the Charlotte area to implement a robust CERP, in partnership with the American Heart Association,” said Stacy Gray, SVP and general counsel of Weisiger Group. “Many sudden cardiac arrests happen outside of hospitals, including locations such as corporate offices, construction sites and warehouse/fulfillment centers.” “Safety is the top priority in our business,” said Gray. “We are always looking to

advance our safety culture, and implementing a CERP is a great initiative to help protect the health and well-being of our employees.” According to the American Heart Association, 7 out of 10 people in America say they feel powerless to act in the face of a cardiac emergency. As a result, less than half of all people who need this lifesaving skill receive CPR from bystanders before professional help arrives. “The Association is challenging everyone to join the Nation of Lifesavers and commit to making CPR and AED awareness and education a permanent fixture in all communities across the country,” said Shannon Emmanuel, VP of Community Impact for the American Heart Association in Charlotte. For more information on CERP opportunities through the American Heart Association, contact Shannon Emmanuel at Shannon.emmanuel@heart.org. About American Heart Association The American Heart Association is a relentless force for a world of longer, health-

ier lives. It is dedicated to ensuring equitable health in all communities. Through collabo-

ration with numerous organizations, and powered by millions of volunteers, it funds

innovative research, advocate for the public’s health and shares lifesaving resources. The Dallas-based organization has been a leading source of health information for nearly a century. OSHA Puts Major Emphasis On Mitigating Fall Hazards OSHA from page 1

“Incredible” advancements are made in safety each year, said Lorraine Martin, NSC president and CEO. But “we continue to see many of the same types of violations appear on OSHA’s Top 10 list,” she added. Mitigating Risk OSHA put a major emphasis on its fall hazards program this year as a way to help mitigate the safety risks to both workers and employers. The national emphasis program (NEP) has no expiration date, said employment attorneys of Ogletree Deakins. According to the NSC, 136 workers died and nearly 128,000 were injured in same-level falls. Bureau of Labor Statistics data shows that of the 5,190 fatal workplace injuries in 2021, 680 were associated with falls from elevations. That equates to approximately 13 percent of all deaths, reported Ogletree Deakins, noting that the NEP should come as no surprise to contractors. “Particularly those in the construction industry,” said John D. Surma, a Houston, Texas, shareholder, and Jaslyn Johnson, an associate, Atlanta, Ga. “BLS data shows that ‘fatalities caused by falls continue to be a leading cause of death for all workers.’” The number of violations is more than double the next most frequently cited standard, hazard communication. The NEP combines enforcement through hazard-based inspection targeting and locally generated programmed targeting in construction. The goal is to significantly reduce or eliminate unprotected worker exposures to fall-related hazards that can result in serious injuries and deaths. “Interestingly, locally generated programmed targeting in construction under the NEP is optional,” said Surma and Johnson. “The NEP only encourages OSHA regional and area offices to develop targeting methods that effectively reach industry sectors where fall protection is often lacking. Ultimately, the NEP gives regional and area offices considerable discretion in how much effort, if any, to devote to programmed enforcement.” The two from Ogletree Deakins noted nearly 31 percent of OSHA’s inspections from 2014 through 2021 were related to falls. “And from 2017 through the present, the most common standard for which OSHA conducted inspections, issued citations and imposed penalties, has been fall protection in residential construction.” The law firm said with inspections opened upon infraction observation, employers could expect to see increased inspections related to falls in 2023. Statistics Pile Up OSHA’s fall protection standard guides contractors in where fall protection is required, which systems are appropriate given the situation. It also outlines proper construction and installation of safety systems and the proper prevention supervision, according to Safety and Health Magazine. S&H noted the standard is designed to protect employees on walking-working surfaces with an unprotected side or edge above 6 ft. There were more than 5,000 violations of the standard’s section related to residential construction at 6 ft. or more above lower levels. These workers are to be protected by guardrails, safety nets or personal fall arrest systems “unless another provision

Infractions related to powered industrial trucks were cited 173 times this year. Any industrial truck in need of repair, defective or unsafe must be taken out of service until it has been restored to safe operating condition.

… provides for an alternative measure.” The section related to walking-working surfaces with an unprotected edge at 6 ft. or higher saw 931 violations. According to OSHA, workers in this situation also must be protected by a guardrail, safety net or fall-arrest system. OSHA’s second most cited standard, that of hazard communication, applies to chemical hazards, both those produced in the workplace and those imported. “It also governs the communication of those hazards to workers,” reported S&H, adding that this standard had 2,683 violations in 2022. The number one section related to written hazard communication covering labels and other forms of writing had 1,136 violations. Employers must develop, implement and maintain a written program that at least describes how the criteria specified in this section for labels, Safety Data Sheets (SDS) and employee information and training will be met. The next highest number of hazard communication violations had to do with effective information and training on hazardous chemicals. “Employers shall provide … effective information and training on hazardous chemicals in their work area at the time of their initial assignment.” The standard also requires employers to provide info and training whenever a chemical hazard new to employees is introduced into their work area. “Information and training may be designed to cover categories of hazards or specific chemicals,” said OSHA. “Chemical-specific information must always be available through labels and SDS.” Maintaining workplace copies of SDS for each hazardous chemical was the next highest number of logged infractions at 363. This section requires employers to ensure these SDS “are readily accessible during each work shift to workers in their work areas.” Workplace labeling came up next with 315 infractions.

“The employer shall ensure each container of hazardous chemicals … is labeled, tagged or marked.” Finally, OSHA requires chemical manufacturers and importers to obtain or develop an SDS for each hazardous chemical they produce or import. “Employers shall have a Safety Data Sheet in the workplace for each hazardous chemical which they use.” This infraction was cited 252 times. Violations to the OSHA standard applicable to powered industrial trucks was among the top 10. The agency logged 2,561 violations of this standard. The rule covers the design, maintenance and operation of powered industrial trucks, including forklifts and motorized hand trucks and their operator training. There were 606 violations to the section on safe operation; 336 on refresher training and evaluation; and 309 having to do with certification. “The employer shall certify that each operator has been trained and evaluated as required by this paragraph (l),” stated OSHA. The certification must include the name of the operator, date of training, date of evaluation and identity of the person(s) performing training or evaluation. “Industrial trucks shall be examined before being placed in service,” according to the standard. The machines “shall not be placed in service if the examination shows any condition adversely affecting the safety of the vehicle.” The agency requires that such an examination be made at least daily. For round-the-clock usage, the trucks must be examined after each shift. “Defects when found shall be immediately reported and corrected,” according to OSHA, which logged 178 violations to this rule. “If at any time a powered industrial truck is found to be in need of repair, defective or in any way unsafe, the truck shall be taken out of service,” stated OSHA. It is out of service, “until it has been restored to safe operating condition.” That violation was logged 173 times. There were 2,554 violations to OSHA’s lockout/tagout standard this year. In 2022, violations numbered 2,175. Minimum performance standards for the control of hazardous energy during machine servicing and maintenance are outlined in this standard. Energy control procedure saw 730 violations; training and communication, 491 violations; and periodic inspection, 362. The section related to establishment of a program for energy control procedures, training and inspections had 265 infractions. It is meant to ensure before any employee performs any servicing or maintenance that the machine or equipment is isolated from the energy source. OSHA also logged infractions of eye and face protection rules under personal protective and lifesaving equipment. The agency noted that there were 2,074 violations in 2023, compared with 1,582 last year. It came in ninth on the top 10 list. The standard addresses “appropriate personal protective equipment for workers exposed to eye and face hazards.” These hazards include flying particles and chemical gases or vapors encountered on the job. Most often cited was the section related to employer assurance each worker uses appropriate eye or face protecsee OSHA page 80

Trimble Donates to World Food Program USA’s ERASE HUNGER Trimble announced a donation of $100,000 to World Food Program USA’s corporate partner program, ERASE HUNGER, raising funds in support of the United Nations World Food Programme (WFP)’s school meals program around the world. In observance of World Food Day, Trimble’s donation will go toward supporting World Food Program USA’s campaign focused on supporting kids and their communities through a school meals program. Currently, 345 million people globally are acutely food insecure, and three million children a year die from hunger and hunger-related illness. “The world is facing the largest global food crisis in modern history,” said Jim Chambers, vice president of agriculture of Trimble. “We recognize the importance of coming together to feed the world’s growing population. This donation serves as a small part toward our goal by providing staple meals, via schools, to children across the world.” School meals not only improve chil-

dren’s nutrition and health but serve as a vital social safety net. By ensuring children get a nutritious daily meal at school, this program incentivizes parents to send their children to school. It promotes academic achievement, school attendance and gender equity, by encouraging families to keep all kids in school. In 2022, the U.N. World Food Programme, the world’s largest provider of school meals, provided 22 million children with school meals, take-home rations and/or snacks. “We thank Trimble for their generous support as we work to feed school children around the world. A child can’t learn if they’re hungry. WFP’s school meals program is essential to nourishing both body and mind,” said Barron Segar, president and CEO, World Food Program USA. “Private sector support is critical to helping us respond to the growing need as we face an unprecedented global hunger crisis.” For more information about World Food Program USA, visit www.wfpusa.org. 

TDOT’s $34.4M Project Will Widen Clarksville Highway TDOT from page 1

The SR 112 widening effort includes intersection improvements at Clarksville Pike and Ashland City Highway; a bridge replacement over White’s Creek; traffic signal upgrades at King’s Lane and West Hamilton Road (east) intersections; and the addition of bike lanes and sidewalks. According to TDOT’s website, once widening of this section is finished, the route will be a full five-lane facility, from the Martin Luther King Bridge over the Cumberland River to Briley Parkway. The work is expected to significantly improve the level of service in the area. Ashland City Highway includes four 11-ft. travel lanes; dual 11-ft. left turn lanes; one auxiliary lane of varying width; two 4-ft. bike lanes; and two 5-ft. sidewalks within 121 ft. of minimum right-of-way. The project starts roughly more than 800 ft. southeast of the Ashland City Highway intersection and transitions from 12-ft. lanes to 11-ft. lanes just north of the intersection. Kroger/Fairview includes four 11-ft. travel lanes; one 12ft. continuous left turn lane; two 4-ft. bike lanes; and two 5ft. sidewalks within 97 ft. of minimum right-of-way. King’s Lane/Briley Parkway Interchange involves four 12-ft. travel lanes; one 12-ft. continuous left turn lane; two 4ft. bike lanes; two 5.5-ft. grass strips; and two 5-ft. sidewalks within 112 ft. of minimum right-of-way. The travel lane widths transition from 11 ft. back to 12 ft. just north of King’s Lane. Construction is moving forward, but the original schedule had to be altered. “Multiple issues with utility relocations led to work being delayed,” said Hammonds. “The overall project delivery is now behind by about a year.” As with many road projects, there have been traffic issues. Due to the road realignment and temporary side road closures because of the utility relocations, motorists have had to adapt to the changing conditions. The most time-consuming part of the construction has been planning and rescheduling due to plan revisions. According to TDOT supervisor Michael Parham, workers have learned to expect the unexpected. “The project has experienced four major utility issues/conflicts that have had impacts on the project. The

utilities included water lines, gas and communication lines,” he said. Civil Constructors serves as the contractor on the project. Work currently taking place involves prioritizing West Hamilton Avenue to be reopened; AT&T’s utility relocations; and working on the retaining walls at Ashland City Highway. The bridge is already completed, along with most of the grading and West Hamilton realignment grading. Work on retaining walls 1, 4 and 5 is finished, along with Kings Lane and Courtney Avenue construction. Key tasks remaining include final grading for Ashland City Highway; completion of the moment slab and parapet for retaining wall 2; completion of the parapet for retaining wall 3; and completion of the traffic signal at Ashland City Highway. Workers also must finish pedestrian improvements throughout the project; paving and striping for the West Hamilton Court cul-de-sac and final overall paving and striping. Widening the route from two lanes to four lanes with a continuous left turn lane from the Ashland City Highway intersection to the Briley Parkway interchange has required more than just clearing and grubbing, including the installation and maintenance of environmental standards; excavation for widening; storm pipe and utility relocations, grading to proper elevation and installation of utility poles and streetlights. Intersection improvements at Clarksville Pike and Ashland City Highway require the same, as well as working with local businesses to make sure their private storm water drainage system is still operational. Regarding site work/ excavation, said Parham, “It’s been a challenge maintaining good customer service when cutting across driveways or moving them to a new location.” More than 90,000 cu. yds. of dirt will be moved based on the current figures; however, the precise number won’t be known until work is complete. Equipment on the job includes a bulldozer, track hoes, sweepers and pavers. Shuttle buggies and thermoplastic trucks also are required. Construction began in November 2019 and will be completed in spring 2024. Parham said working on an undertaking of this nature is truly satisfying, despite the challenges. “It’s exciting to be a part of a project that will improve the traffic and serve a community for years to come.”  CEG

XBroom Aims for Simplicity in Its Sweeping Process Sweeping is simple right? Well, that depends. When it comes to pushing a broom, it certainly is, but with mechanical sweeping in a milling environment, it’s not always easy. An Arizona-based manufacturer of a pickup broom designed for heavy-duty, high production sweeping is simplifying the sweeping process in both operation and maintenance with its XBroom sweeper. Nescon LLC began limited production of the XBroom in 2009, and since then, word of the product has spread rapidly through the paving and milling industry, according to Will Conklin, CEO of the Mesa-based company. “Simplicity is built into every aspect of the machine’s design,” Conklin said. “Keeping things simple has been our focus from the beginning, in both operation and maintenance. Two access doors and all hydraulic lines and electrical components are right there where you can see and work on them. We purposely have them exposed and not hidden in the frame. We wanted everything to be easy to get to and easy to maintain, from hydraulic manifolds down to electric boxes.” Operating the XBroom is as simple as “turn on the PLC, turn on the PTO and push down the joystick,” Conklin added. “There are no added buttons, gadgets or levers necessary to perform the sweeping operation.” Contractor Origins John Nesbitt was a paving contractor, but he realized he didn’t have a passion for the paving business. He was a natural inventor living in the production-oriented world of paving and realized his true calling was creating solutions to problems he experienced in his business every day, according to Conklin. In 2007, Conklin, who had been working as a bartender in the college town of Tempe, talked Nesbitt into giving him a job — as a janitor. At the time, recalled Conklin, that’s about all his resume qualified him for. “Like most companies in 2008, they were laying people off and I would learn a new job and just tell John [Nesbitt] to pay me the same rate,” Conklin said. “By 2009, I was shop lead as we built the first prototypes of John’s answer to the sweeping challenges he faced in the paving business. “At the time, we had probably 10 milling machines — some older CMI machines and some Wirtgen and Roadtec machines,” he added. “For sweepers, we had what was available at the time. It seemed like we had more issues with the sweeping process than the actual paving. When a machine went down, which was a frequent occurrence, there was always difficulty getting support. Just getting someone on the phone was difficult.” Sweeping millings is essential, and when that’s not happening, it holds up the entire process.

XBroom Difference • Time and money. Contractors’ challenges vary, according to Conklin, but in the case of APS, the problem was time. They were limited in the amount of milling they could perform daily because they were held up by sweeping the millings. “Rather than having three pieces of equipment and five guys, they can do the job with one piece of equipment and one guy,” said Conklin. Traditional brooms typically require a skid steer to pick up millings that have been swept. The XBroom picks the millings up, puts in the selfWill Conklin, CEO of Nescon LLC, which manufactures the XBroom, attributes the sweeper’s popularity with the paving company to ease of operation, service and maintenance.

The issues with sweepers were numerous, recalled Conklin. “The most common were hydraulic and electronic issues,” he said. “But there were a lot of mechanical issues, too.” Nesbitt and his team were keen to address the most common problems they were experiencing as they continued to develop what would become the XBroom, while putting it into service on paving jobs. Conklin split his time between the shop and the job site, acting as milling/pavement recycling foreman and lead technician in the shop. Soon, two prototypes were in service, and it didn’t take long for word to get out that a contractor had built his own sweeper. “We started getting calls from major contractors about it fairly soon,” Conklin said. “It was sort of ‘we heard you produced your own sweeper, and it might be something we’d be interested in.’ From that point on, it was organic growth. We began to get orders almost immediately.” The first XBroom was built in a single bay in Tempe and, understandably, competitors in the sweeping space thought it would just go away, Nesbitt remembered. “We operated in very cramped quarters until we moved into this facility [current Mesa plant] in 2014. There were just three of us at the beginning — myself, Will [Conklin] and my son, Chris.” Today, XBrooms are on milling jobs throughout the United States. They are in use and promoted by industry leaders like the Stanleys of American Paving Specialists (APS) and Raised on Blacktop fame. APS President Bill Stanley credits XBroom with delivering his company’s milling division from “broom hell.”

The XBroom’s extra large hopper capacity means more time sweeping and less time dumping.

contained hopper and hauls it off. • Availability of support. Conklin touts his company’s 24-hour technical support service. “We answer the phone, and we offer a rapid solution,” he said. “Advanced self-diagnostics are also utilized.” • Accessible and adjustable. All controls and adjustments are visible from the easily accessible rear doors. Adjustments to the main broom (angle and pressure) and elevator allow for picking up much larger millings than other sweepers, according to Conklin. • Ease of operation. The XBroom requires a single operator, and no manual sweeping. According to Conklin, the broom can sweep 30 percent more than competitor brooms in the same amount of time. Sweeping should be as easy as pushing a hand broom. As the cliché goes, necessity is the mother of invention and simplicity is often the foundation of a new, successful idea. John Nesbitt, Will Conklin and their team understood that and together their XBroom continues to help contractors do their jobs more easily and efficiently.  (All photos courtesy of XBroom.)

Volvo CE Reaches Agreement to Divest ABG Paver Business Volvo Construction Equipment (Volvo CE) and the Ammann Group have reached an agreement whereby Ammann will acquire Volvo CE’s global ABG paver business. As a result of the planned transaction, the Volvo Group’s operating income will be negatively impacted by approximately SEK 650 M in the fourth quarter of 2023. The divestment includes the ABG paver production and technology center in Hameln, Germany, and will ensure the availability of the range and full support through the Ammann Group distribution channels and selected Volvo CE dealers. Volvo CE and the Ammann Group see this as the best way to maintain and develop the long established ABG heritage in the paver business for relevant customers, dealers, suppliers and employees. As a consequence of the divestment, production of Volvo CE compaction equipment in Hameln will be phased out. In 2022, ABG paver business had revenues amounting to SEK 1,100 M. As part of the divestment process, about 400 people will move from Volvo CE to join the Ammann Group. The negative earnings effect will be reported in the segment Construction Equipment and be excluded from adjusted operating income. The transaction is subject to regulatory approvals. Closing is anticipated in the first half of 2024. 

As a consequence of the divestment, production of Volvo CE compaction equipment in Hameln will be phased out.

Hamm’s HC CompactLine, HC Series Compactors Win ‘Good Design Awards’ The two latest compactor series from Hamm — the HC CompactLine series and the HC series — recently were awarded the Good Design Award 2022 by the Chicago Athenaeum. These bring the total of internationally recognized design and innovation awards for successful products and developments received by Hamm since 1996 to 40. Well-designed construction machinery allows the operator to be able to understand all the functions effortlessly and to operate the machine intuitively. This brings the associated advantages of increased safety, efficiency and comfort. “We have been harmonizing ergonomics, functionality and aesthetics for over 30 years; for us, not just pure performance, but also the health of the operator and ease of handling are right at the top of the agenda,” said Axel Römer, head of research and development at Hamm. This philosophy also was significant in the development of the now award-winning compactor series. Two Awards in ‘Industrial’ Category The two latest compactor series in the Hamm portfolio received awards in the “Industrial” category. The renowned design award has been presented for 75 years and is one of the world’s most important awards for ground-breaking design. The Good Design Award honors high-quality products which stand out due to their impressive form, function and aesthetics. In awarding this prize, the jury evaluates the product in terms of level of innovative of the design, new technologies, form, materials, construction, concept, function, utility and energy efficiency, as well as sensitivity to the environment. HC Series: Modern Look, Comfortable to Operate Straightforward, clearly structured, and exceptionally dynamic, the HC series (85 kW to 160 kW) reinterprets the tried-and-tested style elements of the Hamm brand. Visually, the new shape of the engine hood stands out in particular: This gives the compactor exterior real muscle; the geometry provides enhanced visibility to the rear. Both the interior and the operator’s platform provide plenty of freedom of movement. The jury agreed that “the ambiance of the new cab gives the driver a completely new feeling of space,” and deemed that “the spacious cab sets new standards for visibility, and workstation design.” The space can be ideally utilized due to a comfort seat with a new rotating and sliding mechanism. The design of the workstation follows the “Easy Drive” operating concept, whereby all operating elements are clearly laid out and language-neutral. Accordingly, the compactors can be operated intuitively and easily. The vibrations and the noise level for the operator are significantly reduced compared to previous models due to the materials and the design. A comfortable heating and air-conditioning system in the cab keeps the windows free of fog and contribute to the outstanding visibility. Storage compartments, ventilation and lighting round off the level of comfort offered by this well-designed construction machinery. Design Supports Efficiency, Sustainability New concepts in engine and vibration management

allowed Hamm to increase the power considerably, and at the same time reduce exhaust gas emissions, noise, and vibrations. Moreover, the design supports the overall performance of the HC series, due to the newly designed front vehicle, for example “with a significantly greater clearance between the drum and the crossbeam, where material cannot accumulate,” according to the specialist jury. This means that downtimes for cleaning the drum are a thing of the past, while productivity increases. Moreover, customers benefit from an extensive range of options, and can adapt each roller ideally to their individual requirements and areas of application. Ready for Digital Construction Site The new compactors from Hamm are equipped for the digitalization of the construction industry. The jury added: “The HC series compactors are ‘digital ready’ and so meet future construction site quality and communication requirements. Using the Smart Doc app from Hamm, even lessexperienced drivers can immediately determine which areas have been sufficiently compacted, and which areas still require compaction. Furthermore, the compactors can communicate, even with digital applications from third parties, via a standardized interface.” HC CompactLine Series: Compact, Safe The HC CompactLine (55.4 kW), which also won an award, is in the small compactor segment. Particularly noteworthy is the 7-ton HC 70i which, at 14.4 ft. in length, is the world’s shortest compactor in this weight class. Combined with the 3-point articulation and the extremely short wheelbase, this results in excellent driving and handling characteristics, the manufacturer said. In their reasoning, the jury stressed that the compactors, due to their compact form, short wheelbase, and a remarkable gradeability, are perfectly suited for compaction in narrow construction sites and in trenches. The jurors also emphasized that the HC CompactLine series “is extremely easy to operate thanks to the standard intuitive operation, embedded in an ergonomically optimized workstation.” Part of that is the language-neutral operation. The logical arrangement, careful design and clear symbols on the operating elements make manual operations straightforward. Back-lit buttons ensure correct operation, even in the dark. The arrangement of the steering wheel allows a clear view of and easy access to the dashboard. ECO Mode Reduces Fuel Consumption The two compactor series also offer an impressive sustainable machine concept. They can be operated with diesel or HVO fuels. Furthermore, in both series, operation in ECO mode saves fuel. The machine design and the components in the power train were chosen by Hamm so that most tasks can be carried out in ECO mode — without curtailing the compaction power. In addition, an automatic engine stop can reduce diesel consumption. This automatically switches off the engine under certain conditions, for example during prolonged downtimes. At the same time, the automatic mechanism takes into account the requirements of exhaust gas cleaning with the diesel particulate filter (DPF). For more information, visit www.wirtgen-group.com. 

Vögele Machines Build Challenging Race Circuit in Mountains of Japan

The Vögele pavers worked “hot to hot” to deliver a high-quality asphalt surface across the full width of the track.

Just over 43 mi. from Tokyo, near the city of Minamiboso, a highly demanding private race track has been built. Due to its mountainous location, the circuit features steep climbs and downhill stretches, as well as numerous chicanes and tight bends. Using three SUPER pavers, primary contractor that supervised and managed this project Maeda Corporation, and paving contractor Maeda Road Construction Co. Ltd. precisely implemented the plans drawn up by internationally renowned race track design firm Tilke. A Vögele MT 3000-3i Offset material transfer vehicle played a key role in achieving the high quality standard. Private Race Circuit With Demanding Track Profile This project was a comprehensive leisure facility that includes Japan’s first dedicated driving course, planned by CORNS & Company Limited, the ordering company, for customer owner-drivers. It was recently executed in the mountainous region not far from Tokyo: a driving club with its own race track, designed by Carsten Tilke, who has a history of creating race tracks all over the world, including a number of Formula One circuits. Tilke harmoniously integrated the Japanese circuit into the hilly landscape, while pursuing his customary ambitious aims of challenging drivers to the utmost, delivering enormous driving pleasure, and at the same time meeting all modern-day safety requirements, including by incorporating extensive run-off zones at corners. The 2.2 mi. Magarigawa Club circuit features steep downhill stretches with gradients of as much as 16 percent, and climbs of up to 19 percent. The longest straights extend for 875 yards, allowing for truly high-speed racing. In between, chicanes as well as tight bends with a 46 ft. radius demand top-level driving skills. Vögele Paving Train in Operation Renowned Tokyo-based construction company Maeda

Road Construction Co. Ltd handled the challenging job using four Vögele machines. Two SUPER 1800-3i and SUPER 1803-3i Universal Class pavers and a Highway Class 1900-2 paver carried out the actual paving, while a MT 3000-3i Offset material transfer vehicle transported the asphalt from the trucks to the pavers’ receiving hoppers. The SUPER 1800-3i and the SUPER 1803-3i paved the race track itself. They laid the asphalt over a surface area of 120,000 sq. yds., across a width of between 26.2 and 39.3 ft. It consists of an 7.1 in. thick unbound base course and a 4.7 in. bound base course, topped by a 2.36 in. binder course and a 1.6 in. surface course. In addition to the 2.2 mi. long circuit covering an area of 43,000 sq. yds., the asphalt work also included 72,000 sq. yds. of run-off zones, as well as the pit lane and service roads. These ancillary surfaces, as well as the base courses, were paved primarily by a tried and proven SUPER 1900-2 model paver, which Maeda Road Construction has been operating successfully for many years. MT 3000-3i Offset PowerFeeder Paves Way to Quality Besides the pavers, another Vögele machine also was crucial in achieving the high standard of paving quality: the MT 3000-3i Offset material transfer vehicle. The PowerFeeder decouples the material transfer from the truck to the paver, so ensuring a consistent and efficient paving process, and highquality results. In the MT 3000-3i Offset’s large-capacity receiving hopper, the mix is conveyed transversely by conical augers, which results in it being thermally homogenized. With an effective heating system that heats the conveyor and the transfer points, the material transfer vehicle actively counteracts cooling and segregation of the mix. That’s why the Vögele PowerFeeder is often used on job sites like the one in Minamiboso, where the highest quality is demanded, and see CIRCUIT page 52

tight schedules have to be met. Pivoting Conveyor Enhances Efficiency In the mountains of Japan, another feature of the PowerFeeder was important: In its “Offset” version, the machine has a height-adjustable conveyor that can be swung 55 degrees to the left and right. The discharge point into the extra material hopper of the SUPER paver is at a height of up to 11.8 ft., and optionally up to 12.8 ft. The paver is ergonomically controlled via a joystick. It forms part of the ErgoPlus 3 operating concept, a highly intuitive system specially designed to meet the requirements of material transfer vehicle operators. With the pivoting conveyor, despite the steep transverse and longitudinal slopes on the racetrack job site, the MT 3000-3i Offset was able to alternately supply both SUPER pavers with material, without having to maneuver constantly. That resulted in much greater efficiency. ‘Hot to Hot’ Paving With Vögele Universal Class Pavers Supplied with mix by the PowerFeeder, two Vögele pavers operated constantly in “hot to hot” paving mode, with Maeda Road Construction’s tracked SUPER 1800-3i and wheeled SUPER 1803-3i working at a slight offset to produce a jointless asphalt surface. This will ensure high stability and durability for the track.

The Magarigawa Club circuit features uphill gradients of as much as 19 percent, with downhill gradients up to 16 percent.

Wheeled, Tracked Pavers Combined to Form Effective Team The paving team also utilized the benefits of the different undercarriage systems: Tracked pavers provide excellent traction, and maintain consistent straight-line travel. Wheeled pavers are particularly good at producing tight bend radiuses, as their undercarriage allows them to turn in very sensitively and smoothly. So the paving team primarily deployed the SUPER 1803-3i on the insides of bends. The result was a consistently high quality of asphalt layering, even on the circuit’s hairpin bends. Mecalac Makes Impact On Wheeled Excavator Market For decades, European contractors have been finding increased utilization for the wheeled excavator and in many cases, in applications that have never been seen in the United States. In recent years, this has been particularly true for the compact wheeled excavator. It’s not unusual for innovation in the excavating trades to begin in Europe and work its way to North America. Take the tiltrotator as an example. In parts of Europe the majority of excavators sold are equipped with a tiltrotator, employing technology that is just now starting to achieve momentum in the United States. What has been driving the increased utilization of the compact wheeled excavator in Europe? • Mobility — wheeled machines can be driven down the highway without surface damage, eliminating the need for additional transportation equipment and reducing logistical challenges. • Reduced Ground Damage — in delicate environments, rubber-tired excavators cause minimal ground damage and distribute the weight of the machine more evenly, reducing impact on ground surface, making them an ideal tool in parks and historical areas and for any environment where surface preservation is essential. • Improved Fuel Efficiency — reduced weight of rubber tires when compared with steel tracks converts to lower fuel consumption. • Versatility and Maneuverability — these machines navigate well through confined spaces and challenging terrains

with ease. A compact design with all-wheel steer and 360degree rotation enable operators to work in very tight areas that would often be a challenge in urban settings with older infrastructure. • Attachment Versatility — rubber-tired excavators can be equipped with virtually any attachment that a tracked machine can handle, including all types of buckets, hammers, grapples and augers for digging. • Urban Construction Adaptation — in Europe, construction projects often require precision work with minimal to no disruption to nearby infrastructure. Rubber-tired machines adapt well to these scenarios with reduced ground pressure and noise levels. • Road Construction and Maintenance — this application is already being used in parts of the United States. Rubbertired machines are ideal for installing road barriers, repairing damaged pavement and other road work … again, causing minimal surface damage and the ability to quickly move from one site to another. Several companies are now leading the way in importing these compact workhorses into the United States, one of which is Mecalac with its MWR series wheeled excavators. The Mecalac machines are available in four different sizes: • 7MWR weighing 16,000 lbs. • 9MWR weighing 17,000 lbs. with a back blade, giving it the ability to push as well as dig. see EXCAVATOR page 60

Equipped with an Engcon tiltrotator and grapple, Canonica Land Works’ Mecalac 11MWR easily manipulates large tree trunks.

Contractors Add Compact Wheeled Excavators for Unique Applications Increasingly, contractors across the country are adding compact wheeled excavators to their fleet with a variety of unique applications. Here are two contractors that are realizing incredible benefit from using Mecalac equipment. Kobo Utility Kobo Utility in Cape Cod, Mass., categorizes itself as a heavy electrical contracting company that also does a lot of utility work. Kobo has a broad reach with offices in Massachusetts, Florida and California. “We started the process of replacing tractor loader backhoes in our fleet with wheeled excavators years ago,” said Kevin O’Neil, president of Kobo Utility. “At that time, the excavators that were available to us were not an ideal solution. They were big and somewhat cumbersome. What we were really on the hunt for was a wheeled excavator that was under 30,000 pounds.

“I had been doing some research and became aware that Mecalac produced a machine that fit the category that I was looking for and initially I was disappointed to find out that they were not being brought into the United States. That all changed in 2016 when Lorusso Heavy Equipment in Massachusetts became the first dealer in the country. We purchased a Mecalac 9MWR weighing 17,000 lbs. “With the Mecalac’s unique design, each time I added a Mecalac to the fleet, I was not only gaining an excavator, but also a telehandler with a set of forks, and a skid steer because of the Mecalac’s ability to push material. We were able to reduce our equipment inventory with every Mecalac purchase. “It was a bit of a process, but it didn’t take long for our operators to prefer to have a Mecalac on the job versus the equipment that we were replacing. Another bonus

that we discovered was transportation. To haul a tractor loader backhoe to a job site, the backhoe took up 30 feet on the trailer. All folded up the Mecalac only took 9 feet. “Surprisingly, we found that the Mecalac, which we were using as a multi-functional piece, did each job assigned to it better than the purpose-built machine that it was replacing. It dug better than an excavator, it lifted better than a telehandler and it pushed better than a skid steer. “In comparing the Mecalac to a telehandler, you can pick up heavier materials, lift them straight up in the air, spin around 360 degrees and drop it directly behind you. You can never do that with a telehandler. A skid steer loader gives you terrible visibility and tears up a job site. With a Mecalac, you just pull into the pile, lift up the load and pull away. Your view is elevated, it’s perfect, and the wheels do no surface damage at all.

“When I compare the working capacity of a tractor loader backhoe to the Mecalac MWR, the Mecalac digs better and loads better than a tractor loader backhoe and takes up far less space. It’s a win-win. Loading the truck is so much easier with the Mecalac. The loading bucket has full rotation and higher reach, and the truck can be parked virtually anywhere. With Mecalac’s unique coupler design you can change out from the digging bucket to the loading bucket literally in seconds without leaving the cab.” The versatility of the Mecalac has made Kobo Utility’s transportation much simpler — one trailer, one machine and a handful of attachments that would typically include a narrow digging bucket, a 36-in. digging bucket, a loader bucket and a skid steer plate that allows it to add a couple of attachments like a set of forks and a sweeper. see CONTRACTOR page 60

Mecalac, a relative newcomer to the U.S. market, has long been held in high esteem in Europe as being a leader in technology, and is rapidly gaining the same reputation in North America. The Mecalac MWR is not simply a tracked excavator that was redesigned to add wheels. The MWR was designed

from the ground up to be a wheeled excavator. This design has given the machine a very low profile with service access points that are literally just a couple of feet from the ground. A very low center of gravity makes the Mecalac MWR the most stable wheeled excavator in its class on the market, according to the manufacturer. Maintenance also is safe and efficient, with every essential access point reachable with your feet on the ground. The cab is 20 percent lower than other machines, making the cab easily accessible to the driver. The Mecalac operator technology is user-friendly due to a unique central selector. The operator can switch into road, operating, or parking modes in a single movement rather than having to go through several steps. All Mecalac MWR machines feature the 360-degree ISO stability, which means machine stability remains the same regardless of the rotation angle of the upper carriage. All MWR machines are equipped with all-wheel steering, allowing operators to practically turn on the spot, the manufacturer said. The Mecalac unique multi-segmented boom configuration allows the machine to have reach combined with lifting power that’s never before been seen in a machine its size, the manufacturer added.

North America and is finding that resistance to the concept is lessening. “Municipalities are opting to purchase wheeled excavators to accomplish their excavating needs because it is so much easier to drive a wheeled excavator that is capable of speeds over 20 miles an hour to the site than it is to deal with all of the hassle of loading, transporting and unloading a

Mecalac Machines Save Time On Larger Footprint Projects CONTRACTOR from page 58

“When we work on a project with a large footprint like an airport, the Mecalac becomes a huge timesaver. We are able to quickly dispatch the machine when we have to move from one end of the site to the other at 20-25 miles per hour. The hydraulic flow is extraordinary, much better than any skid steer we have ever owned or any excavator in the same size category. Among other things, that hydraulic flow converts to great hydraulic attachment performance.” Kobo Utility is equally pleased with its dealer, Lorusso Heavy Equipment. “Lorusso has done an astounding job supporting us, and very importantly, as we have moved our fleet all across the country, we have found that the other Mecalac dealers are equally supportive. The technicians are properly trained and typically the parts are in inventory.”

Canonica Land Works Canonica Land Works based in Chelsea, Vt., specializes in landbased excavation work such as stone wall construction, trail maintenance and stream reconstruction. The company currently uses a Mecalac 11MWR weighing 24,000 lbs., but this was not its first Mecalac purchase. Eight years ago, Ben Canonica purchased the first Mecalac 10MCR multi-function excavator that was brought into the United States from Europe. The Mecalac 10MCR, which is actually a hybrid combination of an excavator and compact track loader met their needs. “There obviously would not have been a second purchase unless the original purchase of the 10MCR had gone well,” Canonica said. Canonica Land Works is involved in a lot of environmentally sensitive work, much of it in the Vermont countryside. A few years ago, it became evident that an

invasive species from Asia called the “emerald ash borer” was settling into the woods of Vermont and doing massive tree damage, which would result in the necessity to have thousands of ash trees removed, many of them along the roadside. This led Canonica to the conclusion that he would be well situated to be hired for that type of work if he purchased a compact wheeled excavator. Canonica Land Works also does a lot of work on gravel roads and dirt trails where a rubber-tired machine would do less damage to the road surface. From his previous experience with the Mecalac 10MCR, he had a very high degree of confidence in the technology and the product support that comes along with buying the Mecalac product. According to Canonica, “Everything about working with the Mecalac machines is innovative, but the one thing that probably stands out the most to me is the

unique design of their three-piece multi-segmented boom. It allows you to dramatically increase your lifting capacity and digging flexibility by bringing the main boom back next to the cab. “You can almost raise and lower the load like a forklift with the intermediate boom. You can also position the boom to work around obstacles or under obstacles, but what really stands out the most is the lifting capacity.” Canonica had an immediate need that gave him an opportunity to rent a Mecalac 11MWR for a few months to make sure it was going to meet his expectations: he needed to do some riverbed restoration work from severe flooding that had happened locally and to access the site, he needed to traverse some agricultural areas and get in and out of the river area doing as little damage as possible. “Everything about the machine impressed me. It was exactly what see CONTRACTOR page 62

Low Center of Gravity Enhances Machine’s Stability EXCAVATOR from page 60

tracked machine. “Some people would argue that you can accomplish much the same task with a tractor loader backhoe. However, there are some distinct advantages that the Mecalac MWR has over a tractor loader backhoe. Try driving 20 to 25 miles an hour down the road with a tractor loader backhoe. The machine becomes almost impossible to handle. “Once you get to the site, you have to deploy your downriggers and they take up a lot of real estate. The fact that the boom is center-mounted becomes a major issue from a visibility standpoint. Operators must constantly look around the boom to see what they are digging. And with the backhoe, you can only swing 180 degrees left and right. If you’re picking up a load of material, your truck has to be beside you or in front of you and you have to be able to reach out long enough to get the cast of material into the truck and that’s not necessarily always an option. With our wheeled machine, the truck can be just about anywhere, even behind the excavator and receive a load. It adds an awful lot of flexibility to the site.” The loader aspect of a tractor loader backhoe is very impractical, Andrews added. “The loader capacity is a yard and a quarter to a yard and a half. Every time you pick up a load, the operator has to be very conscious of that whole backhoe that’s behind him or her, which can be very cumbersome. The tractor loader backhoe original design was a farm tractor with a loader attachment and a backhoe attachment put on a machine that was really built for pulling, not digging.” Ultimately, Andrews said, with a wheeled excavator with 360-degree continuous slew, operators can load more quickly, more efficiently and take up less space on a job site, which is exactly why more and more contractors are finding high value in using Mecalac equipment.

The Mecalac 9MWR easily handles concrete barriers.

Kobo Utility finds that its Mecalac MWR easily handles some of the heaviest of attachments, including this Power-Vac vacuum attachment.

One of the biggest attractions to the compact wheel loader is its ease of transportation, whether it be the small footprint it has on your trailer or the ease of driving it down the road to the next job site.

Kobo Utility uses its Mecalac wheeled excavators just as commonly as skid steers and telehandlers.

Wheels Give Operators Substantially More Comfortable Ride CONTRACTOR from page 60

I would expect from a Mecalac. Very stable, good maneuverability and as I had hoped, very little impact on the land surfaces that the machine traversed as long as we were in reasonably dry conditions.” At the end of the rental period, Canonica pulled the trigger on the purchase. The attachments for his 11MWR were virtually interchangeable with his Mecalac 10MCR, which included an Engcon tiltrotator, a digging bucket, a ripper, a sorting grapple, a Rotastar screening bucket, a GMK multi-grab, a GMK tree shear, a Shearex mulcher and a Rammer plate com-

pactor. After the purchase of the Mecalac 11MCR, the predicted ash borer work and related tree removal came to fruition, some of which occurred on extremely hot days, which would have made the asphalt particularly susceptible to surface damage. Canonica also started using the Mecalac for tree removal in the forest, where he found the machine to be particularly adept. “The four-wheel steering gives great maneuverability; you really notice it in tight spaces. The other thing you notice with the wheeled machine versus the tracked machine is that the wheels give you a substantially more comfort-

able ride.” Canonica wasn’t sure if he would keep his Mecalac 10MCR after the purchase of the Mecalac 11MWR, but in the end analysis, he found that certain applications were more desirable for a tracked machine, while others called for the wheeled machine. Keeping both just made sense. “This year we did a lot of stonework with the wheeled machine. A lot of projects were right at the end of homeowner’s driveways and gravel roads, so often we were set up right on the hard road or the property owner’s property. It was very noticeable how quick and com-

fortable the machine was and that we weren’t tearing up any surface area at all. “We are in a very rural area, so it’s not often that I get the benefit of driving the machine from project to project and eliminating the hauling process. But, when we can, it’s certainly nice to take advantage of that. I do appreciate how compact the machine is and it’s great to be able to load up the excavator and all of our attachments into a single load.”  CEG (All photographs in this article are Copyright 2023 Construction Equipment Guide. Terrawise Solutions Introduces Newest CTL Attachments Terrawise Solutions is now offering compact track loader attachments — the TerraBlade, TerraTrimmer and the TerraRipper. The TerraBlade is the world’s first 100 percent wireless grading attachment, meaning no need to dedicate the implement to one specific CTL, the company said. The blade, which is ready for any type of 2D or 3D machine control, can be automated via cross-slope, dual laser, sonic tracer, single or dual robotic or dual GPS. It also has versatile material carry modes, which can be adjusted in real moving time such as six-way dozer blade, box blade, and catch and spill mode. This 3,000-lb. implement is a game changer for any skid steer, the company said. The TerraTrimmer is practical for contractors looking to cut grade to a precise elevation in hard sub-base materials, while producing a smooth finish. Use the TerraTrimmer once to grade the soil and again to cut the compacted rock, concrete or asphalt. The TerraTrimmer features a 16-in. OD trimmer rotor that cuts an 8-ft.-wide path. It requires a high flow skid steer and a separate case drain line for best performance. The TerraRipper allows contractors to break hard-packed ground and rip up turf and roots in just a few passes. The TerraRipper is rear-mounted and has a heavy-duty deck that consists of 12 carbide-tipped steel ripper teeth. Each tooth can be adjusted or replaced for effective scarification. In today’s market, contractors need reliable and costeffective solutions. With compact track loaders on almost every job site, the Terra products, which are all heavy duty and American made, are practical for different applications, according to the company. Terrawise Solutions backs every attachment with a comprehensive warranty, customer support and hands on training. It stands on its brand promise — “Building Superior Solutions Together.” For more information, visit terrawisesolutions.com. 

DEVELON Unveils DX62R-7, DX63-7 Mini-Excavators DEVELON has introduced allnew 6-metric-ton mini-excavators — the DX62R-7 and DX63-7 — for use in the United States and Canada. The two DEVELON excavators replace the previous iterations and join the line of next-generation -7 Series mini-excavators. The DX62R-7 and DX63-7 have an updated design and impressive horsepower and weight. These machines offer standard telematics, powerful digging and lifting, attachment versatility, exceptional operator comfort and durability features, according to the manufacturer. “The new DX62R-7 and DX637 mini excavators have been updated inside and out from their predecessors,” said Jacob Sherman, product and dealer marketing manager at DEVELON. “They deliver impressive digging, uptime protection and smart technologies operators need to take on the toughest job sites. We’re pleased to be expanding our lineup of DEVELON -7 Series miniexcavators and designing them with more standard premium features, including telematics, highperformance air conditioning and much more.” Maneuverable, Powerful to Boost Productivity Developed to optimize productivity, the DX62R-7 and DX63-7 mini-excavators are equipped with features that enable operators to tackle big jobs in challenging environments. Top applications for these new DEVELON models include landscaping, construction and underground utilities. The DX62R-7 has a reduced tail swing design. The tail swing extends just a few inches beyond the width of the excavator tracks, minimizing the chances of encountering objects or buildings when rotating the machine. The DX63-7 is a conventional tail swing excavator. Both are available in standard or optional long arm configurations, for when more reach and dig depth are needed. For enhanced durability, the new -7 Series mini-excavators are designed with a width-protected swing frame. Operators can get closer to their work, including being flush against a structure or

wall, when offset digging. The excavators’ swing casting and cylinders remain within the track width at full left-swing, making it less likely that operators will damage these components when working in tight or confined areas. An integrated counterweight improves the machines’ lifting capacity and robustness. When turning, grading and maneuvering, the DX62R-7 and DX63-7 mini-excavators will auto downshift, so they won’t bog down when traveling. As the load decreases, the excavators automatically shift back into high range. To reduce noise, improve jobsite communications and save fuel, the standard auto idle feature idles the engine automatically when machine functions are not used for a few seconds. When an operator moves the controls, the excavator automatically returns to the previous throttle setting. A steel track undercarriage option is available for demolition work or other applications where working around sharp objects could damage the standard rubber tracks. New -7 Series mini-excavators offer steel-track and rubbershoe conversion with minimal modification required.

operators are working in high-traffic areas or low-light situations. With the standard Bluetooth audio, operators can more easily communicate without removing their hands from the joystick controls. They also can enjoy music or their favorite podcast while they’re working. A selectable control pattern is a standard feature. Operators can choose the control pattern they prefer: ISO or BHL. A travel alarm alerts others on the job site when the excavator is at work, for added awareness and safety.

Attachments help operators complete multiple tasks using one machine. DEVELON offers a heavy-duty bucket, ditch-cleaning bucket, thumb, manual quick-hitch and hydraulic quick coupler that makes changing other attachments quick and easy — including augers, hydraulic breakers, plate compactors, grapples, rippers and flail mowers.

excavator operators takes productivity to a new level on long, hot days. In addition, color-coded and labeled wiring and hydraulic hoses enable plugand-play installation of electrical accessories — including the rotating beacon — and allow quicker, easier electrical troubleshooting. Telematics Come Standard DEVELON Fleet Management telematics system is a standard feature on the DX62R-7 and DX63-7 mini-excavators, making it easy for customers to remotely monitor and maintain their machine. They can monitor the health, location and productivity of the dozer from a user-friendly mobile app and website. The customer’s dealer also can see the equipment status and notify them when it’s time for service to minimize machine downtime. To further protect customers’ equipment investment, DEVELON offers its Smart X-Care service. An experienced team of equipment specialists actively track machine telematics from a secure machine monitoring center. They interpret the data in real time, provide recommendations and deliver reports. 

Deere Expands Line of P-Tier Compact Wheel Loader Models Addressing the needs of customers looking for compact solutions that provide enhanced maneuverability, stability and power, John Deere expands its Performance Tiering offerings with the shift from L-Series to P-Tier for the 244, 324 and 344 compact wheel loader models. The new P-Tier compact wheel loaders will carry over all L-Series features and will introduce new productivity-enhancing qualities, including standard ride control in base models and optional factory-installed features, including an auto-reversing fan option. Additional optional features include attachment assist controls, which include integrated electrical (three-pin) controls for attachments and combined creep control and throttle lock. “As we continue to make the shift from past generation machines to our current generation of Performance Tiering models, we aim to keep the same features our customers know and trust on the L-Series models, with the added benefits of new productivity enhancements only available on the P-Tier machines,” said Luke Gribble, solutions marketing manager, John Deere. Previously offered as an optional upgrade on L-Series models, ride control is now standard on all P-Tier compact wheel loaders. Ideal for customers moving materials over long distances, or on hard surfaces, ride control cushions boom movements during transport, acting like a shock absorber to help minimize material spillage. Increasing operator comfort and productivity, this feature is applied with a flip of a switch in the cab and can be set to automatically engage and disengage at a predetermined speed. In addition, P-Tier compact wheel loaders continue to feature industry-exclusive Articulation Plus, which enables rear-wheel steering to increase full-turn tipping load and improve maneuverability. This steering system combines 30 degrees of standard articulation with an additional 10 degrees of rear-wheel steering. Articulation Plus also provides a significantly higher full-turn tipping load than machines without this feature, as the machine does not need to articulate as much to turn, according to the manufacturer. This feature results in a tighter turning radius than comparatively sized loaders without Articulation Plus. Designed to provide increased ease of use for operators when utilizing attachments, the upgraded combined creep control and throttle lock found within the attachment assist controls package allows customers to run their machines with higher RPMs and lower ground speeds with overall fewer manual inputs. An enhanced pause and resume function means that reactivating the feature after a change in direction or switch to neutral is seamless as well. An additional feature now offered on P-Tier compact wheel loaders is an optional auto-reversing fan, which is an easy-to-use solution for customers operating on sites with an abundance of debris or dust. This solution is also ideal for applications in agriculture, aggregates and site development. To increase operator convenience, the fan can be turned on and off from the console in the cab. The operator also can control the fan’s time intervals by holding down the switch, making for an automated convenience during operation, keeping the operator focused on the job at hand. John Sossoman of Sossoman Grading in Concord was the high bidder on this Cat 613C scraper.

The compact track loaders and backhoes saw competitive bidding. The high bidder planned to put them in his rental business.

Ross McMillan (L) and Mike Finley, both of Iron Auction Group, anticipated great interest from Internet bidders for the auction. The auction featured excavators in various sizes, for different purposes. This Sakai compactor was sold to a contractor in Wilmington, N.C.

Jake Presley (L) and Jonah Heafner, both of Pressley Development in Hemby Bridge, N.C., planned to bid on the Cat D6K LGP dozer and the excavators.

Donald Misenheimer (L) of Locust Concrete in Locust, N.C., and Lauson Purser of LB Purser Grading in Midland, N.C., planned to bid on a few attachments and an excavator.

Both of these Cat dozers were sold to a grading contractor in Roanoke, Va.
