The ink is still drying on the Infrastructure Investment and Jobs Act (IIJA) as the construction industry awaits bid-letting and Congress turns to the reconciliation budget bill. After a long, hard-fought battle for funding, the industry is ready to get to work on these broad-spectrum infrastructure projects,

Caterpillar Hosts Event to Showcase Its Cold Planer Models
C
aterpillar held an event Dec. 1, 2021, in Clayton, N.C., to showcase its lineup of cold planers.
Before the equipment walk-arounds and demonstrations began, however, retired United States Army Staff Sergeant Travis Mills of the 82nd Airborne delivered a keynote address to all attendees. Mills’s larger-than-life personality, sense of humor and incredible spirit for life engaged the attendees from the moment he took center stage. Mills is a recalibrated warrior, motivational speaker, actor, author and an advocate for veterans and amputees. Mills’s New York Times bestselling memoir, “Tough as They Come,” is currently available on sale in bookstores everywhere. Despite losing portions of both arms and legs from an IED while on active duty in Afghanistan, Mills continues to overcome life’s challenges, breaking physical barriers and
defying odds. Mills lives by his motto: “Never give up. Never quit.” After his address, the equipment then took center stage. Five years ago, Cat brought a fresh roster of cold planers to the market and has been continuously working on improvements to the product line ever since. The 2021 product release marks the third update to these models since they were first introduced. For dealers and contractors throughout the United States at the event, Caterpillar discussed its PM312, PM622 and PM825 cold planer models and provided several demonstrations of the PM825. The PM312 is an efficient, highly maneuverable milling machine with a cutting width of 48.2 in. (1,225 mm) that performs controlled full-depth removal of asphalt and concrete pavements in a single pass. The PM622 is a high-production, half-lane milling

machine with a cutting width of 88 in. (2,235 mm) that performs controlled full-depth removal of asphalt and concrete pavements in a single pass. The PM825 is a high-production, half-lane milling machine with a cutting width of 98.6 in. (2,505 mm) that performs controlled full-depth removal of asphalt and concrete pavements in a single pass. The models meet U.S. EPA Tier IV Final, EU Stage V and Korea Tier 4 Final emissions standards and are optimized to reduce fuel burn with a high-capacity cooling system that keeps the engine at ideal temperatures for optimal fuel efficiency and lower emissions. New expanded LED lighting enhances nighttime and low-light operation. The new wide-dispersion LED work lights come standard and provide an improved, well-lit work area for ground crew. LED perimeter lights also can be added to further illuminate the rotor chamber, cutting path and work areas around the machine for increased visibility. According to Cat, the integrated Cat GRADE with Grade and Slope system takes the guesswork out of producing accurate and repeatable cutting results and includes automated features like obstacle jump and programmable cut transitions to aid in milling precision. Cat cold planers also can be enhanced with full 3D milling operation. The cutting system is designed to withstand tough applications and is built to last with heavy steel construction and reinforced alloys to resist abrasion, according to Cat. Available in a wide variety of spacings, the durable Cat System K rotors deliver high-performance with efficient material flow and an excellent cutting pattern. Kicker paddles are reversible for extended life, and the tapered dual retention toolholder design eliminates the need for retaining bolts, pins, or setscrews, reducing replacement time by up to 50. A reliable track undercarriage system with well-engineered track geometry provides high tractive effort and better load distribution when milling deep cuts or through hard materials. Doosan Unveils New DD100 Dozer, Much More for 2022 Doosan Infracore North America introduced its new products for 2022 during a media event at its Real Operations Center (ROC) in Arizona the first week of December. The company’s next generation crawler excavators, miniexcavators and new -7 series wheel loaders were featured in presentations by the respective product specialists. Doosan also unveiled its DD100 dozer, which it said will be available through dealers in 2022. Technological upgrades also were introduced, including the “Transparent Bucket.” The transparent bucket is a system that allows the wheel loader operator to see blind spots in front of the bucket through the monitor in the cockpit. The innovative system records images in front of the wheel loader with cameras installed at the top and bottom of the equipment and shows combined images in real time using a curved projection method. The front of the wheel loader has been considered an area prone to major safety issues due to its blind spots. With the transparent bucket function, however, the operator can easily check the blind spot in front of the bucket through the monitor and prevent accidents. Another advantage is that it can significantly improve work efficiency by enabling a forward-view perspective during loading/unloading or when carrying soil and sand, according to the manufacturer. DD100 Dozer Doosan’s 122-hp DD100 dozer delivers powerful pushing performance, fuel efficiency and all-day operator comfort, according to the manufacturer. The DD100 features a dual/single flange-type roller with several track guard options. Designed with operators in mind, the DD100 features the 8-in. Smart Touch display, giving operators complete control from a convenient, easy-to-read touch screen. It also offers enhanced visibility with minimized front pillars, maximum glass area and a standard rearview camera — plus LED lights and front, rear and side wiper blades. The DD100 features a Doosan engine with convenient maintenance access points and does not require the use of a diesel particulate filter to meet current emission standards. Doosan DD100 owners can add the 3D Machine Guidance and 3D Machine Control features as an option for greater

Hiring Heroes: Vets Could Be Answer to Staffing Challenges As construction companies struggle with finding skilled labor, military veterans are a segment of the labor force that deserves attention. Vets currently make up about 7 percent of the construction workforce and each year approximately 200,000 vets transition out of the military. Those construction firms that have been successful in recruiting and retaining veterans say their hard and soft skills as well as attitudinal characteristics make them great new hires. In addition, several programs are in place that makes it advantageous and cost-effective to train and hire vets. ConExpo-Con/AGG is sharing the key benefits vets offer, how to recruit, and how to help vets transition from military to civilian employment. Five Traits That Make Veterans Great Hires 1. Assume high levels of trust Veterans are highly trustworthy. “Vets know how to take orders and show up for work in the morning,” said Bob Nilsson, a retired veteran and former president of Turner International, which has a long history of hiring vets. Nilsson currently is president and founder of 100 Entrepreneurs Foundation, a resource for vets who are interested in entrepreneurship. 2. Know the importance of discipline and teamwork “Because of their military training and experience, veterans tend to have a strong sense of discipline, focus, team-orientation, and leadership” said Erica Gilliland, director of Craft Recruiting of McCarthy Building Companies. According to Gilliland, approximately 10 percent of employees are veterans. “We know that we can teach technical skills, but it’s more complicated to teach those types of soft skills that are so important on our project teams.” 3. Adept at skill transfer Military personnel are often trained in one area and moved to another. They have to quickly embrace change, train, learn and adapt. At the same time, they learn how to leverage their existing training, skills and knowledge in new roles. 4. Comfortable in discontinuous environments “A military member could be sitting in an office one day, and the next day they could be deployed to a disaster area or war zone, “said Julie Davis, AEM director of Workforce Development. “This translates well to the construction industry where employees move from project to project as needed.” “Many veterans are willing to travel to projects in different states around the coun-

Easing Transition For many veterans, the transition from the very structured environment of the military to an unstructured civilian work environment can be difficult. “Veterans are scared to death about the civilian world,” said Nilsson. “What we found at Turner was that we had to not only pay attention to hiring vets, but to keeping them employed.” A mentoring program proved highly successful in improving retention. Newly employed vets were paired with employees who also shared a military background. Training is a big part of McCarthy’s AEM

Candidates are eligible from 90 days prior to separation through 90 days following separation. • HireHerosUSA is a nonprofit that provides free job search support to U.S. military members, veterans and military spouses. • Vet Fast Track is a website that helps connect vets with careers in a variety of industries, including construction.

It offers an in-depth hands-on training program that focuses on continual improvement of safety, quality and productivity, which is rooted in SIX Sigma and LEAN construction principles. “Because we want to help people with an interest in becoming part of the rapidly growing solar construction industry, we’ve developed accredited and formal training programs that provide best practice measures in workforce development,” said Gilliland. “These programs accommodate entry level positions as well as training for vets with some level of experience.” The programs focus on the development of general foreman, mentors who train craft employees, apprenticeships in solar and a program to transition solar laborers into general construction. Take Advantage of Incentive Programs Hiring vets has an added bonus because there are incentives and programs to support employers: • Workforce Innovation and Opportunity Act (WIOA) offers incentives for training and wage reimbursement. • The Work Opportunity Tax Credit (WOTC) incentivizes employers to hire “underutilized” workers, including veterans. A company can receive a tax credit of $2,400 to $9,600 for a veteran’s first year of employment. • Veteran Tax Credits (VTC) is an organization that helps veterans get approved for WOTC. • An employer also can bring on a veteran as an apprentice, paid for by the Department of Veterans Affairs (VA), if approved by the GI Bill. The Post-9/11 GI Bill offers veterans entry-level wage and a monthly housing allowance. • DOD Skill Bridge Program, employers can train vets to work on a temporary basis for up to six months — and it doesn’t cost a dime because the Department of Defense foots the entire bill. • VA Special Employer Incentive Program provides reimbursements for portions of veteran salaries. Options for Smaller Firms For smaller construction firms who may not have formal training programs, Gilliland recommends working with organizations that provide construction trades training for service members while they are still in the service, including Home Builders Institute (HBI). For veterans who have completed their service, there are groups like Adaptive Construction Solutions, The Warrior Alliance and Helmets to Hardhats.

$400M Casino Coming to Site of Former Mall in Bristol, Va. The first tangible steps are under way to build and operate a $400 million casino resort in Bristol, Va., nearly 13 months after city voters approved the project. The Hard Rock Hotel & Casino Bristol, located in the state’s far southwestern corner, will be in one of four Virginia cities allowed to operate casino gaming under new state legislation enacted in early November 2020. Recently, the city approved the initial plans for changes to the former Bristol Mall on Gate City Highway to accommodate gaming. “We have submitted a demolition plan to the city,” the casino’s developers explained in a written statement to the Bristol Herald Courier. “This plan relates to preliminary site evaluation work at the mall that we need to complete before finalizing our design for the temporary casino.” City Manager Randy Eads confirmed to the newspaper that the proposals were submitted and approved but said specific details that would “identify specific trade secrets or other information” are not accessible to the public under terms of state law. Once it is fully developed, the planned resort is expected to employ 1,000 to 2,000 people and initially include a casino with 1,500 slots and 55 table games before expanding to 2,700 slots and 100 table games, according to the Hard Rock Bristol LLC, the development company backing the project. In addition, the former mall site is expected to include a 300-room hotel, with the capability to expand, along with seven restaurants, four bars, a 3,200-seat live performance venue, an outdoor entertainment venue with space for 20,000 people, as well as retail and convention space, and other attractions. Projected Opening Date Not Yet Announced The development of the casino resort was expected be a time-consuming process because the Virginia Lottery Board had to hire staff, develop and implement regulations, and all parties involved — including vendors and gaming employees — will need to pass extensive background checks. Developers Jim McGlothlin and Clyde Stacy with Hard Rock Bristol LLC have said from the beginning that their intent was to establish a temporary gaming facility first and begin hiring as soon as possible — prior to opening the full casino. But such an operation cannot occur until the Lottery Board approves their gaming license. As a result, the projected opening date for the casino has yet to be determined. “We continue to work closely with the Virginia Lottery on next steps for construction of the temporary gaming facility

The Herald Courier reported that Virginia Lottery Board Deputy Director of Gaming Compliance Gina Smith told the board at its October meeting that her office had received applications for facility operator, principal entity, manufacturer, and major and minor vendors, and she anticipates receiving “thousands of applications” in the coming months. All reviews are occurring under the state’s “emergency regulations” developed during the past year while proposed permanent regulations are taking shape, she said. The board’s proposed permanent casino gaming regulations have been reviewed by the governor’s office and are currently undergoing a 60-day public review that ends Dec. 24. The lottery board could potentially vote on those regulations at its January 2022 meeting, according to the Bristol newspaper, and approval there would trigger another gubernatorial review before becoming final. The regulations must be in place by October 2022.

Arkansas’s King Expressway Extension Ahead of Schedule Construction of the $79 million, 5.8-mi. extension of the King Expressway from the U.S. Highway 70 East interchange to the junction of Arkansas Highway 5 and AR 7 is running ahead of schedule, the state Department of Transportation (ArDOT) has announced. The state agency gave the SentinelRecord a tour of the project in the second week of November, when it presented the progress that Little Rock-based McGeorge Contracting has made since the company began work in December 2019. The road builder was awarded the $75.1 million contract, but change orders have since increased the cost to $79 million, said ArDOT District 6 Engineer Deric Wyatt. The $54.6 million bond issue Garland County voters approved in a June 2016 special election contributed $30 million to the project. In addition, the 0.625 percent countywide sales tax voters authorized is securing the project’s debt.

Flurry of Work Currently Taking Place The project’s original timeline called for an August 2022 completion, but Wyatt told the Sentinel-Record that the contractor is progressing ahead of schedule. The first of the two-lift asphalt surface mix has already been applied to much of the roadway’s length. Barring any significant weather delays this winter, the expressway addition could open to traffic earlier than expected, Wyatt said. He noted the two-lane extension through the rugged backcountry east of Hot Springs National Park will cut travel time in half between Hot Springs and Hot Springs Village. Offering a panorama of Hot Springs to the south and west, and remote ridges to the north and east, the imposing Promise Land Drive along the ridgeline crosses the southern end of the extension. ArDOT considered boring a tunnel through the ridge but decided in late 2017 that the cut-and-fill method was more cost-effective. Wyatt said that excavation and blasting cleared a path through the ridge, which, according to an October 2019 geotechnical report, consists mostly of novaculite, a flinty rock also known as “Arkansas Stone.” Rock removed from the ridge was used to build embankments on either side of the road. “They took a drill rig, drilled down and put dynamite down there and blasted it out,” he explained. “That busts the rock up, and
they can haul it off.” The excavated material accounts for a large part of the more than 2 million cu. yds. of rock and dirt the transportation agency said the project has displaced. When selecting an alignment for a new road, Wyatt added, ArDOT wants minimal disturbance. The department acquired more than 60 right-of-way pieces for the King Expressway extension project — designated earlier this year as a scenic highway — including a 200-ft. corridor wide enough to expand the road to four lanes. “You have to look at utility conflicts, properties and environmental issues,” he told the Hot Springs news source. “There’s a lot that goes into picking an alignment. We try to pick a path of least resistance and the least amount of impact.” The Arkansas Department of Agriculture acquired approximately 300 acres near the extension’s corridor in early 2020 from Deltic Timber, a $975,000 deal that will protect part of the area that captures and conveys water to thermal springs in the national park. A clause in the deed prohibits disturbance of the property other than what is required to preserve its health and sustainability. A report approved by the Federal Highway Administration in April 2019 noted that 189 acres of the more than 23,000-acre recharge area is inside the King Expressway extension’s corridor. The report said ArDOT would permanently protect 60 acres at an elevation of 660 ft. or higher. That is the height geologists have said is the minimum elevation from which runoff can reach the park’s thermal springs via ground fractures and faults in the recharge zone, the Sentinel-Record reported. Runoff entering at a lower elevation does not have the hydraulic force to descend to depths of 7,000 ft., where it gets heated to 170 degrees before rising to the surface. Putting drainage or impermeable surfaces at or above the 660-ft. threshold blocks or diverts rainfall that would otherwise replenish the springs, experts said. Overpasses and access ramps also are going in at Covenant Trail Road, Mill Creek Road, Denise Lane and Quarry Mountain Road, he said. The bridge being built over the Saline River tributary near the roundabout at the AR 5/AR 7 junction is the northernmost of the project’s 10 bridges and overpasses, according to the geotechnical report. The roundabout is part of the project to widen 4.17 mi. of Park Avenue from Gorge Road to the junction and is designed to be the nexus for the extension, AR 5 and AR 7 North. Bowden Specialties Inc. in Russellville, was awarded the $18.5 million contract in September 2020. According to a summary of ArDOT District 6 projects, the Park Avenue project is scheduled to be completed in late 2023, but Wyatt said the contract stipulates the roundabout will be completed by the time the expressway extension opens to traffic. “The plan right now is to open the roundabout before Christmas,” Wyatt told the Hot Springs newspaper.

The types of projects pursued, and the programs channeling resources to projects, will dictate the pace at which funds reach their targets, noted Brookings. State-of-good-repair projects obviously happen faster than new system expansions. “Funding in existing federal programs, including those distributed by formula, also tends to move faster than funding in new competitive grant programs, which involve new rulemaking,” wrote the think-tank. American Public Works Association (APWA) representatives also witnessed President Biden sign the IIJA into law. Like other industry leaders, APWA CEO Scott Grayson stressed how hard association members worked to see the act become reality. “From roads and bridges to better protecting communities against natural disasters to modernizing our water infrastructure network, this new law will deliver significant upgrades in every state and benefit every person,” he said. “The commitment of $550 billion in new federal spending over five years represents a generational improvement that still recognizes the need for local decision-making.” An Enormous Undertaking The American Association of State Highway and Transportation Officials (AASHTO) listed six priorities the Biden administration expects to follow during the legislation’s implementation: • Invest public dollars efficiently, avoid waste and focus on measurable outcomes for the American people; • Buy American and increase the competitiveness of the U.S. economy, especially via “Made-in-America” purchasing requirements, while also bolstering domestic manufacturing and manufacturing supply chains; • Create good-paying job opportunities for Americans by focusing on prevailing wages and the free and fair chance to join a union; • Invest public dollars equitably, including through the “Justice40 Initiative,” which seeks to make 40 percent of the overall benefits from federal investments in climate and clean energy flow to disadvantaged communities; • Build resilient infrastructure that can withstand the impacts of climate change and helps combat the climate crisis; and • Effectively coordinate with state, local, tribal and territorial governments in implementing IIJA’s critical investments. According to AASHTO, USDOT Secretary Pete Buttigieg said the 24 projects that received $905 million via the Infrastructure for Rebuilding America discretionary grant program are the types of projects his agency aims to support through the IIJA. Projects slated to receive $1 billion worth of fiscal year 2021 discretionary grants via the new Rebuilding American

Jim Tymon, AASHTO executive director, said association members and state DOTs want to work with USDOT to implement the law as soon as possible. “State and local transportation agencies are eager to get to work on the multi-modal projects that will provide real benefits to the people of every community across the country.” AGC praised the IIJA for its benefits to the supply-chain system, saying because of the bill’s vote, state and local officials can invest in a more efficient network. “They will also be able to improve roads and bridges to make them safer and more reliable,” said Stephen Sandherr, CEO of the AGC. The American Society of Civil Engineers recently graded the country’s infrastructure system at a C-. “Metro areas will be able to better maintain and expand transit systems,” Sandherr added. “And water authorities will be able to further safeguard the quality of local drinking water, among other improvements funded by this bill. The measure also provides needed investments to make infrastructure more resilient to extreme weather events.” Michael Bellaman, president and CEO of Associated Builders and Contractors (ABC) lauded the bill for the

Seppi M Introduces New Version of Starsoil With Powershift
Combined tillers have long been highly appreciated in the forestry sector. One model in this field is the Starsoil by Seppi M. Due to its design, several different operations are possible using the one machine, specifically, stone crushing, wood mulching and soil tilling up to a depth of 40 cm. This translates into a broad range of applications in many sectors of the forestry and agricultural industry, and also in the construction of dirt roads and forest trails, according to the manufacturer. The model has been redesigned to better satisfy user needs. The entire transmission has been reinforced and is now designed for tractors up to 310 hp. Also, new technology comes into play, the 2SPEED-POWERSHIFT transmission. This allows the operator to switch from one rotor speed to another with the machine running. In slow gear, at approximately 500 rpm, the machine is
suitable for all soil works and stone crushing, according to the manufacturer. In fast gear, at about 1500 rpm, it is suitable for surface mulching. Switching occurs through the tractor ISOBUS terminal. Even the temperatures are monitored by the control unit in order to promptly intervene in case of a malfunction in the cooling circuits. The counter is now incorporated in the standard supply, is used to monitor the operating costs. The external dimensions are an external width of 2.8 m with a working width of 2.5 m. A smaller version also
is available with external width of 2.55 m and a working width 2.25 m, which also is approved for road use. The hydraulically adjustable skids are a new feature, available on request. Using these, the working depth can be adjusted directly from the driving position, thus proving to be a very practical system, especially for mulching works requiring minimal contact with the ground, according to the manufacturer. TOMRA Pioneers Use of Deep Learning Tech in Wood Recycling
Sensor-based sorting specialist, TOMRA Recycling, has further strengthened its offering for the global wood recycling sector by using deep learning, a subset of artificial intelligence, in wood recycling applications. The company has combined its AUTOSORT technology with its deep learning-based sorting add-on, GAIN, to create a solution that can distinguish between and sort different types of wood-based materials, significantly enhancing customers’ sorting and manufacturing processes. The primary application for TOMRA Recycling’s new solution is sorting Wood A — non-processed wood — from Wood B — processed wood products such as MDF (medium-density fiberboard), HDF (high-density fiberboard), oriented strand board (OSB) and chipboard. TOMRA Recycling has been a frontrunner in the global wood recycling sector for more than 10 years. The company’s X-TRACT solution quickly became popular with chipboard manufacturers to produce a clean recycled woodchip fraction by sorting and separating out the inert material (glass, stones, ceramics, etc.) and metals. Once the XTRACT unit has removed these impurities, the recovered woodchip is of sufficiently high quality to be used in the production of standard chipboards, according to the company.
Achieving Higher Purity Levels In recent years, however, TOMRA Recycling has been approached by an increasing number of customers who are looking to use recycled wood of a much higher purity level in their production processes. To achieve these specific purity requirements, in addition to removing the inert material and metals in the infeed stream, other impurities including engineered wood composites as well as polymers, would have to be removed. As these materials are not distinguishable using x-ray technology, the X-TRACT unit was unsuited to this sorting task. Determined to help these customers and recognizing a
potential gap in the market for a solution which would allow companies in the wood recycling sector to optimize their wood sorting processes, TOMRA Recycling’s deep learning experts developed an application that combines TOMRA’s AUTOSORT unit with its deep learning-based sorting addon, GAIN. Mississippi’s $36M SR19 Widening Relieves Congestion In Mississippi, motorists traveling Meridian to Philadelphia will benefit from a $36 million widening project scheduled to be completed in 2023. The expansion of State Route 19 in Neshoba County from Philadelphia to Tucker will improve safety and overall conditions for commuters, as well as local and commercial traffic. “It will improve every angle of travel for this stretch of SR 19, from safety to efficiency,” said Mississippi Department of Transportation (MDOT) project engineer Adam McDaniel. “That means safer driving conditions and quicker travel. We’re realigning some of the local roads to tie into the new four-lane as well, making it a safer and more convenient travel experience.” Activity on the heavily traveled corridor has steadily increased. Since 2017, the average annual daily traffic along this stretch of highway has jumped from 5,600 to 6,600 and is still on the rise. W.G. Yates serves as the general contractor of the project, which is being funded by a $25 million 2018 BUILD grant. The remainder is 80 percent federal funds with a 20 percent state match. In addition to expanding to four lanes, the new grading and paving will offer smoother riding conditions. But there are challenges for workers. “This being Neshoba County, we do have some undesirable soil out there, and have had to basically bring in good material to build the road on,” said McDaniel. “We hit some high-volume change material, so we had to cut under that and bring in borrowed excavation material to replace it for the subgrade. “The biggest challenge has primarily been the weather. We’ve seemingly had rain just about every week, specifically, the amount of rainfall over this past summer.” Currently crews are performing earthwork, box bridge structure construction, drainage structure construction (box culverts) and pipe installation. Phase I is building the new northbound lanes and getting

Phase II will involve work in the southbound lane, primarily milling and overlaying. “We do have some construction work that will change grades on the southbound lane, and we’ll have to either raise or lower the grade to match the new one. We’ll realign some local roads on the southbound side, and mill and overlay on southbound to match the grades.” Phase III will involve putting the final surface lift of asphalt on the northbound lane, along with permanent striping/marking. “Right now, the only item that is mostly complete is the clearing and grubbing portion of Phase I. down. The natural topography of the area allows us to remove the tops of the hills and place the existing material into the adjacent low-lying areas, to create a smooth vertical profile. Once all the suitable on-site material is exhausted, the contractor will begin bringing soils in from pre-approved borrow pits to complete the construction of the roadway embankment. “Stripping the top soil involves taking a dozer out there and pushing it off where we’ll be doing the work, and stockpiling it for later use. We’ll use it to replace the slopes and to put our permanent grass on. The stockpile topsoil will be respread on the slopes and the grass seed will be planted for permanent grass to be established.” McDaniel said the best preventative measure to combat slope erosion is the establishment of perennial vegetation. “The existing four to six inches of topsoil is removed and stockpiled to place back on top of the slopes after they have been constructed. The highly organic and fertile nature of the topsoil accelerates the growth of the vegetation that’s planted. This establishment of grass greatly aids in erosion prevention, which helps us protect the nearby streams and channels from sedimentation.” Erosion control is a critical and challenging component to the project. “We work hard to make sure it is handled correctly. We look at it every day to make sure we’re doing right. “We’re moving all the loose dirt, and have streams and channels that run through here, so we can’t allow sediment to get off our project site. With this much earthwork, it’s imperative we stay on top of it to make sure our erosion control is up to par. “In addition, there are six box culverts and six box bridges we are putting in. The box bridges are extensions of the existing box bridges — they’re part of our drainage structures. We have single barrel and double barrel. “We have excess excavation, like that high volume change material that we haul off site. We have borrow excavation to build the roadway out of and get our subgrade up. We typically have three types of excavation. The excess excavation item is used to remove unsuitable or surplus material from the project. see SR19 page 70

The 2021 U.S. Capitol Christmas Tree Tour, which began Oct. 29 in Crescent City, Calif., featured 17 community celebration stops in towns, cities and national parks along the 3,300-mi. journey to Washington, D.C. The tree was delivered to the U.S. Capitol Building on Nov. 19. According to Schnell, who split time driving the Kenworth T680 Next Gen with fellow driver English from Sacramento to Tulsa, Okla., the holiday spirit was on full display at the tour stops during their leg of the tour. “The turnout at the tour stops, especially in small towns, was really something. To bring the holiday spirit to each of the stops and see so many people come out to participate in the celebrations was special,” said Schnell. “I’ve known about this tour for quite some time but never imagined I’d be one of the drivers involved. To have the opportunity to transport the Capitol Christmas Tree is something I’m proud of and is an experience I’ll always remember.” For System Transport’s drivers, the tour was the first time each got behind the wheel of Kenworth’s latest addition to its Class 8
lineup, the Kenworth T680 Next Gen. According to English, who drives a Kenworth T680 classic for System Transport, the technology inside the T680 Next Gen is what initially caught his attention when he stepped inside the cab for the first time. “The new electronics, like the [Kenworth 15-inch] digital display, was something I grew fond of once I learned how to adjust the gauge settings to show the ones I wanted to appear on the screen,” said English. “The Next Gen offers a comfortable and enjoyable ride and is a step above the T680 that I drive regularly for System Transport.” With prior experience hauling windmill blades and utility poles for System Transport, the drivers were prepared heading into the U.S. Capitol Christmas Tree Tour to handle the challenges of hauling a more than 100-ft. long trailer. “It was difficult at times navigating some of the narrow streets along tour stops, but we all have plenty of experience hauling over-

sized equipment for System [Transport], so we were ready for it,” said Schnell. Bellinger, who drove the last day of the tour and was responsible for delivering the Christmas tree to the U.S. Capitol, said he worked out a deal with Brunk for the opportunity. Bellinger and Brunk were responsible for hauling the tree from the tour’s first stop in Crescent City to Sacramento and again from Tulsa to Washington, D.C. “I have some family in D.C., and planned on flying my family out from Washington [state] to see us deliver the tree to the
Capitol, so I wanted to be the one behind the wheel when the tree arrived,” said Bellinger. “The deal was, if I got to drive the truck to the Capitol, Bill [Brunk] would drive the truck over the Golden Gate Bridge. It was a win-win. Volvo CE Reports Strong Performance Outside of China in the Third Quarter Despite a dip in sales in China, Volvo Construction Equipment (Volvo CE) continues its improved profitability with a strong performance across all other regions and a rise in services for Q3, 2021. Due to continuing high levels of investment in both infrastructure refurbishment and more sustainable products of the future, Volvo CE has increased its net sales by 11 percent. After several years of high demand for construction equipment in China, orders in the market there have declined by 26 percent as reduced government investments has led to lower construction activity. This has been more than offset by a good development in Europe, North America and other parts of the world. Order intake remains stable on a high level. Net sales in the third quarter increased by 11 percent to SEK 19,638 M, from SEK 17,619 M in 2020. When adjusted for currency movements they were also up by 11 percent in the same period, of which net sales of machines increased by 11 percent and service sales by 13 percent — reflecting Volvo CE’s increased focus on services. Adjusted operating income amounted to SEK 2,635 M, compared to SEK 1,963 M in the same quarter 2020 and corresponding to an adjusted operating margin of 13.4 percent (11.1 percent). With a 9 percent reduction in deliveries, this is largely driven by the sudden decline in the China market.
Market Development Across both the European and the North American markets, demand has remained high — the latter due to high infrastructure investments and housing construction activity. Asia, excluding China, showed good improvements particularly across South Korea and South East Asia. Continuing uncertainty across market forecasts remains significant due to the inability to predict supply chain capacity and the ongoing COVID-19 pandemic. “The borrow excavation item is used to bring in material from pre-approved sources. We also have an unclassified excavation item. This item is used to take on-site material and place it in another location within the project, i.e. taking the material from a hill top and placing it into an adjacent low area.” Regarding cubic yards of dirt moved during construction, plan quantity is 582,000 cu. yds.; 210,000 cu. yds. of borrow excavation; and 17,000 cu. yds. of excess material. For paving, the new lanes will have three lifts of asphalt. This will include a base lift, intermediate lift and surface lift. Tasks remaining include finishing the earthwork before dealing with the northbound lanes, building drainage structures and laying pipes. “Lots of earthwork is to be completed to get our subgrade to grade. After that, we’ll be lifting about six inches of subgrade. Then we’ll be doing the asphalt paving.” Equipment on the job includes an assortment of 18-wheelers, dump trucks, tractors with discs, track hoes, bulldozers, sheep’s foot rollers, steel wheel rollers, pneumatic rollers and concrete pump trucks. Main materials include concrete, asphalt, steel rebar, precast pipes, crushed stone and rip rap. As with any construction project, motorists will need to be alert throughout the work zone. “The speed limit has been reduced to 45 mph for safety due to the construction,” said McDaniel. “There are nearby residents we’re working around, so it’s a balancing act. “Safety is our chief concern. You have all this work going on, construction equipment, lots of trucks in and out of the project using existing roadways and constant traffic in and out. Reducing the speed limit to 45 mph has made it safer, but we still notice some drivers not paying attention and looking around at the work taking place, with so much going on.” Said McDaniel, “Motorists traveling in this work zone should pay close attention to the road. We want our crews to go home safely to their families each day, and they still have a long way to go.” He added, “I take pride in my job and what we’re accomplishing out here. Expanding 4.5 miles of roadway is a major task, one that will greatly benefit local traffic and those heading into Meridian by making the area safer and more efficient. It’s pretty cool.” CEG
