Work is under way to construct a permanent floodgate on Bayou Chene near Morgan City, La., that will provide backwater flood protection for six parishes in the path of Mississippi and Atchafalaya river overflows that result from high water events. Bayou Chene, approximately 9 mi. southeast of Morgan City and 50 mi. south of Baton Rouge, was first settled in the 1830s. During high-water events on the Atchafalaya River, Bayou Chene has been a major conduit for backwater flooding in the parishes of St. Mary, Terrebonne, Lafourche, St. Martin, Assumption and Iberville. High water flowing down the Atchafalaya past Morgan City will turn and head northwest up Bayou Chene into the Lake Palourde and Lake Verret watersheds, causing flooding across that region. The area has experienced a number of floods since the early 20th century, but three major floods in the last 10 years led to the decision to find a permanent solution. “Backwater flooding in St. Mary and neighboring parishes has increasingly been a problem over the past decade as the Mississippi River and in turn, the Atchafalaya, has reached flood stage,” said Gov. John Bel Edwards. In May 2011, the St. Mary Levee District experienced unprecedented high-water elevation predictions for St. Mary, Terrebonne, Lafourche, St. Martin, Assumption and Iberville parishes. In preparation, SMLD built a temporary flood protection structure consisting of a barge floodgate, sheet pile floodwalls, rip rap and Hesco baskets. According to Ignacio Harrouch, chief, operations division of the Coastal Protection and Restoration Authority, this structure withheld an additional 3 ft. of water from the parishes in jeopardy. Five years later, another high-water event in the Atchafalaya River threatened the surrounding six-parish area, so SMLD contracted an engineering firm to design an emergency structure to presee FLOODGATE page 36

Doosan Bobcat, WWP Present Veteran With Bobcat CTL

Doosan Bobcat North America, in partnership with Wounded Warrior Project (WWP), presented U.S. Army veteran Andrew Long with a new Bobcat R-Series T76 compact track loader and 80-in. bucket attachment, together valued at nearly $90,000. The two organizations teamed up at Piedmont Bobcat, the local Bobcat dealer near where Long lives in North Carolina, to personally deliver the machine to the veteran. He also received a framed photograph featuring his new machine and all 45 of the Doosan Bobcat employees who had a hand in assembling it, along with their signatures. Long was randomly chosen as the winner from a pool of candidates and said the T76 will speed up the process of refurbishing the decades-old former tobacco farm he and his fiancée recently purchased in Elon, N.C. As a veteran, Long said he is excited to give back to the military community as well. “The Bobcat T76 compact track loader is a beautiful machine,” said Long. “I have so many projects I want to get started on right away. I hope to support local veterans, either by hiring and teaching them or working with veteran-owned businesses. I want my farm to be a relaxing place for veterans to be understood and respected. Now that I have this machine, my vision for this property will come together much faster and transform my property into a sanctuary for my fellow warriors.” A Deserving Veteran Long, a native of Branchburg, N.J., served in the U.S. Army from 2010 to 2014, including a deployment to Afghanistan. Returning home with post-traumatic stress disorder and a traumatic brain injury as a result of his service, Long found support with WWP, a nonprofit organization dedicated to serving injured veterans and their families, which helped him with his recovery. Paired with the bucket attachment, the T76 will help Long reclaim his fields, lay down gravel for the roads around the farm and repair the property’s pond. He plans to use the land to grow vegetables, maintain an orchard and start a chicken

Long said the T76 also will be useful in tilling, grading and clearing fields, digging irrigation and drainage ditches, and moving hay bales, animal feed and other materials. “Giving away a new Bobcat T76 compact track loader is just one way we can thank someone who has given so much to our country,” said Mike Ballweber, president of Doosan Bobcat North America. “As a company that has many employees and dealers who are U.S. veterans, we have a tremendous amount of respect for those who have bravely put their lives on the line, so Doosan Bobcat was proud to honor Andrew for his service and sacrifice.” Partnership With Wounded Warrior Project Doosan Bobcat’s partnership with WWP is a part of the company’s commitment to serve as a community partner to build strong relationships and provide financial and in-kind

support to organizations and programs that make a positive impact in communities. The company formally launched its partnership with WWP at ConExpo-Con/AGG in March 2020. Doosan Bobcat raised money at the industry trade show by selling a limited-edition, scale model of a T76 camouflage-wrapped loader with the WWP logo. Hickory Contractor Evolves Over Time to Stay Successful By Eric Olson CEG CONTRIBUTING EDITOR

If a new construction company can make it past its fledgling years and manages to keep the lights on, any continuing success is due to a series of evolutionary periods. For Hickory, N.C.’s Neill Grading & Construction, its success is rooted in being a third-generation family company. But it also is one that has evolved from its founding in 1966 to the present by slowly expanding with and adapting to changes in the industry. Charles Neill started the operation 54 years ago by focusing solely on grading projects. The next step in the company’s growth came about in the 1970s when Neill added utility work to its list of services. In 1975, his son, Ed Neill, took over running the contracting firm and is today its owner, president and CEO. His more than 50 years of experience within the trade has blended well alongside that of his son, Clay Neill, who serves as vice president and professional engineer. The Next Step Forward Evolutionary changes often get a jump forward based on a need to survive — or in Neill Grading & Construction’s case, a need to thrive. That happened in the mid 2000s when the contractor welcomed the addition of several key people and, once again, began to broaden its services. With this expansion, Neill started to use its General Contractors License in 2011. In doing so, the firm activated its vertical construction division

with the renovation of Hickory’s historic Hollar Hosiery Mill, Lyerly Mill and Moretz Mill, as well as starting a land development operation. “Our building division represents about 45 percent of Neill’s yearly revenue and includes industrial, commercial, municipal, institutional, and multi-family vertical construction,” said Michael Wilson, vice president and general manager of the company. The Prime Contractor at Industrial Park Currently, Neill Grading & Construction is working on a 180-acre site north of Gastonia, N.C., where, as the prime contractor, it is preparing the land for a new industrial park for the Gaston County Economic Development Commission. At the new Apple Creek Corporate Park, Neill is tasked with clearing, installing erosion control, mass grading, pregrading the industrial pads and installing all the infrastructure, including water and sewer lines, storm drains, curb, sidewalk, landscaping and street paving. Wilson said his company began the work at Apple Creek in June, with an estimated completion target of late May or early June in 2021. Miss. Lottery Helps Fund U.S. Highway 278 Repaving Job Monroe County, Miss.,’s most traveled east-west thoroughfare is undergoing a much-needed repaving, strictly funded by proceeds from the Mississippi Lottery. According to Drew Parker of the Mississippi Department of Transportation’s (MDOT) Monroe County project office, the final leg of work on U.S. 278, extending from the future Mississippi 125 eastward to MS 8 East in Wise Gap, is expected to be complete by December. A preceding leg from MS 8 to the Alabama state line is already complete. MDOT Public Information Officer Jace Ponder said the 6mi. portion of U.S. 278 from the Alabama line to MS 8 was completed at a cost of $1.74 million, while the second portion’s 8 mi. from MS 8 to the intersection of MS 125 in Amory cost of $2.89 million. No further repaving west of the future MS 125 interchange currently is scheduled. “The work from Highway 8 to Highway 25 was originally scheduled for fiscal year 2021, but the availability of lottery funds made it possible to get that leg done this year,” Ponder said. According to Ponder, the repaving work on U.S. 278 was scheduled as part of a three-year maintenance plan. “State lottery funds authorized by the legislature amount to less than 10 percent of the $1.1 billion budget for road maintenance in Mississippi and are often used to supplement projects that may not qualify for federal funding.” He explained that most resurfacing projects have a projected lifespan of 10 to 15 years. “It all depends on the type and amount of traffic using the road. When unscheduled problems occur such as bridge failures or washouts, repair work is funded out of the maintenance budget, which might defer the time schedule on other projects waiting to be done,” Ponder added. Mississippi Northern District Transportation Commissioner John Caldwell said U.S. 278 has been in dire need of repair for a while. “The legislature did the right thing,” he said of the dedication of lottery funds. “We need to prioritize funding to repair the roads that we have, especially for the ones that don’t qualify for federal funds.” So far, through the previous and current fiscal years, approximately 250 mi. have been paved statewide as a result of monies provided by the Mississippi Lottery, according to Ponder. Special signs placed along the construction zones read, “Project Funded by Mississippi Lottery – Thank Your State Legislator.” According to Mississippi Lottery Corporation Director of Communications Meg Annison, the state’s lottery is set up to benefit both the infrastructure and education systems of Mississippi. Per the Alyce G. Clarke Mississippi Lottery Law passed during the 2018 session of the Mississippi Legislature, net proceeds of as much as $80 million will be paid into the State Highway Fund until June 30, 2028. In turn, the Fund will use the money to repair, renovate and maintain highways and bridges across the state. 

Company Aims to Bring AUSA to American Job Sites By Giles Lambertson CEG CORRESPONDENT

Chesapeake Specialty Equipment was born of opportunity. The Jessup, Md., company was launched at the beginning of 2020 at the invitation of AUSA, the Barcelona, Spain, manufacturer of construction equipment. AUSA executives had sought to open a dealership in the mid-Atlantic region of the East Coast and persuaded John A. “Chip” McDonald to partner with them in doing so. As owner of McDonald & Sons, a Jessupheadquartered golf course construction company, McDonald knew the machines. Seven years ago, he flew to Spain to acquaint himself with the AUSA culture and manufacturing process and ended up purchasing several site dumpers. At that time, AUSA’s presence in the American market was virtually nonexistent, the company having pulled out of the market after the economic collapse of 2008. Today, it is back in the United States with 22 dealerships — now including McDonald’s Chesapeake Specialty Equipment. The dealership serves the District of Columbia and four states — Maryland, Delaware, Virginia and West Virginia. Its AUSA product line includes telehandlers, forklifts and the machines that on these shores remain something of an oddity, site dumpers. The smallest dumper — the D100AHA — is a 1-ton 4WD machine just 39 in. wide that fits easily through doorways and moves via a hydrostatic transmission. Its front bucket tips forward for unloading. At the upper end is the D1001APG, an 11-ton dumper with a 5-cu.-yd. rotating bucket for side dumping, a 74-hp Deutz engine, and a 4WD articulated drivetrain that can climb 45-degree grades. The site dumpers are widely used in construction and other industries pretty much around the globe, but are rarely seen on American job sites. The dealership’s manager, Will Burgess, believes that will change as contractors become aware of their utility. “I believe its popularity is going to grow,” Burgess said. “When we sit around and talk about it, we harken back to the mini-excavator of 25 years ago. When it first tried to break into the market, guys would look at it and say, ‘What am I going to do with that little thing?’ But it’s so versatile and now everyone has one of the minis.” Burgess already has begun to collect stories of customers discovering the dumpers. Earlier on the day of the interview for this story, a contractor came into the dealership after he “got wind of the dumpers. He absolutely fell in love with them.” The contractor had won a bid to lay down a new pervious surface along a stretch of the

pathway bordering the historic C&O Canal. He is required to keep the narrow pathway open to walkers and bikers as he works, which is to say high-visibility is a top priority. With the dumper bucket situated in front of the driver, keeping an eye on a passerby is made easier. The machine’s compactness also gives him more maneuverability in the confined space. More to the point, the contractor was enthused and rented two six-ton dumpers — a D601APG and a D601AP. The first has a rotating bucket, the second, a front-unloading bucket. Inventory is a bit of a start-up problem for the AUSA dealership and growing demand for the machines is exacerbating the problem, not that Burgess is wishing for less popularity. AUSA’s U.S. manager, Ignasi Moner, has 70 more machines on order for delivery the first quarter of the year as the manufacturer continues to gear up to meet a customer surge. The relative dearth of products has impacted the dealership’s rental strategy. Because used AUSA machines are hard to find, Burgess is resorting to renting new machines. “We’re starting to get into the rental business that way. It’s not like we wanted, but we

have to launch our rentals, because it is going to be a crucial gateway to sales. Many customers want to try a new brand by first renting it.” The most popular machine in the lineup so far is the T235H telehandler. The hydrostatic 4WD machine can lift 5,000 lbs. 14 ft. in the air and is steerable in front-wheel, allwheel or crab modes. Powered by a 49-hp four-cylinder Kubota engine, the telehandler is frequently cited by operators for its visibility, particularly at the right rear corner where a boom base often blocks the view. AUSA engineers overcame that problem. “The thing I hear the most about the T235 is not just how compact it is but how they have designed that compactness, producing great visibility all the way around,” Burgess said. “It is used often in garden centers and nurseries where a lot of people are around. Operating the T235 is safer in such places.” Burgess is an engineer by training, including working with Lockheed Martin. He said he appreciates the engineering that has gone into the AUSA machinery. “One of the big things that AUSA has done across its product line is integrate a superior control system. I commend AUSA engineers for it.” He’s talking about the versatile AUSA

joystick. “It really becomes evident in the forklift world where operators are used to a kind of lever system. In AUSA forklifts, you can perform all the mast functions, as well move your machine forward and reverse, simply by moving the joystick. You can move the joystick with on hand and keep the other one on the steering wheel. This is a great feature.” The manager also touts the “maintainability” of AUSA machinery. “The machines really tend to not be overly complex,” he said. “We have six mechanics here with years of experience and they say the AUSA products are rock solid. On the golf course construction side of the house, they rave about how easy the machines are to keep going.” Another Chesapeake Specialty Equipment customer, Matt Hollis, utilizes the AUSA D350 site dumper in innovative ways. His company, Legacy Waters Environmental Services, removes sediment and invasive aquatic vegetation from lakes and ponds. His dumper is used to launch floating equipment including what he describes as “a skid steer on pontoons” and a dredging machine. It also is employed to haul away tons of screened sediment, which is efficiently spread on adjacent properties. “It is pretty soupy, and with the rotating bucket on the dumper, I can drive along and sort of windrow the sediment so it can dry out. It has a quicker drying time that way.” On a project outside Lynchburg, Va., Hollis’ company will be joined by another outfit that operates four of the AUSA dumpers. “I can’t speak to their longevity,” Hollis said of the products, “but I love having all the controls on one joystick. You hire a young kid to help you and you can easily teach him how to operate the machine. There aren’t a lot of bells and whistles, but, to me, the fewer the bells and whistles the better.” McDonald himself is kidded about his apparent aversion to extra features. According to Burgess, the company owner long resisted getting a dumper with a rotating bucket for side-delivery of material in his golf course construction work. “He never wanted the rotating bucket, perhaps the only one on the planet who didn’t like it. The U.S. manager jokingly refers to a fixed-tipper model as a ‘McDonald dumper.’” The owner took the kidding and eventually did order a swivel bucket, subsequently finding it to his satisfaction. Burgess acknowledged that a fixed bucket has its merits: It is slightly larger than the rotating one and there are fewer moving parts to wear out. see AUSA page 66

Lockheed Martin Corp. may launch an expanded manufacturing facility near its ballistic missile headquarters in Brevard County on Florida’s Space Coast. The defense and aeronautics company’s real estate arm, LMC Properties Inc., on Nov. 6 filed plans with the state for renovations and construction near its Titusville, Fla., campus. Lockheed’s plans call for the construction of a factory and the renovation of an office building and warehouse already on the property. The 9.3-acre site is behind the Fleet Ballistic Missile headquarters of Lockheed, which the defense giant opened in Titusville last summer after relocating from Sunnyvale, Calif. The move was a $40 million investment that created 350 local jobs, according to the Economic Development Commission of Florida’s Space Coast. Lockheed is poised to renovate a 38,000-sq.-ft. office building and a 14,000-sq.-ft. warehouse. Plus, Lockheed would build a 43,000-sq.-ft. factory, though it’s unclear what specific manufacturing work may take place there. It’s also unknown how many jobs this expansion would create, but Lockheed’s plans call for the creation of 173 parking spaces. Lockheed Martin executives could not be reached for comment. Melbourne, Fla.-based Construction Engineering Group is the civil engineer, and Southeastern Surveying and Mapping Corp. in Orlando, Fla., is the surveyor. LMC Properties bought the former industrial park from Aliso Viejo, Calif.-based Frontera Capital LLC in 2018 for $1.7 million, according to Brevard County Property Appraiser records. Lockheed’s Fleet Ballistic Missile program is part of its space division, which grew roughly 6 percent year over year to $2.85 billion in sales in the third quarter of 2020. “Right now, we see it as our highest growth business area, mid-single-digit range,” said Ken Possenriede, Lockheed’s chief financial officer during an Oct. 20 earnings call with investors. “Think of that [happening] as our strategic missile defense portfolio is expected to be up double digits.” Lockheed is one of the region’s biggest employers with roughly 9,000 combined workers in Orlando and on the Space Coast. It is growing its presence, turning a Titusville museum into a manufacturing facility for the company’s Orion production program. Plus, Lockheed has more than 400 open local positions listed on its website. The Naval Ordinance Test Unit, a government testing facility for sea-based weapons, was going to be moved out of Cape Canaveral by the U.S. Department of Defense in 2005. The Economic Development Commission (EDC) of Florida’s Space Coast helped reverse that decision, which ended up enabling the region to lure Lockheed’s fleet ballistic headquarters to Brevard County, Lynda Weatherman, chief executive officer of the EDC, told the Orlando Business Journal. “It led to the relocation of the Fleet Ballistic Missile headquarters from California, and now another expansion of their footprint on the Space Coast,” Weatherman said. 

Vecellio Chief Earns National Highway Progress Award Leo A. Vecellio Jr., chairman, president and CEO of West Palm Beach, Fla. based Vecellio Group Inc., and past chairman of the American Road & Transportation Builders Association (ARTBA), is the 2020 recipient of the George S. Bartlett Award. It was presented Oct. 20 during ARTBA’s national convention, held virtually due to the COVID-19 pandemic. Established in 1931, the Bartlett Award is co-sponsored by ARTBA, the American Association of State Highway & Transportation Officials (AASHTO) and the Transportation Research Board (TRB). Massive Alcoa Distribution Center Could Be for Amazon A huge distribution center could be coming soon to the foothills of Tennessee’s Great Smoky Mountains. Two entities are exploring the feasibility of constructing a warehouse distribution center on part of the former Pine Lakes Golf Course in Alcoa, Tenn. Hillwood Investment Properties, a global development company, with offices in Atlanta and Memphis, among other cities, has partnered with the Blount Partnership, the chamber of commerce in Blount County, on the effort. The developer has indicated construction could start as soon as early 2021, according to Jeremy Pearson, Alcoa’s city planner. Dubbed “Project Pearl,” it won Alcoa Municipal/Regional Planning Commission approval in October. Going forward, staff will work with the developer as needed, Pearson said. The force behind the distribution center hasn’t been revealed, but it bears the marks of developments opened around the United States by retail giant Amazon. State authorities declined to comment, including the Tennessee Department of Economic and Community Development,

which said through a spokesperson that it does not speak on “unannounced projects.” However, the state and Gov. Bill Lee have in the past touted new Amazon projects in Tennessee. Plans presented to the Alcoa commission in October outline a 100-ft.-tall, 634,812-sq.ft. building on approximately 89.49 acres of land off Alcoa Highway and Singleton Station Road. Hillwood is pitching the plan and has developed properties for Amazon and Wayfair in the past. Cannon & Cannon Inc., a consulting engineering and surveying firm, which has a Knoxville office, also is involved. While multiple people contacted by WBIR 10News in Knoxville said they couldn’t or wouldn’t comment, documents offer insight into plans for the center. The city of Alcoa applied to the Tennessee Department of Transportation (TDOT) in October requesting assistance with providing adequate access to the Pearl site. “Obtaining TDOT approval for improvements to Singleton Station will clear one more hurdle for us in Hillwood’s site selection process but does not guarantee that we

will be their choice,” Pearson said. “However, they have indicated that a decision will be forthcoming in the next few months.” According to TDOT documents obtained by 10News, the value of the property and capital improvements for the expansion is around $187.5 million, and total cost for all road updates will be more than $15 million. Records state that the new project will create 750 jobs with an annual payroll of $23.4 million, with about 200 trucks utilizing the facility each day. The local planning commission will soon consider a request by Blount Surveys Inc., in Maryville to replat/reconfigure two lots at Pine Lakes. The Blount Partnership has said several businesses would be willing to fill the spot along Singleton Station, and any business of that size would be good for the area. At least a few aspects about the Pearl site may point to Amazon building there. The retail giant is in the middle of a massive capital plan to build distribution centers. When a plan is submitted to a city or county commission for development, Amazon often attaches a project name. For example,

“Charm” was used for an Amazon distribution center in Pflugerville, Texas, near Austin. Renderings also show distinctive blue stripes on the proposed buildings. Numerous projects that turned out to be for Amazon carry the same markings, including the facility in Pflugerville, and centers in Mt. Juliet, Tenn., and in Greenville, Wis., to name just a few. Hillwood Properties isn’t a new name to East Tennessee development proposals. Earlier this year, the company submitted a proposal to rezone the former Knoxville Center, or East Towne Mall, off Interstate 640 from a mixed-use regional center into a light industrial zone in order to make way for an ecommerce fulfillment and distribution center. If approved by the Knoxville City Council, Hillwood’s project schedule shows demolition of the mall would begin in February, followed by construction starting in April with a projected March 2022 completion date. The intended occupant there hasn’t been named, but Amazon and Wayfair have each been viewed as possible occupants. Cannon & Cannon Inc. also is listed as a partner on this project, dubbed “Project Malibu.” 

Volvo Group Launches New Green Finance Framework Volvo Group launched a Green Finance Framework for the financing of investments and projects in the area of clean transportation. Construction Executives Expect Uptick in Industry Growth

According to the report, a major chunk of the global electric dump truck market includes hybrid trucks with higher capacity, power output, fuel efficiency and reduced maintenance cost.

Despite the ongoing coronavirus crisis and this year’s economic downturn, Association of Equipment Manufacturers member CEOs are optimistic about their industry. In the third AEM member survey conducted since the pandemic started, 75 percent of respondents predict industry-wide revenue growth through October 2021. One machinery and equipment valuation manager also sees resiliency in construction spending during the pandemic. Jerome Galaszewski, who manages the machinery and equipment valuation operations for Gordon Brothers, Boston, Mass., writes that construction spending has been more resilient than most other types of commercial. “Construction activities related to public spending have increased over the pandemic period by 0.3 percent since February and, compared to the prior-year period, were up 6.2 percent in June,” he noted. “Although public spending was strong through May and June, public construction spending declined by 0.7 percent driven primarily by large cuts in education-related projects as well as highway and street construction.” Prior to the COVID-19 pandemic, projections for 2020 were strong for construction machinery sales and general market activity. Short-term expectations changed drastically before secondary-market equipment demand and sales began to show signs of recovery and stabilization. Late summer auction data showed “a slow uptick in auction sale prices for standard yellow iron and construction machinery,” noted Galaszewski. “The available supply of equipment should, in many cases, allow buyers previously in the market for new assets the opportunity to opt for used equipment as a cost-saving measure.” He sees renting or leasing as a continuing alternative to purchasing new or used equipment, but likely at a much lower rate than pre-COVID-19. “So far in the COVID-19-impacted period, both rental revenues and sales have been negatively impacted,” is Galaszewski’s blunt assessment. The Numbers Dodge Data & Analytics predicts that total U.S. construction starts will increase 4 percent in 2021, to $771 billion. “The COVID-19 pandemic and recession has had a profound impact on the U.S. economy, leading to a deep dropoff in construction starts in the first half of 2020,” said Richard Branch, Dodge chief economist. “While the recovery is under way, the road to full recovery will be long and fraught with potential potholes. After losing

an estimated 14 percent in 2020 to $738 billion, total construction starts will regain just 4 percent in 2021.” “Uncertainty surrounding the next wave of COVID-19 infections, and delayed fiscal stimulus, will lead to a slow and jagged recovery in 2021.” Branch predicts business and consumer confidence will improve over the year as further stimulus comes in early 2021 and a vaccine is approved and becomes more widely distributed. But, he cautioned, “construction markets have been deeply scarred and will take considerable time to fully recover.” Dodge lays out a pattern of construction starts for specific segments: • Public works construction starts will see little improvement as 2021 begins. The sluggishness is attributed to continued uncertainty surrounding additional federal aid for state and local areas. “Additionally, the unfinished appropriations process for fiscal year 2021, which began October 1, raises doubt on the sector’s ability to post a strong gain in 2021. Public works construction starts will be flat over the year.” • Electric utilities/gas plants will gain 35 percent in 2021, led by expected groundbreakings for several large LNG export facilities and an increasing number of wind farms. see CYCLE page 32

Ken Simonson, AGC’s chief economist, charts 229,000 job openings in construction, not seasonally adjusted, at the end of September. That’s a drop of 31 percent from the 333,000 openings in September 2019, according to U.S. Bureau of Labor Statistics data released in its latest Job Openings and Labor Turnover Survey (JOLTS) report. September was the seventh consecutive month in which openings declined year over year, in most cases by more than 20 percent, reported Simonson. Hires in September totaled 369,000, down 16 percent year over year. Layoffs and discharges plunged 55 percent year over year to 101,000. He noted that’s the smallest monthly total in the 20-year history of the series. Quits shrank by 16 percent year over year to 169,000. Creativity During Downturn It is estimated that 2020 sales of heavy equipment will show a 4 percent decline in comparison to 2019. However, the sector is expected to come out of the pandemic ready to rebound in 2021. Management consulting firm DuckerFrontier predicts that with backlogs, both contractors and their machinery will be extremely busy next year. The firm found in discussions with heavy equipment dealers and end users that despite some roadblocks the machinery sector is expected to rebound quickly to accommodate the increased activity. However, with many equipment and components factories shut down, “rapid normalization” may not happen for the industry. Equipment shortages may result, forcing contractors to get creative in acquiring necessary heavy machinery. Closely monitoring a number of alternative acquisition models, the consulting firm details transactions in which contractors could work with equipment owners in independent rental scenarios. Other contractors might hire the services of a third-party whose role is to match potential renters with rental providers. Both of these models have been used on a limited basis within the heavy equipment industry, according to the firm. DuckerFrontier sees growth potential in these alternative equipment acquisition routes. “We expect the equipment rental market to absorb much of this excess demand. This method allows companies to access the equipment needed for current work without accepting the long-term risk of ownership.” The bottom line: Modest growth of 3 to 5 percent over 2021 is predicted. The Appeal of Renting The American Rental Association (ARA) forecasts construction and industrial rental revenue to take a “significant hit” by the end of this year but then rebound through 2024. A 13.3-percent drop to $33.8 billion is expected in 2020, and a 3.3-percent decline is forecast for 2021 before growth of 11.2 percent in 2022. “The forecast shows us how hard the coronavirus pandemic hit the equipment and event rental industry,” said John McClelland, ARA vice president for government affairs and chief economist. “Hopefully 2021 will see us getting back some of the rev-

enue losses we experienced in the equipment and general tool segments.” The latest forecast released by the association on Nov. 12 calls for 6.8 percent equipment rental industry growth in 2023 and 4.8 percent in 2024 to reach $59.7 billion. ARA reports investment in equipment is significantly down in 2020, with a 43 percent decrease to $8.166 billion. Equipment spending is forecast to rebound by 17.4 percent in 2021 and by 46.3 percent in 2022 to surpass annual investment of $14 billion, according to the association. Gearing Up for Better Days Though the construction equipment sector has seen a dip in sales this year, slight increases are expected in 2021, and the market should be worth well over $200 billion in five years, according to one report. Data collected by market research platform developer MarketsandMarkets Inc. shows that the global construction equipment market size is projected to reach nearly $170 billion this year, and have a value of $205 billion by 2025. Increased demand for dump trucks, including hybrid trucks in particular, is expected to drive the largest slice of the construction equipment sales pie. According to the report, a major chunk of the global elec-

tric dump truck market includes hybrid mining dump trucks with higher capacity, power output, fuel efficiency and reduced maintenance cost. Compact excavators used in urban civil engineering, snow removal, forestry and landscaping will see higher demand as well. This demand is driven by their design and maneuverability in a variety of applications. The United States construction industry is expected to grow at a decent rate against federal spending cutbacks, according to the research. Low-interest rate loans specifically written for the acquisition of construction equipment will encourage investments. The AGC estimated U.S. construction market growth in August at more than 3 percent. The association attributed the numbers to increases in residential construction and construction spending. That growth in the residential sector, coupled with an expected major investment in infrastructure projects, is expected to drive the sales of crawler excavators and wheeled loaders across the country. “The increasing number of infrastructure projects and mega construction projects are further anticipated to fuel the demand for construction equipment during the forecast period,” according to the report.  CEG

Mission Impossible? Not for MB Crusher Customers

A BF60.1 MB mobile crusher was flown to a lodge in the Bavarian Alps via helicopter. In the center of a large city in Japan, the goal was to tear down a 16-floor reinforced concrete building, surrounded by other properties and city life.

Carrying a Crusher On a Helicopter With the Bavarian Alps in the background: a lodge at a 6,050 ft. summit needed to be partially demolished and rebuilt. This also is the starting point of a very long hiking trail. Traditionally the demo waste material

would have to be hauled downstream and discarded. Solution: they used a BF60.1 MB mobile crusher to process the material and use it as road base for the surrounding paths. How did they bring it to the lodge when a helicopter can only carry a max of 2,645 lb.? A few of the crusher bucket’s heavier components were removed and then reassembled quickly on site. Results: significant savings on both waste disposal and hauling fees, reuse of the resulting material directly on site. To Demolish a 16-Floor Building In the center of a large city in Japan the goal was to tear down a 16-floor reinforced concrete building, surrounded by other properties and city life. Compact and agile machines were required to work on the roof of the building to demolish it one floor at a time. The demo waste was then tossed down a hole that was opened in the center of the building, to protect the surrounding area. Two Manufacturers Join LaBounty Adds Shear Jaw to to Launch New ‘Open-S’ UPX 1800 Demo Attachment Open-S — a standard for fully automatic quick couplers for excavators — was launched Oct. 1. Machine operators can combine machine couplers, tiltrotators and tools from different manufacturers who are in compliance with the standard and be confident that they will be compatible with each other, according to the manufacturer. Products that comply with the standard are marked “Open-S”. “Open standards make everyday life easier, whether it’s plugs for electrical sockets, computer connectors or excavator quick couplers,” said Stefan Stockhaus, CEO of Steelwrist AB. “Open-S also builds on the independent and established standard that already exists for quick couplers, the S Standard.” Together with Anders Jonsson, CEO of Rototilt Group AB, they are the initiators of Open-S. “We believe in healthy competition, where the industry’s players compete to have the best products,” said Jonsson. “We don’t want to lock customers into a closed interface. When customers buy a tiltrotator from Rototilt, they should feel confident that any hydraulic tool that complies with the Open-S standard will fit the tiltrotator.” Freedom, Safety, Development The standard is based on three pillars: Freedom for end-customers to choose the preferred equipment with reliable safety solutions and to benefit from continued technological develop-

ment. “Because we have agreed on how to connect the products, customers can freely choose from the product portfolio from the manufacturers that comply with the standard,” said Jonsson. “It becomes clearer what fits together and which warranty provisions apply.” Both Steelwrist and Rototilt are seeing that more customers are adopting this type of solution. The Open-S standard makes it easier for contractors to take the first step towards a fully automatic quick coupler system. Open, Independent Organization Open-S is owned and managed by an independent organization, Open-S Alliance, which in turn is led by a council of engineers from the member companies, currently tiltrotator manufacturers Steelwrist and Rototilt. And more members are welcome. “Interchangeability is the point,” said Stockhaus. “Any reputable manufacturer who believes in the usefulness of a common standard is welcome. Volvo, Daimler Truck AG Sign Binding Agreement for Fuel-Cell JV The Volvo Group and Daimler Truck AG have now a signed binding agreement for a joint venture to develop, produce and commercialize fuel-cell systems for use in heavy-duty trucks as the primary focus, as well as other applications. The ambition of both partners is to make the new company a leading global manufacturer of fuel cells, and thus help the world take a major step towards climate-neutral and sustainable transportation by 2050. The Volvo Group will acquire 50 percent of the partnership interests in Daimler Truck Fuel Cell GmbH & Co. KG for approximately EUR 0.6 billion on a cash and debtfree basis. Closing of the transaction is expected during the first half of 2021. The transaction is still subject to merger control

review by relevant authorities, as well as other approvals. The joint venture will take advantage of the expertise and extensive experience from several decades of development work on fuel cells at Daimler. Together, the Volvo Group and Daimler Truck AG have tremendous and longstanding experience in technology development, industrialization and large-scale vehicle production. The future joint venture will be able to benefit from this from the start, which is a unique position for a start-up company. Deep and proven knowledge of modularity, efficiency and reliability will be in place from the get-go, as well as world-leading processes in areas such as quality, production technology and industrialization.

In addition to trucks, there are also other areas of application for this type of fuel-cell system. The joint venture will develop a system with several power stages, including a twin system with 300 kW continuous power for heavy-duty long-haul trucks. Based on the demanding conditions in heavy-duty truck applications, the joint venture’s products are also ideally suited for other use cases such as stationary power generation. In 2020, Rolls-Royce plc and Daimler Truck AG signed an agreement to cooperate on stationary fuel-cell generators for the CO2-neutral emergency power supply of critical facilities such as data centers. applied in generators for emergency use. A final cooperation agreement is expected to be signed by the end of the year. The Volvo Group and Daimler Truck AG will own equal interests in the joint venture, but continue to be competitors in all other areas such as vehicle technology and fuelcell integration in trucks. Both companies’ goal is to start with customer tests of trucks with fuel-cells in about three years and to be in series production during the second half of this decade. Closing of the transaction is expected during the first half of 2021. The transaction is still subject to merger control review by the relevant authorities, as well as other approvals. 

Volvo Trucks Launches Electric Truck Range Starting in Europe Next year, haulers in Europe will be able to order all-electric versions of Volvoâ€™s heavy-duty trucks. This means that Volvo Trucks will offer a complete heavy-duty range with electric drivelines starting in Europe in 2021. Volvo Trucksâ€™ massive drive towards electrification marks a major step forwards on the road to fossil-free transport, according to the manufacturer. Volvo Trucks is now running tests of the electric heavy-duty Volvo FH, Volvo FM and Volvo FMX trucks, which will be used for regional transport and urban construction operations in Europe. These trucks will have a gross combination weight of up to 48.5 tons (44 t). Depending on the battery configuration the range could be up to 186 mi. Sales will begin next year and volume production will start in 2022. This means that from 2021 onwards, Volvo Trucks will sell a complete range of battery-electric trucks in Europe for distribution, refuse, regional transport and urban construction operations. â€œBy rapidly increasing the number of heavy-duty electric trucks, we want to help our customers and transport buyers to achieve their ambitious sustainability goals. Weâ€™re determined

to continue driving our industry towards a sustainable future,â€? said Roger Alm, president Volvo Trucks. Volvo Trucks started manufacturing the Volvo FL Electric and Volvo FE Electric in 2019. These are electric trucks intended for city distribution and refuse operations, primarily in Europe. In North America, sales of the Volvo VNR Electric, a truck for regional transport, will start on Dec. 3, 2020. For this reason, most transport companies will change over to electric operation in stages. APTIM, with eleven offices in Louisiana, designed the 10,000-ft.-long, 26-ft.-high storm surge barrier across Lake Borgne as part of the Greater New Orleans Hurricane Storm Damage Risk Reduction System. Overseen by the Coastal Protection and Restoration Authority and St. Mary Parish Levee District, the project is being divided into six phases: • Phase IA: Clearing and Grubbing Tabor Canal • Phase IB: Dredging • Phase 2: Floodwall and Receiving Structure • Phase 3: Floodgate and Pivot Pile • Phase 4A: Avoca Road Retrofit • Phase 4B: Tabor Canal and Weir Phase IA has been completed. Phase 1B is expected to wrap up in November, with material being placed to raise the elevation of Tabor Canal. An E-Crane owned by Patriot Construction & Industrial was used to place dredged material along Tabor Canal. Phases 2 and 3 are under way and are expected to be completed in August 2021. Phase 4A was recently awarded and began in October, with completion anticipated in June 2021. Phase 4B will be let to bid in March 2021. According to Harrouch, Louisiana state law requires all funding to be in place prior to bidding, but CPRA has not yet received all the money. This levee will extend approximately 7 mi. from the Bayou Beouf locks towards the floodgate. Crews will tie in the existing Corps Disposal Berm Levee from Avoca Rd. to the north side of the Bayou Chene and elevate it to a minimum elevation 8.0 NAVD88. The Bayou Chene Flood Control Structure will consist of steel-braced floodwalls to elevation 10.0 NAVD88 and will extend from the north and south sides of the floodgate receiving structure, which will be a jacket-type structure to elevation 10.0 NAVD88. The floodgate cutoff wall will be a steel sheet pile wall with a steel cap to receive the floodgate seals. The sill elevation will be -24.0 NAVD88. The floodgate itself will be a steel barge gate with a pivot pile and winch operation. The elevation of the barge gate will be 10.0 NAVD88. It will feature a pumping system consisting of electric submersible pumps and an electric/hydraulic winching system with electrical power from a generator. Community College Breaks Ground on New 246-Bed Residence Hall in Fulton Itawamba Community College (ICC) didn’t let bad weather, or the COVID-19 pandemic stop the groundbreaking ceremony for a new 246-bed residence hall in late October at the Fulton, Miss., campus. Forced inside by rain resulting from the approaching Hurricane Zeta, administrators, board members and local officials donned face masks and gathered beneath a large tent in the parking lot near Sheffield Hall to scoop ceremonial shovels of dirt. “As you can see, today’s ceremony is a bit different because of 2020 bringing not only COVID-19, but a record number of tropical storms, depressions and hurricanes which have impacted our weather with rain,” ICC President Jay Allen told the crowd. The 72,000-sq.-ft., three-story residence hall will have 246 beds with customizable halls/wings for separated male and female occupancy, as needed. It also will include two efficiency apartments and an apartment for the hall director. Renovations near the building include improved parking lots, a safer pedestrian

sidewalk to Sheffield Hall and a safer crosswalk across Main Street to the main campus. Approximately 70 parking spots will be added as part of the project, Allen said. The new facility was designed by Pryor Morrow Architects in Columbus, Miss. The general contractor is WAR Construction Inc. of Tuscaloosa, Ala. “It is our vision that this hall will be filled with leaders and scholars,” Allen said. “We express appreciation to our board of trustees for their leadership and foresight to proceed with this muchneeded project.” Chad Case, ICC’s director of housing, said there is typically a waiting list for students who want to live on campus, and the college simply has not been able to accommodate them all. He cited research showing that students who live on campus complete more credit hours, have higher GPAs, become more engaged with the campus community and show higher levels of development and self-esteem. The new residence hall also will provide collaborative study areas and full-

time staff will be on hand to assist students in growing socially and academically, Case said. ICC’s enrollment rose slightly even during the pandemic, Allen said, signaling that the college is on the right path despite setbacks caused by COVID-19. “We know that this is a moment in time, and it will pass, so we’ve got to be prepared for that down the road,” Allen said. “We are looking well beyond just today with this project. It will serve as a state-of-the-art residence hall, one that will make our college, our county, our district and our state proud.” Initial planning for the as-of-now unnamed residence hall began approximately two years ago. It will be the first dormitory constructed on campus since Itawamba Hall opened in 2010. The ICC board of trustees approved bonding of $20 million for the project through Raymond James Financial and the Mississippi Development Bank, with the assistance of Butler Show Law Firm. Construction is expected to be completed in time for students to move into the building in fall 2022. 

The existing temporary Bayou Chene closure structure will be removed. Materials from it will be utilized in the proposed structure as much as possible. Other aspects of the project include the Tabor Canal Levee, which will extend from the south structure tie-in to the Tabor Canal Levee and the Tabor Canal Levee, which will extend from the confluence of Tabor Canal and Bayou Chene to the South end of Tabor Canal. The Tabor Canal levee crosses two pipelines: the Enterprise Pipeline Crossing and the Tennessee Pipeline Crossing, both of which are anticipated to be earthen levees. The Tabor Canal weir/gate closure will be constructed to elevation 8.0 NAVD88. Challenges “Permitting was the largest challenge and delay to date,” Harrouch said. “The project was redesigned from a 250-ft. clear opening in the 15 percent design phase to a 403-ft. clear opening in the later design phases, and sluice gates were added to the floodwall to accommodate permitting agencies comments.” Traditional designs are submitted with 30-60-95 percent phases, but to expedite the work in the hopes of completing the project before the next hurricane season, this project was designed with

50-100 percent phases, Harrouch explained. “We’re working hard to do things that will expedite the work.” An emergency operation plan was required in case a storm threat shuts down work. Nevertheless, while a levee district summary predicted a completion date sometime in mid-2022, he said CPRA is aiming for late next year to have the floodgate and remaining components of the project, including road improvements, armored earthen levee and a weir structure complete and operational. But there are challenges beyond the weather. Access is one of them. Equipment and materials such as the jackets — which are used to place the piles — must be transported to the site by barge. Massive cranes are situated on barges to drive the piles and sheet wall. Because they were unable to use coffer dams, crews must jet the pile down with air and then drive them in this “in the wet” construction method. Harrouch reported no issues with the process, citing the heavy clay soil. The floodgate is being fabricated at Bollinger Shipyard in Amelia, La., and will be towed by tugboats to the site, after which Louisiana-based Sealevel Construction Inc. will install the structure. Knowing that “this project will alleviate backwater flooding in a six-parish area,” Harrouch considers it “extremely significant” and said CPRA has gotten creative on the budget, design and implementation.  CEG

build,” he said. “As we work all the way through the project, we hope to be able to stay here and provide additional site work services for the new owners that take down lots on Apple Creek’s pre-cleared and rough-graded building pads. This is a legacy-type commercial park project for us and for Gaston County and we are grateful to be a part of it.” Matthew Hovis, Neill’s project manager at the Apple Creek site, added that the county was concerned over meeting tight deadlines in getting the first two pads finished, due in large part to the uncertain weather conditions and rain threat to moisture-sensitive soils discovered there during test borings. But after applying a lot of labor and muscle, Hovis said the contractor was able to finish both pads before the imposed deadline, and successfully turn them over to the clients. Neill Changes Earthmoving Preferences The Apple Creek development also helps illustrates another transformational moment for Neill Grading & Construction. After having utilized different scrapers and dozers as its primary heavy earthmoving equipment, Neill decided a few years ago to switch to using articulated trucks and excavators instead. It came as a result of working on projects affected by all the rainy weather North Carolina has experienced in the last half-decade or so. “When you are using scrapers, they only skim small layers off at a time,” Wilson said. “When we switched to the articulated trucks, though, we were able to make deeper cuts, mix the top with the drier material below and work on days where we would not be able to otherwise.” James River Provides Project Solutions When it comes to getting many of the heavy equipment pieces it needs for its range of projects, though, Neill Grading & Construction does not need evolutionary changes. Rather, it prefers to rely on the decades of outstanding

service it has received from the James River Equipment dealership in Charlotte, N.C. During that time, Wilson said his company has enjoyed a great relationship with Ronnie Rathbone, its James River sales rep. The dealership has helped augment Neill’s mix of approximately 30 machines at Apple Creek with several John Deere articulated trucks and excavators to give the contractor the ability to move 1.3 million yds. of dirt as efficiently as possible. “Previous to this project, we had four 30-ton off-road John Deere artic trucks,” Wilson said. “But for this job, we also purchased another John Deere 470 excavator, leased four 40ton offroad trucks and bought a new 850L crawler dozer.” Besides finding vehicles that work better in wet dirt and clay, Neill’s switch to off road trucks and excavators for its earthmoving has proven to be much more fuel efficient and productive for the company. Hovis also was effusive in his praise for the John Deere 470G excavator, calling it an “excellent” machine for Neill to have at its disposal. A John Deere 470G excavator loads a John Deere 40-ton articulated truck.

“We bought the first one about four years ago and just purchased the second this year,” he said. “They’re both equipped with 72-inch buckets and are a lot more efficient in terms of the quantity they load onto the artic trucks and the time they take to do so.” Neill Grading & Construction also has found itself impressed with the fuel efficiency rate of the John Deere articulated trucks. “The fuel burn is very low on [John Deere’s] machines, making them economical for us,” Wilson said. “That is especially true in comparison to the older scrapers and trucks as recent technology makes them much more efficient today. They have turned out to be great purchases for us.” Coupled with being able to use John Deere’s earthmoving machinery, Neill also has been the beneficiary of the service and support it gets from James River. “Our shop foreman works directly with them on a regular basis,” said Scott Zanotti, Neill’s construction estimator. “He calls their parts counter when he needs to, and parts availability has always been excellent. Any time we have had a problem with a machine or part under warranty, they have come out and assessed it quickly. If we need a loaner machine while ours is being repaired, they bring one to minimize our down time and make sure those repairs are done quickly to get us back on track.” He added that Neill enjoys having access to John Deere’s JDLink telematics system that remotely connects them to their equipment. The service provides alerts and information including the location of their John Deere equipment, how they are being used, plus their performance and maintenance data. “We get reports on anything that’s going on with our equipment, like high exhaust temperatures or a broken sensor, and because James River gets the same reports, we can coordinate with their shop to get the problems fixed,” Zanotti said.
