Tampa Bay Rays Announce Building of New Ballpark Major League Baseball’s Tampa Bay Rays announced Sept. 19 that the team had reached a historic agreement with the city of St. Petersburg and Pinellas County to move forward with a new stadium. A key part of the deal includes what the team calls a “transformational development” by the Hines Historic Gas Plant Partnership on the 86-acre site where the Rays’ current stadium sits. The agreement advances a project for the entire Tampa Bay region that will include nearly 8 million sq. ft. of mixeduse development and a new, neighborhood ballpark for the Rays that ensures Major League Baseball remains in St. Petersburg for many years. “This will be a transformative project for the Rays, St. Petersburg, and Pinellas County,” noted Tampa Bay Rays Principal Owner Stu Sternberg. “We have proudly served as Tampa Bay’s Major League team for 25 years, and we are thrilled to be in position to do so for decades and generations to come.” Overall, the project will invest more than $6.5 billion in St. Petersburg over 20 years and be the largest mixed-use development project in Tampa Bay history, according to a news release from the Rays. The agreed-upon plan includes the key aspects of the original proposal submitted by the Hines Historic Gas Plant Partnership in response to St. Petersburg Mayor Ken Welch’s Request for Proposals in 2022. The agreement increases the number of affordable and workforce housing units to be constructed by the partnership to 1,200 — at least half of which are to be built on the Historic Gas Plant site. It also adds on-site affordable units for seniors. The development deal focuses heavily on the equitable, intentional and restorative delivery of community benefits and economic impacts, Rays officials said, specifically to honor the legacy of the Historic Gas Plant neighborhood’s residents and businesses. A $50 million commitment to intentional equity initiatives in partnership with South St. Petersburg will be put in place that, besides funding for affordable housing, will include employment and business support, education programs and Minority/Women Owned Business Enterprises hiring commitments. Michael Harrison, senior managing director of Hines, a global real estate development company based in Houston, Texas, said his firm was honored to bring what he called a “city-defining project” to life in St. Petersburg, located just across Old Tampa Bay from Tampa. “[Hines’] goal is to create [the] next great place to live, work and play for all of St. Petersburg, while also generating one of the most exciting mixed-use placemaking destinations in the world,” he added. “We consider it a privilege to partner with the Rays, the city and the community to make this vision a reality.” Harrison’s firm is one of the largest privately held real estate developers and managers in the world, with extensive experience in Florida and across the United States. Extensive Plans On Drawing Board The Rays’ new ballpark will have a capacity of around 30,000 for baseball, with the ability to accommodate up to 35,000 for other events, providing the most intimate fan experience in Major League Baseball, the team said. More than half of the $1.3 billion price tag for the new stadium will be paid for by the Rays, and the team also will be

responsible for any cost overruns. Pinellas County and the city of St. Petersburg will combine to kick in approximately $600 million in equal amounts. Construction on the development is expected to begin in late 2024 in the first of two phases. The Rays will continue to play in the existing ballpark on the site until the end of its current lease with the city of St. Petersburg in 2027. Phase 1 of the development and the new ballpark are projected to be ready by baseball’s opening day in 2028. The public approval process by Pinellas County and the city of St. Petersburg is expected to begin this fall. Once fully built, the new development around the ballpark is set to include: • 4,800 residential units. • 1,200 affordable/workforce residential units (on and offsite). • 600 senior living units. • 1.4 million sq. ft. of office, medical and commercial space. • 750,000 sq. ft. of retail space. • 750 hotel rooms. • 100,000 sq. ft. of entertainment space, including a concert venue to seat up to 4,000 patrons. • 50,000 sq. ft. of civic space, most of which will be for

the new home of the Carter G. Woodson African American Museum. • 90,000 to 100,000 sq. ft. of conference, ballroom, and meeting space. • 14 acres of public open space. • A total of 14,000 parking spaces. St. Petersburg Mayor Kenneth T. Welch said the 86-acre project in the heart of his city promises to immeasurably benefit residents of St. Pete and Tampa Bay as well as address inequities from the past. “The Rays are here to stay, and it’s also critical to underscore that this impactful work is much bigger than baseball and extends far beyond the 17-acre ballpark,” he noted in the Rays’ press release. “We are duty bound with our intentional efforts to honor the broken promises made to the Historic Gas Plant community, an incredibly special place that my own family called home,” Welch continued. “Our strong partnership with Pinellas County and the Hines-Rays group is coupling opportunity with hope, linking jobs to economic growth, fulfilling a commitment to minority business participation, and building thousands of residential units, including a significant number of affordable and workforce housing to uplift families and strengthen neighborhoods.” 

The new facility boasts more than 28,000 sq. ft., which is 2.5 times larger than its previous facility, and is situated on 6 acres, compared to the previous 4-acre footprint. Company owner Denny Vander Molen said they were literally running out of parts storage room at the old location and the new facility has completely solved that issue, with space to grow. The adjacent shop area doubled in space as well and quickly solved the service capacity, too. The new building incorporates a showroom area with

space for displaying spontaneous sale consumables, a 32seat classroom for equipment/machine safety and directional boring training, a large team member break room, second story sales and administration offices and extra space for future growth. To cap off the first class look, the equipment yard is fenced by wrought iron fencing. Vermeer MidSouth has always made selling parts as easy as possible, and with the expanded stocking area, parts availability with be even greater than ever, the company said. Calder Brothers Hosts Third Annual Echoes of Emma Event

mma Calder, daughter of Dave and Sally Calder, passed away on Sept. 15, 2020. Emma’s dream was to go to Clemson University with her sisters. In memory of Emma, the family set up a scholarship fund with Clemson to allow students in need to achieve their dream of a college education. To support this scholarship, the third annual “Echoes of Emma” golf tournament was held Sept. 25, 2023; a silent auction was held the evening before. The fundraising goal was high, but everyone came together and doubled the size of the golf tournament from the year before. There were 8:30 a.m. and 1:30 p.m. shotgun starts to accommodate all the players and nearly 250 members of the community attended the silent auction fundraiser. The family was and continues to be overjoyed with everyone’s generosity and support. “If you didn’t know Emma, she was 16 years old and a junior at Wade Hampton High School,” her family said. “She was funny, shy, tender-hearted, wild, untamable, smart and a million other things. She loved nature, animals and the Earth, in general. She loved the ocean and wanted to become a marine biologist, maybe even move to Hawaii someday.” The money from this fundraiser will go to a memorial scholarship at Clemson University in Emma’s name. Emma truly looked forward to being a Clemson Tiger with both of her sisters after graduating from Wade Hampton High School. In 2022, the fouryear scholarship was awarded to Josh Reyes, who also attended Wade Hampton High School. “So many people wanted to help after the accident, and this scholarship gave the family a unique opportunity to channel this into something positive that can both honor Emma as well as help someone else,” said David Calder. “They truly believe that this is what Emma would have wanted. She was so kind and had an unmatched compassion and empathy for others.” “Thank you all for your support in our efforts and for everyone helping us on this project,” said Carly, Ellie, David and Sally Calder. “Emma is always on our minds and we want to share her memory and her kindness with as many people as we can.” 

Paul Yarossi, an HNTB senior executive and the 2011 American Road & Transportation Builders Association (ARTBA) chair, is the 2023 George S. Bartlett Award recipient. It was presented Sept. 12 during ARTBA’s national convention in La Jolla, Calif. Established in 1931, the award recognizes an individual who “has made an outstanding contribution to highway progress.” It is co-sponsored by ARTBA, the American Association of State Highway & Transportation Officials (AASHTO) and the Transportation Research Board (TRB). Previous recipients include members of the U.S. Senate and House of Representatives, former U.S. Department of Transportation secretaries, state transportation department secretaries, and top transportation design and construction executives. Yarossi has been with HNTB for more than 50 years and involved in every aspect of the firm. He was president of HNTB Holdings, chief executive officer and chief operating officer of HNTB Corp., and chair of the firm’s aviation practice. He was instrumental in formulating HNTB’s training and development programs. He is an HNTB board member. Yarossi’s volunteer leadership positions in ARTBA span decades. He’s been chair of the association’s Transportation Development Foundation since 2016. He first joined the ARTBA board in 2002 and was an ARTBA representative on the AASHTO-AGC-ARTBA Joint Committee from 20122020. He is a long-time participant with the U.S. Chamber of Commerce transportation initiatives, serves on the Council on Competitiveness Executive Committee, and previously served on the Executive Committee of the Design Professional Coalition. George S. Bartlett was regarded as the greatest single influence on the use of concrete roads in the United States. During his career, Bartlett was lauded by contemporaries in the concrete and highway industry for his energetic and innovative promotion of concrete roads. IIJA Sets Highway, Airport, Bridge, Water Projects in Motion REPAIR from page 1

The IIJA has set in motion highway, airport, bridge and water projects that were shelved over the decades as U.S. infrastructure sat neglected. Its long-term goal is to release the backlog, build out broadband Internet nationally and prevent damage from climate change. The amount most states will see as their transportation funding allotments equates to a nearly 30 percent increase over the next five years. But while DOT wants to see existing transportation facilities repaired, many states are choosing to earmark funds for new construction. What John Q. Public Thinks Many Americans want officials to stop spending money on projects that affect their daily lives, StreetBlog reported. A poll by nonprofit Smart Growth America found that more than two-thirds believe highway expansions won’t fix congestion. In fact, 67 percent of respondents either “strongly” or “somewhat” agreed that expanding highways takes years, causes delays and costs billions of dollars. The same number agreed that “widening highways attracts more people to drive, which creates more traffic in the long run.” The average U.S. voter “understands the long-proven principle of ‘induced demand’ better than many U.S. transportation officials,” noted StreetBlog. Induced demand “is real and people understand it,” said Steve Davis, associate vice president of Smart Growth, which co-commissioned the study. “Only a small percentage believes the promise that new lanes and new roads magically make congestion and delay go away.” Survey respondents also weighed in on what they believe does work to keep traffic moving — starting with repairing existing roads. More public transportation options and building communities so people do not have to drive as much also were chosen as the most-effective solutions. “Adding lanes to highways and freeways’ tied for secondto-last with “making streets more bike-friendly.” More than 82 percent preferred congestion mitigation strategies other than building bigger and bigger roads. And they were about twice as likely to pick basic road repair and public transportation over building new lane miles, noted StreetBlog. “There’s a political perception that [induced demand] is not understood,” said Beth Osborne, executive director of Transportation for America (TA). That perception, as a result, is used as an excuse for not talking about the concept of induced demand, she said. “We also have to ask how long people will accept this [kind of decision-making] before they’ll cut off their money.” Meantime, there is very little new funding in the infrastructure bill specifically dedicated to repair, said Steve Davis, assistant vice president of Transportation for America. “And [there is] no new requirements on highway monies for prioritizing repair on roads and bridges,” said Davis. He said the law “doubled down” on giving states flexibility with the bulk of their money and then hoping they would prioritize repair. FHWA reported to the Associated Press that 12 capacity-

expansion projects have received funding through competitive grants. In fact, AP reports that states have used their formula funding toward 763 such projects. The dollars directed to these projects come to more than $7 billion. “Repair was one of our biggest disappointments in the infrastructure law,” wrote advocacy organization TA. “The last decade has shown us repeatedly that too often states use their flexibility to build new things they can’t afford to maintain while neglecting to properly address their repair needs.” This practice is one of the most fiscally irresponsible things our nation does with transportation policy, the organization believes. “Every dollar spent on a roadway expansion project is both a dollar that was not spent on repair, and a dollar that

created decades of future repair costs.” Instead, the administration should work to ensure that the funds they control prioritize repair, while nudging states and metros toward the same goal. “With a massive increase in guaranteed federal funding coming their way, they have no excuses left.” Breaking Down the Bill The advocacy organization detailed the two major funding programs typically drawn from for repair needs at the state level. The National Highway Performance Program (NHPP) is tapped for approximately 53 percent of all states’ base highway formula appointment. The Surface Transportation Block Grant Program is the most flexible source for infrastructure repairs at the state level. NHPP funds are intended to be spent on the National Highway System’s roads and bridges, said TA. It also is earmarked for transit or bicycle and pedestrian infrastructure in a national highway system corridor. “Funding for the NHPP went up by 26 percent over the FAST Act,” noted the organization. That means more money is “theoretically” available for repair projects if states choose to spend it that way. Surface transportation block grants can be used on repair projects as well as transit, biking, walking and nearly all other possible mode of surface travel. TA also noted that many states don’t take advantage of that flexibility. “There is also a separate new program for repairing bridges that’s already been in the news after FHWA released the first batch of funding to states.” see REPAIR page 38

He spent 13 seasons with the Cowboys and two with the Arizona Cardinals, returning to the Cowboys for a day to officially retire with the team in 2005. More Money Available for Projects From Two Funding Grants REPAIR from page 34

At $43 billion, the bridge formula program is meant to repair either NHS bridges or those owned by counties, cities or other localities. States have to come up with 20 percent of the cost for bigger projects. The program can cover 100 percent of the repair of locally owned off-system bridges. This component of the program is meant to incentivize more funding toward vital smaller bridges, which many states tend to ignore. However, funds under this repair program can be utilized for expansion and building new bridges, according to FHWA. States are encouraged to improve highway bridges in poor condition and preserve or improve in-service highway bridges classified in fair condition. The agency considers construction of a new highway bridge to replace one in poor condition, to be improving the condition of an in-service highway bridge. “While states are free to neglect repair needs, the new law does uphold state of good repair programs for public transit,” said TA. Walking Back the Rules After much flack, in February FHWA changed position, saying it recognized the

need for states to determine their own infrastructure priorities. Critics in Congress claimed it was “another effort to exert its preferences to deprioritize projects that increased road capacity.” Rick Crawford, House highways subcommittee chair, said, the policy “represented a complete departure from the federal-state partnership.” He believed it was inconsistent with the law and was met with confusion from the states and concerns from industry stakeholders. But industry “is already fixing it first,” maintained AGC. And while the guidance sounded practical, it actually limited the ability to add highway capacity. Some 80 percent of the state funding already goes toward maintaining and reconstructing existing infrastructure, according to the association. “Our interstates were built over 50 years ago, so it makes sense that states are now largely focused on maintaining and modernizing them,” said the group. “But it is also critical that states have the flexibility to add new capacity to meet the needs of a growing population.” After a congressional review act was filed, the agency memo effectively rescinded the

guidance encouraging emphasis on fix-itfirst programs. “I was glad FHWA recently issued an updated memorandum superseding and effectively reversing the Dec. 16, 2021, memorandum,” said Crawford. In announcing the rescission, Shailen Bhatt, FHWA administrator, said different states have different needs in regard to transportation assets. These respective transportation needs “must be reconfigured and modernized, expanded and added, or retired and replaced,” she wrote. “FHWA recognizes and values the authority of states in deciding how to prioritize the use of their federal aid highway dollars.” She added that the agency will continue to “administer funds and programs consistent with all requisite statutory requirements and considerations.” The memo insisted, though, that maintenance “is an important tool to ensure the effective use of federal funding.” Infrastructure Law Status Report In March, the House highways and transit subcommittee heard from states and industry about how IIJA’s implementation has rolled out since late 2021. Paula Hammond, ARTBA senior vice

president, reported on progress already charted on the books. “Nearly half of the IIJA’s investment — $450 billion — will be spent improving highways, bridges and public transportation systems,” Hammond wrote. “The IIJA represents the largest nominal increase in highway funding in 65 years,” she said. “In the first 16 months of the IIJA, states committed funds to nearly 34,700 new projects, totaling $61.3 billion in formula and discretionary funds.” The new construction is happening across the country, she said, adding at least one new project is under way in every congressional district. Despite the notable progress in IIJA implementation, inflation has reared its ugly head, critically impacting construction. “Inflation’s impact cannot be understated,” wrote Aric Dreher of ABC. “Input prices for construction projects have increased on average by 11.1 percent.” Construction materials prices are up more than 39 percent since February 2020, he noted. Add labor shortages and supply-chain issues and it is becoming increasingly difficult for construction projects to continue as originally planned, said Dreher.  CEG

NOAA Picks Manson to Renovate Pier in North Charleston, S.C. The National Oceanic and Atmospheric Administration (NOAA) announced Sept. 21 that it had awarded a $59.8 million contract to Manson Construction Co. to renovate the federal agency’s pier facility in North Charleston, S.C. The pier is integral to safe and efficient research ship operations in the area. Manson is based in Seattle, Wash., and has an East Coast operations facility in Jacksonville, Fla. The contract was awarded to Manson following an RFP that was open from January to May of this year, NOAA said. NOAA expects the work to be completed in 2026. The renovations will include demolishing the old structure and replacing it with a new pier that includes shoreside power for ships, as well as a warehouse, sea wall, living shoreline and other supporting infrastructure. By reconstructing the pier and making other facility upgrades, two NOAA ships, Ronald H. Brown, the largest ship in the agency’s fleet, and Nancy Foster, will once again have a designated place to dock and better accommodate research missions in the Atlantic. Both vessels call Charleston their home port.

The design and construction of the pier and supporting infrastructure is funded in part by the Inflation Reduction Act (IRA) of 2022, a historic $3.3 billion investment to help communities, including tribes and vulnerable populations, prepare, adapt and build resilience to weather and climate events in pursuit of a climate-ready nation. The IRA also supports improvements to weather and climate data and services and strengthens NOAA’s fleet of research airplanes and ships. “Many of NOAA’s investments in infrastructure over the next several years are made possible because of funds from the Inflation Reduction Act,” said NOAA Administrator Rick Spinrad. “Projects like this one to replace an aging NOAA facility, along with other efforts to improve our supercomputing capacity and strengthen NOAA’s hurricane hunter fleet, would not be possible without this historic funding.” In the news release, NOAA Corps Rear Admiral Nancy Hann explained, “Our ships cannot efficiently complete their critical work without safe and reliable shoreside infrastructure. “Investing in our infrastructure ensures that NOAA can meet essential at-sea data collection requirements for the economic

The actual structure placement and design was planned to take advantage of the positioning of the sun from rising to setting to maximize shop and office lighting throughout the entire day. At the exterior of each bay, grates were installed below the garage doors to ensure that oil/water does not seep into the equipment yard and that all fluids flowing into the grates are sent to an oil/water separator and recycled. When asked about the reason for selecting Richland, Vander Molen said, “Richland and Rankin County [Mississippi] seemed to be more business friendly, with taxes and fleet vehicle tags being lower than our previous location. We also wanted to be right in the mix of where all the other dealers are located on Hwy. 49, on ‘equipment row.’ The traffic count at our previous location was about 2,500 vehicles per day. Here it’s over 50,000 per day thoroughfare and is the second heaviest traffic area in the state of Mississippi. Second only to the Mississippi I-10 corridor between Mobile, Ala., and New Orleans, La. “We’re now in a location that best serves our customers,” he added. “It’s a high growth area with new business and new residential startups and the people that serve the industry for construction are right here.”

struction project manager. “We will be increasing capacity, while enhancing safety and access for our residents, commuters and visitors.” The vision for the project goes beyond mobility benefits, according to Sequeira. “We are building an iconic Signature Bridge structure that will transform the Miami skyline for generations to come. We also have the unprecedented opportunity to convert previously unused space into more than 30 acres of vibrant community spaces in the downtown urban core for the use of our residents and tourists as well.” Since the 2019 groundbreaking, workers have invested countless hours on the project, which was designed to improve quality of life in Miami-Dade County. It calls for what’s been described as innovative solutions and is the first major highway project to use auger cast pile for bridge foundations. Key benefits include adding capacity to SR 836 from NW 17 Avenue to I-95 to enhance traffic flow and safety. In addition, the double-decked section of SR 836 will provide a direct connection to the MacArthur Causeway, which allows direct access from the airport to PortMiami and the city of Miami Beach. It separates downtown Miami destined traffic from vacationers heading to Miami Beach. Adding an additional lane to the eastbound SR 836 ramp to northbound I-95 enhances the flow of traffic and safety. This work is already completed and open to traffic, as is an added auxiliary lane along northbound I-95 from north of NW 17 Street to NW 29 Street to accommodate the additional traffic from the eastbound SR 836 ramp to northbound I95. A new connector ramp from I-95 southbound to SR 836 westbound will improve traffic flow and reduce weaving movements. I-395 will provide three through lanes in each direction and provide separate connector ramps for traffic to and from I-95 and downtown Miami. Additionally, the existing I-395 on and off-ramps to I-95 will be moved west to North Miami Avenue, resulting in improved traffic flow by

allowing additional options for traffic to travel north and south of I-395. Community spaces will be created under the I-395 bridges, including a continuous trail from NW 3 Avenue to Biscayne Boulevard. Both day and night, seven days a week, construction takes place on the I-395/SR 836/I-95 project, as FDOT and its contractor, the Archer Western-deMoya Group Joint Venture, work on significant enhancements to the three major corridors within the project limits. “The design-build joint venture contractor and the engineering design firms are a mix of local and national firms that in many cases have worked together in other high-profile projects and bring a wealth of experience and innovation to this complex project,” said Sequeira. “There also are

many DBE firms on board.” At this time, 60 percent of the work is finished. Concrete pavement replacement on I-95 within the project limits from NW 8 Street to NW 29 Street has been substantially completed, and the 95 Express entrance and exit points have been relocated to their original location. Construction of a new bridge over NW 17 Street to widen the SR 836 and I-395 ramps to northbound I-95 is ongoing. Foundation construction also is ongoing at the interchange for the new westbound I-395 ramp to southbound I-95. Construction on the new State Road (SR) 836 doubledecked roadway continues from NW 17 Avenue to I-95. The second level roadway will provide drivers with a direct connection to the MacArthur Causeway that’s free of local entry and exit traffic. The existing SR 836 roadway (lower level) and bridges will serve as a collector-distributor system that allows drivers to enter and exit from the current local roads and I-95. This collector-distributor system will reduce the existing weaving movements, resulting in enhanced safety and better traffic operations on SR 836. The completion and opening of the second lane on the eastbound SR 836 ramp to northbound I-95 has improved traffic flow in the area. A traffic shift on eastbound SR 836 from NW 12 Avenue to I-95 was recently implemented, allowing the contractor to begin the construction of foundations for the new doubledecked roadway. The contractor started installing the auger cast piles for the foundations near I-95 and is moving toward the west to NW 12 Avenue. Construction of the piers will follow. Pier and foundation construction is mostly completed from NW 12 Avenue to NW 17 Avenue, with crews finalizing the construction of two piers in the Richard Gerstein Justice Building parking area. Crews also have completed the installation of drilled shafts for foundations on the west side of the main channel of the Miami River and are currently working on the drilled shafts on the east side. Montabert USA held an open house on Sept. 28 to celebrate the opening of its expanded distribution and rebuild facility in Nashville, Ill. This expansion will enhance the company’s factory-certified rebuild system, as well as allow more space to store parts and repair larger hammers with the new rebuild pit. “We’re here today in Nashville, Ill., to launch our new rebuild and reman facility,” said Aaron Scarfia general manager of Montabert USA. “This has been our distribution center since April 2019, and we’re excited to bring our rebuild capabilities in house. This really expands our abilities to service our customers with repairs or, if they have an older or aged Montabert breaker, to trade in.” Amanda Carpenter, customer service, warehouse and rebuild manager, said the facility is all encompassing. “We ship out all United States orders from this location and store all parts and equipment in house as well,” she said. With the rebuild process brought in house, including all customer repairs, servicing machines out in the field, break downs, etc., customers can send their hammers in to be diagnosed, repaired and returned to them in a more efficient manner. “The advantage of bringing the rebuild process in-house is that all the parts are available, it cuts down on turn-around time, technicians are on site and quality assurance is on site,” said Carpenter. This new facility services the entire United States dealer network of 20 to 30 certified dealers. All orders come through the Nashville distribution center. Customers can send hammers to be rebuilt, or if they want to trade older

Rebuild Pit “In this area, we take in customers’ hammers, tear them down and inspect them, diagnose any problems and send a report. If they want us to proceed with putting it back together, it is rebuilt in this area and sent back out to the customer,” said Carpenter. The new facility has a 10-ton crane that can lift the biggest hammers and equipment; a lift table that can lift the hammer up and down in various positions and levels so the technician can work safely; and a test bench to test hammers once they are rebuilt. “Our technicians have everything they need to rebuild a hammer,” said Carpenter.

Rebuild Capabilities As part of Montabert’s “reman” program, the company will purchase older, used models from customers, rebuild them and sell them as remanufactured equipment. “We buy back older hammers, bring them to the warehouse and rebuild them, repaint them and resticker them,” said Carpenter. “We sell them as remanufactured equipment to other customers at a discounted price with a six-month warranty. Kubota Awards $600,000 in Its 2023 ‘Kubota Hometown Proud’ Grants Kubota continues its commitment to invest in hometowns across America with its Kubota Hometown Proud community grant program, awarding $600,000 in grants to five deserving communities. Kubota Hometown Proud is an annual grant program that encourages municipalities and nonprofit organizations to partner with their local Kubota dealership to apply for grant funding consideration. $840M Signature Bridge Adds Capacity, Enhances Safety BRIDGE from page 44

Total reconstruction of the I-395 corridor continues with ongoing construction of the new bridges from I-95 to just east of NE 1 Avenue, and construction of the Signature Bridge that will span more than 1,000 ft. from just west of NE 2 Avenue to the MacArthur Causeway. The contractor has erected 940 individual precast bridge segments for the eastbound and westbound bridges that will carry traffic to local roadways and connect with SR 836 and I-95. These new bridges, being constructed on either side of the existing I-395, are scheduled to be open to traffic late this year. Once eastbound and westbound I-395 traffic is placed on the new bridges, demolition of the existing roadway can take place, and construction of foundations for the new mainline I-395 will begin. In all, it will take more than 1,940 individual precast bridge segments to complete the new I-395 bridges that will connect the Signature Bridge to SR 836 and I-95. Signature Bridge work continues with the construction of four of the six Signature Bridge arches. A total of 34 precast arch segments have been erected to date at two of the arches. The contractor is installing reinforcing steel for the upcoming footer concrete pour at a third arch, and crews are preparing for concrete pedestal pours at the fourth arch. Roadway crews continue work on upcoming traffic shifts on I-395 and the Biscayne Boulevard ramp to the eastbound MacArthur Causeway to begin foundation work on the remaining two arches. The work requires 345 precast arch segments to complete construction of the six arches. A total of 161 have been cast so far. The huge center pier structure located between NE 2 Avenue and Biscayne Boulevard just north of I-395 continues to take shape, with the completion of multiple concrete pours. Crews are placing reinforcing steel and forms for additional concrete pours that will serve as connection points for all six arches. Erection of the arches from the center pier structure began in mid-September. Sequeira said careful planning during the design phase and ongoing construction activities is crucial on an effort of this scale. “This project includes work on three of the busiest and most critical corridors in south Florida, with an AADT of 450,000 at the interchange where all three corridors converge. It’s important to phase the work, so that work on one

corridor does not impact any current or future work at one of the other corridors. Everyone on the team understands the importance of delivering the many benefits of this project as soon as possible, while minimizing impacts to the traveling public and adjacent communities.” Concrete is the main material currently being used on site. Concrete quantities are approximately 255,000 cu. yds., along with 36 million lbs. of steel. Crews are using a variety of cranes and gantries on the project. “We have a massive MLC 650 crane on site to erect the individual precast arch segments for the Signature Bridge,” said Sequeira. “The crane was needed because of its [more than] 400-foot boom length, in order to reach the tallest arch at 330 feet in elevation.” The most time-consuming part of the assignment involves planning the work for the Signature Bridge, because of the amount of rebars, post tensioning and the different embeds inside the concrete. As with most projects, there have also been a few snags. “Crews have encountered issues with unanticipated utility conflicts, including some requiring major relocation work. Supply chain issues, among other factors, including weather and holidays, have resulted in project delays extending the anticipated completion date to late 2027. “The department works in partnership with contractors, suppliers and planners, which allows us to stay in tune with potential and trending concerns. Together, we can work through circumstances and coordinate innovative solutions that help us all reach the shared goal of successfully delivering projects to the traveling public.” Not surprisingly, the ongoing work attracts plenty of attention. “We often get comments from the public regarding the construction of the Signature Bridge and the SR 836 doubledecked section,” Sequeira noted. “We also get comments on the machinery, such as the 488foot gantry being used at SR 836 to erect pier caps and beams, as well as the massive cranes at the Signature Bridge site.” She added, “We conduct a lot of tours. Even construction professionals and engineers are amazed at the type of construction that’s happening along the project area.”  CEG

This firm needs assistance in mapping its progress throughout the project to make sure they are staying on time and on budget. The company would contact SITECH Horizon to access its modeling expertise to monitor its excavation progress and share their data about the site via CAD files. SITECH Horizon would then use these files to build 3D models of the existing surface and would provide permitted and approved plan sets. Just how, Krouse was asked, does Trimble do that? “One is that with Trimble products, there is no survey,” he said. “If you have a machine model that is built correctly, there is little surveying needed prior to doing grading, which means you do not have the grade stakes that used to be placed in the field and have your cut fill items listed on these stakes. The advantage for the equipment operator is that the plans are in the machine and he or she will know exactly where the grade is at any given point, and those machines can offset for the site improvements whether it is paving or grading based on what their site improvements are on that job site.” In addition to its products and software, SITECH Horizon provides service and support personnel that can be available onsite throughout a projects duration to assist with project needs, according to Krouse. “It can be as simple as setting up the first base station onsite for the GPS guidance, training crews on how to use the rover and do survey layout, or how to do 3D line work for an excavator digging a pipe project,” he said. “It is not the product, but the service and support that makes the biggest difference.” Trimble systems are compatible with everything from compact equipment to excavators, scrapers, motor graders and wheel loaders made by most OEMs, including Cat. Using Trimble to Save On Costs Krouse said that the contractor can realize big cost savings on a project by applying Trimble construction technology in a variety of ways. With the help of Trimble and drone technology, a 10-mi. highway project can be captured in one sweep. With a drone on the job site, an engineer can capture a snapshot of the original surface and load the image into the machine via Trimble’s machine control software before the operators scoop their first bucketful of topsoil of the day. Contractors

are now able to learn more about their work site before breaking ground. Today’s drone and software technologies not only provide a new view of a project but allows operators to adjust their work to the exact measurements that they need. This new technology allows for companies to adjust their precision to as small as a half-inch. For example, on a large grading project, a company is required to meet precise yardage, feet, even inches. What used to take a surveyor putting stakes in the ground, potential rework and reevaluation now has been eliminated with a GPS technology. Adopting these new technologies makes both the machine and operator more in tune with the status of the job site. These small adjustments have an opportunity to save big money in the long run. Are Autonomous Earthmovers in Our Future? The advancements made in site technology have truly been astonishing in a relatively brief period, he noted. “Fifteen years ago, none of this was even a topic of conversation; now we are discussing where does GPS head from this point forward,” Krouse said. “GPS guidance allows you today to steer your equipment. You pick an alignment and use the technology to run the machine where you need it on the grade, meaning that it is just a matter of time before you will not need an operator to run the construction piece. The simplest machine to use this technology on is a roller, something that goes back and forth and is just rolling over and compacting soil. That is likely the first stage in introducing autonomous machinery to a construction site. An excavator, on the other hand, may be the hardest machine to make automatic. “Regardless, I think automation is the future for large mass earthmoving projects. No matter the size of a construction company, to stay competitive today, it will have to employ machine control technology, or it will risk being left behind the eight ball.” Robert Krouse is an experienced project engineering consultant who has spent more than 22 years perfecting his skills in progressive business management, project management and organizational leadership. The auction was well attended and featured four rings running simultaneously — rings one and two were live; rings three and four were online only.
