In April, when the spread of COVID-19 initially brought a decrease in the amount of vehicle traffic to Florida, Gov. Ron DeSantis directed the state’s Department of Transportation (FDOT) to take the opportunity to accelerate a series of critical road and bridge projects already under way. Following a review of transportation projects across all FDOT districts, some involved new construction, while several others were improvements to existing highways in or near Florida’s largest metropolitan areas. An example of that can be found near Bradenton, approximately 50 mi. south of Tampa, in Manatee County. On the west side of town, the FDOT and its partner contractors have been upgrading and expanding Interstate 75 and a key interchange since 2018, with the goal of finishing the enterprise in the spring of 2021. “The cost of the project is $80.8 million,” said Brian Rick, communications specialist of FDOT District 1. From south to north, the I-75 upgrades are ongoing from just north of University Parkway, along the Manatee-Sarasota county line, and continue for 6.75 mi. through the SR 70 interchange to a point south of SR 64 (Manatee Avenue on the east side of the interchange and Bradenton Arcadia Road on the west). In the spring, when the governor’s office listed the I-75 at SR 70 Interchange project among those in Florida to be fast-tracked for completion, it was described simply as a

Biz Sees Bright Future Despite Short-Term Uncertainty Progress can often be a slow process, and it’s almost never achieved without patience, focus and a keen understanding of the goals and objectives that lie ahead. Dominic and John Grote aren’t exactly sure of what the future holds, but they do know how they plan to proceed in spite of some of the challenges they have faced — and continue to face — in 2020. “We really started the year with a different world around us,” said John Grote, global vice president of sales and marketing of AEM member company Grote Industries, a worldwide manufacturer and supplier of lighting products and safety systems. “After the first quarter and the shock of everything we experienced with the COVID-19 pandemic, I think we’re in a new normal for us. So, we’ve made the adjustments we’ve needed to make to put ourselves in a strong position, because we don’t really see anything changing for the next 12 months.” When the best and brightest companies — regardless of size, type, history or industry served — find themselves in the midst of a crisis, their leaders often assume the difficult task of examining everything throughout the organization in an effort to determine how best to chart a course forward. And what often makes such an exercise so challenging is the circumstances that ultimately inform the decisions being made are constantly changing. “For us, I would say that’s been the hardest part about everything we’ve been through so far this year,” said John Grote. Lessons Learned In late January, right around the time of the Chinese New Year, Grote officials became aware that COVID-19 was beginning to see significant spread in various portions of China. And since the company has two locations in the country — one in Shanghai and one in ZhuZhou in the Hunan province — ensuring the safety and well-being of those affected needed to be the organization’s top priority. “Then there’s the fact that we have an extensive supply chain network in China, one that helps support us and what we do here in the [United States],” said Dominic Grote, the company’s president and CEO. “So, for us, we also spent a lot of time and energy just trying to get our minds around the supply chain side of things,” he continued. “In Asia, there’s really this veil of ‘Do you really know what you’re buying and who you’re buying it from?’ So, it was about trying to peel those layers back in terms of how things are done, where to get components and what to buy. That was a real effort — just trying to gain clarity on who was affected and where. We had to build some capability and insight. It took a lot of communication and putting data together, and some monitoring capabilities that we really didn’t have before.” Staying Focused Grote Industries eventually engaged in a whole host of tasks and initiatives aimed at supporting both its aftermarket capabilities and component-side OEM production. The efforts paid dividends, as the company ultimately gained a greater control of, and insight into, its supply chain. And — perhaps even more importantly — the company’s significant investment of time, effort and resources into the initiative helped Grote prepare to deal with the COVID-19 pandemic once it began to emerge stateside. “Everyone kept their cool, and they realized things were

fluid,” said Dominic Grote. “We were encouraged to make decisions and make changes. And people were okay with that, because they understood things were turbulent.” Despite the challenging and ever-evolving circumstances, Grote managed to hold its own, stay open and remain essential to the markets it serves — all while helping combat the COVID-19 pandemic by working to produce PPE for frontline healthcare workers. “We haven’t shut down, and our mantra has been that we’re going to support our customers,” said Dominic Grote. “The only way we’re not staying open is if we’re shut down by the government or we have an outbreak problem within one of our facilities. And I think that’s helped our people stay focused.” In addition, both Dominic and John Grote cite the efforts of the Chinese government in providing guidance and making key decisions in terms of health and safety protocols as

All our local leadership team had to do was implement what it was told.” Still a tense and stressful time, but easier in terms of answering what’s next. Looking Long Term Looking to the future, company officials readily admit they see the market for their product offerings as being “soft and slow” in the near term. However, as the outlook inevitably starts to improve over time, they are confident Grote will find itself positioned for sustained success. “Grote is a very stable company,” said Dominic Grote. “We’ve been around for nearly 120 years and have been through a lot over that time.” Leaders throughout the company have been amazed at how flexible and resilient the organization has become in response to the challenges it has faced so far in 2020. One Bridge Project Proceeds, Work on Another Nears Near the town of Aiken, S.C., along U.S. Highway 1, crews are replacing one two-lane bridge, while another on the same roadway is in the planning stages. Both are northeast of the western South Carolina community on separate sides of Interstate 20. Also known as the Columbia Highway North in Aiken County, U.S. 1 (the nation’s longest north-south highway) crosses several creeks in the area. Just a few miles north of I20’s Exit 22, the road is undergoing a bridge replacement over the South Fork Edisto River. “The project is currently 25 percent complete based on installed work to date,” wrote Bobby Usry, the South Carolina Department of Transportation’s (SCDOT) resident construction engineer of Aiken County, in a recent email to the Aiken Standard. “Nineteen percent of the construction time has elapsed, which means that the contractor is on schedule at the present time.” The road structure’s builder is Dane Construction Inc. of Mooresville, N.C. It was awarded the $3.9 million contract by the SCDOT on March 4. After receiving the notice to proceed two weeks later, Dane began rebuilding the bridge April 15, Usry wrote. The scheduled completion date is Jan. 31, 2022. “At this time, clearing and grubbing is complete,” Usry wrote. “The temporary alignment of U.S. 1 has been paved, and traffic is expected to be routed onto this alignment within the next couple of weeks. As for the actual bridge construction, nine drilled shafts have been installed, and the interior bent caps are being formed now.” Another New Crossing Planned Nearby In addition, there is an upcoming project on the drawing board that will involve the replacement of the four-lane bridge over Shaw’s Creek on U.S. Highway 1. The current structure is located south of the first project between Aiken and I-20. The SCDOT lists this bridge project as being in the design and planning stage. During construction, the U.S. 1 bridge would remain open to traffic, but the structure would be “temporarily narrowed to one lane in each direction with reduced shoulders,” according to the transportation agency. Right of way acquisitions are scheduled to begin at the end of this year. Construction would start in late 2022 and take “approximately” 18 to 24 months to complete, based on an email sent by the SCDOT to South Carolina Rep. Bill Taylor from Aiken. “The purpose of the project is to replace the bridge to correct structural deficiencies and bring the design up to current standards,” according to information at SCDOT.org.

Alta Equipment Division President Passes Away at 52
Robert Chiles
Alta Equipment’s Robert Chiles, 52, of Grosse Ile, Mich., passed away on Aug. 16, following a boating accident. Mr. Chiles was president of Alta’s Construction Division. According to the Detroit Free Press, there were 14 people aboard the 39-ft. Nor-Tech Center Console, including the Rev. Stephen Rooney, 66, pastor of St. Joseph’s Catholic Church, and close friend of Mr. Chiles, who also perished in the accident. Alta Equipment Co. issued the following statement: “On behalf of our board of directors, management team and employees, we extend our deepest sympathies to Rob’s family and friends. He was a larger-than-life figure who brought his extraordinary passion, experience and leadership to Alta and the industry.” Alta Equipment CEO Ryan Greenawalt said the company is in mourning. “Rob has served as our construction group president since 2012. Under his tireless leadership, Alta Construction grew to be widely recognized as a leader in the heavy equipment industry, and an award-winning Volvo CE dealership. Rob has left an indelible mark throughout the Alta family,” said Greenawalt. Due to the pandemic, funeral services will be private. However, Alta Equipment will, in the future, celebrate Mr. Chiles’ life and share memories. James River Equipment Eyes Rapid Parts Turnaround With New D.C. Metro Locations James River Equipment (JRE) announced two new locations: 4301 Wheeler Avenue, Alexandria, VA 22304, and 3921 Holland Boulevard in Chesapeake, Va. The sites will be James River Equipment’s first in those areas. “We are hoping with this location [in Alexandria] that we can better support our customers that work in the city,” said General Manager Brad Burruss. “We find that a large portion of our customers travel to the D.C. metro area, and when they need parts, have to make a twohour round trip to get parts from us. The same goes for our service department. “With the new store, we should be able to get more field jobs completed in a day and get parts faster to the D.C. metro area.” The Alexandria location will provide faster parts and, subsequently, better service to the entire D.C. Metro area. It also will have an onsite hydraulic hose machine for easy convenience and availability for the community. JRE invests millions of dollars across the organization in training, tooling and parts inventory, always keeping the communities it serves as the focal point. The final piece in the key to JRE’s success is giving each location’s management team the ability and authority to make the best decision at the local level, according to the company. Outside, there is about an acre and a half of yard to keep machines with plenty of room for lowboy trailers to maneuver in and out with equipment. La. Signs Deal to Build Mississippi River Bridge in Baton Rouge After months of negotiations, the state of Louisiana has signed a deal with the engineering firm that was selected in January to serve as lead consultant on the new Mississippi River bridge in Baton Rouge, clearing the way for planning to begin on the long-awaited project. The Louisiana Department of Transportation and Development (LDOTD) finalized the deal July 7 with Atlas Technical Consultants, a Texas-based firm that beat out two other finalists for the $5 million contract. Atlas was created in 2017 by the private equity firm Bernhard Capital Partners. Under the $3.3 million first phase of Atlas’ contract with the state, which runs until July 2022, the firm is responsible for drafting a purpose and need statement, producing a navigational analysis and doing various traffic models. In later phases of the contract, Atlas will advise on potential sites for the new bridge, which is expected to be located
south of Louisiana’s capital city. The state and U.S. Army Corps of Engineers have already narrowed the list of potential locations to a handful of sites, all south of Baton Rouge. Though it’s been seven months since Atlas was selected as consultant on the project, over the protest of one of the losing bidders, DOTD spokesman Rodney Mallett said contract negotiations did not take an unusually long time to complete nor were they delayed by the COVID-19 pandemic. “The process is complicated, and the department and consultants met many times to ensure the scope of the contract was comprehensive with detailed tasks,” he explained. While getting the consultant on board was an important first step, there’s still no timeline for when construction on the much-needed new span might begin, much less when it might be completed. That’s because no funding source has been identified for the project, which is expected to cost
more than $1 billion. “Now they can move forward with getting all the engineering stuff done, which will put us in a position to build it once we figure out the funding source,” commented State Senator Rick Ward, who represents Port Allen, and who, in 2019, authored legislation creating a taxing authority to pay for the bridge. “The worst scenario, in my opinion, would be if we’d figured out a way to pay for the bridge and held off on the engineering until we had the money.” The Atlas contract will be paid for with some $5 million that was allocated for the project during the 2019 legislative session. A $1 million appropriation for the project in the current year’s construction budget will be used for reserve funds, Ward added.

Former Marine Runs His Coastal Carolinas Business Smartly, Neatly By Eric Olson CEG CONTRIBUTING EDITOR
One might be surprised to know a 25-acre recycling yard in an industrial area of Wilmington, N.C., filled with big equipment processing giant piles of old trees and vegetation, also is a model of neatness and efficiency. In the case of Wilmington’s American Property Experts (APE), all the equipment not in use at the recycling business is clean and lined up perfectly. Even the huge piles of unprocessed plant waste are smartly arranged. That’s due to APE being owned by Jason Thompson, a former Marine given to crisp efficiency and orderliness that he believes is one factor in the success of his dynamic company. His agile business sense has fashioned APE into one of North Carolina’s largest wood debris recycling companies. The business employs 22 people across two locations in the coastal city, from which it provides a variety of services, including processing vegetative debris for fuel, creating bulk mulches and soils and recycling old concrete into stone and gravel. Additionally, Thompson said APE also performs land clearing and grinds the debris on site for projects like a new Lowe’s Home Improvement complex or a Super Wal-Mart. The larger APE site and main office is situated just south of downtown Wilmington near the Cape Fear River. On the north side of town, a smaller, eight-acre site is located near the airport. Each yard has a variety of trucks and equipment, including excavators, skid steers, haulers, trailers, screeners, grinders and specialty pieces, such as Thompson’s new Edge color trommel that allows his crews to dye tons of mulch into different colors. APE Offers Two Main Products At its core, APE takes in huge amounts of vegetative waste from landscapers and construction site clearances before processing the raw material using its stable of machinery. At APE’s south Wilmington location alone, Thompson said, the company gets 150 to 200 trucks full of tree and plant waste per day. “Then, we sort it, grind it and sell it either as a boiler fuel, which was my main business for 20 years, or into colored mulches, which has been our secondary product for the last several years,” he explained. “We call ourselves a comprehensive vegetative recycling facility.” Besides the plant waste collected through state, county and local municipal contracts, APE also takes in storm debris, too. “Every year for the past 20 years we have been the pre-
ferred Federal Emergency Management Agency [FEMA] site for storms in this area and, unfortunately for this region, hurricanes have been a common occurrence,” he said. “But they also generate big business for me.” Boiler Fuel Is Big Business After opening APE in 1997, Thompson’s business concentrated on turning plant debris into boiler fuel and selling it to corporations that operate cogeneration plants to produce their products, such as paper mills. Cogeneration facilities use boiler fuel to generate electricity and heat, making them self-sustaining. “There are several of these plants within a 300-mile radius that we sell to, such as International Paper, Georgia-Pacific and Green Power EMC,” Thompson said. “We make what they would call ‘hog fuel’ and then we haul it off to them with our trucks. They will blend it with natural gas infusion, crude oil and coal to get the highest BTUs at the lowest cost per ton.” But a conversation with a client several years ago spurred Thompson to diversify his business and offer a new product that has proved to be most beneficial to APE. “One of my largest boiler fuel customers, somebody who was doing well over a million dollars per year with us, called

and said, ‘Hey, in two years, we’re phasing out boiler fuel use and going straight to crude and natural gas.’ And I was supplying them with 1,500 tons of fuel a year,” he recalled. see APE page 38

Giorgio Carera: Fifteen Years of Leadership at FAE USA Building and rapidly growing a brandnew distribution and a dealer network in North America is a daunting task for any group to undertake. In the case of FAE, one person — Giorgio Carera — took on this task for the Italian land clearing and construction equipment manufacturer and created a deeply rooted FAE USA operation, which continues to maintain rapid growth on a monthly basis. At FAE USA, Carera has been in the CEO position for 15 years. Aggregates are often overlooked when we talk about the construction industry today. They are not appealing. They are not glamorous. They are just rocks after all. That said, aggregates are — quite literally — the building blocks of our society. Aggregate production dates back to the Roman Empire, and it has been critical to the growth of our world ever since. Aggregates are the most basic material used in construction. They provide the foundation for roads, bridges, and buildings, while also making up more than 90 percent of an asphalt pavement and up to 80 percent of a concrete mix. On average, 38,000 tons of aggregates are necessary to construct one lane mile of interstate highway. Construction of the average home requires 400 tons of aggregate, while the average size school or hospital requires 15,000 tons. Every state and roughly threequarters of the nation’s counties are home to an aggregate operation, producing nearly 2.4 billion tons of material annually, valued at more than $25 billion. That’s a huge impact for some rocks. We would not have glass and plastic without sand, or pennies without zinc. Quartz gives us the silica for computer parts, limestone gives us the calcium carbonate for antacids. Aggregates also are used in the water filtration and purification process, as well as air filtration and purification. What Makes An Aggregate a Good Aggregate? Aggregates must have predictable, uniform and consistent materials properties. They must be dry and clean before they can be used.

What Are Aggregates? Aggregates are raw materials that are produced from natural sources and extracted from pits and quarries, including gravel, crushed stone and sand. When used with a binding medium, like water, cement and asphalt, they are used to form compound materials, such as asphalt concrete and Portland cement concrete. In 2018, according to the U.S. Geological Survey Mineral Commodity Summary, 75 percent of the 1.4 billion tons of crushed stone produced was used in construction. Meanwhile, of the almost 1 billion tons of sand and gravel produced, 24 percent was used in road construction, 12 percent in asphalt and 44 percent in concrete. Why Are Aggregates Important? Not only are aggregates the building

Traditional three-tooth claw grapples, make it difficult to remove and move the small pieces of wood. The MB-G900 grapple removed the wooden planks, and deli-
cately and precisely moved them without destroying the material. Using the MB-G900, the house was deconstructed, not just demolished. The job was completed quickly, accurately, and without additional costs. At the Port, Work Never Stops At the port of Conakry, Guinea, approximately 2 million tons of goods get trafficked every year. A $774 million dollar restoration project was under way, which included the restoration of the handling and storage area that had begun to deform after continuous storage and movement of heavy cargos. Elimination of the existing self-blocking concrete blocks used to reinforce the subsoil is no easy task, let alone trying to replace them while the port activity continued. The solution the construction site adopted was using a BF80.3 crusher bucket — with this agile and compact unit they managed to crush the existing blocks on the spot, reducing them to a size of 0 to 3 cm. They then mixed the crushed material with the existing sub-base, creating a mixture capable of withstanding heavy loads. All done in a small space, without using trucks and disposing of waste material: three

Salvage, Recycling Biz Finds Success in Eastern Tenn. By Eric Olson CEG CONTRIBUTING EDITOR
After bringing his wife with him to Knoxville, Tenn., Harry Hernandez decided that having lived and worked in his native Venezuela, as well as Florida, eastern Tennessee was the best place for his young family to grow and thrive. He also found Knoxville a good place to locate another branch of his prospering multi-state salvage operation, locally known as Tennessee Auto Salvage & Recycling. It complements his other facilities in Miami and Tampa — so well, in fact, that while he runs one scrapyard in Knoxville, his brother operates another operation across town. Hernandez said he got in the scrap and recycled materials business because he had been exporting merchandise from the United States to Venezuela. Those materials come in from a variety of locales, including Chicago, New York, New Jersey, Miami, Orlando, Tampa and Knoxville. “When I came here with my wife [from south Florida], we also went to the Great Smoky Mountains and to Gatlinburg,” he said. “She fell in love with the city of Knoxville. We have two daughters, ages 13 and 7, and she felt it was better for them to grow up here than in Miami. So, we decided to move here and start a business, first loading containers before operating a junkyard.” That was in 2013 and since that time, Tennessee Auto Salvage & Recycling has become a recognized specialist at providing excellent recycled automotive parts to most areas of the eastern United States and to South America. The materials handling company buys junk cars, old batteries, aluminum, steel, brass, copper and used parts, such as usable engines, transmissions and vehicle bodies. Tennessee Auto Salvage & Recycling backs its parts with an industry-standard 30-day warranty and offers nationwide delivery with UPS and other regional freight carriers. “We are continuing with the used parts because we started with that business, but now we are into the scrapyard where we recycle damaged cars or, cars that don’t work, by dismantling them,” Hernandez said. “Then, we take out the aluminum, the iron and the scrap for recycling.” Choosing Volvo Equipment One of the keys to keeping Hernandez’s scrapyard run-

“Obviously, I had to figure out something to do. I had worked a little bit with colored mulch because I saw the market potential, but we soon began producing much more of it and, in that first year, I think we did 25,000 to 30,000 yards of the product. This year we will sell 150,000 yards of colored mulch.” APE Chose Hills Machinery to Get an Edge To process the tremendous amount of raw vegetative material APE takes in to make mulch, Thompson carefully selects the equipment he believes will create products that meet his specifications. Besides the excavators and dozers to stack and sort the piles of old plant debris, he runs, among other pieces, three Morbark grinders and a McCloskey 621 trommel. “Then, I bought the most impressive mulch coloring machine I have ever seen in my life, the Edge TRC622 trommel,” he said. “We bought it a few months ago from Hills Machinery and went from producing 250 to 300 yards of colored mulch an hour to now being able to make 750 yards with that machine.” After the grinding process is complete, APE trucks move the material to a processing area where it moves through the Edge trommel and comes out as either black, chocolate or red mulch. The quickness and efficiency of the Edge is boosted because Thompson invested in a huge, 5,000-gal. water tank and buried it in the ground next to the trommel so it could operate with an unlimited water supply. To get the large amount of production APE wants from the Edge, having the underground reservoir “makes all the difference in the world,” he said. “I looked at a lot of different machines in five years and I am a big believer that the best technology and the best efficiency gives you the best results,” Thompson continued. The Edge was purchased by Thompson through Hills Machinery’s newest service, Hills Environmental, a division specifically designed to meet the needs of crushing, recycling and organic material handling customers. “The service and support that I got from Ralph Cotterman at Hills Environmental was outstanding,” Thompson said, “and I pay a premium to get the best.” Indeed, Cotterman and Hills Environmental went above and beyond to get the Edge trommel into Thompson’s hands. “It was terrible timing that I needed my machine delivered and set up during the earlier part of the coronavirus, but Ralph made that work for us,” he said. “He spent days with us because due to the travel ban, Ralph couldn’t get people to fly in to help us figure out how to use the Edge. It was a little dicey in the beginning, but he stuck with it and together we learned how to make it work.” Learning + Listening = Success Thompson said APE now has a high market share of the wholesale mulch business within 175 mi. of Wilmington. That high level of success is directly attributed to Thompson’s business savvy and high standards. But he also makes a point of carefully listening to and learning from his customers. For instance, he acquired his secondary Wilmington loca-
tion by purchasing a competitor’s business, one that also sold colored mulches. Included in the deal was the former owner’s customer list. “So, I just went out to meet his customers and talk to them,” Thompson said. “I learned that my biggest competitor was overpromising and under-delivering. I heard ‘Yeah, I placed my order and they would say it would be there in four to five days and it might show up in 10 to 12 days.’ Hearing that, I enacted a rule that states when a customer places an order, APE guarantees delivery in 72 hours, and in five years I have never missed that guarantee. When environmentally and economically conscious customers come in, they can buy recycled mulch rather than the alternative. And I focus on that fact in my advertising through TV spots and YouTube videos.” To make certain APE remains among the top recycling companies in the Southeast, Thompson has a clear-eyed vision of how he intends to navigate through the unpredictable economic future. “Well, I’m going to continue to focus on the dual markets so that I don’t caught with all my eggs in one basket like I did five years ago with just boiler fuel,” he disclosed. “Now, colored mulches and boiler fuel account for roughly the APE also has topsoil and a rich soil amendment ready same as revenue sources.” to go.

Timber Company Turns Panels With Caldwell Posi-Turner Freres Lumber Co. Inc. is using a 22,500-lb. (11.25-ton) capacity Caldwell Posi-Turner to turn loads at its Mass Plywood Panels facility in Lyons, Ore. The Posi-Turner, which is designed to rotate bulky and hard-to-handle objects during manufacture or assembly processes, is operated beneath the hook of a 15-ton capacity overhead crane to flip panels in the lumber and timber company’s finishing area. The 180,000 sq. ft. facility (one of three Oregon locations) is serviced by seven overhead cranes, ranging in capacity from 5 to 15 tons, all provided by U.S. Crane & Hoist, also of Oregon. Some of them are fitted with two hoists and tandem lifts are commonplace at the world’s first veneer-based mass timber production facility. Kyle Freres, vice president of operations at Freres Lumber, said, “We needed the ability to flip panels and the Posi-Turner has been a fantastic fit. I even saw one of our employees flipping a unit of plywood recently, which just shows how flexible the product is. It is used sporadically depending on the job and it has been very efficient. The straps are easy to hook up and the unit is easy to operate. I don’t believe we have had to do any maintenance, other than replacing damaged straps.” He added, “Typically our panels weigh about 37 lbs./cubic foot. explained, commercial timber construction is a growing industry in the United States due to its sustainability and ability to be pre-manufactured, which can cut construction costs and dramatically reduce labor. The facility produces panels in 8, 10 or 12 ft. widths, up to 48 ft. long, with thicknesses ranging up to 24 in. Almost all products present a requirement for custom computer numerical control (CNC) work in order to reduce labor on the job site, meaning practically that the company — and the PosiTurner — handle a wide variety of product dimensions. Freres said, “We move product from our conveying system by crane to our CNC decks, and then off again when work is complete. We handle them again in the finishing area for many different activities including painting, attachment of pick points, and other tags. We also flip many panels depending on the requirements of the job.” Recently the company produced a mat product with two half-lap edges on each item. The Posi-Turner was used to flip every other panel to add pick points on alternating sides so that the half-laps would fit together properly when the pieces were laid down. Freres continued, “We take what looks like a standard sheet of plywood — but isn’t — and scarf it into a long product called structural composite lumber. We use [4 ft.- and 2 ft.-wide] billets to construct larger panels to the appropriate size required for the project. Those pieces are sent to a [CNC] machine to be finished. Kenworth’s T880s Meet Challenge of Charah Solutions When Charah Solutions challenged Kenworth to meet its tough truck application specifications, the result was a success for its operations. “We had a wide range and mix of manufacturers’ trucks at different sites. I saw the need to come up with a better solution than anybody else had offered before,” said Gavin Nawrocki, fleet manager of Charah Solutions. “Kenworth advertises that they make the World’s Best trucks and I challenged them to do that.” Founded in 1987 and based in Louisville, Ky., Charah Solutions is a leading provider of environmental and maintenance services to the power generation industry. The company handles millions of tons of ash annually, which dramatically reduces the amount of ash sent to landfills and provides valuable recycled material. Today, Charah Solutions has operations in more than 50 coal-fired and nuclear power generation sites across the United States. “Cookie cutter trucks won’t work on our sites because of the off-road conditions we are faced with every day. We recognized we needed a severe duty, rigid frame truck that you could not just go to the dealer lot and buy. It would have to be engineered for us,” Nawrocki said. “I shopped around at all the different manufacturers and approached our local Kenworth dealer, [Palmer Trucks in Louisville]. We decided on Kenworth because they were the only company willing to engineer a truck specifically for us…for our application and our needs,” he said. “Like everybody else, we want to haul as much as we can. We knew our target goal was 40 tons on these trucks. So, for example, we had to have some super heavy duty rear ends, among other specifications. Kenworth was the only company that could do that at the factory level and not have to go aftermarket with a lot of add-on things,” he said. Today, Charah Solutions operates more than 100 Kenworth trucks. The lineup is led by 50 Kenworth T880 dump trucks — including some with PACCAR MX-13 engines. The T880s also are specified with Allison 4500RDS 5-speed automatic transmissions, PACCAR front axle and Meritor rear axles. The company expects delivery of 23 more T880s this year. Ritchie’s Truck Tractor Sales Hit Record High in June In just one month, Ritchie Bros. sold more than 4,500 truck tractors in the United States — up 23 percent from the same time period last year. More than 5,500 trucks were sold globally during the same time period, which also is a new company record — up approximately 10 percent from the previous record set in December 2019. “On top of spillover from 2019, which was one of the largest repossession years we’ve ever seen,” said Rob Slavin, senior valuation analyst, Ritchie Bros., “we are seeing trucks come to us due to fleet resizing, dealer trade-in packages and trucks coming in from the energy sector, which has struggled in 2020.” Ritchie Bros. has particularly sold a lot of trucks in Texas — through its site auctions in Houston and Fort Worth, as well as through its weekly IronPlanet auction and Marketplace-E events. Texas also is one of its largest truck buying markets. “Truck Prices Are Coming Back” “Looking at our Ritchie Bros. Market Trends price index for trucks, which allows for an apples-to-apples comparison on pricing, we saw some softness in pricing through 2019, but we’re starting to see those declines moderate,” said Ken

fuel efficiency and greenhouse gas standards for medium and heavy-duty on-highway vehicles and trucks. The enforcement discretion in place because of the pandemic expired on Aug. 31, 2020. The expiration notes efforts to return to normal in certain areas of the country. Engine manufacturers face compliance challenges. Because of the challenges, EPA’s Office of Transportation and Air Quality has issued guidance for heavy-duty compression-ignition highway engine, heavy-duty highway vehicle and nonroad compression-ignition engine manufacturers. The non-binding guidance suggests actions manufacturers can take regarding certification and compliance. “Nothing in this letter changes any regulatory requirement and manufacturers should plan to complete all required testing and reporting as soon as circumstances allow,” stressed the EPA. The agency issued an advanced notice in January of this year, requesting pre-proposal comments on the CTI for highway heavy-duty vehicles and engines. EPA maintained that the revised standards were the result of the significant contribution of heavy-duty vehicles and engines to NOx emissions and the need to reduce impacts to assist with compliance with National Ambient Air Quality Standards, according to the National Law Review. EPA outlined technologies available for diesel and gasoline engines from 2024 to 2030 and requested public input. In announcing the advanced notice, EPA Administrator Andrew Wheeler said the agency “will modernize heavyduty truck engines, improving their efficiency and reducing their emissions, which will lead to a healthier environment.” He noted the country has made major reductions in NOx emissions, “but through this initiative we will continue to reduce emissions while spurring innovative new technologies, ensuring heavy-duty trucks are clean and remain a competitive method of transportation.” Bill Sullivan, American Trucking Association (ATA) executive vice president of advocacy, lauded the reductions. “The trucking industry takes clean air seriously and has made significant strides in improving the nation’s air quality over the last 35 years,” he said. Since 1985, newly-manufactured trucks have reduced NOx emissions by more than 98 percent, he said, “but our work is not yet done. These reductions have been possible because the EPA has worked with stakeholders — including the trucking industry — to help institute standards that are feasible, achievable and reasonable.” Sullivan added that ATA is committed to continuing to work closely with EPA on developing the next generation of low-NOx emitting trucks through the Cleaner Trucks Initiative. “To this end, the trucking industry seeks one national, harmonized NOx emissions standard that will result in positive environmental progress while not compromising truck performance and delivery of the nation’s goods,” he said. The Owner-Operator Independent Drivers Association (OOIDA) president said serious problems with earlier rulemakings left small-business truckers wary of new emissions reduction proposals. However, over the past year, the EPA has “gone to great lengths to fully understand how new policies may affect our members. period will lead to the development of an acceptable new standard.” California May Set the Bar Because of the pandemic, the Trump administration has put the brakes on the CTI for now. That has pushed the California Air Resources Board (CARB) to take matters into its hands and develop rules for on-road heavy-duty vehicles and engines that may go further than the Cleaner Trucks Initiative. Despite pressure from both industry and lawmakers to pause the process, the state’s omnibus low NOx regulation is moving forward. It is expected to reduce exhaust emission standards for heavy-duty diesel engines to 0.05 g/bhp-hr for model years 2024 to 2026, and 0.02 g/bhp-hr for model year 2027 and later, according to the National Law Review. The current standard is 0.2 g/bhp-hr. In its comment to EPA’s January advanced notice, CARB touched on the omnibus regulation, its timing and coordination with the federal government. The rule would be effective for model year 2024, and likely include the following elements: • Significantly more stringent exhaust emission standards and test procedures for 2024 and subsequent model year engines, including 2027 model year standards approximately 90 percent lower than today’s standards; • A new low-load certification test cycle that demonstrates emission control during sustained low-load engine operation, which constitutes a large fraction of how trucks actually operate in urban areas; • Durability demonstrations at certification that correlate
with in-use emissions performance experience; • Revamping the current heavy-duty in-use testing (HDIUT) program to require better emission control and cover all modes of in-use operation; • Increased regulatory useful life to more accurately reflect how long trucks are used today; and • Longer emission warranty coverage to help ensure that emission control systems are well-designed and built properly and make it more likely that emissions-related repairs are completed promptly. State Wants Even Cleaner Trucks CARB revised its proposed rule for the Advanced Clean Trucks Regulation on April 28, 2020. The regulation will affect on-road medium and heavy-duty trucks, and the agency’s intention is to encourage manufacturers to move toward “widespread adoption of zero-emission vehicles.” Some vehicle classes could see as much as 50 percent zero-emission vehicle (ZEV) sales by 2030, according to the National Law Review. As part of the published, proposed revisions, CARB increased the number of ZEVs required to be sold across all vehicles groups beginning in model year 2024 rather than 2027. The number of ZEVs in California could go up to 300,000 by 2035 instead of 150,000 in an earlier draft. The first of its kind, the rule requires manufacturers who certify on-road vehicles over 8,500 GVWR to make ZEV trucks as part of their fleets. The revision provides that manufacturers that fail to make up deficits and retire appropriate credits “shall be subject to Health and Safety Code section 43211 civil penalty applicable to a manufacturer that sells a new onroad vehicle that does not meet the applicable emission standards adopted by the state board.� Industry Taking Action The heavy-equipment industry is not taking proposed stricter emissions rules and regulations sitting down. In fact, in response to the “existing and emerging environmental laws and regulations affecting manufacturers and truck and crane fleets,� the Specialized Carriers & Rigging Association (SC&RA) is formulating an Environmental Policy Committee. The committee’s role will be “to advocate for the industry and address policies and practices to help members comply and manage environmental programs,� according to an announcement by the SC&RA. Citing CARB’s Advanced Clean Truck regulation requiring manufacturers to transition from diesel to electric ZEVs, SC&RA noted that 14 states have pledged to work with California on this initiative. “Additionally, while many member companies have effective programs in place, some companies are examining more energy-efficient facilities to reduce the carbon footprint and lower energy and utility bills,� the

Manitowoc Company Appoints Aaron H. Ravenscroft as Its New President The Manitowoc Company has announced that Aaron H. Ravenscroft, currently the company’s executive vice president of cranes, has been appointed president and CEO, and a member of the board of directors, effective Aug. 5, 2020. Ravenscroft succeeds Barry L. Pennypacker, who is stepping down from his role as president and chief executive officer and as a member of the board as part of the Company’s leadership transition plan. Pennypacker will continue to serve the company in an advisory role through Dec. 31, 2020, to ensure a smooth transition. Ravenscroft joined Manitowoc in March 2016 and Aaron H. Sacyr Construction Leads $81M Florida I-75 Project UPGRADE from page 1
“paving” job. Indeed, the directive from DeSantis allowed the contractor to speed up work on paving and some interstate ramp improvements by a few weeks because of reduced traffic levels. But this seemingly simple road project is anything but. Rather, the work is made up of a series of critical components.

The upgrades to the interchange at I-75 and SR 70 have involved a great deal of earth-moving, pile-driving and concrete work.
As the prime contractor, Sacyr has had more than 40 subcontracting firms working for it on the I-75 at SR 70 project. The major subs have included Ajax Paving Industries of Florida, based in Tampa; Cone and & Graham Heavy Construction, with offices in both Tampa and Port St. Lucie; and MSB Services, an electrical contractor of Bradenton.
Project of Many Parts Crews, under the direction of Sacyr Construction USA, a global contractor with an office in Miami, were given the task of: • Reconfiguring the I-75/SR 70 interchange from what was a partial cloverleaf design to a modified diamond interchange design with a single loop in the northwest quadrant; • Replacing the entrance and exit ramps (I-75 Exit 220) at the interchange; • Adding emergency stopping sites on the exit ramps; • Widening I-75 along the entire length of the project; • Rebuilding the interstate overpass bridge over SR 70; • Widening the bridge over the Braden River; • Constructing noise walls between the interstate and several nearby residential communities; • Resurfacing SR 70 from east of Tara Boulevard to west of 87th Street East; and • Providing a 6.5-ft. buffered bike lane and 5-ft. sidewalks with high-emphasis crosswalks along SR 70. FDOT planned for the improvements to be done in phases. The first included mobilization, maintenance of traffic, utility coordination and construction of stormwater ponds. That was followed by Phase II, which involved construction and the ongoing widening mainline of 1-75; installing noise barrier walls; starting the construction of the new bridges; and constructing the on- and off-ramps. Phase III focused on reconstructing SR 70 and its resurfacing, while Phase IV will be the lane/road striping and final configuration. Although the road and bridge upgrade project has a lot of moving parts, it was designed with only two primary goals in mind. “This project will benefit the community by improving safety and providing congestion relief,” explained Marlena Gore, FDOTs Interstate construction project manager. That safety will be achieved at the interchange, she added, by removing the loop ramp in the northeast quadrant, combining all I-75 northbound traffic onto a single ramp in the southeast quadrant, which will provide left and right turns under signal control, and eliminating the existing weave condition for safer traffic movements. The auxiliary lane in each direction of I-75 helps manage local and thru-traffic with increased capacity. Rick said another vital safety feature at the I-75 at SR 70 interchange is the installation of wrong-way vehicle detection on the ramps to mitigate the potential for drivers entering the freeway on an off-ramp. Project’s Busiest Time Is Now As the prime contractor, Sacyr has had more than 40 subcontracting firms working for it on the I-75 at SR 70 project. The major subs have included Ajax Paving Industries of Florida, based in Tampa; Cone and & Graham Heavy Construction, with offices in both Tampa and Port St. Lucie; and MSB Services, an electrical con-
tractor of Bradenton. The construction work is currently at its busiest, Rick said, as Sacyr has approximately 65 people on site, while the subcontractors bring in another 60 or so on any given workday. The remaining improvements to the I-75 and SR 70 corridor to be completed within the next year include finishing the ramps, noise walls, stormwater management ponds and other miscellaneous drainage work. In addition, the utilities installation will be completed, as well as the installation of ramp traffic signals, ITS, lighting, the completion of bridges over SR 70 and the Braden River, and finishing the resurfacing and widening of mainline I-75. Along SR 70, workers also will make drainage improvements and work on that road’s reconstruction. Heavy-Duty Work Requires Heavy-Duty Machines The upgrades to the interchange at I-75 and SR 70 have, as one might expect, involved a great deal of earth-moving, pile-driving and concrete work. Rick provided a numeric picture of the facts: • pile driving: 7,052 linear ft. of concrete piling, • excavation, including sub-soil: 346,211 cu. yds., • embankment fill: 534,166 cu. yds., • structural concrete: 2,610 cu. yds. Sacyr and its subs also have hauled in many pieces of construction equipment to perform the job since they began working on the road/bridge project in October 2018. That list includes: • a Gar-Bro 1.5 cu. yd. concrete bucket; • a Bidwell 4800 concrete screed; • American 9310A and Kobelco CK2750G crawler cranes; • a Komatsu D61XI dozer, various Cat dozers, John Deere LGP 700k and John Deere 450k dozers; • a Cat 950M front-end loader; • a JLG 8605J manlift; • John Deere G-002 and Cat G-001 motor graders; • a Pileco D36-32 pile hammer; • an Ingersoll Rand SD450 roller; • a John Deere LB002 rubber tire backhoe; • Bomag SC-007 and a SC-006 steel-wheel vibratory rollers; and • a Roadtec RP-190 wheel-mounted asphalt paver. FDOT, Sacyr Prepared for Anything Now, with people getting out more in Florida, the increased volume of cars and trucks through the I-75 and SR 70 corridor has also brought back old concerns for the FDOT. “Our biggest challenges involve the high levels of traffic, especially during rush-hours and the evening times,” said Rick. “Additionally, the weather has been an intermittent factor; for example, last summer, more than 30 inches of rain was measured on the site in one month alone.” He added that coronavirus has not been an issue; however, the contractor, the subcontractors and the construction engineering and inspection firm have all been proactively practicing social distancing, virtual meetings and other safety measures to mitigate any potential issues. As both I-75 and SR 70 are designated evacuation routes, and hurricane season is upon Florida, Sacyr does have hurricane plans to follow in the event of a storm, Rick said. CEG

Autodesk Completes Purchase of AI-Powered Software Provider Autodesk Inc. has completed the acquisition of Pype and its portfolio of cloud-based software solutions for the construction industry. This acquisition and resulting product integrations will provide additional value for Autodesk Construction Cloud users, allowing general contractors, subcontractors and owners to automate workflows such as submittals and project closeout to increase overall productivity and reduce risk throughout the project lifecycle, according to the company. Pype’s solutions use artificial intelligence and machine learning to extract and process data from project plans and specifications. The resulting data provides insights on project management workflows, helps teams identify actionable information to close communication gaps between design, construction and operations teams, and ensures a higher level of quality, efficiency and risk management on projects. Pype marks Autodesk’s fourth construction-based acquisition in recent years, joining the acquisitions of Assemble in July 2018, PlanGrid in December 2018 and BuildingConnected in January 2019. “We are thrilled to officially welcome the Pype team to Autodesk,” said Jim Lynch,
