The Association of Equipment Manufacturers (AEM), the North American based trade group representing off-road equipment manufacturers and suppliers, unveiled its Through the Lens: Equipment Manufacturers Make America photo series by documentary photographer Brad Romano. Romano took more than 150 photos to help tell the story of the 2.8 million men and women of the equipment manufacturing industry in America. The photos were taken in April and May of this year on location at Bomag (Ridgeway, S.C.), Calder Brothers (Taylors, S.C.), JCB (Pooler, Ga.), Kubota Tractor Corporation (Jefferson, Ga.), LeeBoy (Lincolnton, N.C.), and Power Curbers (Salisbury, N.C).
The series will be highlighted through AEM’s national grassroots advocacy campaign, I Make America, as well as Facebook, Instagram and Twitter, throughout the rest of the year. DOT held its statewide Roadeo and Safety Training Day July 28 at a new venue, the Meadow Event Park in Caroline County. The annual competition gives employees an opportunity to exhibit skills and build camaraderie while promoting safety — all essential components in the way VDOT performs its work for residents of the commonwealth. Lake City to Build $10M Wastewater Treatment Facility Construction of a new laboratory at the Lake Swamp Wastewater Treatment Facility in Lake City, S.C., got under way July 22 with a groundbreaking ceremony at the facility on Cemetery Road. The project is the second phase of an effort to install much-needed improvements at the facility. The town first began upgrading the treatment plant in October 2021 with a $10 million plan involving the construction of two aeriation basins and the replacement of aging equipment. Now, Lake City has officially launched Phase 2 — gutting the existing office building and construction of an addition to house a bigger, better onsite laboratory — even as work on Phase 1 continues. The wastewater plant’s lab is designed to conduct tests to ensure treated water, which flows into Lynches River, is environmentally safe and its total suspended solids test ensures the treatment meets state and federal requirements. Lake City Administrator William Hall told the Morning News that the cost of Phase 2 is $1.5 million, and that all improvements at the plant are expected to be completed later this year. Columbia’s GMK Associates Design/Build Division is overseeing the design and the construction project. “I’m glad we are here for a happy occasion,” Lake City Mayor Lovith Anderson Jr. said at the groundbreaking. “We are continuing to improve our community.” The city’s commitment, he added, will encourage others to come and invest in Lake City to make the city a better place to live and work. Facility Long Overdue for Upgrade The Lake Swamp Wastewater Treatment Facility was first constructed in 1981, and was due for a major upgrade, according to Lake City Public Works Director Ricky Sims. In addition, the plant’s building has not had a major renovation since it began operating four decades ago. “It’s time for an update on our lab equipment even though we were meeting all the parameters we needed to meet,” he told the Florence Morning News. “We should have just as good a process, if not better, after this upgrade is completed.” Eventually, it reached the point where South Carolina would not approve the lab to do the required state water testing, Hall said, but with the major renovation of the aeration basins and equipment ongoing, this year was determined to be the ideal moment to renovate the building and upgrade the lab. The wastewater treatment facility services Lake City, Olanta, Cowart, Scranton and other surrounding communities in the southern part of Florence County, Hall said. “We will be more efficient, and, hopefully, cut down on [residents’] power bills,” he added. Lake City’s wastewater treatment plant improvements are financed by the Clean Water State Revolving Fund, which is administered by the South Carolina Department of Health and Environmental Control with joint funding from the state and the U.S. Environmental Protection Agency (EPA). Funding also comes through a forgivable loan from the State Revolving Fund Program, money from the third penny sales tax, and a construction loan that is to be converted to a U.S. Department of Rural Development loan.

Construction Crews Break Ground On Great Wolf Lodge Great Wolf Lodge held a groundbreaking July 14 for a new 500-suite, $250 million resort and indoor water park in East Naples, Fla., the company’s first in the Sunshine State and 21st in North America. The resort’s construction is ramping up on 20 acres at 3940 City Gate Blvd. South in the unincorporated community adjacent to Naples, along the shores of the Gulf of Mexico. Great Wolf’s investment team bought the lot between Collier County’s Paradise Sports Complex and the Uline distribution facility for $10 million in April 2021, Gulfshore Business reported. Steve Jacobsen, the development director of Great Wolf Lodge, told the online news service that because the project has been in the planning stages for more than three years, the construction management team worked with Suffolk Construction in West Palm Beach to get ahead of the rising costs that come with inflation and supply-chain shortages. “So, for example, if we’ve got three projects that are in different phases of construction, we go out and do a bulk order,” Jacobsen explained. “Instead of possibly putting in an order for three elevators, we put in an order for nine. What that does is it moves you up the chain, and it allows you to hopefully negotiate a better price.” The East Naples development project will have 200 to 500 construction workers on site over the next 18 to 24 months, with the lodge expected to open by summer 2024, Gulfshore Business noted.

Naples Area Could See Huge Economic Benefits In a 4-1 vote last summer, the Collier County commission approved $15 million in financing for the resort. The money is coming from the East Naples opportunity area zone, with $9 million going toward the Great Wolf Lodge construction costs, and $6 million to be dispersed at $2 million annually for the first three years after the resort opens. The bulk of the project’s budget, though, totaling approximately 94 percent, is coming from investors and loans from banks, according to Jacobsen. “The company is owned by Blackstone and Centerbridge,” he explained, “and so, we had to go to the market like everybody else and do conventional financing — shopping it around, trying to get the best rates.” Collier County Commissioner Penny Taylor attended the groundbreaking and said the county funding seemed like the right thing to do given the long-term benefits of having a new, destination attraction in East Naples. A study commissioned by the county showed the resort would generate $150 million in tax revenue and $5 billion in direct spending over the next 30 years. “This is going to be a wonderful amenity for our community,” Taylor noted. “It’s a development that puts us on the map.” Great Wolf Lodge’s location next to the sports complex also should provide for some other synergies, Jacobsen told Gulfshore Business. The resort also will donate $250,000, matching an amount from the county, on a public amenity to be determined later.

Linder Hosts Grand Opening of Ft. Myers, Fla., Branch;
L
inder Industrial Machinery Company recently moved into their brand-new Ft. Myers, Fla., facility. On July 14, the company hosted a grand opening celebration and open house. A great crowd of more than 200 customers joined local dignitaries, manufacturer executives and a welcoming team of Linder employees for the event that included building tours, giveaways and raffles. The new Linder branch on 16878 Domestic Avenue is more than 22,000 sq. ft., has eight shop bays and features a parts warehouse that allows them to stock over 100 percent more than their previous facility. “Our newest building design templates are set up to reduce customer downtime and perform repairs as safely and efficiently possible,” said Linder President and CEO John Coughlin. “We do not install expensive internal cosmetics which eventually customers pay for. Instead, we invest in additional inventory and shops that speed up the repair process to get our customers back to work quickly. This is also reflective in the state-of-the-art/environmentally friendly wash facility. This is a task that takes a great amount of time to perform. Ultimately, customers get charged for this process, but we

Florida’s Turnpike traverses the state from Miami to I-75 near Wildwood and is a major freight route for trucks. Due to ever-increasing traffic volumes, additional congestion and delays already experienced by travelers in the area have grown. Once completed, the highway will provide added traffic capacity for Florida residents and the more than 100 million visitors the area sees each year along this critical travel and hurricane evacuation route. The project’s scope of work includes widening the Turnpike Mainline from four to eight lanes (four lanes in each direction), as well as constructing new stormwater treatment facilities, new bridge structures new tolling sites, signing, pavement markings, lighting, communications, intelligent traffic systems (ITS) and interchange improvements. Work is expected to begin this fall. The 26 new Manitowoc and Grove cranes are part of 60 total new cranes being added to the ALL fleet in 2022. The machines will be distributed across ALL’s 33 North American branches based on market demand.
Seven Manitowoc lattice boom crawlers highlight a package of more than two-dozen Manitowoc and Grove cranes being added to the fleet of the ALL Family of Companies. New equipment includes four from the MLC300 line (including MLC300 wide boom and MLC300VPC), and one each Manitowoc 14000, MLC650 and MLC650 rebuild. MLC300 and MLC650 cranes, offering base capacities of 330 tons and 717 tons, respectively, are known for their ability to go where other lattice boom crawlers cannot, while offering excellent reach and capacity, according to the manufacturer. Country Boy Supply hosted an open house event July 22, 2022, to introduce its customers and prospects to the Sandvik drill line that the company had just taken on earlier in the summer. Country Boy Supply, located in Conyers, Ga., was opened in 2016 by industry experts who saw the need for a more engaging and informed distribution process. Prior to taking on the Sandvik line, the company was a supplier of consumable items such as underground construction bits, hammers and other drilling products. In 2018, the company became a Reichdrill product dealer for Georgia, Alabama and the Carolina’s. Ace McCarthy and Brent Taylor, co-owners of Country Boy Supply, said they were hosting the event to introduce their customers and prospects to what their company provides and provide an opportunity to see their facilities, talk to their sales and product support experts, and mostly, the opportunity to introduce them to the Sandvik Mining and Rock Solutions products and the extensive support behind the products. Country Boy Supply was just recently named the Sandvik dealer of the state of Georgia and Tennessee for the drill segment of the Sandvik line, and according to McCarthy and Taylor, plans are already in the works for opening a physical location in the state of Tennessee. Despite Rains, SCDOT Making Progress On U.S. 17 Project Travelers and commuters are continuing to see construction this summer on U.S. Highway 17 at the southern tip of South Carolina as the state’s Department of Transportation (SCDOT) is working on a $42 million expansion of the highway. The agency told WTOC-TV in nearby Savannah, Ga., that it will be another year before drivers will be able to access several parts of the new road. Road crews began working on the planned four-year project in February 2021 with the goal of widening a critical section of the highway to improve safety and traffic flow following increased economic growth in the area. Jasper County officials also view the U.S. 17 improvement effort as a critical project for the Lowcountry as the highway is a primary corridor through the county and into the city of Savannah. The work is happening from the intersection of S.C. 315 near Hardeeville to the Georgia border and the Back River Bridge over the Savannah River. Authorities with SCDOT said the two-lane road, known as Speedway Boulevard, has long been busy with commuters and heavy trucks. Prior to last year’s project start, SCDOT’s announced that its plan was to widen the 4.2-mi. section of U.S. 17 from two lanes to four and add other improvements, including bike lanes, intersection upgrades, safety rumble strips at the road’s edge and a grass median between the northbound and southbound roadways. Traffic Light Placed at Rural Intersection In addition, a pivotal part of the project was the installation of a new traffic signal at the intersection of U.S 17. and S.C.
315, which was carried out in mid-July. Discussions about how to improve the rural intersection go all the way back to Jasper County public sessions in 2010. WTOC-TV reported that, eventually, the intersection will have even more updates, including a three-phase signal, with southbound U.S. 17 set as a continuous green light, and an acceleration lane for traffic turning left from S.C. 315 onto U.S. 17. Until that can be completed, local officials are thrilled to have the new lights in place for the first phase of the project. “I know it has been a long time coming, but standing here watching [the signal], [it] seems to be operating well, [and] we ask again for everyone’s patience,” Jasper County Administrator Andrew Fulghum told the Savannah TV station. “The main complaints I got were stacking traffic on southbound S.C. 315 trying to go south on U.S. 17, [something] that seems to be alleviated with this initial [phase].” With the lights up and working, Fulghum added that, so far, he has not heard any complaints about the new intersection. In addition, the southbound lanes of U.S. 17 are almost complete, according to WTOC-TV, adding that in one year, motorists will be able to access them. The contractor will then begin work on the northbound roadway, leading to the completion of the entire project in 2025. Crews Met With Wet, Marshy Conditions In mid-July, the construction site was inundated with nearly 10 in. of rain. SCDOT explained, however, that there are other components of the project that crews can work on during rainy periods. For instance, the new traffic signals at U.S.
17 and S.C. 315 were equipped during the heavy weather. With that kind of rain, it also is doubly important that the contractor’s crews get the project’s drainage system installed as soon as possible to give the rainwater a place to go to keep the roadways from flooding. While heat-related thunderstorms have continued in the region since the spring, WTOC-TV reported that SCDOT contends that the U.S. 17 expansion is still on schedule. Pete Poore, the transportation agency’s communications director, asked the driving public in Jasper County to be tolerant of the roadway’s construction due to it being a lengthy process to work with the marshy landscape. “It is going to require 12 months for that soil to settle, so please be patient with us if you don’t see any construction out there. Settlement is going on [that] doesn’t require any human contact,” he said in remarks to WTOC-TV. Top Infrastructure Priority in S.C.’s Lowcountry The project is funded by SCDOT through the Lowcountry Area Transportation Study (LATS) and the Lowcountry Council of Governments, which rate the U.S. 17 expansion as a top road infrastructure priority of the region. Other groups involved in the Lowcountry’s Metropolitan Planning Organization included the towns of Hilton Head, Bluffton and Port Royal, in addition to the city of Beaufort, the city of Hardeeville, and the Beaufort and Jasper county councils. The planning area includes the land currently designated as urban by the most recent U.S. Census as well as land expected to be designated as urban within the next two decades.
Tenn. Tech to Fund More Than $100M for New Facilities A pair of major building projects are being planned for the Tennessee Tech campus in Cookeville, the university announced July 27. The total renovation of Johnson Hall, coupled with the demolition of Foster Hall, and another new engineering building, are budgeted to cost more than $100 million. “As part of this year’s historic budget for higher education, Gov. Bill Lee and the Tennessee General Assembly invested heavily for Tech’s future students,” said Tennessee Tech President Phil Oldham. “On behalf of the entire Tech community, our faculty, staff, students and alumni, I am grateful for this support and appreciate how it will enable us to continue to serve students.” The school reported that funds for the state’s portion of the project costs were included in the Tennessee budget for 202223, and with the arrival of the new fiscal year July 1, both projects will soon begin the multi-year path to completion. Engineering Building to Cost $62.4 Million The school said that its planned Advanced Construction and Manufacturing Engineering building — the second new
engineering facility funded in the past two years at Tennessee Tech — will be cross-disciplinary within the College of Engineering and will provide students with applied skills called for directly by industry partners. “The Tennessee Tech College of Engineering prides itself on graduates who are trained not just in the classroom but also in environments and with equipment that matches what employers use,” explained Joseph Slater, dean of the school’s College of Engineering. “This facility will ensure our students experience real-world manufacturing and construction while they are students, instead of relying on industry to complete their education post-graduation.” The cost for the Advanced Construction and Manufacturing Engineering building is $62.4 million, with the university supplying $5 million, of which $1.7 million must come from private donations. The initial project timeline is nearly four years. Upon completion of the new facility, the college will vacate its current engineering space in the East Stadium structure, and Lewis Hall and the old Foundry building will be demolished. The new building provides a modernization of Tennessee Tech’s manufacturing facilities to better house its already modern-
ized manufacturing equipment. The project will include a foundry, along with replacing older spaces for concrete manufacturing and materials testing. At more than 2,600 students, the College of Engineering is Tennesse Tech’s largest college, accounting for almost 27 percent of the university’s total student body. Construction on the Ashraf Islam Engineering Building, funded by the state in last year’s budget along with donations including a major gift from Tech alum Ashraf Islam, got under way last year. “Hand-in-hand, these two new buildings show prospective students the entire path from concept to analysis, collaborative design, further analysis and testing of ideas in the lab,” Slater explained. “Students who experience both buildings will be able to see and understand the entire process of creation that engineering represents.” College of Business Building to Be Upgraded In addition, Johnson Hall, home of the College of Business and built in 1970, will undergo a complete renovation, which will include updating the building’s systems and equipment (such as HVAC), along with reallocating its space with regards to classrooms, labs
and student collaboration areas. “The newly designed Johnson Hall is configured to accommodate the way students learn today while providing flexibility for future growth,” noted Thomas Payne, dean of Tennessee Tech’s College of Business. “Spaces are included in the design to provide students opportunities for collaboration, group presentations and experiential learning.” The renovations to Johnson Hall also will expand the Heidtke Trading Room, Bloomberg Suite, IT Forensics and Networking Labs, making those technology-focused spaces focal points for the building. “All students earning a degree in business need to engage in experiential learning activities to prepare for the professional world,” Payne said. “The remodeled [Johnson Hall] will allow us to showcase these opportunities and to collaborate with our business partners in new and exciting ways.” The College of Business offers more than 1,300 majors for nearly 14 percent of Tennessee Tech’s students, while also serving many others on campus through various minors and general education courses. The project budget for the Johnson Hall renovation and Foster Hall demolition is $37.6 million, with the university match being $1.5 million.

Cradle-to-gate emissions associated with asphalt mix production in the United States represented approximately 0.3 percent of total U.S. greenhouse gas (GHG) emissions in 2019. By comparison, U.S. Environmental Protection Agency data indicate that transportation emissions from fossil fuel combustion represented 27.8 percent of total emissions in 2019, while industrial emissions represented 25.3 percent. That’s according to a new report from the National Asphalt Pavement Association (NAPA), authored by its director of Sustainable Pavements, Joseph Shacat; vice president of Engineering, Research, & Technology, J. Richard Willis; and TriSight LLC partner Ben Ciavola. The report, GHG Emissions Inventory for Asphalt Mix Production in the United States (SIP 106), is the first national cradle-to-gate assessment of GHG emissions associated with
the production of asphalt pavement mixtures that uses a life cycle assessment-based methodology. GHG emissions inventories for any major U.S. industry,” added Shacat. “While there are several studies that show cradle-togate emissions intensities for various industries, we’re not aware of any publicly available reports that add up all of the emissions for a given industry nationwide.” Jim Mertes, director of Environmental Affairs at Construction Resources Management Inc., A Walbec Group Company, and chair of NAPA’s Sustainability Committee, described the report as “a comprehensive industry benchmark, which can be used to measure future industry improvements in carbon reduction.” What’s more, said Mertes, “It identifies what we can achieve using existing strategies and technologies and demonstrates the unprecedented technological challenge ahead to get to net zero.” By identifying “avoided emissions,” the report demonstrates how existing environmentally preferable technologies like reclaimed asphalt pavements (RAP), reduced-temperature asphalt mix production (called warm-mix asphalt, or WMA), and switching to alternative fuels for plant operations have already had an industry-wide impact on limiting emissions. In 2019 alone, the industry avoided 2.9 million metric tons (MMT) CO2e emissions — equivalent to the annual emissions from approximately 630,000 passenger vehicles. The authors note that increased implementation of such measures could further reduce emissions by up to 24 percent relative to 2019. In fact, each ton of RAP used in new asphalt mixtures reduced 2019 GHG emissions by approximately 27 kg CO2e. However, they caution, “Although the report provides an estimate for the national average GHG emissions associated
with asphalt mix production, it is not an industry average Environmental Product Declaration (EPD) and should not be used as a benchmark for project-level decision making during procurement or project delivery.” Nonetheless, the report “will be a valuable tool as discussions with government, agencies, and owners accelerate in the coming years,” said Ron Sines, vice president, Performance — Asphalt, CRH Americas Materials Inc. “Additionally, it provides clear direction on what the industry should be doing today, as well as what the industry could do in the future, if the identified obstacles can be overcome,” added Sines, who chaired NAPA’s Climate Stewardship Task Force, which created The Road Forward, the industry’s goal to reach net zero carbon emissions by 2050. To advance that goal, the report states, “New technologies and additional innovative practices will need to be developed and implemented to achieve more significant GHG emission reductions.” The industry, along with its suppliers, partners and customers, must invest in emission reduction strategies related to materials, transportation, and mix production. Examples include carbon capture, utilization and storage (CCUS); use of carbon sequestering bio-based materials; use of local recycled materials and alternative fuels for trucking; and technologies that reduce burner fuel consumption. Raven Adams, vice chair of NAPA’s Sustainability Committee and Granite Construction’s sustainability manager, remarked, “NAPA’s publication of this document will empower our industry to advocate for the funding, research, and support needed to allow us to respond to climate change.” For more information, visit www.asphaltpavement.org.

Kevin Ridens, director of product support of Ditch Witch Midwest, sees the new rule as a huge burden on employers who are not dedicated motor carriers, but use Class A vehicles to do business every day. “The problem is they clumped it all in,” he said. “It’s one thing if I’m going to be a
tractor-trailer guy. But at our company, we’re mainly moving equipment from point A to point B. We’re not towing a 53 ft. tractor trailer. The rule is more for over-the-road trucks, and we got swept up in it.” What Passed in the Past Before the rule went into effect in
February, the CDL licensing process was no different than getting a driver’s license. Candidates studied an instruction book, got their permit and hit the road. They had to pass an inspection and prove they could understand technical terms related to operating a Class A vehicle. “The training has always been in-house,”
The rule applies to not only over-the-road truck drivers, but anyone applying for a Class A commercial license.
said Ridens. “That was across the board for any CDL Class A driver.” The company would set a timeline and set a licensing window for the employee. The company would say, “You have four months to go get your CDL.” The employee would study the CDL information in an instruction book, take a test and get the permit. “The rest of that time he was driving with someone who already had a CDL as his partner,” said Ridens. Beyond the CDL, still today if the employee is set to be an airbrake driver when he comes in, an automatic is all he’ll be endorsed for. If he’s going to drive a stick, he’s regulated for everything, explained Ridens. “But it was all in the hands of that employee to go get everything he needed in the way of licensing and endorsements,” said Ridens. With the new rule, any driver who doesn’t currently have a commercial Class A license is affected. In Ridens’ office at Ditch Witch, that’s currently seven people, but it will challenge new hires who don’t come on board with a CDL in hand. And, if a carrier provides training to employees seeking a CDL, the carrier now has to register as a TPR-approved training provider. However, the carrier as employer can customize the program to include in-house rigspecific instruction as well as company policy and procedure. see RULE page 80

Construction Boom Leads to Evolution of Backhoe Loader By Katherine Petrik CEG EDITORIAL ASSISTANT
The backhoe loader is one of the most common pieces of construction equipment. In essence, it is a tractor-like vehicle with a bucket mounted on one side and a small, hydraulic digger (backhoe) on the opposing side. The arm is connected to a boom and secured with a king post, which allows the boom to pivot 180 to 200 degrees. Its versatility enables it to perform many tasks in almost any terrain. The backhoe loader is commonly used on projects to dig trenches for cable lines, pipes and utility lines. Other uses include demolition of small structures, landscaping, digging holes, breaking asphalt and transporting some construction materials. In 1835, the steam-powered dipper shovel was created and used to dig through hard soil and rocks in mines. It would then load the excavated material onto railroad cars. Since the dipper shovel was rail-mounted, it was able to be moved easily from location to location. It had a short boom with a shovel and a bucket, used for digging. Over time, modifications were made and tires or tracks were added to suit whatever job the dipper shovel was needed for. As the invention of gasoline-powered engines became mainstream, the dipper shovel was modified even further. The modern backhoe loader has a similar history in both the United States and the United Kingdom. In 1945, following World War II, construction projects skyrocketed in both countries. It was common for builders to use tractors with various attachments, but with the housing boom, there was a call for equipment to be made more efficient and
able to accommodate the types of attachments needed for the job. In 1947, the first all-hydraulic backhoe swing frame was developed by Vaino J. Holopainen and Roy Handy of the WainRoy corporation of Hubbardston, Mass. The swing frame allowed the digging arm to swing to the side and dump the contents of the bucket. It was mounted to a Ford model 8N tractor. In 1948, the first units were sold to the Connecticut Light and Power Company for $705. Wain-Roy sold approximately 7,000 units between 1948 and 1957, mostly through Ford dealers. Joseph Cyril Bamford started his business — J.C. as it is known today, began by creating two, then four-wheel trailers. In 1948, he created a hydraulic front loader, designed to bolt to a Fordson “Major” tractor, thus creating the Major loader. By 1953, JCB launched what the world now knows as the backhoe loader by fitting both the hydraulic backhoe and the loader to the same tractor. Due to its popularity, the machine is still known as a “JCB” in the United Kingdom and Ireland. Wain-Roy created the first reversible seat and then in 1954, filed a patent for the first individually-controlled outriggers. Deere Improves Performance With Its L-Series Upgrades John Deere’s L-Series backhoe loaders offer significant machine improvements designed to boost productivity, maximize uptime and reduce operating costs. Ranging across the L-Series Backhoe lineup includes engine upgrades, pressurecompensated load-sensing (PCLS) hydraulics on the 310SL model and machine control improvements, enhance operation and machine performance. over. In 1957, Elton Long, an engineer at Case Construction Equipment, was given the task to develop an integrated loader/backhoe following the company’s acquisition of American Tractor Corporation. By early spring, Case introduced the first machine made and warranted by one company. Also in 1957, JCB launched the first dedicated backhoe loader, with both the loader and the backhoe permanently attached to the chassis. This makes the machine more stable, rather than simply being attachments for tractors. This model, known as the HydraDigga, also provided a comfortable cab for the operator. Case improved upon its design by introducing the first diesel-powered loader/backhoe in 1959, and in 1963, the 530 Construction King was available with power loader linkage and two-cylinder, double-acting swing system with hydraulic cushion. An American company — Hy-Dynamic — brought the Dynahoe Model A to market in 1959. This machine was the second purpose-built backhoe loader and was intended for heavy excavation jobs. It offered a 14,000 lb. (6,350 kg) operating weight; 14 ft. (4.3 m) dig depth; and was powered by a 65
hp Continental flat-head “Red Seal” 6-cylinder gas engine. In 1961, the Dynahoe was available with a Diesel 353 engine and by 1964 the gasoline engine was phased out entirely. In the 1960s, the first JCB unit was introduced to the American market. The JCB 4C was a powerful machine with the capability
of digging through rock. In 1966, the company launched the larger, heavier 3D backhoe loader. This piece was able to rotate 360 degrees. Case also made continuing improvements, including buckets up to 38 in. (96.5 cm); self-leveling buckets; and an improved swing mechanism. In 1967, the company

introduced the first extendible boom, allowing the backhoe to have greater reach. In the ensuing decades, various companies have used the latest technology to upgrade backhoe loaders. Today’s machines are built for efficiency and incorporate a wide selection of standard and optional features including more efficient engines; power steering; heated/air conditioned cabs with noise control; vibration control; computerized controls; and ergonomic seating. Backhoe loaders come in many different sizes, including compact models for jobs requiring work in a tighter space. Attachments add to the productivity of the machine and are easily mounted using a quick coupler (quick-attach) mounting system. The variety of attachments include different size buckets; rakes; pallet forks; hydraulic hammers; shovels, snow plows; stump grinders; and grapples. Construction Industry Mourns Passing of Joe Blanchard By Eric Olson CEG CONTRIBUTING EDITOR
The construction industry in the Southeast lost a great and trusted friend on Thursday, July 14 when Joseph Rozier Blanchard, the president and CEO of Blanchard Machinery Company in West Columbia, S.C., passed away surrounded by his loved ones at his Charleston home following a brief battle with cancer. Born in Winter Park, Fla., on Jan. 6, 1962, to George Robert Blanchard and Judith Katherine Rozier, Joe grew up with his three siblings in Tampa. During his childhood, he worked at his grandfather’s machinery company, the Joseph L. Rozier Machinery Co., where he fell in love with the industry that was his life- Blanchard Machinery long career. Company Upon moving to South Carolina in photo 1987, Joe has been an invaluable asset to the state. A strong business leader since becoming president of Blanchard Machinery in 1996, he not only grew the dealership to more than 700 employees across 12 branches statewide, but also made a lasting impact on South Carolina businesses and communities. Joe began working with his father, Robert, in running Blanchard Machinery Co. in 1987, a company originally formed in Orlando, Fla., by his grandfather in 1952. Upon Robert Blanchard’s retirement in 1996, he appointed his son to lead the full-service equipment dealership, and Joe Blanchard later brought in his two sons, Rozier and Boyd, to learn the ropes at company. Under their father’s guiding hand, Rozier Blanchard serves the dealership as its Vice President of Machine Sales, while Boyd is the company’s Vice President of Product Support. Top Builders Regarded Joe as a Friend Many of South Carolina’s best contractors and builders remembered Joe for his genuine friendliness, his sound business sense and his steady hand in operating and expanding Blanchard Machinery to the point that many even turned to him for advice about their own businesses. Jason Wilkie, founder and president of JC Wilkie Construction in Lexington, S.C., worked with Joe for two decades and found him to be a man ready and willing to answer questions about how to run a sound business in an honest fashion. “He was one of the greatest businessmen I have ever met,” Wilkie said. “By that I mean Joe built a really good team around him and made it a great success. But I will always remember that in the early days of my company, he offered to sit down and go through my financials with me. We also discussed ways in which to grow the business and be successful. It really meant a lot to me that he would take the time to do that.” Wilkie also regarded Joe as “a fair man” who wanted his equipment dealership to be more of a partner to its customers rather than simply a vendor. While he freely helped younger contractors succeed in their businesses, established customers too, looked to Joe for his advice and input. That included Richard Jackson, a man more experienced
than Joe. He runs Columbia’s C.R. Jackson Inc., one of the state’s top paving companies. “I’m just missing my good friend today,” Jackson said when contacted by CEG. “Joe Blanchard cared for every customer, equally serviced us all with integrity, and always went the extra mile. When I had a major business transaction to do, I would first go to Joe for advice and guidance.” His ability to set a high standard for Blanchard Machinery always impressed Jackson, he said, because the dealership conducted business “the right way” to service customers better. “[Joe’s] whole team was well led, and I know they will continue to be well led in the future,” Jackson explained, alluding to the dealership now being in the capable hands of Joe’s sons. “We’re just thankful for the years we had with him, and regret that it had to end this soon.” A Down to Earth Gentleman Like Jackson, Joe’s passing is a tough pill to swallow for Rusty McClam, a close friend and president of McClam & Associates, a highway grading and utilities contractor in Little Mountain, S.C., located 20 miles north of Columbia. “We are going to miss a great man,” McClam said softly. “He was a down to earth guy who could walk in the circle of great people just as easily as he could have a good time with ordinary citizens.” Blanchard Machinery and McClam’s working relationship was such that if the contractor needed anything in a pinch, Joe would make certain his people got it as soon as possible. A good example occurred in October 2015 when record flooding hit South Carolina, devastating parts of the Upstate and Columbia. “We moved everybody we had down to Columbia because we were the on-call contractor for the water plant that provided the city its drinking water,” he said. “We gave Blanchard Machinery a list of stuff we needed that were bigger than what we had. Blanchard came through with everything we needed and Joe himself arrived on a Saturday morning to see if there was more they could do for us.” More than one builder described Joe as a Southern gentleman, including Stewart H. Johnson, a veteran contractor and chairman of the board at Morgan Corp., a Spartanburg industrial site development company. “I have dealt with Blanchard Machinery since it first started in the 1980s,” he said, adding that Joe “has always been a great business partner to Morgan Corp. and the type of partner you want to have if you operate a business. “The company’s ethics are well known, and that is a standard set by Joe.” Mike Strange agreed with Johnson’s assessment that Blanchard Machinery is a direct reflection of its late president and CEO. He runs Strange Bros. Grading Co. Inc., a second-generation contracting company in the GreenvilleSpartanburg area of the Upstate. “I think Joe set a high bar for how you are supposed to treat people and he was consistent about that,” he remembered. “I am sure that Blanchard will continue to be that way. Before he hired his two sons to work for the company, he insisted that they get a job with another dealership first and secure a promotion. You don’t see many people who are
smart enough to do that. But that’s the way Joe was, and he left some footprints across this state that will be everlasting.” Strange said that those footprints also showed that Joe was a step ahead of most other equipment dealers. “The way [Blanchard has always worked] with us as customers has been awesome,” he continued. “We liked the way they ran their service department and the fact that they stood behind their work. I have had pieces that were out of warranty because of age but did not have a lot of hours on them. If something happened to those machines, Blanchard would go to bat for you with Cat. Its service and parts availability are above the rest, I think, making them this region’s premier dealer.” His Achievements Matched His Business Success Not only was Joe a towering figure in the construction equipment industry in South Carolina, but he was notable for being one of the state’s most accomplished people due to his many civic achievements, including: • Serving as Chairman of the Board for Columbia College, for which he was presented with the institution’s 2014 Medallion Award. • Induction into the South Carolina Business Hall of Fame in 2015 in recognition of his many accomplishments and success as a businessman. • Being named by the South Carolina Chamber of Commerce as 2019’s Business Leader of the Year. • Named as a University of South Carolina Honorary Life Member in 2021 for his contributions to the university and the community. In addition to his many deeds, he also served on many boards and committees. For instance, at the time of his death, Joe was a member of the Palmetto Business Forum, a board member for Blue Cross Blue Shield of South Carolina, the South Carolina Council on Competitiveness, and the Columbia Museum of Art, where he had previously served as Chairman of the Board. In addition, he was the current Chairman of the Board for the South Carolina Mining Council. Along with his wife Melissa, Joe Blanchard was an avid arts lover and philanthropist in South Carolina. The couple sponsored many exhibits that have brought countless visitors to the Columbia Museum of Art, and worked with Habitat for Humanity, The Riverbanks Society and Harvest Hope Food Bank. In recognition of his many contributions to the state he loved so much and called home for the past 35 years, Joe was awarded the Order of the Palmetto, the highest civilian honor in the state, by Gov. Henry McMaster shortly before his death. His lasting impact on the state and his influence will be felt forever. But, of all his accomplishments and achievements, Joe saw his family as his greatest legacy. His home was the site of countless dinners among friends and family where he was known to serve the best wine and laugh often. He leaves behind by his wife Melissa; sons Rozier (Carrie) and Boyd (Emilie), and daughter Katherine (Davis); and grandchildren Harper, Bo, Henry, and Joe III. He also is survived by his sister Elizabeth Blanchard; brothers Bob Jr. (Linda) and Bill Blanchard; stepbrother Bartley Rice (Charity); and 16 nieces and nephews. In lieu of flowers, the family asks that friends of Joe Blanchard consider donating to Habitat for Humanity, the Riverbanks Zoo and Harvest Hope. CEG

Cat Demonstrates Hydrogen CHP System On Latest Project Caterpillar Inc. announced a three-year project with Minnesota-based District Energy St. Paul to demonstrate a hydrogenfueled combined heat and power (CHP) system. The project is supported and partially funded by the U.S. Department of Energy and backed by the National Renewable Energy Laboratory. “Caterpillar is focused on supporting our customers with reliable, sustainable power solutions,” said Joe Creed, Caterpillar group president of Energy and Transportation. “This hydrogen demonstration project will enable us to evaluate additional hydrogen fuel options for an existing energy-efficient engine, providing even more possibilities for helping our customers meet their climate-related goals and objectives.” CHP systems from Caterpillar provide both electricity and heat simultaneously, increasing overall efficiency and reducing exhaust emissions. To assess the potential of a hydrogen-fueled CHP system under real-
world operating conditions, power and heat from the demonstration project will integrate into District Energy St. Paul’s electrical and thermal infrastructure. District Energy St. Paul distributes chilled water and hot water to heat and cool buildings and single-family homes in downtown St. Paul, Minn., and adjacent areas. Scheduled to start early next year, the demonstration project builds on Caterpillar’s 35 years of experience with high-hydrogen fuel. The company currently offers a 1250 kW Cat generator set capable of operating on 100 percent hydrogen, including fully renewable green hydrogen, on a designedto-order basis, as well as commercially available power generation solutions from 400 kW to 4.5 MW that can be configured to operate on natural gas blended with up to 25 percent hydrogen. While the student is on staff and in training, with the tight industry worker pool, it’s a plus that there is less chance another employer will steal him away. The TPR offers trainees a list of training programs in compliance. The school files information on the driver with FMCSA once he’s completed training. Employer’s Burden “What falls on the employer, now, is the cost,” Ridens said. “Now the employee has to go to a particular regulated school and complete a course before he can even take the CDL test.” The biggest issue Ridens sees is the fact that the training programs can set their own fees and structure their training as they choose. “The cost can be from $4,200 to $5,500,” he said. “And how you take the course fluctuates. Sometimes it’s weekends, with a permit when you complete it, some are completed without a permit. When he blogged about it late in 2021, Dan Horvath, vice president of safety policy of the American Trucking Associations, didn’t believe the rule would result in a burden on the trucking side. “There are no minimum training hours required nor new exorbitant costs associated with the ELDT,” he said. “If a carrier conducts in-house training today, they’ll be able to do so after the new ELDT rule becomes effective.” Ridens’ experience on the construction equipment side has been quite different. “Some courses go up to 10 weeks, five days a week, and you have to pay your employee to be out of the office for that time.” Traditionally, Ditch Witch offered employees the opportunity for on-the-job training. “A guy could study on breaks, and when he was ready say, ‘I’m going to get my permit now.’” But what Ridens finds the most frustrating for both employer and driver is the training phase of the entire process. Though there are obvious benefits to instruction, the inconsistent programming structure is a huge burden, he believes. “At the end of the day, that tech is going to go through this course but still not walk out certified,” said Ridens. “He still has to take that knowledge and go to the DMV to be tested. He could easily do that on his own, so why does he need a course to do it?” He compares the licensing rule with that of recreational vehicles: The driver of a huge boat or large camper can operate it regulation-free as long as the vehicle doesn’t have a DOT number on it, he said. “And how are employees spending those

eight hours a day for 10 weeks in training?” he wondered. “That’s $30 an hour for 10 weeks. What if they leave me in six months? Do they pay it back?”

Ripple Effect Ridens also is concerned about the employees who aren’t tech but drive a truck daily as part of their jobs. “Take the sales guy driving a three-ton dually with a 14,000-pound trailer behind it,” he said as an example. “And our service guys are running the heavier trucks, say a Kenworth with air brakes.” This is Ditch Witch’s scenario, but companies in all parts of the construction equipment industry will be affected the same way. Ridens predicts the rule will hinder pay increases for some techs who’ll need to register for training. It’ll also limit the number of CDL drivers on a staff. On the sales side, it’ll hinder workers showing and towing equipment because they don’t have a CDL license. Some schools are booking up into November in order to get drivers trained for their licenses, he said. “Until he’s in class, the tech is working, but he can’t drive a truck. And that sales
Worth the Trouble? “This has been a long-time coming,” said the ATA’s Horvath. The new ELDT was first mandated by Congress back in 2012 before the rulemaking process at the state and federal levels caused years of delay. According to the FMCSA, the regulations and the registry were mandated under the Moving Ahead for Progress in the 21st Century Act. “The ELDT final rule was based, in part, on consensus recommendations from the Agency’s Entry-Level Driver Training Advisory Committee, a negotiated rulemaking committee that held a series of meetings in 2015.” This past December, Horvath maintained that “not much” was changing for organizations that have a structured CDL training program in place. “Despite false rumors spreading on social media, the process for obtaining a CDL will not markedly differ from what takes place today,” he said. “The new ELDT simply means everyone will be using the same curriculum nationwide.” Since its implementation in February of
this year, the rule has forced companies that use Class A vehicles to quickly rethink their CDL training programs, said Ridens. “Nobody really stopped to get their hands around it until it went into place,” he said. “Now everybody’s scrambling to get people hired, and it’s hitting them: ‘How’s this going to work out?’” As an equipment manufacturing and sales company representative, Ridens has a different perspective. A board member of the Illinois Equipment Distributors, he said the organization decided it should study the effects the rule would have on members. “This is a nationwide story that will impact many individuals in different positions within our independent distributors,” said Tom Stern, the organization’s executive secretary. Ridens has many other questions about the rule: If an employee doesn’t pass his CDL test, is there a test retake fee? And will the training program actually discourage potential employees from choosing a career driving in the construction equipment industry? “Somebody who has to go through a 10week course might choose another career field,” he said. “This just makes it more of a challenge to hire people in the market we’re in right now.” CEG
