Five years after Virginia’s tallest twin bridges were completed across challenging terrain, they remain closed to traffic — but that may be changing soon. The Virginia Department of Transportation hopes to open the Route 460 Connector bridge that spans Grassy Creek in Buchanan County, connecting southwest Virginia and eastern Kentucky, sometime in 2020. New Route 460 in Virginia travels from the Kentucky border near Breaks Interstate Park to the Grundy area of Buchanan County, VDOT said. The route is designated as part of Corridor Q by the Appalachian Regional Commission and is included in the Appalachian Development Highway System. Breaks Interstate Park, which gets its name from the break in the mountains created by the Russell Fork River, contains 4,500 mountainous acres and a 5-mi.-long gorge dubbed the “Grand Canyon of the South.” A short distance from the new but unused highway span, the park straddles the Virginia-Kentucky border and is one of the few in the country jointly maintained and operated by two different states. concerns, trucking industry groups applaud the new rules. The rules will provide America’s truckers “greater flexibility to keep America moving,” said U.S. Transportation Secretary Elaine L. Chao. “The Department of Transportation and the Trump Administration listened directly to the concerns of truckers seeking rules that are safer and have more flexibility — and we have acted.”
Based on the thousands of comments the department received, the reforms are designed “to improve safety on America’s roadways and strengthen the nation’s motor carrier industry,” said FMCSA Acting Administrator Jim Mullen. The HOS rules, first adopted in 1937, specify the permitted operating hours of commercial drivers. In 2018, FMCSA asked for public comment on portions of the rules, and last August the agency published a detailed proposed rule that received almost 3,000 public comments. CATERPILLAR FOUNDATION HELPS FIGHT RACISM, SOCIAL INJUSTICE
After 35 years of business throughout Virginia, Infrastructure Solutions Group expanded to the Tarheel state early this year. The company has been doing rental business throughout the Mid-Atlantic for years, and the owners decided it was time for a second location to support their growing sales territory.
The Caterpillar Foundation, the philanthropic arm of Caterpillar Inc., announced a commitment to help fight racism and social injustice. To honor the lives lost and keep with its mission, the Caterpillar Foundation is donating $1 million split between two organizations.
In addition to $1.3 billion in road and bridge work under contract now, the new gas tax increase is making possible an additional 661 mi. of paving projects that were approved by the state’s Transportation Commission in June. The new paving projects will be moving to the contracting phase in the coming months.
JCB has been awarded a contract to supply the U.S. military with a fleet of specialized high speed excavators over the next eight years in a deal worth up to $269 million. The deal centers on the supply of High Mobility Engineer Excavators (HMEEs) for the U.S. Army and U.S. Marine Corps.
A plan to convert a section of Interstate 12 in the Baton Rouge area from shoulder space to a high occupancy vehicle (HOV) lane in each direction should be reality in 2021, Louisiana’s transportation chief said recently. The idea, which first surfaced in 2015, was authorized by the state’s Legislature last year.
Often construction teams face the end of the paving season knowing that challenging weather lies ahead. This scenario was especially true for projects in two contrasting environments, one completed at the “North Pole” and the second in the California desert.
When finished, the $145 million Jug Handle Bridge will stretch from the southern portion of the Pea Island National Wildlife Refuge to northern Rodanthe, and will bypass the infamous S-turns section of N.C. S.C. Gas Tax Rise Funds More Road, Bridge Projects The state gas tax increase, including the new two-cent per gallon increase effective July 1, has already been put to work for South Carolinians. In addition to $1.3 billion in road and bridge work under contract now, the new gas tax increase is making possible an additional 661 mi. of paving projects that were approved by the state’s Transportation Commission in June. The new paving projects will be moving to the contracting phase in the coming months. Since the implementation of South Carolina’s gas tax increase in July 2017, the tax has generated $372 million in revenues. Coupled with other increased fees and funds redirected to the new trust fund, the total revenue deposited into the account since July 1, 2017, has been $1.2 billion. In turn, the South Carolina Department of Transportation (SCDOT) has pushed out to contract more than $1.3 billion in work that includes projects in all the state’s 46 counties. SCDOT does not pay its contractors for work upfront, instead preferring to do so as the work is installed. Of the $1.3 billion in construction contract commitments, $560 million has already been paid out with $740 million in work still under way across the state. “We encourage every citizen of the state to visit our gas tax transparency web page and view the accountability reports outlining the use of the new funding, as well as the project lists by county,” said Christy Hall, secretary of the SCDOT. “Those reports clearly demonstrate $927 million in paving projects, $153 million in rural road safety projects, $259 million in interstate widening and $17 million in bridge work all across the state.” None of the new gas tax funding has been allocated to the State Infrastructure Bank or high profile road projects such as the SC Highway 51 road work in Florence, the Mark Clark Extension Project in Charleston, Interstate 73, or the I77/Panthers Interchange in Rock Hill. The funding has strictly been allocated to four main, strategic priorities: projects involving paving, rural road safety, interstate widening, and a few bridge replacements (the rest are federally funded), as outlined in the SCDOT’s 10-Year Plan. I-12 Widening Plan Expected to Be Reality By 2021 A plan to convert a section of Interstate 12 in the Baton Rouge area from shoulder space to a high occupancy vehicle (HOV) lane in each direction should be reality in 2021, Louisiana’s transportation chief said recently. The idea, which first surfaced in 2015, was authorized by the state’s Legislature last year through a bill that gives Shawn Wilson, secretary of Louisiana’s Department of Transportation and Development (DOTD), the authority to make the conversion.

The move is aimed at easing the daily gridlock on the 15mi. stretch between the I-10/I-12 split and Walker, on the east side of the capital city, especially during morning and evening commutes. In June, Wilson asked the Joint Transportation Committee, which includes members from the House and Senate, for permission to put all the work into one contract to speed the process. Wilson said the expansion carries several advantages, especially since the state has a $14 billion backlog of road and bridge projects and an unwillingness by state leaders to raise the state gas tax — the chief source of transportation aid. “It allows us to increase the capacity of I-12,” Wilson said. “It is a low-cost way of doing it. I don’t have to build new pavement.” The total cost of the work is unclear. Wilson said new striping will cost about $2 million and some of that work can be done at night. The HOV lanes will be limited during morning and evening commutes to cars and trucks with two or more people. During other times it would be available for other motorists willing to pay perhaps five or seven cents per mile. In both cases moving some vehicles to an HOV lane will lighten traffic on the free lanes. Similar conversions of shoulder lanes to HOV lanes could eventually take place on other stretches of I-12, Wilson said. Whether the state will rely on license plates, stickers or other methods to collect payments has not been decided, however, all payments will be electronic. The state is asking for permission to make the work a public/private partnership rather than splitting it into three contracts: construction, engineering and operations. Officials plan to ask for authority to use a transportation services contract, which Wilson said offers more flexibility.

Outer Banks Jug Handle Bridge Set to Open in Fall 2021 Construction of the Jug Handle Bridge in Rodanthe, N.C., along the Outer Banks, is 39 percent complete, as of June 4, and the bridge is on track to open to the public in the fall of 2021. The announcement was made to the public in an update from Pablo Hernandez, the North Carolina Department of Transportation (NCDOT) resident engineer of the project. When finished, the $145 million Jug Handle Bridge will stretch from the southern portion of the Pea Island National Wildlife Refuge to northern Rodanthe, and will bypass the infamous S-turns section of N.C. Highway 12, which is highly susceptible to breaches and ocean overwash during storms and hurricanes. The 2.4 mi.-long Jug Handle structure, along with the nearby Captain Richard Etheridge Bridge on Pea Island (completed in Spring 2018), and the Bonner Bridge replacement (finished in Spring 2019), is considered part of Phase II of the Bonner Bridge Replacement Project, and is the last of the three new bridges to be built on Hatteras Island. NCDOT’s Hernandez reported at the June 4 virtual community meeting that 43 out of 108 bents that will support each individual span of the bridge have been installed, with a total of 164 out of 352 pilings complete. Thirty-four of the 107 deck spans also have been cast. Most of the drainage pipes, earthworks and paving for the bridge’s roundabout also took place in April. The next phase of paving for the roundabout will take place this summer. The 39 percent completion rate is a noticeable jump since the last informational meeting in March, when the bridge was 28 percent complete. However, Hernandez noted that progress was moving slower on the northern end of the structure. “Yes, we’re having challenges at the north end of the project, and different techniques are being used to increase the efficiency of the pile driving operations there,” he said. “On the southern end, if you’ve been watching the bridge being built from the water or the shoreline, or following the media, the southern end of the bridge is ‘coming around the curve’. So, we are coming out of the curve and are [starting] on the long straightaway that will eventually connect with the north end of the project.” Hernandez also stated that recent pile driving did not have any impact on the shipwreck in the Pamlico Sound near Rodanthe, which was identified in October 2017 by a team of researchers as a World War II troop transport. “It is still there, and visible in the water, and we are still monitoring it, as we have another phase where we have to remove temporary pilings around [the wreck],” he said. When work is complete next year, traffic will start to be phased onto the finished bridge via the new roundabout. At the same time, crews will remove the stretch of N.C. 12 from the southern boundary of the Pea Island National Wildlife Refuge to the northern end of the project. “We will also start building a new parking lot which will be a replacement for the parking lot that used to be on the oceanside of the New Inlet and is now bypassed by the Captain Richard Etheridge Bridge,” Hernandez explained.

Law Requires Public Coastal Studied for Seashore Impact A new Florida law now requires public coastal construction projects to first be reviewed for impacts on the state’s fragile seashore because of rising sea levels. The measure is being hailed by environmentalists as an important step in addressing the encroaching ocean in a state with more than 1,300 mi. of shoreline and where two-thirds of the 22 million residents live along the coast. The bill was one of 28 signed into law by Gov. Ron DeSantis on July 13. DeSantis has cast himself as a champion of the environment, particularly in his support of Everglades restoration and controlling algae blooms that have mucked up rivers, lakes and coastal waters.
The bipartisan bill Gov. DeSantis signed on coastal construction is limited to public projects that rely on state money. But environmentalists have been pushing the governor to act more aggressively in the arena of climate change by supporting alternative energy and reducing the state’s reliance on carbon fuels that contribute to climate change. Vance Aloupis, a Miami Republican who got his party behind the measure. In the Senate, the effort was led by Sen. Jose Javier Rodriguez, a Miami Democrat who has been wearing rain boots during recent legislative sessions to bring attention to climate change. “In a state where more than two-thirds of the population lives near the coast, requiring planning when state taxpayer dollars are spent on infrastructure in the coastal zone is a necessary and long overdue initial step in addressing the impacts of climate,” he explained. Rodriguez has said the measure is another baby step in a political climate that has made it challenging to take quick action on climate change. Environmentalists have called on the governor and the Republican-led Legislature to move more urgently. A legislative analysis estimated that property values in Florida could sink by more than $300 billion by the end of this century because of rising sea levels.

groups, with support from the International Brotherhood of Teamsters, addressed concerns about the new rule with the FMCSA. A petition filed by the Advocates for Highway and Auto Safety, Citizens for Reliable and Safe Highways, Parents Against Tired Truckers, the Truck Safety Coalition and the Teamsters, requests a stay of the Sept. 29 effective date of the final rule until the FMCSA administrator can further review the petition. The final rule doesn’t include a proposed provision that would have allowed covered commercial motor vehicle operators one rest break of up to three consecutive hours during every 14-hour on-duty period. That concerns the coalition. “The final rule is not in the public interest and does not meet the agency’s statutory mission in carrying out its duties to assign and maintain safety as the highest priority,” the coalition stated. “The agency had failed to address the significant risk to public safety posed by fatigued drivers of CMVs at a time when large truck crashes continue to increase.” The Specialized Carriers & Rigging Association (SC&RA) renewed a five-year exemption, through 2023, from compliance with the 30-minutes rest break requirement in the rule. It applies to qualifying oversize/overweight (OS/OW) motor carriers and drivers operating mobile cranes with

a rated lifting capacity of greater than 30 tons. “Both specialized transportation and crane and rigging companies regularly find themselves addressing hours-of-service challenges that can affect public safety as well as impact operational efficiency,” maintained SC&RA. “On average, crane operators spend only
one to two hours of on-duty time each trip driving a crane to and from a job site; however, operators have multiple periods of unscheduled breaks when they are basically ‘at rest’ or ‘on break,’” for example, waiting for the scheduled time of the lift. The problem for specialized transport drivers, cited SC&RA, is that despite effective planning, delays occur that can affect the

job when a driver must take a required 30minute rest break. “This burden may put the motoring public at risk by causing oversized loads to be forced to park on road shoulders and exit ramps,” the association maintained. “Drivers are also required by law to park their oversize/overweight load for hours, and even days, at state lines/borders while they wait for the next jurisdiction’s OS/OW permit days/hours of operation to allow compliant passage. This regulation can be cumbersome to completing specialized moves and lifts,” noted SC&RA. The American Trucking Association applauded President Trump’s attention to the industry. “Today’s rule is the result of a two-year, data-driven process and it will result in needed flexibility for America’s professional truck drivers while maintaining the safety of our roads,” said ATA President and CEO Chris Spear. “This regulation, which, while maintaining the core limitations on drivers’ work and rest cycles, makes smart changes to portions of the rules.” The Owner-Operator Independent Drivers Association (OOIDA) has lobbied over the years against the existing HOS rules, which it believes are not sensible for today’s trucking industry. It said the Notice of Proposed Rulemaking “represents a welcomed shift toward developing regulations that better reflect the realities of trucking and improve safety for all highway users.” OOIDA supports the agency’s approach, which it believes will provide drivers “more opportunities to rest when they are tired, to stay off the road during adverse driving conditions, and to maintain greater control over their own schedules.” And, the Truckload Carriers Association applauded the FMCSA for receiving input from stakeholders to craft flexible regulations while improving safety and for expediting the changes. “We especially thank the agency for moving forward with additional sleeper berth flexibility. While TCA and our members advocate for full flexibility in the sleeper berth for our drivers, FMCSA’s new regulations demonstrate that we are one step closer to achieving that goal.” Analyzing Revisions In an article on HOS, Benjamin Ross, attorney with Atlanta, Ga., law firm Fisher Phillips, wrote that the rule is a further attempt to aggressively promote efficiency while maintaining high safety standards. JCB Secures New Military Equipment Fleet Contract JCB has been awarded a contract to supply the U.S. military with a fleet of specialized high speed excavators over the next eight years in a deal worth up to $269 million. The deal centers on the supply of High Mobility Engineer Excavators (HMEEs) for the U.S. Army and U.S. Marine Corps. Prototypes of the machine — capable of speeds up to 55 mph (88 kmh) — were first developed in 2002 specifically for the U.S. Army to meet its demand for a high-speed backhoe loader capable of undertaking military engineering tasks. In 2005, JCB won the first multi-year production contract valued at approximately $209 million, with an additional service contract worth approximately $20 million. Subsequent contract extensions and international sales have boosted production to 1,200 machines for the U.S. and allied nations. It was confirmed on July 6 that a new contract has been signed for the supply of up to 400 HMEEs, which will all be manufactured at JCB’s North American headquarters in Savannah, Ga. In addition to the base unarmoured variant, JCB will be providing armoured variants as well as attachments and service support.

Across the country, road builders confront tight deadlines for completing their projects. Often construction teams face the end of the paving season knowing that challenging weather lies ahead. This scenario was especially true for projects in two contrasting environments, one completed at the “North Pole� and the second in the California desert. Both called for precision planning and execution to complete roads that would keep the driving public safe in harsh climates. The two projects were both completed in 2019 and earned Quality in Construction awards from the National Asphalt Pavement Association. Paving contractors in Fairbanks, Alaska (just a 10-minute drive from North Pole, Alaska) encounter conditions faced nowhere else in the lower 48. The temperature contrast comes as no surprise. Local residents experience some summer days that can reach 90 F. and winters with minus 50 F.
The roads will be icy in the winter and the prospect of a bigrig driver applying the brakes and sliding through an intersection is frightening to consider. Engineers at the Alaska DOT and the construction teams also face the problems of managing the permafrost that reaches 100 ft. deep in some areas. The ground keeps the permafrost insulated during the summer months. When the natural layer is replaced with a black surface that absorbs the heat, the permafrost will melt below it. This creates large dips in the roadway. Repairing road damage caused by permafrost is an annual process. Colaska, the firm that built the Danby-Wemebly roundabout in the Fairbanks area, has used a number of strategies in the past to keep the permafrost hard underneath the road and provide a solid foundation. On one project, Colaska ran thermosyphons underground with refrigerant to keep the underlying permafrost frozen. As part of a highway safety improvement program, engineers at the Alaska Department of Transportation decided to see CHALLENGES page 34

Paving Contractors Beat Weather to Get Projects Done

change the Danby-Wemebly intersection into a roundabout. “The area had at least four trucking firms, three auto dealerships, two schools, a gas station and other businesses,” said Charlie Bohart, project engineer of Alaska DOT. “Regularly, a truck pulling two trailers would fill up with the gas and have to cross traffic to get to the proper lane. This was dangerous with the heavy traffic flow.” Local citizens were opposed when the changes were announced. But opposition quieted after the construction was completed. “The new design allows a big rig and school bus to be side by side without being hazardous,” said Bohart. “The traffic flows smoother. And there’s less buildup of ice in the winter, which can happen when vehicles are stopped at traffic lights.” Because of fluctuation in temperature and a high volume of heavy trucks, the state DOT specified a modified asphalt for the project. Modifiers in the asphalt mix cause the road to better shrink and expand with the extreme temperature gradients. Martin Gray was the project engineer for Colaska on the job. “The highly modified asphalt meant the mix was stickier than our average mix for the workers, making it hard to keep it from sticking to the shovels, rakes and rollers,” he said. “However, the additional flexibility in the pavement helps to prevent thermal cracking in the new road, which is often a problem in this area.” The Colaska team began the project in May 2019, finishing up in September before winter. Gray noted one of the many challenges of the job — “As the temperature started dropping, we put the rollers on the fresh pavement quickly right after the paver. This enabled our workers to reach our required compaction before the asphalt cools too much and begins to harden.” This is a common problem with Alaska’s short paving season. The work team used coarse aggregate in the asphalt mix to build a road that would stand up to the heavy trucks used

in the area. The road was constructed using a type 2, class A mix design that is more commonly used on airport runways throughout the state. “We widened the intersection’s footprint and placed a harder asphalt that will hold up to the heavy truck traffic,” said Gray. “We used roughly 15 percent recycled asphalt for the project.” Safety was an important concern from the beginning to the end of the project. “We had to move quickly on the job. Alaskans have a ‘get it done’ attitude because they know that winter is coming,” said Gray. “Still we strictly followed safety guidelines.” The project earned Colaska bonuses for smoothness and joint density. Desert Paving Workers on road projects in the Coachella Valley in Indio, Calif., dealt with the opposite weather extreme from Fairbanks. Emir Kocaballi, project manager of Granite Construction’s Desert Cities Region, recalled seeing temperatures as high as 125 F. “We often see heat of more than 115 degrees.” Although Granite workers are used to hot weather, the contractor took special precautions to protect its people during the Madison Street project. • Safety meetings were held each day, • Water and electrolyte-infused drinks were provided for the crew, • Cooling neck gaiters were used to keep body temperatures down, and • Cooling tents and trailers were available for breaks. The original Madison Street was one lane in each direction with a “suicide lane” in the middle. The new road had three lanes in each direction with a turn lane in the middle. The new avenue was 1 mi. long and 75 ft. wide. The reconstruction required 16,221 tons of asphalt. The cost for the project was $8.5 million. Surprisingly in this hot, desert climate, box culverts were
needed because flash flooding is not unusual. “Our workers crowned the road so water could run off in both directions,” Kocaballi said. “Our team inserted perforated pipes underground to collect water, then allow it to seep slowly through the stone bed under the road and percolate toward the water table.” The reconstruction of Madison Street in Indio was important because the area is swarmed each year by thousands of people attending the Coachella Valley Music and Arts Festival held at Empire Polo Club in Indio. The event has been held for the past 20 years. Approximately 100,000 fans crowd the desert venue each day for the six-day annual event over two weekends in April. Road designers believe the new construction will ease traffic congestion for the music fest. Because of the storm of concertgoers, Granite faced a challenging schedule. “We had to finish the road by the end of March with no excuses,” said Kocaballi. “We were able to produce the asphalt mix at our Indio plant with a 30-minute trip from plant to the job site. That kept our work flowing smoothly.” Despite the extreme heat in the desert climate, a standard Caltrans asphalt mix was all that was required. The paving team delivered a 5-in. base course of asphalt with a 1.5-inch surface course. The HMA oil used was performance grade (PG) 70-10 and the mix included 15 percent reclaimed asphalt pavements (RAP). Granite often uses RAP, which allows for the team to conserve raw materials and energy. This practice also cuts emissions from operations, which is part of Granite’s sustainability mission. The road construction project required coordination with the city of Indio, the owner of the festival (Golden Voice), as well as utilities and event coordinators. Additional project partners included Albert A. Webb Associates, construction management. “I felt honored that our team was given this project,” said Kocaballi.” We take a lot of pride in our work and believe that what we did had made traveling to this large event much easier and a lot safer.” CEG

Hamm’s Next Generation of Pneumatic Tire Rollers Puts Emphasis on Safety

With the HP series, Hamm is presenting a totally new generation of pneumatic tire rollers. The series is full of technical innovations and advances — especially in relation to the operator’s platform, the water and additive sprinkling system as well as the ballasting, according to the manufacturer. In the 1960s, Hamm, a pioneer in the compaction sector, launched the GRW. The machine concept of the pneumatic tire roller was revolutionary at that time, and Hamm has continued to develop these machines up to the present day. Now, a good 50 years later, the compaction specialists from Bavaria are again launching a new generation of this roller type: the HP series. It will replace the existing GRW series worldwide by the end of 2020. One Platform for All Markets For the HP series, Hamm has developed a common platform for all model variants in every market throughout the world. Hamm also will continue producing the pneumatic tire rollers in different basic versions. First, there are the type HP 180 and HP 180i models with operating weights of 8 t to a maximum of 18 t. Second, there are the HP 280 and HP 280i models with operating weights between 10 t and a maximum of 28 t. Here, Hamm is providing the individual markets with the particular models to suit the locally relevant weight classes and equipment variants. The models HP 280i (Tier IV final), HP 280 (Tier III) and HP 180 (Tier III) are already available. The HP 180i at ConExpo-Con/AGG 2020 was been tailored in every detail to the North American market and is available effective February 2020. Operator’s Platform With First-Class Field of Vision As is customary with Hamm, the new HP series pneumatic tire rollers also offer a modern, spacious operator’s platform or panoramic cabin with maximum visibility over the machine and the construction site. In this respect all models comply with the new ISO 5006-2017 operator’s field of view standard which is markedly stricter than the previous provisions. In terms of machine design, Hamm is sticking with the proven asymmetrical frame concept in the HP series. This is not only a hallmark, it is also a quality advantage because it follows the track offset between the front and rear wheel sets
and always allows a clear view of the outer flanks of the front and rear wheels. Clear Operating Concept Clarity and an unimpeded overview also prevail on the operator’s platform. For example, on all models the operation is designed to be totally language-neutral and is very easy to learn. The minimal number of switches on the operator’s platform is intelligently arranged. User guidance is assisted by the unambiguous color-coded grouping. Drive control is via a joystick ergonomically positioned on the armrest. Numerous other details in the driver’s cab ensure abundant comfort and a healthy working posture for the driver. Flexible Ballasting as Standard Another feature that users have come to expect from Hamm is the flexibility in terms of ballasting: the operating weight is quickly adjustable to suit the asphalt type, layer thickness and application. Here, the HP series offers considerable latitude with its variable ballasting concept. For example, prefabricated ballast bodies made of steel or normal or heavyweight concrete can be inserted into or removed from the large ballast compartments between the wheel sets using a fork-lift truck, for example. This can be carried out in the user’s workshop or on the construction site. Hamm offers various ballast body kits for this purpose allowing different weights to be achieved. Because the ballast spaces are located in the center of the machine, the weight is always evenly distributed over both axles – perfect conditions for optimum compaction quality. Additional ballasting of up to 17 t is possible, depending on the basic weight. Highest Possible Operational Safety Included In addition, the HP series also scores in terms of safety. Drivers can always reach the brake pedal quickly and reliably because it is an integral part of the seat-operating unit on all HP series models. Generous Tank Volumes for High Productivity The new HP series pneumatic tire rollers are visually identifiable by the large, newly designed water tank. Like the diesel tank, it is generously dimensioned so that the machines have sufficient capacity for a full working day without stopping to refill. For this reason alone, the rollers are already extremely productive.

Supplementary Water Tank: Ballasting and Water Reserve Hamm also offers a supplementary water tank with a volume of 1,500 l for all HP series models. It may be used as a water reservoir for the sprinkling system, but also serves as an easily quantifiable, flexible supplementary weight. Operation of the supplementary tank is remarkably easy because it is connected to the basic water tank by means of interconnecting pipes. To facilitate fast refilling, the developers have provided a C-pipe connection to complement conventional filling. It enables the entire tank to be filled in around three minutes. A pump also is fitted to allow complete discharge. Innovative Additive Sprinkling System Hamm also has optimized the additive sprinkler system for the new HP series due to the profusion of special asphalts that tend to be difficult to process. High-quality compaction of these construction materials calls for sprinkling of the pneumatic tires with an additive. Previously, the additive concentrate was mixed with water and then filled into a separate tank on the roller. On the new machines, the additive concentrate is simply filled without premixing. The dosage from the large additive tank with level monitoring can be controlled from the operator’s platform in various addition levels. The roller doses and mixes the additive during the compaction in accordance with the specification. This also brings about an increase in quality, because Hamm avoids separation of the additive-water mixture by virtue of the design. And last but not least, swapping from water to additive can easily be done at any time directly from the operator’s platform. Perfect Maintenance — With Safety Assured When it comes to maintenance, the developers also have attached importance to efficiency and safety. For example, all daily maintenance items are situated on the right-hand side of the engine. Engine access also has been intelligently and safely designed on the HP series: the steps are integrated in the outer contour and are opened outwards in one easy operation. Case Unveils ‘Project Zeus’ 580 EV Fully Electric Backhoe Case Construction Equipment’s “Project Zeus” — the 580 EV (Electric Vehicle) — is a fully electric backhoe loader. The power and performance of the 580 EV is equivalent to other diesel-powered backhoes in the Case product line and provides considerably lower daily operating costs while also producing zero emissions, according to the manufacturer. City governments and municipalities will benefit from the elimination of emissions for working in urban environments and close to other buildings/people, as well as the reduced noise generated by the equipment. Two units have already been sold to utilities in the United States — NYSEG and RG&E, AVANGRID companies and National Grid. Case has the capability to produce additional units throughout 2020 before ramping up production to meet greater demand in following years. “Case built the very first factory-integrated backhoe loader in 1957 and has been at the forefront of backhoe innovation,” said Leandro Lecheta, head of construction equipment — North America, CNH Industrial. “The 580 EV is a significant step forward in our commitment to sustainability, the evolution of earthmoving equipment and truly practical innovation that drives real savings and competitive advantages for backhoe owners.”
“The backhoe loader is perfectly suited for electrification as the varied use cycles, from heavy to light work, provide an excellent opportunity to convert wasted diesel engine hours into zero consumption battery time — yet provide the operator with instantaneous torque response when needed,” said Eric Zieser, director — global compact equipment product line, Case. “At low idle a diesel engine has reduced torque and requires time for the engine to ramp up to meet the load demands. Electric motors, on the other hand, have instantaneous torque and peak torque available at every operating speed.” The 580 EV is the second major alternative-powered machine introduced by Case — the manufacturer rolled out the FPT Industrial methane-powered concept wheel loader ProjectTETRA at bauma 2019. Electrification was performed in conjunction with Green Machine Equipment Inc. and Moog Inc., and with direct input from utilities and other businesses focused on converting significant portions of their fleets to fully electric backhoes. Case also partnered with Michelin to outfit the first-of-its-kind machine with specialized MICHELIN CrossGrip tires for even greater efficiency and handling. Electrification Ideal for Utilities, Urban Environments The 580 EV is powered by a 480-volt, 90-

The battery separately powers the drivetrain and hydraulic motors, resulting in hydraulic breakout forces equal to dieselpowered machines and improved performance during simultaneous loader and drivetrain operation, according to the manufacturer. Utilities, utility contractors, as well as government and public works operations, are well suited for the 580 EV as they generally have initiatives aimed at lowering emissions, reducing noise in public workspaces and finding new ways to work within budgets. Contractors who bid work in states where even greater regulations are in place — such as New York, California and Florida — also may benefit from deploying electric backhoes in their fleet. Many contractors in these sectors either road or trailer these machines back to a central shop or yard at the end of the day, making it easy to plug into existing electrical infrastructure, or to develop charging stations in a controlled yard. Utilities who operate their own backhoe fleets can power each machine off of the electricity they generate, essentially operating the machine at cost.
Sustainable for Budgets, Environment The 580 EV operates with zero emissions — lowering the total carbon footprint for its owners. These are important environmental considerations, but the new backhoe also helps improve fiscal sustainability. • While every application will be different based on its workload, it is estimated that the 580 EV could save fleets as much as 90 percent in annual vehicle service and maintenance costs when taking into account the reduction/elimination of diesel, engine oil, diesel exhaust fluid, regular preventive maintenance and long-term engine upkeep/maintenance (and the associated labor rates and time savings). • Some utilities and contractors are incentivized to deploy electric equipment and vehicles in their fleets, providing even greater financial benefit and further lowering the total cost of ownership. • Operating electric construction equipment may make contractors eligible for work they may have otherwise been unable to bid on, expanding their business opportunities and allowing them to win more work each year. • While the 580 EV will be sold at a higher initial price than diesel-powered backhoe loaders, it is estimated that average fleets will see a payback on that premium in see CASE page 54

Cat 440, 450 Backhoe Loaders Deliver Performance, Comfort The Cat 440 and 450 center pivot models provide increased lifting performance, high breakout forces and improved operating comfort and ergonomics. The addition to the Cat backhoe loader model line-up, the 440 boasts a 25 percent backhoe lifting improvement over the 430F2 and redesigned single tilt loader arms providing parallel lift and versatility in a multitude of applications. The 450 offers 15 percent higher backhoe lifting capacity than the 450F and introduces an all new cab for increased operator comfort. Lift and tilt breakout forces also have significantly increased on both the 440 and 450 to improve machine productivity. A more balanced weight design and longer backhoe stabilizer legs improve operating stability. The stabilizer systems can be equipped with available guards to prevent damage to the cylinder rod, and optional leg plate guards prevent material build-up on the underside of the stabilizer leg. The powertrains for both models are anchored by the Cat C4.4 ACERT engine that meets stringent Tier IV Final emissions standards using a servicefree SCR solution for improved operating efficiency. The 440 and 450 optimizes engine speed and pump displacement for performance. The standard Autoshift transmission features a sixth gear for improved roading performance, and optional Lock Up Torque converter for improved torque and efficiency on grades. Spring-applied hydraulically released (SAHR) brakes provide simplified operation of the parking brake. Improved Operating Efficiency A completely reengineered hydraulic infrastructure for the operator station features seat-mounted controls to deliver a more comfortable operating position, reducing operator fatigue over extended
shifts. Electronic sensors imbedded in the design automatically detect the seat position. The controls stay with the operator regardless of forward or reverse operation and eliminate the pilot control pods for backhoe operation, significantly increasing legroom at the rear of the cab. Control design allows the operator to sit at 45-degrees to the rear of the cab for increased operating comfort when truck loading and ditch clearing. The backhoe loaders’ redesigned digital display center with soft keys affords fast and efficient setting of critical machine functions plus offers clearer visibility of the fuel and water temperature gauges and tachometer. Full text diagnostic descriptions and instruction pop-ups aid in efficient
machine operation and trouble-shooting. Up to 25 different user codes can be stored in the models for operating security and quick pattern changes.
Improved Load Control Both the 440 and 450 backhoe loaders are built with common single-tilt loader arms. Electrical sensors positioned at the tilt and lift arm enable parallel arm movement for increased material retention when lifting the loader bucket and safe handling of palletized loads. In-cab easy-to-set programmable kickout allows the operator to quickly establish upper and lower arm positioning for repetitive work like loading trucks. Additionally, return-to-dig limits can be set for efficient loader material excavation. The 440 and 450 models can be ordered from the factory or easily field-retrofitted with the optional loader quick coupler that delivers quick work tool changes and increased machine versatility using the Cat Integrated Tool Carrier (IT) system. Twist-to-connect quick disconnects for both the loader and backhoe arm attachments deliver fast connectivity under pressure. These backhoe loaders feature adjustable auxiliary hydraulic flow to the work tool to efficiently operate powered attachments. The 440 and 450 backhoe loaders come standard with Product Link systems that transmit critical machine operating data via VisionLink back to the office. Each 580 EV comes standard with Case SiteWatch telematics for additional monitoring and management of machine performance and utilization. Improved Operating Environment While the new 580 EV is electrified, it retains many of the hallmark features that contractors expect from Case backhoe loaders. It retains the precision and efficiency of diesel-powered Case backhoes with features such as ProControl, which allows for extremely precise boom movement and placement, as well as Comfort Steer, which improves steering while working in tight quarters or in truck loading operations. The machine’s cab is spacious with large windows that provide excellent sightlines to all sides of the machine. It also features the new and enhanced joystick controls found in the most recent generation of Case N Series backhoes, as well as in-cab amenities such as premium seat options and Bluetooth radio. All of this is achieved with a machine that

That’s the ultimate goal of our sustainability efforts — improve the world around us, make equipment more sustainable, and to do so while finding new ways to improve productivity and the experience of the people who use the equipment.” Adding Power, Ease to Ride Case has partnered with Michelin on tires for two of its alternative-powered equipment solutions — the methane-powered ProjectTETRA wheel loader, and now the 580 EV backhoe loader. “The MICHELIN CrossGrip tires are great for general use with construction equipment,
and offer great handling and reduced rolling resistance,” said Zieser. “Whether under full load or roading to a job site, these tires will provide the optimal match of power and efficiency for an electric vehicle.” The new MICHELIN CrossGrip is a multi-purpose radial tire designed for use on the road, grass and snow. Using a special rubber compound, this four-season tire is designed for high-load-capacity use on loaders, backhoes, telehandlers and tractors. The tire has a non-directional tread for handling in both forward and reverse gears. With 196 tread blocks per wheel rotation, the tire achieves driver comfort by reducing vibration. Asymmetrical lateral blocks help to provide traction in winter conditions when short starting and stopping distances are imperative for safety. Virginia Waits for Kentucky to Finish Connector Road impracticality of hauling precast segments to the site through the surrounding mountains, VDOT said. An on-site concrete batch plant was used for the project, supplying 16,000 cu. yds. of concrete. Construction methods utilized large equipment to move earth and rock. VDOT said that Route 460 Phase II utilized up to three spreads of equipment at a time, which included Caterpillar 777 and 785 haulers; Cat 992 and 993 loaders; and Cat D10 and D12 dozers. The design-build team for the bridge consisted of a talented team that included prime contractor Bizzack Construction, a Lexington-based contractor known for heavy highway design-build, project management and excavation. Bridge subcontractor CJ Mahan Construction Co. LLC is a heavy-civil and marine contractor from Columbus, Ohio, that takes on some of the most challenging and complex infrastructure projects east of the Mississippi. Prime designer Stantec, an international design and consulting company with headquarters in Edmonton, Alberta, and bridge design sub-consultant Jansen Spaans Engineering Inc., a transportation engineering firm from Indianapolis, Ind., contributed to bridge design, while RS&H, an architectural, engineering, planning, environmental and infrastructure consulting firm from Jacksonville, Fla., served as VDOT’s independent assurance consultant.

interstate park features hiking trails, overlooks, a lodge, pool and campgrounds. Plans are in place to build another interstate bridge, this one within the confines of the park. Funding is in place to build a 725-ft. span bridge in the park, which will be the longest swinging pedestrian bridge in North America. A $433,000 grant from the Virginia Coalfield Economic Development Authority will pay for the bridge and other improvements to the park. Construction is set to begin in the fall with a planned opening sometime next year. Waiting to Cross Meanwhile, construction of the four-lane vehicular bridges over Grassy Creek was part of Phase I of the Route 460 Connector project. When complete, the highway will extend from the Kentucky state line to connect with the existing U.S. 460 near Grundy. It also will intersect the Coalfields Expressway/U.S. 121, which also is under construction. The purpose of the Route 460 Connector project is to create a modern, safe, reliable and efficient highway through the coalfields’ region of southwest Virginia in central Appalachia, in the hope of generating economic development and encourage tourism. VDOT promises that the majority of new Route 460 in Virginia will be a two-lane, limited access highway, that will have truck climbing lanes were needed. The Kentucky portion will be a four-lane highway. Despite being named the No. 1 bridge project of 2013 by Roads and Bridges magazine, the route remains closed because the highway leading up to them — future U.S. Route 460 — hasn’t been completed. Construction of the Route 460 Connector Phase I began Aug. 7, 2009, and was completed June 2015. VDOT said the span across Grassy Creek will open to traffic when Kentucky completes construction on adjacent Route 460 between the bridges and Elk Horn City is completed in 2020. The American Segmental Bridge Institute bestowed its “Award of Excellence” in 2017, noting that “given the challenges, it’s amazing such a beautiful, tall, slender structure is the result.” The full length of the Phase I Route 460 Connector project is just under 1 mi. The superstructure of the bridge is a 43ft.-wide cast-in-place, variable-depth, segmental box, VDOT reported. The depth of the segments varies from 30 ft. at the piers to 12 ft. at the mid-span closures. The superstructure was constructed using a cast-in-place, segmental, balanced-cantilever method because of the

Bridge/Greenway Project Begins in Blue Ridge Mountains In a collaborative community effort, the North Carolina Department of Transportation (NCDOT) and Blue Ridge Conservancy (BRC) will create public access to the future Middle Fork Greenway as part of the bridge replacement project on Aho Road in the Blue Ridge Mountains. The Middle Fork Greenway is a developing pedestrian and cyclist friendly trail that will connect the scenic mountain towns of Blowing Rock and Boone. It will ultimately create expanded recreational opportunities while promoting physical activity and improving the health of residents and visitors. In addition, planners said the trail also will support the
local economy by connecting users with the many nearby attractions and local businesses. When complete, the 6.5-mi. Greenway will connect the sidewalks of downtown Blowing Rock to the Boone Greenway, linking the Blue Ridge Parkway, the Mountainsto-Sea Trail, various retail centers, tourist attractions, three pocket parks and other natural areas, as well as the Appalachian Regional Healthcare Medical Center. “These are complex projects, and it took careful planning to ensure the Middle Fork Greenway could safely travel under the Aho Bridge,” said Cullie Tarleton, a NCDOT Division 11 board member.
“NCDOT has been instrumental in Middle Fork Greenway’s development,” said Charlie Brady, the BRCs executive director. “We are working closely with our division engineers on every section throughout the Greenway corridor.” As the Aho Bridge is replaced to satisfy vehicular traffic, accommodations to incorporate the Middle Fork Greenway under the bridge and a sidewalk connection to safely cross the top of the bridge are a milestone for this section of trail. The Greenway will connect to FaithBridge United Methodist Church and its 10-acre wetland, protected by a conservation easement with BRC. The church also will grant public access to additional trails to the wetland as the Greenway develops in this section. “Additional funding was needed to supplement the increased costs for the bridge,” explained Joe Furman,

Deanna Ballard secured funding to support the NCDOT in constructing the bridge taller and wider than was originally planned in order to accommodate the Greenway. The Conservancy is a local, nonprofit land trust dedicated to conserving natural resources in northwest North Carolina. Since its inception, it has conserved more than 21,000 acres in seven counties across the area. Besides spearheading the Middle Fork Greenway, the BRC’s efforts have resulted in the protection of scenic vistas, working farmland, rare and threatened ecological habitats and clean water resources. It also has assisted the Blue Ridge Parkway, Grandfather Mountain State Park and Elk Knob State Park in expanding their borders.

hour work shift to take place as part of the exception. The exceptions to the HOS rules are the most scrutinized section of the regulations, writes Ross, because they allow drivers to avoid creating a Records of Duty Status (RODS) using an Electronic Logging Device (ELD). “The short-haul exception for property drivers is likely the most used exception to the HOS rule. Allowing Commercial Driver’s License drivers that report daily to the same location to drive a Commercial Motor Vehicle without completing RODS or using ELDs, it affects every industry that uses CDL drivers.” The short-haul exception previously specified that drivers could operate only within a 100 air-mile radius and work 12-hour shifts. With one air mile equaling approximately 1.15 land miles, the benefits of the distance and time extensions in the revised rule is significant, believes Ross. “It will allow businesses to expand operations without creating RODS or rotating drivers to keep them eligible for the exception within a rolling 30-day period. The new rule will be much like the short-haul exception applied to vehicles that do not require a CDL. Addressing a shortage of CDL drivers, this rule may also help businesses outside the
trucking industry to pursue additional work because they will need fewer CDL drivers,” he wrote. The rule expands the driving window during adverse driving conditions by up to an additional two hours. Though it still allows only 12 hours of driving, the rule increases the driving window from 14 to 16 hours for property carriers and 17 hours for passenger carriers under adverse driving conditions. The definition of “adverse conditions” remains the same, noted Ross, but the new rule specifies drivers may determine when such conditions exist. “Finding that expanding the driving window will encourage slower driving and provide drivers more time to both complete their run or reach a safe location, the FMCSA believes that the rule change will make the roads safer,” he wrote. The HOS rule requires a 30-minute break after eight hours of driving time instead of on-duty time, and allows an on-duty/not driving period to qualify as the required break. The current rule reads that drivers are off-duty during their break and must take a break after being on-duty for eight hours, regardless of their time spent driving. A driver not actively driving for at least 30 minutes counts as the required break. “The agency believes that this rule will
not decrease the breaks that drivers take, instead supplying flexibility for when they take a continuous 30-minute break. Now drivers can count paperwork, fueling and loading and unloading as breaks,” noted Ross. The revision modifies the sleeper berth exception to allow a driver to meet the 10hour minimum off-duty requirement by spending at least seven, rather than at least eight hours of that period in the berth. It also specifies a minimum off-duty period of at least two hours spent inside or outside of the berth, provided the two periods total at least 10 hours, and that neither qualifying period counts against the 14-hour driving window. Currently, the sleeper berth rule requires an eight-hour period in the berth and a twohour off-duty period that counts against the driving window. “Considering that most drivers sleep between six and eight hours, the FMCSA reasons that requiring them to spend a full eight hours in the sleeper berth simply limits their ability to take more rest breaks,” wrote Ross. “The new rule requires that drivers are off duty for 10 hours broken into two periods: one of at least seven hours in the sleeper berth, and one of at least two hours off-duty. Together, neither counts against the driving
window,” he continued. Like the other changes, this revision to the sleeper berth rule gives drivers more flexibility, allowing them to take more breaks to nap and rest, noted Ross. “The FMCSA believes that this change will increase efficiency while maintaining safety, because studies show that most drivers sleep between six to eight hours and naps and breaks allow drivers to avoid physiological sleepiness or performance deficits.” Saving Lives, Money FMCSA’s rule “modernizing” hours of service regulations is estimated to provide nearly $274 million in annualized cost savings for the U.S. economy and American consumers, said Chao in announcing the final rules. “The trucking industry is a key component of the national economy, employing more than seven million people and moving 70 percent of the nation’s domestic freight,” she continued. “FMCSA’s final rule is crafted to improve safety on the nation’s roadways. The rule changes do not increase driving time and will continue to prevent commercial motor vehicle operators from driving for more than eight consecutive hours without at least a 30minute break.” CEG

A contract for paving of the Route 460/121 intersection and Route 460/121 Hawk’s Nest section is being negotiated, with paving anticipated to begin in 2021. Until then, an award-winning, completed bridge is flanked by graded roadbed marked with cones in an attempt to prevent traffic from illegally crossing the 2,000-ft. span over Grassy Creek into Kentucky. ISG in Business Across Mid-Atlantic ISG has developed from a small company serving Virginia to now employing more than 50 people with a team of salespeople working with private contractors and municipalities from Maryland to South Carolina to eastern Tennessee. To achieve that growth, ISG has placed an emphasis on service aspect of the business: product support and a large, efficient shop area. “We became focused on repeat business, particularly in the municipal sector several years ago, and to maintain that and keep customers well satisfied, we realized we needed to provide superior product support and service,” Rocchiccioli said. “We now need to cultivate a customer base here in the Carolinas among the underground utilities contractors and the above-ground infrastructure repair companies that will want to come back to purchase and rent from us again and to do so, we need to repeat that high level of support.” Currently, ISG has six road service trucks in operation in Virginia and North Carolina,
a number that he said supports the business well at the present. “Obviously, as we continue to grow, we know that we will need to add additional service technicians, not only in house, but also in the road service capacity. “In the Carolinas, we have done very well over the last couple years promoting our rental business and I think there is a lot of additional opportunity to supply late-model equipment to site development contractors, asphalt and milling companies and vacuum excavators to a wide variety of contractors in various utility businesses.” The company, at its core, has remained the same since it opened more than 35 years ago when it comes to customer service and values. However, as the industry changes and grows, ISG adapts its business to those changes, Rocchiccioli said.
