The Biden administration has a plan to create a highly skilled diverse workforce to complete infrastructure projects over the next decade. It involves diverting federal funds toward contractors and grant applicants who partner with labor organizations. Industry groups and labor unions can’t see eye to eye on how that will happen.

Biden’s idea is to encourage job training programs in certain sectors in order to benefit communities and groups lagging in maledominated trade industries.

Charlotte’s Hoopaugh Grading Preparing N.C. Site for New Macy’s Fulfillment Center

“We have one K-Tec pan on site that we recently began using that can hold up to about 37 yards of material,” said Stuart Hughes, the grading contractor’s project manager at the Macy’s site.

Over its almost 70 years serving the two Carolinas, Charlotte, N.C.’s Hoopaugh Grading Co. (HGC) has developed an outstanding reputation among contractors and developers for its high level of expertise in performing pre-construction work on projects of all sizes.

HGC was founded in 1953 and has grown to become a trusted and reliable specialist in site development across North and South Carolina. Its attention to detail, coupled with unparalleled customer service, also has kept its loyal client base repeatedly coming back.

Word-of-mouth praise from happy clients also has brought more work its way, to the point that HGC is the company of choice in the region for site development.

That may have been what led the Silverman Group, a New Jersey commercial developer, to contract with HGC to ready 154 acres of a 200-acre site in the Rowan County, N.C., town of China Grove for the eventual construction of a 1.45 million sq. ft. Macy’s fulfillment center.

The national retail chain, based in New York City, is expected to invest $584 million in the facility, located 35 mi. north of Charlotte off Interstate 85 at its intersection with N.C. Highway 152.

Macy’s officials have said that when the facility is fully operational in 2024, 30 percent of the iconic retailer’s online commerce will be shipped to and from China Grove. As many as 2,800 full-time employees are likely to be hired at the center, and Macy’s expects to hire more seasonal workers around the holidays.

HGC to Finish Quickly, Efficiently A ceremonial groundbreaking was held for the construction of the modern warehouse complex in late April, although HGC began clearing and grubbing the site in early January.

Stuart Hughes, the grading contractor’s project manager at the Macy’s site, said that HGC’s work escalated from that point to now, despite having to work through a lot of wet dirt and a tight schedule.

In describing the task his company has taken on, Hughes said his crew had approximately 1.7 million sq. ft. of dirt that it moved to have its part of the project done by the end of May. Once that was done, the warehouse’s general contractor could begin its work to stay on its own timetable.

“Overall, for us it will be a $27 million to $28 million project,” he said. “We are responsible for all the clearing and grubbing, site demolition, erosion control, mass grading, fine grading, all the storm, sewer and water installation, retaining walls, concrete curbing and asphalt paving.”

Equipment Big, Small Working at MacyÊs Site To execute the site prep lots of heavy equipment is need-

ed, in addition to specialty tools to make the job easier. That includes excavators, dozers, off-road trucks, motor graders, pans and loaders. Lighter equipment on site at China Grove include GPS systems and drones, Hughes said.

“We are primarily handling the amount of dirt at the site with a combination of excavators and 14 off-road trucks right now,” he said. “Five Cat 349 hydraulic excavators are moving most of the dirt; our off-roads are a mix of Volvo 45ton and Cat 45-ton trucks.”

He explained that HGC prefers to use 45-ton trucks over larger sizes because the company finds them easier to move around in the greater Charlotte area.

Likewise, Hughes said that HGC sees the Cat 349 excavator as hitting a “kind of the sweet spot for us in terms of size.”

“The bigger machines have larger buckets, but they are nowhere near as quick,” he added. “We feel like we get the best cycle times with the 349s. The bucket sizes on them, too, are what we prefer at 4.3 cu. yds.”

HGC’s dozers on the project include Cat D6Ts, three of which are used for mass placements and fills and equipped with GPS systems made by Trimble. There also is a Cat D6 XE with a Trimble GPS, plus three Cat 815 soil compactors and a Cat sheepsfoot vibratory roller.

“We have one K-Tec pan on site that we recently began using that can hold up to about 37 yards of material,” he said.

“It is a 45-ton Volvo truck that pulls the pan and loads itself, which eliminates the need for four machines — two 45-ton trucks, a dozer and a compactor. Compared to a truck hauling 21 yards per load, it is hauling 16 yards more, and the cycle time is about half as much. In all, it moves more than 5,000 yards per day.”

He added that on HGC’s best workdays, it is hauling approximately 30,000 yds. by using every piece of machinery on the Macy’s site.

Cummins Promotes Jennifer Rumsey to President, CEO Cummins Inc. announced that effective Aug. 1, 2022, Tom Linebarger will end his term as chief executive officer (CEO) and Jennifer Rumsey, president and chief operating officer (COO), will assume the role of president and CEO. Rumsey will be the seventh CEO and first woman to lead the company since it was founded in 1919. Linebarger will continue to serve as chairman of the board of directors and in an executive chairman role, working directly with Rumsey on specific initiatives that position the company for continued success, including completing the pending acquisition of Meritor.

“Jen is a once in a generation talent and the right leader for Cummins at this important time in our history,” said Linebarger.

“She has been my partner in developing the Destination Zero strategy, which sets forth how the decarbonization of our industry will be a significant growth opportunity for Cummins. She also has been deeply engaged with some of the company’s most important original equipment manufacturer (OEM) partners.

The leadership roles Rumsey has held include president of components, where she oversaw a global portfolio of business units that delivered profitable growth while ensuring power solutions met performance and emissions goals, and chief technical officer, where she led strategic investments in key technologies and applications to transition to lower carbon emissions products, laying the foundation years ago for the company’s New Power Business and Destination Zero strategy. ABC: Govt-Registered Apprenticeship Plan Won’t Meet Demand It would take 14 years for federal and state governmentregistered apprenticeship programs to educate the 650,000 workers the construction industry needs to hire just in 2022, according to an Associated Builders and Contractors analysis of U.S. Department of Labor data from 2021.

DOL data indicate that the construction industry’s federal government-registered apprenticeship system produced just 24,822 completers of its four-to-five-year apprenticeship programs, and in addition, construction industry apprenticeship programs registered with state governments produced an estimated 15,000 to 20,000 completers in FY 2021.

cannot be the only solution supported by government to meet industry demands and build a diverse workforce,” said Ben Brubeck, ABC vice president of regulatory, labor and state affairs. “This is why lawmakers should support inclusive, allof-the-above solutions to workforce development as part of their efforts to attract and retain a diverse construction industry workforce, especially during these economically challenging times.

“The construction industry currently faces supply chain disruptions, unprecedented materials prices that are 44 percent higher than they were before the COVID-19 pandemic and declining investment in nonresidential structures,” said Brubeck.

“Because 87.4 percent of the construction industry does not belong to a union, government-registered apprenticeship program participation requirements for taxpayer-funded infrastructure projects are not a holistic solution to the skilled labor shortage, which is exacerbating historic levels of inflation in the construction industry and undermining significant taxpayer investments in infrastructure.

“Government-registered apprenticeship programs are only a key part of an all-of-the-above solution to workforce development,” said Brubeck.

“ABC’s 68 chapters are educating craft, safety and management professionals using innovative and flexible learning models like just-in-time task training, competency-based progression and work-based learning in addition to more than 300 federal and state GRAPs across 20 different occupations in order to develop a safe, skilled and productive workforce. In addition, ABC member companies administer hundreds of GRAPs independent of ABC’s network and invested an estimated $1.6 billion in construction workforce development in 2021.”

LBX Presents Award to Parman Tractor & Equipment

In the short time it has been in operation in Nashville, Tenn., Parman Tractor & Equipment has become one of the South’s top construction machine dealers. The company has been acclaimed for its strong customer service from the first day it opened in May 2019, and all the way through the pandemic.

Parman specializes in selling, renting and servicing new and used excavators (both large and small), skid steer loaders, backhoes, compacting equipment and other machines for the construction business, in addition to keeping an inventory of agricultural equipment.

In 2021, all the arduous work by the staff at Parman to reach a prominent level of success came to the attention of one of its key manufacturing lines, Link-Belt Excavators (LBX), based in Lexington, Ky. LBX recognized the central Tennessee distributor by presenting it with a 2021 LBX Triple Crown Dealer Award, one of only five other dealerships in the United States and Canada in its industry size class (below 700 units) to be given the prestigious honor.

Understandably, Parman General Manager Colin Hockenberger was pleased to receive the tribute from LBX, noting, “it is the first one in the history of the company, and we have only been in the business of rental and sales for three years.

“LBX makes one machine, its line of excavators, and they do it very well,” he added. “That’s how we operate. We want to focus on what we do best and LBX is the partner of choice because of its machines’ durability and the company’s support. It produces 12 different excavators, ranging from 18,000- up to the 160,000-pound class, and we carry eight of those machine sizes.”

Parman Has Quickly Established Itself Formerly known as Cumberland Tractor & Equipment, the dealership was acquired

by Parman Holding Corporation, a Nashville-based petroleum products distributor, in 2019.

After the full-service store was renamed Parman Tractor & Equipment, the new owners and staff, including Hockenberger, President Charley Crichton and Chief Executive Officer Rachel Hockenberger, created a unique brand for the distributor and showed the company to be a reputable and reliable partner to contractors working within a 100-mi.-radius of the busy Nashville construction scene.

To do so, Parman revamped its customer service, rebuilt the old dealership into a more modern facility and improved its capabilities

— all of which quickly made it into a more popular company and led to its being honored by LBX for its excellence during 2021.

Careful Evaluation Determined Award Winners Kevin Roberts, general manager of North American Sales at LBX, said that the manufacturer’s process for evaluating and determining its best distributors meant looking at several factors.

“Annually, we review the performance of our dealers and identify a small group that have performed above and beyond in several key categories,” he said. “The Triple Crown Award is based on categories of Equipment and Parts Sales, Customer Support, and Strength of Culture inside the dealership,

His comments were echoed by Randy Phillips, LBX’s southeast region manager, who said, “As with any successful company one of the key factors to success is the people within the organization. Parman Manages to Thrive During Difficult Years Hockenberger noted that LBX excavators also were sold at Cumberland Tractor &

The equipment distributor also used a well-tuned business sense to successfully come through the dark days of COVID-19.

“We have been able to survive over the last couple years because of good planning and orders and being able to take advantage of good opportunities presented to us,” Hockenberger said. “For example, a lot of other companies have depleted their rental fleets by selling machines out of them. But our rental fleet has been strong, and we keep our customers supplied with new LBX excavators and have new machines for rent.”

“My father took great satisfaction in bringing the highly successful BMP 8500 trench roller to market, and he represented the Bomag brand with integrity and a calm demeanor,” said Wayne DeJong, Bomag rental sales manager of Canada, who is following in his father’s footsteps with the company.

“Even with his many sales accomplishments, he took the most pride in being a mentor and friend to many in the rental business. He spurred many careers in the industry simply by helping when asked.”

Bert DeJong retired from Bomag in late 2018, and the company held a reception for him attended by family, customers and team members during The Rental Show 2019 in Los Angeles, Calif. He passed away on May 26, 2022, at the age of 68. 

North Little Rock Wants Help Replacing Crumbling Viaduct A busy overpass in North Little Rock, Ark., has recently gotten some much needed attention as city officials have pushed for federal funding with hopes that they can avoid an infrastructure nightmare.

Anyone looking underneath the 95-yearold Main Street Viaduct can see that the condition of the overpass is deteriorating, Little Rock television station KTHV reported July 7.

Among the viaduct’s problems are several sections where wiring is exposed and concrete has fallen onto the train tracks below.

North Little Rock Mayor Terry Hartwick and the city’s Chief Engineer Chris Wilbourn, though, told the news station that despite its outward appearance, the Main Street Viaduct is still safe for motorists to drive over.

However, they also said the viaduct cannot be repaired and will need to be replaced in the coming years.

For people traveling in the city, the Main Street Viaduct has been a vital crossing along a busy downtown street.

“Seventeen thousand cars a day going and coming,” Hartwick noted.

City Exploring All Avenues to Pay for Fix The years have not been kind to the bridge, KTHV reported, and North Little Rock’s mayor has been among those that

have pushed for its replacement.

“I started bringing our congressional district [members] down and taking them underneath the bridge,” Hartwick explained.

A 2021 report by the Federal Highway Administration (FHA) listed the Main Street Viaduct as being in “poor” condition.

With its plight in mind, Wilbourn said he has studied and worked on a replacement bridge plan for more than five years.

“We’ve done some preliminary layout work of the bridge,” he told KTHV. The next step, he added, would be to do design and environmental work. “[It] is a historical bridge, so there’s a process that you [must] go through on replacement of historical bridges,” Wilbourn said.

Hartwick explained that to raise funding for the replacement, the city has applied for a federal Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant, which allows the U.S. Department of Transportation (USDOT) to invest in road, rail, transit and port projects that would promise to achieve various national goals.

In all, he said, the construction to replace the viaduct would cost between $30 million to $35 million, with the RAISE grant accounting for about $25 million.

The City of Little Rock is prepared to pay the remaining amount, he added.

Viaduct to Be Built With Little Disruption to Railroad One the city’s biggest hurdles is building

a new viaduct over the active, multi-track Union Pacific railyard. The railroad company runs all its main lines through North Little Rock beneath the old structure.

As the city is a major hub for the rail company, an “accelerated bridge construction project” is now under consideration, Wilbourn said.

Crews would build the foundation of the new bridge first and add the deck of the structure toward the end of the project, according to KTHV. Wilbourn hopes that can be done quickly to keep disruption of Union Pacific’s rail traffic to a minimum.

For his part, Hartwick noted that he is happy his fellow city leaders have decided to act on addressing the degradation of the viaduct’s structure.

“Our city engineers have to make sure things are safe,” he explained. “So, we’re there every month, watching it [to] make sure it doesn’t get any worse.”

In their remarks to KTHV, Hartwick and Wilbourn stressed that the demolition and construction process of the new Main Street Viaduct will not begin until after the current Interstate 30 project has been completed.

That work involves improving a 7-mi.long stretch of the freeway through both Little Rock and North Little Rock. It is slated to be finished in 2025. 

Professional organizations such as AGC and ABC have been vocal in their opposition to the concept. They believe some of the methods Biden plans to achieve his goals will actually limit access for women- and minority-owned businesses.

Unions maintain workers already have access to training as well as representation in negotiating benefits such as childcare through registered apprenticeships.

Melissa Wells of the North America’s Building Trades Unions (NABTU) believes industry needs to “get serious” about supporting groups who have traditionally been overlooked.

“Whether it’s historically marginalized communities, people of color, women or individuals that have been in contact with the justice system, we have to provide them support,” said Wells, head of diversity for the unions.

A Biden executive order seeks to impose project labor agreements (PLAs) on all federal construction projects worth at least $35 million as a means to do that.

Responding to an AGC survey, 73 percent of contractors are currently bidding on federal construction projects in that category.

Yet, the same number report they would not bid on those projects if a PLA were required.

“The use of a PLA can provide structure and stability to large construction projects,” said the White House. “PLAs also help ensure compliance with laws and regulations governing workplace safety and health, equal employment opportunity and labor and employment standards.”

AGC survey respondents see it differently.

Professional organizations such as the AGC and ABC oppose Biden’s idea to encourage job training programs to benefit groups lagging in male-dominated trade industries.

“PLAs require every general contractor or subcontractor to negotiate with or become a party to an agreement with one or more union,” said the AGC. This mandate will make it harder for general contractors to subcontract with small, disadvantaged businesses, said 82 percent of firms surveyed.

“These groups typically are not accustomed or prepared to operate on a union basis,” the association maintains.

Seeking Labor Solutions The Trump administration wanted to raise the numbers in the talent pool, said former head of the DOL’s training division, according to a Bloomberg article. “We were trying to move away from the idea that you had to be a registered apprentice in order to get into an apprenticeship program,” said John Pallasch. “We just wanted to get more qualified people into the talent pipeline so that business and industry had the skilled labor that it needs.”

The Biden administration will focus on bolstering DOL’s 80-year-old registered apprenticeship programs, which has tougher standards for participants.

Building trades unions and the Biden administration thought the industry-led IRAPs programs would undercut their registered apprenticeships.

They believed workers could claim to be apprentices, but not have the full, complete safety and skills training or guaranteed wages provided by registered programs.

“The problem with IRAPs is no safety standards, no progressive wages,” said Tom Kriger, NABTU director of education and research. “It was kind of very loose and very illdefined.”

$118M CFX Signature Project Will Deliver Smoother Access

To improve safety and traffic flow around the north entrance to the Orlando International Airport (OIA) and provide smoother, uninterrupted access to motorists in the area, the Central Florida Expressway Authority (CFX) embarked upon the SR 528/SR 436 Interchange Reconfiguration project in August 2020. The $118 million undertaking has been entirely funded with toll revenues. Also known as the Martin B. Andersen Beachline Expressway, SR 528 was opened in 1967 as the first expressway in the Central Florida system.

“It is extensive and it’s a CFX signature project.

Improvements on this project include seven new flyover bridges at the State Road 528/ State Road 436 interchange and an additional travel lane in each direction of State Road 528 for nearly 3 miles near that interchange,” said Kathy Putnam, of CFX. “Two of those flyover bridges replace old loop ramps that were from the 1980s. This will really allow for smoother access through that interchange to and from Orlando International Airport. With the addition of the lanes on State Road 528, we’re already seeing an ease in traffic congestion through that area.”

CFX has recognized this to be a signature project given the extent of the work being accomplished and the crucial importance of the roadway to the region. Putnam shared that this is the gateway to the central Florida region for nearly 50 million visitors that come through OIA each year. Every day, almost 50,000 cars go through that interchange. It is the northern entrance to the world’s 7th busiest airport and there is a boom-

ing community called Lake Nona southeast of the airport.

With continued growth in the area, OIA is witnessing much more local traffic, warranting the major improvement.

Additionally, this project will include enhanced aesthetics like tiered planter walls, updated signage and lighting, and landscaping, making it a welcoming gateway for visitors. It will feature native plants key to the CFX’s award-winning landscape program and include staggered tree canopies.

Also, CFX, in its procurement process, deemed this a project of critical concern, allowing for pre-qualification of contractors invited to bid, to ensure signing on a contractor experienced in successfully delivering a project of this complexity and magnitude. Colorado-based SEMA Construction Inc. was one of the four pre-qualified contractors and was awarded the project based on low bid. DRMP is the project engineer of record and RK&K the project CEI. “As part of the planning for this project, CFX allowed the contractor flex time at the beginning of the schedule, so they had a number of months before the notice-to-proceed [NTP] date that allowed for planning and ordering of materials,” said Putnam. “That also is part of why they’re able to finish up ahead of schedule. They had a long lead time in ordering critical materials. The contractor and the CEI worked very closely together ensuring they were sticking to the schedule and speeding it up where they could.”

This project also offered an incentive of $2.7 million for a full early completion, separate from the overall cost of the project.

CGA Names New Veep of Its Damage Prevention Institute Common Ground Alliance (CGA), the national nonprofit trade association dedicated to protecting underground utility lines, people who dig near them and their communities, announced that Sam Hall will join the organization as the vice president of the Damage Prevention Institute (DPI).

The newly created DPI will take the industry to the next level by utilizing data and statistics to generate powerful insights and efficiencies that will reduce the rate of damages to buried infrastructure. In April, CGA announced that the Gold Shovel Association would become a new arm of CGA, the Damage Prevention Institute.

Hall brings more than two decades of industry experience and a strong regulatory background to his new position as vice president, where he will lead the DPI’s development of stakeholder metrics to drive efficiencies in the damage prevention system. In this role, Hall also will collaborate with industry leaders and key CGA committees to create a peer-reviewed accreditation process.

Prior to joining CGA, Hall served as senior program manager of the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA)

for more than 15 years, actively engaging with damage prevention stakeholders from the local level to internationally.

Hall additionally brings years of experience with data management and analytics in the private sector, as well as in local and federal government, including the development and implementation of metrics and evaluation mechanisms for grant programs, public awareness programs, emergency management systems and state excavation damage prevention law enforcement programs.

“We are thrilled to welcome Sam to the CGA team where he will bring his industry expertise and experience to the Damage Prevention Institute,” said Sarah Magruder Lyle, president and CEO of Common Ground Alliance.

There are almost 50 subcontractors on the job, with a total of about 350 people working the job site. This includes everything from bridge crews, concrete workers, ITS, lighting and more, placing 2,300 tons of steel girder; pouring more than 11,500 cu. yds. of concrete; running 4.5 mi. of drainage pipe and 12 mi. of fiber; placing more than 74,000 tons of asphalt; and installing enough sod to cover 47 football fields.

Equipment used include concrete mixer trucks, cranes, bulldozers, lifts, motor graders, grinders, milling and resurfacing equipment, dump trucks and backhoes, among other pieces of equipment expected for a job of this nature.

Putnam explained MOT (maintenance of traffic) was a critical component since the designing of the project had occurred before the pandemic, so there had been no allowance for longer periods of lane closures in planning for some of the more impactful construction activities to occur on a faster pace.

“The MOT was critical in the design and the phasing not only because of the number of motorists coming through this intersection but because you have so many people who are not familiar with this interchange,” she said. “One of the helpful things during the construction was to place large directional pavement markings on the pavement at ramps and through the interchange to help identify where people are supposed to turn, for instance, to get to the airport or to go west on State Road 528, which is what takes you out to the attraction area.”

“That was a challenge, and it was at the forefront of the project team’s mind. CFX coordinated very closely with Orlando International Airport throughout this entire project,” said Putnam. “The Greater Orlando Aviation Authority is the governing body for Orlando International Airport. They had representatives in every weekly progress meeting.”

for the 25,000 employees at the airport, ensuring they knew road and ramp closures to get to work on time.

Some of the major considerations in project design included maintaining access to the airport throughout construction.

The design was done to greatly reduce the need for closures (and resulting detours) into the airport to ensure people caught their flights on time. To mitigate impacts to traffic, much of the construction occurred adjacent to existing ramps and/or bridges, allowing the new structure to be built then having traffic shift over to the new structure, allowing for the demolition of the old structure. Figuring the geometrics of the interchange revisions within such a tight footprint also was challenging.

“The delivery of the project was somewhat unprecedented. The project started in the beginning of the pandemic, and

nobody could predict how it would affect the project.

Despite those unknowns, CFX elected to issue NTP, honoring their commitments to their customers and to Orlando International Airport on delivering a completed project while minimizing the duration of construction. That was the goal among project stakeholders,” said Mike Hill, senior project manager of SEMA Construction. “CFX, RK&K, DRMP [Engineer of Record] and SEMA worked diligently to identify all critical path activities and planned early submittal and priority review on long-lead items. With the complexity of the project, detailed planning and scheduling with subcontractors, vendors and stakeholders was vital in advancing the project. The teamwork between the project stakeholders is unprecedented and is the key to the success of the project.”  CEG

Cat’s New D1 Mulcher Built to Optimize Performance Complete with its high-performance powertrain, closed-loop hydraulics and upgraded screening, the new Cat D1 mulcher is specially designed to optimize performance when clearing a mix of small- to medium-diameter materials.

Design-matched with the rugged Cat HM518 mulcher, the D1 mulcher clears a 72 in. wide strip on each pass, making it the right machine for right-of-way construction and maintenance, site development, tree management and firebreak clearing, according to the manufacturer.

The new mulcher is powered by the 77.6 kW (104 hp) Cat C3.6 Diesel Engine meeting U.S. EPA Tier IV Final/EU Stage V emission standards. An alternate emissions package for the C3.6 is available to meet Tier III-equivalent standards.

The machine’s lower sloping hood line improves visibility to the mulching head, allowing the operator to better assess the job site from the cab. Standard auto reversing fan purges debris from the radiator and enclosures, plus the hinged grill requires no tools to access the radiator for cleaning.

Isolating machine vibration from the operator to reduce fatigue, the Cat HM518 mulcher controls are mounted on the air-suspension seat. Inside the pressurized, heated

and air-conditioned cab, an intuitive operator interface features a 10 in. color touchscreen monitor with standard reversing camera display to help improve all-around visibility to the jobsite. An in-cab drum indicator offers quick glance of drum speed and direction to help the operator manage ground speed and mulching productivity.

Featuring cladding material in high-wear areas, the new HM518 mulcher frame offers increased service life. Bolt-on wear plates deliver long wear life and are quickly replaced.

Offering a drum speed range of 2,150 to 2,450 rpm, the drum’s 38 fixed teeth feature a single-bolt carbide tooth retention design for simple replacement. Its closed-loop hydraulic circuit includes load-sensing hydraulics to prevent rotor damage when hitting an obstruction.

The HM518 mulcher has a 31 in. maximum lift height, 14.5 in. maximum tilt and 25degree maximum angle to either side.

Standard sweeps, screens, windows plus rear guard help to protect both the operator and machine when mulching. With its specially designed tractor platform, the D1 mulcher is balanced and rugged to increase efficiency when operating in challenging applications.

Contractors can choose between the con-

ventional (XL) or low-ground-pressure (LGP) undercarriage design, offering 16 in. or 25 in. track shoe widths respectively, to increase flexibility and efficiency for working in soft underfoot conditions, on slopes and in rough terrain. To increase machine versatility, the

new D1 mulcher can be equipped with an optional variable-pitch/angle/tilt (VPAT) blade in XL, LGP or Intermediate configuration.

Sensor-based sorting specialist TOMRA Recycling announced the appointment of Parker Bynum as the new sales manager, USA West, covering the waste and recycling industry.

In this role, Bynum will consult directly with TOMRA partners and customers to implement the right advanced sorting technology solutions designed to improve recycling recovery rates, increase product purity and throughput, and boost profitability. He takes over for Nick Doyle, who has been promoted to the newly created position of key accounts manager, North America.

“I’ve personally known and worked with Parker for several years and have experienced first-hand his unrelenting passion for recycling and advancing the circular economy as well as his strong work ethic,” said Ty Rhoad, regional director Americas for TOMRA Recycling. “Over the years, Parker has built a vast network of industry connections who respect his dedication to doing whatever it takes to ensure their success.”

He also worked for Rehrig Pacific Company for four years, where he was an outside environmental sales representative to municipal and private hauling companies over a six-state region.

“We use drones to fly the site every two weeks to get an update on where we are as far as how much dirt we have moved, what we have left to move and where our cuts and fills are,” he said. “They help us balance the site, which is a benefit to our customer because it saves money in hauling dirt to and from the project. On this site, we ended up adjusting it 1.2 feet to help offset any hauling of the spoils in or out, which is a valuable choice for our client. Our rough grading is all done with a GPS handheld rover or the GPS on a dozer or motor grader.”

Challenges Met, Overcome When asked about meeting challenges to overcome at the site, such as negotiating through its rock and dirt, Hughes said rock has not been a problem.

The soil, however, has been a bit of a surprise.

“This dirt has been moisture sensitive, so after most every rainfall we have had to lime treat the soil to make it suitable to place and compact,” he said. “We haven’t hit any rock yet, just wet dirt. To battle that, we have mixing equipment and a spreader truck, a 45-ton Volvo that has had its dump bed removed and, in its place, put in a hopper to hold lime. A scale allows us to set the lime rate to evenly spread it where we need, then a mixer will come in and [blend] the lime into the dirt to extend the life of the soil.”

To stay on schedule, HGC began constructing the fulfillment center’s building pad in late February by moving 600,000 yds. of dirt just to get it on grade.

“We probably had about a million yards altogether by the time we put in our erosion control measures and ponds to get the pad on grade so the builders can do their job,” said Hughes. “We stayed on schedule and were ready by the end of May, which meant that we moved all that material in about 120 days and had the pad turned over.”

Total Team Effort A total of 34 people is working on the Macy’s project each day, he said, adding that much of the credit for keeping it a smooth-running operation goes to the site-development expertise of Steve Harper, the senior superintendent on site

If a truck driver doesn’t show, that lowers your load count for the day, and without a dozer guy, we have one less person there to blade roads, push piles down and fine grade.”

He also credits a well-designed project path and schedule for being able to do the job efficiently. An emphasis is placed on staff meetings at regular intervals to execute the work, always with an eye looking ahead to what is next.

“We have some of the best equipment in the business, thanks to Brian [McManus, owner and president of HGC] and the company’s leadership group,” Hughes said. “In the

shop, there are professionals working to keep these machines going. We also have an in-house surveying department that I think is extremely important to our operation. They are the ones that handle all the drones and do all the topographic flights, do all our staking, layouts, and as-builts to make sure we are building the job correctly.”

According to Hughes, HGC’s rolling fleet is currently made up of more than 600 pieces of construction equipment.

In addition, it has about 250 pickup trucks in operation.

Industry Associations Speak Out Against PLA Order PLA from page 24

Registered apprenticeships shouldn’t be the only pathway for job training, said the ABC. The registered system can be overly competitive, making it difficult for workers with other responsibilities to prepare for the testing required to qualify. And it can have too many requirements to attract businesses to participate, according to Greg Sizemore, ABC vice president of health, safety, environment and workforce development.

The organization found that fewer than 25,000 workers completed construction job training under DOL’s multi-year registered apprenticeship programs in fiscal 2021.

“Clearly, the government-registered apprenticeship system is not meeting the industry’s need for skilled labor,” said Ben Brubec, ABC vice president of regulatory, labor and state affairs.

The system “cannot be the only solution supported by government to meet industry demands and build a diverse workforce,” he added.

PLAs guarantee a contractor will enter into collective bargaining agreements with at least one union covering the duration of the project.

Biden’s February executive order directed federal agencies to use such agreements on construction projects above $35 million.

Unions and Democrats hold up PLAs as a way to negotiate well-paying jobs and secure benefits to support workers who are underrepresented in the trades, like women.

“There’s PLAs that have language around helping support, and fund childcare,” NABTU’s Wells said. “I think there’s more room for growth using that pathway.”

But industry groups and Republicans say that PLAs favor unions and make it difficult for smaller, local and minority-owned businesses that don’t have strong ties to unions or are unable to meet the requirements outlined in the agreement.

“And by the time they do, the truth of the matter is, the project will be left with somebody else,” ABC’s Sizemore said. “Would a government-mandated PLA result in a decrease in hiring of minority and women owned businesses, veteran owned businesses? We’re saying absolutely, it would.”

Reasons to Doubt The Department of Labor announced a summer-long “Talent Pipeline Challenge” calling on employers and local governments to work with organizations that offer job training, like unions and seek out women and workers of color.

The DOL also is rescinding the Trump administration’s Industry-Recognized Apprenticeship Program or IRAP.

President Biden wants create a diverse workforce to complete billions in infrastructure projects. Industry groups and labor unions can’t see eye to eye on how that will happen.

The program allowed companies to create their own training programs that could be monitored by third parties, The Trump DOL believed this would expand apprenticeships in under-represented fields not a part of the DOL’s traditional registered apprenticeship model.

The construction industry believes rolling back a Trump administration industry-based training model will tilt funding in favor of labor organizations and exclude a large share of the trades workforce that isn’t unionized.

Only 12.6 percent of construction workers were union members in 2021, BLS data shows.

“There’s a large push by the administration and it’s very clear that they they want to grow the union workforce,” said Sizemore.

“The vast majority of Americans working in the construction industry say, ‘I choose to work in a merit shop environment that allows me to get paid based upon what I know or the value that I bring to the industry, as opposed to what somebody has negotiated for me in a contract.’”

Nearly three-quarters of federal contractors said they will stop bidding on federal projects if the Biden administration were to

impose PLAs. The AGC’s survey also indicated the federal mandate will make it harder for contractors to partner with small, veteran, minority or disabled-owned firms.

The survey found that in addition to limiting competition for federal projects, imposing PLAs will challenge firms to find enough workers to hire.

Nearly 40 percent of the survey respondents operate under a collective bargaining agreement, and 83 percent said there are not enough union workers to guarantee completion of the project on time and on budget.

Among firms that have worked on a project that involved a government-mandated PLA, 67 percent said the agreement made it harder to find workers.

“Having fewer firms competing for federal projects undermines the president’s claim that his executive order will make federal construction more efficient and cost-effective,” said Stephen E. Sandherr, CEO of the AGC. “Worse, these PLAs will hurt minority, disadvantaged and veteran-owned businesses at a time when many of them are still recovering from the economic impacts of the pandemic.”

Association officials are urging the Biden administration to abandon imposition of PLAs on most federal construction projects.

They are sharing details from the survey with the administration as they outline details for how the president’s executive order will limit competition, impede efficiency in federal procurement, and harm disadvantaged business enterprises.

“This executive order will turn Build Back Better into build back fewer: fewer firms, hiring fewer people to build fewer projects,” Sandherr added.

Ultimately, Biden wants to see his promise for an equitable recovery, while repairing infrastructure, delivered. Industry wants that as well, but the two sides disagree on how to get there.

“Hardworking taxpayers deserve efficient and effective policies that will encourage all qualified contractors to compete to build long-lasting, quality projects at the best price,” said ABC. “Government-mandated project labor agreements discourage quality contractors and the more than 87 percent of U.S. construction workers who choose to not join a union from bidding and working on projects in their own communities.”  CEG

Kenworth’s Chillicothe, Ohio, Plant Initiates $45M Expansion Kenworth recently held a groundbreaking ceremony to announce the start of construction on a $45 million, 105,000 sq.ft. test building addition to its Class 8 truck assembly plant in Chillicothe, Ohio.

The expansion represents a nearly 17 percent increase to the 622,000 sq.ft. Kenworth Chillicothe plant, which is located on a 120acre site 50 mi. south of Columbus, Ohio.

Kenworth will construct the new test building on the north side of the plant.

When completed in the second quarter of 2023, all testing and validation activities will relocate from current operations to the new test building and further enhance efficiency, productivity and quality.

“Kenworth’s major investment in the new test building demonstrates our continuing commitment to produce industry-leading Class 8 trucks, while supported by the dedication of our employees,” said Doug VanZuiden, Kenworth Chillicothe plant manager.

Allison Partners With Mack to Expand Medium-Duty Portfolio Allison Transmission, a global manufacturer of medium- and heavy-duty fully automatic transmissions for commercial and defense vehicles, announced that Mack Trucks has expanded its product portfolio to offer Allison’s 3000 rugged duty series (RDS) transmission for the Mack Class 6 and Class 7 MD truck series.

The Allison 3000 RDS is now available to order on the Mack MD series.

In addition to the Allison 2500 highway series transmission, which is the standard transmission on Mack’s MD series, and the 2500 rugged duty series, which is optional, Mack is now offering a third transmission option on the MD series. Mack has added the Allison 3000 RDS option for heavier-duty applications that require increased power and vehicle weight ratings.

Mack’s MD series trucks with an Allison 3000 RDS will feature a 33,000 lb. gross vehicle weight rating (GVWR), expanding the MD series addressable market to vocational customers in applications such as refuse, recycling, propane and construction.

The Allison 3000 Series also will enable Mack MD series customers to pull trailers up to a gross combined vehicle weight rating (GCVW) of 45,000 lbs. The 3000 RDS also provides customers with Allison’s live power take-off (PTO) feature, which delivers uninterrupted power for higher vehicle efficiency and improved ease of

operation.

Like Allison’s 2500 series transmission, the 3000 series will be paired with a Cummins B6.7 engine.

“Allison is proud to partner with Mack Trucks to provide our customers with a robust transmission option designed to deliver the optimum blend of power and performance that drivers demand, combined with the proven reliability and durability that our customers know and expect from our fully automatic transmissions,” said Rohan Barua, vice president, North America sales, global channel and aftermarket at Allison Transmission.

Women in Construction Beth Bartow’s Lifelong Career Spans Decades, Two Continents

Beth Bartow grew up in the heavy equipment industry, while the industry grew and changed around her. Currently the Case business manager southeast of Case Construction, Bartow’s first job in high school, unbeknownst to her, would be the start of a lifelong career that would span decades and several countries around the globe.

“I started working for Hoffman Equipment, in Piscataway, N.J., when I was in high school. It’s a family-owned business. I started filling in during school vacations. They asked if I wanted to come on board and work in sales. The people were super, and it was an interesting business. My education really started there,” said Bartow, whose first role in inside sales gave her the opportunity to learn the whole business, including accounting, parts and service.

Bartow stayed with the Hoffman family for several years.

But just like living at home, there comes a time when you need to leave the nest. She was offered a position with Daewoo Equipment as an inside sales manager and accepted this new challenge.

“I learned so much working there,” she said. “I was there for a few years. They were moving their offices to Atlanta, and I didn’t want to move there, so I went back to Hoffman as a territory sales manager covering Staten Island and surrounding counties. You can always go back home again.”

A woman in the role of territory sales manager was unusual in the mid 1980s, particularly in the New York City metropolitan area.

“Being a woman territory sales manager was innovative and not something you saw out there a lot, especially in New York and New Jersey,” she said. “I was there for a period of time, got some great sales experience, and then it was time to go.”

Over the next several years, Bartow held a variety of field sales roles for some heavy hitters in the industry, including H.O. Penn in Connecticut and ALLU Manufacturing in New Jersey. Her big break came when a headhunter working on behalf of Caterpillar Redistribution Services contacted her to discuss filling the role of senior sales regional manager, working out of Florida. She accepted the job and headed south, successfully growing Caterpillar’s used equipment and rental business.

Three years later, Bartow answered a call from Cat’s European group to replicate that success in Europe.

“In 2007, I got an expat role based in England with northern Europe as my territory,” she said. “My role was to get in there and help build their redistribution, evaluate used equipment sales, propose new ideas and evaluate the used equipment managers at these European companies.”

Her work meant traveling throughout England, the Netherlands, Sweden, Denmark, Finland, Latvia and Ireland.

“What was interesting was here I was this ‘pushy American woman’ coming in and telling these men how to run their used equipment business,” she recalled. “To this day, I’m thankful to Cat for that experience. It helped me grow as a person and as a businesswoman. It was an experience that you don’t get every day.”

After two years in this role, Bartow returned to the United States. She held senior sales manager roles with Cat’s used equipment division, Terex and Volvo. She then took her vast experience in the construction equipment industry to soft-

ware manufacturer Decisiv Inc. as director of business development. She was there for five years before an opportunity opened with Case as dealer development manager.

“I started with Case in September 2021. They had a reorganization with the purpose of becoming more customerfacing. In March of this year, I was asked to take over the role as the Case business manager, southeast,” said Bartow, the only female field regional business manager in the company.

As business manager, she covers the Case dealers from Florida to North Carolina.

Bartow’s success has not come easy and certainly not without its challenges, but she’s happy with the path she chose.

“I wouldn’t change it for anything. I never thought I would get into construction. I thought I was going into retail and fashion. Construction was easy; it was like being home.

It felt comfortable. This is what I know. Each move I made was a platform to the next.

“Everywhere I go, I have to prove myself to somebody,” she added. “I don’t see men having to prove themselves when they come into the field. One of the best pieces of advice I got early in the industry is to just be a sponge and soak up everything, so that’s what I did. The thing I’ve found in my travels is that there are people who will help you along the path and I’ve been very fortunate to have some very good managers to help me.”

Bartow will gladly offer advice to women looking to break into the construction industry, but her most important piece of advice comes before a decision is made.

“Interview, interview, interview. Make sure you’re going to be the right fit for that location. They will dazzle you with an offer, but see where the opportunities are for growth.

You’re not going to want to stay in that position for the rest of your life. Are they providing the tools to help you grow?

Then that’s the place you want to be.”  CEG

Progress Visible Along Eastern Part of Winston-Salem, N.C.’s Northern Beltway By car, especially in and around the peak commuter travel times along U.S. Highway 52, Salem Parkway and Interstate 40 in Winston-Salem, N.C., progress on the region’s muchanticipated Northern Beltway project can be difficult to discern.

Wide stands of tall hardwoods, smaller trees and undergrowth have long been removed. In addition, excavation has carved or carried away huge swaths of red earth near Rural Hall, a small community north of Winston-Salem. The same is true near Baux Mountain Road in the northeastern part of the city.

Farther to the south and east, along a 25-year-old highway still referred to as “new” I-40, the single most expensive road project in Forsyth County history has another piece of construction under way, too.

In total, the 34.5-mi.-long, $1.7 billion Northern Beltway is encircling three-fourths of the city of approximately 250,000 people in the hopes that it will help ease traffic for the 100,000 cars and trucks that pass through the area daily.

BeltwayÊs Initial Problems Overcome As might be expected, a large and complicated project such as this one has not progressed without a few hiccups, the Winston-Salem Journal reported July 12.

Relocating utility lines and completing land purchases pushed back a crucial section of the massive road project between Salem Parkway and U.S. 52 until next summer.

“It won’t go all the way to [U.S.] 52 this year,” Pat Ivey, a division engineer of the North Carolina Department of Transportation (NCDOT), told the newspaper.

Ivey handles all state road projects for NCDOT in the counties of Davidson, Davie, Forsyth, Rowan and Stokes.

“Initially, the plan was to get it connected this year, but that’s not going to happen,” he added.

Planners first envisioned the Northern Beltway more than three decades ago as a road that would encircle WinstonSalem to divert long-haul traffic around the city’s downtown center and provide more options for commuting locals.

It was designed to be built in two parts — an eastern and a western leg — extending from U.S. 158/Stratford Road in Clemmons, southwest of Winston-Salem, all the way around to the east in a semicircle before connecting to I-74 southeast of the city. NCDOT set U.S. 52, running north toward Mt. Airy, as the dividing line between the two halves of the project.

The western leg was first on the drawing board with construction slated to begin in 1999.

The Journal noted, though, that the Beltway was beset first by legal challenges not fully resolved until 2015. Later, funding holdups in the North Carolina General Assembly put Winston-Salem well behind other Tarheel cities seeking urban loops and helped push the 17.6-mi. eastern leg work ahead of the 16.8-mi. western leg.

The state’s Map Act, approved in 1987, prevented property owners with land in the path of the Beltway from developing or selling until NCDOT was ready to buy it — a stalemate which kept prices artificially low.

The state’s Court of Appeals later ruled that North Carolina had in effect taken the land through eminent domain and owed property owners fair market value. The state Supreme Court affirmed that decision in 2015, and

sales have been closing since.

“Once we begin the western segment, we will own the land,” Ivey told the Journal. “We won’t have those [earlier] delays. That was a tremendous amount of the cost and time with the eastern leg.”

Big picture, viewed from a car zipping along U.S. 52 or I40, the rumbling of heavy earthmovers and free-flowing traffic along recently completed sections looks and feels like progress — even to those property owners squeezed for too long in the push to get the Beltway built.

“It’s destructive to go over the top of neighborhoods and people’s land,” said Matthew Bryant, a Winston-Salem attorney who represented many of those landowners who had lived in the planned path of the freeway. “But roads made America what it is.

“As for commerce, Winston-Salem has been at the end of the line,” he added. “[The Beltway] should be nothing but a financial benefit to the greater community [when it is done.]”

Breaking It Down Absent flying in a helicopter or employing a drone, the best way for a car-bound taxpayer to see progress on the Northern Beltway is to take it in visible, digestible bites.

The closest, most tangible example can be found between Winston-Salem and Kernersville where locals shave time off their commutes by taking the Beltway between Walkertown and Salem Parkway.

Plus, a sizable chunk of the Beltway extending north and west toward — but not all the way to — U.S. 52 is scheduled to be open by November, providing Salem Parkway commuters with an immediate benefit.

The entire eastern leg — including the very visible interchange with U.S. 52 under construction in Rural Hall — originally was slated to open this year, he said, but had to be delayed until the summer of 2023.

Expensive Work Around I-40 in East Ongoing As motorists who use I-40 to travel east from WinstonSalem to Kernersville and Greensboro have seen, land clearance for a high-profile section of the Beltway near Union Cross Road also is well under way.

“It’s the most expensive road project in Division 9 at $261 million,” Ivey explained. “It’s only a three-mi.-long project, but it has two very complicated interchanges.”

To speed that construction, NCDOT is shifting travel lanes on I-40.

The finish of the eastern leg of the Northern Beltway between U.S. 311/I-74 on the city’s southeast end to U.S. 52 in the west is within sight, the Journal reported, with a predicted completion date in 2027.

The western portion of the freeway project, though, has so far only seen pre-construction activities and will likely not be in use until the mid-2030s, according to the Journal.

When opened, the Northern Beltway will make WinstonSalem the seventh North Carolina city to enjoy a usable freeway bypass, after smaller cities like Asheville (I-240), Fayetteville (I-295), and Wilmington (I-140). Nearby Greensboro also has one (I-840), while Charlotte (I-485 and I-277) and Raleigh (I-440 and I-540) have two at their disposal. 
