S.C. Congresswoman Mace Tours May-RHI, Talks Infrastructure Plan, Industry Concerns Freshman Congresswoman Nancy Mace, a Republican from the 1st District of South Carolina, visited the Summerville branch of May-RHI on July 7 to learn more about the construction equipment business and talk about President Biden’s proposed infrastructure plan. She is a first-term member of the House who represents the Palmetto State’s coastal counties from just north of Charleston southeast to Hilton Head Island. In addition, Mace is a successful businesswoman, author and, in 1999, became the first woman to graduate from The Citadel, the former all-male military academy in Charleston. Her willingness to understand the equipment sector was spurred by her selection earlier this year to serve on the House Transportation and Infrastructure Committee. RETIRED HEAVY EQUIPMENT OPERATOR TURNS ARTIST

When Don Weisel retired from his job as a heavy equipment operator in 2000, he relaxed for two weeks and then concluded that he’d had enough down time and needed to tackle a project to keep himself occupied. Weisel began as an operator at age 15, working at his father’s gravel pit in Louisville, Ohio.

The event highlighted the importance of American equipment manufacturing and celebrated the men and women who work hard every day to build a better and brighter future for themselves and their communities. “Taylor Machine Works, as a dynamic and strategic manufacturer for almost a century, is a credit to Mississippi,” said Hyde-Smith. “Taylor and the Association of Equipment Manufacturers understand that enacting a national infrastructure plan can increase their ability to boost its employment and economic contributions to our state and nation. Hills Machinery Opens ReNew Centers at Three Branches Hills Machinery, with eight branches across the two Carolinas, has established itself as a leading full-service construction equipment distributor. Hills Machinery’s partnership with Case Construction has greatly contributed to that reputation. Now, Case Construction is testing a new service with Hills Machinery that takes used machines and reconditions them back to retail-ready condition. After that, they are available at a lower cost vs. buying new construction equipment, making them an attractive alternative for many contractors. The dealership has opened Case ReNew Centers at three of its branches, where contractors can get a range of lease return and other used equipment refurbished by one of Hills Machinery’s certified Case technicians. ReNew Centers are now being utilized at Hills Machinery’s Charlotte, N.C.; Columbia, S.C.; and Charleston, S.C., locations, according to Dru Dubois, the distributor’s used and rental equipment manager. “Case Construction started with off-lease compact track loaders that they would identify as being good condition, lower-hour units that came off lease,” he said. “Then, we identified the three stores where we would send the loaders to have them reconditioned. We do a 100-plus point inspection on each of them through our separate Case Certified Used program first to make sure there is nothing mechanically wrong with them.” He added that with that done, Hills Machinery will send a list of repairs that need to be performed to Case Construction for approval before the dealership completes the repairs. “We recondition those units, after which they get a 500-hour, one-year warranty from Case Construction, and Hills Machinery resells them as certified ReNew units,” DuBois said. The ReNew Centers at the Carolinas dealership have proven successful. “The market’s reaction has just been excellent,” DuBois said. “Depending on how many we get from Case New Holland, we are seeing a big increase in demand just out of the ReNew program, which, I would say, has increased our sales. It has helped tremendously because these are good, quality machines. We have gone over them thoroughly, and customers have a good feeling about them.” Case Construction has responded to the ReNew Centers’ success, as well. Recently, the manufacturer made the decision to start sending wheel loaders and backhoes to Hills Machinery for its technicians to refurbish under the ReNew effort. In fact, the Columbia store just received its first wheel loader, Dubois said. “I believe it is already sold and the program hasn’t even hit the ground down there, yet,” he said. “They send these machines from other dealers from all over the country for us to renew.” Case ReNew Teams With Case Certified Used Dubois explained that his shop facilities in Charlotte, Columbia and Charleston go through an inspection program before performing ReNew upgrades, and they are given a list of requirements before starting work. “Our technicians are factory trained on how to work on Case machinery. There is a separate list of what to look for and the inspections we are doing on this equipment,” he said. “It is a completely different inspection from everything else that we do. Each of our service managers, along with our corporate service manager, has had discussions with Case Construction on how this program is to be applied to the different machines we are sent.” He noted that there are similarities between the Case ReNew and the Case Certified Used programs. For instance, those machines sent to Hills Machinery to go though its ReNew Centers are owned by Case Construction. Alternatively, the Certified Used equipment at Hills has been purchased by the dealership itself from local customers or through lease end returns the dealer ship purchases from CNH Capital prior to being refurbished. “Either way you are getting a quality machine that has been through our shop, where it is meticulously reconditioned before being put out there with the backing of Case Construction and Hills Machinery,” Dubois said. Contractors have found the ReNew program to be a highly effective, moneysaving venture that adds value, warranty and the manufacturers assurance of quality. “It is amazing to see the amount of interest in used units,” DuBois said. UMA Secures Key Retaining Wall Structures for Bridge Demo UMA Geotechnical Construction, a North Carolina-based geotechnical contractor serving the Mid-Atlantic Region, this past May helped its customer avoid failure of retaining wall structures during the demolition of a bridge spanning Blanket Creek in the Winston-Salem area. UMA, under its subcontract with Kernersville, North Carolina-based National Bridge Builders, installed 14 ground anchors on the two retaining walls that were being held in place by the span that was to be demolished and could have collapsed if not properly secured independently prior to demolition. Traffic had already been rerouted to the new replacement bridge. “Throughout the duration of this project UMA was faced with two main challenges in order to properly and safely install the anchors,” said UMA President Brian DeSpain. First, the UMA crew had to attach the top of the anchors through the existing bridge deck in order to achieve the proper installation angle. The anchors could not be installed from below the bridge because that path was obstructed by the bridge itself. UMA used duplex drilling to advance both casing and drill steel into each hole simultaneously to keep them from collapsing. After reaching the required 30- to 50-ft. hole depth, UMA installed 30- to 54-ft. anchors inside the steel casing, with lengths varied based upon location and bar sizes of either #6 or #11. The bar system that UMA used also incorporated double corrosion protection, specifically multiple corrosion protection (MCP) bars. This type of Class 1 corrosion protection consisted of a bare bar surrounded by a corrugated plastic sheath, which was large enough to allow it to be filled with grout and provided a three-inch solid casting of grout around all sides of the bar. After the hole was drilled to the proper depth, the bar and a tremie tube were placed into the hole, and the hole was completely grouted to the face of the wall. After the proper grout curing time, the anchors were cyclically load-tested to the specified loads. At the end of the load tests, the anchors were locked off at 50 percent of the designed load in order to engage the anchor. The second challenge was that the two retaining walls are

positioned on either side of an active creek, fed by the nearby Lasater Mill Pond. To achieve the correct anchor installation position, UMA opted to use a semi-elevated platform constructed using crane mats. This allowed field technicians to use the appropriate drill angle while water flowed freely in the creek.

Middle Tenn. Plans for New $300M Storybook Theme Park Tennessee could soon have a new theme park, with attractions based on books written by authors from around the world. According to NASH Today, Storyville Gardens will be built in Middle Tennessee, with construction slated to start in mid-2022. Elde and DeLisa Guerrier, owners of the Nashville-based real estate development firm, Guerrier Development, announced the project earlier in July. A specific location for the interactive theme park is expected to be announced later this year. The Guerriers are currently in talks with local governments and private landowners in the region to find the best land to build the park, reported Nashville’s WKRN-TV. The proposed resort area would cover more than 220,000 sq. ft., and include space for retail, dining and entertainment. The

developers say it could create more than 2,260 jobs during construction and more than 1,700 jobs once completed. Storyville Gardens itself will encompass a total of 130 acres, with the cost of the project being $300 million. The Guerriers want Storyville Gardens to be designed as a place to inspire children to change how they see reading and to create more family entertainment in the fast-growing central part of Tennessee, which has not had a theme park since Opryland USA closed in 1997. “Middle Tennessee continues to experience an economic boom, and young families move here every day,” DeLisa Guerrier told WKRN-TV. “However, Nashville and the surrounding counties are missing familyfriendly entertainment options for our children. Storyville Gardens will provide that

option while also helping parents and caregivers instill a love of reading in their children.” The remarkable growth in the area has certainly caught the attention of investors across the country, added Elde Guerrier. “They also know the history of Opryland in Nashville and that it closed despite being profitable with stable attendance,” he remarked to WKRN. “There is a great deal of excitement and energy around Storyville Gardens, and we are looking forward to delivering it to the region.” The developers hope to have a location within the Nashville area by the end of 2021, according to NASHToday. Construction could start in mid-2022 with the first of three phases. For now, the Guerriers project an opening date during the spring of 2025.

Storyland Studios, which has worked for Universal Studios and Disney Parks, has designed the proposed theme park. Those plans call for Storyville Gardens to be divided into four geographically themed lands: Africa, America, Asia and Europe, and will include a lagoon at its middle. “The potential for Storyville Gardens is limitless, both in terms of its ability to become a global attraction as well as its expected impact on children and families that will embrace reading and stories through world-class, experiential attractions,” Storyland Studios founder Mel McGowan said in a statement. “The theme park industry will have never seen a park quite like this one. Tennessee families and tourists to the region are in for an experience they won’t be able to get anywhere else.” 

Majority of Suncoast Project Set in Heavily-Wooded Areas Despite encountering two sinkholes and relocating close to 600 gopher tortoises, crews in Florida remain on schedule as they work on a $135 million undertaking known as the Suncoast Parkway 2 (Phase One) project. The work extends the Suncoast Parkway by 12.7 mi. from U.S. 98 to SR 44 through a four-lane limited-access toll facility serving travelers along Florida’s Suncoast Region north of Tampa. “The Suncoast Parkway 2 is a key component in the regional transportation infrastructure and will provide residents of Citrus County with enhanced accessibility to the urban areas of Tampa and St. Petersburg,” said Angela Starke, director of communications of Florida’s Turnpike Enterprise (FTE). “The southern terminus of Suncoast 2, Phase 1, ties into the existing Suncoast Parkway. Suncoast Parkway is a 42-mi., four-lane toll road in Hillsborough, Pasco and Hernando counties, which in turn is an extension of the Veterans Expressway in northern Hillsborough County. Together, the Veterans Expressway, the existing Suncoast Parkway and Suncoast Parkway 2 [SR 589] provide approximately 70 mi. of a seamless limited-access toll facility from Tampa to north Citrus County.” When completed, SR 589 will provide additional alternate routes to the local street network for local travel, improving mobility, enhancing safety and facilitating hurricane evacuation. The extension of the Suncoast Parkway also extends the adjacent 42-mi. Suncoast multi-use recreational trail, part of Florida’s statewide Greenways and Trails System, and provides a key connection to the Citrus County recreational trail network. The Suncoast Parkway 2 is expected to carry an annual average daily traffic volume of 12,700 vehicles per day in the year 2030. Starke noted that the current construction has minimal impact on motorists.

“Road closures and detours, mainly for bridge work, have been done at night. Construction phasing for the interchanges has allowed the contractor to build the project while maintaining traffic. The project team worked with Citrus County to perform intermittent flagging operations on the local, twolane roads during non-peak hours. The project site was mostly undeveloped, and the department followed standard right-of-way processes. Prep work consisted of several months of clearing and grubbing trees and debris so the roadway embankment work could begin. The primary contractor is Lane Construction Corporation, which had to excavate approximately 4.8 million cu. yds. of dirt and place approximately 3.9 million cu. yds. of that material to build areas of the roadway. Crews used four to eight scrapers during the first 14 months, and each scraper hauled approximately 35 cu. yds. per load. The original ground had many hills and valleys that were required to be moved or leveled out to create the new roadway. The project incorporated several environmental features, including approximately 81,000 linear ft. of 10-ft. black vinyl

wildlife fence with barbed wire at the top and .25-in. x .25-in. wire mesh at the bottom to exclude burrowing and small wildlife from entering the right-of-way. Four oversized wildlife culverts and one wildlife bridge have been constructed to facilitate movement of small wildlife and 24 new kestrel nesting boxes will be installed throughout the project corridor. The project also provides a 12-ft. fire break adjacent to state lands with multiple access points for the Florida Forest Service. One of the biggest challenges of the project involved the earthwork movements and keeping the roadway grades accurate. Equally important was preventing wind erosion during the dry season. The contractor had several water trucks on site, continuously watering the material to minimize blowing sands from leaving the project. The majority of the project site was heavily-wooded prior to construction. Access to the project limits was challenging, especially for heavy construction equipment, until the areas were cleared and access/haul roads were stabilized. Constructing more than a dozen bridges was no small task, according to Starke. “The contractor’s specialty crews worked on these bridges sequentially. When the foundation crew finished at one bridge, it moved to another, and another crew came in to take on step two of the bridge’s construction process. They did this with multiple teams, strategically and methodically to complete all 15 bridges. This undertaking required continuous communication between all members of the project team, from vendors to designers to contractors to inspectors.” Seven of the bridges are continuous deck with simple span beams, while the other eight are simple single spans. The bridges were constructed with Florida I Beams varying in size from 36 in. to 63 in. The bridges vary in length with the shortest measuring approximately 69 ft. and the longest see SUNCOAST page 56

With the rising temperatures of the summer months comes the rise in demand for landscape, hardscape, tree care and other construction grade jobs. One of the biggest machine assets for operators in these spaces is a stand-on skid steer. Today’s stand-on skid steers offer power, 360-degree visibility and simple maneuverability — all benefits that are keeping operators efficient on the job site. But another benefit of a stand-on skid steer is the ability to equip a growing variety of attachments, which allows stand-on skid steers to be utilized in multiple jobsites tasks — and in some cases, multiple different industries. With the right attachment assortment, a stand-on skid steer can be a onemachine-solution. When working with attachments, the standard rule of thumb is that a contractor should have three industry-specific attachments in their arsenal to succeed in a particular industry. For example, if a contractor is working in underground road work, they should consider investing in microtrenching attachments, coring attachments and vacuum-lifting attachments, in addition to the standard forks, buckets and grapples. This attachment variety will give them the ability to bid on the widest range of jobs in their preferred industry, and it will help keep them versatile and agile on the job site. Trenchers By using a trencher attachment, operators can complete trenching tasks without need of specialized trencher onsite. While individual trenchers have a place in the underground construction world, trencher attachments are great for operators looking to eliminate need of a second machine on the job. Ideal for landscape, plumbing and electrical projects, a trencher attachment can install everything from irrigation and drainage systems to electric, utility or fiber. Most trencher attachments are available in 4, 6- and 8-in widths.

Forks Pallet forks are a staple for any stand-on skid-steer. The traditional attachment category is great for loading and unloading material from a trailer or truck bed and making material handling simple when traveling across tricky terrain. A pair of pallet forks can help operators move a variety of materials like sod, bricks, trees and ornamental garden boulders.

Vibratory Plow Ideal for residential fiber installation, cable and lawn irrigation, a plow attachment delivers the most power and reliability on tight job sites. Augers Ideal for landscaping and tree care jobs that require multiple holes in the ground, an auger attachment will expedite creating holes, allowing operators to more quickly plant trees or install fence posts than if they were hand-digging or relying on hand-held augers. Auger attachments are available in in a variety of bit styles and sizes which typically range from 6 to 36 in. Microtrencher Since microtrenching is typically done in the gutter pan which parallels the road, microtrencher attachments are designed to cut through both concrete and asphalt in controlled increments so contractors don’t need to stop traffic. This saves on traffic redirection headaches and associated costs. Microtrenching is typically done in the gutter pan that parallels the road where the asphalt meets concrete of the curb. There are two typical blades equipped in most microtrenching attachments. The first is a conical style bit that rotates in a holder and functions like a traditional rock saw. The second is a PDC blade which is composed of diamond with carbide. The conical bits are generally the more affordable option between the two, but diamond PDC blades are growing in popularity due to their cleaner cut and longer lifespan. While a conical bit will be effective from 500 to 1,000 ft. — meaning that contractors will likely need to replace bits daily — a diamond PDC blade will last up to 20,000 ft. before it needs to be replaced. 

This starts with fixing our nation’s aging roads and infrastructure, which are in desperate need of repair in the Lowcountry.” She sat down with May-RHI’s management to discuss not only the infrastructure bill in Congress but to learn about other concerns shared by the equipment industry. Mace also toured the full-service dealership and spoke to the group at the invitation of the Associated Equipment Distributors (AED), a trade association representing companies involved in the distribution, rental and support of equipment used in a range of applications, including construction, mining, forestry and power generation. While there, she also was interviewed by Corey Rogers, vice president of marketing of National Equipment Dealers (NED), the parent company of May-RHI, for one of its NEDTalks, an Internet series on YouTube. Prior to this, Rep. Mace met with the executive team, including Richie Ambrose, Will Blackerby (a fellow Citadel grad), Phillip Hilton and Jesse Beasley also participated. Partisanship Plaguing Infrastructure Plan Mace and the AED are each working hard to see that a national infrastructure package is passed by Congress and signed by President Biden. Partisan bickering fueled by differing goals have so far delayed the process, she said. When she joined the House committee, Mace expected that upgraded infrastructure would be the one issue that Republicans and Democrats could agree on. “It has been everything but,” she admitted at May-RHI’s roundtable discussion. Although the Senate has done a better job of approaching the issue with civility, she characterized the House as being “the wild west,” a place that is not at all bipartisan. “That has been a very great disappointment,” Mace said. New Deal Reached, But More Work Ahead Although a long way from being finalized as the House, the Senate and the White House haggle over the plan’s details and how to pay for them, President Biden’s infrastructure initiative appears to be coming into better focus. On July 9, Biden announced that a deal with a bipartisan group of five Republican and five Democratic senators had been reached in which $312 billion would go to transportation projects as well as another $55 billion to waterways. The transportation portion is broken into $109 billion for roads and bridges, $66 billion for railroad improvements, and $49 bil-

lion for mass transit. Other expenditures like electric vehicles also are being funded. That is in addition to almost $400 billion for transportation projects that are already part of Congress’s regular funding process. Mace, though, questioned exactly what types of projects are to be funded and how they would be paid for. In speaking with Rogers after the MayRHI roundtable, she stressed the need for what she called a “common-sense” approach to passing a “true” infrastructure deal that encompasses rebuilding the nation’s roads, bridges, airports, waterways, and ports. Each of these needs are of particular interest to her constituents in coastal South Carolina, who often must endure crumbling infrastructure. She contends that, as written, the proposed bill would “miss out” on expanding the nation’s road systems and filling potholes, adding that “very little of that package is actually dedicated to our roads and bridges” as well as other projects requiring construction — work that she defines as “traditional infrastructure.” Instead, she said there is a lot of money set to be “spent on art and sculpture and highspeed railroads.” “The U.S. is desperate for a solid infrastructure package,” Mace noted on the NEDTalks video. “One of my greatest concerns as a member of the transportation and infrastructure committee is that we invest

our resources, time and money into traditional infrastructure.” She explained that she joined the committee because she wanted to answer the “huge” needs of her district, which she has said are populated by disastrous road conditions. Because of an influx of new residents, the scope of development in the Lowcountry has expanded, she said, but with more traffic, area roads need to be widened, extended or finished. Mace also pointed to flooding issues and environmental factors that need to be addressed. “I joke that we need a billion-dollar bridge, but we truly need more than one,” she said. “We have massive, massive needs. I don’t know when the final infrastructure package might happen because of the concerns about how to pay for it.” COVID Relief Money Could Provide Solution Mace’s solutions to funding the bill does not include raising taxes but instead targets spending unused COVID relief money. “We can’t raise taxes on businesses because that will make the opportunity for salaries lower, the job opportunities will be smaller and there will be an exodus of jobs overseas, especially if there is a corporate tax,” she explained to the May-RHI group. “You can’t tax wealthy business owners because those taxes will just be passed down

to the consumer. That means inflation is going to be worse.” Mace estimates that states have a total of about $2 trillion in leftover and unused COVID relief money at their disposal, more than enough to fund into a sensible infrastructure plan. “My staff and I hear from counties across my district every week asking, ‘How can we spend this money? We have so much, and we can’t spend it all on COVID. Can we spend it on this project or that project?’” Mace noted. “Honestly, rather than have the federal government dish it out, the states already have the money, let them invest it in their infrastructure. The state DOTs, counties and local municipalities know which projects are shovel ready. I feel that if states have money saved and haven’t spent it all, allow them to use it where needed.” The congresswoman is also determined to find a road-funding strategy that creates parity between gas-fueled cars and electric vehicles (EVs). Cars using petrol have historically served as the primary way for state governments to pay for their roads and bridges through gas taxes charged at the pump. Isuzu Announces Big Enhancements to N-Series Trucks Isuzu Commercial Truck of America Inc. announced major running changes that will enhance its 2022 interim model year N-Series diesel trucks. The trucks — designated as model year 2022i — were announced by the company during the National Truck Equipment Association’s Work Truck Week 2021 virtual trade-show event. Vehicle Assist Features Standard on all 2022i N-Series diesel models will be electronic vehicle stability control (EVSC). EVSC monitors the truck’s steering wheel angle, individual wheel rotation speed, lateral G forces and more. When the system senses that the vehicle is at risk of losing stability, it alerts the driver via an on-dash warning light and automatically reduces engine output and applies braking pressure as needed to help the truck maintain stability. EVSC works in tandem with anti-slip regulation (ASR), an advanced traction-control system that works to provide grip when the truck is on loose or wet surfaces. ASR also will be standard on all 2022i N-Series diesel trucks. Both EVSC and ASR can be manually deactivated by the driver through switches conveniently located on the instrument panel. An all-new advanced driver assistance system (ADAS) will be optional on all models in the 2022i N-Series diesel truck range. The ADAS package consists of an automatic emergency braking system and a lane departure warning system. Both of these features utilize a new dual-camera sensing system mounted atop the vehicle’s dashboard. The optional automatic emergency braking system (AEBS) includes both vehicle and pedestrian detection. The system will warn the driver with both visual and audible alerts and, if necessary, will automatically apply braking force to reduce vehicle speed. AEBS can be deactivated through an instrument panel-mounted switch. The optional lane departure warning system (LDWS) uses the dual-camera sensing system to “read” the lines on the road ahead. If a driver strays too far from the road’s center, both visual and audio alerts will warn the driver. As an added convenience, LDWS allows the driver to adjust the system’s sensitivity through a switch on the instrument panel.

For customers who do not order the optional advanced driver assistance system, Isuzu will continue to offer the Mobileye suite of collision and lane-departure warning systems as optional equipment. Four-Wheel Disc Brakes Isuzu will add rear disc brakes to the already-standard front disc brakes on the MY 2022i NPR-HD, NPR-XD, NQR and NRR diesel models. The NPR-HD will feature

diesel truck. The standard 30-gal. fuel tank will now be constructed of stainless steel rather than conventional steel to improve corrosion resistance. The tank also will be flush mounted to the top of the frame and will feature top-mounted, three-eighths-inch fuel return and fuel supply ports to help eliminate cutting and drilling the tank during auxiliary fuel port applications. Two aluminum side-mounted fuel tanks will be available as factory-installed options: • A 35-gal. tank will be offered for standard cab and crew cab models with either the 150- or 176-in. wheelbase. • A 55-gal. tank will be offered for standard cab and crew cab models with the 176-in. wheelbase. Both optional tanks will be left-hand-side mounted. The previous optional 33-gal. right-hand-side mounted tank has been discontinued. Fuel Sedimenter Upgrade A larger fuel sedimenter/filter on 2022i N-Series diesel trucks will allow for improved service intervals. The water separator body will feature a translucent red body, making it easy to identify and to determine when water needs to be drained. A heater will be standard with the fuel sedimenter/filter.

As mountain river enthusiasts and others head east this summer on U.S. Highway 64/TN 40 toward the Ocoee River and Cherokee National Forest in Polk County, Tenn., they will pass the state’s $12.6 million “signature” bridge as the new structure takes shape alongside its aging predecessor. Many motorists may have never noticed the Ocoee flowing beneath them when they crossed the old highway bridge in the past, but that will not be the case when the new span is finished in 2022 as an official entry into the Appalachian Mountains’ southern jewel, the Ocoee River Gorge. “The project is a ‘signature’ bridge that is meant to be a gateway to the Ocoee region,” Tennessee Department of Transportation (TDOT) spokesperson Jennifer Flynn told the Times Free Press last September when the work first got under way. The new U.S. 64/TN 40 bridge is being constructed under a design-build contract that includes the contractor, Charles Blalock and Sons Inc., based in Sevierville, Tenn., and Volkert Inc., a Mobile, Ala., engineering and design firm. The cost of the project is $12,633,000 and the replacement project is slated for completion on or before May 30, 2022. In June, Flynn gave the Chattanooga newspaper an update on the U.S. 64 replacement project so far. “The contractor has a bridge crew on site, working on foundations for the new bridge piers, and they are constructing forms for those piers,” she noted. “The roadway has been graded on the west side of the river, and the subcontractors are on site relocating utilities on the east side of the river to accommodate the new alignment in that area.” After that work is done, earthmoving will resume on the east wide of the project, Flynn explained. Since the new bridge is being constructed next to the old one, drivers passing through the work zone can now see some portions of the new bridge structure that have already been poured, including the first abutment and pier footer. The steel girders for the new structure have been fabricated but have not yet been delivered to the project site, she said. The old pre-war-era U.S. 64 bridge, built in 1937, is structurally deteriorating, according to TDOT. It is a 546-ft.-long, six-span concrete T-beam span with two 12-ft.-wide lanes and 1-ft.-wide shoulders. In stark contrast, its replacement will be a three-span, 600ft.-long steel I-beam structure that will have two, 12-ft.-wide

travel lanes, one in each direction, and 10-ft.-wide shoulders. A dedicated center turn lane also is planned for the widened approaches. What sets the new bridge apart from most others in the area is it will feature the Ocoee River emblem, rock finishes, an aesthetic bridge rail and lighting that will highlight the entrance into the Ocoee River Gorge and to the Parksville and Ocoee lakes nearby, TDOT officials told the Times Free Press. The state agency’s online project page for the U.S. 64 Bridge Replacement noted that the construction is being done in three stages: • Phase 1 includes the construction of the new bridge on the new alignment and construction of new roadway approaches and side road tie-ins. • Phase 2 consists of reconstruction of intersections at Welcome Valley Road and Hildebrand Road at the tie-in locations, shifting traffic to the new bridge and removal of the existing approaches to the old bridge. • Phase 3 will include final paving, striping and installation of signs, removal of the old bridge and construction of a maintenance road on the old piece of highway remaining after the bridge is removed. In the days and weeks ahead, the bridge crews will continue work on the first and second piers as well as a second abutment, Flynn said. “Once this is complete, the steel girders will be delivered and installed over the river,” she said to the Chattanooga newspaper. “This will require closing the river to all recreational traffic for a short time.” There is not yet a date for that work or closure. While that takes place, grading crews will complete their efforts on the roadway approaches to the new bridge, she said. “We hope to complete construction of the new bridge over the coming fall and winter and shift traffic to the new bridge in spring 2022,” Flynn added. “Once that is done, work will begin on the demolition of the old bridge.” Throughout the duration of the bridge replacement, two travel lanes are set to remain open, apart from short-term lane closures to install the concrete spans and for the old bridge’s demo, according to TDOT. Detours should not be needed. 

measuring approximately 298 ft. The bridges vary in width from approximately 14 ft. to approximately 112 ft. Twelve of the bridges were designed and constructed with corral shaped traffic railing/barrier in order to stay consistent with the aesthetic of the existing Suncoast corridor. The details of this barrier wall made it more labor intensive than standard traffic railing/barrier wall. To meet pedestrian design requirements, the Suncoast Trail bridge consisted of a series of cast-in-place flat slabs and a landing on the south side of the bridge. Due to the varying soil parameters within the project limits, it was imperative to ensure the bridge piles achieved the required design capacity. All 15 bridges have been completed, along with roadway embankment and drainage ponds. Approximately 9 mi. of the 13-mi. roadway has been paved with structural asphalt. The significant work remaining includes the completion of the two tolling facilities and gantry trusses, installation of the Intelligent Transportation System (ITS) cameras and vehicle detection devices, the dynamic message signs, roadway signs and the signals at U.S. 98 and SR 44. Starke said the elements have been a concern for workers. “When construction started in January 2018, the initial work effort by the contractor included relocating gopher tortoises prior to any clearing and grubbing. Due to temperature restrictions related to the relocations, weather days were granted when the contractor was unable to perform the relocation work. With more than a year left in the project, there could potentially be weather impacts from tropical weather during hurricane season, which could extend the project’s

completion by upwards of a month. Cold weather also could potentially cause delays in the placement of the asphalt.” “At U.S. 98, we are completing the existing partial interchange to make it a full interchange north of U.S. 98, adding a northbound entrance ramp and southbound exit ramp,” said Starke. “It involved constructing two bridges and a pedestrian bridge over U.S. 98. The existing southbound entrance and northbound exit ramp needed to be reconstructed to accommodate the alignment of Suncoast Parkway north of U.S. 98.” The Cardinal Street interchange is a new full interchange, with northbound and southbound entrance and exit ramps. This interchange involved constructing a new Cardinal Street bridge over the Suncoast Parkway. This bridge includes a pedestrian walkway. The SR 44 partial interchange is the new terminus of the Suncoast Parkway. It involves constructing two at-grade ramps — a new northbound exit ramp and southbound entrance ramp. Regarding construction of the two all-electronic tolling gantries and equipment buildings, drilled shafts are installed as the foundations for the gantries. The gantries themselves require detailed fabrication of the trusses and uprights. All conduit coming into the toll equipment buildings through the foundation and floor slab must be carefully aligned with proper spacing, sizes and quantities to fit where each electronic component resides in the building. The equipment buildings are constructed according to the plans at an offsite fabricator then carefully placed and joined to the building slab on site. The electronics are then installed

and wired inside the building. Once the gantries are assembled, the electronic equipment is installed on the gantry. After all electronics in the building and the gantries have been installed, a series of detailed testing is performed on the electronics to ensure they function properly. Equipment being used on the job includes Caterpillar D5K, D6K, D8T and D9T dozers; Caterpillar 745 off-road trucks; MTS 35XL and 42XL pull behind scrapers; John Deere 350G and 250G excavators; John Deere 650 dozers; Caterpillar 120AWD motor graders; John Deere 672GP and 772G motor graders; Caterpillar CS54 rollers; and a Bomag BW11RH traffic roller. Other heavy machinery includes Caterpillar AP1000D pavers; Caterpillar CB64 double drum rollers; John Deere 624K and 644K loaders; a Grove GRT8100 crane; a Manitowoc I4000 crane; John Deere 9420R’s; several types of Trimble GPS and machine controls, lasers, rovers, sensors and total stations; and drone mapping and surveying equipment. The main materials used on the project are concrete, asphalt, steel and aggregate. FTE was formed in 2002 as a business unit of the Florida Department of Transportation (FDOT). It employs privatesector business practices to operate its system of limitedaccess toll highways for the benefit of Florida’s traveling public. Net revenue from Florida’s Turnpike is reinvested into projects like building new highways or making improvements to existing highways on a statewide basis.  CEG

Mace feels that something must be done to eliminate that inequity. “We have so many EVs here — they are everywhere,” she said. “I see more electric cars in Charleston than I did on a recent trip to Los Angeles.” Mace Wants S.C. to Get Better Return On Its Money The congresswoman has also worked on improving other transportation issues facing the Palmetto State in her short tenure as a member of the U.S. House. Currently, 19 states, including South Carolina, receive a less than 95 percent rate of return on their contribution to total deposits paid into the federal Highway Trust Fund (HTF). Mace, though, has signed on to a bill that would establish a minimum guarantee for federal highway funding received by states tied to the percentage of total monies paid into the HTF. Her co-sponsor on the legislation is Rep. Chip Roy (R) of Texas, another state getting a low return on its HTF deposits. “The short of it is that South Carolina would get more money back because it

paid more money in,” Mace said. She added that while most states hit the pause button on their road projects in 2020 due to COVID-19, South Carolina Department of Transportation (SCDOT) Secretary Christy Hall increased the work her agency was doing because few people were traveling at the time. “It was safer to do a lot of that work when traffic wasn’t moving through construction zones,” Mace explained. “We should be rewarded and incentivized for that good work, and instead we were penalized [by the federal government]. Because South Carolina is putting more into [the HTF] than we are getting back, that needs to be fixed, but Republicans are in the minority now and are unable to do that. In 18 months, though, when Republicans are again in the majority, I see us being able to get more of these common-sense measures passed.
