Built in the 1970s, 3.417 mi. of Kings Highway from south of State Road 70 to north of the I-95 overpass are being rebuilt by the Florida Department of Transportation (FDOT), and the road near the city of Fort Pierce (Saint Lucie County) is being expanded to two lanes in each direction with a 30-ft. wide grass median between the north-south lanes. The highway upgrade also includes Type E curb and gutter (22-ft.-wide raised, plus two 4-foot-wide paved inside shoulders), 6.5-ft.-wide outside shoulders that also will serve as buffered bicycle lanes, a 12-ft.-wide shared use path along the west side and a 6-foot-wide sidewalk along the east side. The $45.2 million project, awarded to Halley Engineering Contractors, Inc. (HEC), started on Sept. 17, 2018 and is anticipated to be delivered in autumn 2022. In addition to the road work, HEC crews are relocating Canal No. 40 from north of SR 70/Okeechobee Road to south of Research Center Road and Canal No. 32W from north of Orange Avenue to south of I-95 overpass; realigning Kings Highway at the intersection with Okeechobee Road to improve the existing connection with the turnpike; replacing existing culverts/swales and installing a closed drainage system and retention ponds; installing a new highway lighting system; and upgrading signalization with vehicle detection devices and ITS cameras. “The primary purpose and need of this project is for added capacity along the corridor due to current and future land use changes,” said Bing Wang, P.E., FDOT’s project manager. “The significant growth that this ‘high growth region’ is undergoing, coupled with future expansion plans, have resulted in a severe need for added capacity along this corridor. In addition, various safety improvements are required which will be incorporated into the proposal projects.” Average annual daily traffic on the highway, prior to the work starting, was 8,000 cars and trucks. The report, Rural Connections: Challenges and Opportunities in America’s Heartland, evaluates the safety and condition of the nation’s rural roads and bridges and finds that the nation’s rural transportation system is in need of immediate improvements to address

deficient roads and bridges, high crash rates and inadequate connectivity and capacity. The report finds that the nation’s rural roads and bridges have significant deficiencies. The Science Behind Tunnel Boring Machines By Jennifer McKevitt CEG CORRESPONDENT

Historically, tunnel boring machines (TBMs) are named for women, a tradition originating with miners praying to their patron saint, Barbara, for protection from cave-ins, suffocation and other dangers associated with digging underground. Naming a boring machine in advance of a project is thought to bring good luck, and thus we have Seattle’s Bertha, the Chesapeake Bay’s Chessie and New York’s Nora, created by the Robbins Company for work on the Delaware Aqueduct. Nora’s namesake was Nora Stanton Blatch Deforest Barney, the first female civil engineer in America. Naming conventions aren’t all that’s fascinating about boring machines. Because creating a tunnel is a massive undertaking, the machines are always built to suit, or specialized, based on the ground and soil types they’re set to plunder. Project owners are responsible for the accuracy of the ground in question’s assessment, called a Geological Bassline Report, or GBR. GBRs are legal documents, from which the contractors and equipment manufacturers take the specs to bid the job and determine the type of machinery needed. This 22.3 ft. (6.8 m) single shield TBM will bore a tunnel to replace a damaged portion of the Delaware Aqueduct that supplies half the raw water supply to New York City.

Baden-Württemberg, described the features that contribute to a ground assessment: • Grain size distribution curves; • bulk density/buoyant bulk density; • friction angle; • cohesion; • stiffness modulus; • permeability; • groundwater level; • Atterberg limits (a basic measure of the critical water contents of a fine-grained soil: its shrinkage limit, plastic limit, and liquid limit. Depending on its water content, a soil may appear in one of four states: solid, semi-solid, plastic and liquid); • uniaxial compressive strength/rock mass strength/tensile rock strength; • quartz content; and • abrasiveness. Additionally, she said, “Each individual tunnel route has special geological and hydrogeological conditions, which will help design the TBM equipment for a safe and proper use.” Once the project owner creates a GBR, other tools may be applied by the tunneling team to warn of potential challenges and to assist in determining the appropriate TBM. In hard rock, such challenges may include unexpected water- and air-filled cavities, or sudden changes indicating weakness zones that could cause danger. Therefore, advance detection by means of a Seismic Prediction System (ISP) is often employed, wherein a surface wave is sent along the tunnel wall, ultimately merging into a space wave at the wall face. Once it encounters a potential obstacle, the reflected space wave generates a response indicating an unexpected condition. see TBM page 34

Carolina Cat Showcases Next Gen Equipment at Charlotte Area Event

n June 12 and 13, Carolina Cat hosted consecutive demo days for customers in the Charlotte, N.C., region featuring Caterpillar’s latest and greatest in new technology. More than 400 people attended the two-day event, which showcased Cat’s Next Generation equipment lines spread out over approximately 20 acres. Customers Brian Allen of Allen’s Grading in Monroe, N.C., tests out were given the chance to operate their choice of new machinthe fully remote-controlled Cat 289D compact track ery while receiving valuable product information from the loader. Carolina Cat staff members that were on-hand providing assistance. An estimated 50 machines were available to test out, including: five different dozers; four 20- and 30-ton factory grade excavators with 3D technology; five mini excavators with an easy-to-operate stick steer, user-friendly controls and an intuitive Next Gen monitor; the Cat 120 motorgrader with a steering wheel; the 740 ejector truck; and six unique skid steer and compact track loaders with Trimble Earthworks Go! One positive attribute of the Next Gen excavators and dozers is that much of the equipment’s preventative maintenance cycle has been removed, allowing for 40 percent less (L-R): John Williams and John Meade of Blythe maintenance cost to the owner. Instead of going 250-hour Construction in Charlotte and Ryan Neal of intervals, they have now gone to 500-hour and sometimes Caterpillar. even 750-hour intervals before PMs must be conducted. The machines also burn cleaner fuel at 25 percent better fuel efficiency. For Cat’s line of Next Gen dozers, users may choose from updated configurations and enjoy a fully redesigned cab and a choice of tradtional transmission or electric drive on the XE models. Although they do not belong to the Next Gen family, Carolina Cat was equally promoting the usefulness of its Caterpillar ejector truck line during the two demo days. “Most of the dump trucks that you see are tipper trucks, which means they stop, dead stop, raise the bed and dump material,” explained Mark Kincer, sales manager. “However, you lose the time when you stop.” Ejector trucks are able to maintain their speed to the point where they complete 50 percent more cycles. They are available in two varieties: the 740 (40-ton) and the 730 (30-ton).  The Cat D6K2 LGP.

Ring Power Hosts Cat Operator Challenge in Tampa, Fla.

he best-of-the-best heavy equipment operators in central and north Florida descended on Ring Power CAT for a two-day operator challenge June 19 and 20 at the company’s Tampa, Fla., location. On both days, the overall challenge event provided friendly competition among operators from various construction companies, opportunities to see and operate the newest Caterpillar products, win some great prizes and enjoy a catered barbeque lunch with representatives of Ring Power and Caterpillar. The challenge is part of the overall Cat 2019 Global Operator Challenge in which the winner advances to the North American Regional Finals in Clayton, N.C., in October to compete with other regional finalists. The regional champions then advance to compete against operators from other regions and contestants from around the world at the Cat Global Finals at ConExpo in Las Vegas in 2020. Operators must pass a pre-qualifier course first to participate in the competition. If they do, they are then put to the test on three different tasks using a Caterpillar compact track loader, Caterpillar wheel loader and Caterpillar excavator, with each task providing various challenges and varying degrees of difficulty. Ring Power provided each contestant with a special edition 2019 Operator Challenge commemorative coin and ballcap in appreciation of their participation. Over the two-day challenge, 38 operators put their skills on display during the finals. Awards were given out each day and the overall scores for both days were announced at the conclusion of day two. Theodoros Fetsis of AAA Services, Clearwater, Fla., took first place and was awarded the $500 prize and a Cat cooler. However, he elected to opt out of the regional competition, which resulted in the second-place finisher, Kenny Billings of Cypress Gulf, Tampa, Fla., becoming the contestant that Ring Power will send to the regional finals in Clayton. Coming in at third place in the competition was Mike Myers, of Lakeland, Fla. The highest participation in the competition came from Team RIPA of RIPA & Associates, Tampa, Fla.; QGS Development, Plant City, Fla.; and Cypress Gulf, Tampa, Fla. CEG see RING page 32

Wacker Neuson Group Expands North American Leadership The Wacker Neuson Group has appointed Gert Reichetseder as president and CEO — North America, effective July 1, 2019. This addition to the Wisconsin-based executive management board demonstrates the importance of the growing North American construction and agricultural machinery market to the global organization, while strengthening local leadership and ongoing commitment to the United States and Canada, according to the company. Reichetseder has served as commercial director of Wacker Neuson's largest production plant in Linz, Austria, since 2011. His successful international career includes several senior-level positions with Engel Global. As part of his new role, Reichetseder will act as spokesperson for the North American executive management board, which includes Johannes Schulze Vohren, executive vice president sales and marketing North America, and Ryan Gile, executive vice president operations and COO North America. “This is a big transition for me and my wife,” said Reichetseder, “as I am changing my home base from Austria to Milwaukee, after having been in charge of our Linz facility for the past eight years. However, the potential of Wacker Neuson in North America reinforced my decision for this new assignment.” This latest move supports Wacker Neuson’s 2018 realignment of Menomonee Falls, Wis., production facilities, which now includes Will Wright as vice president of product engineering and purchasing and Raimund Lindner as vice president of manufacturing and production administration. The purchase will position McClung-Logan to better serve its growing customer base in Virginia with additional territory coverage, expanded product lines and compact equipment expertise. White Oak Compact Equipment will operate as a division of McClung-Logan in its existing markets, representing the full line of Takeuchi excavators, track loaders, wheel loaders, skid steers and product attachments. “White Oak has a strong tradition and wonderful legacy of providing compact equipment and hands-on product support solutions in Virginia for almost 50 years,” said Darrin Brown, president of McClungLogan. “This deal represents a new and exciting chapter for McClung-Logan as our combined teams and product offerings will enable us to meet the market needs across a broader footprint. In loose rock, Sonic Softground Probing (SSP) systems are employed to ferret out possible obstacles such as boulders, old sheet piles or shafts. In an SSP system, transmitters and receivers operate within the cutting wheel on the TBM. Once the TBM is set in motion, signals capable of reading obstacles up to 44 yds. (40 m) ahead become easily detectable. The application of either ISP or SSP tools work in conjunction with the drilling process and do not affect forward tunneling. The soil types established by a GBR respond to different boring machine faces or shields, into which cutting or pressurized mechanisms are built. The Herrenknecht team notes that there are three different types of shield: open-face shields; earth pressure balance shields; and slurry shields. Each is best applied to specific ground conditions.

Hard Rock Lastly, there is hard rock, which, according to Herrenknecht, is a mixture of minerals and/or fractions of rock with mineral cohesion. “Rock” is a largely generic description, and includes a wide variety of types such as soft formations to gneiss or granite, with hardness ratings up to 400 MPa (megapascal, a unit of pressure). Of course, hard rock TBMs are applicable. The ideal choice is a single shield TBM, which functions well when tunneling through rock and other stable, non-groundwaterbearing soils. Soft Ground First is soft ground, which contains a mixture of minerals and/or fractions of rock and/or organic materials without mineral cohesion. Generally unstable, cohesive loose soils have high silt or clay contents and a pulpy consistency. On this type of ground, the most effective boring method is an earth pressure balanced (EPB) shield. Through the application of water or foam, EPBs turn the face to be excavated into a pliable soil paste. The resulting paste creates balance, avoiding an uncontrolled rush of soil into the machine. Quick penetration of the soil with minimum settlement is the desired effect. Heterogeneous Ground Heterogeneous ground requires different treatment. Because of its alternating layers of loose soils and solid rock, or alternate and interlocking layers of cohesive and incohesive loose soils coupled with boulders (most commonly found in underwater locations), slurry supported tunneling methods are best. High-water permeability and instability respond best to a liquid medium or suspension or “slurry,” operating under a controlled pressure. Slurry machines are known as AVNs (an AVN is a microtunnelling machine type that bypasses digging when installing an underground pipe) or Mixshields. Generally, these types come with a cone-crushing shield for safety when working within pipe diameters of .43 yds. to 4.4 yds. (0.4 m to 4 m). AVN machines belong to the category of closed, full-face excavation machines. The excavated soil is removed using a cutter head adapted to the particular geology in which it’s set to operate. These machines are functional in almost every geological condition.

The PACCAR MX-13 engine brings efficiency and flexibility together into one, high-performance solution. The first new rating of 405 hp and 1,650 lb-ft of torque provides constant power for line haul applications, enhances integration with the PACCAR Powertrain, and offers increased fuel efficiency. Metso has reached the significant milestone of 10,000 Nordberg HP cone crushers sold globally. The HP Series celebrates its 30th anniversary this year, and the 10,000th HP cone crusher unit was handed over to the French aggregates and asphalt producer and urban infrastructure development company Eurovia in a ceremony held at Metso’s Mâcon facility in France. “The HP is undoubtedly one of Metso’s most widely used innovations. Link-Belt’s 600 X4 MH New Hydraulics Package Delivers Faster Cycle Times The Link-Belt 600 X4 material handler (MH) for the United States and Canada features an electronically-controlled 362 hp Isuzu engine that meets EPA Final Tier IV requirements, without the need for a diesel particulate filter (DPF). The 600 X4 MH is purpose-built for material handling and demolition applications, featuring a two-piece attachment with hose burst check valves. The machine has a straight boom and droop-nose arm. The hydraulics package features award-winning spool stroke control (SSC) technology to achieve maximum control and productivity. “The new hydraulics package delivers faster cycle times than its predecessor,” said Adam Woods, LBX product manager. “This performance increase is largely due to a new proprietary control valve with a larger hydraulic passage area. But we didn’t stop there. We increased the size of arm, boom and auxiliary spools to reduce pressure loss and distribute oil more smoothly. Two electrically-controlled Kawasaki pumps and one Kawasaki gear pump assure that hydraulic flow gets delivered precisely when and where it’s needed. The end result is more smoothness, maneuverability and precision across all operating modes. “All of these performance enhancements don’t compromise fuel efficiency, either,” Woods continued. “A 3 percent DEF consumption rate, combined with a large DEF tank gives it the longest DEF refill interval in the industry.” The roomy X4 cab maximizes operator comfort and convenience, featuring a standard air suspension seat with +/- 5 degree tilt. Arm rests move proportionally with the console, which means that the distance and angle between joysticks and operator remains the same, no matter how the seat is adjusted. Hinged OPG Level 1 front guard, ISO guard rails and mirrors are standard. Fixed OPG Level 2 front guard and FOPS Level 2 top guard are available to protect your investment. The hydraulic cab riser features a higher operator view — 19 ft. 4 in. (5.9 m) at eye level height. A large, 7-inch LCD color monitor allows the operator to easily navigate a full menu of user-friendly controls to take full command of the excavator and attachments. The standard rear-view camera is accessible through the monitor, displaying a panoramic view of the work site from the rear of the machine, with sight guidelines that can be turned on or off by the operator. Rear and side lights also can be added to the camera system. An under-cab camera option provides all-around visibility and safety. For the ultimate in visibility, the

wide angle visual enhancement system (WAVES) can be added. “WAVES is an exclusive, award-winning feature for LinkBelt X4 material handlers and scrap loaders,” Woods said. “The system is easy to use and includes three closed-circuit, high resolution cameras that provide a seamless 270-degree viewing envelope with no blind spots.” Other notable cab features include dual LED cab lights; a cup holder and storage areas for cell phones and other small items; joysticks with easy-to-hold grip and radio mute buttons; MP3 audio input, Bluetooth-enabled for hands-free communication. RemoteCARE GPS telematics system allows 24/7 remote monitoring and security. The system enables the tracking of daily fuel economy and machine performance with ease. It lets the operator be more proactive if potential failure conditions arise; flashing diagnostic codes on the monitor quickly alert the operator to potential trouble and an e-mail alert is automatically sent. The system also provides machine location in real time for better job supervision and remote security monitoring. A lifetime subscription is included at no extra charge. The 600 X4 MH features a heavy-duty, high-wide undercarriage, oversized turn table, and larger drive motors for dependable, long life service. Kings Highway Contractor Expects Completion by 2022 KINGS from page 1

was conducted in 1994 to evaluate a four-lane rural section from Okeechobee Road to Indrio Road, and in 2006 a PD&E re-evaluation was done to consider an urban six-lane section within the same project limits. In 2008 a new PD&E study within the project limits evaluated a four-lane suburban typical section. This PD&E was completed in 2012 with the recommended alternative being taken to final design. The existing typical section consists of one 12-ft. lane in each direction, with 6-ft.-wide shoulders and grass swales to the right-of-way line. There are no bicycle lanes or sidewalks, and guardrail is typically located along the project where the roadway parallels a drainage canal or ditch. The existing right-of-way typically varies from 50 to 60 ft. along the project limits, with wider portions at signalized intersections. The proposed typical section will consist of a divided high-speed urban arterial highway with 12-ft. travel lanes, a 30-ft. median, 6.5-ft. bike lanes and a 12-ft. shared use path along the southbound lanes with a 6-ft. sidewalk along the northbound lanes on both projects. The proposed canals will be shielded by guardrail throughout the project limits. “A new closed drainage system will be installed for runoff from the roadway with off-site ponds for water quality and flood attenuation purposes,” Wang said. “The runoff from the roadway will be taken to the proposed ponds to be treated and then discharged into the canals. Historical connections from adjacent properties to the canals will be maintained.” The primary consultant, BCC Engineering Inc., is responsible for the design of the project. To protect construction crews, the speed limit on Kings Highway in the work zone has been temporarily reduced from 50 to 40 mph throughout the duration of the project. Short-term and longer lane closures during the day are in place as the work proceeds, with FDOT providing detours for motorists. Nearly 18 months into the project, Halley Engineering has

completed the following: the entire span has been cleared and grubbed, roughly 30 percent of the drainage work is finished, the excavation of two out of four retention ponds has been executed, and utilizing the fill material generated from them, HEC embanked the entire phase one NB new roadway portion of the project from SR70 all the way to Orange Avenue. “We have completed the column-supported embankment soil stabilization improvement work underneath the new 10x10 concrete box culvert, and have installed approximately one-third of the 1,250 foot long box culvert,” said John Morris, HEC vice president. “Recently we started the excavation and rock rubble revetment of the new Canal No. 40 section on the south end of the job, and we are very pleased with the progress of this work thus far. Our electrical subcontractor has also already installed a significant number of the drilled shaft foundations required for the new mast arms designed at all of the major intersections along the corridor.” The goals for this year’s construction season are to continue with the drainage, box culvert and new canal construction so that the new canal can be tied in and opened, which will allow HEC to fill in the old canal in preparation to construct the new SB roadway section. “The column-supported embankment work was a unique aspect of the project and somewhat rare for normal FDOT roadway construction,” said Morris, “so it was great to get that work done and behind us right away without any issues or complications. Hayward Baker performed the soil improvement CSE work with us and did a fantastic job. This work required us to hire our own specialty engineer to fully design the CSE system, which had to be designed in accordance with a Technical Special Provision developed by FDOT specifically for this project and be accepted by the Department prior to starting the work. “Being that this work was critical, it was done very early on in the project because it dealt with a very risky aspect that could have potentially caused a significant delay to the schedule,” Morris added. “I commend the project team — CEI (Cardno/Corradino), the project design engineer BCC Engineering, FDOT District Four and Fort Pierce Operations, Hayward Baker and Halley’s management team — for an excellent partnering effort to work together and expedite the design, review and approval of this critical work to avoid any negative impacts to the project.” Johnson-Davis, the drainage subcontractor, is providing multiple crews for the drainage work, which is extremely critical to the overall schedule of the project. “J-D’s team from top to bottom is highly skilled and professional and has been a pleasure to work with on the job,” Morris said. “Optimum Services Inc. is excavating the retention ponds and the new canals for us, and is also one of the main reasons the project is running ahead of schedule.” Minimal night work is required for this project, but there is a significant amount of utility relocation. “FDOT Fort Pierce Ops Utility Coordinator Marcus Yates has done a terrific job managing this work,” said Morris, “and expediting this work for us in a concerted effort to avoid any delays associated with the many utilities involved throughout the corridor. The safety of our workforce, inspection team and the traveling public is the number one priority for us, and we do our best to instill that mindset every single day in the minds of our employees and all of our subcontractors.” HEC has submitted a cost savings proposal to FDOT see KINGS page 70

Flint Construction & Forestry Hosts SmartGrade Demo

lint Construction & Forestry Division hosted a SmartGrade motorgrader demo day event on June 25th at their Atlanta, Ga., location. A nice turnout of attendees came out to see the newest ground-breaking technology in the motorgrader industry — the John Deere SmartGrade motorgraders, which offers the first of its kind factory installed mastless 3D integrated grade control system. Guests took the time to have their own hands-on experience with the machine, gain more information from Flint and John Deere representatives on this newest motor grader technology, and to see all the great tech solutions available at Flint Construction & Forestry Division. Reed Dekle of Baldwin Paving, Marietta, Ga., was impressed with the new integrated system. “The ability of the machine with the mastless system allows it to get into any kind of configuration with regards to angles, turning radius and blade positions, while still being able to hold a good grade,” Dekle said. “The newer features on this machine, including the Topcon millimeter grading system, is a big plus for what we’re looking for in fine grading. This particular system also has the all-wheel drive function, which is great for pushing more dirt. “The mastless system means there are no implements on the blade that can be damaged, stolen, or end up in a position during operation in which it doesn’t get a good reading like when the moldboard is rolled forward and it changes the angle of the GPS.” Doug Myers of Blount Construction Company, Marietta, Ga., demoed the machine for his first time ever and wasn’t quite as detailed in his analysis of the machine as Dekle, simply saying, “I like it. It’s easy to use and the complete system is set up for very smooth operation.”  CEG

Ritchie Atlanta Auction Attracts 3,300 Bidders

ore than 3,300 bidders participated online and in person at Ritchie Bros.’ multi-million dollar unreserved public equipment auction in Atlanta, Ga., on June 26, 2019. With bidders from 54 countries, approximately 72 percent of the equipment in the auction was sold to out-of-state buyers, from as far away as Austria, New Zealand and Vietnam. Online bidders purchased approximately 56 percent of the equipment sold (by dollar value).
