Twisters Rip Through Eastern Half of United States

Violent tornadoes struck wide areas of the Deep South, the Midwest and the East on March 31 and April 1, killing at least 32 people, injuring many more, and inflicting hundreds of millions of dollars’ worth of property damage.

In all, dozens of confirmed or suspected tornadoes were reported across 11 states by April 2. In all, approximately 28 million people were under tornado watches during the first day of the storm’s rampage, including the Little Rock, St. Louis, Chicago and Memphis metropolitan areas.

In the South, destructive storms impacted areas of Arkansas, Tennessee, Alabama and Mississippi when several rain-wrapped twisters raced across primarily rural areas in the afternoon and evening of March 31, and into the overnight hours of the next day.

Further to the north and east, the large weather system produced supercells that spawned a range of twisters from weak Enhanced Fujita-scale storms (EF-0) to rolling monster tornadoes, rated as high as EF-4 with winds over 165 mph, each capable of causing tremendous devastation.

Areas affected over the rest of March 31 and that evening included eastern Iowa, southern Wisconsin, northern and central Illinois, and Indiana.

The onslaught of storms kept going after midnight and throughout the day of April 1, with more twisters reported in Kentucky, Michigan and Ohio as the cyclonic storm system marched east. In the South, more storms fired up in Tennessee, Mississippi, Alabama and Georgia, with one death reported in Pontotoc County, Miss., and another near Huntsville, Ala.

Severe weather in the mid-Atlantic states usually means lightning, flooding and hail, but tornadoes are rare occurrences. But New Jersey saw at least six twisters the afternoon ofApril 1, with one each reported in Pennsylvania, Maryland and Delaware.

Even more unusual for a tornado in this part of the United

States is a large, killer storm. Unfortunately, an EF-3 twister in southern Delaware cut a 14-mi. path of destruction from Bridgeville to Ellendale in Sussex County, damaging at least two to three dozen homes, and taking the life of one man. His death was only the fourth tornado-related fatality reported in the state since 1843, and the first in 30 years.

In their wake, the spring storms left behind many destroyed homes, farms and businesses.

System’s First Tornadoes Spawned in Arkansas

Although Arkansas did not suffer the largest number of casualties, the fact that a monster twister hit the Little Rock metropolitan area meant that it probably suffered the largest amount of property damage in the South because of the storms. More importantly, the storm took the life of one person in North Little Rock.

After forming southwest of Little Rock, the storm transformed itself into a powerful tornado as it traveled northeast and was, at times, 600 yds. wide. It moved quickly through the capital city’s west side, crossing both Interstate 40 and the Arkansas River, before entering North Little Rock; it continued for 32 mi. before dissipating. The nearby National Weather Service (NWS) office confirmed that the EF-3 tornado packed winds reaching 165 miles per hour.

Later on March 31, and further east in the small town of Wynne, Ark., 50 mi. west of Memphis, Tenn., another powerful twister used the cover of darkness to flatten much of that community, killing four people in the process.

The NWS in Memphis, which is responsible for eastern Arkansas, told theArkansas Democrat-Gazette that a preliminary report had determined the tornado that struck Wynne also was an EF-3, but the agency said final determinations of wind speed, the width and length of the tornado track, and total damage estimates will take time.

Survivors in Little Rock Area Survey Damage

If April 1 was a day to measure the breadth of the damage wrought by Little Rock’s tornado on March 31, then April 2 was a day to gauge the depth of the recovery needed.

“We’re on day three of many, many days ahead of us,” North Little Rock Police Chief Mike Davis told the Democrat Gazette.

The city’s mayor, Terry Hartwick, said North Little Rock has hired a Mobile,Ala., company to help in coordinating the cleanup. CrowderGulf Disaster Recovery & Debris Management LLC works with communities needing help following catastrophes.

At a press conference at the heavily damaged Colony West shopping center off North Rodney Parham Road in Little Rock, where the sound of chainsaws and heavy equipment nearly drowned out the speakers, Mayor Frank Scott explained that his town also is working toward recovery.

“We’re going to try and get operations back to as smooth as possible,” he said in speaking to reporters. “It’s going to probably take months for a lot of these residential communities, as well as our commercial activity, to get back to normal. It’s our priority to do all we can to rebuild and recover for the residents of Little Rock and central Arkansas.”

As the damaging storms moved through the state, electrical service was interrupted to 56,000 Entergy Arkansas customers throughout the state.

“We’ve had a lot of debris, like roof shingles and trash, [all of which] we have to maneuver around to get to the power lines, and these happen to be in heavily populated neighborhoods where we can’t just pull up in a bucket truck,” Brandi Hinkle, a spokesperson for the utility, said. “We must use a lot of specialized equipment.”

“At Case, we are customer-led in all we do,” said Terry Dolan, vice president, Case Construction Equipment, North America. “It’s no secret that our industry has faced labor shortage issues over the past several years, and we can’t think of a better way to support our customers than to help identify enthusiastic students who will make incredible contributions to the construction industry.”

Crew Collaborative joined Case in its ConExpo-Con/AGG booth to solicit stories of how mentors have changed the lives of those in the construction industry and what paths industry veterans would recommend to best begin a career in the trades. It also gathered names of those interested in potentially serving as mentors to interested high school students.

“A couple of months ago, FrameWork was merely an idea on a sheet of paper,” said Kristina McMillan, Crew Collaborative founder and board member. “When we brought the initial concept to Case leadership and asked about their potential partnership on it, they replied ‘We’re all in.’”

Post ConExpo-Con/AGG, Crew Collaborative will host an in-person retreat with Case employees and other industry insiders to build out the program and begin beta testing. A full FrameWork program launch is slated for first quarter of 2024.

“Although Case has 180 years of experience in the earthmoving business, we are making moves with the speed and agility of a startup,” said Dolan. “Partnering with Crew Collaborative to bring the cuttingedge concept of FrameWork to life will have a true impact on the construction industry here in North America and beyond for years to come.”

Common GroundAllianceAnnounces ‘50 in 5’Industry Challenge

Common Ground Alliance (CGA), the national nonprofit trade association dedicated to protecting underground utility lines, people who dig near them and their communities, issued its “50 in 5” industry challenge to stakeholders with a goal of reducing damages to critical underground utilities by 50 percent in five years.

According to CGA’s Damage Information Reporting Tool (DIRT) Report, the annual rate of damages to buried infrastructure in the United States has remained stagnant for most of the last decade and costs the U.S. a staggering $30 billion every year.

Each of the hundreds of thousands of digins to underground utilities that occurs annually has the potential to cripple communities and businesses by cutting them off from critical services, cause injury or even loss of life.

CGA’s “50 in 5” challenge aims to address damages to the Nation’s critical assets head-on by bringing damage prevention advocates together around a targeted set of strategic, data-driven priorities.The “50 in 5”call-to-actionencouragesthedamageprevention industry to concentrate on three focus areas that prioritize critical issues identified by CGA’s Next Practices Initiative and the top damage root causes that contribute to more than 76 percent of damages to buried

infrastructure (according to CGA’s most recent DIRT Report):

• Effective and consistent use of 811: Despite DIRT data and market research which indicate that 811 awareness is very high — particularly among professional excavators — 60 percent of damages to underground utilities are caused specifically by professional contractors not contacting 811 prior to digging. CGA is unveiling a refreshed 811 tagline and animated logo this spring, which will join a new video series and other outreach tools that damage prevention advocates can use to implement behavior change campaigns around 811 usage.

• Key excavator practices (potholing, maintaining clearance, etc.): Potholing (test holing) to confirm the location of buried utilities and then maintaining the required clearance around those utilities, along with miscellaneous improper excavation practices, are key steps for protecting the integrity of underground infrastructure. Targeted and consistent excavator outreach around these two CGA Best Practices (5.19 and 5.20) coulddramaticallyreducedamagestoburied infrastructure. CGA’s Next Practices Initiative also highlights damage reductions achieved by operators who contractually

compensate excavators for potholing.

• Accurate, timely utility locating: CGA’s Locator White Paper and the work of the Next Practices Initiative reveal that improving the accuracy of facility maps and implementing electronic white-lining would help locators complete their work more quickly and accurately. Efforts like a Minnesota coalition’s pilot program to make 811 ticketlevel facility map visualizations available to locators and other 811 system end users have the potential to increase locating efficiency, among other systemic benefits. Decreasing over-notification practices utilized by both contractors and facility owner/operators themselves would also help decrease overall 811 request volume so locators’ workloads are more manageable.

“The Common Ground Alliance’s damage prevention stakeholders have worked diligently to make communities safer by reducing dig-ins — but we are now at an inflection point as an industry,” said Sarah K. Magruder Lyle, president and CEO of CGA.

“I encourage every stakeholder to meet our ‘50 in 5’ challenge and commit their organizations to making bold choices and investments as we look to cut annual damages in half by 2028. With the massive fund-

ing authorized by the Bipartisan Infrastructure Law and the pace of current construction activity, now is the time for the industry to seriously examine how we can make the next dramatic reduction in annual damages and protect critical infrastructure.”

“The CGAboard of directors felt strongly that the industry must commit to taking concrete steps to significantly reduce damages to underground utilities,” said Josh Hinrichs, chair of CGA’s board and president of UtiliSource. “We must focus on taking damage prevention to the next level in order to keep our communities safe and connected to the utilities we depend on every day.”

With National Safe Digging Month set to kick off in April, CGA will be releasing a variety of new tools and outreach materials in line with the “50 in 5” call-to-action. The annual DIRT Report will continue to be the industry’s primary gauge of annual damages, and data and metrics collected by CGA’s Damage Prevention Institute will also help inform key interventions and strategies for damage reductions in the coming years.

Southwest FloridaAirport’s Expansion to Finish in 2025

The Southwest Florida International Airport (RSW) in Fort Myers has been undergoing an expansion of its terminal since 2021, a $331 million project that is planned to be complete in 2025.

The effort is being undertaken by the Lee County PortAuthority (LCPA) to maximize the airport’s terminal capacity, according to AirportTechnology, an online industry news service. RSW also is being enlarged to offer passengers more facilities and services.

The construction project represents Lee County’ssecondlargestpublicworksproject in its history.

TheFloridaDepartmentofTransportation (FDOT) provided $77.9 million in funding for the expansion, while LCPA granted $224.9 million. The rest of the costs will be covered by passenger facility charges and airport revenue bonds.

Officials are banking on the work helping RSW to meet the increased passenger traffic that has reached pre-COVID levels of more than10millionpassengersannually.Inaddition, the effort aims to improve the airport passenger experience by reducing wait times, improving Transportation Security Administration (TSA) checkpoint activities, increasing post-security offerings, connecting concourses and adding amenities.

The expansion also is intended to help promote travel and tourism in Florida, as well as boost the local economy by creating job opportunities.

Expanded RSW Terminal to Enhance Services

Airport Technology reported earlier in March that the terminal expansion at Southwest Florida International will involve combining three existing TSA checkpoints into a centralized 16-lane configuration. It also means construction crews will remodel a 164,000-sq.-ft. area within the facility and add 117,000 sq. ft. of new space, made up of new walkways to connect the terminal’s three concourses, the concessions area and other facilities.

RSW’s new TSA security checkpoints

will feature clear and dynamic signage to direct passengers to the correct lanes, which will be fitted with new acoustical flat ceilings, diffuse lighting, and vinyl tile flooring. Thecheckpointarea’slargecantileverwooden beams will conceal TSA cameras and lighting.

The expansion will encompass 16 phases of construction and involve renovating the new Airport Communications Centre, addingTSAadministrativeareas,non-public airportadministrativespaces,andexpandthe seating and concessions within the business Sky Lounge. The project also includes the refurbishment of existing checkpoints and restrooms, as well as a new pet relief area.

In addition, a standalone remote loading dockbuildingisbeingdevelopedatRSW,as well as elevated ceiling heights, new terminal finishes and advertising displays. The new finishes will include a 60-ft.-tall ceiling that integrates fire protection lights and a public address system, according to Airport Technology.

The columns of the remote loading dock buildinghavebeencompleted,andconstruction of the concrete block walls began in January. The concrete roof at the terminal facing is currently being demolished, with floor installations having begun at the Airport Communications Center.

Already, demolition of the former human resourcesdepartmentareahasbeencompleted,alongwiththeconstructionoftwooffices within the development division area.

Engineering company SNC-Lavalin, a Montreal, Quebec contractor, with an office in Fort Myers, oversees the design and construction administration services for the RSW terminal expansion under a five-year master services contract awarded in 2016. According to Airport Technology, the contract was extended until 2025 due to a delay in the project’s construction and is estimated to be worth more than $26 million.

Experts Urge Implementing Compliance Programs Now

labor shortages and indecipherable project pipelines go with the territory.

Fraud can happen when economic uncertainty hits a company’s shaky finances and inappropriate action is taken to mitigate the chaos.

Fraud Crushes Contractors

Procurement and change orders threaten the contractor who doesn’t immediately and directly benefit from the fraudulent action.

In these situations, contractors don’t get a fair shot at hiring time, according to accounting firm Grant Thornton. They also can be hurt by cash flow issues when funds are drained as a result.

Theft is an even greater risk for contractors who must manage complex logistics while juggling myriad aspects of the job. Material prices alone over the past two years have incentivized asset misappropriation, said Tim Lynch, Grant Thornton construction advisory manager.

The situation has resulted in illegal resale of materials on the black market.

“The theft of valuable material directly affects a contractor’s already narrow margin” said Lynch.

Insurance may cover some of the direct cost of the theft, but there is a significant indirect cost, he said.

“Business owners now worry about locking down their inventory and wonder who they can trust instead of focusing on winning the next project.”

When project-level staff are tasked with handling labor and wage compliance, violations can occur in this area. These managers and accountants are often incentivized to keep costs down and increase profits.

“Direct financial incentives provide a clear motivation for someone to commit fraud,” said Alex Koltsov, Grant Thornton forensics director.

And that’s why contractors need proper oversight to monitor those risks, he added.

Other factors that contribute to fraud vulnerability are remote job sites that are inherent in the construction industry. Remote job sites make it difficult to watch over assets and prevent theft, said Steve Thomason of business advisor LBMC.

Offsite work presents the ability to also conceal embezzlement by spreading out fraudulent costs over multiple contracts, he said.

Common construction fraud risks include fictitious vendors, ghost employees, vendor kickbacks and materials theft. Bid rigging, change order falsifications and cyber threats and data theft also can threaten a contractor’s business.

“While many of these risks are pervasive to all industries, contractors are uniquely

susceptible to fraud schemes,” said Thomason.

Lynch and Koltsov believe implementing value-added solutions can prevent and limit fraudulent behavior.

“Implementing compliance programs may sound unnecessary, especially in an unfavorable economic cycle,” Koltsov said.

“However, we urge companies to recognize that fraud increases during these fragile times.”

Failing to develop an effective construction fraud program now can lead to huge financial and time burdens later, he said.

The best way to combat construction fraud is with management oversight, preaches construction payment software developer Levelset.

Give Diligence Its Due

In general, due diligence is crucial to a project, saidAlex Benarroche, Levelset legal associate.

“Try to hire local and established contractors to reduce the possibility of fraud,” he said.

Inform yourself about local market conditions, availability of competition and bid pricing of comparable projects in the area.

“It’s also a good idea to familiarize yourself with their business structure,” said Benarroche. “Many times, subsidiary companies may be trying to conceal who the principal is. Know who you are working with.”

Designate a chief compliance officer as a communication point between contractors on the project and the owner/management team.

Benarroche believes the compliance officer should not only conduct initial investigations but regular ongoing reviews as well.

“Continuous monitoring is a simple way to decrease the likelihood of fraud,” he said. “Your chief compliance officer should have the power to conduct periodic audits and be able to review payrolls, invoices and contracts.”

Finally, said Benarroche, stay alert. “Fraud occurs when people stop paying attention.”

Implementing these measures early on in the construction project will help long-term, but staying alert will protect a contractor from fraud.

Violations can lead to lawsuits, which costs money. A history of fraud can destroy a company’s reputation. “Always be vigilant,” he urged.

A system of adequate segregation of duties throughout the accounting and financial processes is what Thomason of LBMC advises.

“There should be multiple employees involved in the responsibilities for authorizing [and] recording transactions.”

Multiple trusted employees also should perform reconciliations and access cash funds or assets, he said.

Thomason urged contractors to focus on internal controls and segregate duties. This way, “contractors can limit the opportunities for fraud perpetrated and concealed by the same individual,” said Thomason.

For instance, he said, reconciling billings and receivables should be performed by someone who does not have access to incoming payments.

“Carefully review line items and quantities on payment applications for any irregularities.”

Thomason also urged contractors to monitor the jobs-in-progress schedules closely for significant overbillings or under-billings.

Always obtain competitive bids for materials and subcontracts over a certain amount. And have an employee other than the project manager review supplier and subcontractor invoices, he added. “Require dual signatures/approval on all checks or electronic funds transfers.”

Pre-qualify subcontractors, verifying bonds with bonding agents and prohibiting payments unless surety bonds are on file. Also, watch out for lowest bids that are consistently awarded to the same subcontractor or supplier. Monitor the jobs in progress schedules closely for-profit fade to detect fictitious costs, advised Thomason.

Keep a close eye out for duplicate payroll payments and reconcile the W-2s and payroll tax reports to the general ledger system.

“Perform occasional jobsite visits to compareemployeeheadcountatthejobsitetotime reports and payroll checks/direct deposits.”

On the job site, compare material quantities purchased with the original bid. Reconcile purchase orders to delivery tickets and invoices. He advises clients to install security cameras to identify theft of materials and track and monitor scrap sales of materials.

“Implementing strategies in these key areas can help alleviate a contractor’s exposure to some of the most common fraud schemes,” said Thomason.

Contractors risk fraud or theft because of operating environment, long history of industry fraud and opportunity for fraud post COVID-19.

“Taking the time and committing resources to prevent fraud from occurring will pay off dividends in the long run,” said Thomason.

Watch for Potential Threats

When it comes to details, attention is key in Grant Thornton’s suggested policies and practices.

The financial consulting firm advises contractors and owners to implement a program for business protection.

• Keep on dealing with the details.

Incorporate detailed cost estimates throughout the project lifecycle, the accounting firm urged.

“One of the best ways to stop construction fraud is to stop the slush fund from filling up.”

Engage qualified cost estimators and quantity surveyors who can deter fraud by monitoring market-reasonable pricing.

• Vet your vendors before project commencement.

Perform risk-based due diligence, said Grant Thornton. Identify potential conflicts of interest and assess performance risk.

LeeBoy Debuts Prototype 8520C ElectricAsphalt Paver

Leveraging a range of EV components and propulsion technologies provided by General Motors, with engineering support from Powertrain Control Solutions, the prototype 8520C EPaver helps showcase the potential for electrification in the commercial asphalt paving industry.

LeeBoy, a manufacturer of equipment for the commercial asphalt market, has introduced its first prototype electric paver with the 8520C EPaver, in collaboration with General Motors (GM) and Powertrain Control Solutions (PCS).

The 8520C E-Paver continues to set the standard in heavy-commercial paving with the proven performance operators have come to expect from LeeBoy coupled with the ability to meet the future demands of the asphalt paving industry, the manufacturer said.

“We know that the industry is making a move towards electric machines,” Chris Broome, senior product manager at LeeBoy said.

“What we wanted to do with the E-Paver is take an automotive grade electric drive system and match it with established LeeBoy components. The hydraulic systems on the EPaver are a mirror image of the 8520C that operators are used to, we replaced the diesel engine and LeeBoy integrated a compatible electric drive system.”

Leveraging a range of EV components and propulsion technologies provided by General Motors, with engineering support from Powertrain Control Solutions, the prototype 8520C E-Paver helps showcase the potential for electrification in the commercial asphalt paving industry.

“As GM pursues its vision of an all-electric future, extending the advantages of EV technology beyond our core vehicle portfolio will continue to play a role in greater overall

adoption,” said Travis Hester, GM vice president of EV Growth Operations. “This concept paver unit, created in collaboration with LeeBoy and PCS, highlights another exciting application and business that can benefit greatly from electrification.”

Enhanced Applications, Comfort for Operators

While the prototype 8520C E-Paver was designed with trusted LeeBoy features and technology like the Legend HD Screed, GM’s electric drive system not only helps contractors meet their sustainability goals, but also can improve operating efficiency and comfort.

“On the electric paver, contractors won’t be wasting fuel while idling,” Broome said. “Any time you put the machine in neutral, the paver powers down so you’re not wasting energy waiting on trucks.”

As an additional benefit, operators also can experience decreased noise levels while using an electric machine and the standard operating station they are comfortable with on

other LeeBoy machines.

“The controls feature our “LeeBoy Family Feel” and style,” Broome said. “They are standard to our electric over hydraulic controls so there won’t be a learning curve to jump in from an 8520 to this electric machine.”

LeeBoy was able to maintain some of the familiar control style utilizing the controls development expertise of Engine Power Source (EPS).

Caterpillar,Axenox Come to Agreement

Caterpillar Inc. announced the company has entered into an agreement with construction solutions supplier Axenox Inc. to acquire the intellectual properties of two of the company’s asphalt paving screed products.

Under the agreement, Oxclaw textured screed plates and Bullox modular screed plate system will be available options exclusively for Cat asphalt paving customers.

A significant departure from the industry standard, Oxclaw’s three-dimensional textured screed provides lateral compaction confinement to asphalt material. This improves mat density and smoothness as well as density at the joint to reduce compaction expense and improve chances of achieving pay bonuses.

Screed cast plates are made with high strength chromium carbide, delivering high wear resistance and longer life in the field.

A new way to secure the plate to the screed, the Bullox system reduces screed plate change time up 80 percent, from days to less than four hours, lowering costs and maximizing paver uptime availability, according to the manufacturer. After a one-time installation of the insulated conductor plate, simple screed plate changes are completed using a lock-andgo system, eliminating the need to access and remove the

nuts and bolts.

The Axenox screed system will be exclusively available for Cat customers and supported by the extensive Cat dealer network.

Two New Generation

Milling Machine Designs at ConExpo

BOMAG Americas featured two of its new generation milling machine designs at ConExpo-Con/AGG 2023.

Offering a maximum 42.7-in. milling width, the BM 1200/35-2 features an enhanced swiveling mechanism for selective milling of road and ground surfaces, making it the right choice for county road, urban and roundabout applications.

With its lighter, more compact and highly maneuverable design, the BOMAG BM 2200/65 large planer boasts a modest, 58-in. milling radius — up to 14 percent smaller than other models — to increase efficiency in tight-radius applications like small cul-de-sacs.

Both BOMAG milling machines are designed for comfort and efficiency, featuring vibration-isolated operator stations for comfortable operation from either a seated or standing position. Additional cushioning at platform standing areas helps to ensure fatigue-free operation. Their heightadjustable seats swivel 45 degrees in either direction to improve visibility.

The mills’slim contoured design gives the operator excellent visibility around the machine. Enhanced forward visibility offers operators a view of the cutting edge, milling track and the front danger zone around the conveyor for exceptional milling precision, according to the manufacturer.

With all key machine service points easily accessible, routine maintenance is completed quickly and efficiently on BOMAG mills. All filters can be conveniently reached from the operator’s platform through the wide-opening engine hood, as are the fill ports for fuel andAdBlue. Large left- and right-hand service panels provide simple accessibility to the machine’s auxiliary drive and milling gear, while engine service points are easily accessed from both above and below.

Its height-adjustable conveyor belt offers a maximum discharge height of 15.7-ft. and swivels 45 degrees to either side to increase truck-loading flexibility. Both inner and outer conveyor belts can be quickly disassembled for simple servicing.

Its drive system offers infinitely variable working speeds reaching 15.2 fpm and travel speeds from 0-4.7 mph to reduce unproductive downtime while roading the mill.

Leading for Half-Lane

The 60,296-lb. BM 2200/65 half-lane mill’s powerful 630 hp (470 kW) engine perfectly matches power with milling speed for efficient milling to depths reaching 13.8 in. Machine power coupled with the BMS 15 L tool holder system makes this mill a cost-effective planer in the light 6.6-ft. class. Stepless platform side-shift up to 7.8 in. provides excellent visibility to the right cutting edge and side plate, allowing the operator to hold the milling line, according to the manufacturer.

To simplify milling control, BOMAG Easy Cut technology automatically regulates the height of the rear drive, so the rear of the machine follows the front to its set depth, making the operator’s work simpler. Its conveyor offers a 16-ft. discharge height plus larger, 130 degree conveyor slewing angle — 65 degrees to the left/right of center — allowing material to be efficiently discharged into trucks on both sides of the mill. To facilitate transport, the conveyor retracts to a length 23.6 in. shorter than previous designs.

The BM 2200/65 mill on display at ConExpo-Con/AGG was equipped with the BOMAG exclusive ION DUST SHIELD. With this unique system that protects machine workers, fine dust extracted from the milling chamber passes through the ION DUST SHIELD box before being blown onto the conveyor belt. Electrodes positively charge the fine dust, which encourages dust particles to bond together, forming non-hazardous course dust particles that are removed by the conveyor belt.

This technology meets the most stringent fine dust regulations by removing up to 88 percent more fine dust particles smaller than 10 microns in size than standard dust extraction systems, the manufacturer said.

GOMACO is building on the success of the GP360, a combination concrete slipform paver and placer/spreader on two tracks with the introduction of the GP460 for wider width operations.

As a placer/spreader with a 60 in. belt, the GP460 will accommodate widths up to 50 ft. wide. As a concrete slipform paver, the GP460 will pave widths up to 40 ft. wide.

It’s built on the framework of the GOMACO two-track GP4 slipform paver with the ability to convert the prime mover into a concrete placer/spreader. The prime mover is equipped with vibrator circuits for paving and auger drive circuits for placing.

Controlling the new technology is made possible with the GOMACO-exclusive G+ digital control system. G+ seamlessly handles the controls conversion needed for each application while also bringing onboard Machine to Machine (M2M) communication, sonic sensors, 3D machine guidance and more.

The GOMACO GP460 is powered by a Caterpillar C7.1

turbocharged diesel engine to efficiently drive the conveyor belt and distribute concrete across the grade. The high-volume, 60 in. conveyor belt can be mounted on either the left or right side, depending on job-site conditions and the location of the haul road. It has a discharge speed of up to 492.5 ft. per minute for fast and efficient concrete placement.

A controllable material deflector directs the flow of concrete at the discharge end of the conveyor for placement accuracy. A dual-drive auger system moves the material to the center or outer areas and across the strike-off.

The GP460 is available with an optional sonic sensor system to monitor the concrete depth as it is placed. Information from the sonic sensors is utilized by the G+ control system on the paver using M2M communication to provide an optimum and consistent head of concrete in front of the paver.

The GP460 placer/spreader slipform paver made its world debut at ConExpo-Con/AGG 2023.

ASV Introduces Two Forestry Compact Track Loaders

ASV introduced the VT-100 and VT-100 Forestry PosiTrack compact track loaders at ConExpo-Con/AGG 2023.

The new VT-100 compact track loader is a vertical lift machine that excels in loading and grading applications in landscaping and construction. The VT-100 Forestry is suited for mulching, right-of-way clearance, site prep and more. The models include elevated comfort, visibility and performance features.

“The introduction of these two new loaders reinforces our reputation as a compact track loader specialist,” said Buck Storlie, product manager of the ASV brand.

“They are the perfect option for those looking for a little more power than the RT-75 without having to go to the heavy hitter of all CTLs — the RT-135. The lifting capabilities, pushing power and hydraulic flow of the new VT-100 and VT-100 Forestry is sure to impress.”

Power

ASV’s VT-100 and VT-100 Forestry come equipped with a 103.5 hp Tier IV Final Yanmar diesel engine and standard 40 gpm high flow. The loaders’ large line sizes, hydraulic coolers and direct-drive pumps transfer more flow and pressure directly to the attachment and reduce power loss.

The VT-100 features a 3,500-lb. rated operating capacity and 10,286-lb. tipping load while the VT-100 Forestry includes a 3,700-lb. rated operating capacity and a 10,571-lb. tipping load.

The models feature ASV’s Posi-Track rubber track suspension. Known for its smooth ride, the dual-level suspension of the VT-100 and VT-100 Forestry features both suspended wheels and axles, allowing it to manage every type of terrain and at faster speeds. The suspended wheels and fully flexible track conform to the ground, assuring maximum ground contact and traction, according to the manufacturer.

Performance

The new models include several optional efficiencyenhancing features to improve the operator experience and overall productivity. These intuitive features help improve productivity on the job site and level out the learning curve

for new operators to expedite the training process. The load-sensing system offers both improved efficiency and fuel savings. The system regulates the 40-gpm hydraulic pump, so it only produces what’s necessary to complete the work rather than using maximum flow all the time.

The work-tool positioner allows operators to create a preset for the angle of the attachment based on the task at hand, allowing return to position at the push of a button. Similarly, return-to-position technology complements the work tool positioner by allowing operators to set a designated height for the loader arms. The features can be paired together or used independently to adjust to the needs of the job site.

Operators can move material more quickly with less loss with the VT-100 and VT-100 Forestry’s self-leveling and ride-control features. Self-leveling technology uses dualdirection capabilities to automatically level the load both while raising the loader arms and — unlike many other CTLs — while lowering them. Speed-sensitive ride control offers operators the convenience of enhanced material retention at higher speeds without needing to actively switch the feature off while switching to more slow-moving applications, such as grading.

Auto 2-speed rounds out the efficiency-enhancing features for the new models. The feature allows the compact track loader to shift automatically between low and highspeed modes. This creates a more seamless transition between the two modes, providing operators improved control while working in tight places, grading or in other applications that require finite control, the manufacturer said.

Additionally, the compact track loaders boost jobsite productivity with travel speeds up to 9.3 mph. A low 4.0 psi ground pressure from both models allows smooth performance on sensitive, unstable surfaces.

Comfort, Operator Experience

The new models prioritize comfort and operator experience with 360-degree visibility and a 7-in. color display for improved convenience on the job site. The vibrant color display provides vital monitoring tools, shows the view from the backup camera, and integrates with service schedules and history for added convenience. Operators can work

longer days in comfort with a standard fully adjustable suspended seat. The smooth ride allowed by ASV’s Posi-Track undercarriage contributes to more comfort on bumpy terrain. A removable roof hatch on both models maximizes safety on both models. The VT-100 Forestry features forestry-rated guarding around the light and radiator as well as a built-in limb riser. Operator safety is a priority with the machine featuring forestry-level operator protective structures, impact falling object and rollover ISO standards.

The VT-100 and VT-100 Forestry also will include optional remote-control capabilities. The remote is available as a factory or field-install option and allows operators to control the loader from a distance with a harness-mounted control box. The new feature improves operator safety in potentially dangerous situations such as on steep slopes. It also increases operator independence when they may benefit from a larger view of the job site during operation or the ability to complete tasks outside of the loader without needing to get in and out of the cab.

Serviceability

ASV stands behind the reliability of its Posi-Track loaders with a two-year, 2,000-hour warranty. The warranty includes a no-derailment guarantee and covers the tracks for the entire warranty period.

Ease of serviceability also will stand out to operators with convenient features such as easily accessible daily checkpoints and removable skid plates for quick cleaning when needed. The VT-100 and VT-100 Forestry include threepanel engine access plus a swing-out radiator that requires no tools to open for simple access to daily check points.

Just as the two new compact track loaders feature a Yanmar Tier-IV Final engine, the new compact track loader also incorporates Yanmar’s optional SMARTASSIST telematics system. SMARTASSIST features range from error detection and notification to real-time operational status updates and daily work reports. The telematics system also includes integrated theft protection, allowing the machine’s owner to set a range from a specific location and trigger an alert if that range is exceeded.

HyundaiLaunches New Skid Steer, Compact Track Loader

Hyundai Construction Equipment Americas announced the first availability in NorthAmerica of a new skid steer and a new compact track loader with both models performing in the large-frame size class.

The new HS and HT Series models, which are on display at Hyundai’s booth at ConExpo-Con/AGG feature Tier IV Final-compliant Hyundai engines that provide efficient power while meeting the most stringent emissions standards.

“With the addition of the HS skid steer and HT compact track loader, Hyundai’s compact equipment lineup will serve even more customers in construction, landscaping, agriculture and material handling,” said Adam Ford, product manager, Hyundai Construction Equipment Americas.

“Combined with Hyundai compact excavators, these Hyundai machines provide broader range of capabilities to contractors and other equipment users whose work requires powerful, dependable and affordable compact equipment.”

Ford also noted that the new HS and HT Series machines are engineered to meet the most exacting demands for performance, durability and operator comfort, while satisfying the strictest environmental requirements.

Hyundai Engines Power HS, HT Series Machines

The new Hyundai HS and HT models are powered by a Hyundai HTI4 four-cycle, turbocharged, electronically controlled diesel engine. These new engines, designed and manufactured by Hyundai, meet Tier IV Final and EU Stage V emissions standards and deliver 70 net hp (52 kW) at 2,200 rpm.

The Hyundai HS120V skid steer loader has a rated operating capacity of 2,690 lbs. and its heaped bucket capacity is 0.58 cu. yd.

The Hyundai HT100V compact track loader has a rated operating capacity of 2,300 lbs. and its heaped bucket capacity is 0.58 cu. yd.

Full-Featured for Power, Performance, Comfort, Safety

Built on the same sturdy platform, the new Hyundai HS and HT models provide a combination of features that translates into high productivity and dependable on-the-job performance, according to the manufacturer.

Key standard features include a multi-function joystick enabling operators to control all machine functions with their hands only; a vertical lift path that allows the boom to raise the bucket straight up to full height for better stability, less spillage and greater lift height; and two-speed travel enabling quick movement around the job site.

Operators will appreciate the standard control and comfort features, including enhanced visibility from the operator’s seat, robust cab air-conditioning, spacious cabin for allday comfort, easy open/close sliding door that lets the operator work with the door opened or closed, and LED working lights to illuminate the jobsite in reduced-visibility circum-

stances.

“Operators will also enjoy Ride Control, which comes standard on HS120V skid steer,” Ford said. “Owners will also appreciate the extra load retention and productivity they get from Ride Control.” He noted that Ride Control will be available for the HT100V CTL this fall.

HS and HT Series models all feature a hydraulic quick coupler enabling the operator to change attachments quickly and safely from the cab, boosting uptime and productivity.

Standard safety features of the Hyundai HS and HT Series machines include a rearview camera for enhanced operator awareness of jobsite hazards; an “escort system” that keeps the LED lights illuminated for 30 seconds after machine shutdown to give the operator a safe view of the job site when exiting the cab; emergency escape through the front door; and an emergency boom-down feature that enables manual descent of the boom in the unlikely event of electrical system failure.

Optional High-Flow, Ride Control, Hi MATE Telematics

The optional high-flow hydraulic system provides extra capacity to run attachments that need an additional hydraulic boost, significantly expanding the machines’ versatility. Optional ride control reduces operator fatigue and material spillage when operating over rough surfaces.

Hyundai’s Hi MATE telematics system is available on both the new HS and HT models. With Hi MATE, users can remotely evaluate machine performance, access diagnostic information and verify machine location.

Its geo-fencing capability protects equipment from theft or unauthorized use outside custom-defined boundaries.

Kubota Introduces New SVL75-3 Compact Track Loader

Kubota Tractor Corporation introduced the new SVL75-3 to its compact track loader lineup from the showroom floor at ConExpo-Con/AGG in Las Vegas. The new SVL75-3 replaces the popular SVL75-2 with a wide range of performance, comfort and productivity features and will be available at authorized Kubota dealerships beginning in May 2023.

“The new SVL75-3 really raises the bar for Kubota’s compact track loader line with the introduction of the first model in the -3 series,” said Jerry Corder, Kubota product manager, construction equipment. “With a wide range of performance and functionality improvements over its predecessor, and standard technology features included in the cab, operators are going to work faster and more efficiently on the job site.”

Increased Torque, Elevated Performance

The new SVL75-3 is powered by a 74.3 hp Kubota engine with higher maximum torque, allowing for quick and efficient work. With a working range that includes a rated operating capacity of 2,490 lbs. at 35 percent or 3,557 lbs. at 50 percent, an impressive 6,191 lbs. of breakout force and a hinge pin height of 122.7 in., the SVL75-3 can tackle the toughest tasks, according to the manufacturer.

The SVL75-3’s hydraulic system features an Advanced Multifunction Valve (AMV) that helps to ensure smooth movement of all hydraulic functions when operated simultaneously, allowing operators to run the auxiliary hydraulics, bucket and loader arm functions at the same time with a lower risk of stalling. The Electronic Travel Torque Management System is designed to enable operators to work faster and with more power by constantly monitoring the load of the machine to optimally control hydraulic pump output according to the load, reducing engine stalls for smoother operation in even the toughest conditions.

Updated travel features include faster two-speed travel and the Advanced Auto Downshift system from Kubota compact excavators that automatically downshifts from high to low gear while making turns, immediately providing the maximum amount of torque needed when exiting a turn. Operators also have the ability to change their travel response sensitivity with the choice of three track response settings: mild, normal and quick.

Spacious One-Piece Sealed Cab With Advanced Technology Features

The SVL75-3 is equipped with Kubota’s new one-piece sealed cab that helps prevent dirt, dust, rain and debris from entering the operator space while also reducing noise levels. Operators step into a wide cab entrance through a sliding front door that can be opened regardless of the position of the

bucket or loader arms, and machine operation is possible with the door open. Front and rear LED work lights and a large upper windshield allows for increased operator visibility, day or night.

A new 7-in. color LCD touch panel with jog dial comes standard in the SVL75-3 and is conveniently positioned to the front right of the operator for easy visibility and fast access. The LCD panel gives operators

access to a wide range of functions and vital information, like battery charge, hydraulic oil and coolant temperature, auxiliary mode and fuel level, and is also where the standard rear- view camera is displayed. Additional features include keyless engine start, with the ability to save up to 51 user passcodes, and a new integrated Bluetooth radio that provides seamless streaming and hands-free calling, available in closed cab models only.

Maintenance Made Easy

When it is time to service the SVL75-3, maintenance is a breeze due to easy access to the engine compartment, battery and fluid filters, while the radiator and oil cooler are conveniently located on top of the engine compartment making them easy to reach for cleaning and routine maintenance. An optional reversing fan helps to keep the radiator intake free of dust and debris to ensure optimal air flow. The one-piece sealed cabin can be tilted up 56.5 in. without having to lift the boom, providing access to the hydraulic pumps, valves, lines and hydraulic tank.

To start, Evolution Wheel engineered the EWRS-HS series for severe duty applications where tire wear is the biggest concern. To do this it redesigned the tread pattern to maximize surface area.

The EWRS-HS doubled the surface area of the EWRS-AT Series to 66 percent to spread the weight of the machine out. This lowers the pressure per square inch on the concrete while extending its wear life significantly. Additionally, the EWRS-HS series has the deepest tread on the market,

measuring at 52/32 in.. The deeper the tread, the more it can wear, increasing longevity as well.

These two features allow the tire to last 3 to 5 times the lifespan of a traditional pneumatic tire, according to the manufacturer.

Solid tires have a reputation for being rough on machines and the operator driving them. Evolution Wheel wanted to reduce driver fatigue and make it easier for operators to perform their jobs while enjoying a smooth ride.

To combat this, Evolution Wheel designed the EWRS-HS tire with specialized core geometry. Referring to the apertures within the rubber. The specialized core geometry in these tires allows them to compress like a pneumatic tire without the bounce. The tread design also allows the machine to skid smoothly so the operator can push the machine harder and increase productivity, according to the company.

Like all Evolution Wheels tires, the EWRS-HS is a segmented tire. This allows the operator to service the tire right on the job site with just a ¾ in. wrench, replacing the damaged segment within minutes.

Drivers traveling the I-75 interchange at U.S. 301 can soon look forward to a vastly improved traveling experience. A$145 million project is slated for completion in early 2025 and is expected to make the drive on the interchange safer, quicker and overall, easier.

The project involves building two new bridges over the Manatee River, converting the existing U.S. 301 interchange from a partial cloverleaf to a diamond design, replacing and widening the interstate entrance and exit ramps, and widening I-75 to provide an auxiliary lane from SR 64 to the new on and off ramps.

“This is a very congested, very busy area with a lot of new development — industrial, residential and commercial,” said Brian Bollas, district one spokesman of the Florida Department of Transportation (FDOT).

Under the existing interchange, drivers traveling northbound to get on U.S. 301 would find the highway backed onto the main travel lane of the I-75.

“This will really free up that situation,” Bollas said. “People will see greater flow along the Interstate. With the old cloverleaf, it was unsafe as people getting off were merging with people getting on. That caused accidents, congestion. By eliminating those loop ramps and eliminating the weaving motions, that will improve safety over the whole interchange.”

Adding the auxiliary lane will allow drivers traveling only one or two exits to stay on the Interstate rather than having to use the off ramps.

“That helps the flow of the people going longer distances,” Bollas said. “It almost artificially separates the long and short one or two exit trips.”

Ajax-Leware joint venture construction crews are building the two new 3,000-ft. bridges in place. One bridge will serve as the I-75 northbound off-ramp and the other for the I-75 southbound on-ramp.

Hinkle told the Democrat-Gazette that crews were working to replace 1,500 damaged power poles, 400 transformers and some 2,000 spans of wire. Once the replacements are complete, however, she said much of the new infrastructure will be better able to withstand severe weather when it occurs.

Twisters Capped Off ‘Worst’ Week for Tennessee Governor

Tennessee Gov. Bill Lee drove to one county April 1 to tour the destruction and comfort residents. He said the storms, which killed 15 in the state, capped the “worst” week of his time as governor, coming days after a school shooting in Nashville that killed six people, including a family friend whose funeral he and his wife just attended.

“It’s terrible what has happened in this community, this county, this state,” he told residents and officials in the area. “But it looks like your community has done what Tennessee communities do, and that is rally and respond.”

CNN reported that three of Tennessee’s deaths were in Memphis: Two children and one adult were found dead after police responded to calls about trees that had fallen on homes, the Memphis Police Department said in a news release.

Nine others perished in McNairy County, about 80 mi. east of Memphis. The storm “crossed our county completely from one side to the other,” Sheriff Guy Buck told the TV news network as authorities continued to search collapsed buildings for victims.

The Memphis Commercial Appeal reported that four of the people killed in McNairy County were huddled in one building in the community of Rose Creek.

County Mayor Larry Smith told the newspaper that, in total, 72 homes were destroyed by the storms and about 35 to 40 percent of the county had suffered damage.

The Tennessee Department of Health confirmed that three more people died in Shelby, and one each in Roane, Tipton and Henry counties.

The Memphis NWS also found that EF-3 tornadoes touched down March 31 in Covington and Adamsville, Tenn.

The NWS will continue to survey areas in Middle Tennessee to learn whether tornadoes caused damage in several other counties, including Wayne, Lewis, Marshall, Rutherford, Cannon and Macon.

On the morning of April 1, in northern Alabama, another EF3 twister struck Hazel Green, near Huntsville, taking the life of another victim, before crossing into Tennessee.

New Band of Storms Start Up in Iowa

As the afternoon and evening of March 31 wore on, the march of tornadoes shifted to the north in central and eastern Iowa, where many more twisters began to drop from the sky as they moved eastward.

One of the first storms in this area was a violent and ugly low-end EF-4 tornado, with winds of 170 miles per hour that traveled 43 mi. past Martinsburg and Keota, Iowa, severely damaging or destroying several homes. Thankfully, no one lost their life from this behemoth as it plowed across open

farmland.

The storm front skipped across the Mississippi River from Iowa into northern Illinois and southern Wisconsin, bringing with it over a dozen EF-2 twisters. After dark, a new round of strong to intense tornadoes were born, leading to an EF-1 tornado that nonetheless slammed into the historic Apollo Theatre in Belvidere, Ill., outside Chicago, during a heavymetal concert, killing one person and injuring more than two dozen others.

Further south, yet another EF-3 tornado was spawned in east-central Illinois, near the town of Palestine, and killed three people in New Hebron, before the whirlwind crossed the Wabash River into the southern part of Sullivan, Ind., killing another three residents of that town. Multiple homes and structures were severely damaged or destroyed in Sullivan, and two modular homes were thrown hundreds of yards. Trees were damaged, with many sheared 20 to 30 ft. off the ground.

Two more fatalities were reported at McCormick’s Creek State Park, west of Bloomington, Ind., when the camper they were in was destroyed. Portions of the park were described as “flattened” by severe winds.

Combined, Iowa, Illinois and Indiana endured more than 60 tornadoes between March 31 and April 1, resulting in hundreds of millions of dollars in damage.

The storms lost much of their power in the eastern states with only five relatively weak funnels confirmed in New Jersey, and one each in Pennsylvania, Maryland and Delaware, although the latter was an EF-3 that resulted in the one death. 

“Companies that are already experiencing unacceptable levels of inventory shrink should aggressively minimize the opportunity for theft.”

Companies that regularly hold high-value items also should protect against misappropriation.

Install video monitoring and access controls at storage and project staging locations. When scheduling staff in the logistics process, rotate individuals as you make regular assignments.

Perform regular inventory cycle counts to track any discrepancies between system records and supplies on hand. Confirm any allegations are investigated, remediated and

communicated throughout your organization.

“These steps deter theft and reduce financial impact by increasing the likelihood that theft is uncovered quickly,” said Grant Thornton.

• Set labor compliance oversight policy from the get-go.

Incorporate a centralized system for oversight for labor compliance, one of the most manipulated costs on a construction project.

Identify and analyze labor rate anomalies

against requirements and address them with management, project owner and governing bodies. Companies that manage numerous projects should develop a standardized process to collect, process, analyze and identify labor insights, believes Grant Thornton.

• Build audit rights into the contract.

Contractors “should include strong audit rights in their construction contracts to deter inappropriate behavior,” said the firm. “Companies should message third parties that an objective audit at project milestones or completion is good vendor hygiene and not an allegation of fault.”

Athird-party audit can trace not only which companies received payment but how much they were paid, notes the firm.

“An objective cost audit is often the most efficient way for a company to validate overbillings or unacceptable behavior.”

These solutions and techniques can help protect businesses, believe Lynch and Koltsov.

“The controls are just as necessary in a booming economy as they are in a recession,” they said. “But the potential for fraud at this time should cause business owners to pause and make sure their protections are sound.”

The winter season brings its own challenges with the “snowbird population,” Bollas said. “Traffic counts really go up in snowbird season — Thanksgiving to Easter. We’re trying to plan certain activities not to interfere with the traveling public. There are a lot of businesses to the east side. We tried to make sure we didn’t do any work in front of the outlet mall during busy outlet mall times. There are all sorts of little challenges but nothing we don’t have a plan for.”

National Commission – Certification of Crane Operators

National Commission for the certification of Crane Operators commonly referred to by the acronym NCCCO is a non-profit organization, established in January 1995 and headquartered in Fairfax, VA. NCCCO is dedicated to improving safety and standardizing education in the world of construction. The NCCCO, of course, is devoted specifically to certifying crane operators and operators of similar equipment. Requirements for CCO Mobile Crane Operator certification include the following: Be at least 18 years of age, comply with NCCCO’s Substance Abuse Policy, Pass Written Examinations (Core and at least one Specialty), Pass Practical Examination(s) – Candidates must pass the Practical Exam within twelve (12) months of passing the written examination.

Crane Safety for the Competent Person OSHA deems a competent person to be a necessity on every jobsite and is someone who has sufficient experience and/or knowledge to recognize crane hazards, correct unsafe conditions, and who could shut down the worksite until any hazards are corrected. The competent person should be the most knowledgeable person, in this case about crane safety, on the work site.
