Gulf Restoration Project Due to Begin in Barataria Bay Nearly 11 years after the Deepwater Horizon Oil Rig exploded in the Gulf of Mexico, the National Oceanic Atmospheric Administration (NOAA) is preparing to bid out the marsh restoration project on Barataria Bay, La. According to NOAA, the lead federal agency on the Barataria Bay project, the explosion killed 11 people, injured 17 others and emptied 134 million gal. of oil into the Gulf of Mexico. It caused the deaths of 105,400 sea birds; 7,600 adult and 160,000 juvenile sea turtles; and up to a 51-percent decrease in dolphins in Louisiana’s Barataria Bay. Now restoration is about to get under way, funded by the Deepwater Horizon Oil Spill Fund. At $20.8 billion, it’s the largest environmental settlement in the United States.

“We plan to restore as much as 11,063 acres in the intertidal marsh of Barataria Basin,” said Donna Rogers, NOAA Restoration Center habitat specialist and also the federal project manager. “The area where the project is located, Barataria Basin, not only suffered significant land loss, but also was heavily damaged during the spill. Wetlands provide all kinds of resources for fisheries, wildlife and birds. We’re trying to restore a portion of the habitat to support wildlife and fisheries. We want it to be as functional as possible as quickly as possible. Once the land settles, it will be intertidal, and we’ll be able to get the critters on to the marsh. Our goal is to create a functional marsh, getting it as close to what there was to start with.”

The project includes filling areas to create an

intertidal marsh platform that will support marsh plants and support healthy wetland habitat, which can lessen the impact of future storms by dissipating wave energy.

The project will use approximately 8.4 million cu. yds. of sediment dredged from the Mississippi River. A single construction phase will be used to maximize cost effectiveness, with an estimated construction duration of 26 months. Bids are expected to be solicited in 2021. The total estimated cost is approximately $176 million, including previous design efforts.

To get the slurry from the Mississippi River, crews will build a 13-mi. sediment conveyance pipeline, carrying the slurry from the river to the area where they will restore the marsh. There they’ll use mechanical, bucket and hydraulic dredges to restore the marsh, along with marsh buggy excavators to build the containment dykes.

“The marsh is basically either eroded or sunk to where it is an open water area,” Rogers said. “Instead of building one huge marsh creation area, we’re creating smaller areas and we’ll have water in between, basically making five areas instead of one huge and then a tidal pond. Also, we’ll have water in between the marsh areas, trying to create marsh where there is none now. We try to minimize impacts to surrounding marsh areas. We are very cognizant of making sure we don’t damage vegetation around the area.

the water and sediment slurry to the location, the water will dewater and the area they pump will sink.

“We know how it will settle based on geological technical data,” Rogers said. “We want it to be about the level of the existing marsh in the area. We’ll be able to get the water onto the marsh and animals can use the marsh. Marsh vegetation will grow on it. We’re trying to restore the injuries. Louisiana has had extensive land loss since the 1930s, losing almost 1,900 square miles of coastal land. It’s due to a lot of different factors. The land is sinking; sea level is rising. When you dig canals, when you have storms and erosion of banks and other areas, you’ll also have fluid extraction which will also cause it. You get saltwater intrusion into freshwater marshes and that will kill vegetation. It’s a very bad situation. It’s kind of scary.”  CEG

Motorists traversing the Tarheel State must contend with increasing traffic, particularly in the urban areas of the state, but also driving across thousands of bridges in moderate to dire need of repair. That’s according to a new report from the American Road and Transportation Builders Association (ARTBA).

As many as 5,000 bridges require improvements, the report found, with 1,500 of them deemed to be “structurally deficient,” meaning a key element of the structure is in poor or worse condition.

ARTBA now ranks North Carolina the 10th worst in the nation for the number of structurally deficient bridges.

Ironically, the state has moved up in the ranking since the association’s last report in 2019 when it was rated sixth.

While an estimated six million cars drive over these bridges each day, they represent only around 8 percent of the state’s total bridges, according to Durham’s WTVD-TV. Steve Abbott, a spokesperson of the North Carolina Department of Transportation (NCDOT), told WTVD that drivers are safe on the state’s bridges.

“If it’s judged the route is unsafe, it’s shut down that day,” he explained. “It doesn’t really matter if it’s a two-lane road out in the middle of nowhere or if it’s a bridge on Interstate 40, it gets shut down. We do not allow an unsafe bridge to be open.”

North Carolina’s approximately 18,000 bridges undergo an inspection at least once every two years, noted Abbott.

Right now, the NCDOT estimates that it would cost around $4 billion to repair every flawed bridge to get them in good shape, but the department has a goal of bringing 70 percent of them to that higher standard.

The problem for the NCDOT is that it only budgets around $433 million annually for bridge improvements, meaning the agency must prioritize which bridges to fix.

About a third of the 25 most travelled and structurally deficient bridges are in the Triangle, specifically in Wake (Raleigh) or Durham counties. The most traveled, the I-40 bridge over Walnut Creek in Wake County, has 118,000 daily crossings.

Abbott said the county’s three poorest bridges with the most traffic are already undergoing repairs, according to WTVD. Joe Milazzo II, the executive director at the Regional Transportation Alliance (RTA) in Raleigh, told the television station that the ARTBA report helps reinforce the need for investment in all infrastructure.

“Transportation is really about investment in our community, and investment in our people,” he noted. “And when you think about investment, it’s about who lives here now, and who’s coming, and both are very important. We can’t just wait for the future. It can’t just be about the future, but it can’t only be about today. It has to be about both.”

Contractor Holds Virtual ‘Clinic’ for Dredging, Recycling Job

Heavy and marine construction specialists Murray Logan Construction is holding a virtual “clinic” on best practices for dredging and recycling of materials removed from a complete rebuild job site in Palm Beach, Fla. The project is under way on the Lake Worth Lagoon/Intracoastal Waterway, just adjacent to South Lake Drive.

Andy Logan of Murray Logan Construction, based in West Palm Beach, Fla., stated that his company currently is working on construction of the second of three structures to replace aged marina buildings. The three buildings will provide police and dock master headquarters, as well as support for all marina activities. Two of the new buildings are being constructed with an “over water” footprint.

Other major reconstruction includes building of four docks, with single docks at the north end, and three with piers, which were the first ones to undergo construction and are almost complete.

“We have five barges that are active in this construction,” Logan said. “Over 90,000 yards of underwater material is being removed from this site, comprised of about 85 percent rock and 15 percent sand.

“We’re loading the material to be removed onto barges and barging one mile south to another site — Tarpon Cove — where we’re making islands for Palm Beach County. We’re reusing and recycling everything.”

The existing aging docks that were removed were put on barges and moved off-

shore for use in an artificial reef program.

This included a couple million pounds of concrete that was removed from the site and barged out and placed offshore in 40 ft. of water.

Completion has already taken place for removal of two concrete buildings and three big docks with 25-ft. pilings, which were removed, cut up with wire saws, pulled out with cranes, stacked on barges and taken offshore.

The overall project started in May of 2020 and the town of Palm Beach is expecting completion by November of 2021.

In addition to a police station and dock master headquarters, this rebuild will serve for a deeper more efficient facility for docking of 84 yachts ranging in size from 60-ft. up to 294-ft. vessels serviced by a fullfledged marina. The previous marina facility had been very active and all of the boats had to be moved for rebuilding the existing dock, buildings and parking lots. Essentially, Murray Logan is completely demoing everything and building completely new.

Logan stated that the main purpose of the rebuild is to update the marina while increasing the depth to accommodate bigger boats.

“There were already some big boats in the previous marina, but after our work, the chances for bottoming out of the big boats is very slim.”

Depth of water was previously -10 ft.

At the heart of the dredging work, Murray Logan Construction found that a pair of new Link-Belt 490x4 excavators purchased specifically for this job from GSE were best suited for this particular job site. The machines are working six days a week, 10 to 12 hours a day. The company had purchased other Link-Belt excavators from GSE in the past and felt this duo was best suited for the work at hand.

The challenge of this particular site is that

the underwater rock is so hard. That’s why Murray Logan brought in two machines for non-stop digging and so many barges for transferring rock to the island project.

Logan likes the Link-Belt trackhoes.

“We’re switching buckets back and forth from a smaller to a larger bucket and go through a lot of bucket teeth because the rock is so hard. The machines themselves are absolutely perfect with no problems.

N.C. Contractor Finds Success Among Scenic Vistas

Joffrey Merrill has a cool job.

Not only does he love his work, but he gets to do it outdoors amid the splendor of the southern Appalachian Mountains of North and South Carolina. The area where he operates his excavating company is beautiful but rugged country, particularly in and around his home base of Penrose, N.C., southwest of Asheville.

The highlands of southwestern North Carolina and northeastern South Carolina have many peaks and several lakes bordered by high-end residential developments. It is here that his company, Merrill Excavating and Construction LLC, often works with luxury home builders to construct mountainside/lakeside dwellings, many of which offer spectacular vistas.

“Today, we are at the site of a project, for a Brevard, N.C., builder, that I believe was part of an old family property,” he said on a recent morning. “We are building about a 600-foot driveway up to a new house that sits on top of a hill. One of the luxuries of being able to live in western North Carolina is that when we are done, on a clear day, the owners of this house will probably have a 20- or 30-mile-view looking toward the mountain communities of Cashiers and Highlands.”

Digging, Hardscape, Finish Work Are Specialties The home-building market in the resort region itself has experienced peaks and valleys over the past two decades, but Merrill started his company after other contractors he trusted assured him that he could be successful building large homes in the area.

“When I started working for myself, the majority of my contacts were people in highend development in upstate South Carolina around Lake Keowee,” he said, referring to a reservoir that’s shores are dotted with large vacation homes. “In the first few years, probably 80 percent of our projects were on lakes in South Carolina and 20 percent here in North Carolina. With my family here, though, I have been trying to dial back the South Carolina work and concentrate on projects closer to home here in western North Carolina. Now, our work here can be found from the town of Cashiers, in the west, to Asheville in the east — all of which is in the mountains.”

He said that the people who want luxury or vacation homes in the mountains don’t normally purchase lots of five to 10 acres;

rather, Merrill’s company is used to working on homesites sized only one to two acres.

But, he added, many of the jobs are for people that have bought two or three adjacent lots in high-end developments.

“That opens up room for us to work,” he said. “For them, they prefer a buffer between their property and their neighbors, plus they want a 6,000- or 7,000-square-foot house, which is hard to build on a one-acre lot.”

Typically, Merrill’s projects begin when the home builder gives him a full set of site and foundation plans so he can submit a bid that will include everything from clearing and grubbing to the house site, the driveway and digging the basement.

“We get involved in quite a bit of the hardscapes too — retaining walls, boulder walls — and then we are back later in the project

Merrill’s Love of Equipment Led to His Career Merrill explained that he didn’t grow up dreaming about running a construction business, but he did like being around equipment as he had been brought up on a farm.

A 2001 graduate of North Carolina State University in Raleigh, Merrill’s degree was in horticulture and turf grass management, which, he admitted, “is a long way from grading.”

His first job was at Turf Mountain Sod in Hendersonville, N.C., where his job called for him to spend a lot of time on heavy machinery.

“We did all our own grading, land-leveling, ditching and farm work and that is where I really got hooked on running equipment,” he said. “After that, during the recession, I went to work in Landrum, S.C., for Greenspace Outdoor Construction, a big landscape and hardscape company, as a project manager. They had me overseeing the grading side of the business.

“But, as the economy started coming back, the owner of that company, Brandon Smith, who is now my best friend, kept pushing me to start my own business. It was a scary thought, but he kept telling me ‘The work is there; we will find you the work.’

Brandon single-handedly gave me the courage to start my company. He helped me get my first half-dozen jobs, which led me to begin regularly working for two or three builders down there before I came back see MERRILL page 84

According to WTVD, Milazzo said one of the main impediments to making these improvements has been funding. He and other advocates are pushing for more sustainable ways to fund infrastructure projects in the state.

“There is a growing body of evidence that North Carolina is not putting the investment into its transportation system like we need to,” added Mark Coggins, the director of government affairs at the North Carolina Chamber of Commerce.

He pointed to a recent report by the nonprofit organization TRIP that found driving on deteriorated and congested roads costs the state’s drivers $10.3 billion each year, reported WTVD. NC Chamber is leading a business initiative to improve the state’s funding model and modernize transportation over the next decade.

“When roads are maintained and expand-

ed and improved upon, economic development and jobs, frankly, follow that growth,” Coggins added.

The Tarheel State is certainly not the only state in need of more infrastructure upgrades. ARTBA’s Bridge Report found one out of every three bridges in the United States needs to be repaired or replaced.

“I think it’s alarming,” U.S. Congressman David Price of North Carolina said of the report.

He and other lawmakers are hoping President Biden’s federal infrastructure plan announced will revitalize many delayed projects.

Among other things, the president’s nearly $2 trillion plan includes funding for traditional infrastructure projects like bridges and roads nationwide.

Price is hopeful the proposed initiative finally turns into action.

“I would think as the country pulls out of the pandemic, and it looks toward the future, that this infrastructure plan is just what the doctor ordered,” he said. 

Report Predicts Post-COVID Rebound for Off-Highway Vehicles

As global economies continue to reel from the effect of the COVID-19 pandemic, the vaccine roll-out gives reason for optimism. The talk now is of economies bouncing back after a poor 2019 and a catastrophic 2020.

In its latest report on off-highway vehicles, Interact Analysis predicts a scenario where pent-up demand will be a driver for significant growth in the sector, as economic wheels get back on track.

While growth sunk to a mere 2.6 percent in 2020, Interact Analysis’s research predicts 6.5 percent growth in 2021, and an overall CAGR of 3.6 percent up to 2029. Furthermore, electrification of certain classes of off-highway vehicles is expected to continue at a rapid pace.

Off-Highway Vehicles, COVID-19 Effect Not even the virus has stopped the unprecedented modernization and extension of China’s infrastructure network.

The figures in the accompanying table tel the story: While the figures in red describe tumbling growth in 2020 for many different machinery types across most of the globe as countries battled with the virus and production slowed or shut down, in China things stabilized quite quickly, as rigorous measures to combat the virus were enforced.

Production got back to normal by May 2020, and demand for off-highway equipment resumed. Aerial work platforms saw a massive 74 percent hike in sales, telehandlers more than 40 percent and excavators more than 37 percent.

2021 — Year of Great Bounce Back While China has mitigated the overall impact of the pandemic on the global off-highway vehicle market, 2020 was undeniably a shocker for the industry, but it’s an industry poised to make a comeback, with material handling equipment leading the field by 2025, when sales are forecast to surpass those of agricultural machinery. (Agricultural machinery has not previously been included in the scope of the off-highway vehicles report.)

2019/20 saw a slowdown in sales of material handling equipment, but the surge in online shopping and eCommerce caused by the virus is likely to be a significant long-term driver for investment in machinery such as lift trucks, particularly as new warehouse automation projects come on stream.

Interact Analysis has detected the likelihood of future healthy demand from SMEs and forecasts a return to doubledigit growth rates by 2022, with sales of approximately 2.4 million units by 2023. All this, of course, rides on the battle with the virus.

Overall unit shipments for the construction segment decreased by 2.5 percent in 2020, due to the impact of COVID-19, giving a growth rate of minus 2 percent. But sales of construction vehicles in China sustained solid growth of 26.6 percent, otherwise the global figures would have been far worse.

The size of the Chinese market in 2020 was close to 400,000 units and it was the largest regional market, accounting for 43 percent of the global sales in terms of unit shipments.

The global construction vehicle market will reach its cyclical peak in 2021, having achieved a growth rate of 8 percent. Thereafter, up to 2029, the growth rate is forecast to be of the order of between 2 and 4 percentage points year on year.

Excavators are the largest product group in the construction segment, accounting for more than 50 percent of units shipped in major regional markets such as North America, Europe, and China.

Electrification — Drivers, Barriers The research shows that more than 36 percent of shipments of off-highway vehicles will be electrified machinery by 2029. However, the overwhelming majority of these will be smaller machines. Research shows that there are good reasons for using BEV technology in larger construction vehicles, such as lower TCO and environmental concerns; but there are also significant barriers, such as upfront costs, lack of charging infrastructure and charging downtime.

Electrification of compact construction vehicles offers many obvious benefits, minimizing emissions and noise levels, allowing the equipment to be used in enclosed environments such as in mines, buildings and in other noise-sensitive areas.

For many of the environments where material handling typically works, such as airports and logistics centers, there is already a high demand for “greener” equipment. These places will continue to adopt electrification aggressively.

Cat Partnership Supports Veteran Workforce Development

The Manufacturing Institute, the workforce development and education partner of the National Association of Manufacturers, announced a $2.25 million grant from the Caterpillar Foundation, the philanthropic arm of Caterpillar Inc., to support and expand the work of Heroes MAKE America, an MI initiative that builds connections and career paths between the military community and the manufacturing industry.

Manufacturers consistently identify the lack of qualified workers as the biggest challenge they face. The results of a 2018 study on the skills gap in manufacturing identify a widening gap between the jobs that need to be filled and the skilled talent pool capable of filling them. Through 2028, 4.6 million manufacturing jobs will need to be filled, and 2.4 million are expected to go unfilled due to the skills gap.

Heroes MAKE America’s signature training program arms participants with the skills and certifications needed to find and excel in manufacturing careers. Through inperson and remote training, Heroes directly works with and supports members of the greater military community transition to their next mission in manufacturing.

This grant allows the Heroes initiative to further enhance and deploy its proven work-

force initiatives that address the growing manufacturing skills gap.

To date, Heroes MAKE America has graduated more than 450 participants from sites in Kansas, Texas, North Carolina, Georgia and Kentucky. Fed Investment Advanced 22K Improvement Projects in ’20 State governments leveraged $29 billion in federal funds to advance $70 billion in highway improvements during fiscal year (FY) 2020, according to new federal data.

An interactive dashboard created by the American Road & Transportation Builders Association (ARTBA) provides U.S. taxpayers, elected officials, news media and the public with a clear look at how and where all 50 states use their federal highway program funds.

The Federal Highway Administration (FHWA) data compiled by ARTBA’s Chief Economist Alison Premo Black displays information on more than 22,000 projects that moved forward last year.

“This dashboard is chock-full of projects that are realworld outcomes of the federal highway program,” Black said. “We encourage members of Congress, their staffs and Biden administration officials to tap this valuable resource as they continue working on a robustly funded surface transportation infrastructure bill.”

Nationally, 47 percent of project funds were dedicated to major repair or reconstruction work on existing highways.

Adding capacity (19 percent of funds), planning, design and construction engineering (13 percent), new construction (6 percent), planning, environmental, and research and administration (3 percent) are among the other featured categories.

The top five projects that moved forward nationwide in 2020 include a mix of federal, state, local and private funds.

Each project uses advance construction funds, which means that additional federal funds will be dedicated to the project in future years. Those projects are: 1) Virginia I-64 Hampton Roads Bridge Tunnel

The Catawba Indian Nation on March 26 said it will “fasttrack” the opening of a portion of its $273 million North Carolina casino.

Tribal leaders said a “pre-launch” facility for their Two Kings Casino Resort in Kings Mountain will open this summer with 500 slot machines.

The announcement came a day after the Catawbas, based in Rock Hill, S.C., said the federal Bureau of Indian Affairs approved a revenue-sharing agreement they reached with North Carolina Gov. Roy Cooper in January.

“With the completion of our compact with the state of North Carolina, the Catawba Nation is eager to open the casino as quickly as possible to begin bringing economic benefits and jobs to the state and region,” Catawba Chief Bill Harris said in a statement.

Harris said the tribe is working on the “pre-launch” facility with Delaware North, its consultant on the casino project, and Skyboat Gaming, the resort’s developer.

Public records show Skyboat Gaming is owned by casino developer Wallace Cheves of Greenville, S.C. The facility will consist of “prefabricated modular structures,” and will include “limited food and beverage and other guest amenities,” Harris said.

An “introductory” phase of the full casino is still planned and will feature 1,300 more slot machines. That building “will be a permanent structure that will become part of the full casino,” according to a tribal news release. “Its construction is expected to take about a year.”

The pre-launch facility opening this summer will remain operating as the permanent introductory phase building is constructed, officials said.

The facility also will give the casino “a place to teach incoming staff and accommodates people in the region who are anxious to start gaming this summer,” Brian Hansberry, president of Delaware North’s gaming business, said in the statement.

The 17-acre casino site is located off Interstate 85 at Dixon School Road in Kings Mountain, approximately 35 mi. west of Charlotte.

Once full open, the casino is expected to create 2,600 permanent jobs and thousands of construction jobs, according to the tribe and Cleveland County officials.

A lawsuit by the Eastern Band of Cherokee Indians against the project remains active in the courts. The Cherokee operate North Carolina’s only two legal casinos, both in the far western part of the state.

In a recent statement, Principal Chief Richard Sneed of the Eastern Band of Cherokee Indians said the tribe contends the federal government illegally placed land into trust for the Catawbas’ casino. 

Dynapac Adds New Rollers to Its IV Generation Lineup Dynapac North America has added two new rollers CC1300VI (4.3 ton) and CC1400VI (4.75 ton) to its VI generation compact asphalt roller range.

Adding newly developed double drum and combi versions of CC1300VI and CC1400VI to the already released CC1100VI and CC1200VI makes the compact asphalt roller range of 2.46 to 4.75 ton a highly demanded roller range from the North American asphalt paving community, according to the manufacturer.

“Following the success we have had with our generation VI small asphalt rollers, we have now designed the CC1300VI and CC1400VI with the same mindset, to meet the commercial and highway paving industry’s tough conditions. By keeping the operator in mind, it results in a robust, comfortable and modern machine producing the best compaction result,” the manufacturer said.

The new generation VI machines have a unique design with their cross-mounted engine. This is in combination with an enhanced visibility and massive casted forks with built-in flexible lifting, towing and tie down possibilities. The CC1300VI and CC1400VI rollers also open new possibilities to select suitable compaction characteristics with optional dual amplitudes and dual edge pressers.

These generation VI rollers include efficient eccentrics guaranteeing optimum powerful performance in the vibration start-up process. The machine features high frequency compaction with the possibility to choose between dual frequencies (3,240/2,940 vpm’s) depending on different conditions and applications.

Dual amplitude (0.02 in./0.007 in.) function also is available as an option for even more flexibility to compact different layer thickness.

An optional asphalt temperature meter makes sure compaction is done at the right temperature interval. Other optional equipment includes: front right mounted edge presser/edge cutter; dual front right and left edge presser/edge cutter; and an optional rear mounted chip spreader. These machine

Volvo Construction Equipment has redefined its Compact Assist offering for asphalt compactors with the launch of a new entry-level package.

As part of the company’s ongoing commitment to customer productivity, Volvo CE has introduced Compact Assist Start, a new introductory package of its Intelligent Compaction system, Compact Assist.

“If a customer hasn’t used Intelligent Compaction before, then Compact Assist Start is the perfect introduction for them,” said Mark Eckert, product manager, Volvo CE. “Giving their operators real-time information on pass and temperature mapping in a system that’s as easy to use as a smartphone, they’ll notice improvements in their crews’ productivity immediately.”

New Package Gets Back to Basics Whether it’s for mapping the road, estimating density or producing jobsite reports, Compact Assist is now available in three packages to match customer requirements. Each package provides varying degrees of access to the core functions of pass mapping, temperature mapping and density/stiffness mapping. All three packages are powered by the Volvo CoPilot, a 10-in. in-cab tablet.

Compact Assist Start helps customers take the first step into Intelligent Compaction. Easy to use and with no setup required, the entry-level package includes pass mapping and temperature mapping functionalities, providing the operator with real-time data about how the job is progressing.

Pass mapping gives operators a clear on-screen view of the roller’s coverage of the asphalt, highlighting stop points and overlaps so adjustments can be made quickly and effi-

ciently without missing a spot.

Temperature mapping ensures that compaction is completed at the optimum pavement temperature. A color-coded map of surface temperatures and the ability to set the maximum/minimum range enables the operator to easily avoid rolling with a mix temperature that is too hot or too cold.

Compact Assist Start is available on Volvo DD110C, DD120C, DD128C and DD140C asphalt compactors.

From Start to Finish Upgrading to the other two Compact Assist programs is easy, and Compact Assist Start comes with all of the wiring and most of the needed hardware. The next package level is Compact Assist, ideal for customers looking to record and track data across a job site. It provides greater accuracy and reporting opportunities through the addition of a high-accuracy GPS antenna, recorded and saved job data, automatic job report creation with USB and over-the-air download.

The most comprehensive package is Compact Assist with Density Direct, giving customers complete control of the job site. It combines all the features of Compact Assist with the addition of density mapping functions.

While these packages were created for Volvo asphalt compactors, there is a Compact Assist system for Volvo soil compactors that includes pass mapping and compaction mapping.

How to Choose Between These Machines

It’s the most popular piece of equipment on construction jobsites. It has been and remains a consistent, high-selling machine in the construction industry. And it has been around for six decades.

The skid steer loader is a must-have in virtually every construction fleet, from general builders to landscapers, and even those offering snow and ice management services. This small yet mighty machine proved to offer numerous benefits on various jobsites and gave way to inspire a new take on it: the compact track loader (CTL).

Skid Steer or Compact Track Loader The CTL is designed to tackle tasks similar to that of a skid steer. Hallmarked by a tracked design instead of tires, it offers different operational abilities compared to its sister machine.

It’s easy to look at a skid steer and a CTL and assume the only difference between the two is tires versus tracks — but there’s much more to it than that, especially when it comes to deciding which one is needed on the jobsite.

Back to Basics The first step in deciding between a skid steer or compact track loader is to understand the basic features and traits of each, and how those translate into unique advantages on various jobsites.

Both are jobsite proven as dependable, efficient machines known for exceptional maneuverability. Able to turn on a dime, skid steers and compact track loaders can operate in tight or awkward spaces where turning radius isn’t generous.

Skid steers are lighter than track loaders, making them easier to transport, often with less time and cost. Building on 60 years of trusted, dependable operation, they continue to have a solid reputation in the construction world, thanks to manufacturers like John Deere that have built quality machines throughout the years.

CTLs have the edge over skid steers in terms of operator comfort. Their smooth operation is a bit more forgiving than the rougher ride of a skid steer. Tracks also cause less disruption to the ground, reducing site clean-up time compared to a skid steer.

Once the basics are understood, it’s time for a closer look at what separates the skid

steer and the compact track loader. Most often, the decision really hinges on where the machine is going to be used.

Location, Location, Location Not just true in the real estate world, location comes into play as a deciding factor between a skid steer and compact track loader because each machine is designed to perform its best in certain conditions.

Skid steers are great on harder surfaces like concrete and asphalt, especially when equipped with hard tires. While compact track loaders are able to operate on these surfaces, the harsher ground is tougher on tracks and can cause accelerated wear.

Rocky conditions are also much tougher on CTLs, with the possibility of a track being damaged or cut by sharp objects. That said, skid steer operators too must take caution on this terrain to avoid puncturing tires.

Conversely, compact track loaders can operate in places skid steers would struggle including uneven, muddy, sandy, and snowy terrain. Tracks navigate well on these surfaces and the added stability makes a compact track loader more productive and capable of better lifting and breakout force.

While location is perhaps the most important factor in choosing a skid steer or compact track loader, it’s not the only one. Like any decision, a machine has to make sense

In terms of time investment, skid steers and compact track loaders require virtually the same commitment to preventative maintenance. The only differentiating part is tires vs. tracks, and both of those should be checked on a regular basis — tire pressure on skid steers, track tension and adjustment on CTLs. A pro tip for checking track tension: resist the instinct to make them too tight. A little sag in the tracks is good, as overtightening can lead to undercarriage issues and accelerated track wear.

Looking at upfront and short-term costs, the skid steer comes out as the more economical choice. The price tag of a compact track loader is higher than a comparablysized skid steer. And the biggest wear item of a CTL, the tracks, is more expensive than skid steer tires.

Evaluating long-term costs, compact track loaders have a bit of an edge. Despite a common misconception, tracks last several hundred hours longer than skid steer tires, in

comparable operating situations. A midquality track typically lasts three to four times longer than conventional tires, with proper use and care.

Another factor to consider is downtime cost. If clean ground conditions become sloppy, a skid steer may not be able to work.

A compact track loader, however, is designed to perform in adverse ground conditions, and the day’s productivity won’t be halted due to weather or other unforeseen circumstances.

Choosing Wisely Reviewing these three key considerations, it’s easy to see just how individualized the choice is for a skid steer or compact track loader.

A company that sees the majority of time spent on asphalt or concrete surfaces is going to get results with a skid steer and pay a lower initial cost. Conversely, a contractor whose jobsite characteristics predominantly include uneven or sandy terrain, or those who do a good amount of work in rainy and snowy weather may find the track loader is worth the upfront cost and the investment will pay off in the long run.

Keep in mind the basics, consider location, and check overall costs when making the decision between a skid steer or a compact track loader. 

Reunion Crossing Project Could Be Bid Out Later This Year Before the end of 2021, bids could be completed on the Reunion Crossing road project in Madison County, Miss., followed by construction getting under way early next year.

The enterprise is designed to provide residents of the small community of Gluckstadt with another way to access Interstate 55.

The second phase of Reunion Crossing includes extending the parkway from Bozeman Road to Parkway East, near the D1 Training athletic facility in Madison.

Plans for the $24.5 million project are expected to be completed in early April before being submitted to the Mississippi Department of Transportation (MDOT) for review. Madison County also must obtain the right-of-way needed for the work, according to Jackson’s WLBT. County engineer Tim Bryan told the TV station that one reason MDOT must sign off on the plans is because they will include Madison County building a flyover bridge at I-55.

“We will review the design [and that] will take three weeks,” he said. “Then [the DOT engineers] will go back and make any changes we request. Then we will submit it to MDOT for approval of the bridge.”

Bryan added that the state agency, “is reviewing it to make sure the bridge meets their specifications and to make sure we don’t have any problems connecting the bridge to the interstate to form the interchange.”

The project includes the MDOT building entry and exit ramps at Reunion Parkway and I-55.

Bryan said the MDOT is widening I-55 to three lanes from Gluckstadt to Canton (the county seat) in each direction.

Once that is done, the ramps will be installed.

WLBT-TV reported that there was uncertainty when the new ramps at Reunion Parkway and I-55 project would move forward. Byran said the state was in the preliminary design phase and officials with the MDOT were not available for comment to the news outlet.

Meanwhile, Madison County is in the initial stages of obtaining the right-of-way for the expansion.

“I’m not sure if they’ve made any offers, but they are in the beginning stages of determining values,” Bryan said of the firm brought on to handle acquisitions.

Madison-based Integrated Right-of-Way was hired to survey the needed properties in January, but it is still unclear how many properties are needed for the Reunion Crossing project.

Bryan said that how quickly parcels are obtained will determine when work can be bid.

“Right-of-way is a fluid unknown,” he told WLBT. “It could be simple, or it [may] not be. Part of it depends on how quickly people accept offers. It could be that people challenge valuations and we potentially [must] go to eminent domain.”

An as-yet-undesigned third phase of the project would include taking Reunion from Parkway East to U.S. Highway 51, at Green Oak Lane.

County officials have been working to complete Reunion Parkway for years, in part, to create a new east-west corridor, something Madison County has never had.

Once completed, the road will connect MS Highway 463 to U.S. 51 and open about 880 acres for new development. 

“The rock is really tough on bucket teeth.

We’ve gone through 12 sets and counting on each excavator. Breaking off the solid sandstone is much more challenging under water than if you were on dry land. Also, being on a barge, you’re only using about 60 percent of the trackhoe capabilities because you’re continuously moving on the water. It’s like pile driving on water versus land. The process is much quicker on land,” Logan said.

Production averages about 180 to 200 yds. of rock pulled up by each excavator per day and in softer material production totals go as high as 290 to 300 yds. when in the right material.

For the pair of Link-Belt excavators, Logan is one of the daily operators.

“It’s a tough environment when you can’t see your bucket and you’re digging solid rock,” he said.

Logan stated that his company believes the Link-Belt trackhoes are the best machines for their money and the service they get from their distributor, GSE, is outstanding.

“We’re happy with our machines — we’re happy with our dealer. We stick with them both. If anything does go wrong, they come immediately. It’s a good working relationship.”

exact hour meter timing for regular maintenance, and do the work. The machines never come off of the barge.

The only time Murray Logan needed its GSE field service representative was when one excavator had a minor cylinder leak.

The machine was brought to the shore, the cylinder replaced and the machine was up and running the next day.

So how exactly does a contractor know where to dig when the bucket is underwater?

Simple answer, a “dialed in” GPS system.

For the excavators working from barges, a monitor screen in each machine shows exactly how deep to go with a visible grade Werk Brau 3-yd. rock buckets with single point Tiger teeth were required for “punching into” the rock below the water.

Hitachi Engages Distributors in Its First TV Production Virtual Dealer Meeting While Zoom meetings and Webinars seem to be the preferred method of meetings in the COVID-19 era, Hitachi Construction Machinery Loaders America Inc. (HCMA) decided to step it up and produce a full-on TV production virtual meeting.

With several topics of discussion on the agenda, there was concern over a 3hour virtual meeting and keeping dealer personnel engaged. The solution was to make this meeting top quality, engaging and, most importantly, a platform for dealer personnel to provide input on various topics.

“This platform gave us the opportunity to expand our audience. Normally, in face-to-face dealer meetings, dealers are represented by executives tasked with taking the messages back to their team. We chose to expand our audience to include all dealer personnel allowing us to not only reach key personnel, but to encourage input from all members of the dealer team,” said Sam Shelton, marketing manager.

“Our meeting theme, Solutions Simplified, symbolizes the overall objective of many of the initiatives presented in this meeting.”

The 300-plus attendees participated for the full 3 hours, staying engaged with polls, videos, trivia contests, customer testimonials and Q&A from the field. The topics were a mix of new announcements, product and program launches, and future initiatives mixed with topics suggest by the audience

Jones Bros. area manager Charlie Scott said there are several challenges on this particular job.

“Including weather, with it affecting the aggressive schedule. Also, personnel, due to the labor market, and traffic, as this section of I-40 is a heavily-travelled corridor between Memphis and Nashville.”

Scott said the time frame to complete all work is especially concerning, due to the total number of crews, with each performing different tasks in a close proximity.

As part of their work, pipe crews are installing drainage in the median where the widening is taking place, and grading crews are hauling and placing dirt and rock in the median.

There also are clearing crews removing trees and brush from the ROW, and electrical contractors running conduit for ITS and lighting.

The first work to be completed was getting traffic shifted to the outside shoulder, which required strengthening the pavement to support interstate traffic. Traffic has been adjusted to allow crews to begin work in the median and on the bridge structures.

An estimated 287,085 cu. yds. of dirt will be moved on the project. Main materials include gravel and asphalt. Archer Western Leads Town’s Unique Hawthorne Joins ‘ReThink9’ Project Collaborative Effort Yoder & Frey Team in HILLSBORO from page 64

According to the ReThink9 website, the project’s features are: • Two single-lane roundabouts at the eastern and western entrances to Hillsboro to slow incoming traffic and mitigate traffic congestion; • Traffic-calming raised and at-grade crosswalks, along with a connected sidewalk system to provide pedestrian safety; • Multi-modal paths and trails to facilitate safe bicycle and pedestrian access throughout Hillsboro connecting to key civic institutions, businesses and historic sites; • More than 50 safe, on-street parking spaces; • Extensive streetscaping with native plant species and restoration of the historic — and traffic-calming — tree canopy; and • The utilization of durable and historically context-sensitive materials. Hillsboro has always drawn its drinking water from a spring that comes off Short Hill Mountain, Vance said, but the new improvements will mean the utilization of a new well, storage tanks, a treatment and distribution main, meters and service laterals.

Along with the burial of all overhead utilities, a low-intensity, adaptable smart-sky LED pedestrian lighting system is being built, in addition to a town-owned communications conduit.

Old Hillsboro Now Trendsetter The lesson that Vance and Hillsboro town leaders learned was that if, after so long, they felt no one was helping them to meet their needs for a Route 9 revamp, it was up to them to find a solution.

“It’s not too often that common sense does prevail,” Vance said. "We were told for years that the construction was not going to happen all at one time, like we needed it to, and we would never get cooperation between the various jurisdictions. So, at some point, we understood that it was not going to happen if we followed their rules.”

As a result, he explained that Hillsboro decided to form its own rules to make ReThink9 a reality and go by the slogan “Proceed as If Success is Inevitable.”

“I think that what we did is something that other small communities can learn from and, I’m being told, serve as a model for other communities. I tell people, don’t take ‘no’ for an answer. If something doesn’t make any sense, then ask why.”  CEG

Key Equipment Partners Led to More Success The beginnings of great endeavors are always humble ones.

For Merrill’s new company, he started out using an old dump truck, which he bought after getting a loan from his father and repaid with interest.

“I also had a rubber-tire skid steer, which I got from my uncle who owner-financed it,” he said. “My first trackhoe was a 28,000pound Komatsu PC130 machine that I bought after convincing the bank to give me a second mortgage on my house, which is not at all financially smart, but you have got to do what you need to do to get started.”

He no longer uses the piece, but said, “We got so busy I got a Hitachi EX120 excavator, which is in the same weight category as the Komatsu, and we basically ran each of them into the ground. When it was time for us to step up and get a newer machine, I knew we could use a Case CX160 that even at 40,000 pounds would easily move anywhere we needed it.”

After acquiring the Case CX160, Merrill added a CX80C excavator, too, which he described as being the perfect machine for his crews to use in building the boulder walls and do the finish work on his home sites.

“You would be surprised at how many sites there are without any timber on them,” he said, “allowing us the room to do the whole thing with that Case CX80.”

But what first attracted Merrill to Case was the price point on its models.

“I had an older bulldozer from another maker at the time that had nothing wrong with it besides having some age,” Merrill said. “The guys at Hills Machinery gave me a smoking deal on a 17,000-pound Case 650M dozer that was in their rental fleet.

That thing will knock down the competition and outwork any other machine in its class.

Since most everything we do is residential one-lane driveways and leveling out single

pads, the Case 650M is the best dozer for our new construction.”

In 2021, Merrill also added a Case 210D excavator to his rolling stock, a machine that he said is the biggest he has ever owned.

With its thumb and wider track, the full-size Case weighs in at about 52,000 pounds.

“The 210D is too big for a lot of residential sites, but when you work on one with big trees, a long driveway and more clearing to perform, it is hands-down the best machine.”

Merrill’s satisfaction also extends to the service departments at the Hills Machinery locations he has called on. In addition, he said their equipment maintenance has been very responsive and, along with Case’s comprehensive ProCare heavy machinery support, “cannot be beat.”

Benji McKee runs the service department in Hills’ Greenville branch and, Merrill said, is always available when he calls to get help with problems, although he admits there haven’t been many with his Case equipment.

“Somebody from service will come right out to help,” he said. “I’m not a mechanic and I don’t have time for that, but with Case’s ProCare, you’re covered. The Case CX160, if you bought a new one, comes with a standard three-year, 3,000-hour full machine factory warranty. You can also extend that warranty another two years to get it up to 5,000 hours. That’s what is important to me, the amount of value you get from an equipment maker.
