Want Seat at Regulation Table

Net-zero engine emissions is a construction industry goal, and everyone’s got ideas on how to get there. Sectors of the industry are taking respective stands on federal emissions rulemaking. They are pushing for more of a voice in the rulemaking process while driving the fed to work harder at setting policy that both makes sense and benefits the environment.

Caterpillar Crowns 2022/2023 Operator World Champion

More than 5,500 machine operators worldwide have been competing in the Caterpillar Global Operator Challenge since the spring of 2022, and now one of them has emerged as the “World Champion” — the best Cat construction machine operator on the planet.

On March 14, Patrick Doheny of Australia took the crown out of nine finalists from around the world who competed in the final round of the Global Operator Challenge in the Cat Operator Stadium in Las Vegas.

Caterpillar’s year-long Global Operator Challenge is one of the largest construction industry events, with operators from nearly threedozencountriesparticipating. The Challenge highlights the amazing ways construction machine operators masterfully guideCatmachinesandusethelatest technologies to get the job done.

“Caterpillar created this competition to celebrate machine operators who build our world, advocate and drive awareness for their trade, andhighlightsolutionsthataddress jobsite challenges,” said Jason Hurdis, Caterpillar Global Operator Challenge Execution Lead and Global Market Professional. “All of the competitors — and especially our nine finalists — showed tremendous skillsandabilitiesoperatingthelatest Cat construction machines and technologies, maneuvering through some difficult challenges and showing the world the invaluable role they play in infrastructure creation.”

The Challenge kicked off in the spring of 2022 with more than 10,000 operators worldwide signing up to compete. After a pre-qualification phase, thefirstroundfeatured 5,500 contestants competing in local events organized by 77 Cat dealers in 32 countries.

The second round in the fall of 2022 consisted of four regional events held in the United States, Brazil, Spain and Japan. These competitions included digging a trench, loading a precise amount of dirt and hauling or maneuvering the machines through obstacles.

The third and final round this week in Las Vegas was the ultimate test of precision. Grouped into teams of three — Team Americas, Team Europe and TeamAsia — the nine finalistscompetedindividuallyand as teams, as they faced three challenges in a specially constructed stadium featuring stands, fans, bigscreen TVs and play-by-play announcers.

The finals kicked off with the “Fork ‘n Loader” challenge, where each operator used the Cat 950 wheel loader with Payload technology to load and move material through specified locations on the course.

The “Backhoe Services” challenge had operators using both

ends of the Cat 420 XE backhoe to open a small box and precisely place small objects inside. This challenge was designed by Jaus Neigum, the 2020 Caterpillar Global Operator Challenge World Champion, and highlighted Caterpillar’s Customer Value Agreementsandservicesofferings.

During the final “Trench Run” challenge, operators showed off their trenching skills using a Cat 315 excavator equipped with Grade technology.

Final scores were based on the operator’s skills, efficiency and competence in executing a variety

of tasks, with penalties imposed for errors. Awardsweregiventothe overall event champion, the individual with the lowest time in each skills challenge, and the team with the lowest combined score. The operators completed the challenges using Cat construction machines integrated with the latest machine-control and payload technologies, including Cat Payload, Grade and Command, Cat Grade Assist, rearview cameras, return to dig and return to carry.

Final Awards

Patrick Doheny from Australia was crowned the champion. Caterpillar awarded him with a trip for two to a location where Caterpillar has one of its worldwide production facilities.

“I am beyond thrilled to have earned the title of the best Caterpillar machine operator on the planet,” Doheny said. “Kudos to Caterpillar for hosting such an incredible event to highlight the importance of our profession. It is trulyadreamcometruetoseeyour life’s passion be rewarded in such an amazing way.”

BJ Excavating Provides CleanupAfter Hurricane Ian

When Hurricane Ian made landfall near Fort Myers, Fla., as a Category 4 hurricane on Sept. 28, 2022, the approximately 12-ft. storm surge and 150-mi.-per-hour sustained wind speeds left two million people without power.

Within hours of the storm surge receding, strategically placed equipment was deployed to assess damage and begin cleanup. One of the companies called upon was BJ Excavating Enterprises Inc., a Naples, Fla., first responder for hurricane damage cleanup.

“Our forte is general civil sitework,” noted President

Mark Austin. “After the hurricane, we’ve focused on highrise dewatering, demolition, excavating, foundation backfilling, beach cleanup and erosion control. Our crews are spread out from Sanibel Island to Marco Island.”

Residents mostly returned to unrecognizable properties. Blowout walls on modern properties left first floors exposed to the elements, while older homes that were built before HurricaneAndrew transformed Florida’s building codes suffered more severe structural damage.

“We’re slated for 103 demos so far, and that number con-

tinues to grow,” statedAustin. “The demolition process starts with tearing down the house, separating the C&D [construction and demolition waste], removing the concrete, then reaching into the ground and pulling out the foundation, footing and piling. We’ll likely be here for two or three years.”

At one of the communities along Bonita Beach, BJ Excavating was on-site within 24 hours of the storm subsiding.

Blanchard Machinery, EmployeesAim to Be Force for Good Through Joe’s Wish

With its 750 employees and their families in mind, South Carolina’s Blanchard Machinery last fall launched an internal foundation, Joe’s Wish, to provide emergency relief funds to its people during times of hardship.

The Columbia-based dealership, with 17 branch locations across every sector of the Palmetto State, started Joe’s Wish to honor Joe Blanchard, the company’s president for 26 years until his passing in 2022.

His daughter, Katherine Blanchard Whittle, is the director of Joe’s Wish, and a member of the employee relations team at Blanchard Machinery. She said Joe’s Wish was formed in the spirit of the benevolence her late father always showed not only to his employees, but to anyone in need.

“Joe’s Wish is a foundation we launched in January after having started working on it last September,” Whittle explained. “Our employees really wanted a collective way to help each other, as well as our community. The pri mary goal and mission of Joe’s Wish is to give back to our employees in times of emergent and critical needs.”

She added that the company has applied for Joe’s Wish to become a 501(c)(3) charity, meaning Blanchard employees enroll in contributing to it from part of their pay. Additionally, a 100 percent company match also goes toward building the fund.

“It allows us to help employees, and, beyond that, whatever is left over goes to helping our communities,” Whittle noted. “Our philanthropic mission is hunger and shelter, so we will give back to local and statewide food banks, Habitat for Humanity, and the like.”

Blanchard Children Taught to Be Selfless

Joe Blanchard instilled a sense of altruism in Whittle and her two brothers, Boyd and Rozier, when they were children, she said, while setting the same tone in his company (Boyd now serves as Blanchard Machinery’s current president, and Rozier is the executive vice president).

“Dad was a little more private in his giving, which I totally understand,” Whittle explained. “There was a lot he did where he did not want recognition, and Joe’s Wish is not

meant to undo that, but our employees have said they really want the opportunity to give back under the Blanchard brand and be that collective force for good.”

One of Whittle’s earliest memories is going to a Habitat for Humanity project to build homes with her father and brothers when she was only 5 years old.

“At ages 5, 8 and 9 years old we were not contributing much — maybe hitting a nail with a hammer here, or using a screwdriver there — but, in the end, Dad wanted us kids to give the keys to the house to the new owners,” she recalled. “I remember that moment so vividly, and it is something that has always stuck with me — using the Blanchard name and what we were able to do to impact those who are less fortunate. In South Carolina, unfortunately, the number of homeless and hungry people is far too high, so this is our way to give back.”

Blanchard Machinery Among Best S.C. Dealers

On its business side, Blanchard Machinery is the state’s exclusive Cat construction and power equipment dealer, and has been supplying top quality equipment sales, rental, parts, service and customer training to customers since 1982.

Besides its Columbia headquarters, the company has the state covered with branch locations from the Upstate, through the Midlands to Aiken in the west, to Hilton Head Island and the Charleston area along the coast, and north to Rock Hill, just south of Charlotte.

ATU to Start Work On New Student Union, Rec Center

Construction began in midMarch on a new student union and recreation center at Arkansas Tech University (ATU) in Russellville, the continuation of a process that was set into motion almost a decade ago.

“When I interviewed back in 2014, the students made it very clear to me that they wanted a union and recreation center,” said Robin E. Bowen, president of ATU, during the project’s groundbreaking ceremony. “That was reiterated to me once I was hired into the position. It was no surprise to me that when we created the primary plan for facilities during the 2016-17 academic year, the union and recreation center emerged as a priority project.

“Quality of place is defined as all of those features of physical environment and qualities of life that make a location a desirable, competitive, and economically vibrant place to live,” Bowen continued. “As we continue to evolve as a society, quality of place has emerged as one of the most important factors in where people choose to live, work and, yes, attend college.”

The plan for ATU’s new student union

and recreation center is to give students space for a campus living room/lounge, outdoor recreation, room for individual and group fitness activities, student organizations, a food service, a convenience store/spirit shop, multi-purpose meeting rooms, two basketball courts, a multi-activity court, a café and event space at multiple scales.

“The student union and recreation center will show current and future students that we are invested in developing them as both students and people,” explained Len Cotton, of Dardanelle, and vice chair of the ATU Board of Trustees. “This facility will facilitate greater overall wellness for the entireATU community, enhance the connectedness of our university, help us recruit and retain students, and contribute to fulfilling the mission and vision of Arkansas Tech University.”

New Facility to Replace Demolished Student Center

Miller Boskus Lack of Fayetteville, Ark., was selected in 2019 by theATU trustees as the lead architecture firm in the development of plans for the project.Additionally, designers from the Dallas office of SmithGroup have aided in planning the facility.

Just this past December, Little Rockbased Kinco Constructors was chosen as the project’s construction manager at risk during an ATU Board of Trustees meeting.

Site work at the campus is projected to begin in June with construction scheduled to

begin in earnest later in 2023. The grand opening for the ATU student union and recreation center is estimated to be between June and August of 2025.

The new facility will be built on the parcel of land previously occupied by the former W.O. Young Student Center, which was demolished over the winter.

“Today is a turning point in building the sense of community atArkansasTech that so many of our students crave,” noted Paula Gonzalez Prado, an ATU senior from Maracaibo, Venezuela, and a member of the committee that has helped plan the forthcoming facility. “We enrolled in college to learn and develop skills for our respective careers, but we also came here to build friendships and a network that will benefit us professionally and personally for the remainder of our lives.

“There has simply never been a facility at Arkansas Tech that makes those connections possible like the [proposed] student union and recreation center that will soon be constructed on our campus,” she continued. “There, we will build upon the long and proud tradition of the [previous] student center and create even greater connections in a facility that will engage our interests and help reveal our path forward.” 

FountainQuarry’sTrishHarrellDigsNewTrailsinIndustry

“If you have the drive to do something, no matter what anyone tells you and contrary to what society says, if you’re good at it and you like it, just do it,” saysTrish Harrell, who will tell any woman who asks her about taking a job operating heavy equipment.

Harrell speaks from experience. She is the first female hired to work the pit in Martin Marietta’s east division, at Fountain Quarry in Fountain, N.C.

What makes Harrell even more unique is her extensive machineoperating experience. At 24, she got her CDL. She drove wreckers, dump trucks and tractor trailers for six years. Hauling heavy equipment was what made her interested in operating it.

“When I was younger, I was into anything that had a motor in it. I started with go carts, tractors or whatever I could get my hands on,” said Harrell, who admits she’s the only person in her family with an obsession for operating equipment. “I’m

the only one; nobody else in my family does it, I don’t have any family members in the industry.”

Harrell, who was given the nickname “Utility” by one of the company’s parts suppliers, started as a truck driver at Martin Marietta in the summer of 2021. Soon after, she started operating basically every piece of equipment at the quarry: motor grader, yard loader, pit loader, articulating trucks, skid steers, excavators and more, earning her the distinct nickname.

Just like any job, Harrell said working at a quarry has its good days and its tough days, but she wouldn’t trade it for another type of job.

“It’s hard; you need to have a different mindset for it. Some days are easy, and some days are just rough. But I love running equipment. It’s hard on your body and your mind; it’s a long day, but I like the people I work with, and I like the company and that makes it easier.”

Harrell’s expertise running equipment grabbed the attention of the organizers of the annual Gregory Poole Cat Operator Challenge, who

asked her to compete in the 2022 event.

“One of their road mechanics who comes out to the quarry to service equipment referred me to his boss when they asked if anyone knew of any women who operated equipment,” she said. “I thought it was a co-ed competition this year; I didn’t realize I was the first female in North America to compete. My work at Martin Marietta is based on how well I do it, not how fast. I didn’t win anything, but I did get a lot of recognition for being the only woman there. Other operators came up and introduced themselves and congratulated me for being there.”

Harrell is used to being the only woman on the job site but cautions other women looking to break into the industry that it takes thick skin.

“You’ve got to be tough. You’ll have days you want to quit and think it’s not worth it, but it is. Go home, bite the bullet and do it again the next day. It drives you to be better and do more. The more they told me I couldn’t do something, the more I wanted to do it.”

ARA Forecast Illustrates Positive Outlook for 2023

TheAmerican RentalAssociation (ARA) indicates that United States equipment rental revenue surpassed its pre-pandemic highs in 2022, ending the year as a $56.1 billion industry. The ARA released the updated first quarter forecast at The ARA Show 2023 in Orlando.

In 2023, the United States equipment rental industry’s growth will soften, but still grow. Year-over-year, growth in 2022 was around 13.5 percent and year-over-year growth is expected to be around 5.3 percent in 2023 and 1.9 percent in 2024. Despite a slowdown, positivity is evident among ARA members with large and small operations.

Tom Doyle, ARA vice president of program development, said, “In speaking with rental companies across the United States and Canada, despite some unprecedented headwinds, their businesses are strong. It’s generally a great time to be in rental.”

ARA’s third annual construction equipment survey, released in January, showed fleet growth in all 30 product groups. Rental

companies in NorthAmerica that responded are estimating a 58 percent increase in new equipment purchases. Of those respondents, 79 percent said their orders included mobile elevating work platforms (MEWPs) and 59 percent said their orders included earthmoving equipment.

Federal policy and investments will continue to affect the rental industry, from the Infrastructure Investment and Jobs Acts to the tax policy of the Tax Cuts and Jobs Act to $185 billion available for new projects.

“The outlook for equipment rental continues to be positive. With significant funding for infrastructure coming in 2023, the demand for equipment will continue to grow,” said John McClelland, ARA vice president for government affairs and chief economist.

“In addition, more funding is coming from the Inflation Reduction Act as we begin to build out the electricity infrastructure for both vehicles and equipment.”

Doosan Unveils Re-Branding to DEVELON at ConExpo 2023

An exciting rebranding of a familiar and reliable line of construction equipment officially kicked off in mid-January, but the products themselves were formally introduced to the public at the ConExpoCon/AGG2023tradeshowinLasVegasthe week of March 14-18.

DEVELON is the new name for South Korean-based Doosan’s popular and diverse line of construction equipment. During the five-day trade show, Todd Roecker, vice president of growth initiatives for DEVELON NorthAmerica, was joined by DEVELON Senior Marketing Manager Alice Banach and many others to highlight the newly branded company and its equipment.

Banach said that the new name evolved by combining the words “develop” and “onwards,” which encompasses DEVELON’s willingness to move onwards to the future through innovation and to relentlessly change the world with top-level products and solutions.

“We are excited about it because it is something that we can own and claim rather than being part of another company,” she said.

DEVELON Brings New Machines to Las Vegas

To help build DEVELON’s product awareness, Roecker noted that his company brought more than 15 machines bearing the newnametotheannualtradeshow, attended by hundreds of dealers and contractors from around the world.

“There are several DEVELON machines in one booth, and then we have two at some partner booths,” he said during the event. “By partners, I mean attachment makers that wanted to showcase their products on our machines. Additionally, we have our DX65W-7miniwheeled-excavator,anewproduct in North America, at a static display by the ConExpo entrance.”

ConExpo presented DEVELON with a terrific opportunity to show off its new miniexcavator line, which many customers may not have seen before in the marketplace, according to Roecker.

Five models of DEVELON mini-excavators were on display at ConExpo, including a prototype of the all-electric DX-20ZE-7, a two-ton piece of equipment that is likely to be on the market next year. In addition, dealers and contractors could inspect the DX35Z-7, the DX-50Z-7, the previously mentioned DX-65W, and the DX89R-7, a new model for 2023.

But the new mini-excavator line was just one of many new DEVELON construction equipment that the manufacturer was enthu-

siastic about unveiling at the show. The others included new crawler excavators, dozers, an articulated dump truck, a wheel loader and a log loader.

The company also took the wraps off a prototype of its innovative new DTL35 compact track loader that is slated to be available early in 2024.

“What is neat is we get to leverage this major event to launch our brand on a global stage, but we also get to showcase how we are developing our new products,” added Roecker. “For example, we have the new DD100 dozer on display here, and the DD130,whichwillbeavailabletothepublic in the fourth quarter of this year.”

He explained that the difference between the yet-to-be-released DEVELON DD130 dozer and the DD100 model are the sizes of the two.

“Larger sizes seem to take up a bigger share of the market,” Roecker said, “and the DD130 has a bigger engine, more horsepower, more weights, and more pushing power. It also has a larger blade, which attracts a bigger customer base.”

DEVELON Creates High-Tech Controls for Future Worksites

In 2019, Doosan introduced Concept-X, a comprehensive control solution for the construction site of the future. This forwardthinking initiative is now being utilized by DEVELON and will soon be commercialized, such as on the upcoming DD-130 dozer. In the meantime, the second generation of the manufacturer’s innovative technology was highlighted in the DEVELON

booths at ConExpo, Roecker said.

According to a description on the DEVELON website, Concept-X technology “can be used to survey worksite topography via 3D drone scanning, establish operational plans based on the topographical data, and operate construction equipment such as excavators, wheel loaders, and articulated dump trucks without humans at the controls.”

Thegoalistocreateaworksitewheredifficult and arduous construction work can be performed autonomously, thus leaving people free to concentrate on more sophisticated analysis and management tasks.

“We get asked a lot of questions about Concept-X,” Roecker said. “Our customers understand the concept of autonomous operation, but questions such as, ‘What are the brains behind it, how does it work, and how do you re-create the jobsite to become autonomous?’ are often asked. So, we are highlighting our XiteCloud technology, which explains how that all comes together with3Dmappingoftheconstructionsiteand the taking of soil samples, and the technology behind dividing that jobsite into work groups and work zones so we can accurately measure the performance taking place.”

Machine With X-Ray Eyes

Another ingenious bit of high-tech can be found on the latest DEVELON wheel loaders to improve visibility and productivity for their operators.

The equipment maker’s exclusive Transparent Bucket option offers a supplemental view from a monitor inside the cab.

With an unobstructed view in front of the solid-iron wheel loader bucket, operators can see objects or challenging terrain to do their work safely and more quickly. The innovative system works by using two cameras — one mounted high and one mounted low — on the front of the machine. The system’s processor automatically adjusts the camerainputsintoasingleimagethatmakes the bucket appear transparent on an in-cab monitor — almost like X-ray vision.

The imaginative feature was demonstrated live at ConExpo on the DEVELON DL320-7 wheel loader, Roecker said, along with “our all around View Monitoring System’s object detection, so if there is an object or a person that is approaching that machine, it will highlight them as a danger so the operator knows that he or she needs to shut down the machine or stop running it for optical safety.”

Not surprisingly, DEVELON’s autonomous equipment works due to a lot of programming taking place before their use, but as operators increasingly become more productive, theycanlearntorunitabitmore manually.

“We spent a lot of time programming the work zones, programming the limits that they want as operators, such as the amount of material, and the height or depth that needs to be dug to move material,” Roecker added.“Andthen, thesystemdoesitthrough DEVELON’s proprietary global satellite software.”

Complex-X does not employ artificial intelligence (AI) when it comes to autonomous operations, he said, but it does help measure a machine’s identified failure points.

“We can set limits on the failure points, meaning that if you want to get to a 70 percent, 80 percent, or 90 percent failure point, AI can trigger an alarm that a technician is needed or that a part needs to be ordered and dispatched to the job site to fix that machine before it is critical and shut down,” according to Roecker.

After Conexpo attendees inspected all the inventive hardware and clever features found on DEVELON’s new and upcoming construction equipment, Banach and Roecker heard an overwhelming number of positive comments about the manufacturer’s re-branding and the machines from construction professionals, said Banach.

“The dealers are giving great feedback about us being our own brand, which is really what DEVELON is all about, along with producing innovative products,” she explained.“Iamgladthedealersareexcited, and I think our customers, as 2023 progressesinto2024,aregoingtobethrilledaboutall the new models and what we have to offer.”

After five days of a plethora of innovative product launches and major company announcements, enlightening education sessions and seemingly infinite networking opportunities, ConExpo-Con/AGG & IFPE 2023 came to a close Friday, March 18, 2023, but not before taking the construction industry to the next level.

According toAEM, the show crushed expected attendance numbers, drawing more than 139,000 construction and fluid power professionals from 133 countries to Las Vegas from March 14-18, 2023, making it the largest trade show in North America with more than 2,400 exhibitors from 36 countries spread out over 3 million sq. ft. of exhibit space.

“The innovations in the construction industry unveiled this week will play a role in helping construction professionals drive meaningful and sustainable economic growth,” said Phil Kelliher, Caterpillar senior vice president and ConExpoCon/AGG show chair. “Live events in the construction industry are very important, because you can see, touch and experience the products. That value was reaffirmed this past week across the show floor.”

This year’s show emphasized how the construction industry is evolving in many ways to adapt to sustainable technologies, products and practices. Show attendees were treated to sustainability in action, from electric- and hydrogen-powered construction equipment, to more recyclable materials and waste reduction opportunities.

One of the biggest sustainability efforts on the part of ConExpo-Con/AGG directly is a partnership between the show and theArbor Day Foundation. ConExpo and theArbor Day Foundation will be planting more than 139,000 trees, one for every show registrant in a forest of greatest need.

Additionally, ConExpo exhibitors, attendees and fans of the show can contribute to theArbor Day Foundation’s funds, allowing it to further its goal of involving itself in its mission of planting, nurturing and celebrating trees around the globe.

The show also featured a wide range of educational opportunities, including 190 expert-led sessions on topics such as construction safety, equipment technology and sustainable building practices.

“The success of ConExpo-Con/AGG & IFPE 2023 is a testament to the resilience and strength of the construction and fluid power industries, which has continued to adapt and innovate despite the challenges of the past three years,” said Marcia Klein, treasurer of Casappa Corp., and show chair of IFPE. “We’re proud to have provided a platform for industry professionals from around the world to connect, learn, and discover new solutions for improving their businesses and the world we build.”

After the difficulties faced since the previous time the industry gathered for the show in 2020, attendees and exhibitors expressed excitement to see the return to normalcy. One of those individuals is 89-yearold Leonard McCurley. McCurley has attended the show for the past six decades and is a true ConExpo veteran.

Raised on a farm in Michigan and working in construction his whole life, McCurley has found the show to be a home away from home throughout his adult life. He attended his first show in 1963 and has made it back to each and every one in the 60 years that have followed.

“There are so many interesting people I’ve talked to; it’s an education just to talk to all of them,” said McCurley. “I think everybody that is around heavy equipment should go to that show.”

ConExpo is a family reunion of sorts for McCurley. Several of the companies he has worked for in the past have booths at the show, and he looked forward to reconnecting with their representatives whenever and wherever he possibly could during the week.

In addition, his own children and grandchildren were in Las Vegas attending the show. However, McCurley recalled his fondest memories of attending ConExpo were with his wife in years past.

“She went to every show with me when she was alive, and she really enjoyed them, too,” he said.

Now that he has made it to this year’s ConExpo, McCurley said he has nothing but love for North America’s largest construction trade show and would like to attend the show moving forward for as long as it makes sense for him to do so.

McCurley said it’s impossible to attend six decades worth of see CONEXPO page 28

Expanded Range of CatAttachmentsAdds Versatility

Caterpillar announced a range of new Cat attachments available for backhoe loaders and mini excavators, increasing application versatility for these machines.

Rugged and reliable, the new models span the range of demolition and sorting grapples, multipurpose grapples for Cat Tiltrotators, vibratory compactor plates and cold planers.

Expanded Demolition, Sorting Grapples

Expanding the Cat demolition and sorting grapple line, the new G306 and G308 models are specifically designed for 5to 6-ton and 7- to 10-ton mini hydraulic excavators respectively. These new models excel in waste, recycling and heavy-duty material handling applications where precise material placement is required. With open and close functions controlled by the machine’s first auxiliary function and rotation head handled by the second, these grapples deliver fast and productive material handling with 360-degrees of bidirectional rotation, according to the manufacturer.

A slim design makes it easier to get into tight spaces, and material capacities range from 0.21 cu. yd. with the G306 to 0.31 cu. yd. for the G308. Vertical perforated shelves offer high wear resistance, positive penetration, good load visibility and easy positioning, while the oversized heavy-duty cylinder with load holding valve delivers constant clamping force, even when maneuvering the grapple or machine.

Providing reliable operation with low maintenance intervals, the swing bearing features a single-ball heavy-duty, internally driven design. For longer life, the weld-on base edge design is made of HB500 Brinell equivalent material and bolt-on cutting edge (BOCE) from high-strength, abrasion-resistant steel.

A First for Cat Tiltrotators

The first hydraulic attachment expansion for the Cat Tiltrotator (TRS) product family, the new Cat G206 and G208 multi-purpose grapples expands the grapple technology in combination with the TRS6 and TRS8 models for 5- to 10-ton mini hydraulic excavators. These models allow maximum maneuverability with TRS attachments, and an integrated bracket provides minimal offset to optimize performance of grapple functionality.

With the G206 sized for 5- to 6-ton excavators and the G208 for 7- to 10-ton models, these multi-purpose grapples deliver 14.5-kN (3,260-lbf) and 18.4-kN (4,136-lbf) maximum closing force respectively. An integrated cylinder load holding valve maintains grapple closing pressure with no leakage, while the hard-mounted piston accumulator maintains grapple arm closing forces with shifting loads.

Optimal routing of the integrated jumper lines and hoses safeguards against damage and dirt infiltration for long-term reliability.

The grapple design is optimally matched to the tilt rotate

system, and the rotation of the TRS allows for quick and easy material engagement. To avoid any bending torques in radial direction, these grapples feature a welded box structure. With grapple arms and arm edges built with AR450 steel, the arm offers high abrasion resistance for longer wear in extreme conditions.

Performance-Matched Vibratory Compactor Plates

Caterpillar expands its Cat vibratory plate compactor line with the new CVP28 and CVP55 models and relaunches its CVP16 and CVP40 compactors with new design enhancements. Well suited for the compaction of soil, sand, gravel and asphalt, the compactors’flexibility delivers lower invest-

ment and maintenance costs for contractors engaging in residential, commercial and industrial work.

The Cat CVP range is performance-matched to Cat machines, covering all backhoe loaders and excavators ranging from the Cat 302.7 to the 313. They offer compaction widths from 12 in. to 26 in. and compact areas ranging from 2 sq. ft. to 5.7 sq. ft. at vibration frequencies from 33.3 to 40 Hz (2,000 to 2,400 vpm). Delivering best-in-class performance, optimize compaction frequency combines with force to drive material particles close together for solid, stable compaction, according to the manufacturer.

Their heavy-duty steel frame delivers maximum power to the ground. Rubber mounts isolate vibrations from the compactor attachment, minimizing vibration feedback to the rest of the machine. The high efficiency gear-type hydro motor is vibration driven for consistent, reliable power. The design’s access cutouts are laser cut for easy access to hardware when mounting the top bracket. The compactor is simplified with standard auxiliary hydraulics.

Expanding the flexibility of the CVPrange, post and plate driver attachments bolt to the bottom of the CVP28 for specialized applications. All models can be equipped with a backfill blade to help spread out material in the ditch prior to compaction, and a swivel mount rotates 90 degrees in each direction to minimize machine movements.

Milling Precision

Designed for small paving jobs in residential and commercial applications, new Cat cold planers deliver economical restoration of asphalt and concrete surfaces. They efficiently mill imperfections prior to resurfacing and remove deteriorated pavement and traffic lane stripes.

Offering a working width of 13.8 in. and 5-in. maximum milling depth, the new PC35 is designed for operation with side-shift backhoe loaders and 5- to 6-ton mini hydraulic excavators. The new Cat PC45 replaces the PC404 with its 17.7-in. cutting width and 6-in. cutting depth and is ideal for use with backhoe loaders and extends the planer’s compatibility to 7- to 10-ton mini hydraulic excavators.

The cold planers come standard with a cut depth indicator, giving the operator a quick view of set depth. Delivering consistent depth control, milling depth is manually adjusted and locked in. Their heavy-duty gear motor provides high torque and efficiency across the speed range, while a hydraulic relief valve limits pressure to the motor for increased longevity.

Helping to maximize productivity, a standard pressure gauge provides feedback to the operator to allow for ground speed adjustments. Simplifying operation, the PC35 and PC45 reuse existing hammer lines and are equipped with drum center and width indicators.

AEM Wants Fed to Consider ‘Practicality Vs. Investment’

improve air quality and reduce the impact of climate change,” said John Somers, association vice president of construction & utility.

Meanwhile, the diesel fuel sector wants to lead the charge toward an immediate impact in emissions reduction and is touting bio- and renewable fuels as a means of achieving just that.

The Environmental Protection Agency (EPA) recently adopted a comprehensive program to reduce emissions from nonroad diesel engines.

The agency is integrating engine and fuel controls to gain the greatest emission reductions.

“To meet these Tier IV emission standards, engine manufacturers will produce new engines with advanced emission control technologies,” EPA said. “We have also adopted requirements for in-use diesel fuel to decrease sulfur levels by more than 99 percent.”

FedÊs Expectations

The Clean Air Act (CAA) requires every U.S. engine and motor vehicle to meet a set of emission standards and conformity requirements.

“Anyone wishing to sell an engine or vehicle within the United States must demonstrate compliance,” said the EPA.

That includes off-road equipment manufacturers, many whom are members of AEM.

Engine emissions regulations are among the most important and impactful requirements placed on offroad equipment, maintains the association. The rules affect engine performance, research and development, design, safety and cost.

“The most recent Tier IV update drove significant changes, including modernized electronic engines and aftertreatment for many power categories.”

EPA intentionally set progressively more stringent emission standards for carbon monoxide, hydrocarbons, nitrogen oxides and particulate matter.

The agency said it realizes that to reduce mobile source pollution, not only for vehicles, engines and equipment, but the fuels they use also must be addressed.

“We have set sulfur standards for gasoline, on-road diesel fuel and nonroad diesel fuel.”

The effort depends on extensive collaboration between EPA and manufacturers, state and local governments, transportation planners and the public.

“This integrated approach to mobile source emission control is responsible for greatly reducing mobile source air pollution during the last 30 years,” said the agency. “EPA expects the progress to continue, even as people drive more miles and use more power equipment every year.”

Industry Makes Its Case

AEM maintains that for decades manufacturers have invested time, effort and resources into supporting engine emissions reductions updates. But certain emission-reducing features are pegged as so onerous that end users choose to

illegally modify their rigs to disable technology.

The Diesel Technology Forum (DTF) is part of a nationwide campaign to discourage tampering with diesel engines.

“It is essential that the equipment is properly fueled and maintained in accordance with manufacturer specifications,” said Allen Schaeffer, DTF executive director.

He noted manufacturers have invested billions of dollars over the past 20 years to reduce emissions. The campaign is ramping up as a number of state legislatures are considering right-to-repair or fair repair legislation affecting contractors.

New laws would require manufacturers to provide repair shops and customers access to engine computer scan tools and proprietary codes for repairs.

“These provisions open the door to dangerous modifications of the engine emissions control system and its components,” believes the DTF. “And, under interpretations of EPA regulations, manufacturers could also be held liable for providing a ‘defeat device.’”

The device allows end-users to circumvent engine/machine performance inhibitors related to emission controls. In late 2020, the EPAreported on the uptick in tampering of diesel engines and emissions controls via software modifications.

Although EPA did not quantify tampering in off-road engines, it believes the activity “occurs within most or all categories of vehicles and engines.”

It is a crime to knowingly falsify, tamper with, render

EMISSIONS from page 1 see EMISSIONS page 63

inaccurate, or fail to install any “monitoring device or method” required under the CAA, noted DTF.

News outlets have reported about pickup truck owners “tuning” their engines to higher performance levels through software code programming or chipping, said the forum.

“These practices have led to some publicized, highly visible and offensive incidents where engine programming changes enable pulses of over-fueling.”

That results in dense smoke coming from the exhaust, a practice often referred to as “rolling coal.”

Owners must properly fuel and maintain the engines and equipment, as well as ensure that these systems are not tampered with, he continued.

“We all need to educate equipment owners, independent repair shops and legislators to put an end to this dangerous and illegal practice.”

As important, said Schaeffer, is working “to make sure it isn’t facilitated through unnecessary, so-called ‘right to repair’ or ‘fair repair’ legislation.”

He believes the legislation is bad for air quality and jeopardizes the safety of the operator and anyone on the roads with these vehicles and equipment. For its part, AEM and its members have made several recommendations to policymakers as they consider future emissions regulations.

First, the group wants the fed to consider practicality versus investment when it comes to new policy.

“Consider how the cost-effectiveness of new requirements will influence the adoption of new products in the marketplace,” urged AEM.

The group wants policymakers to consider the impact on a myriad of types of equipment.

“Consider the impact of new regulations on various equipment types, including smaller and low-volume equipment.”

Avoid overly prescribed regulatory requirements that overlook new processes and technologies. Some of these cutting-edge technologies can contribute to the whole emissions reduction picture, noted AEM.

The association looks for the creation of purchase incentives for end users to accelerate new equipment and technology adoption.

They ask the feds to also “provide credits to manufacturers for developing new emission reduction technologies.” AEM wants to see collaboration in the development of harmonized engine emission regulations.

“Provide five years of lead time and a transition program for manufacturers when introducing a new technology-forcing emissions standard.”

Implementation of technology-neutral, performancebased standards is another request of AEM and members.

“And avoid overly stringent requirements that will compromise engine capabilities, fuel economy and equipment productivity.”

Finally, AEM asked the feds to set standards that do not require engine system packaging and changes to avoid costly redesign and impact safety features.

“The last round of engine emissions regulations taught

FinalComponentofBiscayneBayCoastal Wetlands Project Begins Work in Miami

Local, state and federal officials called it a crucial effort to restore the Everglades, and it is now under way.

The final part of the Biscayne Bay Coastal Wetlands project began construction March 21 when Miami-Dade officials and the United States Army Corps of Engineers (USACE) broke ground on a pump station approved last September by the South Florida Water Management District (SFWMC) to restore freshwater flows to the Cutler Wetlands.

The project aims to stop pollutants from flowing into Biscayne Bay that are known to cause fish kills, while also stopping saltwater from pushing west into the Everglades.

By improving the health of the bay and aiding wetland rehydration, the pump station will build coastal resiliency and improve water quality in that area of Miami-Dade County.

MDOTPlansRehab ofFreewaysThrough JacksonThisSpring

For years, the daily drive to work on Interstate 20 or I-55 for Jackson, Miss.-area residents has most likely included hitting several dips, bumps and jumps on the roadways. But in early March, according to Michael Flood of the Mississippi Department of Transportation (MDOT), the daily commute around and through the capital city will begin to get a lot smoother.

It will, however, require patience from motorists.

“This is going to have a major traffic impact here in Jackson,” Flood told WLBT-TV in Jackson. “[Interstate 20] is the most heavily traveled corridor in our state, so this [work] is going to have a [big effect] on traffic.”

Approximately 120,000 vehicles travel on Jackson’s I-55 and I-20 connections every day. By doing so, the roads have aged poorly over the years.

It is scheduled to be finished in 2025.

Coastal Wetlands Restoration Also Benefits Everglades

The Biscayne Bay Coastal Wetlands Project is part of the larger Comprehensive Everglades Restoration Plan (CERP) that aims to restore the quality, quantity, timing and distribution of water within the Greater Everglades Ecosystem.

When complete, it will restore freshwater flows to the southern part of the bay and to Biscayne National Park while improving salinity distribution near the shore. It also restores historical freshwater wetland habitat adjacent to the bay, which acts like a sponge by soaking up water in the wet season and slowly releasing it in a more natural pattern. Reestablishing productive nearshore habitat also supports nursery habitat for key marine wildlife including shrimp, shellfish, and fish.

“Our way of life and our community in Miami are tied to the water,” said SFWMD Governing Board Member Charlie Martinez at the groundbreaking. “I’ve grown up enjoying Biscayne Bay, and I’m proud to see continued progress to further revitalize [it].

“Thanks to the unprecedented support from Gov. Ron DeSantis, a strong working relationship with the [USACE], and partnerships with Miami-Dade County Mayor Daniella Levine Cava, Commissioner Danielle Cohen Higgins, and many [other] county officials, we are finally breaking ground on this key restoration effort. [Biscayne Bay] is an environmental treasure and economic engine for Miami and improving the health of the bay is critical to safeguarding this oneof-a-kind waterbody.”

“Restoration of the Everglades and particularly Biscayne Bay is critical to ensuring the continued clean water supply, economic viability, and environmental and public health of

Miami-Dade County,” added Cava. “For decades as a citizen, as a nonprofit executive, and now as mayor, I’ve advocated for this critical project in South Dade. Our environment is our economy, and with today’s groundbreaking, we are one step closer to ensuring clean drinking water and a strong local economy for generations to come.”

New Pump Station Just One Means of Protection

The groundbreaking celebrated the beginning of construction of the Cutler Flow Way Phase 1 Pump Station S-701. Once complete, the station will deliver freshwater from the C-1 Canal to slowly rehydrate coastal wetlands to Biscayne Bay instead of immediately and harmfully discharging it into the bay.

“What’s important for everyone to understand is Everglades restoration doesn’t just snap in 10 years, and we are all done, and then it starts to work,” explained Col. James Booth, commander of the USACE-Jacksonville District. “Every single increment, every single project that we complete, has a major impact on the environment. We see the benefits as soon as that project is done, sometimes even while that project is being constructed, and [SFWMD] has a major impact on that.”

Supporting the health of Biscayne Bay is SFWMD’s top priority. In partnership with Miami-Dade County and the Florida Department of Environmental Protection, the regional water-safety agency also works to reduce litter and debris from reaching the bay through the regional canal system. Added restoration efforts involving SFWMD are being planned within the Comprehensive Everglades Restoration Plan in the Biscayne Bay and Southeastern Everglades Ecosystem Restoration (BBSEER) Project, in partnership with the USACE. 

“Yeah, I-20 here in Jackson really needs this pavement rehabilitation,” he explained. “We hear from the public about it, and I’m sure you guys do as well. This project has been a long time coming and it really needs to be done. It’s very necessary to [MDOT] and the traveling public. We want to keep I-20 safe, smooth, and passable.”

He said construction will start sometime in May or June. MDOT plans to release the full itinerary in April, and the state agency will include confirmed dates of construction, as well as official detour routes.

InterstatesÊ Rehab Method Involves Quick, But Safe Work

The need for highway rehabilitation is obvious, but the question remains: How does a crew go about repaving and remodeling these long stretches of freeway as quickly as possible, with a minimum disruption to Mississippi’s busiest corridor?

The answer, according to Flood, will be like earlier MDOT projects on I-20 that involved shutting down one side of the interstate at a time.

“The reason for the extended closure is to get it all done at once,” he explained to the Jackson television news source. “If we were to just do, say, overnight closures, [that method] would drag it out for a month — possibly months.”

Not only will the planned procedure take less time, he added, but it will also be much safer for workers to do their jobs without vehicles passing directly by them.

Some nights, area drivers have likely found themselves struggling to see if they were in the correct lane due to faded lane-striping, but Flood said MDOT is checking all the boxes.

“In addition to upgrading the pavement and making it smoother, all the pavement markers, the striping, the reflectors that you see in the center of the interstate, will be [replaced] as well,” he said.

While most people do not enjoy idling in construction traffic, Flood assured WLBT-TV that the I-20/I-55 improvement project is much needed and will be well worth the wait.

“Really, I-20 is going to see a major upgrade this year,” he noted. “Both I-20 and 55, by about the end of this year, will have much safer and smoother riding conditions.” 

A Century of Innovation: Kenworth Turns 100 in 2023

Throughout the last century, more than 1.3 million trucks have hauled goods across the United States and Canada roadways with the Kenworth badge on the grill.

In 2023, Kenworth begins a year-long celebration, commemorating its 100th anniversary and contributions to the transportation industry.

The history of Kenworth began in 1923 when Harry W. Kent and Edgar K. Worthington incorporated the Gersix Motor Company as Kenworth. The company name was formed from a combination of letters from the founders’last names while the world-renown Kenworth “bug” logo originated from the K in Kent and W in Worthington.

That first year, the small Seattle truck manufacturer produced 78 six-cylinder, gasoline-powered trucks. Since then, Kenworth has produced more than a million Class 5 to Class 8 models, and super heavy duty trucks, like the C500 6x6 withitsgrosscombinationweightratingof1millionpounds. Kenworth also is now producing medium and heavy duty battery electric vehicles.

“Kenworth’s storied history over the past 100 years provides much to be proud about. From being the first U.S. truckmanufacturertoofferadieselengineasstandardequipment in 1933 to selling Kenworth trucks with an electric powertrain today, it’s been quite a journey,” said Kevin

Baney, Kenworth general manager and PACCAR vice president.

“We’re also especially proud of our leadership in truck aerodynamicswiththeKenworthT600introductionin1985. That model began the revolution in fuel-efficient trucks and its evolution has tremendously advanced in the new flagship T680 that sets industry standard today in truck aerodynamics.”

Kenworth’s success and staying power in a competitive business can be traced back to a philosophy established early in the firm’s history. The goal was to build the right Kenworth truck for each customer’s application to get the job done and build that truck to last. That philosophy, which continues to be true to this day, resulted in Kenworth establishing a solid reputation for its quality, innovative and durable trucks driven by modern technology.

“Kenworth has remained true to its core values since its founding,” said Baney. “We’ve achieved many amazing accomplishments in our first 100 years. But there’s more work to be done at Kenworth as we drive the next 100 years and continue our mission of producing The World’s Best trucks.”

Kenworth was the first American truck manufacturer to install diesel engines as standard equipment. The first diesel was built for Valley Motor Express in California, and had a small HA-4 Cummins engine — 100 hp. It also had the first vertical exhausts in the industry.

Stellar Introduces TMAX 1-13Aluminum Mechanic Truck

Stellar, a 100 percent employee-owned and operated manufacturer of mechanic trucks and cranes, tire service trucks, hooklifts, trailers, and service truck and van accessories, launched the latest body in its TMAX Aluminum Mechanic Truck Series, theTMAX 1-13, atWorkTruckWeek 2023.

The new 13-ft. aluminum body offers additional compartment storage and is intended for a 108 in. cab-to-axle chassis with 22,000- to 22,900-lbs. gross vehicle weight rating, such as the Ford F600 or Chevrolet 6500.

“This new offering in our TMAX 1 Aluminum Mechanic Truck product line provides customers another excellent equipment option to fit their unique jobsite demands,” said Adam Oppermann, product manager at Stellar. “As the needs of our customers evolve, we strive to make smart advancements in our products to ensure we can continue to be the preferred choice for mechanic trucks.”

Similar to other TMAX 1 models, the TMAX 1-13 Aluminum Mechanic Truck is ideal for cranes up to 53,100 ft.-lbs., like the Stellar 86 Series Telescopic Service Crane. The TMAX Series features the crane carrying reliability of the StellarTorq-Isolator torsion box understructure and crane compart-

ment. This feature isolates the crane’s lifting forces into the stabilizers and chassis frame, rather than into the storage compartment, avoiding unnecessary twists to the truck’s body and doors.

TMAX Aluminum Mechanic Truck bod-

ies feature aluminum extrusion compartment tops with two built-in accessory mounting rails. These mounting rails eliminate the need to drill holes in the compartment tops, allowing for easier and faster mounting and relocating of accessories. In

addition to ease of installation, aluminum truck bodies have an overall reduced weight in comparison to their steel counterparts, allowing for more payload for the operator. For more information, visit www.stellarindustries.com. 

Diesel Fuel Industry Eyes Lead Role in Reducing Emissions

EMISSIONS from page 39

AEM and equipment manufacturers many valuable lessons,” said Somers.

Those lessons include “the inherent cost and complexity of transitioning an entire industry to a new emissions Tier.”

They also taught the value that time and customer feedback can provide manufacturers and regulatory officials, he added.

“With its knowledge of the way work is done, AEM is well-equipped to take a leadership role in communicating [our] position regarding future rulemakings.”

Diesel Producers Speak Up

The diesel fuel industry wants to lead the charge in reducing emissions right now and is pushing the benefits of bio- and renewable fuels.

The DTF sponsored an evaluation of various approaches to reducing greenhouse gas (GHG) and other emissions. The study, focusing on medium- and heavy-duty vehicles, found “considerable” advantages when using renewable biofuels.

The study compared advanced diesel technology with electrification in 10 Northeastern states that follow California’s vehicle emission regulations.

“Accelerating fleet turnover and use of renewable and biodiesel fuels can deliver benefits that outweigh those from EVs in the region,” said Schaeffer. “Advanced diesel technology is more effective, more affordable and most impor-

Electrification for the transportation sector is overly simplistic, said Gary Yowell, automotive engineer of Stillwater Associates, which conducted the study.

“There are significant, less expensive and more available emissions reduction strategies, which can enable greater reductions more rapidly.”

The research also highlighted impacts of advanced diesel versus electrification strategy on regional air quality. It found that replacing pre-2007 vehicles, which lacked diesel particulate filters with advanced technology diesel vehicles provided the largest particulate matter (PM) reduction.

“This is due to new-technology diesel engines’98 percentPMreductionscomparedtoEVs’95percent PM reduction,” he said.

tantly more available than others.”

He pointed out that transitions to new energy sources still have considerable uncertainties and longer timeframes to implementation.

“Advanced diesel technology, as well as renewable and biodiesel fuels, are key available solutions that can deliver big impacts today.”

The “considerable” benefits of using low-carbon renewable bio-based diesel fuels becomes clearer from this analysis, according to the Forum.

“Fueling the diesel vehicles in the study with 100 percent renewable diesel resulted in three times larger cumulative GHG reductions than the EV scenarios.”

APWA knows the challenges and opportunities facing public works are unprecedented. The speed of social and technological change places an enormous responsi-

Replacing a diesel medium- and heavy-duty vehicle with an EV, on an annual miles driven basis the nitrogen oxide (NOx) benefit is diminished, found the study.

That’s because EVs are generally deployed on shorter routes and have a shorter range than a diesel vehicle, with approximately 87 percent of the mileage on a daily basis.

“Given this mileage difference, NOx emission reductions for a fleet transitioning to EV will be less than the businessas-usual turnover from older-generation diesel to advanced technology with selective catalytic reduction (SCR) systems that reduce NOx by 98 percent,” said Yowell.

In cumulative conversion cost, turning over a fleet of 10,000 vehicles to EV costs more than three times higher than that of new-technology diesel vehicles.  CEG

I-75/Hamilton Place Interchange Rebuild in Chattanooga to Bid By This Summer

A new reconstruction project at Chattanooga’s Hamilton Place Boulevard interchange with Interstate 75 could be ready to go out to bidders by this summer, according to the Tennessee Department of Transportation (TDOT).

Rae Anne Bradley, a spokesperson of the state agency, described the proposed work as two projects that will be bid on together.

“We are currently acquiring the right of way, and finalizing project plans,” she said in a Feb. 3 email to the Chattanooga Times Free Press. “The projects will be advertised and let this summer. Construction start [times] and completion dates have not yet been determined.”

TDOT’s I-75/Hamilton Place Mall interchange improvement effort, with a 2022 estimated price tag of $59 million, is designed to create a more efficient full-access interchange at the crossing. Bradley declined to update or confirm the project’s 2022 cost because of the state’s desire to maintain the integrity of the bidding process.

Boulevard Getting Complete Makeover

The Chattanooga news source reported that Hamilton Place Boulevard currently crosses over I-75 as an on-ramp to the southbound side of the interstate and runs the length of the mall property parallel to the freeway, while connecting with Hamilton Place Mall’s roads and parking lots.

The proposed design though, will completely change the appearance of the interchange.

“The new I-75 southbound access will share an exit with Shallowford Road,” Bradley described. “The new ramp will go underneath the Shallowford Road bridge, over the I-75 south entrance ramp from Shallowford Road, and then cross over the interstate near the existing I-75 south entrance ramp from Hamilton Place Boulevard.”

She added that the new I-75 north access “will enter the on-ramp at the intersection of Hamilton Place Boulevard and the entrance to the Mall Ring Road. The new ramp will go over the I-75 north exit ramp to Shallowford Road, underneath the Shallowford Road bridge, and then merge with the I-75 North Shallowford Road entrance ramp traffic before blending with I-75 north.”

The reconstruction of the boulevard also includes three bridges, at least nine retaining walls, TDOT’s intelligent transportation system capability, new lighting and one noise wall at the north end of the project along I-75 southbound to shield an apartment complex and nearby neighborhoods from traffic noise, according to the state agency.

The I-75/Hamilton Place Boulevard interchange will utilize the technology of TDOT’s SmartWay system, which will employ a network of live cameras, large electronic message boards and traffic speed sensors to monitor traffic through a management center and reduce traffic congestion.

Statewide, SmartWay includes four transportation management centers, 517 cameras, 174 message signs, 1,015 roadway detection systems and 49 video detection systems in Tennessee’s four largest cities: Nashville, Memphis, Knoxville and Chattanooga.

Project Likely to Face Challenges

The Times Free Press noted that plan documents showed state transportation officials identified challenges and issues

involved in the construction project.

Due to the interchange providing access to a major shopping area, traffic on Hamilton Place Boulevard and all ramp access to both it and Shallowford Road will need constant maintenance during the time between Thanksgiving and New Year’s Day throughout the life of the project. To reconstruct some of the planned features of the interchange will require the temporary closure of the existing ramp from Hamilton Place Boulevard to I-75 southbound.

In addition, the Hamilton Place Mall will itself be completing a project on its parking lot and private roads to match the new configuration of the boulevard, the Times Free Press learned, with coordination between TDOT and the mall expected.

Other concerns TDOT officials addressed in project documents related to the proximity of a residential neighborhood near the work site. As a result, the agency has required that piles not be driven at night, as well as recommending periodic lane reductions and closures.

TDOT also noted the project will be next to the work on Phase II of the I-75/I-24 interchange project to complete improvements there.

“We will include language in the contract for the I75/Hamilton Place Boulevard projects that the contractor must coordinate their work zone, including any lane closures, with the ongoing I-75/I-24 project,” TDOT Region 2 Assistant Chief Engineer Joe Deering told the Chattanooga news outlet in an emailed statement. “In addition, TDOT has been coordinating with Hamilton Place Mall officials regarding planned construction on their private roads and parking lots and how to best maintain traffic flow and access during their high-volume seasons.”

City Also Building Part of Interchange

Chattanooga’s portion of the work links the interchange and Hamilton Place Boulevard to the mall’s roads, the city’s Interim Deputy Administrator of Transportation and Street Maintenance Ben Taylor said in an email to the newspaper.

“The city’s project will improve Hamilton Place Boulevard from the state’s work on the I-75 off-ramp to Bams Drive,” he said, noting Chattanooga currently is acquiring right-of-way for the project.

Chattanooga’s improvements to Hamilton Place Boulevard include building more travel lanes, turn lanes, sidewalks and vehicle detection cameras for intersection operations, Taylor said, adding there are no cost estimates yet, but the work will be paid for partly through the Transportation Improvement Program with the funding being 80 percent federal and 20 percent local.

The city’s part of the interchange work will be bid along with the TDOT project, and the same contractor will coordinate the two efforts.

“[Chattanooga] is pleased to be working in partnership with TDOT to improve this connection,” Taylor said. “Bidding the state’s off-ramp work with the city street improvements should save money and reduce the overall length of time that traffic is disrupted. Once complete, we expect this project to reduce congestion at the Shallowford Road interchange.” 

Komatsu Is Machine of Choice to Help Clean UpAfter Ian

“The community is roughly 15,000 acres and was coated in a 3-foot sheet of sand,” explained Austin. “Our first item was providing access for the homeowners. We removed sand from the roads, homes and gardens, and we stockpiled it to be power screenedandreplacedalongthebeach.Early on, one of the major challenges was the general debris mixed in with the sand and seaweed. After clearing the roads, we separated debris and removed sand to locate transformers. Then, we backfilled the area, so FPL [Florida Power & Light] could access the site and restore power.”

Austin also noted that turtles quickly reclaimed their nests once his company removed the sand, and employees have been careful not to disturb them.

Linder Support

BJ Excavating was not spared from the damage brought on by Hurricane Ian. The unprecedented storm surge damaged a significant portion of the company’s fleet, resulting in a total loss of more than 10 excavators. To replace the equipment, BJ Excavating worked closely with Linder Industrial Machinery Company and Ray Henry, a Linder sales representative.

“Linder and Komatsu were the only equipment distributors that didn’t give us a long lead time to replace the machines,” statedAustin. “They went the extra mile to work within their dealer network and find

what we needed. Within five weeks, we replaced every machine we lost.”

The Komatsu equipment BJ Excavating replaced included multiple PC55MR5, PC78US-11, PC138USLC11 and PC210LC-11 excavators.

“We prefer Komatsu equipment because it’s sturdy, safe and reliable,” explained Austin. “The service behind the machines is dynamite, so we’re happy. Whenever we call, either Ray or somebody at their shop answers the phone. They ask questions, and you can tell they care about us.”

Moving Forward

“Hurricane Ian had a significant impact on the community, but we’re ready to tear things down, so we can rebuild and get people back to their homes,” said Austin. “The community has been very appreciative of our work. They see our crews working long hours and bring them food and water throughout the day. There’s full community involvement and support.”

Austin added, “A lot of these properties were people’s dream homes, and we want to help them through this difficult process. Komatsu is as big a part of helping these people as we are. We’re excited to continue working together and building this community back stronger than before.”

Tips for Recruiting Next Generation of Utility Workers Include Training, Equity

A shortage of skilled workers in the utility industry is an ongoing problem that will be made more challenging by the large volume of work needed to transition from fossil fuels to renewable energy, and a topic of conversation at the 2023 edition of The Utility Expo, Sept. 26 to 28, 2023, in Louisville, Ky.

The Infrastructure Investment and Jobs Act passed in 2021 includes $65 billion for upgrading the power infrastructure in the United States.

Ensuring a skilled diverse workforce for electric, natural gas and nuclear firms has been the mission of The Center for Energy Workforce Development (CEWD) since 2006. In 2021, they expanded this mission to include the workforce development needs of renewable energy, electric vehicle infrastructure, and energy storage.

According to CEWD’s 2021 Pipeline Survey Results, more than 600,000 employees work in Investor-Owned Utilities (72.6 percent), Public Power (1.4 percent), and Rural Electric Cooperatives (26 percent). In 2021, the number of potential replacements for retirements and non-retirement attrition for the key jobs was forecasted to be 44,000 employees over the next five years. This includes lineworkers, technicians, plant/field operators, renewable technicians, and engineers.

Over the same period, approximately 15,000 nuclear jobs may need to be replaced, as well as 94,000 workers for corporate and other field positions.

Jonathan Farroni, a Recruitment Lead with a focus on utilities with Actalent, knows firsthand the challenge of recruiting in today’s tight job market. Actalent not only recruits for utility firms but also provides contract workers and engineering services to the industry.

“People now have tons of options,” said Farroni. “We have to sell candidates on why they should work for us.”

Actalent currently has 750 employees in the utility space and is looking to add 300 to 400 workers to its staff this year. Farroni and Jon Hill, CEO of The Energists, a specialist recruiting and executive search firm operating exclusively in the energy industry, share their tips for recruiting the next generation of utility workers.

Differentiate Your Company Brand

With similar pay and benefits, Farroni believes utilities need to differentiate based on a strong company culture, exciting projects, and successful teams.

“We have to have a human touch,” said Farroni.

“At the end of the day you have an employer brand and employee value proposition,” said Hill. “When those two meet you have happy people in the workplace and others want to work there as well.”

Since The Great Resignation, when employees voluntarily resigned from their jobs en masse in the wake of the COVID-19 pandemic, workers have shown greater interest in factors other than money.

“Not everybody changes jobs for more money” said Hill. “They are looking for a new way of working, remote work or hybrid work opportunities.”

Start Early to Build Career Awareness

Both Farroni and Hill believe generating awareness for utility industry careers among high school and college students is effective.

“The best strategy is to engage at an early phase,” said Farroni, whose firm conducts seminars and hosts lunches designed to build awareness of stem careers in the industry.

“Companies need to be intentional about reaching young people,” he said.

In its 2021 report, CEWD advised utilities to expand career awareness initiatives among youth, low-income students, women, military and transitioning workers.

“Companies will be well-served to examine how they are presenting themselves to those unfamiliar with energy career opportunities,” the organization said in its report.

One of the biggest pros of the utility industry is security and stability.

“It’s very rare to see layoffs in this industry,” said Farroni. “When you come into these organizations, you are going to have a career and long-term stability.”

Focus On Diversity, Equity, Inclusion

Utilities need to continue their focus on diversifying their workforce. CEWD reports that women comprise 22 percent of the utility workforce, slightly lower than the previous survey, while minorities represent 24 percent of the workforce, an increase from the last survey. Farroni believes it’s important for utilities to showcase the diversity of their leadership.

“We need to change the messaging to be more inclusive,” said Hill. “Utilities can also look to outside resources to help achieve their diversity goals.”

Emphasize Training, Career Growth

One of the biggest challenges for utilities is an aging workforce and the associated skills shortage that comes with it. In a tight job market, utilities may not be able to hire candidates who are an exact match for the position, but with the right training in place, they can potentially recruit candidates from untapped industries. Investing in training and development is an effective way not only to bridge the skills gap but to differentiate your business.

‘We have a whole platform to upskill our employees,” said Farroni. “Training workers in new skills shows how we take care of our talent.”

Given that a lack of upward mobility and personal development opportunities are key reasons why employees leave an employer, demonstrating a clear path for career growth will appeal to many candidates.

Support Your HR Team in Workforce Planning

According to Hill, utilities recognized as “best places to work” are giving their HR departments sufficient power to work on the brand and plan for the future.

Farroni also believes executive involvement is important.

“Our VP of Talent’s job is to make sure our people are taken care of,” he said. Similarly, CEWD recommends that workforce planning become a business imperative, prioritized at the highest levels of the organization. 

JM Wood Celebrates 50thAnniversary With BigAuction

JM Wood Auction held its big 50th Anniversary Auction March 21 through 24, 2023, at the company’s Montgomery, Ala., headquarters.

Crowds of bidders from 49 states and 12 countries steadily flowed through the doors each day and bidding was extremely fast-paced and included a strong showing of online participants. In addition to the usual quantity of machines and trucks for any given JMWood Spring Sale, this auction featured more than 250 hydraulic excavators.

The auction, which offered 5,224 lots of equipment, generated $138 million in gross sale with $48 million of that in online sales.

The sale’s featured Seller was Eagle Excavating of Atlanta. The Phase One retirement sale included more than 200 late-model Caterpillar, John Deere and Komatsu machines that were sold to the highest bidder.

“We truly appreciate the trust that Tim and Adam

Jones [Eagle Excavating] put in our team to handle their site prep retirement auction,” said Bryant Wood. “Eagle’s excavating machinery brought a premium at the auction purely based on their reputation for taking care of their fleet. The Jones family were first class to work with throughout the entire process and we wish them much continued success in their development and vertical building divisions.”

Other featured sellers included: State of Alabama, Alabama Power, Georgia Power, Southern Nuclear, Baker, B.L. Harbert, Brasfield and Gorrie, Cleland Site Prep, C.W. Roberts, Gulf Services, Howard Sheppard, Joe McGee Construction, Robert Collins, Scott Bridge, Stanley Construction, Strack Inc., S.T. Bunn and Wiregrass Construction.

Featured items included a Cat D10T from Alabama Power Company that brought $615,000, and a Cat 815K

Machines and trucks were in line and all logistics of the overall machine, truck and crowd movements were handled well in advance by the mechanical, inventory and facilities staffers (L-R) including Jeffrey Stead, Wayne Ivey, Scott Kelley, Wes Davis, Greg Sexton, James Green and Lamar Segers. Inspecting a slew of articulated trucks of interest are Josh Wright (L) and Jim Supplee of Kemper Construction, Carrollton, Ky. The frontline administration staff has everything handled for the four-day sale and included (L-R, seated) Jan Beckwith and Julie Bellisle and (L-R, standing) Annette Bonner, Becky Baggett and Kathy Raines. (L-R): The executive team of Bryant Wood, JD Gray, Kim Wood-Cox and Russ Wood were excited to get the 50th Anniversary Auction up and running. The skilled JM Wood sales team assembled in Montgomery for final planning the day before the start of the sale and (L-R) included Trey Murphy, Mason Lee, Curt Brown, Johnny Pynes, Wheeler Johnson, George Massey and Phil Lucius. Ruston Wood Jr. (R), one of several of the third generation of JM Wood ownership, provides 50th anniversary hats to customers like Clint Carter of Alabama DirtWorx, Tuscumbia, Ala.

Quality hydraulic excavators are a staple product of every JM Wood auction. day one of the sale, a great lineup of Mack trucks was sold to the highest bidders. Billy Brice (L) and Doug Wilson of Ascendum Machinery, a duo that have been in used Volvo distribution for many decades, turned out to see what machine deals could be had. looking at some of the late model John Deere machines are Johnny Majors (L) and Gene Taylor of Warrior Tractor, Tuscaloosa, Ala. Lot number 9306A and number one in the hearts of many was auction bear, a full-sized stuffed animal, which was sold to the highest bidder and will be leaving the building. Chase Hollingsworth of B&C Landscape & Construction in Greenville, S.C., had his son, Mills, come along for the day. The auction included a wide variety of excavators of all sizes. Several contractors liked this low-hour nearly new Komatsu D39 dozer. Robert Small Sr. (L) and Jr., both of Small World Recycling in Union, S.C., were hoping to get it for the right price. Harrison Tucker (L) and Sam Martin, both of Tuckers Land Management in Williamson, S.C., looked over this Grove crane and hoped to take it home. Zachary Wood (L) and Joe Marino, both of Hemi Services in Greenville, S.C., needed buckets for an upcoming project and decided to bid on several of these.
CEG
Ron Kries (L) keeps the auction going while Patrick Valkenburg keeps up with Internet bidding. Zach Nunamagher (L) and Buddy Wayland, both of Dobbs Equipment, the John Deere dealer in Simpsonville, S.C. Jamie Sandobal operates this Bobcat E17Z excavator as his boss, George Tinajero of Tinajero Masonry in Asheville, N.C., watches the machine work. Chris McGuffin (L) and Chris Martin, both of Palmetto State Site Solutions in Seneca, S.C., were at the auction to buy a wheel loader and compact excavator.
