Federal Funds Will Complete Chickamauga Lock Project

The U.S. Army Corps of Engineers (USACE) will receive nearly $191 million for the Chickamauga Lock Replacement Project from funding revised and adopted by Congress. The money will go toward the next phase of work on the lock at the hydroelectric Chickamauga Dam, located on the Tennessee River in Chattanooga, Tenn. Tennessee Congressman Chuck Fleischman announced on Feb. 3 that the funding has been appropriated for the project in the fiscal year 2021 budget. The 81-year-old Chickamauga Dam has long been a major thoroughfare for barge traffic. Approximately one million tons of goods pass through its single lock each year. Construction on the lock project began in 2003 after engineers discovered deterioration in the original concrete. After a few starts and stops over the years, due to budgetary constraints, progress is now being made. The lock replacement is the second largest of its kind in the United States. When complete, the dam will have the capacity to move nine working barges at once. Currently, the lock can only process one at a time. With the newly allocated funds, the Chickamauga Lock Replacement Project is now expected to be completed as early as November 2025. USACE Project Manager Adam Walker confirmed the federal appropriation announced by the congressman means all future construction contracts on the lock can be fully funded. As a member of the U.S. House Appropriations Committee, Fleischmann pushed to ensure that the upgrade to the dam would be a top funding priority and worked to boost funding for it. The barge diesel tax also was raised to help provide more matching funds. Almost $317 million was spent on the dam improvement through December 2020, a figure that is not even half of what it is expected to cost. Next on the agenda are plans by the USACE’s Nashville District, which operates and maintains the navigation lock, to advance construction of the upstream approach wall with a contract award scheduled for September 2021. Additional
work on the downstream approach walls, decommissioning of the existing lock and site restoration is planned in future contracts. The Tennessee Valley Authority (TVA) completed construction of the Chickamauga Lock and Dam in 1940. With a single chamber measuring 60-by-360 ft., the lock has since experienced structural problems resulting from alkali aggregate reaction between the alkali in the cement and the rock aggregate, which results in a physical expansion of concrete structures. The current lock chamber also is incompatible with today’s towing equipment resulting in longer than normal tow-processing times. When the new, larger lock is completed, it is expected to keep open 318 mi. of navigable river miles upstream of Chickamauga Lock and Dam and speed up the lockingthrough process with the ability to handle up to nine jumbo barges in one lockage. Some originally feared the existing lock would fail before the new lock would be operational, but Fleischmann assures it is safe. He said the USACE is doing an exemplary job of maintaining the existing navigation lock to keep it open to commercial and recreational vessels until the new lock begins operating. “There are over 3,000 monitoring devices on the existing lock. A typical lock might have 100 devices. I’m here today to say that the existing lock is doing exceedingly well and performing all of its functions,” he said. On the same day that the new federal funding was announced by Fleischmann, Lt. Gen. Scott Spellmon, commanding general of the USACE and its 55th Chief of Engineers, visited the Chickamauga Lock Replacement Project to meet with project managers and engineers and gain a better understanding of ongoing construction of the new lock chamber. Along with Fleischmann, they toured the existing Chickamauga Lock before moving inside the coffer dam to get an up-close view of work crews placing concrete to build a monolith for the new 110-by-600-ft. navigation lock.
Oakland, Calif.-based Shimmick Construction, one of the country’s largest dam contractors, operated a conveyor system to move concrete more than 900 ft. over the existing lock, into a tower-belt system and down inside the coffer dam. The system places 200 yards of concrete per hour. Maj. Gen. Robert F. Whittle Jr., the USACE’s Great Lakes and Ohio River Division commander; and Lt. Col. Sonny Avichal, the Nashville District commander, also were on hand in Chattanooga for the tour and a press conference. Spellmon, who became chief of engineers in September 2020, said the Chickamauga Lock is one of 239 lock chambers that the USACE is responsible for nationwide. “I want to thank Congressman Fleischmann for his leadership in getting the Corps the funding to bring this project to fruition,” Spellmon said. “The vision of the Corps is ‘We want to deliver engineering solutions for our nation’s toughest challenges.’ This is certainly one of them, and with the congressman’s leadership, he’s giving us the resources to get a project done on time and within budget.” Shimmick Construction has worked more than one million man-hours constructing the lock chamber without a losttime accident. “That’s a big, big deal,” Whittle said. “As you can tell, there is a lot of work getting done here. They are doing a great job. And again, with all that work and everything you have witnessed observing the project, you can see that safety record is really something to behold.” Whittle also noted the great partnership between the Corps of Engineers and the TVA. The Chickamauga Dam is a TVA project, but the USACE maintains its navigational lock. Avichal, who is responsible for managing the construction project, said he was most impressed with the teamwork between the Corps, TVA and the contractor, which is placing 240,000 yards of concrete. To put the concrete placement in perspective, he said that is enough to build a two-lane highway from the lock in Chattanooga all the way to Nashville, a driving distance of 134 mi.

SGTM Goes Well Beyond Providing Tree Waste Solutions By Eric Olson CEG CONTRIBUTING EDITOR
Tony Raynor is very effusive about his company’s versatility and, as he likes to say,
the “depth” of its subsidiaries. There is no denying that Raynor is spot-on with his assessment. As the CEO of The Sustainability Green Team (SGTM), a Delaware company, he has created an operation that, through its ancillary firms, provides a variety of environmentally friendly tree services, including debris hauling, removal and biomass recycling, in addition to manufacturing, packaging and sales of next-generation mulch products.
Transportation, and another is Nature’s Reflections, a highquality mulch colorant product,” Raynor said. “Ingredients are shipped from different countries to Jacksonville where we make it at our 30,000-square-foot manufacturing facility.” Mulch Manufacturing even builds the machines to add color to its product, technology known as the Cheetah Coloring System, rather than buying colored mulch in bulk from other companies. The equipment gets its name from the nimble African cat because its inventor designed it to efficiently utilizes less water and colorant to get the chemical mixture to quickly bind to the wood, Raynor said. “Our being able to be innovative is what excites me about being part of this team,” he said. “For instance, when we build a manufacturing facility from the ground up, our experienced team understands what it takes to do it and if there is
a lot of planning,” he said. “Typically, the storm division sets up in a region near the closest possible dump site, or temporary debris staging (TDS) area. They work to get the roads cleared quickly and find sites less than 15 miles from the affected area. Depending on the damaged area and how large that region is, there may be several TDS sites nearby. Then, they grind up that material and we market it as mulch.” Within National Storm Recovery is Central Florida Arbor Care, based north of Orlando in Astatula, a tree-care division with certified arborists and arbor-cultural equipment. SGTM’s tree collection division rounds up wood debris from the arbor care business while maintaining wood recycling collection sites in both Apopka and nearby Astatula. From those sites (a future collection location in Jacksonville also is planned), tree waste is processed into the highly desirable mulch products that SGTM markets to big-box retailers, garden centers and landscapers.

The facility is just two miles from the CSX rail line, giving SGTM the convenience of distributing its products nationwide via
freight trains. The Apopka and Astatula facilities each process tree waste into full lines of bagged and mulch products. Raynor added that the Apopka plant has a strong partnership with Waste Management and maintains a SGTM grapple division that does collection runs. The South Carolina Department of Transportation (SCDOT) is using approximately $140 million in federal COVID-19 aid to pay off debt and free up money for more interstate projects. It is currently unclear which projects will be the beneficiaries, though one could be the widening of Interstate 526 around the Charleston metro area. Erasing the agency’s loan balances will “position us to deal with some of the very large projects on the horizon,” such as widening I-526 and reworking its interchange with I26 in North Charleston, which has a multibillion-dollar price tag, said Justin Powell, SCDOT’s deputy secretary of finance. The SCDOT board’s unanimous vote March 18 authorized Secretary Christy Hall to start the process of paying off the agency’s debt 16 years ahead of schedule. She will come back to the board with recommendations on how to redirect the money that would otherwise make loan payments. The payoff is estimated to free up $13 million yearly that can go to highway projects. “Instead of paying bankers, we can pay construction workers to continue doing work,” Powell said. The money comes from $166 million that the spending package Congress passed in December and sent to South Carolina to offset losses in gas tax revenue from fewer people driving and fueling up amid the pandemic. That was the state’s share of $9.8 billion in COVID-19 relief sent to state DOTs nationwide, with far more flexibility than normal federal highway funding and no local match required. Unlike other states, the Palmetto State’s DOT did not need that federal aid to fill a budget hole, partly because of rising vehicle sales amid the pandemic. And when people buy a vehicle in South Carolina, the taxes on that sale, capped at $500, go to SCDOT. “We had a surge in this state of people buying cars — a lot of cars,” Hall told the board. While that still left a $40 million gap over the past year due to declining gas tax revenue, the agency made cuts internally to cover that without needing to slash or delay any road or bridge projects, she said. That allowed SCDOT to “leverage the unanticipated, onetime [federal] money into long-term gain,” Hall added. Of the $166 million allocated to South Carolina, SCDOT can keep $149.4 million, while $16.6 million is split among the state’s six largest local transportation agencies. Those in the Charleston and Columbia areas get the biggest chunks, at $4.9 million each. It is up to those departments how to spend their allotment, but SCDOT officials are urging them to use it to pay down their own debt. Debt the SCDOT is paying off includes a loan taken out in 2003 to build the Arthur Ravenel Jr. Bridge over the Cooper River in Charleston. The roughly $7 million SCDOT will have left after becoming debt free will aid the progress of interstate projects, while the $13 million or so freed up annually can go toward local highway widening projects to ease congestion. Exact amounts have yet to be determined, Powell said.

Women Leaders in Construction Discuss Career Success CAREERS from page 1
training, we are no longer an anomaly,” said Debbie Dickinson, CEO of Crane Industry Services. “Women are gaining ground in terms of titles, respect and awareness that we can do skilled work safely and proficiently.” Dickinson’s Villa Rica, Ga., small business is an NCCER-accredited construction training and certification sponsor. “Women are embracing careers in this industry because the jobs are interesting, pay well and we enjoy the work,” she added. Dickinson is one of three featured here who are opening doors for the next wave of woman to enter the field. Part of the Solution An assistant superintendent at Skanska USA, Johana Godoy launched her construction career as a project engineer. Within a few months, she’d found her passion in field coordination, shifting her career path to the supervisor’s role. Today, she is responsible for logistics planning and daily construction activities on an active airfield at San Francisco International Airport (SFO). Initially a pre-med student, Godoy became interested in pursuing a career in construction after visiting a project site with a family friend. She was struck by the complexity of project planning and coordination. “It was curiosity about how materials were picked and fabricated, to learn how design even starts,” she said. When she became a project engineer, she realized she wanted to be part of day-to-day planning. “I saw how complex it gets. It involves not only my project team but design, the client, project manager, the subcontractors. Being in the middle of all of those teams and bringing them together to get the design to a live aspect is what drew me.” The work has its challenges, but sometimes it’s even harder because of inherent factors. “Construction is challenging,” said Godoy, but on top of that, “it’s rare to see a woman on the field side.” One challenge is being seen as a leader in the field, the supervisor of the project. It means “having the patience to allow the team to see the skills you bring and the knowledge you have to start seeing you as a leader,” she said. Another challenge is proving that the solutions she presents are worth consideration. “I have happened onto a senior supervisor and said, ‘These are the challenges I’m facing. Can you help me get my voice out there?’” Presented by the male supervisor, the plan
went through. “It can be frustrating, but I stick to patience and allow different teams to see that the solutions I bring end up being implemented. And trust is built.” Godoy also faces the challenge of simply being a distraction. Women supervisors aren’t often seen in the field, and just walking on job sites brings curiosity. “I have to readjust the focus back to the project,” she said. Through the Skanska Women’s Network (SWN), Godoy sees beyond the challenges to the chance to create opportunities for the next woman up. An employee resource group focused on retaining and developing women in the industry, SWN promotes and supports a gender-inclusive culture. “The next woman needs to open doors to diversify what the typical construction field looks like now,” Godoy said. During a Skanska supervisor development program, she chatted with a fellow supervisor working with a young project engineer drawn to the field. “He wanted to know how I got in the field. I shared my background, spoke up about my leaders at the time. I told him if she’s interested in doing this work, give her the opportunity to run a smaller project and go from there.” The conversation resulted in a telephone introduction between Godoy and the young woman. “He said of me, ‘If she can do it, you definitely can do it.’ That actually reassured me,” said Godoy. “Sometimes we need a little encouragement, and it’s nice to know that me going outside the mold can open diversification in the field.” Godoy said ultimately that she wants to move back to the office side to learn more about cost, to ultimately achieve a senior position as an operations manager. “Although things are constantly changing in the industry, women still have a way to go. But in SWN I have a network I can rely on if I need reassurance.” She advises other women considering a career in construction to find their passion. “Find the aspect of construction that interests you,” she said. “There are so many avenues, it can be overwhelming. Be curious, ask questions, speak up and don’t be afraid to say what you want and where you want to take your career. Don’t let obstacles be a block to your career.”
Using Her Voice The biggest obstacle Natasha Ozybko sees for women seeking a career in the asphalt road construction sector is finding their voices. Regional sales manager of Arkema Road Science, Ozybko believes the challenge is finding your voice in a room full of men. “You were hired for a reason,” she said to women in the construction industry. “Your employer sees value in you. Make sure you’re heard.” Based in Atlanta, Ga., Ozybko also is president and co-founder of Women of Asphalt (WofA). A national coalition supporting women in all aspects of the asphalt industry, WofA offers mentoring, education and advocacy. The organization also encourages women to seek careers in the asphalt industry. Ozybko said when WofA was launched in 2017, there were approximately 7,000 women in the asphalt industry. “Those of us who traveled never saw a lot of women. It almost feels like we’re coming out of the shadows now,” she said. Today, it’s common to see women paver operators, women in asphalt labs and women project managers, she said. “The industry is acknowledging the great work we do.” Now, when she talks about women pursuing careers and gaining support in the industry, the response is one of acceptance. “Every man I talk to asks ‘What can we do?’ I tell them, ‘Support our local branch in your state.’” She said she thinks men want to encourage women. “All the men I’ve met support having women in the industry.” Currently working on her MBA, Ozybko’s career goal is to run a company. She’s a great advocate for women considering a career in the asphalt sector. “It’s a great job to get into. It was not on my radar, and it’s not the sexy job people are looking for.” But, she pointed out, “You don’t have to have a degree” to carve out a successful career in the industry. “Or, you can have a PhD,” she added. “There’s room for everyone and a job for every skillset.” And because infrastructure is at the core of the U.S. economic recovery plan, the sector has seen an influx of money, which means a lot more jobs available. “Every industry has its ups and downs,
but asphalt is stable for the most part.” The focus in 2021 for Women of Asphalt is “Women in the Field.” The goal is to draw more women to the industry. “Women are more proud than anyone about the job they do. They don’t get recognized, but if it weren’t for them, the road wouldn’t get built.” Following ‘The Golden Rule’ With pride comes awareness. “Be aware of who you are.” Dickinson of CIS believes this holds true for all professionals, but particularly for women in construction. She advises women to understand that men are going to act and process information differently from women in a given situation. “When you’re in the minority, understand that this is what the majority is used to,” said Dickinson. Acknowledge that it’s easier for men to communicate with each other because theirs is a well-oiled system that’s been in place for centuries. “Don’t expect everybody else to adjust to your way of thinking.” Once you gain respect and credibility, then you can expect they’ll see the situation from your perspective, she added. As an example, she talks about the crane industry’s lengthy and intense work on crane operator certification. “There were so many debates about the right approach, what would be required and even whether certification would be required,” said Dickinson. “We were all going into those meetings with a little different information and just listening. At the end of the day, we wondered ‘Is there really that big a philosophical difference among us?’” Dickinson said more women are working to make construction job sites safer by simply being aware of the differences between men and women. “It gives us that extra measure of evaluation,” she said of women in the construction training field. Women have to ask themselves how they can accomplish what needs to be done and do so safely. “Figuring out how to do a job well and safely may be a natural outcome for the woman who asks before she decides how she will do a job,” she said. An all-new crew may question if the other people on the team can and will do a job well. “When a woman is the only, or one of the few women on a job site, the men often wait to see how capable she is,” said Dickinson. “They don’t trust her until they know they can.” see CAREERS page 64

Volvo Group Creates New Business Area The Volvo Group’s new business area, Volvo Energy, will strengthen the business flow of batteries over the life cycle as well as the customer offer for charging infrastructure. At the same time, the environmental impact from electric and hybrid electric commercial vehicles and machines will be reduced by giving used batteries a second life in different applications. “There is a great and growing interest for electric vehicles and machines among our customers,” said Martin Lundstedt, president and CEO. “This is of course very positive as it accelerates the transition towards more sustainable transport solutions. Our ambition is to offer our customers the most competitive solutions when it comes to electrification, including batteries and charging infrastructure. With Volvo Energy, we are taking a holistic view of the entire life cycle, which benefits both our customers’ business and society as a whole.” Already today, the Volvo Group’s offer of electric vehicles and machines ranges from city buses and trucks for waste management, construction and urban distribution to compact excava-
tors and loaders. The roll-out of additional electric vehicles and related services will continue with high pace and later this year, it also will include heavy-duty trucks for regional transports or construction. Volvo Energy will be a business area with full profit and loss responsibility. It will have both an internal role, providing batteries and charging solutions to the Volvo Group’s other business areas, and an external role, offering used, remanufactured and refurbished batteries to customers for use across different applications. Volvo Energy also will carry the Group’s responsibility for hydrogen infrastructure solutions for fuel cell electric vehicles. Collaborations with various business partners and actors across the ecosystem will be key. Commercial vehicle batteries will be used for many years in the vehicle before they need to be replaced or remanufactured/refurbished. However, if completely new batteries are fitted to the vehicle, the used ones will generally still have considerable life left to offer, which makes them ideal for energy storage purposes in, for example,
buildings or in green energy production. Repurposing these batteries therefore mean that natural resources are conserved, Volvo said. “With Volvo Energy, we are further increasing our focus on this important area. We are also giving vehicle batteries a second life, which is both a business opportunity and a way to contribute to the creation of a circular economy and a fossil free society”, said Lundstedt. Joachim Rosenberg, member of the Volvo Group executive board and chairman of UD Trucks, will head the new business area. Starting in February 2021 he will lead the effort to create Volvo Energy while also continuing to run UD Trucks and preparing the transfer of UD Trucks ownership to Isuzu Motors as part of the previously communicated strategic alliance between the Volvo Group and Isuzu Motors. Sandvik, Allied See Growth By ‘Continuing to Do It Right’ What will the Sandvik acquisition mean to longtime distributors and end-users of Allied Construction Products’ breakers and compactors? “We are going to continue to do right what Allied has done right for many years,” said Jonas Lindqvist, who was named managing director of the company that is being renamed Sandvik. “That includes striving towards providing impeccable service to our dealers and customers and continuing to examine current and better ways to produce, deliver and support our quality products.” Sandvik already owned 21 percent of Allied, the North American distributor of Sandvik’s Rammer hydraulic breakers, before the acquisition was completed Oct. 1, 2020. Soon afterward, Jonas was named to the top management position. “Allied has always appreciated side-by-

ing us and enabling us to grow.” Demetrius Smith, a supervisor and 15year Allied employee, said he has heard “nothing but positive responses” to new ownership. “Hardly anything has changed … we continue to be proud of our highlyefficient shipping and assembly processes, and we look forward to the future with support from Sandvik.” At some point, the company will be relocating from its downtown Cleveland, Ohio, location to a facility in the same region that will provide more space for warehousing, service and manufacturing, according to Jonas. “We’re not planning any changes internally, but as we grow, we will be adding employees to maintain efficiencies in our operations and manufacturing,” he said. Jonas is well-prepared for the challenges. A native of Sweden with a degree in industrial engineering and management, he has global industrial experience in China, Denmark, Singapore, Germany and elsewhere. Since joining Sandvik in 2013, he has had various responsibilities in business
development and operations. “The Cleveland-based operation will support all of North America, including both Allied and Sandvik customers,” said Jonas. “We are 100 percent committed to the North American market and believe that investing in a strong local presence within all aspects of the business is key to success.” As part of this journey, Allied will undergo a rebranding during 2021, changing the company name to Sandvik Rock Processing Solutions North America and marketing all products under the Rammer brand name. “The people will be the same, the products will be the same and the commitment to provide outstanding service will remain the same,” said Jonas. “It’s in the Sandvik DNA to be in the forefront of technology development, deliver top quality products and support, and constantly improve on them,” he continued. “We are going to invest Sandvik technological expertise and other resources to grow this company and become the leading attachment tools supplier in North America.”

As the demand for fully automatic quick couplers on excavators continues to grow rapidly, Volvo CE is now expanding the offering with Steelwrist SQ Auto Connect quick couplers directly from factory for both crawler and wheeled excavators between 13 and 35 tons. The launch also includes work tool adapters in matching sizes. Construction Crews Make Headway On Perquimans River Bridge Project Construction crews in North Carolina are replacing the Perquimans River Bridge in Perquimans County. The work is part of a $57 million project that will improve U.S. Highway 17 Business/N.C. Highway 37 between Hertford and Winfall. “The aging swing span bridge over the Perquimans River has become structurally obsolete,” said David B. Otts, district engineer of the North Carolina Department of Transportation (NCDOT). “Although still safe to traverse, the high costs of maintaining a 91-year-old structure make it financially prudent to replace it with a new, low maintenance bridge. “The adjacent causeway connecting Hertford to Winfall has its share of geotechnical issues, which can cause rapid settlement forcing periodic road closures. This section of roadway is now being bridged to ensure a dependable link between neighboring towns. In Winfall, the intersection of NC 37 and U.S. 17 Business will be realigned to allow the higher AADT primary route [NC 37 at 3800 vs. U.S. 17 Business at 2600] to flow straight through without stopping.” The current structure, known as the “S-Bridge,” is nearly 650 ft. long, while the replacement will be 2,700 ft. long. The existing bridge is narrow, with two 10-ft. travel lanes. The new structure will have 12-ft. travel lanes with a 4-ft. paved shoulder each side. A 5.5-ft.-wide sidewalk also will be incorporated on the northeast side. Work began in mid-2019, and is scheduled to be completed in December 2021. For now, area motorists are doing their best to deal with the construction. “We require periodic lane closures, mainly to facilitate material deliveries,” said Otts. “These closures cannot be in place between the hours of 7:00 a.m. to 9:00 a.m., and 4:00 p.m. to 6:00 p.m. Additionally, phasing will require a full shutdown of the bridge for approximately eight months. It should be noted that the contractor’s design drastically reduced this time, as it was initially anticipated the bridge would be closed for two years. The detour will be approximately 4 mi. in length.” The project is a state-funded design build contract awarded to McLean Contracting Company of Baltimore, Md. “McLean is a mid-Atlantic based heavy civil contractor founded in 1903,” said Otts. “McLean has a good track record and strong relationship working with NCDOT, and has demonstrated its ability to complete a project of this nature numerous times throughout the region. ning of the project and played a major decision in the planning process was the limitation of barge sizes, due to the channel width of the downstream Catfish Hunter U.S. 17 bridge and the water depths,” said Bettcher. In order to perform a project of this magnitude, cranes with up to 300 tons of capacity are required. Construction of a bridge over water typically requires the installation of trestle, which is expensive, or the use of barge mounted cranes. “While McLean Contracting has manufactured and owns several cranes capable of making the heaviest lifts which are permanently fixed to barges, the barges are too wide to access the project because of the downstream bridge,” he said. “Because of this, McLean is utilizing crawler cranes sitting on barges. Before placing and using these cranes, the barges needed to be analyzed for the weight of the cranes and for stability while making heavy lifts.” The water depths in some areas of the project are relatively shallow, which prevents these areas from being accessed by a barge-mounted crane. “In these areas trestle was installed; the crawler cranes walk off the barge onto the trestle to access the work. In one area located in jurisdictional wetlands, McLean Contracting worked with various regulatory agencies to get approval to install a temporary stone causeway for access to the NCDOT photo work,” said Bettcher. Delivery of concrete and other components of the bridge also has been a concern. “In order to get concrete to various locations where it was not possible to use conventional methods, such as pump trucks or concrete buckets, Mclean is utilizing concrete buckets placed on a barge and then pushed by tug buckets to the discharge location,” said Bettcher. “In order to get the concrete to the barge, a trestle has been installed on a nearby property, which McLean is utilizing as a laydown yard. This same trestle will be used for the structural steel and various mechanical components for the swing span.” Bettcher noted that replacing the Perquimans River Bridge is no small task. “The existing bridge and roadway consists of a much shorter swing span bridge and causeway. In addition to issues with the bridge due to age, the causeway also has required significant maintenance work over the years, due to its location. The new structure will be a much longer bridge, eliminating the causeway. The fixed bridge will consist of 30-inch prestressed concrete piles; cast-in-place pile caps; Florida I-Beam girders; 4-inch-thick precast deck panels; and a 5-inch-thick cast-in-place riding service. “The swing span also will be supported by 30-inch piles and have cast-in-place piles caps. A steel structure will be assembled to mimic the looks of the existing historic bridge and a light-weight concrete riding service will be cast. house located on the south approach to the bridge. The bridge will be protected from marine traffic by a fender system consisting of fiberglass piles, composite lumber and fiberglass handrails.” Bettcher explained that bridge construction is inherently one of the more dangerous aspects of civil construction, making the safety of McLean’s employees and employees of the trade contractors the top concern. In addition, native species of aquatic life are protected by an in-stream moratorium, which extends from midFebruary through the end of June each year. Regarding road improvements, both the north and south approaches involve some realignment from the existing conditions. Approaches on each end will be supported by MSE walls up to the abutments. On the Winfall side of the bridge (north approach), a newlydesigned traffic pattern will allow for continuous traffic to flow onto and off of NC37. Along with the new roadways, drainage improvements and utility improvements are being made. Construction began onsite in July 2019 with a test pile program. That was followed by the installation of a new sheet pile bulkhead with cast-in-place concrete cap on the south approach. After receiving approval of the various submittals and permits, pile driving commenced with 172 of the total of 185 piles driven. A total of 23 of 25 of the pile caps for the fixed bridge have been completed. One of two rest pier pile caps has been completed. Precast FIB girders have been erected in 19 of 27 spans, while deck panels have been placed in seven of 27 spans. Four spans of cast-in-place bridge deck concrete have been placed. The operator’s house structure (piles, concrete floors and walls) has been completed. Much of the south approach fill has been placed, and the MSE walls on that approach are constructed. Work has been ongoing for the second rest pier pile cap, as is bridge deck construction with the placement of FIB girders, deck panels and CIP deck slabs. Fabrication of the swing span structural steel and machinery is taking place offsite. Roadwork for the realignment of the Winfall Boulevard/Creek Drive intersection is continuing. Buildout of the operator’s house continues, including installation of the roof exterior siding and interior framing. In January 2021, all of the substructure, with the exceptions of the last two bents and second abutment, were completed. The assembly of the swing span began and the fender system will be installed in spring 2021. The roadway work related to the realignment of Winfall Boulevard and Creek Drive also will be completed. In late spring, the existing bridge and causeway will be shut down, at which time several activities will resume/begin concurrently; the remaining three spans of the fixed bridge will be
completed; demolition of the existing bridge will begin by removing the existing swing span and then pivot pier; the assembly of the swing span structural steel will be completed; and tie-ins to existing roadways on the north and south approaches will be made. Although there are many weather events which could have an effect on the project, the greatest threat likely comes from hurricanes. The project is located in an area of North Carolina which has been hard hit by multiple hurricanes in the past. Equipment being used on the job includes a Kobelco CK2750 crawler crane for pile driving and FIB girder erecNCDOT photos tion; a PileCo D-125 diesel pile hammer; and a contractor-built, barge mounted 50ton crane, “Annapolis”, for girder erection. NCDOT to be approved for bidding. A technical proposal phase occurred during which the numerous teams prepared proposals and presented them to NCDOT. After being chosen, the design build team completed design of the project, initiated the process for acquiring permits and started right-of-way acquisitions. In addition, the general contractor began material acquisitions. While no demo work has occurred to date, the entirety of the existing bridge will be removed beginning this year. The existing causeway also will be removed, including multiple repairs made to the causeway over the years, which consists of steel and wood piles, steel beams and steel plates. After removal, the area of the existing causeway will be filled to an elevation of 1 ft. and vegetation will be established. “Moveable bridges are rare, so the opportunity to oversee construction is exciting,” said Otts. “Additionally, the project team takes pride in knowing we are providing a dependable link between Hertford and Winfall that will also be seen as a landmark throughout the state.” CEG

Equipment Manufacturers Support Efforts to Reform Trade Expansion Act Association of Equipment Manufacturers (AEM) president Dennis Slater issued the following statement in support of the Trade Security Act introduced by U.S. Senators Rob Portman (R-Ohio), Dianne Feinstein (D-Calif.), Joni Ernst (R-Iowa), Kyrsten Sinema (D-Ariz.), Deb Fischer (R-Neb.), Roger Wicker (R-Miss.) and Todd Young (R-Ind.). Respect and professionalism on the job site can still be an issue today. “Ignoring the possibilities of how quickly behaviors can cross the line jeopardizes employees, sites and companies,” said Dickinson. To women exploring construction safety as a career field, she advises finding a job you really enjoy. “Do a few different things, look at where opportunities are to get exposure to different types of work,” said Dickinson. “When you find something you click with, get credentials in that particular area. That will establish who you are and earn the respect of your male counterparts.” She believes though there’s no difference between a 21-year-old woman or man who has no experience in the construction industry. However, they’re perceived differently because there are more men on the job site. But women have a tendency to pay a lot of attention to detail, which is crucial on the safety side, she noted.
“So know how to play to your strengths without assuming everyone will do what you say, and follow that lead.” When you do bring points to the surface, do so when you feel strongly about it. And understand when speaking up will make a difference or not. “You can’t make a major deal out of everything or else nothing gets done,” said Dickinson. “And don’t try to be one of the guys, because you’re not. That doesn’t earn you any additional respect or more money.” Conduct yourself with professionalism appropriate for the job site. Finally: “Do your job well. Some jobs are physically more challenging for women. Recognize that, and don’t get yourself in a situation you’re not prepared for.” A lot has changed since Emily Roebling became the first person to cross the East River in 1883 by way of the bridge she gave 10 years of her life to see completed. In stepping in for her husband to help successfully finish the project, she opened doors for women into the construction industry. CEG

n March 25, 2021, Jeff Martin Auctioneers held its Annual East Coast Spring Construction & Transportation Auction in Pelzer, S.C. There was a wide variety of equipment from many different manufactures, including Komatsu, Cat, John Deere, Volvo Case, Bobcat, Takeuchi and more. The bidders — more than 500 total bidders from 39 states and 9 foreign countries — had the option of bidding live on site or over the internet. CEG

JM Wood Holds Five-Day Auction in Montgomery, Ala
J
M Wood Auction held a five-day auction from March 16 through 20 at the company’s Montgomery, Ala., headquarters facility.
The auction, with the largest amount of onsite registered bidders in company history, resulted in more than $88,000,000 in gross sales, with nearly half coming from online sales. More than 5,000 lots were sold over the course of the five days, including a three year old Caterpillar machinery and more than 300 Mack and Kenworth dump trucks. “This was a record week of live auctions,” Russ Wood said. “This will go down as the largest auction in our 48 year history. “Pricing was strong and in person attendance was insane; pricing and demand for machinery was off the charts. Older, higher-houred machinery was bringing 10 to 15 percent more than previous ‘hot’ spring auctions. We have not seen this in a few years on these older units.

An abundance of pull pans and pull tractors were in this sale, including this really nice John Deere 9620R Scraper Special that “gaveled out” at $165,000.

I think, though, it was the persistence of Briggs JCB’s team that gave us the boost.” SGTM’s first JCB machine purchase was the manufacturer’s 505-20TC telehandler, which Raynor also preferred because of its ability to utilize multiple attachments. “With it, I’m able to unload pallets, throw a grapple attachment on and load up the dump trailer during a storm,” he said. “The single-boom arm has been incredible and it’s stronger than you would really think. Plus, the telehandler can work on concrete and go off road, too. In fact, we still have that machine today.” The versatility of that one telehandler led SGTM to acquire other JCB equipment, he said. “From there, we moved into the teleskids and found we enjoyed those machines due to their strength and breakout force,” Raynor said. “I was intrigued at how an operator can get in and out of the machine through the side door, along with the better visibility and having one cylinder rather than two. There were so many things I saw that JCB’s teleskids offered that I just had to try one myself to see if it really worked as well as I had heard, and it did.” Briggs JCB also sold Raynor a JCB 437 AGRI Prior to buying heavier JCB iron, the company purchased a wheel loader, a new 220X excavator and provided versatile JCB teleskid — a telehandler with skid steer agility.
JCBs in use in the dusty environments within which we work,” he said. “Briggs JCB reassured us that they would be fine. In our line of work, we are ripping up logs and piles of debris and feeding grinders. This is very robust work and things do go wrong, but from what we have seen this equipment holds up very well.” Raynor also was impressed with Briggs JCB’s preparation prior to its meeting with SGMT. Because the company’s various divisions work in places that are so dust-heavy, the dealer understood that if SGMT acquired any JCB machines they would need to be equipped to work efficiently in those environments. “The folks at Briggs JCB knew exactly what they were doing when they came in to see us,” Raynor said. “We didn’t have to explain to them that we needed a reversing fan — they already knew. Their machines came properly equipped.”

Expansion Efforts Already Under Way SGTM’s has drawn up plans to continue its growth, Raynor said, including a major expansion in Astatula. There, the company’s flagship tree debris collection site will be located on a 100-acre parcel and will include a facility housing its mulch manufacturing, soil composting and production bagging operations. The large acreage can accommodate millions of cubic yards of organic debris and will allow SGTM’s debris hauling division to realize significant savings on its transportation costs. In addition, the Astatula site will also include a 5,000-sq.-ft. building designed for office and warehouse space. “The nice thing about these facilities is that we do have ample room to expand into,” Raynor said. “SGTM believes our future is here and now.” CEG. S.C., Will Result in Highway Redesign Three projects in South Carolina from Conway to Myrtle Beach could change the way U.S. Highway 501 looks and functions over the course of the next three years. The latest construction to widen U.S. 501 began in February at Gardner Lacy Road, according to Pete Poore with the South Carolina Department of Transportation (SCDOT). Construction of the southbound widening project from Gardner Lacy Road to SC Route 31 is expected to be complete by summer 2023. A third project on U.S. 501 from Gardner Lacy Road to SC 544 will subsequently begin in the fall of 2022, Poore said, which would widen U.S. 501 to six lanes. The effort is funded by Horry County’s RIDE III Sales Tax and is currently in the preliminary engineering phase of work. Right-of-way
acquisitions are scheduled to begin this spring. As the city of Myrtle Beach works to revitalize its downtown area, a portion of U.S. 501 will be redesigned. SCDOT maps show the route at Broadway Street will continue east to 7th Avenue North, making U.S. 501 intersect with North Kings Highway. Full construction is expected to begin in early 2023, Poore said. “These road projects are important for our growing community and we look forward to the completion of these projects and the additional traffic relief they will provide for our residents and visitors,” said Kelly Moore, a spokesperson of Horry County. In addition to the U.S. 501 construction, county officials expect the Carolina Forest Boulevard widening project to be complete by early July. That $54.7 million project will expand
the road to four lanes from River Oaks Drive to Gateway Drive. By May 1, other sections of roads and streets within the city of Myrtle Beach are expected to be repaved, including: • Robert Grissom Parkway from 21st Avenue North to 29th Avenue North. • Greens Boulevard from 21st Avenue North to Mohawk Drive. • Osceola Street from Mohawk Drive to Mr. Joe White Avenue. • Louise Drive from Country Club Drive to Canterbury Lane. • Oleander Drive from 38th Avenue North to 48th Avenue North. • North Oak Street from First Avenue to Main Street (U.S. 501). • South Oak Street from Collins Avenue to First Avenue.
