The Tennessee Department of Transportation reopened a section of eastbound Interstate 24 two days earlier than expected following a landslide Feb. 23. The slide, which took place near mi. marker 42, dumped approximately 50,000 cu. yds. of former hillside on the interstate, covering both eastbound lanes for about three-quarters of a mi. along the busy commuter path between Clarksville and Nashville. Citing one of the wettest Februaries on record and especially heavy rain late in the month, TDOT Operations Manager Kim Welch said the state has experienced a near-record number of landslides this year. “It’s been happening all over Tennessee. Region 1 had a significant amount of slides,” she said. “We [in Region 3] had just one, but it may be the biggest landslide I’ve ever seen.” An embankment with a steep hill on top stands adjacent to one side of the interstate. The slide occurred at the presplit rock wall where the slope gets down to grade. “There were a lot of rock outcroppings when we built the road,” Welch explained. “We had to blast the rock out.”

After the rock was presplit to allow construction of the road, she said, the material above rock face became a problem. “It was wet, heavy and holding a lot of water,” she said. “The dirt above the rock just sheared off.”

The governors of Arkansas and Alabama recently approved fuel tax increases, with Arkansas also placing on the 2020 ballot an amendment that would “indefinitely” extend a half-cent sales to generate $205 million a year for highway infrastructure needs. On March 11, Gov. Asa Hutchinson signed into law key pieces of a new two-part $300 million highway-funding plan for Arkansas unveiled during a press conference in February. The first part of that funding plan relies on an “indefinite” extension of a half-cent sales tax imposed in 2012 that expires in 2020. Roughly 28 percent of the current revenue accrued via the half-cent sales tax goes towards paying off bonds for road projects. By extending the half-cent sales tax, the state would be able to shift to a “pay as we go” system, Hutchinson noted. see PLANS page 30

Contour Mining & Construction Makes Big Jobs Look Easy By Joe Barron CEG ASSOCIATE EDITOR
With a fleet of more than 30 machines and a diverse portfolio of projects, crews from Contour Mining & Construction are always on the move. Founded in 2012, the Columbia, S.C.based contractor can do just about anything associated with civil construction in the Carolinas and Georgia, whether it’s land clearing, grading, mass rock excavation, utilities drilling or blasting. “We work in all sectors, from gold mining to aggregate production to mining and sand — basically, the whole gamut,” company founder and President Heath Hanna said in an interview. “We usually have around 10 projects in various stages. We keep our gear moving from job to job, and not parked up waiting on another project.” On a recent stripping project, the company moved 7,000 cu. yds. of earth per day on a 100-acre site, for a total of 1.2 million cu. yds. — and in wet winter conditions that called for lighter equipment than would normally be used. After initially considering the use of scrapers, Hanna opted instead for excavators and trucks. “We looked at running Cat 627s,” Hanna said, “but there is a high water table here in areas where it is only 15 feet deep, so the use of scrapers was going to be extremely limited. “Because the material is wet, it makes for tougher underfoot conditions, so the trucks have done a better job. Once we get into rock, we’ll move our fleet of rigid frames in to handle most of the excavation.” Because the volume of earth to be moved was high, and the margin was low, uptime became the most crucial factor in turning a profit. “Production is everything,” Hanna said, and to keep the earth moving, he relies pri-

marily on Caterpillar equipment from Blanchard Machinery, whose headquarters — like Contour’s — is in Columbia. “The service and response are the biggest thing to us, and we get excellent response out of Blanchard,” Hanna continued. “They keep us moving all day. Whether it’s a small repair or a larger repair, they are usually on it, and we have very little downtime.” On the stripping job, Contour used Cat 349F excavators, 336F excavators with Trimble GPS, a D6T XL dozer, a D6N LGP with Trimble GPS, and Cat motorgraders and compactors, as well as other machines. “Probably the biggest challenge has been the change in material,” Hanna said. “We’ve got a layer of decomposed granite with a high mica content that locks the moisture in. We had to employ a tractor to do additional conditioning for the material so it could meet compaction density specs.” Hanna has been fascinated by heavy equipment for as long as he can remember. As a teenager, he worked in his father’s HVAC business, until the summer his dad got him a job in the grading company owned by his friend Joe Vaughn. “You are going to work with Joe this summer,” his father told him. “You love heavy equipment, and if that’s what you love to do, then you need to go and try it and see if that’s what you want to do. If you don’t, you can come back here and do HVAC.” Hanna never looked back. After obtaining a degree in economics from Wofford College, he worked for seven years for Yancey Bros., the Cat dealership in Georgia, which gained him contacts in the mining industry and experience in consulting on a variety of quarry and mining projects. It also earned him a Cat dealer instructor certification. “I did all the production studies for the quarries and mines, and I helped customers see CONTOUR page 76

Many are familiar with the U. S. Army Engineer’s Caterpillar 830M and Clark 290M wheel tractors. They were used for towing scrapers and as wheel dozers. Pictured is a Clark 290M tractor and this author taken at the U. S. Army Engineer School at Fort Belvoir, Va., during the summer of 1971, where I attended an Engineer Equipment Repair Course. ICE Holds Annual Invitational Golf Tournament in Fla.
I
nternational Construction Equipment (ICE) held its 15th annual ICE Invitational Golf Tournament at Falcons Fire Golf Club in Kissimmee, Fla., on Feb. 19. Customers from the United States, Australia, U.K., Germany and the Netherlands participated this year. The event was hosted by Rob, David and Matt Williams. “This is our opportunity to get together with great customers and friends from around the world and show our appreciation for their business. It is awesome to see the same guys come back year after year during their trip to the Florida Auctions,” Rob Williams said. Over the past 15 years ICE has completed more than $200,000,000 worth of transactions in more than 50 countries. The focus of ICE is on the wholesale used construction equipment market, moving machines in many different channels around the world. Additionally, it has a sister company, IronQuip, that makes attachments such as grader rippers, dozer rippers and padfoot kits. A big part of ICE is giving back to certain charities. ICE takes a portion of its profits and uses its Grader Good Foundation to distribute to various causes. JDRF, a charity that focuses on improving the lives of Type 1 diabetics, is the
primary charity it focuses on. Additionally, it funds a scholarship at Vermont Technical College in the name of Bob Williams, a founding member of ICE.

Roadie Set to Transform Construction Supplies Delivery Jennifer McKevitt CEG CORRESPONDENT
The Roadie delivery app is finding particular success with its partnership with Home Depot, which now offers same day project deliveries at more than 400 of its stores throughout the United States. The delivery startup recently raised an additional $37 million (toward its total $62 million) in Series C funding from both Warren Stephens and Eric Schmidt’s Tomorrow Ventures, and some of those millions also came from Home Depot. Jamie Gottlieb, communications manager of Roadie, spoke with Construction Equipment Guide about its unique connection with Home Depot, and by extension, with contractors and construction workers and managers throughout the country. “We’ve had a very positive reaction from our partnership with Home Depot. Along with those who regularly visit Home Depot, Roadie also works with drivers for other companies, as well as people driving to and from work, truck drivers, or regional road trippers. Drivers are fully screened and certified. Roadie also provides $500 worth of free insurance, with $5 per extra $500 needed. Or, if recipients choose, up to $10,000 in insurance can be purchased through a partnership with UPS Capital. “Our system works very well with available space,” Gottlieb said. “Many professional delivery companies charge by weight rather than by capacity, whereas we believe that since a box of feathers and a box of bowling balls take up the same amount of room, you should only pay by package size.”
Report Details How to Bring More Women Into the Industry A new 40-page report released by the Mineta Transportation Institute on Feb. 11 examines ways to recruit and retain more women in transportation, offering 11 recommendations to help improve both femaleand minority-focused hiring practices. The group’s report — titled Attracting and Retaining Women in the Transportation Industry and authored by MTI Research Associates Jodi Godfrey and Dr. Robert Bertini — found that while the proportion of women aged 16 and older in the U.S. workforce has grown steadily from 29.6 percent in 1950 to 47.5 percent in 2017, women accounted for less than 15 percent of the transportation industry’s workforce in 2017. “Gender equality and gender diversity in the workforce are key to the economic growth required for companies to win the talent war,” said Bertini in the report. “It is more important than ever to ensure that the talent pool encompasses all qualified candidates, and women are the largest pools of untapped labor globally.” A global study conducted in 2017 by consulting firm Pricewaterhouse Coopers echoed the need to focus on “diversity issues” as its research found over one fifth of the women said they experienced gender discrimination personally when applying or interviewing for a job. “One thing is clear: employers will need to do more than become better at looking outside when hiring female talent. They will also need to look inside, at their own processes, if they are to succeed in delivering gender inclusive recruitment,” PwC said. MTI’s research also found that, after recruitment, promotion and retention of women in the transportation industry
to fill a multitude of jobs, from engineering and finance positions to front-line highway maintenance crews. For example, Roger Millar, secretary of the Washington State Department of Transportation, said during a Jan. 15 panel discussion at the 2019 Transportation Research Board’s annual meeting in Dr. Robert Bertini Washington, D.C., that two-thirds his agency’s employees are on “flexible work schedules” that are Mineta Transportation Institute not traditional “nine-to-five” shifts, with another 15 percent telecommuting. Community Colleges, CAGC Partner to Ease Construction Workforce Shortage The partnership between the North Carolina Community College System (NCCCS) and Carolinas AGC (CAGC) is helping address the workforce shortage at a time when there are thousands of well-paying careers available in construction, the NCCCS president said. “There are great jobs and meaningful careers in the construction industry,” said NCCCS President Peter Hans. “The partnership with CAGC is another example of how we work with business and industry to address their needs. By aligning with our partners, we are meeting challenges, providing opportunities for North Carolinians, and making a difference for our state.” Hans’ comments were made to about 75 attendees at a CAGC quarterly Triangle luncheon in Durham March 13. He said $200,000 that CAGC helped secure from the NC General Assembly in 2017 is being used by the NCCCS to help rebrand construction as a good career choice. He said misperceptions exist about the industry, coupled with a decades-long
emphasis on earning four-year degrees that have had an adverse impact on construction companies’ ability to recruit workers. “North Carolina’s construction industry is experiencing a shortage of skilled workers to fill crucial positions,” he said. “Craftsmanship is a calling — we must value those who build our community.” Hans said all 58 of North Carolina’s community colleges are educating future carpenters, plumbers, electricians, welders, HVAC technicians, and other skilled tradespeople. He commended North Carolina lawmakers for recognizing that the construction worker shortage could have a negative impact on public projects, such as roads and infrastructure, and for appropriating the $200,000 to the N.C. Community College System to raise awareness of construction as a rewarding and well-paying career. Other points he made included: • The NCCCS-CAGC effort is developing promotional materials that colleges and companies can use to
undo myths about construction careers (and redesigning CAGC’s Build Your Career website). • He said he is particularly excited about Durham Tech’s construction summer camp last year. The camp introduced a diverse group of high school students to a variety of construction trades through hands-on learning activities and demonstrations. • Systemwide in 2017-18, enrollment in construction-related curriculum programs at NC community colleges totaled 11,265 (15 different programs). Additionally, in 2018, there were 14,621 registrations in short-term training programs in construction trades (30 different programs). • Construction apprenticeships grew from 1,581 in 2018 to 1,840 this year. “We want to see those numbers go up,” Hans said. “Increased participation in these programs [please continue to recruit by visiting career fairs & schools as ambassadors] will be good for your industry and good for our colleges. Early career exploration is critical.”

Report Details How to Bring More Women Into the Industry A new 40-page report released by the Mineta Transportation Institute on Feb. 11 examines ways to recruit and retain more women in transportation, offering 11 recommendations to help improve both femaleand minority-focused hiring practices. The group’s report — titled Attracting and Retaining Women in the Transportation Industry and authored by MTI Research Associates Jodi Godfrey and Dr. Robert Bertini — found that while the proportion of women aged 16 and older in the U.S. workforce has grown steadily from 29.6 percent in 1950 to 47.5 percent in 2017, women accounted for less than 15 percent of the transportation industry’s workforce in 2017. “Gender equality and gender diversity in the workforce are key to the economic growth required for companies to win the talent war,” said Bertini in the report. “It is more important than ever to ensure that the talent pool encompasses all qualified candidates, and women are the largest pools of untapped labor globally.” A global study conducted in 2017 by consulting firm Pricewaterhouse Coopers echoed the need to focus on “diversity issues” as its research found over one fifth of the women said they experienced gender discrimination personally when applying or interviewing for a job. “One thing is clear: employers will need to do more than become better at looking outside when hiring female talent. They will also need to look inside, at their own processes, if they are to succeed in delivering gender inclusive recruitment,” PwC said. MTI’s research also found that, after recruitment, promotion and retention of women in the transportation industry
to fill a multitude of jobs, from engineering and finance positions to front-line highway maintenance crews. For example, Roger Millar, secretary of the Washington State Department of Transportation, said during a Jan. 15 panel discussion at the 2019 Transportation Research Board’s annual meeting in Dr. Robert Bertini Washington, D.C., that two-thirds his agency’s employees are on “flexible work schedules” that are Mineta Transportation Institute not traditional “nine-to-five” shifts, with another 15 percent telecommuting. ExxonMobil Announces Expansion of Chemical Plant ExxonMobil announced March 1 it will add a polypropylene manufacturing unit to its vast greater Baton Rouge petrochemical complex, representing a capital investment of at least $469 million. Gov. John Bel Edwards described the project as an important investment for keeping one of Louisiana’s leading industries vibrant and competitive as it creates quality jobs for the Capital Region’s workforce. “This is a great day for the Capital Region and the state of Louisiana. ExxonMobil has been a strong partner for Louisiana, and I am excited to see their commitment to our state solidified with this announcement,” Edwards said. “I am thankful to Mayor Sharon Weston Broome, the Metro Council, the school board and the sheriff, who all publicly supported this project and endorsed the ITEP application for it, as did the state’s Board of Commerce and Industry. As reported by ExxonMobil, construction will begin later this year, and the plant is expected to be put into operation by 2021. The project will create 65 new jobs, and Louisiana Economic Development estimates it also will result in 219 indirect jobs, for a total of 284 new jobs for Baton Rouge and the Capital Region. ExxonMobil also estimates the project will generate about 600 construction jobs. With the expansion, ExxonMobil will increase its production of polypropylene by 450,000 tons per year and position the polyolefins plant for even further growth in coming years. LED and ExxonMobil opened discussions on this project in late 2017 after learning that Louisiana would have the opportunity to compete for new jobs and investment under ExxonMobil’s Growing the Gulf ini-
tiative, the company’s 10-year plan to invest more than $20 billion to expand manufacturing facilities along the U.S. Gulf Coast. LED welcomed the news to compete for significant investment with a company that has had a presence in this community and this state for 110 years. “The importance of manufacturing to Louisiana cannot be overstated,” Louisiana Economic Development Secretary Don Pierson said. “Manufacturing provides Louisiana with 140,000 direct jobs that pay an average estimate of 53 percent more than nonmanufacturing jobs and hundreds of thousands of indirect jobs. “Manufacturing also supports vendor and supplier purchases that support numerous local businesses and increase sales tax collections. The manufacturing sector is responsible for $50 billion per year of production
output and $35 billion per year in exports. “As a tangible example of this kind of impact, ExxonMobil announced the engineering, procurement and construction contract for this project has been awarded to Baton Rouge-based Turner Industries and Jacobs Engineering.” To secure the project, the state of Louisiana offered ExxonMobil a competitive incentive package that includes the comprehensive workforce solutions of LED FastStart, the state’s workforce training program. The company also is expected to utilize the state’s industrial tax exemption and enterprise zone programs. “Growth in feedstock supply along with the increase in global demand for chemical products continues to drive our strategic investments and expansion along the Gulf Coast,” ExxonMobil Chemical Co. President John Verity said. “We’re well positioned to meet the demand for these highperformance products and investing further in Baton Rouge enhances our facility’s competitiveness.” ExxonMobil’s operations in Baton Rouge include a 502,000-barrel-per-day oil refinery, as well as chemical, lubricants and polyethylene plants. ExxonMobil has more than 2,500 employees in the Baton Rouge area.

The second part of the Arkansas highway funding plan — worth just over $95 million and now signed into law — relies on three different revenue streams. The first is a 3-cent and 6-cent increase, respectively, in the state’s gasoline and diesel fuel taxes, which would net more than $58 million. Second, new and additional registration fees for hybrid and electric vehicles are expected to generate about $2 million annually. Finally, dedicated casino tax revenues backstopped initially by monies from the state’s general fund adds in at a minimum $35 million. “This is a great day for Arkansas,” Hutchinson said in a statement. “Our roads are vital to so many areas of everyday life. We need good streets to get to work, school, stores and doctor appointments. Our farmers need good roads to deliver their crops to the market. We need great highways if we are going to compete for the industry and business that are crucial to continuing to improve our quality of life. We have done this for ourselves and for our future.”
Meanwhile, Alabama Gov. Kay Ivey signed into law March 12 a measure that will increase the state’s fuel tax by 10 cents per gallon over the next three years, starting with a 6-cent-per-gallon hike this year. The fuel tax will then be adjusted up or down with the National Highway Construction Cost Index and could increase up to a penny every two years, according to news reports. Ivey’s road-funding plan — introduced on Feb. 27 and approved by a special state legislative session held on March 5 — also creates a $200 annual fee for electric vehicles and a $100 annual fee for hybrid vehicles. Ivey noted that the funding measure will disperse those funds between state, county, and municipal governments in Alabama for transportation infrastructure improvement, preservation, and maintenance projects. “After 27 years of stagnation, adequate funding is imperative to fixing our many roads and bridges in dire need of repair,” she said. “By increasing our investment in infrastructure, we are also making a direct investment in public safety, economic development, and the prosperity of our state.”

‘Waters of the U.S.’ Reg Rewrite Will Help Reduce Project Delays Man-made, roadside ditches provide critical surface drainage that protects the traveling public and should be exempt from federal wetland regulations, American Road & Transportation Builder Association (ARTBA) Vice Chairman David Harwood told a Feb. 27 government hearing. That’s a key reason the association is supporting the Trump administration’s proposed overhaul to portions of the Clean Water Act (CWA) to restore clarity to these regulations and help reduce delays to important transportation projects. Harwood, a senior vice president with Terracon, a national consulting engineering firm specializing in environmental, facilities, geotechnical, and materials service, delivered his remarks in Kansas City, Kan., at a U.S. Environmental Protection Agency (EPA) and U.S. Army Corps of Engineers
(Corps) hearing. At issue is how the agencies define “waters of the United States” (WOTUS) that are subject to federal authority. The proposed rule would replace the 2015 WOTUS definition from the Obama administration, which ARTBA previously criticized as overly broad because it expands EPA and Corps jurisdiction to the point where virtually any ditch with standing water is subject to regulation. ARTBA and its industry allies are currently challenging the 2015 WOTUS rule in federal court. The proposal is currently open for a 60day public comment period. As in years past, this year’s annual Work Truck Show, the 55th National Truck Equipment Association (NTEA) Convention, served as the launch pad for many of the industry’s leading manufacturers to showcase the latest equipment introductions and product innovations. Focus on vocational trucks and transportation equipment from Classes 1 to 8, including chassis, bodies, compo-

Representing more than 1,500 manufacturers, distributors and installers involved with the work truck and trailer industry, the National Truck Equipment Association was established in 1964 and is dedicated to providing technical information, education and member programs and services. Rototilt Broadens Its Compactor Product Line With C34 Rototilt is broadening its compactor product line and launching a new model C34 for excavators with machine weights between 6.6 and 13.2 ton (6 to 12 t). The C34 compactor has a vibration force of 7,495 lb. How Common Sense Helped Fuel a Revolution By Lauren Vespa SPECIAL TO CEG
When Jon Wybar and his business partner ventured into the recycling industry in 2004, they started with one location, their own two hands and a lot of hard work. The initial goal was only to recycle drywall, as that was the inspiration behind their company: Revolution Recovery. “It was a little bit just common sense,” said Wybar. “When they hang drywall, there’s a lot of cut-offs, and it looks like just board. It’s cut, it’s square, it’s clean, and that’s just going to the landfill, whole loads of it. It just seems insane, and it is.” Their business was quick to experience success and they swiftly evolved into recycling many types of building materials at their first location in Philadelphia, Pa. Today, the company has three locations and more than 100 employees. “I would like to think we grew based on survival of the fittest, hard work and business savvy,” Wybar said. Diverting Resources From Landfills Revolution Recovery’s mission is to keep recyclable materials out of sanitary landfills. It takes in a variety of materials from construction sites — both new construction and renovation — as well as demolition and manufacturing sites. The materials may include: wood, pallets, drywall cut offs, metals, concrete, brick, asphalt, cardboard and plastic. The material is delivered in a container — which businesses can rent from Revolution Jon Wybar Recovery — and the driver will unload the materials on the ground. The material then goes through a pre-sort, where crawler excavator operators extract bulky, undesirable items such as tarps or sheets of plastic. The remaining material is then pushed to another operator who feeds it through a finger screen before it takes a ride up an incline conveyer. The material’s final destination is on a horizontal conveyor, where employees pick out and sort the various materials. “Most of the materials there we can bale — like the cardboard, the plastic, the vinyl — and we can sell them,” said Nick Grovola, plant manager at the New Castle, Del., location. “The non-ferrous metals we actually grade on site, and a lot of those get baled as well. We crush the concrete and then we can sell the crushed concrete material. “We also recycle shingles, so we’ll take the shingles and we’ll separate them. And then those get sent to a facility that will crush the shingles, and they can sell that product back to

Safety is a top priority at Revolution Recovery, according to Plant Manager Nick Grovola. He said at the company’s three facilities there is a lot of action between the trucks, wheel loaders and excavators, and his employees have to stay on top of everything they’re doing. Grovola requires monthly safety meetings where employees provide feedback about operations and safety. And Grovola has a safety coordinator at the New Castle facility. “I’m responsible for all these people and the last thing I want is for someone to get hurt,” Grovola said.

Known for the unique expertise in hydraulic systems for crane and material handlers, the engineering team is tasked to minimize the number of proprietary parts in their design. They specify standard off-the-shelf parts wherever possible. This way customers can find what they need when doing routine hydraulic and electrical service from any nearby industrial supply house. Sennebogen also ensures that its distributors maintain extensive service inventories in all their branches, while the central warehouse at Sennebogen headquarters in Stanley, N.C., is well stocked with every component for any green machine in the field.
Keeping Pace With Upgrades Fawcett reported that his new Sennebogen 830 M-T log-handler more than meets his production targets for his upgraded mill. Plaster Rock is a softwood lumber mill producing 145 MMfbm of SFI certified dimension lumber and studs annually. Byproduct softwood chips and biomass are passed along to Twin Rivers’ pulp and

Global Impact Revolution Recovery is helping keep unnecessary waste out of landfills on the East Coast, but given China’s recent actions relating to the waste and recycling industry and their announcement earlier this year, Revolution Recovery may see an influx in the amount of material they take in. The Chinese government has been phasing out scrap material imports since 2017 due to environmental implications. More than 20 categories of recyclable materials were prohibited as of Jan. 1, 2018, and stricter quality standards were put into effect on March 1. Following those previous policies, on April 19, 2018, China released another announcement banning more than 30 types of scrap material imports. More than 10 of these bans are effective as of Dec. 31, 2018, and the remaining as of Dec. 31, 2019. The question now is how this will affect the waste and recycling industry in the United States. Wybar offered some insight as a business owner in the industry. “The industry coddled the consumer with simple single stream recycling at too high of a cost to quality,” he said. “The low quality created a dependence on China and limited domestic capacity. For real change, the industry has to push back on the consumer for higher quality at origin. The good news is the millennials are green and the generation behind them promises to be more so. Welch estimated that crews will place 130,000 tons of graded solid rock to construct the buttress as they build up the hillside from bare rock to stabilize the material. TDOT estimated the work will take two to three months to complete. Roadside Assistance Meanwhile, to reopen the interstate as quickly as possible, TDOT began working on temporarily widening the roadway around the slide. “We had two lanes with an 8-foot shoulder,” Welch noted. Crews hauled shot rock to build up the shoulder, added a stone base 22 ft. wide and three-quarters of a mi. long, paved on top of it and added a concrete barrier rail to accom-
modate two lanes of traffic. The temporary lanes will stay in place until crews have finished cleaning up the landslide and installing a wall to prevent more landslides in the future. “We decided to refocus our forces Saturday on paving the new section, completing the 5,000-foot barrier wall and finishing the striping so we could open the interstate early,” said Welch, whose role is to keep things moving — both construction and traffic. Eastbound I-24 reopened to traffic March 13.

Future Impact A 2015 study commissioned by the state deemed the area is at high risk for rock
slides, and the DOT was aware of the potential hazard. Due in part to the high number of slides in the state this year, however, budgets
are strained, and the $8 million price tag for slope stabilization and permanent repair along I-24 will require some difficult budgetary adjustments. Nevertheless, corners are not being cut on safety. Bidding for the I-24 cleanup was not dependent on cost, but rather on “who could get equipment up there faster — who had material and workforce available,” Welch said. It is against TDOT policy to publicize the name of the contractor, she added. A budgetary review committee will evaluate costs as work proceeds, which Welch acknowledged could affect other jobs later. “The road is mostly clear,” Welch said. “The top is the issue. They’re still stabilizing on top.”

Construction Spending Slips in December Construction spending declined by 0.6 percent from November to December but increased from a year earlier in most major categories, according to an analysis of new government data March 4 by the Associated General Contractors. The new spending data shows strong overall demand for construction services, but association officials cautioned that labor shortages could undermine continued growth for the industry. “This data shows moderate and balanced growth across residential, private nonresidential and public construction segments,” said Ken Simonson, the association’s chief economist. “That fits with what contractors say they expect for 2019, as the association’s survey in January revealed.” Construction spending totaled $1.29 trillion in December at a seasonally adjusted annual rate, a drop of 0.6 percent from the November rate but an increase of 1.6 percent compared to December 2017. For 2018 as a whole, spending increased 4.1 percent from the 2017 total. Private residential spending slipped 1.4 percent from November to December and 1.3 percent compared to the December 2017 rate. For the full year, residential spending increased 3.3 percent from 2017, with gains of 5.2 percent for single-family and 0.7 percent for multifamily construction. Private nonresidential spending grew 0.4 percent for the month and 3.4 percent compared to December 2017. The full-year total was 3.5 percent higher than in 2017. Among the largest private nonresidential segments, power construction (electric power plus oil and gas field and pipeline projects) gained 3.9 percent for the full year; commercial construction (retail, warehouse and farm structures) added 2.0
percent; manufacturing construction decreased 1.7 percent; and office construction increased 8.4 percent. Public construction spending declined 0.6 percent for the month but grew 4.2 percent compared to the year-earlier month. For 2018 as a whole, public construction rose 6.6 percent. The largest public category, highway and street construction, increased 4.2 percent. Educational construction, the next-largest segment, rose 3.8 percent for the year. In the survey that the association released in January, more contractors reported they expect the dollar volume of projects available to bid on to expand than to shrink in 2019 in each of 13 project categories. In addition, 79 percent of construction firms reported that they expect to add employees in 2019. However, nearly as many — 78 percent — reported they were having trouble filling some positions and 68 percent said they expected that hiring would remain difficult or become harder. Association officials urged federal, state and local leaders to act on the measures outlined in the association’s Workforce Development Plan. These measures include expanding funding for career and technical education programs, making it easier to set up recruiting, training and apprenticeship programs and enacting comprehensive immigration reform. “The construction industry is one of the single greatest engines of middle-class job creation in the country,” said Stephen E. Sandherr, the association’s chief executive officer. “If government officials won’t do more to prepare young adults for high-paying careers in construction, too many of those jobs will go unfilled.” For more information, visit www.agc.org.

Bidders Find Deals on Hundreds of Items at J.J. Kane
S
everal times each year, J.J. Kane’s Charlotte auction in Concord, N.C., turns into an enormous event in which the public has a chance to get deals on hundreds of used cars, trucks, SUVs, flatbed trucks, cranes, pieces of construction equipment, trailers, tools and more. Sellers include Duke Energy, Dominion Energy and other local, regional and national fleets. Many local governments, contractors, rental companies also consign to these auctions to reduce their fleets and make room for new, replacement vehicles and equipment. J.J. Kane auctions have no minimums and no reserves. Because the auctions are absolute, bidders set the prices. These are auctions in the truest sense of the word, adding equipment to inventory every day. Jeff Martin’s ‘Amazing Team’ Breaks Auction Records at Corporate HQ

eff Martin Auctioneers Inc. held its largest auction to date conducted at its corporate headquarters in Brooklyn (Hattiesburg), Miss., March 7 to 9. Over the three days, more than 2,500 items were sold to 1,676 bidders from 48 states and 24 foreign countries. “I have been with Jeff and Kellie since we started here, and it is hard to believe the enormous growth that we have experienced,” said Jami Rogers, auction manager. “There is no substitute for an amazing team that enjoys what they do and love coming to work each day.” Brent Beverly of BTM Machinery also said, “The onsite crowd at the Brooklyn, Miss., auction site is astounding. It seems to me like there are more people here than I have seen lately at any auction, anywhere. “The climate-controlled auction arena makes you so comfortable and it is very easy to spend money. The quality and quantity of late-model yellow iron are almost unbelievable for an auction site in south Mississippi.
