The $3.8 billion design-build undertaking calls for widening the current four-lane segments along nearly 10 mi. of the I-64 corridor in Norfolk and Hampton, with new twin tunnels across the harbor. “The HRBT is one of the most congested corridors in the region, with more than 100,000

vehicles traveling the existing four-lane crossing during peak summer months,” said Jim Utterback, Virginia Department of Transportation (VDOT) project director. “The expansion project will provide much needed capacity by widening the roadway and building see HRBT page 16

Parman Holdings Corporation Acquires Wilder Equipment Parman, an employee-owned company since 2015, has acquired Wilder Equipment to add to the diverse collection of Parman companies. The Parman name, which has been synonymous with premium petroleum products and reliable service in middle Tennessee since the mid-1930s, was established by Bates Parman with the opening of Parman Oil. In 1978, Parman was acquired by Don Crichton, Johnny Jewell and Jimmy Jewell. The company continued growing throughout the 1980s, which led to a relocation from downtown Nashville, Tenn., to a modern facility in west Nashville. Parman continued expanding, and in the 1990s acquired a lubrication equipment business, Parman Equipment Services. As Parman grew and the fuel business line flourished, the company name was changed to follow suit — Parman Energy. Parman Energy provides fuel, lubricants, DEF and dispensing equipment to commercial construction companies as well as “mom and pop” shops. Over the 85 years in business, Parman has grown through acquisition and hard work. The company now has physical locations in Tennessee, Mississippi, Arkansas and Minnesota. In 2015, the owners were eager for a succession plan but wanted to maintain the level of service and care that had been built over

decades. The solution was simple — the company was sold to its employees. As an employee-owned company (ESOP), the people continued to be most important asset,

which also has greatly benefited its customers. The new owners of the Parman companies had a clear understanding of the need for the customer’s businesses to be a success. The companies, held by Parman Holdings Corporation, experienced an intentional culture shift: the culture of Parman focuses on providing “Totally Outrageous Customer Service,” or “TOCS.” In 2018, Parman expanded the brand with an acquisition into the heavy construction and agricultural equipment in middle Tennessee. Parman Tractor & Equipment, a dealer for Link-Belt, Takeuchi, Hitachi and Sakai, provides sales, service, parts and rental for most construction and agricultural needs. Bringing this new business type into the collection of Parman companies added to the desire to see its customers win as well as a spirit of partnership with suppliers, the company said. After three successful years post acquisition of Parman Tractor & Equipment and surviving the pandemic, it was time to take a step in a new direction. On March 3, 2022, Parman Holdings Corporation acquired Wilder Equipment to add to the diverse collection of Parman companies. “This opportunity came to us via a mutual connection,” Rachel Hockenberger, Parman Holdings Corporation president and CEO. “From the moment the details were introduced, the Parman executive committee knew the Wilder business would be a great complement to our brand,” see PARMAN page 74

Takeuchi Manufacturing photo

Takeuchi Manufacturing sells more than 90 percent of its track loaders in the United States.

Construction equipment builder Takeuchi Manufacturing has agreed to purchase an American factory from a Japanese peer in a deal it expects to boost its production capacity for a key type of equipment sold in the American market by about 40 percent. Takeuchi is acquiring the Kobelco Construction Machinery plant in Moore, S.C., for $34.35 million. The purchase by one of the world’s biggest makers of mini-excavators positions the company to capture more U.S. demand for equipment to build houses and infrastructure. Plans call for producing track loaders, a bulldozer-like category of small construction machinery, at the newly acquired plant. Operations are expected to begin in 2022, Takeuchi said. The company, which competes with names like Caterpillar and Bobcat in track loaders, plans to continue production in Japan even after the South Carolina plant starts up. Takeuchi will carry out up to 70 percent of the production process in Japan and complete the work in the United States for faster deliveries to its biggest market. The company builds track loaders at its headquarters factory in Sakaki, northwest of Tokyo in Nagano Prefecture. More than 90 percent of the loaders made there are sold in the American market. Kobe Steel-owned Kobelco had shut down the South Carolina factory after trouble with emissions certifications for hydraulic excavator engines. Takeuchi said additional investments in the plant are possible after the acquisition. Unusually for a Japanese construction equipment maker, Takeuchi generates virtually all of its sales overseas. 

HRBT Expansion Project Calls for Special Equipment HRBT from page 1

new twin two-lane tunnels, which will expand approximately 10 miles of the Interstate 64 corridor to six full-time lanes, plus two part-time shoulder lanes. This will not only provide faster travel across the harbor between the cities of Norfolk and Hampton, but also enable greater travel-time reliability to enhance the region’s economic competitiveness.” The current I-64 HRBT is a 3.5-mi. facility with two 2lane immersed tube tunnels connecting artificial islands with trestle bridges to shore. The tunnels are approximately 7,500 ft. long. “This is the first VDOT project to utilize the bored tunnel approach, due to technological advances that only recently made this tunneling method possible in the region’s soft soils,” said Utterback. “There are only two other bored roadway tunnels in operation in the United States.” Once environmental permits were approved, project-wide construction began with full notice to proceed in September 2020. “Although the completion date is targeted for November 2025, the high-risk tunnel-construction work still lies ahead, and the project looks forward to managing these risks with a skilled and experienced team,” said Utterback. The design-build contractor is Hampton Roads Connector Partners, a construction joint venture of Dragados, Vinci, Flatiron and Dodin Campenon Bernard. They are supported by a design joint venture of HDR and Mott MacDonald. “As a collective, the contractor has extensive experience in tunneling and major projects throughout the world, and is able to leverage its wide network of experienced team members to bring skilled and seasoned personnel to the project,” said Utterback. One significant challenge is the variety of the construction scope, essentially multiple projects packaged into a single contract.

HRBT Expansion Project photo

The $3.8 billion Hampton Roads BridgeTunnel Expansion Project will widen the current four-lane segments along nearly 10 mi. of the I-64 corridor in Norfolk and Hampton, with new twin tunnels across the harbor.

“The project covers a complex array of construction, including three miles of bored tunnels; 15 acres of land reclamation for island expansion; 14 lane-miles of new marine trestles; widening of inland bridges; and new ITS systems, not to mention additional miles of interstate roadway widening. One of the biggest concerns is the construction of all these components, while maintaining two lanes of travel in each direction on one of the most congested corridors in the

Founded to Help Support S.C.’s Construction Industry, By Eric Olson CEG CONTRIBUTING EDITOR

CTE President and CEO Ed Weisiger Jr. and daughter, Amanda Weisiger Cornelson.

From its headquarters in Charlotte, Carolina Cat (CTE), formerly known as Carolina Tractor & Equipment, is one of those rare jewels of American business: a family company founded during the “Roaring Twenties” that has achieved immense success without being acquired by a larger conglomerate. Founded in December 1926 by Les Weisiger with a commitment to help grow the Carolinas by supporting the region’s construction, roadbuilding, utility and mining industries, he could not have realized at the time that in 2022 his family not only still runs it, but has grown the business to such lofty heights. In fact, the company is managed by the family’s third generation, with a fourth generation now being groomed to one day own and operate it. Under its umbrella, CTE includes two main operating divisions: Carolina Cat and LiftOne. Carolina Cat specializes in construction, truck engines and power generation systems; LiftOne develops material handling and warehousing solutions. But it all started with a fledgling equipment supply company 95 years ago that is now recognized as one of the Southeast’s best full-service construction equipment dealerships. From its nine branches in western and central North Carolina (three in Charlotte, and one each in Asheville, Boone, Sylva, Hickory, Greensboro and Monroe), Carolina Cat supplies parts, service and sales of construction equipment, power generation and on-highway trucks. It also is a proud member of Caterpillar’s dealer network.

Weisiger Saw Machines Replacing Hard Labor Today, Les Weisiger’s grandson, Ed Jr., serves as the company’s president and CEO. As he tells it, Carolina Cat was born from a combination of his grandfather’s skills as a civil engineer and contractor, along with his desire to build in poor, rural areas underserved by passable roads. “He had gone to school to become a civil engineer back when nobody went to college,” said Weisiger. “When my grandfather went to work for the South Carolina highway department, the region was beginning to invest in and build paved roads due to a lot of bills being introduced in the late 1910s and early ’20s. Then he became a contractor, recognizing that there were more roads that could be built than the state could construct. He was pivoting from one successful career to take a risk based on the opportunity he saw.” The younger Weisiger added that his grandfather later moved into the construction equipment business when he recognized that the same mechanization process that had proved so successful in making automobiles was just starting to be used in the manufacture of earthmoving machines. “Before machines, building a road was arduous work using mules, drag pans, pickaxes, dynamite and things like that to get a project done,” he said. “My grandfather saw that the equipment business looked like an interesting place for an entrepreneur to be, and that is how he got into it.” Weisiger is unsure exactly how Les became aligned with Caterpillar in 1926, but he said that he believes it was because his grandfather was betting on something that he had faith in following Cat’s formation a year earlier with the merger of Holt Manufacturing and the C. L. Best Tractor Co. With the onset of the Great Depression, though, the elder Weisiger, along with the rest of American business, was pre-

Weisiger, along with the rest of American business, was presented with a formidable set of challenges that many companies simply could not overcome. “We talk all the time about how we at Carolina Cat want to be trailblazing and sell more to our customers because we know them and understand their needs,” Weisiger said. “In the 1930s, that was done out of necessity. One of the stories that we tell is that my grandfather sold milk bottle caps, washing powder and other things at CTE in addition to earthmoving equipment. That was what his life was like then.” But his granddad’s wager on becoming a Cat distributor paid off when the manufacturer rapidly expanded across the

Post-War Prosperity Sets Off Building Boom Following the Allied victory in 1945, the United States experienced unprecedented prosperity and began a long economic growth spurt. In addition, returning soldiers needed homes in which to raise families and, in the 1950s, with the backing of President Dwight Eisenhower, the interstate highway building program was started. Weisiger said that both efforts, “not only economically supercharged this country but equipment sales in general.” The post-war period also provided Carolina Cat with new opportunities to build on its success as Les Weisiger began adding people and branches. “As Caterpillar expanded its product line, that helped us not only with contractors but in selling truck engines, lift trucks, power generation equipment and other things that came from applying the diesel engine to lots of different uses,” his grandson said. By the 1950s, Les’s son, Ed Sr., had joined his father in running Carolina Cat. His talents, said Ed Jr., were firmly rooted in building relationships with customers. “He loved people, but he also recognized that the contractors, who were providing most of the highway work, were the ones you wanted to get close to, and he did that, as well see CTE page 62

Two students from Morgan State University in Baltimore, a Denver fifth grader and a high school junior from Santa Clara, Calif., are the winners of the 11th annual American Road & Transportation Builders Association’s (ARTBA) “Student Transportation Video Contest.” Sponsored by the association’s Research & Education Division (RED), the competition challenges students to develop a brief video exploring a topic related to the nation’s transportation network. Students from across the country submitted videos. Winners were selected by a panel of ARTBA members. Topics covered motorcycle safety, transportation supply chain issues and equity in transportation. The COVID-19 pandemic and its effect on transportation systems and the economy again was a prominent theme among the entries. First Place Age Group One (elementary, middle or high school students) “Motorcycle Safety; A Passenger’s Perspective,” by Madeline Neale, Slavens School, 5th grade, Denver, Colo. It spotlights the ways passengers should behave on a motorcycle and features instructions on what safety equipment to wear and best practices to follow. Age Group Two (post-secondary/college/graduate level) “Distracted Driving and Transportation Safety,” by Morgan State student Md Muhib Kabir. It lays out the elements of distracted driving and details the three major distractions drivers encounter. It also illustrates the dangers of texting while driving and provides sobering statistics on fatalities caused by distracted driving. Second Place Age Group One (elementary, middle or high school students) “Transportation in a Post-Pandemic Era; the Supply Chain Disruption,” by Shreyan Mitra, a junior at Adrian C. Wilcox High School, Santa Clara, Calif. It explores the origins of the supply-chain crisis and lays out some possible solutions for how the transportation sector should act to solve it. Age Group Two (post-secondary/college/graduate level) “Equity in Transportation,” by Ramina Javid, Morgan State University, Ph.D. in transportation engineering. It examines the importance of sharing equally the costs of transportation, and investments in new transportation capacity among diverse demographic groups. Mecalac Shows Benefits of MCR Line Through Videos

Mecalac’s new video series showcases the unique capabilities of its MCR crawler skid excavator line.

Mecalac, a global designer, manufacturer and distributor of compact construction equipment for urban environments, announced its new “Make Your Move to Mecalac” video series that showcases the unique capabilities of its MCR crawler skid excavator line. The videos demonstrate the MCR’s advantages compared to similar machines in terms of speed, maneuvering in tight spaces, cab access, placing material below grade and more. “Challenging the conventional way products are designed and better serving the user are key drivers for Mecalac product development,” said Peter Bigwood, general manager for Mecalac North America. “Contractors have many options for compact equipment in the North American market, but we didn’t come here to offer more of the same. We came to bring something new that will make a difference on a job site. Our video series shows just that: the unique capabilities of the MCR that can take a contractor to new levels of productivity.” The first video in the series focuses on the lifting capacity of the 12,600-lb. (5,700 kg) 6MCR compared to a traditional mini excavator and shows the machine’s ability to

effortlessly lift a 4,850-lb. (2,200 kg) box. Other videos in the series will focus on topics such as: • how the boom design maximizes lifting power and increases stability to outperform similar sized excavators • how switching the bucket for a set of forks transforms the MCR into a highly maneuverable material handler • how the MCR can effortlessly dig and swing up to dump into a truck without repositioning Comprised of three models, the 6MCR, 8MCR and 10MCR, Mecalac’s line of compact skid excavators offers enhanced speed, productivity and compact operation to a variety of industries and applications, including construction, landscaping, utility, demolition and more. The machines provide the swiftness of a skid steer with the 360-degree rotation of an excavator for versatility and travel speeds two times faster than any small excavator, according to the manufacturer. The MCR offers all the benefits of a traditional excavator and so much more, making it possible reduce the number of machines needed on a job site. For more information, visit www.mecalac.com. 

Average Hourly Wage Increases Six Percent Year-Over-Year JOBS from page 1

“All segments of construction added workers in February,” said Ken Simonson, AGC’s chief economist. “However, filling positions remains a struggle, as pay is rising even faster in other sectors.” In fact, the average hourly wage for construction craft workers increased 6 percent from February 2021 to February 2022. Simonson noted it was the steepest 12-month increase since December 1982. He also noted that the industry average of $31.62 per hour for such workers exceeded the private sector average by 17 percent. Employment numbers at construction firms of all types saw an increase in February. Nonresidential added 29,400 employees, including 19,900 more employees among specialty trade contractors, 7,300 at heavy and civil engineering construction firms and 2,200 working for general building contractors. In comparison, employment in residential construction rose by 31,000 workers. Among those numbers, 24,300 joined specialty trade contractors and 6,700 were employed by homebuilders and multifamily general contractors. The number of unemployed jobseekers with construction experience shrank by 26 percent over the past year, according to Simonson’s report, from February 2021 to 677,000 in February 2022. He said the decline shows the industry will have a hard time filling positions with experienced workers. Association officials believe the industry will need to hire hundreds of thousands of additional workers annually for the next several years to both finish projects funded by the bipartisan infrastructure law and satisfy the continuing demand for homebuilding and private nonresidential structures. AGC officials are pushing for increased funding for career and technical education and to support a wider range of apprenticeship and training opportunities and to enable further pursuit of high-paying construction careers. “Construction firms are doing all they can to add employees and pay them well,” said Stephen E. Sandherr, CEO of the AGC. “But there are not likely to be enough workers to meet demand unless officials in Washington act now to prepare more jobseekers for these opportunities.” In fact, the Associated Builders and Contractors predicts the industry will need to draw nearly 650,000 additional workers this year to meet the demand for labor. “ABC’s 2022 workforce shortage analysis sends a message loud and clear: The construction industry desperately needs qualified, skilled craft professionals to build America,” said Michael Bellaman, president and CEO. “The Infrastructure Investment and Jobs Act passed in November and stimulus from Covid-19 relief will pump billions in new spending into our nation’s most critical infrastructure. Qualified craft professionals are essential to efficiently modernize roads, bridges, energy production and other projects across the country. More regulations and less worker freedom make it harder to fill these jobs.” ABC’s proprietary model converts anticipated increases in construction outlays into demand for construction labor at a rate of approximately 3,900 new jobs per billion dollars of additional construction spending. This increased demand is added to the current level of above-average job openings. Projected industry retirements, shifts to other industries and other forms of anticipated separation also are factored in. Based on historical Census Bureau Job-to-Job flow data,

Compensation in construction, including wages, salaries and benefits, rose 1.1 percent in Q4 of 2021 and 3.5 percent year-over-year, up from 2.4 percent in 2020.

an estimated 1.2 million construction workers will leave their jobs to work in other industries in 2022. It is expected that this will be offset by an anticipated 1.3 million workers who will leave other industries to work in construction, predicts ABC. “The workforce shortage is the most acute challenge facing the construction industry despite sluggish spending growth,” said Anirban Basu, ABC chief economist. After accounting for inflation, construction spending has likely fallen over the past 12 months, Basu said. As outlays from the infrastructure bill increase, construction spending will expand. This in turn will exacerbate the chasm between supply and demand for labor. “An added concern is the decline in the number of construction workers ages 25 to 54, which fell 8 percent over the past decade. Meanwhile, the share of older workers exiting the workforce soared,” he continued. According to the CDC, the industry’s average age of retirement is 61, and more than one in five construction workers are currently older than 55, said Basu. “The scarcity of qualified skilled workers is an even more pressing issue,” Basu said. “Since 2011, the number of entrylevel construction laborers has increased 72.8 percent, while the number of total construction workers is up just 24.7 percent.” For reference, he said the number of electricians was up 23.9 percent over that span while the number of carpenters actually declined 7.5 percent. The number of construction managers has increased by just 2.1 percent, according to Basu’s figures. More than 40 percent of construction workforce growth over the past decade consists of low-skilled construction laborers, who represent just 19 percent of the workforce. “The roughly 650,000 workers needed must quickly acquire specialized skills,” said Basu. “With many industries outside of construction also competing for increasingly scarce labor, the industry must take drastic steps to ensure future workforce demands are met.” In 2023, the industry will need to bring in nearly 590,000 new workers on top of normal hiring to meet industry demand, and that’s presuming that construction spending growth slows next year.

“Now is the time to consider a career in construction,” said Bellaman. “The vocation offers competitive wages and many opportunities to both begin and advance in an industry that builds the places where we work, play, worship, learn and heal.” The Allure of Craft Trades It seems America’s workers are listening. Millions, part of the Great Resignation, are leaving jobs during the pandemic and embarking on new careers in construction. As the shift unfolds across the country, the migration has spurred an interest in trade schools across the country, according to radio station wbur.com. Some say they are fleeing toxic workplaces while others seek better pay or benefits. Many want radically new ways to work. At the same time, fewer high-school grads are considering four-year colleges. Data from the National Student Clearinghouse shows an enrollment increase in two-year construction programs. The pandemic has meant more students opting to go into the trades, according to wbur.com. And the interest in craft trades could accelerate with the IIJA plan, which should boost demand even further for construction workers across the country. Many of the new workers are likely to come from vocational and technical schools, which typically train people for trades like electrical work or auto repair. Tony Carnevale, head of the Georgetown University Center on Education and the Workforce, believes the labor shortage can be fixed by two things: immigration and workforce training. Good-paying jobs help, too. Money Talks, Workers Walk In his Jan. 31, 2022, Data Digest edition, the AGC’s Simonson included Bureau of Labor Statistics numbers for construction wages and salaries. The two rose 1.3 percent in the fourth quarter of 2021, and 3.8 percent year-over-year. Those figures are up from 2.8 percent in 2020. In comparison, wages for the total private sector accelerated to a 5-percent y/y increase, which is the most in the 21-year history of see JOBS page 74

Southern Sun Paving Carves Niche as Successful Business

The key piece of paving equipment that Southern Sun Paving added recently came in the form of a new Mauldin M415XT maintainer, a small and maneuverable grader. It is working alongside the asphalt paving company’s Puckett Brothers 510 graders.

Often, today’s business news is all about mergers and acquisitions, or billion-dollar corporations, but it is also newsworthy when small, decades-old family companies have proven that they can establish a successful place for themselves in the highly competitive marketplace. Proudly counting itself among the latter is Southern Sun Paving Inc. in Thompson’s Station, Tenn., approximately 25 mi. southwest of Nashville. It is a prime example of a small company that has carefully studied the business landscape and identified what it needed to do to not only stay competitive, but to thrive. Southern Sun Paving also has benefited from being in Middle Tennessee, one of the country’s hottest building markets of recent years. The result is the asphalt paving and sealcoating business is constantly busy, doing up to 125 jobs a year, said Landon Morel, operations manager and son of the owner and estimator, McNairy (Mac) Morel. “We can do up to 10 to 12 jobs a week if we have them all set up to go, and then some weeks we may just be working on one big project,” added the younger Morel. Amazingly, the family is doing that much work with a total of only about 10 people making up their crew at peak production.

Family Business Does Not Stray From Its Path While the company could invest in more people and equipment to expand Southern Sun Paving and take on a stream of large projects, it has instead decided that sticking with residential and small commercial jobs — as the Morels have done throughout the company’s 30 years — is the correct path for them. “About once a year, Dad and I talk this over, but each time we realize that we have a good reputation and have carved out an excellent niche in the market,” Landon Morel said. “Our margins are very good, whereas if we went onto the large commercial side, we would be entering a much more competitive market. Plus, we have a lot of flexibility with what we do. If one of us needs to take off a certain day, others in the company can pick up the slack.” With Middle Tennessee being such a construction hot spot, Southern Sun Paving does not have to stretch its resources too far from its base of operations, Morel said, adding that the company rarely works beyond 40 to 45 minutes from its shop, near Franklin, Tenn. “We tend to work in this area and points north,” he said. “In the past, north of here toward Nashville was the area where people could afford paved driveways, while south of Franklin that was generally not the case. “But, that urban growth from Nashville is beginning to

expand quite a bit south and because of that, we stay booked out for work six months ahead of time. We are very blessed to have that kind of workload and have clients who are willing to wait for us.” In the early days of Southern Sun Paving, Morel noted, driveway sizes were much smaller, so his dad’s crews were paving entrances costing a minimum of $1,500, with the average driveway being a $2,000 job. Today, though, the operation does projects that cost $15,000 to $20,000. Morel said that Southern Sun Paving rarely takes longer than a week to complete a job, and if one stretches out to 10 days, it would be considered a large project. Nashville Superstars Know Southern Sun’s Reputation Among the more interesting residential paving jobs Morel said his company has taken on occurred in 2020 when crews installed a driveway at the home of music superstar Carrie Underwood and her husband, former hockey star Mike Fisher. The project was completed in two phases and was over a mile long. “We also worked for [singers] Luke Bryan and Eric Church on different jobs, and a lot of that work goes back to maintaining good reputations with area contractors, who will often call us first when they need our services,” he said. see MAULDIN page 34

Warmer Winter Allows Southern Sun to Put New Mauldin M415XT to Work MAULDIN from page 32

The largest commercial project that Morel ever recalls Southern Sun Paving working on was in 2019, when the company took on the job of running up to 1,200 tons of mix per day to help pave a massive parking lot for At Home, the large chain of home décor stores. “There was another local paving contractor working for At Home, but he was having a hard time staying on schedule in paving the new store’s parking area,” he said. “At Home had over $10 million worth of inventory sitting in the unopened store, and because they were three months behind in having their grand opening, they needed this paving project finished. “We came in as subcontractors for the original paving contractor, along with a third contractor, ADC Paving, from Louisville, Ky.,” he added. “By working together on the job, with us running two pavers and ADC operating another, we were able to get that lot completed in a week.” Paving Company Result of Partnership The origins of Southern Sun Paving began in 1989 when Robert Lee, a general contractor from Pennsylvania, moved to Middle Tennessee to build homes and neighborhoods, Morel said. Around that time, Mac Morel had just finished college and started work for Landon’s grandfather on a dairy farm making $100 a week. He soon realized, though, that he needed the kind of job that would provide more for his growing family. “Dad ended up finding Robert Lee and began working for him as a laborer for $8 an hour,” Landon said. “They partnered up and continued building houses and paving the roads in their subdivisions. Around 2000, they quit building homes entirely and focused squarely on asphalt paving and sealcoating.” Later, Mac Morel bought out Lee’s stake in Southern Sun Paving, just before Landon’s graduation from the University of Tennessee at Martin. “Dad was doing everything here as far as leading the jobs, running the equipment, estimating and billing,” he said. “I don’t know how he managed but my being able to support him and learn from him has been great.” In addition to Landon, other family members working at Southern Sun Paving include his uncle, Brendan Reynolds, who oversees sealcoating. Another of Mac’s sons, Luke, is still in college and may join the business after graduation. Mac’s daughter, Lynde, handles the company’s bookkeeping part time. “I started working here when I was five years old in the summertime when I would come in with my dad,” Landon said, noting that he continued helping every summer until his college graduation. “It has been a transition from being an employee to an employer, just making that jump,” he said. “I have liked getting more into the business side of things and trying to focus on the people side of the company, too. We have been able to update a lot of equipment, but to be successful, we must also bring on the right people.” Morel said he realized that fact last year due to a relatively high personnel turnover and has since worked to bring in and keep good folks to match Southern Sun Paving’s core group

of four people that have been with the company a long time. New Mauldin Grader Provides Excellent Upgrade The key piece of paving equipment that Southern Sun Paving added recently came in the form of a new Mauldin M415XT maintainer, a small and maneuverable grader. It is working alongside the asphalt paving company’s Puckett Brothers 510 graders, made in the 1980s, which Morel describes as simple and rugged machines that get the job done. “But the parts for these graders are getting harder and harder to find when they wear out, so we started looking at our options to eventually replace them,” he said. That led the Tennessee paving company to Mauldin, and when they saw the M415 model on display at ConExpo in 2020, they were intrigued with what the grader had to offer. “We found that instead of having a hydrostatic motor on each wheel, which had given us problems in the past, Mauldin had changed their graders by putting hydrostaticdriven axles on the front and the rear so that each wheel will pull on the machine, making it much more useful,” Morel said. “The machine also has four-wheel steering to keep a tight turning radius, even though the wheelbase is a little longer than the Puckett. Perhaps the largest update is a single joystick to control moldboard and bucket functions compared to a multitude of levers on older machines.” In addition to touring the Mauldin factory in South Carolina, the Morels were able to run the M415 at the manufacturer’s test-drive facility, Landon said, which made the decision to buy the machine an easy one. Southern Sun Paving’s Mauldin M415 arrived at its new home in January, but rather than sit idle for a few months while awaiting spring, it was quickly pressed into service. “If it was an average year, we probably would not have used it, yet, but we have done so on a handful of paving jobs already thanks to several dry, warm days,” he said. Asphalt Sealing Operations Under Discussions With Southern Sun Paving’s focus squarely on its breadand-butter paving operations, a lot of thought on the future of the company’s long-time asphalt sealcoating business is currently under way, said Morel. “Looking at our current business model, we have talked about whether that is something that we want to expand upon or cut back,” he said. “My Uncle Brendan is the one that runs that service. He is super meticulous and does a great job, but the volume of work is not what it could be.” Yet, he added that “there is certainly opportunity for the sealcoat business to grow.” But because Reynolds also is a jack-of-all-trades at the paving company, skilled in doing most everything, that part of the business would require someone else to aid in running it who is equally as meticulous if its expansion were considered. “That’s one of the cool things about being in a small family business,” Landon said. “One of the things that I enjoy anyway — maybe it is the entrepreneurial spirit — is there are so many ways to expand and get better. We could possibly develop an office staff over the next couple of years if we wanted. Any way we turn, really, there are ways to grow.”  CEG

Pavement Reinforcement...

Simpson, University of Texas Partner to Test New Technology Simpson Strong-Tie, a leader in engineered structural connectors and building solutions, announced the development and launch of a category of pavement reinforcement technologies designed to improve the sustainability, longevity and resiliency of asphalt-paved road surfaces in North America. In partnership with the University of Texas at Arlington, Simpson Strong-Tie is developing a series of road tests at the Advanced Pavement Research Center to demonstrate the value of using pavement reinforcement grids in conjunction with the repaving of America’s roadways. More than 173,000 mi. of U.S. highways and major roads and an additional 45,000 bridges are currently in poor condition. The $1.2 trillion Infrastructure Investment and Jobs Act includes $550 billion in new funding for roads, bridges, water resources, and climate change mitigation and specifically provides $110 billion to repair the nation’s aging highways, bridges and roads. As Infrastructure Investment and Jobs Act funds are deployed to help bring American roadways into the 21st century, additional roadbed technologies are likely to be introduced, including high adhesion surfaces, sound proofing, sensors for self-driving vehicles and systems for improved safety in extreme weather conditions. “Whatever type of asphalt is installed, it will remain at the mercy of weather and the constant wear and tear of traffic loads unless it’s also reinforced to avoid cracking, crazing and deformation,” said Simpson Strong-Tie market segment manager Corey Clark. “Simpson Strong-Tie pavement reinforcement solutions provide answers to the safety and comfort needs of all road users by anticipating the deterioration of roads due to traffic and aggressive weather cycles over time.” Following a 20-year history in Europe, Simpson Strong-Tie Carbophalt and Glasphalt reinforcement grids have been proven to limit water penetration and crack reflection in road surfaces caused by heavy traffic, weather and structural fatigue, significantly increasing the service life of the roadbed and eliminating the need for spot interventions like crack bridging and road patching. Rutting, temporary patching and crack bridging can all become slippery during and after rainfall, compromising tire grip, which increases braking distances and can diminish vehicle control. Roads in poor condition also degrade prematurely, making driving more dangerous while adding to repair and maintenance costs, not to mention traffic backups caused by necessary road repairs. Using the big rig Pavement Testing Machine (PTM) at the Advanced Pavement Research Center, Simpson Strong-Tie and the University of Texas are testing Carbophalt and Glasphalt reinforcement grids with axle loads between 10,000 and 40,000 lb. to simulate high-traffic areas such as airports, bus stops, toll centers and highways where roadbed wear most often leads to safety hazards. Featuring a proprietary weave that makes them easier to install on both straight and curved roadbeds, Simpson StrongTie pavement reinforcement grids are flexible and saturated with bitumen to ensure superior bonding between layers of asphalt and a positive lock into the pavement. Carbophalt and Glasphalt reinforcement grids are also easily milled and recycled into asphalt aggregate for use in new pavement projects with no decrease in aggregate performance. For more information, visit strongtie.com/asphalt. 

CTE Provides Equipment for South Carolina’s Biggest Jobs CTE from page 21

as getting to know their families,” he said. “Few of the contractors of that era were national, or even regional; instead, they were local. So, my father had to know all the contractors in every town or city that did this type of work.” Maintaining Family Legacy Key to Company Success After working summers in the company’s warehouses since he was a teenager in the 1970s, Ed. Jr. came aboard CTE full time in late 1987 following his undergraduate days at North Carolina State University and graduate studies at Boston’s Harvard Business School (HBS). As the third generation Weisiger to run the family business, he is very aware of the legacy that his grandfather and father established in building Carolina Cat. He has made it his duty over the past 30 years to be a keeper of the stellar reputation the company enjoys among its customers. “We can afford to lose money on a particular transaction, even lose money for a year or so, but we cannot afford to lose our reputation,” he said. “That is our stock in trade and the thing that people believe in about us.” Ed Jr. also is busy instilling the company’s values into his children, including daughter Amanda Weisiger Cornelson, who may one day assume his role in running the company. After working and learning in a variety of divisions within CTE, she currently handles the dealership’s financial planning and analysis (FP&A) but will soon move into a sales role in the second quarter of the year. Her father noted that Cornelson and other family members have long been prepared to be good shareholders of the company, but they also must learn to be good managers or leaders if they want to play an active role. “Anybody in our family can be an owner, at least for some period, but not everybody can or should be a leader because that is a calling, and if you are really going to care about people that work for you, it must be a mindset,” Weisiger said.

“That is what Amanda is learning.” Carolina Cat Makes Investments for Its Customers Repeatedly, the dealership has shown its loyalty to those who buy and rent equipment and, in turn, helped them to relate more easily to the dealership and its line of Caterpillar products. Carolina Cat has done so by investing heavily in building and updating its branches to be modern facilities designed to suit the needs of its customers. Each branch offers new and used equipment, complete parts departments, rental counters, and full-service service bays and field trucks — all for the benefit of the contractors to keep their downtime to a minimum and maximizing their uptime and profitability. In addition, the Charlotte-based dealership recognizes that its customers consider A+ product support to be a critical element of any construction equipment dealer. With that in mind, the company has exceeded standards with the number of parts and service vehicles it keeps on hand. “I think that, uniformly, product support is where Cat and its dealers have come together for success, due to Cat being able to supply the parts, and our possessing the parts and labor for the customer,” Weisiger said. “I feel confident in telling people that we are their best bet in after-market product support.” Ability to Problem-Solve Proved Essential in 2020 Among the many takeaways from Weisiger’s time at HBS that could apply directly to his business was how to solve problems and make sound decisions, the primary role of anyone running a large equipment dealership, he said. “You are taught how to deal with reality if you are a decision maker, something we ask of our managers as well. We prefer not to sugarcoat things or sweep problems under the rug. That means we must make determinations based on data

Pictured here are the D9, D8 and DW21 machines, widely used during the postWorld War II boom years on extensive interstate road construction projects. This image shows work in North Carolina on what would become the corridor of Interstates 40, 77 and 85.

and on facts, but first and foremost, we must decide and then act.” As an example, Weisiger pointed to March 2020 when the coronavirus was starting to rage across the planet. People were getting sick, many more were staying home, and uncertainty was hanging over everything, including commerce. “At Carolina Cat, we didn’t know what the coronavirus was all about or how bad it was, but we knew we had to come together as a leadership team and figure out how we were going to make decisions because we knew that certain parts of our business could be shut down,” he said. “What we did want to do was have a set of running rules with which to make decisions amid this uncertainty,” Weisiger added. “To begin with, we needed to look after the health and well-being of our employees to the best of our abilities. Secondly, we had customers out there that still depended on us, so we continued to do a good job of serving them the best that we could under the circumstances. Next, we felt like we needed to say, ‘We cannot lose the confidence of the people that provide capital to our business,’ so we decided to make sure that even if we had to make hard choices, we would do so in the context of balancing the needs of each of our self-imposed running rules.” Lastly, Weisiger explained that it was essential to the business to stay focused on thinking, “We are not going to shut down all our projects; we are going to continue to invest in our future because there is going to be a future post-Covid. “We shared those four rules with our employees several times because in that uncertainty there was lots of angst, and we wanted to see to it that we tamped down people’s stress and anxiety, [assuring them] that everything was going to be okay,” he said. In the end, these critical decisions have allowed Carolina Cat to mark its important anniversary, leaving every reason to believe many more decades are ahead for the company.  CEG

Construction Workers’ Pay Rates Increase at Fastest Rate Since 1982 JOBS from page 30

the series. Compensation in construction, including wages, salaries and benefits, rose 1.1 percent in Q4 of 2021 and 3.5 percent year-over-year, up from 2.4 percent in 2020. Total private industry compensation increased 1.2 percent in Q4 and 4.4 percent year-over-year, up from 2.6 percent in 2020, according to Simonson. The steeper increases in sectors other than construction may be one reason contractors are having trouble filling jobs, he said. A construction industry survey conducted by the National Center for Construction Education and Research (NCCER) echoed data showing skilled craft professionals continue to earn high wages. NCCER’s 2022 Construction Craft Salary Survey found that of the 41 construction positions surveyed, average annual salaries ranged from $49,920 to $98,965. Project supervisors and project managers topped the list, earning more than $90,200 and $98,900, respectively. Professions earning more than $65,000 include HVAC technician, commercial electrician, instrumentation fitter, boilermaker, industrial maintenance mechanic, pipefitter, rigger, millwright, industrial electrician, pipe welder, surveyor, construction site safety technician, electronic systems technician, mobile crane operator, plumber, combo welder,

tower crane operator, instrumentation technician and power line worker. Eight other craft areas made more than $60,000 per year. The most significant pay increase was power line worker, up 25 percent from previous years, with plumber a close second at a 23 percent increase. Because many craft professionals receive additional pay incentives, their take-home pay is typically much greater than the incomes reflected, according to NCCER. In fact, construction worker pay grew at the fastest rate in 40 years, according to BLS numbers. “Average hourly earnings in construction are up 6 percent on a year-over-year basis in February, the fastest pace since 1982,” Odeta Kushi, deputy chief economist of First American, told Business Insider. “The rise is positive news for an industry that has been grappling with chronic labor shortages. In such a labor-intensive industry, you need more workers.” The National Association of Home Builders noted that subcontractor shortages are even more widespread than “shortages of labor employed directly by general contractors. “Attracting skilled labor will remain a key objective for construction firms in the coming quarters and will become more challenging as the labor market strengthens and the unemployment rate declines,” NAHB maintains.  CEG

The construction industry will need to hire hundreds of thousands of additional workers annually for the next several years to finish bipartisan infrastructure law projects and satisfy demand for private nonresidential structures.

Wilder Equipment Now Part of Employee-Owners of Parman PARMAN from page 8

The Wilder business has been in existence since 1937, servicing the Nashville area for construction site dewatering, utility rerouting and land clearing equipment. Jack Wilder, president, is a third-generation owner and responsible for growing the business into the sought-after brand it became. The Wilder operations includes sales, service, parts and rental inventory for brands such as Morbark, Rayco, Gorman Rupp and Boxer. “As the acquisition discussions developed, Parman’s team would visit job sites with Jack,” Hockenberger said. “What we saw was our Parman Energy fuel tanks and our Parman Tractor & Equipment machines, and then Wilder’s pumps. This was confirmation for the executive team that this was a match. To further that confirmation, the staff to be transitioned were outstanding. Knowing that our people are the most important component of our business, gaining the talent and personalities sealed the deal.” As of March 4, 2022, the Wilder staff is a part of an employee ownership platform and team members of the Parman family. The operations have been relocated to 3570 Dickerson Pike as a division of Parman Tractor & Equipment. Charley Crichton, Parman veteran, continues serving as president of Parman Tractor and Equipment with support of Colin Hockenberger as general manager. The officially coined “Parman Pump Division” will be managed by Jeremy Hutchison, who has worked for the Parman Companies for 14 years in technical energy sales with an array of certifications. “With the leaders at Parman Tractor & Equipment, the skilled staff and top-notch product offerings, we look forward to providing outrageous service,” the company said. “As an employee-owned company, we aspire to create opportunities. With the acquisition of Wilder Equipment, we are growing our brand, service offerings and the opportunity to create value for the employee-owners of the Parman Companies.”  CEG

Parman Energy provides fuel, lubricants, DEF and dispensing equipment to commercial construction companies as well as “mom and pop” shops.
