bridges on I-555. The contract for $33,837,374.87 was awarded to Koss Construction Company of Topeka, Kan., with funding coming from both federal and state sources. Mortenson and Black & Veatch are among the first two partners to adopt Built Robotics’ autonomous guidance systems for construction projects. Mortenson began its partnership with Built Robotics in 2019 and Black & Veatch incorporated Built Robotics in its Ignite Cleantech Accelerator program, which highlighted companies that are advancing clean tech technologies. Built Robotics is a San Francisco firm that introduced artificial intelligence guidance systems that upgrade common construction machinery, including dozers, excavators and skid steers into fully autonomous robots that are transforming the way traditional construction projects are executed. Mortenson used these robots on five projects in four states, from a solar project in California to wind farms in Colorado, Kansas and Missouri. Black & Veatch used robots on a solar energy project in Florida. Explaining one of the jobs, Derek Smith, Mortenson’s lean innovation manager for civil work, said, “We dug a number of wind turbine foundations robotically for a client in eastern Colorado. Digging big holes is a repetitive task and it was a great opportunity to incorporate robotics into it. We can attach Built’s hardware run-

dig each foundation to the exact dimensions.” Built Robotics employees came to the job site to oversee the opera-
tion. “They monitored the equipment to make sure it was running safely and smoothly,” Smith said. Tyler Parker, Black & Veatch’s business optimization manager for global renewable energy, said the company utilized Built Robotics hardware and software applications to transform its excavators into robots that dug trenches at a solar energy site in Florida. “The goal of the project was to dig 1,000 linear feet of trenches and we accomplished that with autonomous technology,” he said. Parker said the use of robots accelerates the operation.
“If I have 50 operators, they can operate 50 pieces of equipment. With an auto fleet, I can have them operate more than one piece of equipment at a time, which means more projects, which is good.” Built Robotics uses proprietary software with multiple layers of safety systems to operate within a predetermined geofence using augmented GPS, video and other sensors to safely operate equipment that performs earthmoving work. “We provide software and simple hardware that gets upgraded and applied to construction see ROBOTICS page 80

SCDOT Widening U.S. Highway 17 North of Savannah A $41.9 million project widening U.S. Highway 17 between Hardeeville, S.C., and Savannah, Ga., to four lanes from two began Feb. 22, according to a release from the South Carolina Department of Transportation (SCDOT). The upgrades are to accommodate the vehicle traffic that has increased with the South Carolina Lowcountry’s residential and economic growth spurt. The rural Jasper County region is at the southernmost tip of the state, across the Savannah River from the Georgia port city of the same name. The construction — which will also add a grass median dividing the lanes, wider shoulders and rumble strips along a 4.2-mi. stretch of the highway between the Georgia border and Hardeeville — is expected to finish in late 2025. “The SC Highway 17 widening project accomplishes several goals. It updates the road infrastructure and improves the safety of our citizens as they travel the corridor,” said J. Barnwell Fishburne, chairman of the SCDOT Commission representing the 6th Congressional District. “It also supports the region’s growth and economic development efforts now and for the future. Better safety and quality and a stronger economy for South Carolinians are what SCDOT’s mission is all about.” Other portions of the project include significant ground improvements, such as new roadway embankments and compacting soil to support the expanded highway, each of which will add time to the construction. In addition, a new traffic signal and bike lanes will be installed at SC 315 in Hardeeville. SCDOT is paying for the project, which will be performed by Savannah’s R.B. Baker Construction, a leading heavy civil contractor in the two states and Florida, through the Lowcountry Area Transportation Study (LATS) and the Lowcountry Council of Governments. It has been rated a “top road infrastructure priority of the region.” A second bridge over the Back River, near the Savannah River, is being designed by the Georgia Department of Transportation (GDOT) as a second phase of the project. The U.S. 17 widening project is a part of SCDOT’s 10Year Plan to repave South Carolina’s aging corridors, rebuild or replace deteriorating bridges, make the state’s rural roads safer and improve key portions of its interstates. SCDOT has tripled its road work to $3.4 billion in recent years and is ahead of schedule in the fourth year of the 10-year plan.

Sun Services Doubles Recycling Capacity With Sennebogen In some equipment fleets, preventive maintenance is a periodic afterthought. At Sun Services LLC, it’s a full time job. Averaging 70 tons or more of construction and demolition debris to receive, process and ship every hour of its working day, Sun’s recycling facility can’t spare a minute for downtime. When the Sun Services site was first designed, it was targeted for a capacity of 400 tons per day. To meet customer demand in Washington D.C.’s Beltway district, Brian Shipp, one of the founders, streamlined their receiving bays and upgraded their waste handling machines to double their volume. The current trend in the drilling industry is to mimic the automotive makers in attempting to automate every function in a rock drill. Nortrax Supports Mechanized Logging Operations Program Nortrax announced its continued support of the Mechanized Logging Operations Program, which will resume this summer on June 28, 2021. The program is an educational joint venture of the Maine Community College System and the Professional Logging Contractors of Maine, along with other industry partners. Nortrax will again provide full use of a John Deere forwarder and two John Deere tracked harvesters that the students will use to learn how to harvest timber during the 12-week program. SmithCo Conquers New Markets With Customized Solutions
SmithCo’s SX3 three-axle side dump is a popular choice for construction jobs, while longer trailers work well for line-haul operations.

SmithCo’s SX5 five-axle side dump features enable owners to haul nearly as much payload as a lead trailer with a short pup, but with a shorter footprint.
For more than 25 years, side dump trailer specialist SmithCo has been designing and manufacturing industry-leading equipment for the construction, agriculture, waste and demolition and other sectors, providing custom solutions to clients no matter the project requirements or geographical location. Just the way founder Greg Smith first built a side dump trailer in 1994 in his Le Mars, Iowa, farm shop — creating a solution where he saw a need. Addressing the inefficiencies of the end dump trailers he was working with, Smith improvised upon the side dump trailers he purchased from a company in Oregon. And so was born SmithCo, producing three trailers in the first year of operation with only three employees at the original factory located just south of Le Mars. In 1998, construction began to build the current 70,000-sq.ft. facility, which now employs more than 100 staff. Today, the company can produce more than 700 trailers annually, with the capacity to build more than 1,200 if required. All facets of production are undertaken at its manufacturing facility, which also houses a parts department, for components from other vendors and proprietary parts, as well as a repair shop to work on all types of trailers. Smith retired in March 2019, with ownership moving to Minn.based Christensen Farms, one of the largest, family-owned pork producers in the United States. Scott Lovell, who has worked at SmithCo in various capacities during a 20-year period, took over as president and CEO. “What separates SmithCo from the competition is we don’t just build trailers, we build solutions,” said Lovell. “We have taken a completely different approach where we will design different tub and frame styles to achieve what the customer is trying to accomplish. We pride ourselves on the fact that we are very customer centered, and that has driven us to where we are today and viewed as the industry leader.” Custom solutions require a custom research and development process behind the scenes. At SmithCo, that entails a discussion with its design engineer of 22 years, Jim Verros, whose sole focus is customer-driven concepts. “Our sales engineer is extremely well-versed in the details surrounding all the different state DOT laws, so we know what the customer can achieve, and we will design the concept to achieve maximum payloads for that state,” said Lovell. the core of SmithCo’s business are aggregate trailers. Over the years and across the different series and model names, that basic design has changed as the company innovates. Today, it is called the SX Series, encompassing many axle configurations, lengths, materials and other customizable factors. The original intent for the side dump trailers was the construction market, but agricultural, waste, demolition and mining have followed. The Feedlot Series, developed for feedlot
operators to haul manure, has garnered high demand in agriculture and mining. The Construction Pup series for site work also has gained market share, presenting an economical alternative to scrapers and haul trucks, from an acquisitional and operational standpoint. SmithCo has a huge presence in the western United States and has sold trailers in every state, including Hawaii and Alaska. Internationally, SmithCo’s product lines are in Canada, South America and the Middle East. Shipping costs put a damper on

because cash is key in those situations,” said Lovell. “Our goal was to retain all of our employees and not lay anyone off. We achieved that goal. But after Thanksgiving, the faucet opened up and we got slammed with orders.” The pandemic, however, isn’t the first time Lovell has witnessed SmithCo’s trials.
“With growth comes growing pains and we are not immune to anything that any other company that grew fast has gone through,” he said. Making sure the infrastructure of the company keeps up with how fast the company grows is always a problem. “The introduction of an ERP system in 2015 integrating all processes has been a huge benefit to our efficiencies,” he said.

An ongoing concern for every manufacturer is dealing with labor needs, and not just hiring, but also retaining the right talent. Another is staying on top of technology and automation so skilled labor and minds can be rechanneled where needed. But 2021 brings forth much optimism and SmithCo has been receiving orders at record levels. Anticipating challenges as the country reopens for business at the start of this year,
Lovell said, “Not letting anything fall through the cracks is going to be vital as we go forward, to make sure we don’t run out of components due to supply or delivery issues. It’s our goal to maintain our position in the marketplace. We know where we stand and how we are viewed and we take that very seriously and every day strive to maintain it and improve upon what we do.” CEG

They also provide guidance on use of personal protective equipment (PPE), improving ventilation, good hygiene and routine cleaning. “Employers and workers can help our nation fight and overcome this deadly pandemic by committing themselves to making their workplaces as safe as possible,” said M. Patricia Smith, senior counselor to the secretary of labor. “The recommendations in OSHA’s updated guidance will help us defeat the virus, strengthen our economy and bring an end to the staggering human and economic toll that the coronavirus has taken on our nation.” ARTBA and AGC object to generic COVID-19 workplace protocols that don’t make sense for the construction industry. The AGC analyzed the guidance for members and noted that it’s not a standard or regulation and creates no legal obligations. Industry Weighs In “The recommendations are advisory in nature, informational in content and are intended to assist employers in recognizing and abating hazards in the workplace,” stressed the AGC analysis. The association also noted that the guidance follows established protocols in place since the pandemic began. AGC is highly concerned about the number of citations OSHA has issued since the start of the coronavirus pandemic. Representatives of the organization plan to seek clarification from OSHA on a number of points in the guidance, including information on citations issued to date. In February, ARTBA warned that a broad, indiscriminate ETS could unintentionally harm workers. Measures that consider each industry and their respective efforts at COVID prevention provide better protection for workers, maintains the association. sion. Certain universal requirements could actually threaten the health of transportation construction workers, noted Sant. He referred to mask mandates affecting those who labor in hot outdoor environments and are already socially distanced from one another. Sant also reminded OSHA that the transportation construction sector is already committed to best practices for COVID prevention. Those practices include working outdoors, keeping at least six feet apart and remaining alone in closed equipment cabs. The AGC released resources available to its members regarding vaccine policies, including opposing government vaccine mandates. The association instead supports “construction firms’ freedom to choose the best approach for their individual businesses and workforces.” Dave Bauer, ARTBA president, wrote to James Frederick, principal
deputy assistant secretary of labor for occupational safety and health, in early February. ARTBA also is opposed to a one-size-fits-all approach. The association is monitoring OSHA’s actions on COVID policy on behalf of its membership. Guidance’s Focus In analyzing the guidance, AGC referred to the Occupational Safety and Health (OSH) Act’s general duty clause. In the absence of a COVID-19 standard, OSHA has utilized the clause to enforce workplace hazards associated with COVID. “Since the start of the coronavirus pandemic through Dec. 31, 2020, OSHA issued citations arising from 300 inspections for COVID-19-related violations,” noted AGC in its analysis. These violations resulted in proposed penalties totaling $3,930,381, some of which were issued under the general duty clause.
“AGC is seeking further information on COVID-19-related citations issued to date,” the association notified members. Protocols in place since the beginning of the pandemic include not permitting any ill individuals on the job site; wearing face masks/coverings; practicing social distancing; and routine cleaning and disinfecting. The AGC noted that the guidance includes several new recommendations: • Involving employees and their union or other representatives in the development of a COVID19 safety plan. The AGC wants clarification on the involvement of such representatives and their role with regard to existing COVID-19 safety plans. • Providing information and training on the benefits and safety of vaccinations. The association noted that the U.S. Center for Disease Control and Prevention (CDC) has provided a document that may satisfy this recommendation. AGC is working on a toolbox
talk format version of that CDC document to make available for its members. • Making COVID-19 vaccine or vaccination series available at no cost to all eligible employees. The AGC stressed that “making available the vaccine does not constitute a mandate for employers to require that employees be vaccinated.” The association believes employers should offer the vaccine to an employee, whether or not the employee agrees to take it. “Employers simply have to offer the opportunity for vaccination. AGC is seeking clarification on what exactly employers should provide when it comes to the opportunity for vaccination.” That includes reasonable compensation time to get their vaccination. • Minimizing the negative impact of quarantine and isolation on workers. “When possible, allow workers to telework, or work in an area isolated from others,” stressed the AGC. “If those are not possible, allow workers to use paid sick see OSHA page 80

Orlando’s top-selling crane was this 2012 Kobelco CK1600G 160 ton self-erecting crawler crane (lot #2054) that sold for $435,000 to a Florida buyer.
Excavators are always big sellers at Orlando, and this year the biggest ticket machine was this 2016 Caterpillar 374FL hydraulic excavator (lot #2314V) that sold for $460,000 to a buyer from Michigan. The “V” in the lot number means that this item sold virtually — it was located offsite and was not in the Orlando yard. This virtual sales option allowed customers the convenience of selling their equipment to a global audience from their location.

By the end of the final day, Ritchie had sold more than 12,000 items for more than $191 million. With more than 22,700 online bidders from more than 80 countries participating, it was clear that, despite the challenges of COVID19, global buyer demand for equipment is still strong. Orlando sees all manner of passenger vehicles up for grabs, from ATVs and motor homes to cars, pick ups and buses. And this 2020 Prevost H345 56 passenger 6x2 45 ft. coach (lot #3776) was the auction’s biggest ticket vehicle, selling for $360,000 to an online buyer from Minnesota.
The biggest ticket articulated dump truck sold at Orlando this year was this 2019 Caterpillar 745 6x6 (lot #1191) that sold to a buyer from Ontario, Canada, for $290,000.

equipment,” said Gaurav Kikani, Built Robotics’ vice president. “Our technology is compatible across all kinds of construction equipment manufacturers, including Caterpillar and Deere.” The company creates an AI Guidance System, a set of hardware and software components that it installs on almost any piece of heavy equipment for complete autonomous control, while preserving manual operation. When asked how humans interact with the Built Robotics system, Kikani said, “Human operators traditionally run the equipment using their eyes and ears. Similarly, the robot uses sensors to understand the environment and relate it to the instructions it has been given. You can tell it to dig a trench from Point A to Point B with prescribed parameters. The robotic equipment operator presses ‘Go’ and the robot delivers the work over the course of the day, so the humans can work on other
jobs on the site.” Built Robotics doesn’t sell construction equipment, but automates conventional equipment with its software. “We install our hardware and provide software so that you don’t need anyone running the robot. You set it up and press ‘Go’ and the excavators will do the work,” Kikani said. The software works on modern equipment that has hardware kits with electronic controls, although Kikani said, “We can upgrade older equipment so that it can do the work as well.” Parker noted that Built Robotics oversees the way his employees operate the robot-enhanced equipment. “Built Robotics partners with us to train employees to interact with the equipment. They are experts in designing the user interface and ensuring operators know how and when to use the technology.” The use of robotic equipment on the job also improves safety. Having fewer employees near the trench that the
autonomous excavator is digging reduces risk. While Built Robotics’ technology has been used for earthmoving work, thus far it is likely to be used for other construction applications soon. “Excavators are the core of our fleet and our technology today, but there’s more we can do,” Kikani said. “The potential is there.” In the meantime, Mortenson will utilize Built Robotics enhanced equipment for earthmoving in new areas. “We will be using robotics on a solar project digging trenches for cabling in Texas,” Smith said. When asked how the use of robots impacts human participation in construction jobs, Parker said, “It’s more of a supplement to the staff. For the staffing on remote sites, we can have operators run multiple pieces of equipment.” He also said the company may seek to hire a new kind of worker, a robotic equipment operator. CEG

leave, if available, or consider implementing paid leave policies to reduce risk for everyone at the workplace.” The association noted that the Families First Coronavirus Response Act provides 100-percent reimbursement through tax credits to provide paid sick leave or expanded family and medical leave for reasons related to COVID-19. • Implementing protections from retaliation and setting up an anonymous process for workers to voice concerns about COVID-19-related hazards. Again, AGC noted that the OSHA Act prohibits discharging or discriminating against an employee for engaging in occupational safety and health activities. “Employers may not discriminate against employees for raising reasonable concerns about infection control to the employer, the employer’s agent, other employees, a government agency or to the public.” That includes communicating concerns through print, online, social or any other media. The employer may not take action against an employee for voluntarily providing and wearing their own personal protective equipment, either. • Not distinguishing between workers who are vaccinated and those who are not. Workers who are vaccinated must continue
to follow protective measures, such as wearing a face covering and remaining physically distant, noted AGC. “Currently, there is no evidence that COVID-19 vaccines prevent transmission of the virus from person-to-person.” The CDC explained that experts need to understand more about the protection that COVID-19 vaccines provide before deciding to change recommendations, maintained AGC. • Providing guidance on screening and testing. The association urges members to follow state or local guidance and priorities for screening and viral testing in workplaces. “Testing in the workplace may be arranged through a company’s occupational health provider or in consultation with the local or state health department.” Employers should inform workers of employer testing requirements, if any, and availability of testing options. “The CDC has published strategies for consideration of incorporating viral testing for SARS-CoV-2, the virus that causes COVID-19, into workplace preparedness, response and control plans.” The new guidance also links to industryspecific recommendations, including construction, noted AGC. “Currently, the information remains
unchanged and maintains that construction workers’ risk exposure to be generally in the low to medium range.” The current guidance states that in limited circumstances, including situations involving close contact with someone with suspected or confirmed COVID-19, respiratory protection may be needed. AGC wants clarification on this point. Lastly, the association stressed that the current information is subject to change. Protecting Employees The EO directs OSHA to consider whether any ETS on COVID-19 is necessary and if so to issue any by March 15, 2021. “ARTBA urges the agency to fashion any potential standard collaboratively to achieve the best safety result possible for workers and avoid potential consequences,” wrote CEO Bauer. “A new ETS should consider the specific attributes and existing safety protocols of particular industries, with the objective of not undermining those protections to the detriment of their workers.” He pointed out that the typical work conditions in transportation construction already utilize several best practices for COVID prevention.
ARTBA members work primarily outdoors, in contrast to many other industries and construction sectors, he noted. “Furthermore, transportation construction personnel are often isolated, operating equipment or performing tasks that facilitate social distancing.” Plus, job sites have incorporated many OSHA-recommended safe practices, wrote Bauer. “We are concerned that a sweeping COVID-related ETS will not fully reflect the uniqueness of transportation construction work and the resulting COVID safeguards which are already part of our work practices.” Transportation construction’s outdoor setting also makes it subject to varying weather conditions. “An indiscriminate ETS, directed primarily at indoor industries, could require personnel to wear PPE when working outdoors and socially distanced. “In hotter weather or climates, such a directive could lead to heat stress and other hot-weather hazards when such PPE is not needed.” Like the AGC, ARTBA believes a tailored ETS could protects workers from both COVID and the safety challenges they confront each day, wrote Bauer. Widening of VA Route 28 Now Under Way in Fairfax County The Virginia Department of Transportation (VDOT) authorized the contract to Shirley Contracting Company LLC, in Lorton, Va., based on its bid of $56.8 million. Construction preparations began Feb. 15 in Fairfax County, Va., to widen Virginia Route 28 from near the Prince William County line to the interchange at U.S. Highway 29 in Centreville. The 2½-mi. stretch of state road, west of Washington, D.C., will be widened from four to six lanes between the bridge over Bull Run, located just south of Compton Road, up to U.S. 29, shortly before the entrances to Interstate 66. The Virginia Department of Transportation (VDOT) authorized the award of the Route 28 Widening Project contract on May 12, 2020, to Shirley Contracting Company LLC, in Lorton, Va., based on its bid of $56,882,900. According to the Fairfax County Department of Transportation, the contractor began by installing construction signs and message board along Rt. 28, advising of the upcoming project. The first stage of the project will include paving and strengthening portions of the existing shoulders along the route of the entire project. In the southern portion of the project, between the bridge over Bull Run and intersection of Rt. 28 and Old Mill Road/Green Trails Boulevard, work will be completed along the outside (right) shoulder in the southbound direction and along the median (left) shoulder in the northbound direction. In the northern portion of the project, between the intersection of Rt. 28 and Old Mill Road/Green Trails Boulevard and the interchange at U.S. 29, crews will work on the outside (right) in both the southbound and northbound directions. After the initial paving and shoring, traffic will be shifted onto newly paved shoulders so that construction can continue with minimal impact to traffic flow during peak travel periods, according to Fairfax County. Route 28 serves residential and business destinations from Remington in Fauquier County to Rt. 7 in Loudoun County, con-
necting U.S. 29, Rt. 234, Interstate 66, Rt. Route 50, Dulles International Airport and Route 267 in between. The corridor has experienced increased congestion for many years, particularly in Prince William and Fairfax Counties south of I-66. More than 57,000 vehicles use the highway each day, creating some of the highest travel times in the region and creating adverse effects for area residents and businesses. Future Rt. 28 Bypass Being Planned While that work is going on, neighboring Prince William County is planning to build a Rt. 28 bypass through Manassas and Manassas Park. The effort was approved last September by the PWC’s board of supervisors. The bypass will add a four-lane road that extends Godwin Drive from Liberia Avenue in Manassas, travel through Bull Run Regional Park and join Rt. 28 in Fairfax County, just south of Compton Road, located a half-mile north of Bull Run. What is still unclear is how the bypass and current Rt. 28 will feed into each other, but the county has said it will select a design and engineering firm soon. The Northern Virginia Transportation Authority (NVTA) has recently allocated $89 million toward the approximately $300 million bypass infrastructure project. NVTA has already allocated $6 million that went towards feasibility and environmental studies. The remaining cost could potentially be covered by a $200 million bond referendum approved by county voters on Nov. 5, 2019. The PWC board of supervisors will need to approve and authorize any bonds for the project. During the design and engineering phase, which will take two years, PWC will select an engineering firm to complete the comprehensive and detailed design process. The complete design will determine the exact location and final design of the bypass.
