The manufacturing company, intent on building the world’s fastest airliner, kicked off construction of its ultramodern Overture Superfactory in Greensboro on 62 acres at the regional airport. The site will house the final assembly line, as well as test facility and customer delivery center, for Boom’s flagship Overture supersonic passenger plane.
“This milestone is a shared one and we are deeply appreciative of the input, leadership, and support of the Piedmont Triad Airport Authority, local community and the state of North Carolina,” Boom President Kathy Savitt said.
She also provided several limited updates on the Denver manufacturer’s production plans for the planned $500 million facility that will assemble and test the Overture airliner.
The Winston-Salem Journal reported Boom’s current goal is to turn out up to 33 Overture airplanes per year with its first full production line, and a similar manufacturing target with a planned second line.
Savittsaidconstructionworkwillbeginin early February on the 400,000-sq.-ft. facility, to be performed by BE&K Building Group, from Greenville, S.C.
“There is some more final site preparation work that will be done,” she said.
Savitt reaffirmed the timeline of beginning equipment installation in 2024 with Texas-based Advanced Integration Technology, followed by assembly in 2025, first rollout in 2026, first test flight in 2027, Federal Aviation Administration (FAA) certification in 2029, and the first passenger flight later that same year.
The Journal reported that Boom continues to complete critical program milestones including the unveiling of Symphony, the new propulsion system designed and optimized for Overture, which also took place in Greensboro in December.
Boom said Symphony remains in the “conceptual design phase for Symphony, working closely with Florida Turbine Technologies [FTT],” Savitt noted.
Headquartered in Jupiter, Fla., FTT has supersonic engine-design expertise, and employs key engineers who were among the teams responsible for the design of the supersonic engines that power America’s F22 and F-35 fighter jets.
Boom Plans to Employ 2,400 People By 2032
North Carolina Gov. Roy Cooper encouraged Boom officials again to consider placing the Symphony production plant in either the Piedmont Triad or elsewhere in the Tarheel State, according to the WinstonSalem news source, for the sake of exceeding jobs projections and to create a tight-knit manufacturing network.
“We’re open to making them right here for you,” he said.
Savitt noted that Boom expects to have about 400 employees within two years.
“That number will continue to scale as we begin manufacturing,” she added. “We are fully on track to employ about 1,750 by 2030, and more than 2,400 people at full production in 2032.”
In addition to Boom’s job creation in the state, the company is creating more than 200 internships for students in North Carolina public universities, community colleges and trade schools to build the next generation of supersonic workers.
Company officials explained that North Carolina was chosen as the site for the Overture aircraft manufacturing plant because of the state’s large skilled talent pool, access to exceptional post-high school educational institutions, its adjacency to the Eastern Seaboard for supersonic flight testing over water, and proximity to several toptier aerospace suppliers.
In addition, Boom took into account the state’s aerospace manufacturing sector has grown three times faster than the national average over the past few years.
“Specifically, we’re going to be looking for manufacturing engineers, technicians, mechanical and industrial engineers, operations and facilities management, and supportive administrative staff,” Savitt said, adding that employee training will be complete when the Overture plant begins installing and tooling equipment in 2024.
North Carolina economists estimate that the full Boom manufacturing program will grow the state’s economy by at least $32.3
billion over 20 years.
Governor Believes in Boom’s ‘Audacious’ Goals
Savitt acknowledged the ample skepticism shadowing the Denver, Colo. manufacturer’s plans for its Overture supersonic jet and what Boom officials have called an “audacious” rollout goal, the Journal reported.

“We understand what we are doing is audacious, but we’re working with some world-class teams and aviation companies, and blessed with incredible suppliers and supporters,” she said.
Cooper said his confidence continues to grow in not only Boom meeting its goals, but how it will fit within the Triad’s and state’s advanced manufacturing and cleanenergy priorities.
“Building on our legacy of ‘First in Flight,’ North Carolina is ready to partner with Boom Supersonic in leading the way to a fast and clean aviation future,” he explained. “Our economy is taking flight with a talented workforce and strong infrastructure ready for these new, good-paying jobs in innovation and aerospace.”
Cooper said the focus on “clean energy and aeronautics” is making the state “the place that people are looking to for cleanenergy companies,” such asToyota’s electric vehicle battery plant south of Greensboro, the VinFast electric vehicle manufacturing plant in Chatham County, and the Pratt & Whitney turbine airfoil production plant in Asheville.

Sugarhill Contractors Builds Strong Reputation
which built much of Interstate 26 and I-240 in the rugged mountains around the city.
“I worked with them because that was back when a kid could go on a job site,” said Lawing. “I was raised in a company pickup truck and by the time I was in the sixth grade at school, I knew what I was going to be doing when I got older.”
He added that before Asheville Contractors closed in the early 1980s, “They did about everything west ofAsheville — if they wanted it, they got it. Besides those highways, they also worked on making the open cut through Beaucatcher Mountain inAsheville,” a project that allowed I-240 to pass through the eastern part of the downtown.

Almost invariably, those children grew up to love running heavy equipment and being involved in constructing buildings, roads, bridges and other infrastructure. And if they had the opportunity to run their own construction business, they often chose to make it a family affair.
Such is the case at Sugarhill Contractors LLC, a three-year-old company in the western North Carolina town of Marion, approximately 36 mi. northeast of Asheville.
Sugarhill is owned by the husband-andwife team of Fate and Kristi Lawing, with Fate working in the field and serving as president, while Kristi, as CEO and majority owner, runs the office staff, payroll and administrative side.

But it was Fate Lawing who, from his boyhood, absorbed a love for construction and watching equipment run. He constantly heard about building projects around the dinner table, as well, and sometimes was allowed to hang around job sites, he said.
Not only did his father work in the trade, for Charlotte’s Blythe Construction, but his great uncles, Woody, Doc and June Ledbetter, worked forAsheville Contractors,
Lawing considers Sugarhill Contractors to be a “familyoriented” company, mimicking what his great uncles had at Asheville Contractors.
But he credits his firm’s success to its people, and the fact he hires good folks and pays them well.
“Right now, we have 39 employees on the payroll,” he said. “There are not too many weeks that we go without 40 hours of work. We always have something to do for them, and because they are such good help, we work to keep them and take care of them. It is not about me; it is about them making money for their families.”
Lawing Works Hard to Gain Success
Lawing officially began his career as a pipe laborer, before working his way up to running an excavator, then a loader and on to a foreman’s position.

“I worked in the business for over 25 years for different companies in Charlotte and western North Carolina,” he said. “A good friend of mine was looking to start a grading company and wanted me to be involved. We looked at several companies to buy, but they all ended up having such a big backlog of proj-
ects. If we had bought one of those businesses, we would have had to hire a lot of people to do their work. I told him that I would rather just do it on my own.”
That led the Lawings to start Sugarhill Contractors in 2019, with the new company’s first job being the grading of a horse-
riding arena next to the worldrenowned Tryon International Equestrian Center in nearby Polk County. Even before going out on his own, he had helped to build the equestrian center while working for Clary Hood Inc., located in Spartanburg, S.C.
“We did all the work there, including erosion control, clearing, mass grading, fine grading, storm drainage, water and sewer installation, curb, stone and paving,” Lawing said.
With a first project for Sugarhill under his belt, Lawing got pre-qualified to take on work for the North Carolina Department of Transportation (NCDOT).

As a result, he and his expert crews are currently working on their largest project to date: clearing 172 acres for the 5mi.-long U.S. Highway 221 Bypass around the town of Rutherfordton, N.C. Sugarhill is the subcontractor for that job in support of East Tennessee’s Wright Brothers Construction Co.
“It is a bit of a step up for us, so I bought a few more pieces of equipment and two grinders to get it done right. I would say I have about $800,000 invested in grinders alone,” Lawing said. “We will be done with that project in several months. It may not be the most difficult job, but it is in tough terrain and is a bit complicated.”
In addition, Lawing also is working with United Infrastructure Group in Charlotte to perform grading and install stormwater drainage and utilities on a project to widen Marion’s Sugar Hill Road to three lanes south from its intersection with I-40. The county road also crosses the interstate on a newly built overpass.
This road project, he said, has proved to be the most challenging job Sugarhill Contractors has taken on, but due to the skill of its people, the company has so far reached its goals.
“The job had already started, the whole county was waiting for this bridge to open, they were still driving on the old roadway, but after we got onto it, we hit all our milestones on time,” Lawing said. “First, we had to finish some grading that had intermediate construction times

Raleigh Hosts Successful 45th Annual Farm Show





The 45th annual Southern Farm Show wrapped up Feb. 3, 2023, and was deemed a great success by an overwhelming number of the 385 exhibiting companies.



With nearly 300,000 net sq. ft. of indoor and outdoor exhibit space, the show used nearly all of the NC State Fairgrounds in Raleigh. Approximately 30,000 agricultural, landscape and construction professionals were estimated to have attended the freeadmission event.

While the majority of exhibiting companies were focused on agriculture, the show’s
growing number of construction and landclearing companies was evident. Flatiron Construction Works With NCDOT On I-95 Project

one of the sections with the worst congestion, most crashes and oldest design. The design-build contract was awarded to Flatiron Construction in 2021.
“This section that we’re widening and upgrading these bridges on was built in the 1950s,” said Andrew Barksdale, NCDOT public relations officer. “This opened in the late 1950s before Eisenhower left office. This is a very old section built under old standards. We don’t build interstates like this anymore.”
The project is being funded in part by a $147 million federal Infrastructure For Rebuilding America (INFRA) grant.


Some of the bridges top out at just 14 ft. high. The new bridges will rise 3 ft. higher at 17 ft. On and off ramps designed in the 1950s connect to country service roads — a design that would not be approved today. But perhaps the biggest improvement drivers will see is the expansion of the interstate from four lanes to eight, plus the addition of 6 in. per lane.
“It’s a complete modernization of the highway,” Barksdale said. “I-95 is a vital corridor for tourism, industry, military [nearby Ft. Bragg in Fayetteville is the largest military base in United States]. “It should have been widened to six lanes many years ago. The reason we’re doing eight instead of six is because we know it is a bit cheaper to do eight now than six now and eight later. Eight lanes will give
us plenty of capacity for years to come. We are a growing state and four-lanes is woefully inadequate. This is going to improve traffic flow, add more lanes, which means less congestion and less tailgating and we will have a safer highway.”
The state also is building to “resiliency,” a move spurred by recent hurricanes.
DeSantis Unveils $7B Road Building Plan






Gov. Ron DeSantis has announced a $7 billion infrastructure planthat,ifapprovedbylawmakers,couldspeedup20different road projects, all but three of which are in central and south Florida.
Called “Moving Florida Forward,” DeSantis’s proposal calls for spending $4 billion and borrowing the rest of the funds needed to accelerate construction of the needed roads and highways. Without the added money, he said, some of the roads would not be built for another 20 years.
“I don’t think we can wait 20 years to get this type of relief,” DeSantis said during a news conference Jan. 30 inAuburndale, where he announced the plan.












The $4 billion investment is coming from the state’s general revenue surplus. The governor said he will dedicate an added $134 million over a four-year period to the Florida Department of Transportation (FDOT) to support the projects.

“These are all projects in the pipeline, and have been approved by local communities,” he said. “They are really ready to get going, we just need to put the funds in place,” adding that the money will expand interchanges and widen highways.

Many of the announced projects include the expansion of major highways — some of them notorious for traffic jams and congestion,includingInterstate4,whichtraversesthemiddleof the state from Daytona Beach through Orlando and on to Tampa.
In addition to the priority projects included in the Moving Florida Forward infrastructure initiative, FDOT said it is committed to simultaneously delivering projects in the agency’s existing Five-Year Work Program, which is funded by FDOT’s annual budget.














Proposal Seen as Historic for Sunshine State



DeSantis first hinted back in the fall at a major transportation package but was delayed in announcing the news due to Hurricane Ian’s rampage through the state.





FDOT Secretary Jared Perdue said the plan is the largest investment he has seen in road construction in his 20-year career with the state.
“Gov. DeSantis’ Moving Florida Forward proposal is truly historic and the projects included will help relieve congestion while also focusing on safety, resiliency, the supply chain, and economic growth,” Perdue said in a news release.

“[FDOT]hasworkedcloselywithcommunitiesandourpartners through the years to plan and prepare these projects for construction,” he continued. “Receiving this funding will allow the vision of each project to become a reality in the immediate future to better meet the growing demands in communities throughout the state. Our team is prepared and ready to work with the Legislature to deliver these critical projects and strengthen Florida’s transportation infrastructure.”
The Florida Transportation Builders’ Association (FTBA) also praised DeSantis’initiative in a prepared statement.

“By continuing to address both short-term and long-term infrastructure needs in our state, the governor is responsibly planning for the future to ensure that Florida remains the best state in the nation. These investments will benefit Florida residents, businesses, and visitors, not only by improving the roads they travel on each day but by enhancing economic development and providing job opportunities as well,” said FTBA PresidentAnanth Prasad.
At his news conference, DeSantis also touted the recent rollback of tolls for some commuters in the state. The Legislature agreed to direct $500 million to the FloridaTurnpike Enterprise to set up the toll relief program for drivers that notch 35 transactions a month on their SunPass or other transponders.

Ireland noted the industry is “creating a win-win scenario to meet demand for durable infrastructure that also has a low carbon footprint, which will result in a more sustainable and resilient world for the next generation.”
The industry’s “unified approach”todecarbonizationisthe central focus of the PCA’s Roadmap to Carbon Neutrality.
With the demand for infrastructure never greater, it’s vital for the built environment to advance in a fashion that is sustainable and climate adapted, said the PCA.
“This need spotlights the importance of the progress PCA — representingAmerica’s cement manufacturers — has made on its efforts to reduce emissions.”

In the first year, the campaign saw multiple U.S. cement manufacturers working with the Department of Energy to implement pilot programs around the concept of carbon capture, utilization and storage (CCUS).
The association reported increased acceptance and use of Portland limestone cement (PLC), a product that reduces concrete’s carbon footprint by approximately 10 percent.
“In addition to private building projects, PLC has been approved by 44 state departments of transportation, some of the largest consumers of cement,” noted PCA.
Consumer demand for sustainableconcreteisgrowing,andcompanies are specifying low-carbon materials for major construction projects.
“Through this Roadmap, we are creating a built environment that is durable and also sustainable,” Ron Henley, president, GCC of America, and PCAboard member. “We are demonstrating that the cement and concrete industry can address climate change, reduce greenhouse gases and eliminate barriers restricting environmental progress.”
In fact, the industry is pushing innovation and calling on stakeholders for more collaboration, according to PCA. The association

Daunting Journey
“What gives us hope is the fact that there is a big rise in ambition across the industry,” said Radhika Lalit of sustainability consulting firm Rocky Mountain Institute (RMI).
“Companies, corporations, real estate players, anybody who’s constructing new buildings, new ports, new highways, new roads, is looking into these materials.”

But to meet the targets of netzero by 2050, the industry will require some carbon capture in the process, she cautioned.
“It is impossible to fully eliminate process emissions in the cement-making process, and carbon capture will have to remove the remaining CO2,” said Lalit. “We estimate that we need around 20 to 30 carbon capture and storage [CCS] plants in operation by 2030. And we have zero plants with CCS at commercial scale right now.”
Pilot projects are up and running, she said, but the industry cur-

“You could use other materials such as calcium silicate, magnesium silicate, steel slag, recycled clinker, mining tailings, crushed concrete waste, as well.”

“Supplementary cementitious materials,suchasflyash,slag,volcanic ash and calcined clays have little or no associated emissions and can be introduced into the cement blend to replace a portion of clinker,” she said.
Limestone calcined clay cement — calcined clays, limestone, gypsum and clinker — and other innovative cement blends, can “immediately” help reduce carbon emissions by up to 40 percent, she believes.
It would be a cost-effective move that would cause no major changes to the traditional cement plant, she added.

“These innovations are at different technology readiness levels,” Lalit cautioned.
Some of them are in concept states, some of them are in large prototype demonstration stages.

To reduce injuries and deaths on roadways, the American Road & Transportation Builders Association (ARTBA) has joined forces with the U.S. Department of Transportation (DOT) in a new “Call to Action” campaign. The yearlong initiative calls on all stakeholders — not just drivers — to do their part to improve safety on the nation’s roads.
According to U.S. DOT, traffic deaths surged during the early days of the pandemic and remain high, with nearly 43,000 people killed in 2021. Highway workers are among the most vulnerable road users. The Bureau of Labor and Statics reports 2,222 workers lost their lives at road construction sites between 2003 and 2020— an average of 123 per year.

Since its 1902 founding, ARTBA has been dedicated to protecting the lives of highway workers through trainings, advocacy and awareness.As one of U.S. DOT’s
49 “Allies in Action,” the association will put special focus on the following areas:

NTEALaudsSenate Legislation to Halt Rising Theft Rate
NTEA—TheAssociationfortheWorkTruckIndustry— announced support for legislation to combat the rise in catalytic converter theft.
ThePreventingAutoRecyclingTheft(PART)Act(Senate Bill 5024) — introduced by U.S. Senators Amy Klobuchar (D-MN) and RonWyden (D-OR) — is designed to help law enforcement more effectively trace stolen converters and address these thefts.

A companion bill (H.R. 6394) was introduced by U.S. Representative James Baird (R-IN) in the House of Representatives earlier this year.
“Theft of catalytic converters and other precious metals is widespread in our country and is costly to victims of such theft,” said Steve Carey, NTEApresident and CEO.
“This legislation is a step in the right direction in addressing this problem. NTEA applauds the efforts of Sen. Klobuchar and Sen. Wyden, as well as Rep. Baird, and encourages industry companies to support this important effort by contacting their legislators.”

In a press release, Klobuchar noted that catalytic convertersareusedtoreducethepotencyoftoxicemissionsfroman internal combustion engine and required for vehicle compliance with the Clean Air Act. According to the National Insurance Crime Bureau, catalytic converter thefts rose by more than 325 percent from 2019 to 2020. Replacing these parts imposes significant financial costs to vehicle owners, and can even result in a total loss to the vehicle.
The PARTAct would:
ï Require new vehicles to have a vehicle identification number (VIN) stamped onto the converter to allow law enforcement officers to link stolen parts to the vehicle from which they originate;

ï Improve recordkeeping standards for purchasers of used catalytic converters; and

Hamm Introduces HX Series — New Generation of Rollers
Hamm presents a new generation of pivot-steered tandem rollers: The HX series.
Replacing the previous DV+ series, it is impressive due to intuitive operation with Easy Drive, high performance data, many comfort features and sustainable operation, as well as the "Smart Compact" digital compaction assistant, according to the manufacturer.
Hamm has put many detail improvements, new options and interfaces into practice in the HX series. All models are available in countries with the EPA Tier IV/EU Stage V emissions regulation.
The HX series is the new flagship for the Hamm fleet. Designed for asphalt compaction, the HX 70i model (17,000 lbs. / 55.4 kW) and HX 90i (19.842 lbs. / 74.4 kW) achieve high surface outputs on large construction sites. What’s more, they also impress in tasks such as compaction in curves with a high degree of precision. Here, the pivot steering shows its strengths with a large turning angle, large track offset and four different steering modes.

Afoundation for high compaction quality is intelligent drive control with automatic reversing. In combination with the electrically adjustable seat operating unit, it guarantees quality and comfort. It brakes and accelerates the rollers quickly, but smoothly.
The seat also turns automatically in the direction of travel when reversing. This is unique in the market, according to the manufacturer. It produces firstclass surfaces and ensures ergonomic working with safety at all times.

Wirtgen Will Present Technologies for Sustainable Road Building at ConExpo

At the joint John Deere and Wirtgen Group booth at ConExpo-Con/AGG 2023, Wirtgen will be presenting a cross section of its extensive portfolio of premium products for cold milling, recycling, soil stabilization, and concrete paving.
Alongside nine exhibits from three different product sectors, this year’s presentation also will focus on digital systemsolutionsandassistancesystems.
Wirtgen will be showing its highperformance, half-meter cold milling machine with rear loading, the W 50 Ri. This machine features a simple operating concept and a range of automated functions.
Another highlight at the show is the front loader W 120 Fi for working widths of up to 4 ft. 3 in. The John Deere engine of this F-series compact milling machine has been specially adapted to meet the particular requirements of cold milling applications.
The versatility of the company’s portfolio of cold milling machines also is underscored by the two F-Series large milling machines being exhibited at the show. The W 210 Fi is the ideal solution for a broad spectrum of applications, ranging from surface layer rehabilitation and complete pavement removal to fine milling work.

The satellite-based AutoTrac steering system for Wirtgen WR-series recyclers enables precise and efficient completion of each successive project task. It steers the machine with a precision measured in centimeters on the basis of a previously calculated reference strip and a specified overlap of adjacent strips and enables consistent utilizationofthemachine’sidealworking width. This results in greater process efficiency and the minimization of environmental impact.

At ConExpo 2023, Vögele will be presenting a cross-section of its current product range: from the small paver, the SUPER 700i, the SUPER 1300-3i compact paver and the SUPER 1703-3i 8 ft paver through to the SUPER 2000-3i 10 ft paver.


In Las Vegas, the road construction specialist will be showing a selection of its products designed specially for the North American market: the SUPER 700i Mini Class paver in combination with the AB 220 extending screed, the SUPER 1703-3i 8 ft paver with the VF 500 front-mounted screed, and the SUPER 2000-3i Highway Class paver in combination with the AB 600 extending screed.



The Vögele range covers the full scope of applications in road construction, from paving narrow pedestrian and cycle paths in city areas, to urban and rural roads, through to highway rehabilitation. All pavers and screeds are manufactured at the company’s main plant in Germany, and are optimally matched.
Vögele will be presenting not only the optimal technical equipment for large-scale job sites, but also for narrow paving jobs such as on pedestrian and cycle paths. In combination with the AB 220 extending screed, the SUPER 700i small paver can pave at widths between 3 ft. 11 in. and 7 ft. 3 in.

NCDOT Raises Elevation of Bridge to Combat Flooding
“Hurricane Matthew in 2016 and Hurricane Florence in 2018 were so devastating,” Barksdale said. “Flooding shut down parts of I-95 for a week at a time. It just so happens in this section, between mile markers 56 and 81, there is one bridge that flooded during both hurricanes right at the Black River, which goes underneath the Interstate.”
To ensure the flooding isn’t an issue in the future, the contract calls for the replacement bridge to be built 8 ft. higher than the original bridge to increase the elevation.
“That’s an example of building to resiliency,” Barksdale said. “We want to make this interstate not only wider and modernized but more resilient against future flooding.”
The job comes with the usual highway improvement challenges — namely managing traffic, but due to smart planning and timing, there will be only a minimum of road closures.
“We are maintaining two lanes in each direction for the four years to complete the project,” Barksdale said. “We have installed Jersey barriers two feet off the white line, and in most cases, the paved shoulder is gone, except for emergency vehicles. In
these projects, we’re reconstructing the new section of highway with new lanes. When those are ready, we’ll switch traffic from the old lanes to the new, then completely rebuild two new lanes.”
Some existing bridges will be closed — one bridge at a time — but because exits are often only a mile apart, the detours are generally short. There will be some nighttime closures for short periods of time, Barksdale said.
Material brought in for the project includes:
• borrow – 780,000 cu. yds.
• unclassified – 503,000 cu. yds.
• ABC – 465,000 TON
Equipment on site includes four excavators, six vibratory rollers, seven dozers and three cranes.
A second widening project is also under way from exit 71 to the I-40 junction at exit 81 in Johnston County. The 9-mi., $236.5 million modernization project awarded to theFredSmithCo.inJulyincludesreplacing six interchanges with new overpasses, loops and ramps that meet modern standards. The
section from exit 71 to 8 is set for completion in May 2026.
The project entails:
• replacing two culverts with single-structure bridges to improve the ability of water to safely flow underneath the interstate, which has flooded and closed in recent hurricanes;
• rebuilding Exits 72, 73, 75 and 77 to modern standards that include taller, wider bridges, longer acceleration lanes and realigned service roads;
• retaining the N.C. 50 bridge at Exit 79, but constructing roundabouts at the on/off ramps to improve safety and traffic flow; and
• constructing a new overpass that connects South Market Street with Cub Road on the other side of the interstate. The new overpass, which will not have interstate access, will alleviate congestion, including from commercial trucks, in downtown Benson.

Industry Takes ‘Unified Approach’ to Decarbonization
overwhelming bi-partisan support, said Neidl.
“Public procurement is the focal point of the policy,” he said, adding that the aim is mobilizing the influence of state agencies as the single largest purchasers of concrete in New Jersey.
It also focuses on the state’s position as lead regulator of specifications, standards and codes related to the material and its use.
“But LECCLA will leverage market dynamics to realize both short- and long-term carbon emissions reductions in this essential industry,” said Neidl. “Beginning in 2024, concrete producers who supply at least 50 yards for statefunded construction projects will be eligible for a performancebased tax credit.”
That credit applies if the concrete also delivers quantifiable reductions in embodied carbon, said Neidl.
The total amount of tax credits
that can be issued each year is $10 million, to be issued on a firstcome-first-served basis. And no single concrete producer can claim more than $1 million in credits per year.
Not only does LECCLA introduce an incentive for concrete producers to overperform, but it can build upon other policy advancements, said Neidl.
For example, low carbon concrete specifications and performance-based specifications have gained hold in New York State.
In South Jordan, Utah, Eco Materials is manufacturing cement using coal waste. The result is a product that lowers carbon emissions by 99 percent.
Several exhibitors at World of Concrete showcased their environmentally sustainable products and processes.
“The gauntlet has been thrown down to be more sustainable and reduce carbon,” said Grant Quasha, Eco Materials CEO, talking to the Las Vegas Review-
Journal. “This industry really has to use technology and innovation to meet future challenges and see advancement.”
Improving emissions from making cement will be key to achieving future emission goals.

That’s because cement is the
most used material in the world behind water, said Eric Ferrebee, seniordirectoroftechnicalservices of the American Concrete and Pavement Association (ACPA).
California startup Brimstone has discovered the world’s first carbon-negative cement, made from
calcium silicate rocks.
“We’re just making the same thing from a different rock,” Cody Finke, CEO of the Oakland, Calif.based company, told CBS News.
He said calcium silicate rocks are approximately 200 times more abundant than the limestone traditionally used to make cement.
Calcium in limestone serves as the binding agent in cement. It also contains the greenhouse gas carbon dioxide.
The industry is working to make concrete cleaner, said Steve Regis, cement operations for the CalPortland Oro Grande Cement Plant in southern California.
Brimstone is trying to quickly scale up its cement-making process. The company believes it will be just as reliable as traditional cement, only cheaper.
“We’re quite confident that the chemistry works and we can make the same material,” Finke said.

on it. For instance, there was a ramp that we had to have open in 21 days, and another that could only be shut down for 14 days so we could work on it. During that time, we needed to remove old asphalt, grade, add fill, and pave it. In the end, we got it done on time.”

Much of Sugarhill Construction’s work, though, comes from helping to build subdivisions, he said. It offers complete site work solutions, including tree and brush removal, heavy excavation, grading, water, drainage for sewer and stormwater, stone placement, asphalt, and curb and gutter.
“We try to do everything in house, but there are some smaller companies around town that I will sometimes use for erosion control,” Lawing said. “If we are busy, I will get subs for paving and curbing, the only things we do not do ourselves.”
The largest new-home development in Sugarhill’s portfolio so far is the 28-acre Sparks Crossing Phase III subdivision in 2021 in Spindale, N.C., which brought a little more than $1 million to the company, he said.


The ability to deliver residential and commercial projects like these on time and within a set budget has made Sugarhill a favorite
subcontractor for the larger builders that employ it. Along the way, Lawing has earned an excellent reputation in the business.
“Once I started the business, work began coming to me — I usually don’t have to chase it,” he said. “If somebody realizes he needs grading, he will say, ‘Let’s just call Fate. He will take care of it.’”
Sugarhill Contractors employs six crews dedicated to tackling certain tasks on its job sites, Lawing noted. They include one each to handle clearing, grinding, mass grinding, fine grading and two teams that do pipe work.


Pairing the company’s crews with the best, yet most affordable equipment, is a job that Fate and Kristi Lawing have taken on together. With the help of Ironpeddlers, based in Monroe, N.C., they recently bought Sugarhill’s first mini-excavator made by SANYAmerica Inc.
His decision was based on the trust in Ironpeddlers that he gained while working for other contractors over the years.

“I have had great luck with that company,” Lawing said. “They are a family-based dealership, and when I was doing a job over at the equestrian center for Sugarhill, Jeff Snyder, an equipment salesperson at

Ironpeddlers, called me out of the blue one day. I had never met him, but he told me he had tickets to a Professional Bull Riders event. I had never even called Ironpeddlers in the whole time I had been running my own business, but after meeting him and going to see the bull riding, he left a SANY SY60C mini-excavator for me to demo.
“After I tried it, I was impressed, so all I did was call him to ask if he had anything a little bigger,” he added. “Jeff said, ‘Yeah, I have a SANY SY80U.’I told him to bring it to me, and the whole time he was on his way, I introduced the SY60C to another guy I knew. I told him, ‘Man, you can’t beat the price on it.’”
He put his money where his mouth was, too, as he purchased the 20,000-lb. SY80U, which Lawing said saved him about $40,000 versus buying from another maker. In addition, he bought an SY60C from Snyder in the last week of December.


Lawing noted that he is also pricing some of SANY’s larger excavators and has received quotes on a couple models from Ironpeddlers.

“There are not many of these smaller excavators that have a hydraulic coupler that you can change from the seat,” he added. “I like the fact that I can pick up the phone and
tell Jeff I need something, and he will send it to me as quick as he can — there’s no hassle with it at all.”





As far as Ironpeddlers’ product support, Lawing said that has also been problem-free, and whenever even the most minor issue with one of the machines he got from the dealership has arisen, it has been quick to respond.


Sugarhill’s fleet of machines and trucks continues to grow as the contracting firm has six dozers, eight excavators, two rubber-tire loaders, a skid steer, five rollers, two trench rollers, two tub grinders and approximately 20 pickup trucks, in addition to a Lowboy to haul them around.
As Sugarhill Contractors begins to mature, Lawing noted that he wants to see more growth for the sake of his people, but not to the point that it gets too big.
“I have a great utility guy, so I know we can pick up some straight utility work; we have gotten two just lately,” he said. “I enjoy municipality and government work, like projects for NCDOT, so we are looking for more of those contracts.” CEG

JLG Industries Inc. Completes Its NewAcquisition of Hinowa

JLG Industries Inc., a global manufacturer of mobile elevating work platforms (MEWPs) and telehandlers, has completed its acquisition of Hinowa S.p.A., adding the market-leading brand to the company’s Access segment.
This expansion of the JLG product portfolio enables the company to strengthen its specialty applications offerings and increase its presence in niche industries, including agricultural, landscape and vegetation management.
Founded in 1987 in Nogara, Italy, Hinowa became well-known in the industry for its innovative track designs and as an early adopter and leader in the advancement of lithium-ion battery technology in mobile elevating work platforms (MEWPs). Hinowa’s 200-plus team members and two facilities, a 250,000 sq. ft. manufacturing facility and a 50,000 sq. ft. parts facility, are now part of the Oshkosh Corporation Access segment,

and the Hinowa brand will be retained on its line of track-based aerial work platforms, mini dumpers, lift trucks and undercarriages products.

JLG-branded compact crawler booms, which Hinowa has produced since 2010 and includes electric-, hybrid- and diesel-powered models, will continue to be offered.
