No Quick-Fix for ‘Fix-It-First’ Policy

Challenges to Controversial IIJA Memo May Ultimately Force Presidential Veto

The transportation construction industry is squaring off against the FHWA in a two-year battle to get states to fix existing highways rather than expand the nation’s road system with new ones. Framed as a “simple internal guidance document” in 2021, the “fix-it-first” memo has resulted in threats to challenge the rule in Congress.

Sam Graves, chair of the House Transportation and Infrastructure Committee, believes the rule would delay or deter critical road and highway expansion projects.

see MEMO page 28

The IIJA memo advises transportation leaders to maximize existing rights-of-way for accommodation of non-motorized modes and transit options that increase safety, accessibility and/or connectivity.

Inventors HOF Inducts Bobcat Compact Loader Creators

Cyril and Louis Keller, the brothers who invented the world’s first compact loader (later named the Bobcat skid-steer loader), have been selected as 2023 inductees for the National Inventors Hall of Fame (NIHF).

The NIHF annually recognizes inventors, promotes creativity and advances the spirit of innovation and entrepreneurship.

In the 1950s, brothers Cyril (April 8, 1922-Oct. 28, 2020) and Louis (May 9, 1923-July 11, 2010) operated a small machinist-blacksmith shop in Minnesota together, building and repairing machinery for local farmers. A farmer approached them with a need for a self-propelled loader light enough to be lifted to the second floor of a turkey barn and small enough to clean around the barn’s upright poles.

In 1957, the Kellers built a three-wheeled loader with two drive wheels in front and a caster wheel in the rear — the precursor to the modern skid-steer loader. The loader came to the attention of Melroe Manufacturing Company (now Bobcat Company), which invited the Kellers to demonstrate their invention in their booth at the Minnesota State Fair in 1958.

After a successful demonstration at the fair, the Melroe Manufacturing Company was awarded exclusive manufacturing rights to the machine on a royalty

basis and hired the Keller brothers to refine the design and put the machine into production.

To improve on the design of the loader, a second set of drive wheels was added to the back of the loader in 1960. With this four-wheel drive, the M400 became the world’s first true skid-steer loader.

“Skid-steer” describes the unique steering system, which enables the machine to turn within its own length. Later, the Bobcat brand name was established because of the machine’s tough ness, quickness and agility.

Joe Keller, son of Louis, said, “The Bobcat loader has positively impacted the lives of thousands of employees who have worked for the company, dealers who sell the machines, and customers who use the equipment every day to build their livelihood. While we may not always realize its impact, it is an integral part of our everyday life — from supporting farm operations that result in food on our tables to hauling materials around a job site building our homes and offices.”

As Bobcat Company celebrates 65 years since the invention of the machine that created the compact equipment industry, it has contin ued to forge the future of the indus try through innovation and for ward-thinking.

“We are proud of our inventors’ spirit of innovation, and while we

remain grounded in our humble roots, we continue to push the boundaries to offer customers increased choice, improved performance and advanced technology to work smarter,” said Mike Ballweber, president, Bobcat Company North America.

Bobcat now offers more than 100 products in the compact, grounds maintenance and industrial equipment industries, and produces more than 400 different types of attachments.

Other NIHF 2023 inductees include Rory Cooper, who invented wheelchair technology; Luis von Ahn, who co-created the website security program reCAPTCHA; Angela Hartley Brodie, who discovered and developed a class of drugs called Aromatase Inhibitors that stop the production of hor-

mones that fuel the growth of cancer cells; and 14 other innovation pioneers.

This year marks the 50th anniversary event of NIHF’s founding in 1973, when Thomas Edison was the sole inductee.

Acknowledging the award on behalf of his father and uncle, Joe said, “This recognition is a great honor to dad and Cyril’s families, but it is not just for us. It is a recognition for all of the early and current Bobcat employees who have helped bring our little ‘Keller loader’to be the Bobcat machine it is today. It has been a great honor to have had a front-row seat watching this invention revolutionize the way work gets done around the world.”

Groups Sue EPAOver Recent Proposal On Roadside Ditches

The American Road & Transportation Builders Association (ARTBA) and its coalition allies Jan. 18 sued the U.S. Environmental Protection Agency (EPA) in federal court over the agency’s recent proposal that expands federal jurisdiction over roadside ditches.

ARTBA contends the Dec. 30, 2022, rule will slow delivery of transportation projects and threatens to nullify the benefits of the 2021 federal infrastructure law. At issue is how EPA defines bodies of water that qualify as “Waters of the United States” (WOTUS), and therefore subject to federal authority.

The lawsuit argues the new rule violates both Clean Water Act and the U.S. Constitution and will “result in case-specific, time consuming and inconsistent analyses” which will “substantially increase the costs and burdens” of obtaining regulatory permits for transportation improvement projects.

The latest EPA rule is the third time in seven years the agency has attempted to define WOTUS.ARTBAhas previously litigated the issue, asking federal courts to decide what is a protected waterway.

“Unfortunately, the third time is not a charm in this case,” said Nick Goldstein, ARTBA’s vice president of regulatory and legal issues. “The latest WOTUS proposal could result in regulatory nightmares at a time when both parties in Congress, though the bipartisan infrastructure law, have emphasized the need to reduce delays and deliver transportation improvements to the communities who need them most.”

How roadside ditches are treated by the EPAhas long been a concern for the transportation construction industry. ARTBA has consistently urged EPA not to consider ditches as protected waterways under WOTUS, noting that they act as an important conduit for draining water from roads under construction — an essential safety practice.

LaneWins$218MFloridaInterchangeReconstructionProject

The Lane Construction Corporation, the U.S. subsidiary of Webuild Group, and the builders of a safer and more connected America, has been awarded a $218 million contract to increase capacity, mobility and safety at the interchange of Interstate 4 (I4) and Sand Lake Road (State Road 482) in Orange County, Fla.

This interchange is part of Orlando’s ever-popular tourist corridor that connects attractions including Universal Studios Orlando, International Drive, Sea World andWalt DisneyWorld. Commissioned by the Florida Department of Transportation (FDOT), the project includes roadway improvements and preparation for the installation of a Diverging Diamond Interchange (DDI) with I-4. Once completed, this revamped interchange will help minimize travel times and decrease the wait time at traffic signals.

Lane was awarded the highest technical score, in part due to the innovative design solutions which it implemented. This included an interchange configuration that was much more constructible and allowed the project to be built in a much more efficient manner.

For more information about the project, visit the Sand Lake Road Interchange

Improvements page at I4beyond.com.

Lane has helped shape more livable communities and is contributing to a better future with every project it completes in Florida, a key market for the company for decades. It currently has more than $1 billion of active roadwork ongoing throughout the state.

In Tampa, the company is widening a busy downtown section of I-275 to provide more efficient mobility of people and goods through the Tampa Bay area. Earlier in the year, it opened the award-winning Suncoast Parkway (SR 589), five months early, constructing a section of new highway located north of Tampa as part of a regional corridor along the western coast of Florida.

In the greater Orlando area in Osceola County, residents will experience less traffic congestion and improved regional commuting once work is completed on the Poinciana Parkway. Lane also is constructing a critical interchange project in Orlando that will complete the beltway around Orlando, at the intersection of I-4, SR 417, and the nearly completed new Wekiva Parkway (SR 429).

FDOT: $171M Replacement of Brooks Bridge Begins Soon

The preliminary construction to replace western Florida’s John T. Brooks Bridge, connecting Fort Walton Beach to Okaloosa Island in the state’s Panhandle, will begin in the coming weeks, the Florida Department of Transportation (FDOT) announced Jan. 5.

The state agency plans to replace the four-lane bridge on U.S. Highway 98 that opened in 1966 with a new six-lane structure across Santa Rosa Sound to the barrier island. Drivers will begin to cross the new span on the mainland at Fort Walton Beach’s PerryAvenue before reaching its end at Pier Road on Okaloosa Island.

The construction zone will stretch from one block west of Perry at Eglin Parkway (Florida Place Southeast) to the project’s end point.

The current bridge stops at Santa Rosa Boulevard, but designscallforthenewonetoincludeaseparateturn-offand underpass section on the island for traffic heading to and from Okaloosa. By extending the structure east past the U.S. 98/Santa Rosa Boulevard intersection, FDOT is hoping for a better traffic flow and eliminate the need for the current traffic signals.

“This work includes relocating utilities on and around Brooks Street, U.S. 98, and the south side of Publix at the Shoppes at Paradise Point shopping center,” according to the FDOT press release. “In the coming weeks, crews plan to realign Brooks Street from Perry Avenue to the Brooks Bridge to provide space to construct the new westbound structure.”

Drainage improvements will be part of the project’s preliminary construction as well as the installation of erosion

control devices, lane shifts and completing needed permits. The early activities will begin beneath the west side of the current bridge in Fort Walton Beach before advancing eastward onto Okaloosa Island, FDOT noted.

The larger structural construction is slated to get under way this spring before wrapping up by mid-2027, according to FDOT estimates.

New Bridge to Be Longer, Wider, Higher

The planned Brooks Bridge will measure 2,111 ft. in length — 793 ft. longer than the current span and road structure. Its vertical clearance also is set to increase from 50- to 65 ft. above the Gulf Intracoastal Waterway’s main 150-ft.-wide channel in the beach town to meet U.S. Coast Guard regulations.

It also will be built wider, with 10-ft. inside and outside shoulders for vehicles than its predecessor. Additionally, a dedicated 12-ft.-wide shared-use path is planned in each direction for pedestrians and bicyclists and separated from traffic by protective barrier walls featuring scenic overlooks and shade structures.

FDOTreported this heavily traveled segment of the U.S. 98 corridor in Fort Walton Beach carries an average annual daily traffic count (AADT) of 66,000 drivers over the Santa Rosa Sound and Gulf Intracoastal Waterway.

While major disruptions are not anticipated, the transportation department said it expects changes and delays to the city’s tourist season in 2023.

“Drivers, pedestrians, bicyclists and nearby properties may be impacted by the early construction efforts and the associated traffic shifts,” FDOT noted. “All activities are weather-dependentandmaybedelayedorrescheduledinthe event of inclement weather. Drivers are reminded to use caution, especially at night, when traveling through a work zone and to watch for construction workers and equipment entering and exiting the roadway.”

TDOT Finalizes Plans for Nashville’s Broadway Bridge

The Tennessee Department of Transportation (TDOT) is ready to begin demolition and construction on the Broadway Bridge in downtown Nashville following months of planning by the agency, the Tennessean reported Jan. 20.

The project along Tennessee Highway 1/U.S. 431 consists of replacing the bridge that crosses over 11th Avenue and the CSX Railroad. New renderings released Jan. 19 byTDOTshow six lanes of traffic and added protection for pedestrians.

Known as the Broadway Viaduct, the existing structure was opened in 1948, but is now showing signs of deterioration, according to the agency.

Late last year, pre-construction efforts began to prep the site for demolition and bridge replacement.

Traffic on Broadway will soon be shifted to four lanes until June before the bridge is completely shuttered from July 5 to Sept. 1. TDOT plans to detour all vehicles onto Church Street and Demonbreun Street during the eight-week closure.

All work on the viaduct is expected to be complete by October.

New Bridge Will Not Include Bike Lane

Planning for the bridge replacement construction in the Music City began last spring, and stakeholders provided feedback after early designs were presented, according to the Tennessean.

The current Broadway Viaduct is approximately 700 ft. long and 98 ft. wide, with six 10-ft. travel lanes (three in each direction), one 12-ft. center turn lane, and 10-ft. sidewalks. It encompasses structural steel beams and support columns.

TDOT noted on its website that the

replacement structure will remain on the same alignment and have the same general width as the existing structure.

It,too, willbemadeupofsteelgirdersand support columns. The new roadway also will provide six 10-ft. travel lanes, along with an 8-ft.-wide striped median with 1-ft.-wide shoulders, curb and gutter, and 11-ft. 8-in. sidewalks, which will include space for aesthetic features like planters on both sides of the roadway.

According to the transportation department, though, there was not enough space to include a protected bike lane in the modern design as the emphasis was on keeping six lanes for car and truck traffic.

TDOT refers to Broadway as “an urban principal arterial” in Nashville.

The viaduct project is located along the heavily traveled Broadway corridor, an important route to traffic flow in and out of downtown Nashville on the west side of the Cumberland River. It is also close to the Tennessee capital city’s many developments, historic sites, and active CSX rail lines.

To reduce construction impacts on the public, TDOT is using accelerated bridge construction techniques and alternative delivery methods. 

NEDAcquires Carolina Equipment Rental, Sales & Service

On Jan. 26, 2023, National Equipment Dealers LLC finalized the acquisition of Carolina Equipment Rental, Sales & Service, located in Fairview, N.C.

Carolina Equipment began in the mid 1990’s, originally doing business as Rent-It of Fairview. The owners, Peter and Ellen Jensen, purchased the business in the year 2000. Under their new ownership and management, the company originally supported the Fariview, N.C., community with small equipment and tool rental.

In 2004, the Jensens changed the name of the company to Carolina Equipment Rental, Sales & Service, in order to re-focus their business strategy away from “DIY” residential customers, and more toward small-tomedium sized contractors, site development companies, and municipalities.

Carolina Equipment began representing the Yanmar Construction Equipment line in 2002.Sincethattime,astheyexpanded,they picked up additional compact equipment and forestry lines, including ASV compact track loaders, Fecon mulching attachments and others.

“NED is proud to welcome the Carolina Equipment family of employees to our growing organization. This acquisition will

further improve our ability to support our western North Carolina customer base,” said Jesse Beasley, chief operations officer, NED LLC.

The new NED branch in Fletcher, N.C., will continue to represent Yanmar Construction Equipment, ASV and Fecon, along with additional brands, currently represented by NED in North Carolina, includ-

ing Hyundai Construction Equipment, Bell Trucks, Dynapac, Sakai soil rollers, Manitou, Tana, XCMG, Prinoth, Barko and others.

“Part of our growth strategy for this region is to expand the current facilities to a new location. Our new location in Fletcher, N.C., is located on a 4-acre site off of I-26 at 99 Underwood Road,” explained Beasley.

“We thank the Jensens for entrusting our organization to continue their legacy in the equipment business.”

Peter Jensen, along with his existing team, will continue on as NED employees at the new location in Fletcher, with additional NED resources and equipment brands to support a growing customer base in the Asheville, N.C., region. 

N.C. Receives $110M Grant to Replace Link to Outer Banks

North Carolina received a federal grant in early January that will help it replace the 60-year-old Lindsay C.Warren Bridge that carries U.S. Highway 64 over the Alligator River to the Outer Banks.

The state’s Department of Transportation (NCDOT) will use the $110 million grant to build a new 3.2-mi. span that will be both higher and wider than the existing one. It will include 65 ft. of clearance over the navigation channel, jettisoning the swing-bridge that currently brings traffic to a halt when it opens to let boats pass. More than 4,000 vessels travel through the area every year.

The new two-lane bridge, which runs between Tyrrell County and the Alligator River National Wildlife Refuge in Dare County, is projected to cost $289.5 million and include installation of broadband infrastructure along U.S. 64 from Interstate 95 in Rocky Mount to N.C. 12 on the Outer Banks.

NCDOT plans to begin building the new span parallel to the existing one in 2025.

North Carolina’s Democratic

Gov. Roy Cooper and U.S. Sen. Thom Tillis, a Republican, announced the federal grant in separate statements Jan. 3.

Cooper described the bridge as a lifeline for people going to and from the state’s popular Outer Banks, the thin line of barrier islands stretching 200 mi. south from the Virginia border, past Capes Hatteras, and Lookout to Cape Fear, near Wilmington.

The Alligator River bridge is a key link to the Outer Banks’northern end, from which residents and tourists can reach as far south as Cape Hatteras along N.C. 12.

“It is one of the few options residents and visitors have for accessing our far eastern counties, and this bridge replacement will serve our state for decades to come,” Coopersaidinastatement.“Thisis a great example of how President Biden’s Bipartisan Infrastructure Law helps move along large projects that otherwise would be difficult to fund through traditional means.”

The Raleigh News & Observer reported that Tillis, one of 19

Republican senators who voted for thelawinlate2021,alsotookcredit for the federal money.

“This grant is a big win for Dare and Tyrrell counties and will ensure a safe and reliable bridge for generations to come,” he noted in his own news release. “I am proud to have advocated for this funding and thank local officials in both counties for their tireless advocacy for this grant as well. It’s clear that the bipartisan infrastructure law is already bringing major investments to our great state.”

New Four-Lane Bridge for Two-Lane U.S. 64

In addition to eliminating the swing-span, the new bridge structure will have 12-ft. travel lanes and something the current bridge does not: 8-ft. shoulders on either side, with room for bicycles, according to NCDOT. Also, the railings along the side of the new bridge will be 4 ft. 6 in. high, compared to the 2-ft. 10-in. railings on the existing bridge.

According to the Raleigh newspaper, the transportation depart-

ment has long-range plans to finish widening U.S. 64 to four lanes through Tyrrell and Dare counties. But the state will not have money for that project for the near future, said NCDOT spokesperson Jamie Kritzer, and the agency determined it does not make sense to build a four-lane bridge between two stretches of two-lane road.

“While it would be nice to replace the bridge with a four-lane section, it is not financially prudent to do so now when we do not have a timeline for when U.S. 64 will be widened to four lanes in that area,” Kritzer wrote in an email to the News & Observer. “Also, the cost would be significantly greater, and we need to balance this project with the other transportation needs in North Carolina.”

The current Lindsay B. Warren bridge is a two-lane swing-span bridge that opened in 1962, according to NCDOT. Though maintained, the aging structure experiences occasional technical issues that can force motorists onto a 99-mi. detour north through Elizabeth City.

“This is a big boost for eastern North Carolina,” said Win Bridgers, a NCDOT Division 1 engineer. “A new fixed-span bridge over the Alligator River would aid everything from economic development to hurricane evacuation.”

Federal Grant Named for NCDOT Engineer

The state agency applied for the federal grant in May. It named its application STERLING (Strengthening Transportation Evacuation Resilient Lifeline by Improving the Network’s Grid) in honor of former Division 1 Engineer Sterling Baker, who passed away last April.

“Sterling dedicated his life to NCDOT and the northeastern North Carolina community,” said Baker’s wife, Elizabeth Mumm Baker. “He would be proud the grant project for this bridge would highlight his work ingenuity and [the] character he showed to get the job done for citizens. It is really special, and his family will be honored that he will forever be part of eastern North Carolina.”

TransportationIndustryBattlesFHWA’s‘Fix-It-First’Guidance

He said if President Joe Biden doesn’t rescind the “fix-itfirst” policy he will work to overturn the FHWA rule.

Sen. Shelley Moore Capito of West Virginia also promised to introduce a formal challenge to the rule.

The memo’s advice to transportation leaders to “maximize the existing right-of-way for accommodation of nonmotorized modes and transit options that increase safety, accessibility and/or connectivity” has made it controversial.

At the end of the day, FHWA can’t actually stop states from using the $110 billion in unrestricted IIJA funds to build as many lanes as they like, said Benito Perex of Transportation for America.

Graves claimed the memo “goes far beyond mere ‘guidance’ from the administration.”

“Since IIJA was signed into law, the administration has repeatedly doubled down on discouraging states from expanding or building new roads they may need, despite this policy being in direct conflict with what Congress intended.”

Graves added, “While I hope the administration will rescind the flawed approach, I am prepared to work with my senate colleagues to utilize the Congressional Review Act [CRA] if necessary to overturn this rule.”

Drawing Industry Ire

With Capito, Sen. Mitch McConnell of Ky. weighed in on the controversy, saying “the FHWA memorandum is an internal document [and] has no effect of law.”

The law “addresses infrastructure issues in a manner that reflects bipartisan input and consensus and avoids burdensome, prescriptive requirements,” they wrote. “Nothing in the [law] provides FHWA with the authority to dictate how states should use their federal formula funding, nor prioritizes public transit or bike paths over new roads and bridges.”

Ed Mortimer, vice president of transportation and infrastructure of the U.S. Chamber of Commerce, also downplayed the memo’s authority.

“It is not law,” he said. “It is not a requirement for states to follow. At the end of the day, the law is very clear that the states have wide latitude and local governments have wide latitude on how they use the funds.”

Mortimer added that there is no restriction to stop a state, if they so choose, to expand their highway system.

The McConnell-Capito letter comes a little more than a week after Sens. Mitt Romney of Utah and Lindsey Graham, of South Carolina brought up the issue.

The memo “flies in the face of our intent and our needs,” said Romney, while Graham said the memo “runs counter to congressional intent by discouraging the use of federal dollars by the states for new highway capacity projects.”

Separately, a Jan. 19 letter to Biden from 16 Republican governors urged Biden to allow states maximum flexibility in implementing the law.

“Attempts to disallow the use of funding for general purpose widening projects would be biased against rural states and states with growing populations,” the governors wrote.

“Excessive consideration of equity, union memberships, or climate as lenses to view suitable projects would be counterproductive,” they added. “Your administration should not attempt to push a social agenda through hard infrastructure investments and instead should consider economically sound principles that align with state priorities.”

McConnell then wrote Pete Buttigieg, secretary of transportation, asking that the memo be rescinded or revised.

GOP congressmen and women are challenging the memo, declaring the Biden administration has made it a rule that contradicts IIJA’s bipartisan policy.

As it stands, DOT has not budged on the memo, which says FHWAwill work with states to encourage and prioritize maintenance of existing transportation infrastructure.

It also includes wording encouraging IIJA funds be used to repair and maintain existing infrastructure “before making new investments in highway expansions for additional capacity.”

Authored by FHWA Deputy Administrator Stephanie Pollack, the memo concluded that “working together, we can make investments and deliver projects that upgrade the condition of streets, highways and bridges and make them safe for all users”

This, she said, can happen as they are being modernized, “so that the transportation network is accessible for all users, provides people with better choices across all modes, is more sustainable and resilient to a changing climate and is more equitable.”

However, the federal General Accounting Office (GAO) hinted that this memo did not travel proper channels.

The agency claims Fix-it First had “substantial” impact on the rights of non-agency parties and should have been submitted to Congress first.

Joining the fight are several transportation construction industry organizations who also have asked FHWAto cancel the guidance. They stand on the side of projects to add transportation capacity through new road and bridge construction.

If the guidance is implemented by states, the industry would see the volume and pace of construction work take a hit.

Sen. Capito maintains the guidance imposes a one-sizefits-all approach.

In a letter issued a year ago, industry groups said the document created confusion within the transportation community. They also claim the guidance, in prioritizing IIJA resources, is inconsistent with the bipartisan act itself.

Referring to the GAO’s statement on the memo’s federal regulatory status, industry believes state and local transportation agencies are obligated to follow it.

In January, industry called for FHWA to withdraw the memo. “As transportation stakeholders, we are concerned about the precedent this policy memo sets,” they said. “We fear the potential policies that future administrations could prioritize without undertaking a formal notice and comment rulemaking.”

The American Trucking Association, American Highway Users Alliance, American Road and Transportation Builders Association, The Associated General Contractors and the National Asphalt Pavement Association were among those who wrote to Shailen Bhatt, FHWA administrator.

“The IIJA includes robust funding levels that will help stabilize and enhance every state’s long-term transportation improvement efforts,” they said. “Furthermore, this multiyear plan will facilitate private-sector investments in equipment and personnel.”

Industry believes that to ensure implementation undertakes transparent and lawful processes to engage stakeholders is critical to the law’s success.

It Doesn’t Add Up

AGC addressed the memo with members a year ago, saying that at first the approach outlined in the memo “sounds like common sense.”

Total Wrecking Brings Down Lakeland, Fla., Structures

People never seem to tire of the thrill of witnessing the controlled demolition of industrial sites or buildings. That is particularly true of tall structures imploded into their own narrow footprint by a combination of expertly placed explosive charges and the forces of gravity.

There is something mesmerizing about hearing a series of explosions, followed seconds later by an old building or tall smokestack tumbling onto a pre-designated spot on the ground.

Whenever it occurs across the United States, these types of demolitions draw large crowds or, increasingly, are recorded digitally for distribution across the internet.

Scores of companies around the world do this intricate type of work, but few are as accomplished as Tonawanda, N.Y.-based Total Wrecking & Environmental. Located near Buffalo, Total Wrecking has parlayed its years of experience in the field of industrial demolition to the point that it is regarded as one of the nation’s certified experts in the art and science of razing massive structures.

And massive is certainly the correct adjective to describe many of the company’s projects.

In recent years, Total Wrecking has demolished everything from the old New York State Fairgrounds, including the grandstand and 11 large buildings, to the Jacksonville, Fla., Electric Authority’s two colossal cooling towers that had produced 1,634 megawatts of power.

The company’s latest project also is in Florida, across the state in Lakeland, where on Jan. 14 it carried out a spectacular demolition of part of the coal- and natural gas-fueled

McIntosh Power Plant. The company brought down the facility’s 260-ft.-high stack and an adjacent 90-ft. selective catalytic reduction (SCR) unit at the working facility.

Total Wrecking’s efforts over the one-and-a-half- to twoyear project are centered around the safe and comprehensive abatement, remediation, decommissioning and demolition of three huge units that have been in operation at the McIntosh facility for more than 40 years.

January’s implosions came after the Buffalo company first began work in Lakeland last May to remove materials from the site and prepare it for the demolition.

After the rousing success of the most recent implosion at the power plant, Total Wrecking founder and CEO Frank Bodami expressed his elation at the results.

“I would be lying to you if I did not tell you that it went perfectly,” he said about the Jan. 14 demo. “It was freezing out there, though, like we had brought the Buffalo weather with us on site. But, the plant’s owner, as usual, was very happy with our results. No debris went into the nearby road, and the implosion was a people-pleaser as a good-sized crowd watched from a safe distance. Now, we have another shot planned on some more of the boilers at the plant on March 4.”

Large-Scale Demolitions Need Time to Plan

Like all industrial demolition projects, the Lakeland facility has presented Total Wrecking with a series of challenges, hazards and complexities that require the skill of qualified and experienced engineers and experts.

The demolition process is time-consuming and involves a great deal of planning. It also is common for a job to last from seven months to two or three years, Bodami said,

depending on the size of the project, or whether it is a working facility.

“We are working in and around McIntosh’s operations and the new build of Lakeland’s RICE [Reciprocating Internal Combustion Engine] units,” he said. “In other cases, such as the Logan Power Plant that we imploded in New Jersey in December, the owner gave us the keys and said, ‘Have at it.’It was about half the size of the one we are working on in Lakeland and we were able to bring it down and haul it out quickly.”

Diamond Mowers Introduces TR Boom Drum Mulcher

Bringing new and improved performance features to the forefront of vegetation management, the new TR Boom drum mulcher from Diamond Mowers offers a safer, faster and more complete solution to tree and brush control.

Engineered for heavy-duty mulching applications, this gamechanging attachment optimizes productivity and increases asset utilization for greater work diversity and revenue potential.

“Our Boom drum mulcher is the best option available yet for controlling heavy brush and trees,” said Matt Nelson, director of development of Diamond Mowers.

“It offers class-leading productivity, highly-controlled discharge and an unbeatable finish in heavy materials. When coupled with a Boom rotary or Boom flail head, it turns your boom mower into a complete roadside vegetation management solution.”

Adding a Boom drum mulcher to your existing Diamond Boom mower will improve your roadside maintenance operations in a number of valuable ways, according to the manufacturer.

More Cost-Effective Solution

Specifically designed to mulch trees and brush, the Boom drum mulcher is a musthave addition for any municipal fleet or contractor faced with cutting, processing and eliminating woody materials from areas that are unreachable with a skid-steer or excavator.

Featuring a larger-than-industry-standard hydraulic motor, enhanced motor protection and an optimized infeed system, the mulching head can work through material

Available in 50-in. and 60-in. cutting widths, Diamond’s Boom rotary mower cuts light brush and other material up to 4 in. continuously and 8 in. intermittently.

faster and requires less maintenance and fewer consumable costs than attachments that also cut grass.

Safer to Operate

In addition to improved chip containment and control of thrown debris, the Boom drum mulcher can handle larger material than other attachment heads and completely mulch trees up to 8 in. in diameter. This means that fewer trees will require potentially dangerous hand-falling and cleanup. It

also means less risk of damaging surrounding property, making it a great choice for working near roads or in densely populated areas.

Cleaner Job Sites

Diamond Mowers’ Boom drum mulcher produces small, aesthetically pleasing chips and grinds stumps down to ground level due to its forward drum exposure, which allows for optimal ground engagement and greater productivity per pass.

This multi-functional mulching head can fulfill all reaching, cutting and processing needs without leaving branches and other material strewn on the ground, so there’s no need for a cleanup crew to achieve a well-groomed result.

Adding to its appeal, the Boom drum mulcher features Diamond Mowers’ QConnect system, which allows users to interchange boom heads for tackling different applications. This connection system enables a single operator to switch attachment heads easily and quickly, resulting in decreased downtime and increased productivity.

LINDER TURF & TRACTOR

The familiar brand of orange construction equipment known as Doosan will now be called DEVELON throughout the world.

Under the new brand name, the company will continue providing innovative products and solutions that exceed expectations, further cementing its status as a global leader in construction equipment and solutions for the infrastructure industry, the manufacturer said.

Work began to identify a new brand name to replace Doosan following the August 2021 sale of Doosan Infracore to HD Hyundai (formerly Hyundai Heavy Industries Holdings Co. HHIH). The name DEVELON was chosen to convey the company’s drive to develop onward to bring innovative solutions to the construction equipment industry through technological transformation and the development of exceptional equipment and services.

“We believe the new DEVELON brand will help us build on the success we’ve had in North America over the past 30 years and throughout the world for more than 80 years,” said Todd Roecker, vice president of growth initiatives.

DEVELON will continue to focus on manufacturing construction equipment to build critical infrastructure for the betterment of communities and societies in North America and beyond. DEVELON products and services will help customers and partners become industry leaders in construction, logging, recycling, mining, rental and agriculture. Efforts also will be placed on advancing sustainable development through alternative energy sources of power for construction equipment.

New Brand to Debut at ConExpo

The announcement is the first of many in a series of steps to launch the new brand. Visitors to ConExpoCon/AGG in March will see the next phase of the launch with newly branded construction equipment in the outdoor DEVELON exhibit. This will include the latest developments in the Concept-X autonomous equipment solution and live demonstrations at the outdoor exhibition in the Festival Grounds lot (F9153).

“Our commitment to the construction equipment industry and advancing new technologies has never been stronger than it is today,” said Roecker. “DEVELON anticipates changes in the industry and prepares solutions to address these challenges. This is evident by our ongoing development of the world’s first autonomous jobsite solution — Concept-X — and the work we are doing with alternative energy sources like electricity and battery packs for our mini excavators.”

After ConExpo, continued efforts will be made to advance the brand at thelocaldealerlevelthroughupdatesto signage and machine decals. Customers are likely to begin to see newly branded machines at their local DEVELON dealerships and on job sites as early as the end of Q2 2023.

Dedication to North America

In North America, DEVELON will continue supporting its more than 180 dealer locations in the United States and Canada. DEVELON North American operations will remain headquartered near Atlanta, in Suwanee, Ga., where the company continues to offer a training center for dealership

service technicians.

The company will maintain exceptional parts availability through its two regional parts distribution centers: one in Atlanta and a second in the Pacific Northwest. A customization plant in Savannah, Ga., will still play a key role in supplying machines to DEVELON dealers and customers: getting products into the hands of customers faster, with the configurations they need for their applications.

“Our dealers and customers should expect the same strong support from DEVELON in the future,” said Roecker. “We are committed to the long-termsuccessofthenewbrandand ensuring our customers have the support they need to be successful. DEVELON makes best-in-class equipment, excelling in performance, durability and reliability. That commitment will remain constant.”

DEVELON will continue as a subsidiary in the Hyundai Genuine group alongside Hyundai Construction Equipment (HCE). These two subsidiaries will remain independent construction equipment companies under HD Hyundai. Together, the two brands will position Hyundai Genuine as a global top-5 player in the construction equipment industry.

“We’ve grown our construction equipment offering in North America with our line of mini excavators and most recently the addition of dozers,” said Roecker. “These product expansions represent our goal of providing a full line of equipment for our dealers and our customers. We believe that this demonstratesourcommitmenttoNorth America, and we look forward to continued growth here for many years to come.” 

Every Demolition Presents Series of Challenges, Hazards

WRECKING from page 30

Bodami described a successful implosion as “a bit of an art,” but the spectacular part of the work — the seven- to 11second demolition that wows the crowds — is just the icing on the cake. The run up to the implosion, known as the critical path method schedule, is what needs to take place to move from one step to the next, and is where most of the effort lies.

“The items that were critical on this job included the clearing of the underneath areas of the boiler to create a 30-foot by 44-foot airspace so that we could shoot the columns and drop the structure with linear shaped charges,” he explained. “That will cut the beams like a hot knife through butter.”

To carry out the prep work, a few months prior to the implosion, Total Wrecking’s crews use excavators with shears and grapples attached to them, along with welders with propane torches on manlifts, to make the cuts in the beams so that its demolition engineers can set the charges. In addition, the company erects chain length fencing and has geotextile fabric and wood boxes for covering to make certain no debris from the blast falls outside of the shot zone, Bodami continued.

Afterwards comes the arduous process of preparing the blast’s broken and mangled materials, including reducing them into small pieces, usually 5-ft.-by-2-ft. sections, Bodami noted, and using big magnet cranes to load them onto containers to haul them to a local steel mill to be turned into either rebar for a new building or materials to fabricate new cars.

“As far as taking down power plants, and handling other utility projects, [Total Wrecking] is a well-oiled machine now, and those jobs make up most of our business,” he said. “We perform some commercial jobs, like a large 26-story structure next to a two-story building in a downtown area or something similar, but we primarily do a lot of power plants all over the country. Our success is due to our people because we have talented folks working here.”

The company’s team in Florida consists of about 30 employees, and, counting his four managers and subcontractors, there are a total of 50 people working at the site. Additionally, many of their families live in housing paid for by Total Wrecking.

“We also hire local people too and train them on how to perform these jobs, but our core group of folks are from Buffalo,” said Bodami.

Profits Come From Materials, Not Job

Interestingly, the owners of Lakeland’s McIntosh Power Plant are not paying Total Wrecking to demolish the old facility and clear out the materials; rather, it is the other way around: Bodami’s firm is paying McIntosh for the right to perform the work so that it can obtain the plant’s old materials, many of which are valuable, to sell to recyclers.

“It is not always the case for us to do that,” he explained. “This site had some expensive items that we were able to repurpose and recapture. For folks in our industry, before it was posh to recycle, we did it as a matter of getting higher profits. Here, we did the same thing, and found a couple large assets on the project to turn this thing around and bring some money back into the company.”

He added the Lakeland power plant’s debris had a lot of ferrous materials at the site, such as steel and iron, which Bodami said is common on such projects, but there were many non-ferrous materials — aluminum, copper, lead and zinc — as well.

“The market for ferrous material saw a drop in value during the last eight months of 2022, if I am not mistaken, but it is still strong,” according to Bodami. “But the non-ferrous materials are what we really must look for, and we were able to get a good feel for what we had in Lakeland, along with the major assets, so that we can repurpose the site. That is what put it over the top for us down there.”

Besides making the site ready for demolition and removing a lot of reusable materials, Bodami noted that his crews have also spent the last several months taking out hazardous stuff within the power plant.

“We did some asbestos abatement, removed universal waste and recaptured oil. Coal ash was not a part of our work on the site, but we took care of the cooling towers, which were predominately C&D-type materials that, unfortunately, had to go to the landfill. However, I think we will recycle close to 98 percent of the waste at the plant.”

Total Wrecking Hauls Its Equipment Anywhere

A variety of different equipment and tools are used by Total Wrecking to carry out its specialized work, which Bodami buys from trusted dealers in upstate New York.

Among them are Atlas-Copco and SENNEBOGEN material handlers; excavators made by Komatsu, ranging from the PC350 model to the PC1250 machine; and Kobelco 350 and 500 model backhoes. He explained that those and other machines and attachments, including Genesis shears, are loaded onto trailers, and moved from Total Wrecking’s Buffalo yard to projects across the country.

“We work with several different equipment dealers to get what we need, but primarily with Anderson Equipment Co. here in Tonawanda, N.Y., and Tracey Road Equipment in Syracuse,” he added. “They have been good partners for us.”

Bodami Family Commits to Safety, Community

Bodami has worked in the demolition business for 42 years, starting off by helping his grandfather and father in their company.

After decades of learning independently, studying hard, training tirelessly, he and a partner, along with Frank’s wife and financial controller Sandy, founded Titan Wrecking & Environmental in 1998, where they enjoyed a fast rise through the demolition ranks.

But, he said, his business partner “wanted to do little projects, and I wanted to go big,” which led to Frank and Sandy to begin their own venture with a focus on safety prioritization and innovation, family values, and large-scale industrial demolition. The result was the beginning of Total Wrecking & Environmental in 2013.

The couple and their managers already had a deep-rooted respect for family and integrity (their son and daughter also work for Total Wrecking), so their first tasks were to develop new practices, procedures and ways of using equipment to make dangerous work as safe as possible. Once they set themselves apart as leaders in safety and integrity, the company’s nationwide expansion followed.

In fact, the next implosion at the Lakeland Power Plant in March will include an element of Total Wrecking’s commitment to the community, specifically its support of the Wounded Warrior Project (WWP), the American veterans service organization.

“We believe in our military, and we want to help support them after the conflicts they have survived,” Bodami said. “To benefit Wounded Warriors, in March we are going to auction off the chance to push the button on the next implosion at the Lakeland plant. After all, who would not want the chance to push the button on an implosion, right? I tell everyone that it is something you want to put on your bucket list.”

Cat 340 UHD Demolition Excavator Features Higher Reach

Built to withstand difficult demolition of tall structures, the new Cat 340 UHD ultra high demolition excavator boasts a more than 13 percent higher pin height than the 340F UHD to reach up to eight-floor structures.

More UHD and retrofit boom/stick configurations, along with a range of Cat demolition attachments, deliver increased machine flexibility to meet contractors’ jobsite needs to maximize machine utilization. Its unique coupling system allows for switching between two UHD fronts and Retrofit booms and sticks with no special tools in 15 minutes, according to the manufacturer.

Design updates have increased transportation simplicity of the 340 UHD excavator. The hydraulically actuated variable-gauge undercarriage is built to deliver both outstanding stability and efficient transport by offering a 13 ft. 4 in. extended width that retracts to only 9 ft. 10 in. with 24 in. track shoes for transport. A new one-piece cradle design, compared to two-piece on the 340F UHD, reduces UHD boom transportation height to less than 9 ft. 10 in.

Flexible Efficiency

The new 340 UHD allows for the sticks to be configured with Cat couplers to optimize machine versatility and productivity. With two UHD front options available, the 72 ft. 2 in. front offers a maximum 8,160 lb. weight at stick pin and maximum horizontal reach of 44 ft. 5 in. at stick nose over the front and side of the machine.

Working with a 7,280 lb. maximum weight at stick pin, the 82 ft. front offers a 43 ft. 9 in. maximum reach at stick nose over the front and side of the machine. It matches the line of Cat multi-processors, specifically the MP332 and MP324.

The hydraulic boom lines are quickly connected/disconnected by hand and without special tools, allowing the UHD front to be switched to the retrofit boom in a matter of minutes. Contractors can choose between one- or two-piece boom options for highproductivity truck loading or low-level demolition work.

Three stick options are available at lengths of 9 ft. 2 in., 10 ft. 6 in. and 12 ft. 10 in., providing ultimate flexibility for maxi-

mum machine utilization. Standard Cat payload provides on-the-go weighing and realtime estimates of the payload so operators can achieve precise load targets when working with the one piece retrofit boom.

Rated at 311 hp, the U.S. EPA Tier IV Final Cat C9.3B engine powering the new 340 UHD excavator runs on either diesel or biodiesel fuel up to B20 to meet jobsite requirements. Three engine power modes — Power, Smart and Eco — match the machine to job needs to significantly lower fuel consumption over the 340F UHD, according to the manufacturer.

Smart mode automatically matches engine and hydraulic power requirements, providing maximum power output when needed and reducing power on less demanding tasks to save fuel. A new high-efficiency hydraulic reversing fan cools the engine on demand to also help reduce fuel consumption.

Operator Productivity, Comfort

Operators efficiently navigate machine configuration and operating parameters on the new 10 in. high-resolution touchscreen monitor. Viewed through the new monitor,

the Cat active stability monitoring system continuously informs operators if the work tool is positioned within the safe working range and provides audible and visual warning alerts when approaching the stability limit. Ranging from 1.5 to 100 percent, the stability ratio side bar changes length and color from green to yellow to red, depending on the ratio.

Built to comfortably accommodate operators of all sizes, the width of the new premium heated and cooled seat has been increased by 5 percent over previous designs. Its new left-hand tilt-up console helps to improve ingress/egress up to 45 percent. Operators can program machine operating settings, including the joystick button controls, and the system stores each setting, based on the operator ID.

The 340 UHD features a 30-degree tilt-up cab design for more productive demolition and a comfortable sight line without neck strain when working on eight-floor buildings. For better visibility of the tool when working at height, the UHD front is work tool camera ready.

The demolition cab is equipped with

Falling Object Guard Structure (FOGS), and front and roof P5A, 0.4 in. laminated glass for safety. The windshield and roof glass feature one-piece parallel wipers with three intermittent settings with washer spray. Standard rearview and sideview cameras provide enhanced visibility of the operating area on the in-cab monitor. A 360-degree bird’s eye camera system is optional.

Simplified Maintenance

Maintenance intervals are extended and more synchronized on the Cat 340 UHD Excavator to lower operating costs and reduce service time. Offering a 50 percent longer service life, the new hydraulic filter improves filtration and features a 3,000-hour change interval while anti-drain valves keep the oil clean during filter replacement. The engine air intake filter with pre-cleaner delivers double the dust holding capacity of the previous design.

Grouped on the right-hand side of the machine, all fuel filters change at a synchronized 1,000-hour interval. Operators conveniently track filter life and maintenance intervals on the new in-cab monitor.

A ground-level shutoff switch stops all fuel to the engine and shuts down the machine, improving safety while servicing. The machine’s new flat engine hood improves rear visibility and incorporates a wide opening design for simplified servicing and oil level checking. All other daily maintenance routine checkpoints are easily accessible from ground level as is the location for draining fuel system water and fuel tank water to help save time. To efficiently collect fluid samples for analysis, all Cat S·O·S ports are conveniently accessed from ground level.

Technology Increases Management Efficiency

Beyond Cat payload, the new 340 UHD with the single retrofit boom is equipped with a host of Cat technologies designed to drive productivity and service efficiency. Cat E-fence and Cat Grade with 2D automatically guides depth, slope and horizontal distance to grade through the touchscreen monitor to boost machine productivity.

SENNEBOGEN870BringsYard-WideImprovementtoCimco

Ron Brenny is operations manager of the largest of seven scrap recycling yards owned by Cimco Resources in Illinois and Wisconsin.

The 26-acre facility in Sterling, Ill., can receive as much as 800 tons of material a day, from plastics to electronic waste, but the bulk of it is destined for the site’s Metso mega-shredder. Cars and farm equipment, demolition scrap and industrial metals are meticulously sorted to match orders for shred from nearby mills.

As Brenny said, “We’re pretty full most of the time. We’re using our whole 26 acres. I have a lot of piles.”

But with the arrival of Sterling’s new SENNEBOGEN electric-drive 870 Hybrid material handler, the entire landscape of Brenny’s yard is changing.

Reaching for Simpler Process

Cimco’s current fleet of 17 SENNEBOGEN scrap handlers is comprised of the mid-range units typical for scrapyard applications: 830 and 835 models weighing in at 85,000 to 120,000 lbs. In comparison, the new 870 Hybrid is a monster: more than 220,000 lbs.

“Ourmainobjectivewastogetthereach,”

Brenny explained. Mounted on a 9-ft. pedestal with a tracked undercarriage, the 870’s 90-ft. boom can reach multiple piles of sorted material without maneuvering. It’s this extended working radius that has changed Sterling’s material handling and stockpiling processes.

Until now, trucks were offloaded at the far side of the yard. To feed the shredder, required material was loaded into trailers and moved up to the shredder’s infeed area, where it was offloaded into piles again. One of the 830 or 835 machines could then move it onto the infeed belt. Now, with the 870, several steps are removed from the flow of material through the yard.

“So that was our goal: instead of transloading everything up to the infeed, we can simply unload right there at the infeed and just grab what we need when we want to run it.”

The new setup is efficient for equipment and for manpower, he said, and it greatly simplifies scheduling the movement of material and really simplifies his life.

With the 870 in service, not only can they position more stockpiles close to the infeed, but it can also pile more material.

“We’re actually able to increase our yard

space because we can pile higher,” said Brenny. “That means we’re using less ground, so we’re opening up more yard now.”

Seeing the impact the 870 has made, Brenny now looks forward to bringing in a second 870 to service the north end of the yard, adding further to Sterling’s total capacity.

Long Reach, Fast Cycles

When Cimco first decided to look into upsizing its shredder loading equipment, the Sterling team was open to all options. Initially, Brenny and his Yard Superintendent, Mike Kapple, and Cimco CEO John Gralewski were attracted to a tower crane. However, a video demonstration of the 870 changed their minds.

“They were just showing the machines at work side by side, loading a barge. And I started counting. And I could see how many cycles the 870 made compared to the other crane. And I’m like, well, that’s a no brainer, guys. That tower crane won’t be able to keep up with my shredder.”

According to Brenny, his operators felt the same way when the 870 was finally onsite.

“They’ve been feeding the shredder with an 835 for 15 years; they know the cycle times. We were all impressed with how fast it is for a big machine, with so much stick out there. They got up in there and were amazed how fast it goes. It’s been in operation since July and they’re still ecstatic with it.”

Less Cost, More Uptime

While the Sterling yard is now handling material more efficiently, Brenny also is seeing direct savings in operational costs with his newest SENNEBOGEN.

The 870 Hybrid features SENNEBOGEN’s distinctive Green Hybrid energy recovery system. Its simple hydraulic design uses the weight of the boom to capture hydraulic pressure on each downstroke, then releases the pressure on the next upstroke to assist the lift. As a result, Green Hybrid models save up to 30 percent of the machine’s operating cost for energy, according to the manufacturer.

Brenny said that the company made a significant investment in infrastructure to deliver the necessary power to the 870’s location at the infeed, but he has no regrets.

“That money up front, we’re getting that back every day,” he said, “just by not pulling up to the diesel barrel every day. And we have no downtime for refueling either. The operator just gets in it, hits the button and he’s ready to go all day.

“With the electric, I can say it’s just a big super bonus for the maintenance side. It’s quiet. There are so many more issues involved with a diesel engine; you got DEF and oil changes and everything else, you know. And that’s all gone.”

Dependable Machines, Reliable Service

Uptime and dependability were key factors for Cimco when the firm began renewing its fleet in recent years.

“We’re all SENNEBOGEN now. That was a good move on our part.”

Brenny also credits the SENNEBOGEN distributorinhisarea,AltaEquipment, forits role in keeping his scrap handlers on the job.

“We try to do most servicing ourselves,” he said, “but when it gets into stuff a little over our heads, we can talk to them, and they help us out over the phone or sometimes come out and get the answers and we’re going again. The whole organization is good to work with: the salesman and the mechanics, they’re good. And they have the parts that you need when you need them. That’s pretty impressive. For Green Gorilla, Finer Finish Leads to More Starts

Dan Beirne is a big believer in the mantra, the customer is always right. So, after a client asked if he could find a way to produce a finer finish after a bush hogging project, he started researching his options.

What he ultimately found was that a finer finish led to many more starts, due to his RK5015 mulcher from Fecon.

When Beirne retired from the United States Air Force after 23 years of military service as a Joint Terminal Attack Controller and Aerial Gunner, he founded the landscaping company Green Gorilla Lawnscapes, in Charleston, S.C.

Operating with an industrial brush cutter mounted on a Kubota SVL-75 Highflow compact track loader, he did good work for his clients, but still sought out ways to improve his craft.

A conversation about producing a finer sized output led him to Fecon and its local dealer, Steen Enterprises in Adams Run, S.C.

Big Dog With Big Appetite

Beirne was so impressed the new mulcher that he nicknamed his machine Cerberus, after the mythical three headed dog, because of its voracious appetite.

He routinely clears thick brush and limbs, even standing trees to 8-in. in diameter, leaving behind a carpet of mulch that is easy on the eyes, and on the feet. With a 2,400 rpm rotation speed, a 45V motor, and a 15 in. diameter rotor fitted with double carbide teeth, the RK5015 eats through brush with ease.

Beirne is very pleased with their resilience and service life, putting logging 170.4 hours on the original set of teeth.

“I was finishing up a six-acre tract when the mulcher head shut down. Sometimes pieces of wood get stuck in there, so I got out to check. It wasn’t a piece of wood.An old bulldozer sprocket was hiding under the brush. I’d have never seen it walking by,” he said.

“This thing chewed it up, but it nicked up my two teeth pretty good, but that thing still cut like a champ. By the end of the day, the teeth worked themselves out. It was pretty cool to see.”

Beirne flipped the teeth at 98.7 hours and greases his machine every four hours.

“If you grease it and take care of it, it’ll last. I haven’t had any issues.”

Much of Green Gorilla’s work comes from a real estate developer, who’s actually the customer who requested a finer product, which led him to Fecon. When the developer buys land to show to potential buyers, he brings in Beirne to clear a path for them to walk along to see the property.

“He buys it up and brings me in there to clean it up. We make paths so the customers who fly in from out of town can get a better appreciation of the property. They don’t want to walk through brush.”

Beirne clears the brush and leaves a nicer, finer mulch that’s much more pleasant to look at and walk on. It’s better for the developer, so he keeps using Green Gorilla for his land clearing projects.

With Right Equipment, World Is Your Oyster

Beirne recently did a brush clearing job for an oyster farm. The farm had been logged about 5 or 6 years ago and was littered with 19 acres of brush.

“It was just overgrown with pines anywhere from three to eight inches, scrub brush. Invasive species like the Asian pear tree, the holly was really thick. You name it, it was in there,” he recalled.

The live foliage wasn’t his only problem, however.

“There were limbs from when they did the logging that were decomposing, stumps that were decomposed enough where this handled it and made it flat to the ground.”

The stumps can be a challenge, but Beirne is very happy with how his RK5015 handled these stumps.

“This head brought them right down.”

The oyster farm job took about 8 days and covered soft ground, hard ground, riverbeds, drainage ditches, and everything in between. Beirne was hired to clear the land so that it could be usable again for other purposes.

“It was both aesthetic and to get functionality,” he recalled. They couldn’t use the land when it was covered in brush, and they wanted it to look nice.

“The biggest thing they’ve told me is the job is neat and clean when it’s done compared to what it used to look like. The guys at the oyster farm told me they’ve dealt with a lot of guys that’ve come in there with mulchers, but he said that our output looked the best.”

The oyster farm was so pleased that it hired Green Gorilla for several future landscaping projects. One

Standing Trees to Create Fire Breaks

Fecon’s FDX36 disc mulcher eradicates standing trees and other vegetation to create fire breaks, fire lanes, defensible fire positions and more.

Ideal for pairing with 15-ton excavators, the FDX36 weighs 2,965 lbs. and features a 36-in. cutting width.

Productivity and versatility are designed in, with 10 knivesonthetopofthedisc,8edgeknivesand8singlepoint carbide tools on the disc bottom. This allows the bottom of the disc to mulch standing trees or brush piles for top-down feeding.

Bottom-up feeding can be accomplished by using the intake feed and the body structure to cut through the trees and then let gravity feed the tree into the disc.

Ahinged right-side door allows operators to snip treetops with either left side or right-side sweeping motions. Closing the cutting chamber by hinging right side door closed creates a smaller product size and limits debris dispersion, while removing the right-side door allows optimum productivity.

The FDX36 is ideal for creating fire breaks, fire lanes, defensible fire positions and other forestry mulching operations.

Durability and productivity are designed into the FDX.A robust bearing carrier houses a heavy duty bearing with an oversized shaft, providing a long service life.An elastomeric coupler protects the hydraulic motor. Integrated pusher pad with rake style teeth allows moving of felled materials or

brush piles, for maximum productivity. The FDX52 is available with similar features for larger excavators.

South Carolina Customer’s New Fecon RK5015 Mulcher Exceeds Expectations

particular job he’s looking forward to is clearing out old dried-up oyster ponds.

“They’re man-made oyster ponds which are overgrown with brush. I’ll be driving down into them and cleaning out the ponds themselves. They’re all dried out, of course. When we finish, they will have more ponds where they can grow oysters in there again. The initial clearing project was mainly for aesthetic and to clean up all the logged area so they can facilitate the land for other functions.”

Beirne also appreciates the ability to do residential work that the RK5015 gives him.

“I can pull my machine right back there and go between trees because it’s so maneuverable. I have the ability to go right up to the tree without nicking it. People are ecstatic about it. I can go right into their backyard,” said Beirne.

“It’s blessed because you can get anywhere with that thing, in between trees, get good angles that the big ones can’t.”

The RK5015 can work in tighter areas and leave a better finish, making it very helpful to use in residential work as well as non-residential.

The smaller mulcher head is not to be underestimated.

“At first, some people were like, ‘Man, that’s not that big of a machine. You’re going to have some long days.’”

Beirne wasn’t worried, as he knew Cerberus could handle it.

“It took me 50.8 hours and $522.10 of fuel to complete 19 acres of thick brush and trees anywhere from oneinch to eight-inches. I averaged 5.6 hours a day mulching,” he said. “I just recently removed a row of thick brush and 5 in. trees along an old cow fence line at the oyster farm. That 1,000 feet clearing project took me less than an hour.”

The more that Beirne gets around, the more work that he generates from satisfied customers. After a storm swept through the area, Green Gorilla was tasked with storm cleanup on a 10-

acre property. Rather than collecting the limbs and hauling them off, his Beirne and his crew mulched them in place.

“We were weaving in and out of pines and large valuable oaks to mulch up downed branches. The property owners told me their place looked like a park when I was done, and they were so happy that they did not have to burn anything.”

They also were pleased with the price, which negated any fees for hauling and disposal of the vegetative debris. What would have taken Green Gorilla crews all day or more to pick up debris only took them 2 hours to mulch up with the RK 5015.

While on that project, a neighbor asked Beirne to mulch up a large burn pile her husband had accumulated but which the wife did not want to burn.

“I mulched it in less than an hour,” said Beirne.

There are a lot of potential projects out there, but that’s okay, because Cerberus has a big appetite. 

As Stellar’s exclusive offering of singlereel trailers, the new trailers feature a refined look, heavy-duty rear tail light boxes and chock blocks standard with every trailer. All new trailers have been certified by the National Association of Trailer Manufacturers (NATM).

Stellar’s lineup of single-reel utility and telecom trailers, formerly known as Roose utility construction trailers, includes models RR-135, RR-160, RR-185 and RR-200.

“This latest line of trailers represents Stellar’s relentless commitment to quality, innovation and top-level customer service,” said Tyler Havens, product manager at Stellar. “Customers will recognize the same durable, reliable features they loved, along with smart new enhancements that truly make these trailers a trusted Stellar product.” Stellar single-reel utility and telecom trailers are designed to help boost the efficiency and effectiveness of cable removal and cable laying processes.

With just one reel and a lower setup, these trailers have a low center of gravity and are perfect for more basic operations and for improving safety. In addition, they provide a convenient way to keep cables neatly contained and organized on the jobsite to pre-

vent them from getting tangled or damaged. Another main benefit of these trailers is their ease of maintenance.

Stellar Trailers are built to withstand chal lenging industrial conditions and are well known for their strength, simplicity and safe ty. They feature easy loading and unloading, helping to keep productivity moving, the manufacturer said.

In addition, Stellar single-reel utility and telecom trailers offer load capacities ranging from 3,500 lbs to 14,000 lbs., along a wide range of reel capacities.

Felling TrailersAdds LP HD Models to Deck-Over Tag Line

Felling Trailers Inc. added the Low Pro Heavy Duty (LP HD) models to its deckover tag line.

Wideset heavy construction equipment like mid-size crawler excavators and dozers can be challenging for any seasoned equipment hauler. The equipment is typically oversized, particularly heavy and unique in shape (length, height and width).

The LP HD has been designed and engineered for transporting heavy (near 50 to 60K load capacities) wideset loads, like excavators, dozers, and other construction equipment.

“As equipment continues to get bigger and wider, how weight is distributed can make or break a trailer. Our LPHD series tag has been designed and engineered to accommodate equipment that has an 8 to 8.5 ft. wide track gauge [center to center of tracks], which will concentrate the machines weight directly over the side rails, typically 10 ft. + overall width machines [some examples: Deere 200/210, CAT 320/323, Komatsu PC210]. This has been accomplished along with incorporating the standard features an operator wants and needs,” said Nathan

Uphus, Felling’s sales manager.

The LP HD series currently consists of two models; the FT-50-3 LP HD triple axle 25-tonandtheFT-60-4LPHDquadaxle30-

The LP HDs are standard with a 6 ft. long double incline beavertail providing 12degree and 6-degree load angles, respectively. The double incline feature eliminates the sharp break-over point, which substantially helps load/unload tracked equipment safely. The 6 ft. double incline beavertail is constructed with 5 in. by 3 in, self-cleaning angles. The 6 ft. by 20 in. ramps, like the beavertail, are built with a 5 in. by 3 in. selfcleaning angle, spring-assist construction, or optional air ramp configurations depending

StellarAnnouncesOpeningofNewPartsDistributionCenter

Stellar, an employee-owned and operated manufacturer of mechanic trucks and cranes, tire service trucks, hooklifts, roll-off cable hoists, trailers and service truck and van accessories, announced the opening of its new parts distribution center (PDC).

The facility is designed to help Stellar in its ongoing commitment to provide customers with the service parts they rely on to keep their equipment running safely and reliably.

“Due to an increasing demand for service parts, we decided in 2020 that in order to continue to satisfy our customers’ expectations, a separate service parts warehouse was needed,” said Nick Anderson, customer service manager at Stellar. “Our new PDC adds value for our customers by increasing the amount of designated service parts in stock and by speeding up the shipping process. Our end goal was to be able to fulfill the majority of service part orders in 24 hours or less.”

In September 2022, the PDC went online. The 20,000-sq.ft. facility is currently stocked with parts to fulfill nearly all common service part orders to help reduce customer down time. The designated four-person shipping team uses the latest packaging and shipping equipment, and most of the orders are shipped in under 24 hours with many shipping the same day.

“Our shipping metrics show just how much of an impact the PDC has made,” said Anderson. “The average lead time to get a service part shipped has dropped by over 6 days from where it was in January 2022 to where it is currently. We are thrilled to be able to provide such prompt and efficient deliveries to our customers — all backed by outstanding customer

service.”

To kick off the project, Stellar began working with a team of manufacturing engineering students from Iowa State University (ISU) who were guided by Stellar’s manufacturing engineering team. The students worked as summer interns in 2020, collecting data in Stellar’s parts area and

shipping department on everything from time to ship an order all the way down to the amount of time shipping personnel spent gathering parts from different areas of the business.

While the ISU students were collecting data, a cross-functional team between sales, marketing, customer service and manufacturing engineering was working to determine what parts needed to be stocked in the warehouse. It was determined that a high percentage of service part orders contain many of the same parts, and by stocking these parts approximately 90 percent of service part orders could be filled directly from the warehouse. To help overcome any supply chain issues and ensure the PDC does not run out of parts due to seasonality or large order quantities, each part is stocked with sufficient inventory.

Once the ISU team completed collecting data and Stellar’s cross-functional team determined which parts to stock, the ISU team went to work designing the warehouse in Stellar’s newly acquired Mason City facility. Using the data they collected, they were able to design a warehouse for maximum efficiency with plenty of room for growth.

“Despite the already overwhelming success of the PDC, there are still many ways we want to continue to improve,” said Anderson. “Initiatives such as tailoring our stock numbers to better meet seasonality and customer demands, creating more efficient kitting methods and keeping up with the ever-evolving world of the truck equipment industry will continue to improve our metrics.”

MEMO from page 28

However, AGC wrote, FHWA and some stakeholders are simply trying to limit a state’s ability to add new highway capacity.

“In analyzing FHWA’s own data, AGC has found that we are already ‘fixing it first.’”

In fact, 80 percent of the funding that states receive already goes toward maintaining and reconstructing existing infrastructure, according to the organization.

“Our interstates were built and designed over 50 years ago, so it makes sense that states are now largely focused on maintaining and modernizing them,” said AGC. “But it is also critical that states have the flexibility to add new capacity to meet the needs of a growing population.”

The memo’s wording produced comment from ARTBA to its members as well.

In detailing Sen. Capito’s push to overturn the memo, the association wrote that it “sought to influence state formula funding project selection.”

This by imposing policy prescriptions not included in IIJA that could make it more difficult to expand roadway capacity.

“The GAO’s classification of the memo as a rule means it must be formally submitted to Congress before it can take effect under the CRA.”

The CRA enables congress to disapprove a final rule issued by a federal agency. The FHWA memo was never submitted to congress, according to ARTBA.

“The GAO confirmed what we have been pointing out for the past year: In its December 2021 memo, FHWA went beyond simply restating existing legal requirements for states — it expressed a policy preference and took steps to implement that preference,” Capito said.

ARTBA wrote that it supports Sen. Capito’s and Rep. Graves’efforts and “will work with them and FHWAto clarify state autonomy in project selection decisions.”

The calls to rescind or revise the Biden administration’s “fix-it-first” policy has its future in jeopardy.

A successful challenge of the policy by members of congress will set off the CRA resolution of disapproval, fasttracking a debate over its future.

As Environment and Public Works Committee chair Sen. Tom Carper of Delaware said, he will stand by the memo’s role. “Congress should not be in the business of disapproving internal policy documents from any administration through the use of the CRA,” he said. “I will oppose any efforts to do so in this case as it would interfere with our ability to rebuild our nation’s roads, highways and bridges.”

Nonprofit Streetsblog reported that pro-highway congressmen and women may leave the bill on Biden’s desk where he could issue a veto.

Biden’s veto would force congress to override it by twothirds majority in both chambers.

“If the president doesn’t take that unprecedented stand, the path to enacting a similar rule in the future won’t be easy,” said Streetsblog.

“Enactment of a CRA resolution doesn’t just overturn the rulemaking; it sows the earth with salt,” wrote Jeff Davis of Eno Transportation. “The CRA says that if a rule is overturned via CRAresolution, then not only is that rule dead, but the agency is forever barred from issuing any rule in ‘substantially the same form’ as the overturned rule, unless specifically authorized in a new law enacted by congress.”

Time will tell if Biden is willing to take such a bold stand, wrote Streetsblog.

An FHWAspokesperson said that the agency is reviewing the letter and will respond directly to the group.  CEG

Controversial FHWA guidance, part of IIJA, suggests states find ways to fix existing pavements instead of growing the country’s highway system through new construction.

Underground Construction Technology International Conference & Exhibition (UCT) is taking your conference to sunny Orlando, Florida, February 7 -9, 2023. UCT will be at the Orange County Convention Center, 9800 International Drive, Orlando, FL. It’s just 11 miles from the Orlando International Airport (MCO). There’s a program track or session for just about everyone. Learn about latest equipment and technologies available to maintain the underground utility infrastructure. Earn valuable education credit. Network with your peers and build important business connections. The Underground Construction Technology International Conference & Exhibition is the meeting place for industry professionals involved in maintaining underground utility pipe infrastructure. Individuals representing water, sewer, gas, telecom and electric utilities attend to learn about the latest techniques used in trenchless, open cut, new construction and pipe rehabilitation. Nearly 200 exhibitors showcase equipment and technologies used to maintain the crumbling utility piping systems.

Jeff Sweatman (L) of Sweatman Farms in Saint George, S.C., is welcomed to the auction by Ross McMillan, Iron Auction Group. Paul Howard of Earthworx & Sales in Waynesburg, Pa., came to auction to bid on the dozers and the paving machines. (L-R) are Ross McMillan, Iron Auction Group; Trey Banks, Banks Construction in Charleston; Stuart Kay and Brian Chappell, both of Linder Industrial Machinery in Charleston; and Ralph Massenburg, Massenburg Construction in Charleston. The auction featured motor graders, excavators and cranes. A contractor in Jacksonville, Fla., purchased the crane. This pair of dump trucks were sold to a grading contractor in Nashville, Tenn. Ted Taylor (L) and Michael Hill, both of Triple T Construction in Sandy Run, S.C., had a few machines in the auction and were hoping to pick up a few as well. Brian Smith and Donell Creel, both of Kahn’s Engineering in Mt. Pleasant, S.C., thought this Cat D6R LGP dozer would suit their needs and planned to bid on it. The auction featured a good assortment of new and used attachments. There was considerable interest from the attendees, so the compact track loaders and mini-excavators were sold above the estimates.
