of combined sewer overflow discharging to Lake Erie. The program was launched by NEORSD in 2011 to meet Clean Water Act standards established to protect the lake from billions of gallons of raw sewage and overflow. Work on the Southerly Storage Tunnel and Consolidation Project (SOTC) started in early 2024, with the tunnel portion scheduled to be finished in early 2028. The followon pump station project, which is needed to activate the system, should be completed in 2030. “The project was bid at $328 million, and the pump station is out to bid now at $71 million,” said Lopata. “The main consolidation sewer project was also bid at $103 million. The total program is funded entirely by the rate payers of northeast Ohio.” The project will hold 63 million gal. of sewage during a storm event that would have polluted the Cuyahoga River. Over a typical year, the tunnel, pump station and NEORSD photo consolidation sewer system will capture and treat 760 million gal. The Southerly Storage Tunnel is a massive deep-rock infrastructure project measuring 18,100 ft.
In Greater Cleveland, crews have reached a milestone on one of the final tunnels connected to the $3 billion Project Clean Lake program. The Southerly Storage Tunnel is a massive deep-rock infrastructure project measuring 18,100 ft. long and 23 ft. wide. “It’s very exciting to see them get past the halfway point,” Northeast Ohio Regional Sewer District (NEORSD) project manager Doug Lopata, told Construction Equipment Guide. “It’s a massive project, and I’m glad to see the tunnel boring machine [TBM] is working well on its second project in the NEORSD program. These projects are impactful to the community during construction, and afterwards with the water quality benefits to the region.” Project Clean Lake is a combination of large tunnels, treatment plant improvements and expansion and green infrastructure designed to reduce the volume long and 23 ft. wide.

New $2B Terminal Takes Shape at John Glenn Airport A massive construction project is reshaping the passenger experience at John Glenn Columbus International Airport as crews continue work on a new terminal designed to accommodate Central Ohio’s growing demand for air travel. The $2 billion CMH Next program is replacing the airport’s existing terminal, which opened in 1958. According to the Columbus Regional Airport Authority, the project is scheduled for completion in January 2029. Construction has progressed significantly during 2026, with the terminal structure, elevated roadways and new parking facilities taking shape across the airport property. As of early September, both the arrivals and departures Columbus Regional Airport Authority photo roadways in front of the new terminal had been completed. The $2 billion CMH Next program is replacing the According to the airport, the lower arrivals roadway will be airport’s existing terminal, which opened in 1958.
the first portion of the new terminal project to enter service, while the elevated departures roadway is being prepared for future use. The expanded curb space will nearly double the amount available today. The terminal itself is being built on a large footprint adjacent to the existing airport facilities. Construction includes extensive structural steel, concrete work, elevated roadway construction and installation of the building envelope. The project reached an early milestone in July 2025 when the first piece of structural steel was installed for the elevated roadway. At the time, the airport said the installation marked the first steel rising above ground level on the $2 billion project. see AIRPORT page 6

Located at 2055 E. Gill Road, the new facility provides customers with access to Cat equipment and rental solutions, including compact equipment, aerial lifts, earthmoving machinery and power solutions.
Today, much more of the building is visible. Recent airport photographs show crews working around a large structural steel frame, with cranes, aerial lifts, earthmoving equipment and other construction machinery operating throughout the site. Work also has moved into portions of the building enclosure. According to the airport’s Sept. 2 update, crews are installing the terminal’s sweeping glass walls, which will provide views of the airfield and Columbus skyline. One of the project’s most distinctive architectural features will be a large skylight above Central Market, the planned center of the terminal. The skylight will cover an area larger than two basketball courts. Dynamic glass is designed to reduce glare and solar heat gain while allowing natural light into the building. Larger Terminal, More Gates The new terminal will encompass approximately 1 million sq. ft. and is designed to accommodate up to 13 million annual passengers, compared with the existing terminal’s capacity of approximately 10 million passengers. According to CMH Next, the facility will have 36 gates, seven more than the airport currently operates. Two gates will be capable of handling international flights and will have on-site customs facilities. The project is being constructed by Hensel Phelps, which was selected as construction manager at risk, with Elford as part of the construction management team. Gensler is the project’s lead architect, working with Columbus-based Moody Nolan.

Ohio CAT Rentals has opened a new location in Port Clinton, Ohio, expanding its rental, parts and service support for contractors and equipment users throughout Ottawa County and along the Lake Erie shoreline. Located at 2055 E. Gill Road, the new facility provides customers with access to Cat equipment and rental solutions, including compact equipment, aerial lifts, earthmoving machinery and power solutions. The Port Clinton location also offers equipment pickup and drop-off, custom hose builds, parts and service support, helping customers reduce travel time when they need equipment or critical support for their jobs. “The excitement surrounding the new Port Clinton location has been evident from both walk-in customers and the contractors we’ve met with on job sites,” said Joe Michel, rental store manager of Ohio CAT Rentals’ Port Clinton location. “Customers appreciate having a conveniently located branch that helps bridge the distance across the large territories they serve, providing easier access to parts, custom
hose builds, service and rental equipment.” Michel said the new location is particularly valuable to local contractors who previously had to travel farther for equipment and support. “Many have shared that the new location will significantly reduce travel time when they need critical parts and support, helping minimize downtime and keep their operations running efficiently,” he said. “The local community and small contractors are especially enthusiastic, as the Port Clinton store provides a reliable equipment partner close to where they live and work.” The Port Clinton location is staffed by Michel and Blake Lucius, rental and sales representative, who are available to assist customers with equipment rentals and other support. The new facility expands Ohio CAT Rentals’ presence in the region while giving contractors and other customers a more convenient location for accessing equipment and services. Parking, Transportation The terminal construction is being accompanied by major improvements to the airport’s ground transportation infrastructure. A new parking garage is being constructed across from the terminal. The approximately 1.5-million-sq.-ft. facility will provide more than 5,000 parking spaces and will be connected to the terminal by a pedestrian bridge. The rental car facility also will connect to the terminal through the pedestrian bridge. The airport also is modifying existing roadways while construction continues. In September, a new permanent eastbound International Gateway roadway opened as work progressed, with additional changes being made around the terminal and parking garage. The airport’s 2026 capital program lists the new midfield terminal project with a total cost of approximately $2 billion and a planned completion date of January 2029. The airport has been implementing roadway shifts, temporary parking changes and other measures as portions of the new facilities come online. When complete, CMH Next will replace the more than six-decade-old terminal with a larger facility intended to provide additional capacity while reorganizing passenger processing, ground transportation and gate access. According to the Columbus Regional Airport Authority, the existing terminal ultimately will be demolished after the new facility opens. CEG

McNally Tunneling Corporation Works On Clean Lake Project NEORSD photo

McNally Tunneling Corporation of Westlake, Ohio, is the SOTC contractor. According to Lopata, crews have literally had their work cut out for them. “The SOTC project is our second large diameter soft ground project. The other large tunnels have been in shale/rock. The soft ground is a challenge to control pressures in front of the TBM, and to not let the TBM remain stationary for the ground to squeeze around it. The soft ground material is also harder to manage on the surface and dispose of, as it’s the consistency of toothpaste.” The concrete tunnel segments are almost complete. The shafts and diversion structures are nearly excavated to make the future connections to The Burke Brook and Morgan Run Culverts. TBM tunneling and shaft work continues at sites 2 and 3, as well as excavation around the 100-year-old Southerly Interceptor in East 49th Street. Setting a flume pipe to maintain sanitary flows to the plant is also required to allow a 72-in. micro tunnel to be installed to connect the interceptor to the Southerly Tunnel. “The site work is all being done to facilitate the tunnel and shaft excavation,” said Lopata. “Site work will move into restoration after the large cast-in-place concrete structures are complete in 2027, and the sites are turned over to other contractors. “Completion of the second half of the tunnel by early 2027 is the critical path. The cast-in-place structures are very complicated to construct on the way up and out of these deep excavations.”
