Once that is complete, they’ll get to work on the foundation, but even that has an unusual twist to it — local roads and bridges are off limits. New Cancer Center Under Construction in Cambridge

Construction of the Guernsey Health Systems (GHS) and Southeastern Ohio Regional Medical Center (SEORMC)’s $12 million, single-story 12,000 sq.-ft. cancer center began last year with an anticipated delivery date of late fall 2020.

Elford Inc. is serving as the construction manager of the project being built on the northwestern side of the Southeastern Med hospital campus in Cambridge, Ohio.

Approval for the construction of the new facility, which will enhance oncology treatment, was approved by the GHS board last June. A good portion of the project, $5 million, is being funded by donations from the community and serious donors such as a $1.685 million contribution from the William Baker family and a $1 million contribution from the Art Shepard family.

To honor these generous gifts, the medical center will be called the Wm. L. Baker Family Medical Building and the cancer facility within it will be the John W. and Edna McManus Shepard Cancer Center.

The need for a cancer center is pressing, and a Community Health Needs Assessment completed in 2014 and updated in 2017 confirmed that cancer care is one of the top needs among citizens in Guernsey County and the surrounding region.

“Southeastern Med’s Cancer Center is a great resource for the area, providing comprehensive, high quality cancer care,” said Dominic Crock, director of Cancer Services.

“Unfortunately, the growing demand for accessible, local cancer care has outpaced our capacity. With modern facilities, upgraded technology, comprehensive programming and increased capacity, a new center enables our team to continue our strong tradition of providing high-quality cancer care, close to home.”

The new center will allow the Southeastern Med team to treat up to eight

chemo patients at one time with two private rooms and have space for up to seven physician exam rooms, providing additional space once more medical providers are needed.

“Our design places radiation oncology and infusion/chemotherapy areas at the opposite ends of the building while our medical staff evaluates patients in the middle of the building,” said Teri Moore, Cancer Center operations manager. “We believe the

building layout will allow for better patient flow and help the team offer a superior patient experience.”

The clinical team has been working in collaboration with the m+a architect team, which designed the building, to work through the clinical processes to maximize the experience.

“The building is designed to have an intuitive flow to help reduce stress in what can be an intimidating environment.” said Wesley Hawkins, m+a’s lead architect. “The large glass lobby located in the center of the building easily denotes the entrance and provides direct access to each of the Radiation Oncology, Medical Oncology and Infusion clinics without passing through other treatment areas. The building takes its cues from the existing surroundings, using exterior materials that complement the existing building with an arrangement of glass and brick that speaks to the serenity appropriate to this type of treatment.”

The center will implement many LEED and WELL building practices and design requirements such as: natural light throughout the building, construction materials that qualify as low VOC (volatile organic compounds), and mechanical systems that meet the stringent ASHRAE standards required for these certifications.

The building was intentionally located to minimize the impact to the existing environment, allowing for reduced excavation while still providing a connection back to the main hospital near the Cardiac Rehab facility.

The facility, expected to be completed in about two and a half years, will sell wholesale power to the energy grid.

“The country is divided into regional transmission areas,” Wilkerson said. “Ohio

is part of an area referred to as the PJM that is a 13-state region. When it was first founded, it included Pennsylvania, Jersey and Maryland, and expanded from there. Ohio is part of the PJM and there is a certain load necessary to remain on the grid. A large number of retired coal fired power plants have been replaced by natural gas plants and renewables.”

The facility will use combined cycle tech-

nology and a dry air cooling system, making it a cost-efficient, fuel-efficient plant, and boosting the local economy through job creation and tax revenue for the community and schools, according to the project overview.

“It works similar to a jet engine,” Wilkerson said. “The phrase-combined cycle is inside the power plant; the main generator is a turbine. When gas goes through it it’s like a huge jet engine. It burns fuels, spins turbines and creates energy. They take that heat from the exhaust and utilize that to put into a Heat Recovery Steam Generator [HRZOG], which heats water, creating steam and spinning another generator in order to create a second level of power. It raises the efficiency rate enormously.”

Benefits to the community are numerous, said Wilkerson.

The project will create hundreds of jobs during the anticipated 30-month construction period. Once complete, the plant will require highly-skilled professionals to run the facility and provide regular maintenance.

“Local workers and businesses are stepping up to meet plant construction and operation needs such as natural gas supply; readily available construction; maintenance and safety equipment; and ongoing plant operations. The anticipated annual plant maintenance budget is $20 million, with at least half of that being spent locally.”

The plant also will partner with local communities, generating additional revenue for the Village of Byesville, which has agreed to provide water and services for the new plant. see PLANT page 7

have access to the high quality of care they receive at Southeast Med while the new innovative specialty center is being constructed,” said Hawkins.

Aarzoo Construction has been awarded the contract for earthwork and utilities and Parnell and Associates has been awarded the contract for asphalt paving. Additional contracts will be awarded in phases.

“Healthcare construction, including this project, is particularly challenging,” said Randy Duncan, Elford’s vice president. “It is absolutely critical that hospital operations take precedence over construction. We have worked collaboratively with SEORMC staff to ensure that our project plan is coordinated with hospital operations and incudes components such as fencing for separation of hospital patients, visitors, and staff from construction operations. We also are providing adequate signage to ensure all can find their way. Additionally, we continuously communicate so the plan can be changed as required. Safety always comes first.”

Sufficient space has been secured to store materials and set up field offices.

“Some soft soils/fill was encountered in a part of the new parking lot, which will be mitigated during construction,” said Duncan. “Our relationship with SEORMC and m+a architects is outstanding. We have successfully worked with both entities before, and we will be able to collaboratively construct this building. The main points for this project are proper planning and communication with the hospital to ensure their operations are not impacted.”

The operations began with the earth work and site prep for the new parking lot.

“The work is moving along nicely,” said Duncan, who noted that the depth of the foundation for the cancer center will be typical spread footings as it does not have a basement. “Although GPS enabled equipment isn’t necessary to complete this project, we expect that most major equipment will be have this capability.”

The excavation generated a small amount of earth and rock. Steel erection began in the early spring.

“We would expect the steel for a building of this size to be sent to us in three or four deliveries,” said Duncan.

The plan is to enclose the building by August. The facade is primarily brick with metal panels, curtainwall and punched openings. Operations to install the HVAC, plumbing, electrical, and other systems will take a few months to complete.

Peak days will see 40 construction workers on-site. New materials being brought in will include 555 tons of concrete and 59 tons of steel.

Equipment for the ongoing and later construction, brought in by the subcontractors, includes dozers, excavators, cranes and loaders from various manufacturers. The subcontractors purchase and rent equipment from local and regional dealerships.

Duncan knows the team will meet the delivery date.

“The schedule is aggressive, but realistic,” he said. “We do not anticipate any issues with a timely completion.”  CEG

ALL Crane Rises to Challenge of Building Boom in Columbus A strong national economy encourages construction opportunities. However, even a strong national economy typically results in construction growth that tends to be regional. This has not been a problem for central Ohio, and Columbus, Ohio, continues to defy the odds for a mid-sized Midwest metro area by remaining a hotbed of new construction.

When Rich Randall, general manager of ALL Crane Rental Corp. of Columbus, a member of the ALL Family of Companies assumed the GM position in mid-2018, education, medical, commercial and industrial sectors were all strong performers. That has continued, with some surprising new contenders added to the mix.

In 2019, the tech sector and warehouse/distribution centers came on strong. In particular, the Columbus suburb of New Albany has become the epicenter for construction of data centers for the tech sector. In a business where there are no bigger names than Amazon, Google and Facebook, all three are investing in data centers there.

Big tech needs a lot of digital storage for its information, plus redundancies on top of redundancies to protect that information. It takes a lot of space. Data centers — basically, huge warehouses for computer servers — serve that function.

It’s hard to fathom just how large these buildings are. When complete, Facebook’s New Albany campus will comprise three buildings and 1.5 million sq. ft. Google is working on its New Albany data center, and, although its planned size has not been released, the project will cost $600 million.

With that kind of price tag, it’s likely to be a mega structure as well.

But what does this mean for ALL? “Data center construction projects are done in multiple phases and can take years,”

said Randall. “That means consistent work for our branch. These jobs also require a wide range of equipment — from boom trucks all the way up to a 550-ton unit with luffer — so they give us an opportunity to show off the breadth of our fleet.”

Randall pointed out that his yard’s full lineup of equipment is augmented by sister branches that surround his. From Cleveland to the North and Indianapolis to the West and Pittsburgh to the East — the ALL Family aligns itself like links in a chain, with each branch made stronger by the proximity of

the others.

“It really doesn’t matter how wide-ranging the demand, we can get the equipment,” said Randall.

Data centers can already use as much electricity as a small town, and protecting the integrity of the data also requires backup generators — a lot of them. It’s not surprising that just one building at one of these data centers required a dozen generators on the roof. Each unit comes in two pieces, and each piece weighs 120,000 lbs. To set these large and vital pieces, ALL used a Manitowoc MLC300 with VPC-MAX for the task. It was configured with 157 ft. of main boom at 54.2 degrees, and 474,100 lbs. of VPC-MAX counterweight.

Randall is especially proud of how his branch responded when a brand-new customer entered the scene, and they quickly forged a relationship based on reliability and performance. An Illinois-based firm won the contract to build several retail distribution centers in the Columbus area.

“Being from out of state, they had never worked with us before,” said Randall. “So that first job was vital, and they were really pleased with how well it was executed. So much so that when that job was finished, they asked to move the entire operation — same equipment, same operators — to their next distribution center site. When we have an opportunity to build relationships and watch them take root, that’s one of the most satisfying aspects of the job.”

Heavy lifting at these sites was done by a 220-ton Manitowoc 14000 with 160 ft. of main boom. All three jobs involved setting precast panels. ALL also provided an 8,000lb. telescopic material handler on all three sites and 40- and 60-ft. mobile elevating work platforms.

Financing Closes for Hillcrest Solar Project in Brown County Innergex Renewable Energy Inc. announced the closing of a construction financing, tax equity commitment, as well as a seven-year term loan facility for the 200 MW Hillcrest solar photovoltaic project located in Brown County, Ohio. In aggregate, the $191.8 million financing was led by CIT’s Power and Energy group and includes MUFG and Mizuho, as well as Wells Fargo as the tax equity investor. The project was acquired in October 2018 from a joint venture between Open Road Renewables LLC and MAP Energy LLC, the initial developers of the Hillcrest project.

“Securing Hillcrest’s financing is an important step forward, and we are very pleased with the terms of the agreement we have reached,” said Michel Letellier, president and chief executive officer of Innergex. “This agreement confirms Innergex’s strong ability to raise significant funds even during the harshest economic environment seen in decades.

lenders and our tax equity partner throughout this process.

The construction of Hillcrest began earlier this year and is progressing well. We have contingency plans and measures in place to address any problems that may arise due to the current pandemic, and unless a decree is issued to halt construction, Hillcrest should come online by the end of the year.”

The total construction costs are estimated at $279.5 million and will be partly financed through a $82.0 million construction term loan and a $109.8 million tax equity bridge loan provided by a lender group composed of CIT Group, MUFG and Mizuho. Innergex will fund the remaining $87.7 million equity commitment. At commercial operation, Wells Fargo’s Renewable Energy & Environmental Finance group will provide the tax equity investment used to repay the tax equity bridge loan.

“We are very pleased to again support Innergex as it continues to expand its portfolio of renewable energy projects,”

said Mike Lorusso, managing director and group head of CIT’s Power and Energy business. “Innergex is making major strides in advancing the growth of renewable power and CIT is proud to play a role in facilitating that growth.”

The project should receive a federal Investment Tax Credit (ITC) sized to approximately 30 percent of the project’s eligible value. Hillcrest is expected to produce a gross estimated long-term average of 413.3 GWh and a $10.7 million projected adjusted EBITDA on average for the first five years of operation.

A power purchase agreement was signed last November with an investment grade rated U.S. corporation for Hillcrest’s electricity production, which will be effective when the facility reaches its commercial operation. Innergex is required not to disclose the terms and conditions of the agreement until the other party has made public the information. 
