With completion expected in 2027, the nearly $4 billion Hampton Roads Bridge-Tunnel (HRBT) Expansion Project continues making headlines as the largest highway construction project in Virginia’s history. Most recently, officials have been celebrating the major milestones reached in 2025.
“It was the biggest and most meaningful year to date,” said Ryan Banas, HRBT Expansion project director. “We completed mining the twin tunnels,
setting records for daily production rates for a tunnel boring machine [TBM] of its size.
“We also opened the first two lanes of the new eight-lane South Trestle Bridge that carries traffic between the facility’s South Island and Willoughby Spit in Norfolk. Additionally, many traffic shifts of various lengths were completed on the eastbound roadway in Norfolk, totaling nearly six miles of new and widened roadway open to traffic.”

Because of the infrastructure sector, the surety insurance market is achieving profit margins it hasn’t seen in 10 years.
Experiencing “a golden era of profitability,” these insurers also can thank the fed for funding the transportation construction initiatives that are feeding steady demand for contractor and developer bonds.
Though not without its challenges that could erode big gains, the surety market is looking good.

PA Turnpike Wins Awards for Engineering Excellence

“The Pennsylvania Turnpike has set the standard for transportation since the day we opened. We remain dedicated to not only maintaining but also elevating the quality of our roadway to ensure safety for all who ride and work on it,” said Mark Compton, PA Turnpike chief executive officer. “We are honored to be recognized alongside our partners for the innovative ways we’re preserving and enhancing America’s first superhighway.”

Lane Secures $389M Contract to Modernize I-64 in Norfolk, Va.
The Lane Construction Corporation, the United States subsidiary of the Webuild Group, will modernize a critical stretch of Interstate 64 (I-64) in Norfolk, Va., under a $389 million design-build contract commissioned by the Virginia Department of Transportation (VDOT).
The project is designed to improve travel efficiency and reliability along the I-64 corridor by reducing congestion and offer managed lanes as an alternative during peak travel times in one of the East Coast’s most dynamic regions.
This award reinforces Lane’s leadership
in delivering sustainable, resilient infrastructure in one of its key United States markets.
The company is currently constructing the 4A/4B segment of I-64 from west of Denbigh Boulevard to east of LaSalle Avenue in the Hampton Roads District as well as a $61 million contract for the Minnieville Road Interchange in Prince William County, Va. It also is conducting taxiway pavement repairs at Naval Air Station (NAS) Oceana in Virginia Beach. The contract follows a recently secured $643 million award for the Westshore Interchange project in Florida.
The new project spans approximately 7 mi. of the I-64 Hampton Roads Express Lanes (HREL) corridor. It will convert the three existing east and westbound general purpose lanes and shoulders into one part time, high-occupancy express shoulder lane and three general purpose lanes in each direction, while widening and/or rehabilitating 19 bridges and replacing two bridges along the route. These improvements are designed to enhance safety, reduce travel times and ensure smoother traffic flow. Completion is scheduled for late 2029, with new design solutions aimed
at minimizing disruption to traffic during construction and reducing long- term maintenance needs.
Lane’s recent delivery of the I-495 NEXT project in the Washington, D.C., metropolitan area and modernization work at Naval Air Station Oceana further illustrate the company’s role in advancing infrastructure that supports economic growth and more livable communities across the United States — Webuild’s third-largest market by revenue.

Marshall Machinery Continues Growth in Pa., N.Y., N.J.

Marshall Machinery has long been a familiar and trusted name in northeast Pennsylvania. Founded in 1959 by John Marshall as a used dairy farm equipment dealership, the company steadily evolved alongside its customers.
Early expansion included adding the Allis Chalmers manufacturer line, followed by Kubota in the early 1980s — a move that would ultimately help define the company’s future.
That growth story is closely tied to secondgeneration owner Earl Marshall. Raised in the business his father built. As soon as he was old enough, he was sweeping floors, stocking parts and eventually driving delivery trucks. Over the years, he worked in virtually every department — parts, service and sales — gaining a comprehensive understanding of the dealership’s operations.
“I was fortunate to have the opportunity to learn the business from the ground up,” said Earl Marshall. “I was and still am willing to roll up my sleeves to help this business succeed and all our team members succeed.”
In 2005, Earl Marshall officially took over leadership of Marshall Machinery. One of his first major initiatives was the construction of a new facility in Honesdale, Pa., designed to support growing customer demand. Built on the original Marshall family dairy farm, the location remains the company’s headquarters and includes an in-house fabrication and body shop — a reflection of Marshall Machinery’s hands-on, customer-focused approach.
Accelerated Expansion
Since 2016
Marshall Machinery’s footprint expanded significantly over the past decade. The Swiftwater, Pa., location was acquired in 2016, followed by the addition of Middletown, N.Y., in 2019. A particularly
transformative year came in 2021, beginning with the relocation of the Swiftwater branch to Tannersville, Pa. Shortly thereafter, the South Abington Township (Clarks Summit), Pa., location was added, and later that year, a Johnson City, N.Y., branch joined the Marshall Machinery network.
Since that time, the company has continued to expand strategically, both geographically and operationally.
• Belvidere, N.J. (2023):
Marshall Machinery entered the New Jersey market with the acquisition of S&L Equipment in Belvidere. The facility consists of approximately 30,000 sq. ft. across three buildings and includes eight service bays. In addition to Kubota, the location offers Scag equipment, strengthening Marshall’s presence in central New Jersey and Warren County.
• Millstone, N.J. (2025):
A major milestone followed with the acquisition of the former Highway Equipment location in Millstone, formerly associated with the Harter Equipment group. This facility can support eight technicians and carries Kubota along with KOBELCO earthmoving equipment and Bell Trucks. This move further deepened Marshall Machinery’s roots in New Jersey.
• Binghamton, N.Y. (2025):
Most recently, the Johnson City, N.Y., operation was relocated into a brand-new, purpose-built facility in nearby Binghamton. The new location spans nearly 19,000 sq. ft. and features six service bays, with capacity for up to eight technicians. The store offers new Kubota tractors, mowers and RTVs, along with rental and used equipment. Bright Outlook for Surety Bonds Even With Slowdown
The industry’s direct incurred loss ratio improved dramatically, falling to 20.5 percent through the 2025 third quarter, compared with 24.9 percent in 2024.
The surety line maintained relatively stable pricing, with increases of less than 1 percent for 13 of the past 14 quarters, according to the AM Best report.
Despite that, the line generated nearly double-digit premium growth through the first nine months of 2025, the report said.
R&I editors wrote that the surety industry had a net profit margin of 45.6 percent in 2024. That’s its highest level since 2014.
The industry’s underwriting profits topped $2.35 billion for the third consecutive year, according to the Best research.
“This organic growth … demonstrates the robust underlying demand for surety bonds as contractors undertake more projects,” said R&I.
They believe the growth is driven by “macroeconomic factors rather than rate increases.” Chiefly, the IIJA, IRA and the CHIPS and Science Act.
These federal transportation-related bills have been instrumental in propelling this expansion, AM Best said.
“These legislative initiatives have directed substantial funding toward clean energy and semiconductor manufacturing projects,” said R&I.
And at the heart of them, many of these initiatives require surety bonds for contractors.
Bright Outlook Despite Potential Slowdown
The Small Business Administration (SBA) announced in January that its Surety Bond Guarantee (SBG) program delivered record results last year. With $10.6 million in guarantees, the program enjoyed the strongest year in its history, supporting more than 2,200 small businesses.
“Especially those within the construction contracting, manufacturing and fabricating sectors,” said the federal agency.
Beyond surpassing $100 billion in small business lending and investment in 2025, the SBA guaranteed a record $10.6 billion through the SBG program. Through its SBG program, the agency provides a guarantee on surety bonds for certain surety companies. This, it said, allows the companies to offer surety bonds to small businesses that might not meet the criteria for other sureties.
“Surety bonds help small businesses compete for and win public and private contracts by providing … a guarantee that the work will be completed.”
Last year, the agency approved record lending through its 7(a) and 504 loan programs, totaling $45 billion to more than 85,000 small businesses, it noted. Combined with capital deployed through the SBIC and SBIR programs, the agency supported more than $100 billion in capital in FY25.
However, Kenneth Araullo with Insurance Business magazine reported funding from IIJA will wind down as the legislation expires in September 2026. This “could result in a slowdown in public spending,” he said, but “other sectors are presenting growth opportunities for surety insurers.”
Demand is expected to continue this year, said Araullo, in tandem with insurance solu-
tions for renewables, data centers and infrastructure for power needs.
As tech advances and insurers explore emerging risk areas, “the build-out through additional projects may spur future premium growth,” David Blades said.
Associate director of AM Best, Blades attributes the growth to public and private infrastructure initiatives over the near term.
Surety insurers may see an increase in bottom-line profits for the year, said Robert Valenta, a Best senior financial analyst.
Aggregate premiums are higher and loss ratios lower during the first nine months of 2025, he said.

Banas explained that with so much work taking place beneath the ground and out of view of the traveling public, opening the new South Trestle Bridge was a celebration for everyone involved.
“For our crews, it meant having the satisfaction of knowing they contributed to what is thought to be the widest bridge in Virginia, at 202 feet. For the public, it meant finally having the opportunity to drive across the very structure they’ve been seeing rise up from the bottom of the bay for the last four years.
“It’s very humbling to see the first vehicles traverse a structure that is designed to handle more than 130,000 cars a day, with a lifespan that will exceed 100 years. It’s awesome to think of the billions of trips the new structure will support over its lifespan.”
Hampton Roads Connector Partners (HRCP), a designbuild team, is constructing the project. HRCP is a joint venture consisting of multiple partners, with Dragados USA serving as lead contractor and HDR and Mott MacDonald as lead designers.
Banas also noted the project would not be possible without the collaboration of the Hampton Roads Transportation Accountability Commission (HRTAC).
“Ninety-two percent of the funds for the expansion are raised in the region, and HRTAC manages the funds through a commission of locally elected leaders and executives. These funds are earmarked for projects of regional significance that increase capacity.”
Banas said experience has been crucial to the success of the project.
“The Virginia Department of Transportation [VDOT] has relied heavily on the experience of fellow owners in its preparation for the project, the years of expertise brought by the project’s design-builder to tackle such a massive undertaking and the knowledge of the nearly 2,000 engineers, craftspeople and support staff to tirelessly deliver the project.”
Breakthrough day was particularly meaningful, with eyes from around the tunneling world laser-focused on the project.
“Mary the TBM emerged through the headwall after 99 weeks of mining her two tunnels. It marked the completion of years of planning for the twin tunnels and the culmination of a generational tunnel project coming to fruition. VDOT’s Commissioner Stephen Brich orchestrated a series of remarks from guests of honor, including U.S. Transportation Secretary Sean Duffy and Virginia Governor Glenn Youngkin.
“The governor highlighted the significance of the expansion project, especially for military readiness by ensuring personnel are ready to respond when duty calls. Most rewarding was the sense of accomplishment clearly visible on the faces of the men and women who worked tirelessly and diligently throughout the tunneling process.”
According to Banas, the tunnels were each completed in less than one year. Excavation occurred 24 hours a day, five days a week. Weekends were reserved for equipment main-
tenance and supporting activities that were conducted around the clock to support the next week’s mining operations.
“Mary moved more than one million cubic yards of material. Once excavated by the cutterhead, material was mixed with slurry and transported up to three miles to the surface of South Island through 22-inch diameter steel pipe. The pipe, delivering as much as 13,200 gallons of soil-slurry mixture per minute, emptied into the slurry treatment plant. Here, soil was separated from the slurry, recovering soil as fine as half the thickness of a human hair.
“Simultaneously, the TBM placed concrete segments to build the tunnel liner. Each ring, measuring six feet to six inches in width, was composed of nine concrete segments weighing as much as 20 tons. In total 21,465 segments were placed, creating 2,385 rings, leaving behind two tunnels with a combined length of just over three miles.”

Tracey Road Equipment has strengthened its leadership team with the addition of Brian Slavinski as general manager of Pennsylvania, overseeing sales and operations across the company’s four locations in throughout the state.
Based in northeastern Pennsylvania, Slavinski brings more than 25 years of sales and leadership experience, including 15 years of experience in the construction equipment industry, along with extensive OEM experience spanning both the United States and Canada. In his new role, he is responsible for all aspects of Tracey Road Equipment’s Pennsylvania operations, including sales, parts, service, staffing, facilities and long-term growth strategy.
Slavinski’s career in the construction industry began at a family-owned construction equipment dealership in northeastern Pennsylvania. During that time, he developed deep relationships with contractors, municipalities and dealers and gained firsthand experience with the day-to-day realities of equipment ownership and jobsite demands. He shared that this experience was a key part of developing his success and reputation within the industry.
That reputation led him to the OEM side of the industry, first joining the Yanmar Compact Equipment team as business development manager for the Northeast. He later transitioned to Hyundai Construction Equipment, where he helped launch and grow the brand’s HX Series compact equipment lineup and ultimately managed a full-line territory across the Northeastern United States. During his time with Hyundai, Slavinski first worked closely with Tracey Road Equipment and company president, Jerry Tracey. While he initially had no plans to return to the retail side of the business, Tracey Road’s operational model, culture and long-term vision consistently stood out.
“From the outside, you could see that their New York operation worked — and worked exceptionally well,” Slavinski said. “They have strong processes, long-tenured employees, unmatched customer relationships, and a true family atmosphere. That combination is rare, and it’s powerful.”

BOMAG’s new BP Series of single direction vibratory plate compactors are built to deliver durability and compaction results across a range of applications from soil and paver block to asphalt construction and paving, according to BOMAG.
The new line consists of six gas engine models — BP 10/30, BP 12/35, BP 12/50, BP 15/40, BP 20/45 and BP 25/50 — offering compaction widths from 12.6 in. to 19.7 in. It features a refreshed exterior design, an enhanced operator cab and several new standard and optional features built and optimized for the North American construction market.

The Cat 325 excavator features standard technology like Cat grade with 2D, grade assist, lift assist and payload to help boost productivity by allowing operators to work accurately, efficiently and quickly, according to Caterpillar.
Long heavy-duty undercarriage with oversized 8 in. track pitch delivers stability and durability in harsh, uneven ground conditions, including site preparation, land clearing and forestry. Equipping the 325 with the optional blade simplifies backfilling and helps keep the machine leveled when working on slopes.
Featuring a 16,540 lb. counterweight, the new configuration enhances balance and control even when equipped with attachments like a blade, variable angle boom (VAB), heavy-duty stick, bucket thumbs or quick coupler.

New settings and assistance systems supplement the comprehensive range of Liebherr generation 8 crawler excavators. These developments aim to better meet the market requirements when it comes to performance, energy efficiency and ease of use, according to Liebherr.
New Options
With LPE mode (Liebherr power efficiency), Liebherr is taking an important step towards energy management for its crawler excavators. This system, now integrated as standard on R 922 to R 945 G8 models, continuously optimizes the hydraulics and the diesel engine and reduces fuel consumption by up to 10 percent — without compromising productivity, according to Liebherr.
Easy to activate and able to store the operator’s preferred settings, LPE mode also offers a temporary performance boost for key movements, ensuring fast, precise and efficient work suited to every job site.
Liebherr’s new diesel exhaust fluid filling pump enables direct filling from the ground, and eliminates any risk of overflowing, contamination and corrosion, according to Liebherr. The operator no longer has to climb onto or off the upper carriage. The procedure is designed to save time. In conjunction with the fuel filling pump, this Liebherr solution is establishing itself as a clear benefit on demanding building sites.
2D Control, BFA, Weighing Device, Skyview 360
The Leica 2D control system is now available as standard. Fully integrated into the main display, it provides an interface with clear, color- coded visuals for leveling and earthmoving tasks. The system delivers precision within .79 in. and offers configuration to suit any project, according to Liebherr.
The 2D guidance system also is expandable, enabling “3D ready” options from Leica, including passive 3D or semi automated 3D functions for even greater accuracy on demanding jobs. The result is higher productivity, enhanced safety and ease of use through a streamlined, operator friendly interface, according to Liebherr.
With the bucket filling assistant (BFA), Liebherr is automating bucket filling in order to optimize excavation cycles. A simple joystick command is sufficient to trigger the completely automated process that allows fast, precise and consistent bucket filling, according to Liebherr.
Available as a full factory installed feature or via software update, the BFA system includes an anti stall function that prevents bucket blockage, delivering productivity, reduced operating costs and ease of use. To enable users to get to know this assistance system, Liebherr offers 500 hours complimentary BFA use.
The weighing device also is integrated directly into the main display for the generation 8 crawler excavator as standard. This system measures with a precision of approximately 2 percent in real time during the entire loading cycle. Due
to automated data recording via Liebherr Connect (depending on the license), users benefit from optimum tracking and complete traceability, according to Liebherr.
This feature is available from the factory site or via a software update and guarantees optimum HGV loading, reduces the risk of overloading and avoids potential fines. To test this system, Liebherr offers the opportunity to use it for 500 hours free of charge.
With the Skyview 360 degree assistance system, Liebherr places safety at the forefront of every job site. This system uses four heated, high resolution wide-angle cameras to deliver a complete all round view, ensuring even blind spots remain visible in cold weather, according to Liebherr.
Operators can select from six individual views or opt for a computer-generated 360 degree bird’s eye view, displayed on an adjustable additional screen. Available from the factory site or as a retrofit solution, Skyview 360 degree allows for early obstacle detection, even in tight working environment, according to Liebherr. Compatible with all Liebherr
G8 excavators, the system includes cameras, a computer unit, displays and accessories — designed for straightforward installation and seamless replacement of existing systems.

Volvo CE Unveils EC950 High Reach Demolition Excavator
Volvo Construction Equipment announced the launch of the EC950 high reach — the largest high-reach excavator in the Volvo portfolio. It joins the EC400 high reach, EC500 high reach and EC750 high reach machines.
As the industry increasingly shifts toward high-reach dismantling for multi-story projects, purpose-built excavators offer a safer and more controlled solution. The EC950 high reach combines a modular multiconfiguration design with outstanding stability, advanced demolition technology and safety features to deliver powerful, reliable and efficient performance on the tallest and tightest job sites, according to Volvo.
“The EC950 high reach is the latest special application solution from Volvo,” said Tony den Hoed, director of strategic demolition accounts of Volvo Construction Equipment North America. “It has an operating weight of over 400,000 pounds and maximum height of 161 feet while working with a 7,500-pound tool. It combines size, strength and intelligent design to enable customers to achieve outstanding results on the largest and most challenging demolition projects.”
The EC950 high reach was developed by Volvo engineers in collaboration with Volvoauthorized partners. All aftermarket parts and the warranty are provided by Volvo CE North America and its local dealer network.

Modular Design for Ease of Transportation
A key concern for customers operating machines at this scale is the challenge of transportation. Volvo has considered every element of the EC950 high reach’s design — including weight, height and length — to ensure that it remains within standard transportation dimensions, according to Volvo.
Central to this is the modular multi-configuration boom and arm concept, which allows for simple assembly and disassembly. This is complemented by a series of solutions for easier transportation, including hydraulic removable counterweight, detachable side tracks, modular boom and arm sections and hinged walkways. The modular design of the undercarriage with hook-on track units further reduces the transport weight of the separate parts of the machine. With a maximum transport height of just 11 ft. 9 in., hook-on-type modular joints and hydraulic cylinder-type pins, the machine can be quickly configured on-site to suit the specific job requirements at hand.

A tilting cab with up to 30 degrees of tilt provides upward visibility, while the removable 84,000-lb. counterweight and new undercarriage design support safer handling of heavy loads.
Real-time safety monitoring is delivered through the Volvo total moment indicator (TMI), providing operators with continuous
help prevent tipping or overloading and ensuring safer, more efficient demolition operations. Volvo Smart View cameras with optional obstacle detection enhance safety for operators and site teams, according to Volvo.
The high-visibility cab is fitted with P5A certified polycarbonate windows and a frame-mounted falling object guard (FOG), helping to protect operators from falling debris. Additional features like undercover protection, full track guards, a slew ring cover and boom and bucket cylinder protectors further safeguard critical machine components.
CareTrack standard telematics and ActiveCare direct advanced telematics provide real-time machine health data and predictive maintenance alerts to keep fleets productive and protected.
Operator Environment
With the EC950 high reach, Volvo continues its well-established reputation for providing industry-leading operator environments. Inside the spacious, low-noise cab, all machine interfaces — including joysticks, keypad and LCD monitor — are ergonomically positioned for intuitive and efficient operation. Easy cab access is provided via a wide door opening, while hydraulic dampening mounts and sound-absorbing lining reduce shock, vibration and noise levels,
according to Volvo. A fully adjustable ergonomic seat with independently moving joystick console allows operators to tailor the cab to their preferred working position, supporting comfort, safety and productivity over long shifts. Whatever the weather, an integrated heating and air conditioning system distributes pressurized, filtered air through multiple vents to maintain a comfortable working environment.
Cleaner, Safer Work Sites With Integrated Dust Suppression
In response to the increasing scrutiny and regulation demolition operations face around dust creation, the EC950 high reach comes complete with an integrated dust suppression and cleaning system. Dual water spray nozzles effectively control airborne dust, while a high-pressure washer helps keep components clean during operation. Hyundai Adds HW100A Wheeled Excavator to N.A. Lineup
HD Hyundai Construction Equipment North America is adding the 25,221-lb. HW100A to its lineup of wheeled excavators, which ranges from the R55W-9A at 12,240 lbs. to the 46,690-lb. HW210A.
Digging to a depth of 13 ft. 11 in. and delivering 101 net hp, the Hyundai HW100A is powerful enough for a variety of applications, yet is particularly suited for road and bridge work, roadside projects and other jobs where the ability to move on paved surfaces is critical. Its compact size, 360degree swing capability and articulated boom allow it to work in congested and tight spaces where larger equipment can’t, according to Hyundai.
This new compact excavator features a spacious cab with a fulllength glass door for ease of entry and egress, as well as a heated, airsuspension seat and other comfortrelated features. For safety, the HW100A comes standard with right and rearview cameras, LED light package and other features.
Like other Hyundai wheeled excavators, the HW100A has the options of AAVM (all-around view monitoring) and rear radar for added job safety and peace of mind when working in congested spaces, according to Hyundai.
With a maximum speed of 24 mph, the HW100A offers three steering modes: four-wheel round,
which provides the tightest turning radius, with the traction and control needed for operating on rough terrain; four-wheel crab, which provides the ability to maneuver diagonally; and two-wheel steering, which delivers better fuel economy while still providing agile handling.

This program is managed by full-time Telematics Coordinator Roy Landsiedel, who monitors machine health, identifies fault codes and works directly with customers to schedule service or parts before issues escalate. Many customers now rely heavily on this system and have even added older machines to the telematics platform.
Marshall Machinery also continues to expand its rental fleet — an offering that is sometimes overlooked but central to its strategy. The company provides both short-term and long-term rental options, offering greater flexibility than large national rental chains and allowing contractors to scale their fleets efficiently.
According to Earl Marshall, Marshall Machinery’s equipment lineup is well suited to its core customer base: excavation contractors, landscapers, utility contractors and municipalities. Kubota’s reputation for reliability, ease of maintenance and strength in compact equipment aligns closely with

“We try to serve both new and used buyers,” said Marshall. “The units that come out of our rental fleet for sale are a good option for these used buyers because these units are oftentimes latemodel and low-hour, which can be a good option for many buyers.”

New Buildings Under Construction On North, South Islands
Mary is more than 46 ft. in diameter, and is composed of five major pieces, with a total weight just under 10 million lbs. Upon her cutterhead, which can rotate up to 2.5 times per minute, Mary is equipped with 198 scrapers, 26-disc cutters and 11 center tools specifically designed for the project’s subsurface conditions.
Dismantling Mary began almost immediately upon completion of mining.
“The process is lengthy and quite delicate, ironic given the massive scale on which the machine operates,” said Banas. “Crews very carefully unbolt, cut and dismantle the machine in pieces prior to preparing for shipment back to the manufacturer. It’s very likely that parts and pieces of the machine will be used in future TBMs once properly inspected and maintained. It’s expected that the last pieces of Mary will leave the project in February 2026.”
Banas said one of the biggest challenges for crews is continued coordination among the project areas.

Ongoing work includes completion of the tunnel approach structures, phasing the South Trestle Bridge to the new and existing tunnels; completion of a new North Trestle Westbound Bridge; finishing the new Mallory Street Bridge in Hampton; demolition of the existing westbound and eastbound trestles; and interstate and bridge widening in the existing right-of-way along the project’s 10-mi. corridor.
On the North and South Islands where tunneling occurred, more than a dozen buildings are being constructed to house maintenance and tunnel support operations and a new traffic operations center. In the tunnel, crews are hard at work constructing the roadway, installing safety features and completing the tunnel systems that will allow for a safe trip across the harbor.
Banas said tunneling for the twin tunnel was a mirror image of the first bore, except it was approximately 36 ft. longer, due to its curved alignment adjacent to the first tunnel. The second tunnel was completed three

“To begin the second tunnel, the cutterhead and shield had to be turned around and aligned to the headwall. Nitrogen sled technology aided in turning the cutterhead and shield with needing to dismantle the entire machine. This simplistic, yet innovative technology saved the project months and also set world records along the way.
“The four trailing gantries were then extracted from the first tunnel, lifted to the top of the North Island using two 800-ton cranes, turned and set back into the cell to be reattached to the TBM to begin the second bore.”
The South Trestle Bridge added 1.2 mi. of new deck length to the facility’s inventory. Concrete pipe piles were driven upwards of 80 ft. into the bay bottom; more than 800 precast concrete beams were placed; and stainless steel and carbon fiber reinforcement were used to extend the bridge’s service life, along with low permeability concrete that resists chloride intrusion and prolongs the onset of corrosion.
Heavy equipment on the job has included 600 and 800-ton cranes, barges, tugboats, unmanned survey boats and a special beam launcher that was erected on site to set near-

As for the weather, said Banas, “We’re very fortunate in Virginia in that we have a very temperate climate that’s conducive to year-round construction. Working adjacent to the Chesapeake Bay means we have to keep an eye to the sky for quick afternoon storms. Our contractor considers the likely occurrence of weather in its schedule and works alternate shifts when necessary.”
Banas acknowledged it’s tremendously satisfying to be involved in such a monumental project.

IIJA Expiration Could Lead to Uncertainty in Planning for Contractors in 2027, Beyond

Valenta noted, too, that results through that period show both continued growth for surety insurers and favorable underwriting trends.
Insurance Business reports that surety insurers have maintained underwriting and operating profitability.
They produced net profit margins above 30 percent during each of the past 11 years, from 2014 to 2024.
AM Best found that the surety line’s net profit margin has outperformed every other major U.S. commercial line of insurance over that period.
“However, the … surety segment’s relatively low premium volume limits its impact on the overall property/casualty industry profit margin,” Araullo wrote.
Best said that from a comparative perspective the surety line’s net profit margin has outperformed every other major U.S. commercial line of insurance.
With the impact on the profit margin for the industry, “the relatively low premium volume for the surety line limits that benefit,” Best said of its findings.
While infrastructure investment has created a favorable environment, underwriters face mounting pressures that could erode recent gains, AM Best said.
R&I noted rising construction costs, skilled labor shortages and supplychain disruptions are increasing claim incidences and elevating losses for insurers.
“The tight labor market has forced sureties to adopt firmer underwriting standards, disciplined pricing strategies and stricter risk selection practices.”
High underwriting expense ratios mean “a formidable barrier to entry” for insurers lacking specialized systems and operational efficiencies, Best found.
“This expertise-intensive barrier has kept the market relatively consolidated,” R&I said of the Best research.
Most surety specialists are dedicating more than 90 percent of their net premium written to the surety line.
“This structure also demonstrates the technical competence required to navigate the complexities of surety underwriting successfully,” according to Best.
Private construction spending has declined moderately through the first half of 2025, a shift that could signal
challenges ahead for premium growth, noted R&I.
“The decline in private sector construction has been partially offset by increased public construction,” the editors said.
The spending is tied to ongoing infrastructure projects, “but this advantage carries an expiration date,” R&I stressed.
What Happens After IIJA Expires?
Last August, the AGC released a detailed explanation of potential scenarios, once the IIJA in particular expires at the end of September 2026.
Reprinted in an issue of Ohio Contractor magazine, the article explained that IIJA provides the Highway Trust Fund (HTF) with expenditure authority.
It provides the ability for state and local governments to get reimbursed for obligations for projects.
As AGC explained, “this expenditure authority ends unless Congress passes an extension or a new reauthorization bill.”
Payments on projects already obligated continue, but lettings, new grant agreements and many discretionary awards pause until Congress restores authority.
“DOT’s own lapse plans underscore this: during an authorization lapse, federal-aid highway programs stop obligating new funds,” AGC said.
So, what will Congress do? “History suggests we should be ready for a period of extensions before a deal lands,” said the construction association.
Extensions keep formulas moving but inject planning uncertainty and can push lettings to the right if obligation limitation arrives late, it continued.
“Governors have already warned that any lapses could threaten states’ abilities to maintain roads and bridges.”
AGC believes discussions around the next full five-year reauthorization will focus on how to fund our nation’s transportation infrastructure.
It noted that fuel taxes, the HTF’s main revenue source, haven’t been increased since 1993.
“And the CBO projects that under current policy, the highway account will run short of cash by FY28, with
annual gaps approaching $40 billion.”
AGC said analyses of CBO’s baseline suggest holding spending near IIJA levels through FY27-31 would require nearly $150 billion in added resources. These resources would have to happen through either more general fund transfers, new user revenues or some mix of both.
“That reality makes a ‘same as IIJA plus all the advances’ outcome less likely,” said the association.
In other words, said AGC, Congress can most easily keep the HTF formulas steady for FY27 under an extension or a modest “skinny” reauthorization. This is possible because the structure already exists and states rely on it, said the association.
Recreating the extra billions for bridges and megaprojects, in particular, is the expensive choice.
The AGC said doing so requires fresh general fund commitments beyond the trust fund baseline.
“If lawmakers are searching for ways to pare back totals without cutting core formulas, dialing down or dropping the advances is the low friction lever.”
So, what does all this mean for contractors in 2027? AGC told members it’s safest to expect formulaheavy letting calendars and a leaner discretionary grant environment.
“In addition, expect some possible timing friction,” the group said. Even if Congress avoids a lapse, multiple short extensions can shift bid dates and cash flows.
DOT’s lapse guidance also reminds that while reimbursements continue for obligated projects, new obligations can’t proceed without authority in place.
AGC advised members to track two numbers: The FY26 obligation limitation and the Division J annual amount that falls off without a new vote.
The FY26 obligation limitation is a workable proxy for a “flat” extension, the association explained.
Together they explain why the years following IIJA’s expiration are likely to feel thinner, even if headline formula numbers look flat in nominal terms, said AGC.
“When you layer on the increased construction costs, flat nominal dollars will buy less work than they did when IIJA launched.” CEG

Alex Lyon & Son Conducts 33rd Annual Florida Auction
People from all over the world flocked to Florida in search of bargains on construction equipment at Alex Lyon & Son’s 33rd annual 12-day sale in Bushnell, Fla., Jan. 29-Feb. 9, 2026.
Days 1-5 featured tools, generators, mini-excavators, trailers, boom and scissor lifts, a variety of attachments and more. Days 6-10 included a wide selection of equipment for the Ag, forestry, construction, recycling, aggregate, paving, utility and concrete industries, with tractors, excavators, skid steers, log skidders, loaders, service trucks, drilling equipment, pavers,
rollers and much more up for bid.
On day 11, customers had the chance to bid on attachments for excavators, motor graders, loaders, backhoes, skid steers and more. Day 12 saw buckets and support equipment on the block.
Customers who couldn’t make the trip to Florida had the chance to place their bids online.

Over the four days, more than 5,500 items went up for sale, as bidders competed for an extensive lineup of equipment types including excavators, miniexcavators, motor graders, dumpers, backhoes, milling machines, pavers, telehandlers, attachments and much more.

Bryan Holds Annual Global Equipment Dealers Auction
Construction Equipment Guide was present Feb. 13, 2026, as Bryan Auction Co. conducted the 4th annual Global Equipment Dealers auction at the Reunion Resort in Kissimmee, Fla.
The sale kicked off the Independent Equipment Dealers Association’s (IEDA) annual meeting.
A wide variety of well-maintaned, late-model equipment was up for bid, including wheel loaders, excavators, compact track loaders and more.
