Transportation experts know that the cheapest way to move bulk goods is by water.

So, the U.S. Army Corps of Engineers (USACE) has been tasked to monitor the system of dams and locks on the Ohio River.

The USACE has focused on a $1.6 billion project to upgrade the Montgomery locks near Pittsburgh. Because of the complexity of the project and the need to keep river traffic flowing during construction, the job will take eight years to finish.

The Corps of Engineers team is led by Chris Dening, manager of the job, and Jenna Cunningham, resident engineer. Companies rely on the river to deliver unpackaged materials like coal, rock steel, petroleum and chemicals. When the project is completed, see LOCKS page 50

A trio of infrastructure improvement projects on the New York State Thruway in the state’s central interior have recently been completed on time and within their budgets, Gov. Kathy Hochul announced Dec. 2, 2025.

A milestone was celebrated in the DC Water and Sewer Authority’s Potomac River Tunnel project on Nov. 3, 2025, with the blessing of “Mary,” the tunnel boring machine (TBM) that will dig the northern leg of the underground passageway.

Skanska Announces Changes to East Coast Executive Team Skanska announced leadership changes within its USA Civil East Coast executive team.

Bill Matre will be stepping aside from his role as general manager of Skanska Koch as he transitions toward future retirement. He will continue serving as senior vice president. Michael Donohue will assume the role of general manager of Skanska Koch. These changes will take effect Jan. 1, 2026.

“Bill’s legacy of excellence, integrity and people-first leadership has strengthened Skanska in lasting ways, and we are profoundly grateful for his service,” said Michael Viggiano, executive vice president of Skanska USA Civil’s East region. “As Bill steps aside from his role as general manager, Michael’s steady leadership ensures the right path forward for our employees, customers and partners.”

Matre joined Skanska Koch as an intern in 1982, became a full-time field engineer in 1983 and steadily advanced through the organization before being named general manager in 2017. He has served in this role with integrity, humility and unwavering dedication.

Stephenson Hosts Open House at Hagerstown, Md., Location Stephenson Equipment recently hosted an open house at its Hagerstown, Md., location, welcoming customers, partners and industry professionals for a day of equipment showcases, live demonstrations and networking opportunities.

The event featured manufacturers including LeeBoy, Midland, Tiger, Dynapac and JCB, each presenting their latest innovations in road construction and maintenance equipment. Attendees had the opportunity to explore machinery, connect with manufacturer representatives and gain handson insights into the newest technologies shaping the industry.

A highlight of the day was the JCB Compact Road Show, which introduced the JCB 4TS teleskid. This machine drew attention from attendees due to its telescopic boom design, delivering versatility and performance in compact equipment — now enhanced with 109 hp for greater productivity.

“We were thrilled to bring together so many of our valued partners and customers for this open house,” said Charlie Walsh, president and CEO. “Events like these allow us to showcase the latest advancements in equipment while strengthening relationships across the industry.”

Construction Starts On N.J. Multimodal Ferry Terminal Work has begun on the Carteret Multimodal Ferry Terminal Building in northeastern New Jersey, a major infrastructure project on the Arthur Kill waterfront across from Staten Island, N.Y. Its groundbreaking took place Dec. 12, 2025, at a former Dupont-owned Brownfield site, marking a significant step in a plan that was years in the making, MyCentralJersey.com reported Dec. 15.

In late October, the Borough of Carteret awarded a $47.5 million construction contract to Brockwell & Carrington Contractors Inc. of Montville, N.J. The firm will build a four-story, 52,000-sq.-ft. ferry hub intended to also serve commuters and visitors with retail, restaurants and recreational space.

Architect Tom Potter, with Union, N.J.’s Potter Architects LLC, estimated each floor of the facility will encompass approximately 13,000 sq. ft.

“What began as an idea — a bold vision to reintroduce ferry service back to Carteret for the first time since the 1950’s — has grown into one of the most significant infrastructure projects in our borough’s history,” Mayor Daniel J. Reiman said in a news release. “This terminal will serve as the gate-

way for thousands of commuters, residents and visitors. It will provide new, convenient access to New York City and other destinations while reducing roadway congestion and opening new opportunities for job creation and economic growth here in Carteret.”

He added, “But this terminal is more than a building and for more than just commuters.

It represents progress, partnership and a shared commitment to provide our residents with the modern transportation options they deserve. It will stand as a symbol of Carteret’s continued transformation and waterfront development — from an older industrial town to a community revitalizing its waterfront, and as a regional destination for commerce, recreation and innovation.”

The proposed ferry terminal, in the planning stages since the start of the Reiman Administration 24 years ago, is expected to take 18 to 24 months to build, with its completion targeted for December 2027.

More than $86 million in federal and state grants has been secured for the terminal’s construction. Other funding includes $1.9 million from the NJ Urban Enterprise Zone Authority for retail space, $5 million from

the Carteret Business Partnership to be distributed over five years and $5.38 million from the Federal Highway Administration’s (FHWA) Transportation Alternatives SetAside Program.

Construction already completed at the ferry terminal site includes a new steel sheet pile bulkhead, shoreline dredging, terminal docks and gangplanks. Work on a 700-space parking lot also is under way.

Reiman said initial ferry service is projected to run three or four daily trips to and from Manhattan, potentially increasing as demand grows. Intermodal features will allow transfers with NJ Transit buses, municipal jitneys and NJ Rideshare.

Once the ferry is open, riders will be able to pay for using the service via either a dockside kiosk or smartphone app.

New Jersey’s transportation commissioner.

“I am proud to deliver the expansion of ferry service to New York City from Carteret,” Murphy said. “From the beginning of my administration, we have invested in expanding environmentally friendly transportation infrastructure that provides commuters with more options and reduces traffic on our roads. I am grateful to Mayor Reiman and our partners in Carteret for bringing to life this new transportation hub that will drive economic growth in the area.”

Coughlin offered his perspective on the project when he said that throughout his 16 years as a representative of Carteret’s citizens, he has come to realize that the community and its leaders have a “truly special” vision for the borough, one that is “unyielding and relentless.”

In addition, Coughlin said that Reiman’s concept was one the mayor was committed to and built partnerships around.

For instance, he explained, the State of New Jersey committed $30 million to the ferry terminal’s development, a testament Reiman’s effort to make “Carteret the best it can be more than [any other mayor] who has preceded him.” 

Three Projects Totaling $17M Complete On NYS Thruway Since 2024, the NYSTA has reinvested nearly $170 million in toll revenue for capital infrastructure projects A trio of infrastructure improvement projects on the New York State Thruway in the state’s central interior have recently been completed on time and within their budgets, Gov. Kathy Hochul announced Dec. 2, 2025. The roadwork was part of a $17.4 million investment in the region’s transportation network.

“Infrastructure investments are benefiting New Yorkers by modernizing our transportation system and improving the quality of life for travelers, local businesses and residents,” Hochul said in a news release. “These projects are transforming our roadways, critical for the economy and improving travel for millions of motorists.”

Frank G. Hoare, executive director of the New York State Thruway Authority (NYSTA), added that his agency “continues to strategically reinvest toll revenue back into the system, modernizing the more than 71-year-old roadway and enhancing safety and reliability.”

He noted that committing state money to the NYS Thruway helps to maintain one of the nation’s lowest toll rates while ensuring that it remains one of the safest superhighways in the country.

Since 2024, the NYSTA has reinvested nearly $170 million in toll revenue for capital infrastructure projects in its Syracuse Division alone, which covers more than 150 mi. from Fort Plain in Montgomery County to Victor in Ontario County.

In its upcoming proposed 2026-2030 fiveyear Capital Plan, the agency is recommending an investment of more than $470 million in additional capital projects in Central New York.

The trio of thruway projects that have recently been opened are the Interstate 90/New York State Thruway upgrades in Seneca and Ontario counties, the replacement of the Towline Road bridge in the communities of DeWitt and Salina and the overhaul of the Interchange 34A bridge that carries I-481 over I-90 at milepost 276.58 in Onondaga County.

The work included full and partial depth pavement repairs on I-90 eastbound and westbound between milepost 327.5 to milepost 347.1, which is located between Exit 42 (Geneva — Lyons — New York Highway 14) and Exit 44 (Canandaigua — Victor — N.Y. 332). Approximately 28,000 motorists use this stretch of I-90 in both directions every day, according to the NYSTA. Full-depth pavement repairs were made at various locations throughout the 20-mi.-long corridor as well as partial depth mill and inlay work and shoulder reconstruction. In the end, the fixes improved the existing roadway’s structural integrity.

Additional safety upgrades included new reflective line striping and milled-in audible roadway delineators (MIARD) on the highway shoulders.

Seneca Stone Corp. of Seneca Falls, N.Y., was the project contractor.

Replacement of Townline Road Bridge A $7.5 million project to replace the Townline Road bridge (milepost 280.31) in the Onondaga County towns of DeWitt and Salina is complete, with the new structure open to traffic. Its construction began earlier in the spring.

The original bridge was built in 1953 and carried Townline Road over NYS Thruway/I-90. Approximately 12,400 vehicles per day travel across the structure.

The new bridge features increased vertical clearances — from 14-ft.-3-in. to 16-ft.-7-in.

on the eastbound lanes and from 14-ft.-9-in. to 17-ft.-3-in. on the westbound lanes. The improvements help mitigate bridge strikes caused by over height vehicles and enhance safety for NYSTA employees and motorists.

In addition, other safety upgrades included full depth pavement reconstruction of the Townline Road approaches to I-90, a rebuild of I-90’s shoulders under the bridge, new safety guiderails, the installation of a fence to prevent blowing snow, a pedestrian sidewalk and several drainage structures along Townline Road.

The contractor for that bridge replacement was Tioga Construction Co. Inc., located in Herkimer, N.Y. Rehabilitation of Interchange 34A Bridge A $3.9 million project to overhaul the I-90 East Interchange 34A (Syracuse — Chittenango — Oswego — I-481) bridge over the Thruway onto northbound I-481 at milepost 276.58 in Onondaga County began earlier in 2025 and was also completed in November.

The ramp bridge was originally constructed in 1973 and carries approximately 10,000 vehicles per day, NYSTA noted.

Rehabilitating bridges on the Thruway system keeps the structures safe and in serviceable condition while extending their service lives. As part of this project, the bridge now has an extended service life of approximately 25 to 35 years.

To upgrade the structure, crews from Slate Hill Constructors Inc. of Warners, N.Y.,

made full and partial depth deck repairs, substructure fixes and installed a new waterproofing membrane, asphalt wearing surface and new joints. Other work included concrete repairs on the ramp lanes, mill and inlay asphalt on the ramp shoulders and asphalt overlay on ramp lanes and shoulders.

Additional safety upgrades such as new guiderails and reflective striping were also put in place on the project.

New York Thruway Set Standard for Interstate Highways New York State’s Governor Thomas E. Dewey Thruway, built in the early 1950s, is one of the oldest components of the National Interstate Highway System and one of the longest toll roads in the nation.

The maintenance and operation of the Thruway system is funded primarily by tolls. The NYSTA does not receive any dedicated federal, state or local tax dollars; rather, it is paid for by those who drive the Thruway, including one-third of motorists from out of state.

In 2024, the NYSTA processed more than 400 million toll transactions and motorists drove 8.2 billion miles on the toll road.

Its 2025-2029 Capital Plan invests $2.7 billion into infrastructure and equipment, an increased commitment of $742 million, or 38 percent since the approval of a multi-year toll adjustment plan in 2023. The increased investment will lead to work on approximately 61 percent of the Thruway’s more than 2,800 pavement lane miles as well as the replacement or rehabilitation of 20 percent of its 819 bridges. 

The Corridor H Highway Authority of West Virginia released the latest update on the current and future progress of the Corridor H construction project from the state’s Division of Highways (WVDOH).

The information was presented Dec. 8, 2025, to the Joint Legislative Oversight Commission on Department of Transportation Accountability.

Corridor H is planned to be approximately 132 mi. long in West Virginia and another 14.4 mi. in Virginia when it is completed, likely in 2034, a full 70 years after it was first proposed in 1964.

The road begins at Interstate 79 in northcentral West Virginia and head east until its end point at I-81 near its junction with I-66 at Front Royal, Va. Due to its intersection with those two interstate highways, Corridor H will provide West Virginia’s manufacturers with easy access to Front Royal, home of a huge inland port with double stack rail service to the largest and deepest port in the eastern United States at Norfolk, Va. Among those sectors that will benefit from the new highway corridor are West Virginia’s hardwood industry, which exports more than $136 million internationally.

Several Parts of Roadway Will Soon Be Completed In the latest Corridor H Authority update, it was announced that the stretch of highway between the towns of Parsons and Davis, W.Va. is expected to be 9.2 mi. in length, with construction anticipated to begin in 2027 at a cost of $800 million.

According to a map released by the agency, the path chosen appears to be from Parsons to Davis along a route south of the existing U.S. Highway 219 to the town of Thomas.

The Kerens to Parsons portion of the project has several phases outlined beginning with the Kerens — U.S. 219 Connector, the latter of which is a 7.7 mi. stretch of road anticipated to be completed soon at an anticipated cost of $264 million.

Among the other sections noted in the latest briefing are: • The Kerens-W.Va. Highway 72 Connector, a 7.7 mi.-long paving effort that is projected to be done in winter 2025-’26 at a cost of $33 million. This segment is a major highway building project designed to provide a modern, multi-lane connection between the existing U.S. 219 and W.Va. 72.

• The U.S. 219 Connector-W.Va. 72 Connector, a 3.75 mi. project anticipated to

be finished in winter 2025-’26 at a cost of $175 million. Paving along this portion of the roadway will cost $23 million.

• The construction of the 0.94-mi.-long Cheat River Bridge, projected to finish next summer with a final price tag of $148 million.

• The W.Va. 72 Connector/Parson roadway on Corridor H is a 2.6 mi. section that is likely to finish in mid-2026 at a cost of $57 million.

• The Roaring Run Bridge, only threetenths of a mile long, is being rebuilt for $78 million and be ready for traffic by the end of 2027 • The Mackeyville Interchange on the new highway has not yet begun construction but will be a 0.6 mi. project due to cost $40 million with an end date set for late 2027.

• The roadway from Wardensville to the Virginia State Line is anticipated to begin construction in early 2026. According to the Corridor H Highway Authority’s report, that road design is complete and the right of way process is under way. Completion of the section is anticipated in late 2030 at a cost of $542 million.

The authority, part of the West Virginia Department of Transportation, noted that currently, Interstate 79 from Weston to Kerens has 40.8 mi. of Corridor H open to traffic at an expended cost of $395 million.

It also noted that: • The Kerens to Parsons corridor is under construction with the complete 15 mi. of work slated to be done by late 2027. So far, $778 million has been committed to the work, the report said, with $40 million needed to complete.

• The $800 million Parsons to Davis stretch of Corridor H is a 9-mi.-long section that will likely have a finished design delivered by fall 2026. Following that, the right of way process is anticipated to begin in the fall of 2028 with construction to follow in early 2031, and a completion anticipated in late 2034.

• Sixty miles of Corridor H has been opened to traffic from Davis to Wardensville after the state expended a whopping $1.083 billion to build it, according to the authority’s report.

• Finally, the 7-mi. section of Corridor H from Wardensville to the Virginia State Line has a completed design phase. Its right of way process is under way and construction is set to begin in the next month or two. Work should be wrapped up in late 2030 at a cost of $542 million. 

Its restoration also led him to create The Museum at Hoppenville, opened in 2023, and made up of several different exhibition buildings, three special events venues and a restored cottage (now on Airbnb) — all resting on 24 acres.

At 87 years old, John B. Haines IV can look back with a tremendous sense of pride at how his life has progressed.

A true visionary and entrepreneur, Haines was one of the founding fathers of H&K Group Inc. (H&K), recognized in 2025 as being among the most respected heavy civil construction and construction materials companies in the Mid-Atlantic region of the United States.

One of the highway projects involved reconstructing 8.3 mi. of I-78 in northern Berks County. By itself, that contract was worth $168.3 million to H&K. Haines said his company is again working along I-78, part of a PennDOT public-private partnership, or P3, in the tiny borough of Lenhartsville, Pa. Most recently, H&K was recently awarded full reconstruction of a 12 mi. stretch of the Pennsylvania Turnpike through Chester County.

Interstate 81 and on the Pennsylvania Turnpike, and most recently construction of highway ramps for the Betsy Ross Bridge across the Delaware River from Philadelphia to Pennsauken, N.J. The latter work site, called the I-95 Section BR3 Project, comes with a contract worth $355.3 million, the largest dollar amount ever awarded by PennDOT, according to Haines.

Philadelphia International is the largest of several airport facilities across Pennsylvania where H&K performs critical construction services, from milling and paving to complete runway installation.

Haines added that H&K is currently running approximately 20 demolition jobs in the Philadelphia Metropolitan Area through Haines & Kibblehouse Inc., which is based in the city and operates as H&K’s union affiliate.

Haines Meets Personal Challenge Head On Creating and maintaining a long-lasting and highly successful business does not happen without its challenges, and that has certainly been the case with Haines and H&K, he said. Among them, particularly in the early days of its operation, was paying the company’s bills on time, a situation that began to improve over time.

However, H&K has experienced hard times, the worst being the Great Recession of 2008-2011. During that crisis, Haines said, the company was barely able to make its payroll.

Another more personal trial by fire that Haines has had to confront for most of his adult life has been living with bipolar disorder. He first began feeling unwell almost 60 years ago, but it was a few decades later before he got a diagnosis.

“It would cause me to run these highs and lows,” Haines said. “Sometimes everything can be going along just fine and then I might go home and cry in bed for a week. It affects me this way even today and its difficult on my wife to see me hurting like that.”

Luckily, Haines’ bipolar disorder is treatable, and he manages the condition very well. In addition, he is a respected advocate for others with the same condition, some of whom work within his company.

Typically, he has not let bipolar stop him from doing many of the things that he wants, including speaking in public to help others with the same affliction.

“We had a group of 12 or 15 people here at H&K at one time that suffered with this horrible disease — everyone from a laborer to a superintendent to a head estimator,” he said.

Creation of Museum, Event Space Therapeutic for Haines To explain why he embarked on The Museum at Hoppenville venture in his later years, Haines said, “I had a vision to create all these different things on my property, which I knew to be historic. Plus, I've had so many wonderful people who helped me to do so.”

Although the museum and entertainment complex is located in the small borough of Pennsburg, he decided to include “Hoppenville” in the facility’s name to honor the area’s storied past.

“That’s what the little village was called back in its time,” Haines said. “There was a store, a post office and a hotel.

when they hear the name, they become inquisitive about where it is.”

The property consists of several historical exhibition sites, including: • The Mack Truck Legacy Museum, showcasing Haines’ masterfully restored collection of the iconic trucks. Several of the chain-driven vehicles in his collection date back to the early 1920s and are nationally recognized for their historical importance and exceptional restoration.

• The Construction History Museum, made up of a variety of his restored construction vehicles, farming and mining equipment and memorabilia.

• The Haines Family & Racing Legacy Museum, a modern facility filled almost exclusively with well more than 50 restored racing vehicles and construction equipment indoors and an equal number displayed outside.

• The Train Museum at Hoppenville, which will display an astonishing Gscale model railroad set up when it opens in mid-2026. The unique exhibition is a wonder of engineering, design, craftsmanship and shows a deep love of model railroading. The miniature trains, tracks and their accompanying infrastructure were all donated to the Haines Historical Foundation by one gentleman.

As visitors come onto the property, they are greeted by Hoppenville’s stylish Welcome Center, a fully inclusive venue available for tours, fundraisers, seminars, trade shows, dinners, banquets, weddings, receptions and more.

Among the other structures open for guests at the complex are The Cottage at Hoppenville, a bed-and-breakfast listed on Airbnb; The Bank Barn, recreated as the onsite wedding ceremony space; and The Tannery — all three of which were completely restored to their former 18th and 19th century charm.

The Museum at Hoppenville, established as a for-profit entity, will fund and maintain the non-profit Haines Historical Foundation, which includes John Haines’ vast collection of antiques and collectibles housed within each of his museums.

Notably, prior to completing the Museum at Hoppenville project, Haines also finished his long-awaited memoir, From the Ground Up, in 2024. Written in collaboration with his wife, Linda, and Tony Jeremias, H&K’s communications and public relations manager, From the Ground Up was published by the Haines Historical Foundation with the intent that all proceeds benefit the foundation to preserve, manage, and maintain the museums, their contents and the historic grounds of the Haines Estate.

Haines Leaves H&K in Very Capable Hands When asked what led him to retire at 80 years old, even though he still loved the business so much, he provided a no-nonsense answer — one that John Haines’ acquaintances would expect from him.

“Well, if I was ever going to suggest something to anybody it would be that after age 70 or 75, the older generation within a company needs to get out,” he said. “One of the things I saw with my sons is that they, along with a hell of a good group of other people at H&K, have made this company better during the time that they have been here.

Summit Unveils 829 Hydraulic Crane, ASE Phase 5 Control Summit Truck Bodies introduced its high-performance 829 Hydraulic Crane and Advanced Safety Electronics (ASE) Phase 5 Control System at a press conference at Utility Expo 2025.

The fully integrated solution represents Summit’s commitment to advancing technology, designed to upgrade the experience of operators in the field through enhanced equipment performance and streamlined to improve jobsite safety.

With its 29-ft. maximum horizontal reach, the 829 Crane delivers a 48,000-ft.-lb. rating and an 8,000-lb. maximum lifting capacity, making it Summit’s highest-capacity crane in its 7 Series truck profile.

Despite increased strength, the crane weighs 30 percent less than previous models while providing 37.5 percent greater strength through advanced engineering and high-strength steel construction.

“These innovations continue to improve the overall experience for operators in the field,” said Chris Walter, plant manager of Summit Truck Bodies. “Our mission is to engineer the best service trucks and truck-mounted equipment that any operator can have, and we believe the new 829 and ASE Phase 5 meet our objectives and then some.”

Walter emphasized Summit’s collaborative development approach. The process starts with the feedback that Summit’s sales and service department receives from customers, which is then conveyed directly to the company’s R&D team and ultimately to every department in its plant.

“The 829 Crane and ASE Phase 5 incorporate significant technological advancements that elevate the operator’s experience and overall jobsite efficiency,” said Christian Glascock, product development engineer of Summit. “Our engineering team focused on creating the lightest and strongest crane possible, using an optimal, manufacturable configuration with high-strength steel and a new profile.”

Key innovations include a fully proportional control valve that enables seamless movement of all functions simultaneously.

“It gives users the ability to command multiple functions at once, and to increase their positioning speeds by as much as three times,” Glascock said.

The crane features a redesigned rotational assembly that weighs more than 100 lbs. less than its predecessors and allows for continuous rotation.

AED Advocacy Delivers Win for Equipment Industry in NDAA On Dec. 17, the U.S. Senate approved the National Defense Authorization Act (NDAA), sending it to President Trump for his signature, following passage by the U.S. House of Representatives.

Importantly, the final bill did not include right to repair provisions that AED actively lobbied against, representing a significant victory for the industry and a setback to those seeking to impose these mandates on products, including off-road equipment.

AED members actively engaged lawmakers regarding the equipment industry’s concerns with language originally included in the house and senate NDAAs passed by both the house and senate, and it was a top priority during the AED policy conference and advocacy day in October 2025.

“Thank you to equipment dealers and manufacturers for educating lawmakers about the impact misguided right to repair proposals have on the industry,” said AED president and CEO Brian P. McGuire. “This

was not a time for the equipment industry to be passive. Ensuring that right to repair provisions were removed from the National Defense Authorization Act prevents off-road equipment from inclusion in legislation pertaining to military and weapons systems, and assists in our efforts to defeat similar proposals that apply directly to the products AED members distribute, service and manufacture.”

Throughout the process, AED led the charge on behalf of equipment dealers against the NDAA right to repair provisions, as outlined in an article by AED’s Senior Vice President of Government and External Affairs Daniel B. Fisher that was published in Farm Equipment in July 2025.

Epiroc, Luck Stone Launch Fully Autonomous Drill Rig Epiroc has partnered with Luck Stone to deploy the first fully autonomous SmartROC D65 drill rig in the United States. This marks a historic milestone, as it is also the first fully autonomous surface drill delivered to the quarry market worldwide, according to the companies.

The SmartROC D65 MKII is equipped with Epiroc’s advanced automation technology and is capable of executing complete drill patterns without an operator in the cab.

Compliant with the global mining guidelines group (GMG) Level 4 standard for full autonomy, the rig operates under remote supervision via Epiroc’s common automation panel (CAP) and link open autonomy (LinkOA) platform, enabling seamless data integration and fleet management.

Micropile Casting, Demolition Work Already Under Way

the system of locks and dams will enable the amount of commercial river traffic to double on the Ohio River.

“Shipping goods by river reduces the amount of truck and rail traffic,” said Dening. “We calculate that it will save some $180 million each year.”

“Without a system of locks and dams, the river would alternate between flooding at one time, then be reduced to a trickle at another time,” added Dening. “This system of inland navigation helps barges to transit safely upstream and downstream.”

The locks were built nearly 100 years ago, so the system is severely overdue for rehabilitation. This river navigation system produces approximately $1.3 billion in economic output and will support approximately 10,000 jobs in the Pittsburgh area over the next six years.

The construction team is focusing on a section of the locks that is among the smallest on the river. The main chamber is 600 ft. long, which is long enough for a nine-barge tow.

While the main chamber will remain open during construction, the 360-ft. chamber will be destroyed. The smaller chamber will be rebuilt to 600 ft., essentially doubling the capacity of the locks.

Workers have begun the demolition efforts in earnest, using several excavators with vibratory point attachments to tear into the old concrete. Working around and in water has its challenges. Often operators are working from barges resting in the river and are demolishing to within 2 ft. of the waterline. The demolition activity is expected to take approximately a year.

The enormous chambers are opened to allow barges and recreational vehicles to enter. Once the gates are closed, the chamber is drained to allow ships to exit downriver at a lower water level. Or the chamber is filled with water to raise the water level to enable ships to exit to the proper level for upriver traffic.

failure or will be relocated to other locks on the river. The miter gates on the Montgomery project are 58 ft. wide; one weighs 130 tons the other 175 tons.

These double-leaf gates need to be immense in size and weight to hold back the significant amount of water on the river. The locks perform like a massive river elevator, raising and lowering ships to the proper level so they can continue their journeys.

The chamber that the construction team is focusing on has a land side and a river side. The riverside is where demolition is happening. A middle wall will remain in place so that river traffic can continue during construction.

Once demolition is complete, the crew will begin the complicated process of concrete delivery. The project will require approximately 400,000 cu. yds. over the life of the project.

delivered through conveyors 70 feet above the river, which is a Coast Guard requirement.”

Placing concrete underwater requires special handling.

The concrete will have a large-size aggregate (maximum of 3-in. diameter) and will be cooler than normal applications of PCC. “We plan to do mix testing and several demonstrations before we begin pouring the concrete,” said Cunningham.

“We will also be drilling steel shafts 30 feet deep in the water, then pour concrete into these trimming pipes. The pipe will be removed when the concrete hardens.”

Construction teams also will build a coffer dam 1,200 ft. long. This water-tight structure will allow workers to “dewater” the area and be able to do near-normal construction activity to support building the new walls of the chamber.

Construction workers will be using a series of tower cranes for their work, including three with a reach of 260 ft. for proper placement of steel and concrete.

Cunningham and her team at the USACE are mindful of the importance of their work for the future of river traffic on the Ohio. At the river’s westernmost point, it feeds into the Mississippi River system.

Alex Lyon & Son Holds Major Sale in Richmondville, N.Y.

lex Lyon & Son conducted a major job completion inventory auction Dec. 5, 2025, on behalf of Lancaster Development at the contractor’s equipment yard and corporate headquarters in Richmondville, N.Y. The location, west of Albany, served as the backdrop for one of the more significant single-company dispersal sales held in the region this year.

Lancaster Development, recognized as one of New York State’s leading heavy highway and site development contractors, decided to liquidate a portion of its fleet following the completion of a major phase of work. The sale drew strong interest from contractors nationwide and internationally, with bidders participating heavily through Alex Lyon & Son’s online bidding platform.

Bidder participation was strong throughout the sale with competitive bidding on a wide range of equipment categories.

The auction featured a broad cross-section of late-model and well-maintained construction equipment, reflecting the scope of Lancaster Development’s operations. Offered at auction was a large selection of aerial lifts, forklifts, trucks, trailers and various types of support equipment commonly used in heavy civil and site development work.

Among the highlights of the sale were six telescopic forklifts and a substantial lineup of earthmoving equipment. A total of 42 excavators crossed the auction block, along with rubber-tired loaders and vibratory rollers. In addition, nine utility trucks went on the block, drawing steady interest from contractors looking to add dependable support units to their fleets.

The depth and variety of equipment available made the sale attractive to a wide range of buyers, from regional contractors seeking specific machines to larger firms and equipment dealers sourcing multiple units. Hunyady Auction Co. Holds Anniversary Celebration

On Dec. 5, 2025, a steam locomotive eased out of Hollidaysburg, Pa., as more than 160 passengers settled into observation, club and bar cars for a three-hour journey.

The excursion was more than a nostalgic ride through western Pennsylvania — it was a celebration 35 years in the making.

The event marked the 35th anniversary of Hunyady Auction Company, led by president Mike Hunyady and headquartered in Hatfield, Pa. For Hunyady, the choice of venue and theme was personal.

“We wanted to do something a little more special,” he said. “We’ve hosted golf outings and cocktail parties through the years, but this felt right — especially during the holiday season.”

Returning to his hometown of Hollidaysburg, near Altoona, one of the nation’s historic railroad capitals, felt like coming full circle. The idea grew from a fascination with the renewed national interest in rehabilitated steam engines and short-line rail excursions. The result was a moving tribute, literally.

Despite falling snow and a full passenger load that required a pusher diesel to assist the steam Engine #11, the ride unfolded smoothly, carrying guests through valleys and mountains of Blair County.

Attendees traveled from across the country — Pennsylvania, New Jersey, Maine, Wyoming, Connecticut, North Carolina, Maryland, West Virginia, Kentucky, New York and Florida — a geographic spread that reflected the company’s reach.

nents. From Alaska’s North Slope inside the Arctic Circle to the jungles of Nigeria, and from the Caribbean to Australia, the firm’s footprint has become truly global.

The invitation list for the anniversary mirrored that diversity. Sellers, buyers, appraisal clients, colleagues, friends and family all came together — a cross-section of relationships built over decades.

“Without the support of friends and family, we would have never made it to this milestone,” said Hunyady.

Hunyady’s path into the auction industry began long before the company bore his name. In 1979, he started full-time as a laborer and operator for Walter Vilsmeier of Vilsmeier Auction Company, one of the firms Hunyady later acquired. Over time, he worked his way up through the industry, gaining perspective from every level.

When he launched Hunyady Auction Company 35 years ago, the business looked very different. There were no cell phones, no Internet and not even fax machines in most

offices. Auctions were conducted face-toface, often outdoors, regardless of weather, with bidders standing eye-to-eye with the auctioneer.

Through every change, one principle has remained constant: the absolute auction.

“We’ve prided ourselves on the purest form of auction,” Hunyady said. “Goods sold to the highest bidder regardless of price — no minimums, no reserves, no buybacks, no bidins. That’s the purest economy there is.” see HUNYADY page 82

That commitment was tested — and ultimately reinforced — during the COVID-19 pandemic, when public gatherings shut down and traditional auctions became impossible. With significant business already scheduled, Hunyady Auction Company pivoted quickly, embracing virtual auctions with live online bidding.

While the lack of in-person interaction was a loss, the shift proved both effective and efficient. The company adapted its personal approach to a digital environment, maintaining service and trust while expanding reach.

Another constant throughout Hunyady’s career has been his relationship with Construction Equipment Guide, he said.

From his early days at Vilsmeier Auction Company through 35 years at Hunyady Auction Company, the publication has been a steady presence.

“There haven’t been many editions of the Guide we haven’t been part of as advertisers,” he said.

What began as a client-vendor relationship evolved into something deeper — a shared philosophy about business, communication and trust. Hunyady credits the McKeon family and the publication’s staff with contributing meaningfully to his company’s success.

Like Hunyady Auction Company, Construction Equipment Guide has resisted abandoning print entirely in favor of digitalonly strategies. While embracing modern marketing tools, both organizations continue to value the tangible presence of printed material — “something that can be picked up, set on a desk or read in a pickup truck,” Hunyady said.

All of the cars were beautifully decorated and warm for the trip through the countryside.

“That commitment to the printed word, complemented by digital marketing, still matters,” Hunyady added. “It matters to human beings.”

As for the event, when the train returned with its passengers to the station, it stood as a fitting symbol of a company built on relationships, trust and tradition, yet unafraid to evolve.
