RIDOT Opens New Sakonnet River Bridge to Two-Way Traffic

The new Gateway from Massachusetts to Aquidneck Island in Rhode Island finally opened both ways in a single span of five days in September, and the largest single construction project in the history of the state of Rhode Island got a test drive.

Gov. Lincoln D. Chafee and officials from the Rhode Island Department of Transportation (RIDOT) walked the media over the new Sakonnet River Bridge on Sept.

24 to view the opening of the northbound side to traffic. By Sept. 28, the southbound side also opened and the 18-ton (16.3 t) weight limit for all vehicles — a bane for truck deliveries for many months — was forever gone.

“With thanks for the patience and perseverance of the two host communities of Tiverton and Portsmouth, and the dedicated efforts of RIDOT, we welcome the full opening of the new Sakonnet River Bridge,” said Gov. Chafee.

The new bridge brings tens of thousands of cars daily back and forth from the Fall River area of Massachusetts through Tiverton, R.I., on the east side, then crosses into neighboring Portsmouth, R.I., over the Sakonnet River. It replaces a rotting metal bridge, weakened and corroded by extreme winter conditions and salt water.

Largest Project Ever Through a $163.7 million contract with general contractor Cardi Corporation of Warwick, R.I., it is the single largest construction project in the history of the country’s smallest state. “Monday [Sept. 24] was an opportunity to have the Governor and members of the press see the span before it opened northbound,” said Frank Pavao, chief construction engineer of RIDOT. “This is the single largest project that the state has ever reached. Other individual projects were $8 to $10 million, others up to $70 to $80 million, but no other reached the $164 million total.”

Pavao took a moment of pride. “It is extremely rewarding to be here at DOT, not only to open the traffic on the southbound side of the Sakonnet River Bridge finally, but to remove the truck post of 18 tons (16.3 t), to open the bridge up to trucking again.

“Earlier, this month, we also removed the 18-ton limit on Bridge 550 in Pawtucket, the bridge that carries southbound traffic on Interstate 95 over the Seekonk River. So, it’s been a really good month. We are pleased with the results and we look forward to continued success.”

over the river of 65 ft. (19 m).

When complete, there also will be a parking area and a boat ramp on the south (Tiverton) side of the river.

“Although we have opened the bridge to traffic, there is still work ongoing,” said Pavao. “We have to work for a couple of months on the tie-ins to Rte. 24, the ramps. We also need to complete the shared use — pedestrian and bike path — and to work on the public dock on the Tiverton side.”

The bridge will include many decorative features, including strong LED-based lighting to illuminate piers in the river and elegant light posts in the central median.

Decoratively, RIDOT will insert back-lit bronze plaques on the approaches of the span depicting the emblems of Tiverton and Portsmouth, as well as an anchor, the symbol of the R.I. State Seal.

RIDOT was able to retain these historic features, even after about $34 million was trimmed from the original design budget in 2007.

Another big feat, Pavao added was that, “We have been very successfully working with the Coastal Resources Management Council (C.R.M.C.) and the Coast Guard, regarding the

PORTLAND, Maine (AP) The Waldo-Hancock Bridge was an engineering marvel when it opened in 1931 with its soaring suspension cables and 206 ft. (63 m) towers rising out of the Penobscot River, a gateway to eastern Maine.

The aging bridge now stands neglected next to its replacement — the even bigger and more impressive Penobscot Narrows Bridge — with peeling paint, rusting steel and missing chunks of concrete that have fallen 135 ft. (41.2 m) into the river below. Six years after the bridge closed to traffic, work has now begun to demolish the historic structure.

When the job’s complete next spring, virtually nothing of the old bridge will remain other than two concrete piers in the river.

The end of the bridge will mark the end of an era, said Dave Milan, the economic development director in Bucksport, who’s been viewing the bridge all his life. From his office window, he now has a view of the old bridge, in front of the new bridge that stands behind it and has been open since 2006.

“The bad news is we’re losing an iconic view,” Milan said. “The good news is we’re getting a better iconic view.

Frankly, the old bridge blocks the new bridge.”

Workers began setting up staging areas and preparing the site for the nine-month project. The bridge crosses the Penobscot River and links the towns of Prospect and Verona Island, as well as Waldo and Hancock counties.

The bridge will be dismantled in reverse order of how it went up, said Doug Coombs, project manager for the Department of Transportation. Federal funding will pay for 80 percent of the $5.3 million price tag, with the state paying the rest.

Demolition crews will first remove the bridge deck in 25 ft. (7.6 m) sections, starting in the center and working toward each shore. The next thing to go will be the bridge cables, which will be cut from the center of the bridge and from anchors on both shores. The last things to come down will be the bridge towers, which will be cut into pieces with blowtorches.

All the material will be lowered by a crane onto a barge in the river, which will take the steel and concrete to shore, where most of it will be recycled.

When the bridge is dismantled, all that will remain are the

concrete piers in the river that hold the towers in place. The piers, which rise 29 ft. (8.8m) above the water and sink 45 ft.

(13.7 m) below, will have blinking white navigational lights put on them to serve as warnings to boat traffic on the river.

A viewing area will be constructed on the Prospect end of the bridge, with old bridge plaques and informational panels about both the old and new bridges. The flag poles that now stand atop each tower will be given to the towns of Prospect and Verona Island as keepsakes, and sections of cable and other artifacts will go to those two towns and Bucksport.

By the end of June, the bridge is expected to be gone — and with it the end of a landmark that’s been a familiar sight for generations of Mainers and visitors traveling to eastern Maine.

When the bridge was built, it was named the nation’s most beautiful steel bridge in its class by the American Institute of Steel Construction. The bridge cables and towers make it look like a miniature Golden Gate Bridge, which opened six years later.

The bridge was a product of the emergence of automobile travel and the tourism trade in Maine, said state historian Earle Shettleworth Jr. No longer were travelers satisfied with the ferry that crossed the river from Prospect to Bucksport, he said.

Designed by noted bridge designer David Steinman, the bridge was a major engineering feat for both its aesthetics and for overcoming the challenge of crossing a difficult section of river, he said.

But the replacement Penobscot Narrows Bridge isn’t too shabby. An impressive cable-stay structure with two towers and a roadway held up by steel cables, it features a 420 ft.

(128 m) glass-enclosed observation tower with commanding 360-degree views.

“The Waldo-Hancock Bridge is one of those landmarks in Maine that people have personal connections to in their lives,” Shettleworth said. “Yet we have a new landmark now.”

When Milan looks at the bridge, it brings back memories of when he was in high school and walked up one of the bridge’s cables to the top of the tower. It was a rite of passage for him and thousands of other teenagers over the decades.

He’s now thinking of asking the demolition crew if he can walk up one of the cables one last time before the bridge comes down — for old time’s sake.

Vermont Bridge Being Rebuilt After Irene

BARTONSVILLE, Vt. (AP) The Bartonsville covered bridge over the Williams River, made famous in an online video showing it swept downstream during Tropical Storm Irene, came to symbolize the destruction Vermont suffered during the storm’s brutal passage through the state last August.

Now, the covered bridge is being rebuilt, one beam at a time. Huge pieces of lumber that were shipped in from across the country to be assembled with modern power tools, but the design and techniques would be recognizable to the engineers who built the span in 1870.

There are other changes, too: The old bridge was 152 ft. (46 m) long, the new one 168 ft. (51 m). The 1870 bridge was made with timber cut from local forests. The wood in the new bridge comes from the Pacific Northwest.

And the floor of the new bridge will be made from laminated lumber designed for strength and durability that was unavailable 140 years ago.

Construction workers began assembling the trusses in late September. One side was flipped upright and the other side built. The roof followed next.

Once the walls and roof are complete, the temporary bridge in the Bartonsville neighborhood in the town of Rockingham will be removed and the new covered bridge moved into place so work crews can build the road surface. The bridge is expected to open to traffic early next year.

For residents, preservation of a classic Vermont scene was paramount. Within hours of the destruction of the old bridge, townspeople were talking about the need to build a new covered bridge and refusing to settle for a modern span of concrete and steel, said Susan Hammond, the Bartonsville native who shot the video. In less than a month, the town had retained a design firm.

“Covered bridges are an iconic image of Vermont that goes right along with our historic downtowns and our beautiful landscape and our working landscape,” said Sue Minter, the Vermont official charged with overseeing the rebuilding of the state.

She said she has heard about the video of the lost bridge from people from across the country. “The loss of that really hit heartstrings.”

The estimated total $2.6 million cost for the new bridge and the temporary span is being paid with the insurance payout from the old bridge, federal funds and 5 percent match from the state and the town of Rockingham. It was almost the same price as a modern bridge, said Hammond, who has worked on the bridge project.

Plans call for the crossing to be closed to traffic for 45 days while the covered bridge is finished, said Chad Contaldi, the project manager of Cold River Bridges, the Walpole, N.H., company constructing the new bridge.

Phillip Pierce, an engineer of the firm that designed the new bridge, said he’d worked on more than 100 of the approximately 880 covered bridges now in the United States, but the Bartonsville bridge is special.

“I’ve never designed one truly believing that it will stand a lot longer than a hundred years, and I believe it will,” he said.

channels and any issues regarding erosion.”

Now that traffic has been shifted to the new bridge, work will continue on the approach roads on both sides of the span. As part of this work, the Department must temporarily close the ramp from Route 138 (Main Road) to Route 24 south for approximately two months until temporary ramp construction is complete.

Once this work is done, Pavao added, “Then, we get to the point, ultimately, where we can complete the project with the completion of a punch list, early next summer and fully open it up.”

Other road closures remain in effect on Tiverton’s side, chiefly affecting Central Avenue, including Exit 5 (Rte. 138/Main Road) on Rte. 24 — necessary changes for construction required to prepare the highway to match alignment of the new bridge.

All construction on the new bridge should wrap up in 2013, including the opening of a shared-use path along the northern edge of the new bridge and the connections to a loop of local streets in Tiverton and Portsmouth.

Maintenance Over the New? “In opening the remainder of the Sakonnet River Bridge, the Department has reached its goal of eliminating the weight limit for this vital link to Aquidneck Island,” said RIDOT Director Michael Lewis. “We look forward to finalizing this project next year and moving ahead with the removal of the old bridge.”

Gov. Chafee was pleased, but hopes for a different approach to these problems in the future.

“As you can see, the northbound is open, we’re [opening] the southbound side here,” said Gov. Chafee as he crossed the impressive span with a cache of print and online media. “It’s a bridge that came in on time, and on budget, which is always a good thing.

“Unfortunately, we had to replace the whole bridge for lack of maintenance, and we never want to have to do that again,” added Chafee, a proponent for upkeep of major structures, rather than more expensive replacement projects, but mindful that such funding in a state on the verge of fiscal bankruptcy is perhaps a bridge too far at present.

With the opening of the southbound lane, the governor, as well as RIDOT officials, commended the adjoining communities of Tiverton and Portsmouth for their vehicular patience.

“I have to commend the neighbors, who have had to put up with a lot on the Tiverton side [including a two-year, two-mile detour on Southbound Rte. 24 with a loop back north in order to get to their homes or work.],

as well as the nuisance on the Portsmouth side, as we finished construction. But we’re getting there,” said Chafee.

“The most important thing is to recognize the two host communities of Tiverton and Portsmouth for all of their support and patience as we worked to build a new and improved connection to Aquidneck Island,” added Heidi Gudmundson of the RIDOT Office of Communications. “We also thank the trucking community for their support during the detour process.”

What Happens to the Old Bridge?

Also in 2013, RIDOT anticipates advertising a construction project for the demolition of the old Sakonnet River Bridge.

A decade ago, the old Jamestown Bridge, a similar bridge linking Jamestown to Newport, R.I., was demolished by a spectacular implosion, worthy of a Hollywood movie. However, in Tiverton, the old bridge is too close to the new span for any blowing up; it must be taken down the old fashioned way — piece-by-rusty-metal piece.

But they will stand side by side — old and new — until at least the middle of 2014.

“Once we complete the new bridge project, I believe that a commitment will be made within two years to begin the demolition project of the old bridge,” said Pavao.

“It is very close to the existing bridge, so there can be no demolition explosion. There is also the issue of high tension wires that feed the island. There will have to be calculated section removal.”

A Thumbs Up When the northbound side opened, passing commuters beeped their horns at the officials, waving to construction workers, giving the thumbs up.

However, that may turn to a “thumbs down” if the governor goes ahead with plans to impose proposed high tolls to cross the new bridge from commuters to-and-from Massachusetts into Rhode Island in order to help pay for it. Aquidneck Island residents have vehemently opposed such a toll.

But for now, the state just wants to beam over its new, very impressive beams.

“It’s going to be a beautiful bridge, with the lighting. It’s going to be a great gateway to Aquidneck Island,” said Gov. Chafee, hard hat in hand.
