‘Special Projects Division’ Takes on Multiple Challenges on Dam Project

Chris Palmer (L), Woods CRW, discusses the project with Justin Reed, project manager, special projects division of Pizzagalli Construction. DAM from page 1

The dam over the Winooski River is being rehabbed: the old shot concrete surface has to be removed using concrete saws and jackhammers.

The only way for workers to get in and out of the dam is this 60 ft. ladder up the side.

“We have run into a couple of challenges from the start with this job, the first of which was bidding the job itself. The job was bid in March and with the spring runoff and heavy rains there was several feet of water flowing over the dam, obstructing the view of much of what we needed to see to prepare our bid. We did the best we could with the limited visibility, fortunately for us we hit the mark on what was needed to be done and the project is working out just fine for us.” “The other challenge was getConstruction Equipment Guide Northeast Edition (ISSN ting the scaffolding generators and 1081-7034) is published bi-weekly by Construction other needed materials down to the Equipment Guide Ltd. However, by the time we factored in the costs of stronger scaffolding to support the excavators and the rental cost for renting the highly specialized remotely controlled hydraulic excavators with hammers, from a cost standpoint we were better off using laborers with handheld power saws and jackhammers,” said Justin Reed, project manager. CONCORD, N.H. (AP) New Hampshire is getting more than $2 million in federal stimulus funds to study a $300 million highspeed rail corridor project from Boston to Nashua and on to Concord, U.S. Rep. Paul Hodes announced Oct. 25. Hodes said the rail project is important to New Hampshire’s economy. “This is the completion of the critical first step in the build-out,” he said. “I think it’s highly unlikely we would not want to move forward.” Hodes — a Democrat who is running for U.S. Senate — said the funding source points out the difference between him and his opponent in the Nov. 2 election. Republican Senate candidate Kelly Ayotte opposes stimulus funds. Ayotte spokesman Jeff Grappone said the United States doesn’t need a “bloated, wasteful stimulus package to examine the feasibility of commuter rail.” Grappone said Ayotte believes in strengthening the state’s infrastructure but wants to ensure the rail project “doesn’t have to be

propped up by taxpayers for decades to come.” Mike Pillsbury, New Hampshire’s deputy transportation commissioner, said the study will provide answers to necessary questions before moving ahead with the engineering and construction phases of the project. “It really answers the questions: Is this feasible? Is there enough capacity there? Are there enough riders?” he said. The project — called the capital corridor — calls for train stations in Concord, Manchester and Nashua, as well as at Manchester-Boston Regional Airport in Manchester. Pillsbury estimated the study will take 18 months once a consultant is hired. Hiring an engineering firm to conduct the study could take several months, he said. Pillsbury said the study not only should show the benefits of having the high-speed rail connections, it also should show what needs to be done to provide the services. He was optimistic the study would be the first step to winning future funding to complete the project. The rail line being studied currently is a freight line.

Maine, N.H. Governors Ink Bridge-Funding Study KITTERY, Maine (AP) Two months after a rusted chunk of metal plummeted from the 87-year-old Memorial Bridge spanning the border of Maine and New Hampshire, governors of the two states Oct. 5 set into motion an effort to find money to upgrade it and another aging bridge over the Piscataqua River. Maine Gov. John Baldacci and New Hampshire Gov. John Lynch signed executive orders that create a task force to come up with as much as $300 million Baldacci said is needed over the next several years to upgrade the bridges, which accommodate a critical commercial and social link between the two states. New Hampshire has long insisted on replacing the bridges, but Maine kept open an option of removing Memorial Bridge. For the first time, Baldacci on Oct. 5 gave his support for replacing the Memorial span, even though a study that will advance several options for the bridges

has not yet been completed. “It’s clear to me that we must replace the Memorial Bridge,” said Baldacci. “I know that the study needs to be completed and public comments considered, but I recognize how important the Memorial Bridge is to Kittery and Portsmouth. The replacement of the bridge has to be part of any plan that I would support.” Both governors’ executive orders recognize the need to replace the Memorial Bridge and to replace or significantly rehabilitate the Sarah Mildred Long Bridge. Both also recognize the need to maintain the much newer Piscataqua Bridge, which has been carrying Interstate 95 traffic since 1972. The task force, which includes transportation officials and business representatives from both states, is to issue a report by Dec. 15. Few dispute the importance of the bridges.

Memorial Bridge, built in 1923, links the business and social centers of Kittery and Portsmouth in addition to being the only pedestrian and bicycle crossing of the river. The Sarah Long Bridge, built in 1940, includes a rail line serving Portsmouth Naval Shipyard, which employs 4,200 people, as well as heavy truck traffic using commercial service stations in the area. It also serves as a backup route in the event of a closure or detour from the I-95 bridge. In his order, Baldacci said the bridges “are essential to the movement of people and goods between and through the two states.” They also are the primary travel route between population centers in states to the south and Canada, it said. The need to address the deterioration of the bridges was highlighted in late July when the captain of a tour boat in the Piscataqua River said a piece of Memorial Bridge plunged into the river. The captain,

Bob Hassold, said the chunk that was 4 ft. in diameter almost hit his boat, which was carrying four people. The bridges’ condition spawned an activist group, Save Our Bridges, and has become an issue in Maine’s five-way governor’s race. Baldacci, a Democrat, could not seek re-election because of term limits. Maine officials have been awaiting the completion of a study that will recommend several options for replacing or maintaining the Memorial and Long bridges. After some delays, the report is now due out in November. Maine and New Hampshire worked together on an unsuccessful bid to obtain federal economic stimulus funds to cover the costs of the bridge projects. The new task force will enable the states to identify joint funding mechanisms and propose legislation in each state that may be necessary to secure funding.

$20M Grant to Help Replace Maine-New Hampshire Bridge PORTSMOUTH, N.H. (AP) A deteriorating bridge connecting Maine and New Hampshire will be getting a multimilliondollar replacement. Top elected officials from the two states joined U.S. Transportation Secretary Ray LaHood on Oct. 20 as he formally announced a $20 million federal grant to help pay for the replacement of the aging Memorial Bridge that links Kittery, Maine, and Portsmouth, N.H. The grant will help New Hampshire partner with Maine to replace the 87-year-old bridge along U.S. 1. “The Memorial Bridge replacement project is vital to the region’s economy, not only because it will create jobs, but because it will also eliminate barriers to freight movement and improve access to the region’s transportation network,” LaHood said at a ceremony near the bridge. The metal truss lift bridge is the only

pedestrian and bicycle crossing of the river, in addition to handling vehicle traffic. It was dedicated in 1923 to World War I veterans. From New Hampshire, LaHood was joined by Gov. John Lynch, Sen. Jeanne Shaheen and Rep. Carol Shea-Porter. From Maine, he was joined by Gov. John Baldacci, Sens. Susan Collins and Olympia Snowe, and Rep. Chellie Pingree. In August, a rusted chunk of metal fell from the bridge. In October, the two governors signed executive orders to create a task force to come up with as much as $300 million needed over the next several years to upgrade the bridge and another one — the Sarah Long Bridge — over the Piscataqua River. The governors also recognized the need to maintain the much newer Piscataqua Bridge, which has been carrying Interstate 95 traffic since 1972.

Woods CRW Assists in Tricky Job of Finding Right Crane for Tough Work DAM from page 4

crane through a small residential area and then down a winding overgrown path that only offered 13 feet of clearance was a challenge,” Reed said. “Our company has a long standing relationship with Woods CRW and their crane experts in Burlington, Vt. They worked closely with us to identify that the specs of the Link-Belt TCC750 could accomplish what we were looking to do. The telescopic boom and the adjustability built into the track system made this crane the obvious choice. “Transport into the site was relatively easy and setup was a breeze. If we had had to use a lattice boom crane there would have been no place or room to lay the booms down and we would have been looking at about four loads to bring it in versus just two with the Link-Belt TCC750. From the tip of the extended crane to the bottom of the dam is about a 200 foot drop and we are bringing materials in and out all day. The entire setup works flawlessly.”

Pizzagalli’s laborers work from scaffolding using concrete saws and jackhammers to remove the concrete skin of the dam.

Link-Belt TCC750 Fits the Bill With an adjustable track width the Link-Belt TCC750 can be contracted to a width that does not exceed 11 ft. 5 in. (3.5 m). The total length of the crane, when ready for transport, is 45 ft. (13.7 m) and 10 ft. 9 in. (3 m 22.9 cm) high. The entire crane can be transported in two loads. With the configuration at this site the crane has 150 ft. (45.7 m) of boom and was handling 4,000 lbs. (1,814 kg) loads at more than a 100ft. (30 m) radius. The Link-Belt TCC750 used on this project: • Has 115.6 ft. (35.2 m) of main boom and extends another 35 ft. (10.6 m) with a lattice fly. • Has all hydraulic pilot operated controls • Because of the telescopic boom, the boom completely retracts to the length of the crane (approximately 45 ft. [13.7 m]) • The width of the crawler tracks can be extended out and retracted back in from 17 ft. (5.1 m) to 11 ft. 5 in. (2.6 to 4.3 m), making the crane transportable into tight spots. Load charts are available for 11 ft. 5 in., 14 ft. 11 in. (4.3 m 2.6 m) and 17 ft. of track width. Pizzagalli Construction Company Pizzagalli’s corporate headquarters are in South Burlington, Vt.; it also has offices in Portland, Maine, and Garner, N.C. The 100 percent employee-owned company handles as much as $300 million worth of construction projects a year, most occur up and down the east coast, east of the Mississippi River. For more information, call 802/651-1378 or visit www.pizzagalli.com. Woods CRW Wood’s CRW Corp. is a customer service driven, heavy construction equipment distributor founded in 1961 in South Burlington, Vt. It is the Link-Belt crane distributor for New England and New York. (Excluding New York City and Long Island). For more information on the TCC750 Please, call 802/658-1700 or visit www.woodscrw.com. An Act of Love In Memory of John J. Hosch

Former Tennis Partner Holding Fund-Raising Bash to Help Educate Best Friend’s Daughters By Jay Adams

CEG CORRESPONDENT

Love-15 When John J. Hosch was a boy, his father introduced him to tennis and the game gripped him, beginning a love affair at 15. He loved to crush the ball and make that one shot for the winning point. It was through the game that he met his dearest friend, Peter Raposa. “I first met John nearly 20 years ago on

the tennis courts where we took a tennis clinic together,” said Raposa. “We played tennis from that day forward. I have six sisters and I considered John the brother that I never had.” Love-30 For 30 years, Hosch drove a truck – first, for four years while serving in the U.S. Air Force. He drove fuel trucks to aircrafts and fueled them, getting them ready for take off. Then for his 26 years as a civilian, Hosch

worked for Petro Oil Company, delivering oil fuel to customers. Love-Love, Match In 1986, Hosch met a young woman named Rebecca Hastings. They married in 1989. She was 20, he, 23. For the next two decades, Hosch would prove to be a devoted husband and father, raising two wonderful daughters, Adrianna, now 20, and Olivia, now 17. The Hosch’s world was centered on their home in Exeter and the beaches of Middletown and Newport, R.I. “His biggest love aside from family, friends and tennis is the love that he had for the ocean,” said Raposa. “He absolutely loved being on the water, kayaking and fishing. He would have his sea kayak strapped to the top of his jeep roof from early spring to late fall. He would be out on the water every opportunity he had.” Hosch’s life ended by the water he loved. 15-30 On April 5, 2010, after 45 years as a devoted son, husband and father, John J. Hosch died unexpectedly while going for a

run on Second Beach in Middletown. A Difficult Tie Breaker “The day Rebecca called me will be a day I will never forget,” said Raposa of the ties he lost. “I lost my father 11 years ago and I have never experienced those same type of emotions since then, until John died. He was family to me, a brother I never had. He was truly a wonderful person who loved his family so very much. John would tell me through the years that his two girls would go to college and get their degrees. We had this conversation many times. John thought, as we all do, that he had many years in front of him to pay for college. “When John passed, I could not bear the thought of his children not being able to go to college, so I decided to create a trust for Adrianna and Olivia to help pay for their college expenses,” added Raposa. “He just wanted the absolute best for his two girls, to give them the best possible chance for a promising future.” The trust became official this month. Its name: John J. Hosch Memorial Trust. see HOSCH page 14

Link-Belt Crane Helps Pizzagalli Construction Co. Into a Tight Spot Some projects require a little bit extra. Extra knowledge, extra skill, extra attention. It’s for that very reason that Pizzagalli Construction Company created its “Special Projects Division.” The special projects division of Pizzagalli focuses on niche areas such as power generation, oil and gas production, and other areas that require a high degree of expertise, and enables the company to focus on a wide range of various sized projects, which include areas like waste water treatment plants, semi-conductor plants, hospitals and schools. In July 2010 Pizzagalli began a project to resurface the exposed 2,000 sq. ft. (186 sq m) of a dam’s surface for the Green Mountain Power Corp. in Middlesex, Vt. This project involves the repair and resurfacing of the original dam that was built for the power corp.’s hydroelectric plant. The facility was originally constructed in 1928. The Project The dam, which spans the Winooski River, is approximately 55 ft. (17 m) high; the length of the spillway (dam) is 280 ft. (85 m). It received a facelift with a new surfacing of shot concrete in 1980, but the forces of erosion, freezing and thawing have much of the new surface disintegrating. Approximately 6 in. (15 cm) of old shot concrete resurfacing must be removed, plus 4 to 6 in. (10 to 15 cm) of the original structure, to make way for the new resurfacing. When completed the new dam surface, made up of 80 cu. yd. (61 cu m) of concrete, will be constructed from cast in place concrete reinforced with rebar. To remove the shot concrete facing that had been applied to the surface of the dam in the 1980’s Pizzagalli is using concrete saws and jackhammers. “When we were originally studying how to approach this job one of our thoughts was to use remote controlled mini excavators with see DAM page 4
