“One, two three … cut!” With that count, a ribbon was cut, symbolizing three vitally new power sources. Cheers erupted among the crowd, and the largest wind turbine project in Maine’s history began generating power to two key island communities.

With Maine’s Cianbro finishing construction work this summer, Fox Island Wind LLC celebrated new wind power for the towns of North Haven and Vinalhaven, Maine, with a ribbon-cutting ceremony in November.

The three gleaming wind turbines promise clean, stable energy power for residents. Gov. John Baldacci, Maine House Speaker Hannah Pingree and Cianbro CEO Peter Vigue were among the dignitaries who spoke at the ceremony in the shadow of the turbines. Hundreds of local residents,

including student representatives from the two island schools, also were part of the celebration.

4.5 Megawatts “It is exciting to see the turbines in operation,” said George Baker, Fox Islands Wind CEO, who also is vice president of Community Wind at the Island Institute. “To see them providing benefits to these islands is the culmination of years of contribution by many people. These island communities are truly leaders in the field of coastal renewable energy.”

Those benefits include 4.5 megawatts of electricity feeding directly into the power distribution system on the two islands. Any surplus power that is generated by the turbines will be sold back to the regional grid via a submarine cable, resulting in further cost benefits for the citizens of see MAINE page 12

Long-Delayed Vermont MaineDOT Earns Kudos for I-295 Highway Design Chosen Southbound Rehabilitation Job MONTPELIER, Vt. (AP) The long-stalled Chittenden County Circumferential Highway may move ahead as a divided boulevard, rather than as a limited-access highway.

The Vermont Agency of Transportation said on Dec. 15 that it has selected that design, which an environmental group says is an improvement over the original design for the project that has been in the planning stages since the 1970s Sandra Levine of the Conservation Law Foundation said her group and other environmentalists preferred managing traffic in the Williston-Essex area by adding a series of roundabouts to existing roads The state instead is sticking largely with its original proposed road though Williston and Essex. But if it clears the remaining regulatory hurdles, it will be a boulevard, rather than an interstate-style highway.

In the span of those 13 weeks in the summer of 2008, more than 181,000 tons (164,200 t) of asphalt was laid, five bridges were rebuilt and 7 mi. (11.2 km) of guardrail was installed. The Maine Department of Transportation was recognized with two national awards for its work on the I-295 Southbound Rehabilitation project. The Federal Highway Administration (FHWA) and the National Partnership for Highway Quality (NPHQ) each presented awards to MaineDOT at the 59th Maine Transportation Conference in Augusta.

Both awards commended MaineDOT for the quality, innovation, safety and timeline of the $28 million project that was completed ahead of schedule in the summer of 2008.

“We are extremely gratified for the national recognition regarding the outstanding work on this unique highway project,” said MaineDOT Commissioner David Cole. “These two awards are a very positive reflection on all who worked as a team to make this project a success.”

The award winning $28 million project replaced an 18-mi. (29 km) stretch of a deteriorating concrete highway from Gardiner to Topsham, Maine. This was an unprecedented full closure of the interstate that detoured southbound traffic onto Route 201 during the height of the tourist season. This allowed MaineDOT to compress the construction schedule from three years into 13 weeks, and increase safety by keeping motorists off the construction site.

Maine Officials Identify Three Offshore DISPLAY ADS/ Wind-Power Demonstration Locations CLASSIFIEDS

AUGUSTA, Maine (AP) Officials on Dec. 15 identified locations of three offshore wind-power test sites that could unlock the door to huge reserves of energy equivalent to more than 100 nuclear plants in the nation’s most oildependent state.

The sites will be near Boon Island off York in southern Maine, near Damariscove Island south of Boothbay Harbor, and south of Monhegan Island off Port Clyde, Gov. John Baldacci’s administration announced. The University of Maine, which has received an $8 million federal grant for offshore wind power studies, will develop the Monhegan site.

Maine already leads New England in development of land-based wind power with three major wind farms in operation and more on the way. The state is now looking to harness abundant winds beyond its long, jagged coastline to help meet energy needs for the region.

“This is where the future lies,’’ Baldacci said during a news confer-

ence to announce the sites. “We want to become an energy generating center.’’

State officials also see an opportunity in nurturing industries that would produce components of the deep-sea structures, such as blades and generators churned by constant Gulf of Maine gusts.

Full-scale development of windrelated industries could create 15,000 jobs in Maine, said Habib Dagher, director of UMaine’s Advanced Structures and Composites Center who has been at the forefront of the state’s offshore wind research.

Within 50 mi. of its coast, Maine has potential wind energy of 149 gigawatts, roughly the equivalent power of 149 nuclear plants, Dagher said. The state’s goal is to have enough offshore turbines to produce 5 gigawatts of power — about twice Maine’s yearly consumption — by 2030, Dagher said.

That could add up to hundreds of turbines, which would be situated 10 to 20 mi. offshore, out of sight from the mainland.

Experimentation will start on a

much smaller scale, with floating test turbines anchored in 200 to 300 feet of water within 3 miles of each of the islands.

Officials plan to have the first floating turbines in place in 2011, Dagher said. Larger windmills would be deployed starting in 2013, before construction of the first windmills in a commercial array.

The demonstration sites will also measure the potential to produce power by wave energy, but the focus is on wind power. Private companies will be invited to propose projects at the Boon Island and Damariscove Island sites. Each demonstration area is limited to two turbines.

UMaine has already spoken to about 30 private and public groups interested in working at its site.

The final ocean demonstration sites were chosen after 40 public meetings with fishermen, conservation groups, public officials and others with an interest in offshore activities.
