Visitors arriving at Willow Spring Farm quickly discover they’re looking at something far different from the typical aggregate operation. One moment they’re driving past rows of Silver Queen sweet corn, fruit orchards and a roadside farm market. A few hundred yards later they’re watching wheel loaders fill waiting dump trucks, conveyors stack crushed stone and blasting crews prepare another section of Connecticut ledge for production. The unusual combination of farming and aggregate production isn’t accidental. It is the result of more than 100 years of family stewardship, careful planning and a willingness to evolve with changing markets.

“We’re still a farm,” said fourth-generation owner Rick Whittle. “We’re the last remaining farm in town.” Today, Willow Spring Farm encompasses approximately 365 acres in Mystic, Conn., where agriculture and aggregate production continue to operate side by side. Roughly 58 acres have been permitted for aggregate extraction, while the balance of the property continues producing sweet corn, apples, peaches and pears that are sold through the family’s roadside market and local farmers markets. That combination of businesses has become the company’s identity, but it wasn’t always that way. see WILLOW page 4

Farm Operation Harvests Corn, Produces Crushed Stone

More Than a Century of Family History The story began in the early 1900s when Whittle’s great-grandfather, Robert F. Whittle, emigrated from England and purchased what was then inexpensive farmland. “He started this place with donkeys and carts,” Whittle said. “Everything was loaded with hand shovels.” Like many family farms of the era, every dollar mattered. The farm produced vegetables, potatoes, firewood and livestock. During the Depression, rabbits became another source of income. Every generation added

something new while preserving what had already been built. Whittle’s grandfather, Frederick, recognized another opportunity beneath the fertile fields. The property contained significant deposits of sand, gravel and ledge, prompting the family to purchase one of the area’s earliest screening plants. Those early machines produced mostly natural sand and gravel products, but they represented the beginning of what would become Willow Spring’s aggregate business. As construction practices evolved, so did the company. “The old days of making everything from natural bank-run gravel are pretty much

gone,” Whittle said. “Today, contractors want crushed, angular stone.” That realization transformed the business. “We figured out that three-quarter-inch stone was worth more than a cucumber,” he said with a laugh. Farming Never Left Despite becoming a respected aggregate producer, farming remains central to Willow Spring’s identity. The family still plants approximately 60 acres of sweet corn each year, including a carefully isolated field of Silver Queen corn located in the middle of the quarry itself. Because Silver Queen must remain separated from other varieties to prevent

cross-pollination, the family literally created a new field inside the quarry. Years ago, as mining progressed, topsoil was carefully stripped and stockpiled before being placed over reclaimed ground, creating what today appears to be an ordinary cornfield surrounded by active aggregate production. The reclaimed field illustrates the philosophy that guides the entire operation. “We’re always thinking ahead,” Whittle said. “What we’re doing today has to work for the next generation.” Eventually, portions of today’s quarry will once again become productive farmland, see WILLOW page 6

with current reclamation plans calling for much of the site to return to agricultural use after mining is complete. Producing Materials That Build Connecticut Today’s Willow Spring Farm supplies a broad range of aggregate materials to contractors throughout southeastern Connecticut. The operation produces crushed stone in multiple sizes, processed aggregate, structural fill, sand, screened topsoil, reclaimed process material and recycled aggregate products. Concrete and asphalt brought to the site are recycled into usable construction materials, reducing waste while supplying contractors with economical alternatives for roadwork and utility projects. Whittle has even developed a carefully balanced reclaimed process blend that has met Connecticut Department of Transportation specifications for public roadway work. “Our products have to perform,” he said. “Contractors count on them.” Among Willow Spring’s customers are municipalities, excavation contractors, utility companies, commercial developers and heavy highway contractors including firms such as Mizzy Construction, Manafort Brothers and Cherenzia Excavation. Yet, Whittle believes outstanding customer service remains his company’s greatest competitive advantage. “There are only so many places around here where you can buy aggregate,” he said. “The first guy to answer the phone usually gets the business.” That philosophy explains why Whittle carries his phone virtually everywhere — even while working in the fields. “If somebody needs stone today, they don’t want voicemail,” he said. “They want somebody to answer.” Partnership Built On John Deere Parked throughout Willow Spring Farm is another symbol of consistency — John Deere equipment. The company’s relationship with John Deere dates back to the late 1970s, when the family purchased its first 644 wheel loader. Nearly 50 years later, Willow Spring operates approximately 10 John Deere wheel loaders performing virtually every task around the operation, from feeding crushing equipment and loading customer trucks to maintaining stockpiles and supporting the farm. see WILLOW page 8

Several excavators supported through W.I. Clark also work throughout the property. Some of the machines have accumulated remarkable service lives. “One of our John Deere loaders has around 45,000 hours on it,” Whittle said. “It’s still loading trucks every day.” That kind of longevity has reinforced the family’s confidence in the equipment. “We’ve tried other brands over the years,” Whittle said. “But we’ve had such good luck with John Deere that we keep coming back.” Service Makes the Difference Whittle is quick to point out, however, that equipment alone doesn’t earn customer loyalty. “The machines are excellent,” he said. “But equipment is equipment. Sooner or later, everything needs parts or service.” For Willow Spring, that’s where W.I. Clark has distinguished itself. Founded in 1925 and representing John Deere Construction Equipment since 1975, W.I. Clark has spent decades supporting Connecticut contractors from locations in Wallingford, Plainfield and Danbury. “Our relationship with W.I. Clark has been outstanding,” Whittle said. “They understand that if one of our loaders goes down, we’re not making stone.” Whether dispatching field technicians, locating parts or helping evaluate future equipment purchases, Whittle said the dealership consistently responds with urgency. “If trucks are lined up waiting to load, downtime isn’t an option,” he said. “They know that.” Whittle reserved particular praise for W.I. Clark sales representative Rob Gotta. A former service technician before moving into equipment sales, Gotta brings firsthand mechanical knowledge to every conversation. “Rob understands equipment because he worked on it,” Whittle said. “He knows our operation, he knows what machines fit our needs and he doesn’t try to oversell us.” Instead, Gotta regularly keeps Willow Spring informed about both new equipment and quality late-model used machines that might fit the company’s operation. “He stays in touch, answers questions and follows through,” Whittle said. “That’s why we’ve developed such a good relationship.” Equally important, Whittle credits W.I. Clark’s parts department and field service technicians for helping keep the fleet productive. “They always seem to have what we need,” he said. “If they don’t, they get it quickly. Their technicians know our machines, and they make us a priority.” For Whittle, that level of support has made W.I. Clark an extension of his own operation. “When you have one phone call that takes care of everything, life gets a lot easier.” Looking Toward the Fifth Generation As proud as Whittle is of the operation’s growth, he measures success differently than production figures. Several employees have spent more than three decades with the company, while his son now works full time in the business, becoming the fifth generation of the Whittle family

PIRTEK Keeps Contractors Working Via Mobile Hose Service

The company typically provides same-day service and offers after-hours emergency support for contractors working nights, weekends and road construction projects that occur outside normal business hours. Here, a technician crimps a new hose.

“The hydraulic hose itself is often the smallest part of the problem,” said Bill Foshage, owner of PIRTEK Avon and PIRTEK Boston North. “Most people think the issue starts and ends with replacing the hose. In reality, it’s that plus everything that happens while that machine isn’t working.” Operators will be waiting. Mechanics will be pulled away from preventive maintenance or getting other machines operational. Projects will fall behind schedule, and commitments made to customers will become harder to keep. In many cases, those operational costs outweigh the cost of the replacement hose itself. For many contractors, fleet operators and maintenance departments, the traditional response is familiar. Someone stops what he or she is doing to solve the problem. That means an operator removing the failed hose and heading to the closest hydraulic shop, a mechanic drops what they are doing at the shop and drives to the down machine or a

technician returning to the yard where the crimper is located before a replacement hose can be fabricated and installed. “There isn’t one way that companies handle a hydraulic hose failure,” Foshage said. “Some have mechanics. Some have crimpers in their shops. Others send an operator to the nearest hydraulic shop. Every operation is different. What they all have in common is that somebody is pulled from the work they were hired to do in order to solve this unforeseen problem.” Rather than sending people to a hydraulic shop or making a hose with their crimper and driving out to the site, more organizations are choosing to bring the hydraulic shop to the equipment. With two locations in Avon and Waltham and a fleet of mobile service vehicles, PIRTEK dispatches a technician directly to where the hose failed. replacement on site and return equipment to service all without leaving the machine’s location. The service also is useful when equipment fails far from a customer’s main facility or when a hydraulic failure occurs outside normal business hours. “Once the customer calls us, the hydraulic problem becomes our responsibility,” Foshage said. “The customer doesn’t have to figure out who is going to remove the hose, where the closest hydraulic shop is or what other work isn’t getting done while that machine is sitting idle. We handle the hydraulic issue so they can stay focused on running their operation.” Making hydraulic hose service mobile requires more than putting a crimper in the back of a van. Over the past 22 years, PIRTEK has continually refined the inventory carried on each service vehicle based on the equipment technicians encounter throughout New England. “Fabricating the hose is only one part of the job,” Foshage said. “You also have to identify the correct hose and fittings that specific machine needs, understand the hydraulic system and route the hoses correctly to avoid future issues.” Not every hydraulic problem is best solved in the field. While the mobile fleet is focused on returning equipment to operation in the field, PIRTEK’s Avon and Waltham locations

operate as full-service hydraulic hose shops where customers can have hydraulic hoses fabricated quickly, source hard-to-find fittings and adapters, have custom steel hydraulic tubes fabricated when OEM replacement parts are no longer available and get their hydraulic cylinders resealed. Foshage believes more organizations are beginning to evaluate hydraulic failures differently because of changing industry dynamics. “Good mechanics are hard to find, and they’re incredibly valuable,” he said. “We’re not trying to replace anyone. We’re another tool that helps customers keep equipment working and their people focused on what they do best.” As more businesses look for ways to improve uptime, increase labor efficiency and reduce unnecessary downtime, mobile hydraulic service is becoming another option available to maintenance and operations managers. The cost of a hydraulic hose failure is measured not only by the hose that needs to be replaced, but by everything that happens until the equipment is working again. Equipment East has added another experienced professional to its customer support team with the hiring of Lauren Shaw as a parts specialist at the company’s Bow, N.H., location. In her new position, Shaw works directly with contractors, municipalities and equipment owners, assisting them in identifying and ordering replacement parts while also supporting Equipment East’s service department by supplying technicians with the components they need to keep customers’ machines operating efficiently. One aspect of her new role that Shaw particularly enjoys is the opportunity to expand her technical knowledge. In addition to helping customers at the parts counter and over the phone, she has been training in the dealership’s hydraulic hose department, where custom hoses are built for a wide variety of construction equipment applications. “I’ve really enjoyed the opportunity to learn more about

the equipment,” Shaw said. “I’ve been learning how to build hydraulic hoses, getting familiar with the equipment and expanding my knowledge every day. That’s been exciting.” Shaw brings five years of heavy equipment parts experience to Equipment East. Before entering the construction equipment industry, she worked in the medical equipment field, where she developed a strong background in parts management and customer support before transitioning into heavy equipment. Since then, she has continued building her knowledge while helping customers keep their equipment operating efficiently. Shaw said Equipment East’s commitment to employee development was one of the biggest reasons she decided to join the company. “I wanted to work somewhere that encouraged me to continue learning and growing,” she said. “Everyone here has been welcoming, willing to answer

questions and eager to help me build my skills. Mass. Celebrates Historic Milestone for Cape Cod Bridges The Healey-Driscoll Administration announced another major milestone in its efforts to replace the aging Cape Cod Bridges, as the Federal Highway Administration approved the project’s Final Environmental Impact Statement and issued a Record of Decision. The approval marks the first time that FHWA has approved a Final EIS for a roadway project in Massachusetts since 1991 and marks a significant step forward for this historic project. It concludes the federal National Environmental Policy Act (NEPA) process, clears the way for final permitting and brings Massachusetts closer to securing more than $1 billion in federal funding to help construct the new bridges. “From day one, we’ve made replacing the Cape Cod Bridges a top priority because we know how important they are to residents, businesses and everyone who depends on them,” said Gov. Maura Healey. “This federal approval is another major step toward delivering the modern, reliable bridges that Cape Cod deserves, and we’ll keep

working every day to move this project into construction.” The federal review process began in 2024, and FHWA’s approval reflects years of close collaboration among federal, state, regional and local partners. Because of the size and complexity of the project, FHWA required the highest level of environmental review — an uncommon step that underscores

the significance of the Cape Cod Bridges Program. MassDOT is currently completing the acquisition of property needed for the Sagamore Bridge replacement and evaluating statements of qualifications from design-build teams interested in delivering the project. The department anticipates awarding a construction contract in late

2027. The new bridges will improve safety, reduce congestion, strengthen regional economic growth, enhance emergency access and create a more reliable transportation connection for Cape Cod residents, businesses and the millions of visitors who travel to the region each year. “This is an extraordinary milestone not only for the Cape Cod Bridges Program, but for transportation in Massachusetts,” said Undersecretary of Transportation and State Highway Administrator Jonathan Gulliver. “Receiving FHWA approval of the Final EIS — the first in Massachusetts since 1991 — reflects the years of thoughtful planning, robust engagement and close coordination with our federal and state partners as well as the town of Bourne. This achievement brings us significantly closer to delivering infrastructure that will improve safety, connectivity and travel experience for Cape Cod residents and visitors.” 

Two Conn. Bridges Scheduled for Major Rehabilitation Work

The Connecticut Department of Transportation (CTDOT) is developing plans to rehabilitate Bridge No. 01132, which carries Route 80 (Old Toll Road) over the Hammonasset River in Madison and Killingworth. The project involves addressing deficiencies associated with the existing Bridge No. 01132. The purpose is to provide a safe crossing for the traveling public on and below the bridge, to maintain the major bridge elements in a “Fair” (5) or better NBI Condition Rating, and to bring the bridge into compliance with CTDOT requirements for load rating. The current schedule indicates that the design will be completed in December 2029 with construction anticipated to start in spring of 2030, assuming acceptance of the project, availability of funding and receipt of any required right-of-way and environmental permits. This project will be undertaken with

a combination of federal and state funds. CTDOT also is developing plans to rehabilitate Bridge No. 00572, which carries Route 8 over Housatonic Railroad in Derby. The project involves addressing deficiencies associated with the existing Bridge No. 00572. The purpose is to provide a safe crossing for the traveling public on and below the bridge, to maintain the major bridge elements in a “Fair” (5) or better NBI Condition Rating, and to bring the bridge into compliance with CTDOT requirements for load rating. The current schedule indicates that the design will be completed in October 2028 with construction anticipated to start in spring of 2029, assuming acceptance of the project, availability of funding and receipt of any required right-of-way and environmental permits.
