The Connecticut Department of Transportation’s (CTDOT) $91 million design-build rehabilitation of the Dutch Point Viaduct project, which started in February 2025, is expected to be delivered in summer 2027. CTDOT Awards State Grants to Improve Infrastructure Gov. Ned Lamont and Transportation Commissioner Garrett Eucalitto announced that Connecticut is awarding $10.8 million in grants to 17 towns and cities for projects that improve safety, accessibility and mobility. The grants are being awarded through the Connecticut Department of Transportation’s (CTDOT) Community Connectivity Grant Program. Now in its eighth round of awards, this competitive state-funded program provides construction funding to municipalities for infrastructure improvements that make town centers safer, more vibrant and welcoming to pedestrians and bicyclists statewide. “This program cuts red tape and accelerates local infrastructure projects that make a real difference in people’s daily lives,” Lamont said. “We are proud to help towns and cities bring their own infrastructure priorities to life.” Commissioner Eucalitto said. “Communities know what their residents need, and this program gives them the resources to build it.” The grants approved under the eighth round of the program include:

PC Construction Delivers Complex Facility Expansion

PC Construction announced the completion of a comprehensive facility expansion for Weidmann Electrical Technology at its St. Johnsbury, Vt., campus. The expansion, encompassing a new 10,000-sq.-ft. warehouse, significant equipment upgrades and a 25,000-sq.-ft. addition to the Fabrication North building, was completed in 17 months, a remarkable achievement for a project of its complexity and scale. The milestone was celebrated at a grand opening event on May 27, 2026. Weidmann is among the world’s largest producers of high-grade insulation materials used in electrical transformers. The $45 million project allows Weidmann to increase manufacturing capacity and is estimated to add approximately 67 new jobs at the St. Johnsbury facility. “The project is upgrading the bridge’s structural elements to current design standards, which will improve its load carrying capacity and extend its service life,” said Eva Zymaris, spokesperson of CTDOT. “Design began shortly after the project was awarded in December 2023, and construction began in early 2025. The Dutch Point Viaduct was built in 1964, making the structure 62-years-old. “The bridge is deficient by today’s standards,” Zymaris added. “The rehabilitation will increase the viaduct’s lifespan by at least 25 years, allowing it to function efficiently for many more years, reducing frequent repairs and ensuring a reliable transportation route. thousands of people relying on this stretch of I-91 daily.” The work includes the pouring of a new bridge deck with an upgraded drainage system, the installation of new parapets that meet the latest federal standards and new standard highway lights, the metallizing of bridge girder beam ends and steel strengthening repairs to bridge girders to increase load carrying capacity. The replacement and repairing of bridge bearings and placing of new micropiles and concrete encasement of steel pier bents will strengthen the substructure of the bridge and increase load carrying capacity. The replacement of the bridge deck began in Spring 2025, shortly after the completion of the superstructure design phase in early 2025. The bridge deck reconstruction required the closure of the State Street on-ramp to I-91 southbound for approximately 18

months. The closure, initiated on March11, 2025, coincided with the start of the detour route. “The project includes a comprehensive traffic management plan,” said Zymaris. “Our design-build team is constantly coordinating with nearby projects during construction.” J.F. White hired Hardesty & Hanover to design the rehabilitation project. “Designing a new deck that is being placed on an existing structure while trying to improve existing conditions to meet current standards was a challenge, as you are limited to the existing space and geometry,” said Jessica Carvajal, CTDOT project engineer. “Staging and maintenance and protection of traffic has been challenging for both design and construction; see VIADUCT page 18

Built On Family Foundations G&R Construction Inc. traces its roots to 1962 when brothers Gilbert and Roland Morel (whose initials inspired the company name) launched the business after learning the trade from their father and uncles, who were homebuilders on the North Shore of Massachusetts. “They were carpenters first and businessmen second,” said Bob Morel, current owner and son of co-founder Gilbert Morel. “They loved building quality homes. By the time I was growing up, they never really had to chase work. If you wanted them to build your house, you got on a waiting list.” Throughout the 1960s, G&R built large numbers of homes throughout communities such as Lynnfield, Reading, Wakefield, Melrose and North Reading. As the company matured, the founders focused increasingly on custom homes and quality craftsmanship. Bob Morel spent summers working alongside his father and uncle but was encouraged to pursue formal education and gain outside experience before joining the family business. Building New Public Safety Campus The current Abington project represents one of G&R’s largest undertakings. Located on an existing municipal campus that already includes a police station, the project consists of a new fire headquarters, a new department of public works facility and extensive site improvements spread across approximately six acres. The fire headquarters will feature four apparatus bays, administrative offices, living quarters and modern support facilities. The DPW building includes vehicle storage, office space and operational support areas. Site Superintendent Donnie Washburn said the project has presented several significant challenges. Among the most demanding has been the removal and disposal of contaminated soils. “To date, we’ve probably removed somewhere around 5,000 cubic yards of contaminated material, and we still have another 1,500 yards or so to go,” Washburn said. “Everything has to be tested and categorized before it goes to the appropriate disposal facility.” Groundwater conditions have added another layer of complexity. “We’re only about three-and-a-half feet above groundwater in many areas,” Washburn said. “We’ve spent a lot of time pumping groundwater while installing utilities.” see G&R page 16

The site also includes extensive stormwater infrastructure, featuring four large detention systems and a major infiltration basin designed to manage runoff before it gradually returns to the surrounding watershed. Another unique challenge involved foundation preparation for the new fire station. “Because of the soil conditions, the fire station is being supported by approximately 400 rammed aggregate piers,” Washburn said. “They drilled down about 10 to 12 feet and compacted stone columns that the building foundation now sits on.” Construction began in July 2025 and is scheduled for completion in spring 2027. Equipment Driving Productivity Projects of this scale require substantial earthmoving capability, and G&R’s investment in equipment has become a major competitive advantage. The company operates a fleet of approximately 25 John Deere machines, including excavators, dozers, loaders, articulated dump trucks and compact equipment. Among the most heavily utilized machines are John Deere 350 excavators, 210 excavators, a 700K dozer and a 35-ton articulated dump truck. Washburn said recent investments in GPS machine control technology have paid immediate dividends. “It works excellent,” Washburn said of the GPS-equipped dozer. “It’s been a great investment and takes a lot of the thought process out of grading.” Morel agreed. “We rented a machine with grade control and within a week we accomplished more work than we had done in nearly a month using conventional methods,” he said. “It was that impressive.” The company has since expanded its use of grade-control technology and expects to continue incorporating it into future fleet purchases. Behind G&R’s transition to John Deere equipment stands a relationship that Morel said has become every bit as important as the machines themselves. For years, G&R had purchased equipment from another manufacturer largely because of a trusted salesperson. When that individual retired, communication and support from the dealership disappeared. “No one even knocked on the door,” Morel said. “We had all this equipment and suddenly nobody was calling.” Meanwhile, United Construction & Forestry sales representative Rob Cybulski had spent years building a relationship with the company. “He wore us down,” Morel said. “But in reality, Rob wasn’t just selling equipment. He was providing advice, service and support.” Within a relatively short period, G&R transitioned virtually its entire fleet to John Deere equipment. Today, Cybulski remains closely involved with the account, helping coordinate service, monitor machine health and identify equipment solutions for upcoming projects. “The relationship is everything,” Morel said. “You can argue over dollars and cents, but at the end of the day, construction is built on relationships.” That relationship extends well beyond machine purchases. see G&R page 22

MaineDOT Studies Route 1 Upgrades for Rising Seas The Maine Department of Transportation is investigating a project that would strengthen transportation infrastructure along a section of Route 1 in Scarborough to withstand anticipated impacts of sea level rise, flooding and high-tide events. Working with the town of Scarborough, MaineDOT plans to conduct a study this summer to help guide a project aimed at improving the long-term resilience of this corridor. The project would ultimately elevate approximately 1 mi. of Route 1 between Harlow Street and Southgate Road to protect infrastructure and maintain reliable transportation access in the area. As part of the planning process, MaineDOT and the town of Scarborough are discussing a temporary pilot project that would reduce the roadway to one northbound travel lane within the project area. The pilot is being considered, in part, to evaluate Scarborough’s request that a multi-use path be included in the final project scope. To avoid impacts to nearby waterways, the project would be limited to the existing roadway footprint, as including a multi-use path would require reducing the northbound

lanes to a single lane. The multi-use path will not be constructed as part of the pilot project. The roadway will return to its current configuration once the pilot program is completed in August.
