Walsh Lays Out Big Vision to Invest in Boston Harbor Mayor Martin J. Walsh rolled out a comprehensive and transformative vision that will invest in Boston’s waterfront to protect the city’s residents, homes, jobs, and infrastructure against the impacts of rising sea level and climate change. Announced in October during his annual speech to the Greater Boston Chamber of Commerce, the Mayor’s plan, “Resilient Boston Harbor,” lays out strategies along Boston’s 47-mi. shoreline that will increase access and open space along the waterfront while better protecting the city during a major flooding event. “We’re not just planning for the next storm we’ll face, we’re planning for the storms the next generation will face,” said Mayor Walsh. “A resilient, climate-ready Boston Harbor presents an opportunity to protect Boston, connect Boston and enhance Boston, now and for the future. As we enter a new era in our Harbor’s history, Boston can show the world that resilience is not only the ability to survive adversity, but to emerge even stronger than before. That’s the promise of a resilient Boston.” Resilient Boston Harbor builds off of Imagine Boston 2030 and uses the city’s Climate Ready Boston 2070 flood maps and coastal resilience neighborhood studies to focus on Boston’s most vulnerable flood pathways. The strategies laid out in the plan include elevated landscapes, enhanced waterfront parks, flood resilient buildings and revitalized and increased connections and access to the waterfront. The strategies will require collaboration and funding between federal, state, private, philanthropic and nonprofit partners.

East Boston, Charlestown Based on early recommendations from the city’s Climate Ready Charlestown and Climate Ready East Boston plans, a deployable floodwall system has been installed across the East Boston Greenway and a section of Main Street in Charlestown is being elevated. Additional measures identified include: • Redesign Constitution Beach to combine flood protection with expanded access and recreation; • enhance Wood Island and Belle Isle to prevent the loss of the last remaining tidal salt marsh in Boston, while buffering the shoreline from increased waves and surges; • work with new development projects, including Suffolk Downs, to integrate resiliency measures, increased open space and community connections; • elevate transportation corridors like Bennington Street and the East Boston Greenway to create both flood protection and pedestrian connections throughout the neighborhood; • elevate Main Street as part of the re-design of Rutherford Avenue and Sullivan Square, to block the primary flood pathway through Charlestown. $4.8 million in capital funding has already been committed to the overall project; • elevate and renovate Ryan Playground; and • redevelop the Schrafft Center waterfront with elevated parks and mixed-use buildings to grow economic opportunity while restoring natural resources.

North End, Downtown Flood risks threaten Boston’s financial center, historic waterfront, tourist destinations and residential neighborhoods. The city will launch Climate Ready Downtown to further study the impacts and necessary measures to protect these neighborhoods. Strategies already identified include: • Redesign Christopher Columbus Park, Langone Park and Puopolo Playground to include elevation to protect against flooding while improving waterfront open space and connections to the Rose Kennedy Greenway; • transform the parking lot at Sargent’s Wharf into a combination of open space and resilient small-scale development; • elevate sections of the Harborwalk; and • enhance Long Wharf as the gateway for water transportation. South Boston, Fort Point Climate Ready South Boston identifies the major flood pathways to many of the city’s residential neighborhoods through Fort Point Channel and Moakley Park. In response, the following strategies have been identified: • Create a resilient Moakley Park and a re-envisioned Fort Point Channel to protect homes and businesses in South Boston, the South End, Chinatown and parts of Dorchester and Roxbury; • build a coalition of support from the private property owners surrounding Fort Point Channel to assist in creating a signature resilient park system; • complete the Emerald Necklace from Franklin Park to Moakley Park along Columbia Road to increase access to the waterfront. $11 million will be allocated from sale of the Winthrop Square Garage for this project; • secure federal support — the city is applying for a $10 million FEMA mitigation grant to begin resilience work along the Fort Point Channel; • the Boston Water and Sewer Commission has begun installing essential infrastructure for reducing flood risk; • an elevated New Ellery Street along the Dorchester Avenue corridor in South Boston, as identified in the BPDA’s PLAN: Dorchester Avenue South Boston to provide additional flood protection for South Boston’s residential neighborhoods; and • complete Martin’s Park, an inclusive waterfront playground that will be climate-ready. Dorchester Waterfront In order to create a resilient, more accessible Dorchester shoreline with increased connectivity, the city will launch Climate Ready Dorchester. Strategies already identified, include: • Re-design Morrissey Boulevard to stop current and future flooding, and open up the waterfront; • complete the connection of the Neponset River Trail in Mattapan to the Harborwalk from Tenean Beach to Victory Park; • work with UMass Boston to further open up the waterfront along Columbia Point for the residents of Dorchester; and • work with residents on new and improved amenities for the neighborhood, including better public transit and improved roadway, pedestrian, and bike connections. Resilient Boston Harbor builds on the investments the city of Boston has made under Mayor Walsh to increase the city’s climate resiliency, including: see WATERFRONT page 18

Ben Holmes of Rye Beach Landscaping does landscape construction and excavation. I saw the Mecalac machines on YouTube about six years ago and just looking at the videos, I fell in love with the machine. I had previously made modifications to the attachments on my existing excavators, but I could not get them to work as effectively as the Mecalac. My machines were much slower and less powerful. We were so pleased when Lorusso Heavy Equipment brought Mecalac to the United States and we were able to buy one from a local dealer. Every part of the Mecalac has lived up to our expectations. The controls are very smooth. The machine is manufactured in France and is extremely well engineered. It has a Deutz diesel engine which is powerful and reliable.
I came to today’s event to look at the MWR series wheeled machines. I have never had the opportunity to see one before. Our business is strong, and we have a lot of work lined up. I’m very impressed with the wheeled excavator. If we are doing urban work and need to move from location to location within that environment, it would be the ideal machine. The unique design of the boom will allow you to work in lower clearance areas without concern for hitting overhead wires.
Since we have purchased the 6-MCR we are getting our jobs done 30 percent faster. I can scoop material right out of the back of a truck without making any sort of a mess. For backfilling, this machine is like a dream. At the end of the day, you don’t feel like you worked … you feel like you played for a day. I like to compare it to driving a finely tuned European race car. I also just purchased another 6-MCR.
I bought my Mecalac 6-MCR in 2016. I put a snow pusher on it right away. The weight transfer and traction are wonderful, and it is very effective because you can ramp piles with the boom that you could not do with a skid steer or a loader. You can reach farther, and you can swing and adjust as you go down a travel lane. You can’t do that with any other machine.
Having a machine that can do so many tasks has increased my efficiency and saves labor and time. The learning curve to use was very short. I have put about 1,500 hours on it and have only had a couple of minor issues that the dealer fixed right away. We are looking hard at purchasing an Engcon tiltrotator. It would expand our applications even further. It will be our next purchase. It takes a machine that is already a Swiss army knife and makes it even better. The Mecalac has been a big labor saver for us. Anytime that you can expand the functions that you can do with a single machine, you automatically reduce your labor time. We have generally been able to go from using three-man installation crews to two-man crews, and the Mecalac has been the key to reducing our dependence on manual labor.

I have had my operator in the cab quite a bit today. I was confident that he would catch on to the operation quickly, and he has. He has already been playing a game of Jenga using 4x4s and the Engcon. Each one of these products, the Mecalac and the Engcon, are non-traditional. Putting them together may be somewhat complex but, as I said, my operator is picking up on it pretty quick. When you match the two together, they have more flexibility than either an excavator or a skid steer. Initially, I came here specifically interested in putting the Engcon matched with a traditional excavator and including some attachments for grading. I really like the ability to switch attachments very quickly without getting out of the cab. Still looking at what attachment options will best meet our needs, but I definitely see this as a labor saver. As traditional operators age and younger tech-friendly operators step up, this type of equipment will certainly reduce our dependence on ‘men on the ground.’

to be finished by the end of 2020. Upon completion, Arsenal Yards will total more than 1 million sq. ft., including 250,000 sq. ft. of shops and eateries. Anchors include Roche Bros., City Works Eatery & Pour House and Majestic Cinemas. The Majestic at Arsenal Yards will offer seven screens, including a large format screen spread over 33,800 sq. ft. It will feature décor that pays homage to the heritage of Watertown’s Arsenal, enhanced with modern-day amenities that include recliner stadium seating and 4k laser projection. In addition, YardWorks will include 107,000 sq. ft. of new creative office and lab space. It will feature a 150-room Hampton by Hilton hotel and 425 contemporary residences. Arsenal Yards will include a mix of studio, one, two and three-bedroom apartments housed within three distinct residential buildings. Fifteen percent of the apartments will be designated affordable housing. The plans also call for a dedicated green space and revitalized park. “The existing 19-acre Arsenal Park is being repurposed with our input. In addition to existing uses, including youth baseball, soccer and tennis, we are working with the town to design space to activate community gardens, more bike paths, connections to the river and an amphitheater for outdoor concerts and entertainment.” MacEachern said the project has been in the making for a while. “We’ve been involved with rezoning in Watertown, because it’s going through a lot of wonderful and dynamic changes. The vision that the town had come up with five or six years ago — their comprehensive plan and their vision for this part of Watertown — was perfectly in sync with what we wanted to do. We’re starting to see that come to fruition.” MacEachern said it’s rewarding to see construction moving forward, bringing the project one step closer to completion. “We have a very large team who has dedicated years to planning, designing, permitting and financing this project. To see the financing close and the construction break ground is a huge milestone. The entire team is very excited to see this project moving forward, as planned.” The most time-consuming part of the job has involved site logistics and planning. “It’s about making sure that a good plan is in place, prior

If things seem to not be planned well, or there is confusion on how we want to approach a certain aspect of the project, that many unnecessarily drive up the construction costs. It’s critical that we look at the big picture and understand how we want to approach the entire development and then take a deeper dive into the details of how each of the individual buildings fit into that larger plan. We have an incredible team of consultants and contractors who have been helping to ensure this project gets off to a successful start. “It’s a large project. Early on, there is a lot of soil to be
moved. Probably one of the most complicated aspects is the scheduling of work to coincide with the leases we are signing for new retailers. We need to understand who wants what open and completed before they are willing to open, how much parking needs to be available at that time, what roads need to be open, does the river green need to be completed? Every lease has different requirements that we must meet, it’s our job to ensure we keep track of all these different requirements, and plan the construction accordingly.” Phasing of construction is one of the more complicated aspects. Determining how and when is the best way to approach each individual building doesn’t happen overnight. “There are many reasons the work needs to be performed in stages, one of them being that we have existing retailers that are staying open during construction. It’s critical that we are fair to them, and leave the site accessible and safe to the public, their customers. We also owe our tenants parking. It makes more sense to construct and open the new parking garage prior to tearing up the parking lots where the future wood frame residential buildings sit, so as you think of through these things, the stages of construction start to form. “During the excavation phase alone, there is a lot of dirt to see ARSENAL page 20

• Released Climate Ready Boston, an internationally recognized plan that builds on Imagine Boston 2030; • became one of the first cities to set a target of carbon neutrality by 2050. The city released a Request for Proposals (RFP) for the next update to Boston’s Climate Action Plan that will create a roadmap for that goal; • expanded open space. Boston ranks first in the nation for resident access to parks; • making historic investments in green transportation, including protected bicycle lanes in Roxbury, the South End and North End and expanded bike share access in Mattapan, Roslindale and Dorchester; • completing new resilient design standards for public infrastructure, providing ways for all construction on public rights-ofway to adopt flood protection measures; • the BPDA updated the climate resiliency checklist, requiring new projects to show they are resilient to climate impacts, and is designing a flood resiliency zoning district that will strengthen requirements for new and retrofitted buildings; • hosting the International Climate Summit in June, where the Mayor led the
creation of a new coalition of cities dedicated to buying renewable energy collectively; and • Boston is the top-ranked city for energy policy by the American Council for an Energy Efficient Economy, and rating agencies cite Boston’s climate work in support of the city’s triple-A bond ratings. The projects outlined in Resilient Boston Harbor will require a number of different funding sources. Mayor Walsh announced that the city of Boston will commit 10 percent of all new capital funding to resilience projects. He called on Boston’s state and federal government partners, as well as the private sector and non-profit and philanthropic stakeholders to join the city in committing to make these necessary investments a reality. The strategy builds on the city of Boston’s Resilience Strategy. Boston’s resilience strategy is focused on ensuring every resident can reach their full potential regardless of their background, and removing the barriers of systemic racism that hinder Bostonians from having access to opportunities. move. There are areas we need to excavate for underground parking, there are other areas we need to raise to make the grade more level. Without some phasing, if we tried to perform all the work at once, all the contractors would be on top of each other. There’s a lot to think through, and we’ve taken the time to respect the integrity of the project and all parties involved, which ultimately leads to phasing out the work.” Technically, there are four phases, beginning with phase 1 retail openings, which are anticipated to open in 2019. The entire project, including retail, restaurants, office space, a hotel, apartments and condos are set to open by the end of 2020. Crews are renovating two existing buildings and building five new ones, all within roughly two-and-a-half-years. The two historic structures that comprised the original Watertown Arsenal, an ordnance depot and small arms factory built in the early 1800s, will be retained and restored, featuring reexposed classic masonry and original steelwork. They will be reintroduced as street front retail, and make up approximately half the total retail space. Shoppers are coping with the nearby construction as best they can, with a number of stores remaining open and parking clearly marked. Signage and a police detail are present at each end to help redirect traffic. Real-time updates are provided via the official website and social media channels. Easily accessed from major thoroughfares and public transportation, the center currently serves residents of Watertown, Cambridge, Boston, Belmont, Brookline, Waltham and Newton. Performing construction tasks while the mall is still open has been a concern from the beginning. “It adds several precautionary factors to an already congested site,” said MacEachern. “Whenever you introduce the public to a busy site, there are always more challenges, but at the end of the day, our top priority continues to be keeping everyone involved happy and safe. Things may not always go exactly as planned, but everyone’s working very well together, especially since, in the end. we know that we’re all going to be part of an incredible space.” Keeping patrons out of harm’s way is paramount. “It’s a daily conversation throughout the site, at many different levels, and always comes first. The safety of the public who continue to park and walk through the site each day to visit the open retailers is certainly a top priority. Then there is the safety of each person that comes to work on our site each morning. Anyone starting on the site must attend a new worker orientation and they are required to attend daily safety huddles each morning. Our ultimate goal is to ensure that everyone leaves that site each and every day the same way they arrived.” The largest demolition scope is now complete, having taken close to three months to complete. This involved tearing down the addition to the malls, as well as gutting the interior of the existing Arsenal buildings. A large demolition project, it was considered a very significant and critical piece to kicking off the Arsenal Yards development. Excavation is well under way for the new parking garage. Mini-piles are currently being driven and pouring concrete for the footings has begun. The precast garage itself is cast and ready to be delivered, as soon as the site is ready for the slabs. “There has been a lot of enabling work that needed to be completed before excavating and demolition could commence. Once enabling was complete, the buildings

constructed in the 1980s were demolished to open up space and land between the two original Arsenal buildings, which will be preserved, renovated and open in 2019. The interior of one of the buildings has been completely gutted, and the second floor of the mall, above the current retailers, has been demolished and ready to be transformed into our new office/lab space. The soldier piles and lagging were installed within the footprint of the future garage, which allowed the excavation needed for the underground parking to occur.” There are many milestones on this project, the next significant one being breaking ground on Building F, which is the first residential building to be constructed, and where Roche Brothers will reside on the first floor. “We’ll continue to hit milestones, as we break ground on the four additional buildings, complete utility tie-ins and construct a mixed-use path, which will connect the bike path down to Greenough Boulevard and the river. There will be milestone openings of retailers, apartments, lab and office space. We’re continuing to sign more leases and will be renting out three buildings of new apartments.” Nearly 100,000 cu. yds. of soil is expected to be removed from the site and disposed of on the project. In these locations, we use soldier piles and lagging with tie-backs. as required. Where room allowed, we slopped the excavation, so that SOE didn’t need to be used.” Construction continues on the garage site, along with the clearing of rubble from demolition. “First is making sure all environmental concerns are discovered and remediated as necessary. It is always amazing to me how the equipment so easily seems to tear the existing structure down. In some locations, such as at the connection points to the original Arsenal buildings that we are restoring or near public areas, the demolition is done much more delicately. In other areas, you grab hold of a supporting beam, column or wall and tear the structure down. “Once the structure is down, like material is sorted into piles and then loaded and hauled away. Once the building itself is cleared, the demolition of the existing slabs and foundations occurs, which are hammered or jacked up and hauled away. It sounds simple, but there is certainly a science to properly performing demolition, and the machine operators are very skilled at what they do.” Heavy equipment currently being used on the job includes a Cat C556 roller; a Cat 980G front-end loader; a Cat 349E excavator X2; a Cat 966K front-end loader; a Cat 321D excavator; a Cat D6R bulldozer; a Cat 345D excavator; and a Komatsu PC228 excavator. Various attachments are used on the equipment to perform the work, such as grapples, pulverizers, claws, hammers, shears, buckets and thumbs. Some of the main materials being used during construction include steel, concrete, precast, brick, wood, glass and metal panels. Although much work remains, MacEachern and others involved in the highly-anticipated project are convinced the endeavor will have a profound impact on the area. “Arsenal Yards will offer an urban vibe with access and convenience to curated retail and unique dining options and entertainment venues.
