In the wake of that effort, the I195 Redevelopment District Commission, a quasi-public state agency, was created to repurpose the land in the city’s Jewelry District and Fox Point neighborhoods. The commission also was tasked with the sale, marketing, and oversight of the former I-195 land.

‘Missing Move’ Flyover Ramp Opens Ahead of Schedule Rhode Island Lieutenant Gov. Sabina Matos, U.S. Sens. Jack Reed and Sheldon Whitehouse, Congressmen James Langevin and David Cicilline, Senate President Dominick Ruggerio and Rhode Island Department of Transportation (RIDOT) Director Peter Alviti, Jr. joined with state and local leaders on Nov. 19 to officially open the new Route 10 North to Route 6 West flyover ramp — two years ahead of the initial expected opening date.

This “missing move” highway ramp was never included when the original Route 6/10 interchange was built in the 1950s, requiring people for approximately 70 years to use local streets through Olneyville Square to make this connection. The flyover is one of the signature pieces of RIDOT’s ongoing $410 million Route 6/10 Interchange project.

The opening ceremony took place on the ramp and included a procession of vehicles driving over the bridge for the first time.

“This new highway connection serves not just the Olneyville community but anyone who travels Rhode Island roads,” Gov. Dan McKee said. “All Rhode Islanders can benefit from reduced traffic, safer roads and an easier commute.

“I want to thank RIDOT, our Congressional delegation and all those involved for investing in our roads and bridges and for bringing this project to completion ahead of schedule. We’re making great progress in building a 21st century infrastructure in Rhode Island, and with funding from the Infrastructure Investment and Jobs Act, we are well-positioned to make long-term, impactful investment in our roads and bridges, in jobs and in our economy.”

“As the former city councilor for the Olneyville neighborhood and a resident, I am so happy to see this project completed,” Matos said. “For nearly 70 years, Olneyville Square was used as a cut through to get to other parts of the state. With this new extension, we are reducing the number of cars in the square which will only help the quality of life for the residents and business owners.

This flyover is a perfect example of why infrastructure matters. It is not just about building bridges, but it’s about changing and improving communities.”

“This highway ramp literally was decades in the making, as was the entire Route 6/10 project itself,” Alviti said.

“While the 6/10 project has two more years of construction, we were able to schedule our work to be able to deliver this ramp for the public well ahead of schedule.”

“Fixing the 6-10 Interchange has been on the state’s ‘to do’ list for decades.

“With President Biden signing the Infrastructure Investment and Jobs Act into law, RIDOT can count on $1.7 billion to speed up projects to improve the lives and safety of all Rhode Islanders.”

“The new flyover ramp is an elegant addition to the 6/10 Interchange that will make the capital city easier to navigate and ease gridlock in Olneyville Square,” said Whitehouse, a senior member of the Senate Environment and Public Works Committee.

“I’m pleased to report that the infrastructure bill we passed into law will provide significantly more money to RIDOT for job-creating highway and bridge projects like the overhaul of the 6/10.”

“For decades, Rhode Islanders have been waiting for this 6/10 interchange project, and now we’ve delivered. This long overdue improvement will boost public safety, reduce congestion and improve commute

times for the tens of thousands of Rhode Islanders who will use this new connector every day,” said Langevin. “Job well done to Director Alviti and his team for successfully completing this project — one of the largest in RIDOT’s history — and doing so two years ahead of schedule. This is a big deal for our state.”

“Today’s opening of the new flyover ramp is a critical component of the ongoing 6/10 Interchange Project. This strategic investment will alleviate traffic and greatly benefit pedestrians and businesses in the Olneyville neighborhood and surrounding area,” Cicilline said. “And thanks to the historic bipartisan infrastructure bill signed into law, our state will have even more resources to make forward-thinking infrastructure investments in the years to come.”

The sweeping ramp is more than 940 ft. long, passing more than 50 ft. above Route 10. It is 26 ft. wide and its single travel lane is flanked by wide shoulders on both sides to accommodate any disabled vehicles while keeping the ramp open to travelers.

RIDOT expects it will carry approximately 15,370 vehicles per day.

Plans for the entire 6/10 Interchange project sat on the drawing board for nearly 30 years prior to RIDOT finally moving it forward as part of the RhodeWorks program.

During the years of indecision and inaction on this vital highway link, its network of bridges deteriorated to the point where seven of nine bridges were classified as structurally deficient. Temporary supports were installed and millions of dollars spent in a series of repair projects necessary to keep the interchange safe and open.

RIDOT is using a design-build approach that will save money and complete the project more quickly than anticipated. Because the designer and the contractor are part of one team, the risk of cost overruns is reduced. In addition, this approach historically leads to fewer change orders and design errors that would affect the cost of the job.

The 6/10 Interchange project is scheduled for final completion in fall 2023.

All construction projects are subject to changes in schedule and scope depending on needs, circumstances, findings and weather.

Skowhegan Middle School Coming Along SAD 54 also is making progress on its $3.17 million Skowhegan Area Middle School project, which includes the expansion of five classrooms and the cafeteria. All the district’s sixth graders will attend the revamped school. Voters approved that expansion in August.

The district plans to break ground this spring and complete the expansion project in early winter of next year. Sixth graders should move into the middle school at the start of the 2023-24 school year. 

lifetime and so we want to get the most value for each parcel, and that doesn’t just mean sale price, it means attracting development that brings jobs, enhances the neighborhood and fills a need,” Cara Cromwell, a spokesperson of the I195 Redevelopment District Commission, wrote in an email to the Brown Daily Herald, the student newspaper of Brown University.

In her email, Cromwell told the Herald that the I-195 commission seeks out development that will contribute to its mission and works to ensure other factors are in place to make the surrounding neighborhoods good places to live and work. The planning and development of the Providence district has been strategic and deliberate, she added.

Some Finished, Several Still to Come Representing more than $600 million of investment, there are more than two million sq. ft. of development completed, under construction or planned, according to Cromwell.

So far, the commission has successfully developed a portion of the land: • Point225 is a 200,000-sq.-ft. commercial office building developed by Maryland-based Wexford Science & Technology and opened in 2019. It features an 8,000-sq.- ft. public gathering space managed by Venture Cafe, according to the commission’s website at www.195district.com.

• Chestnut Commons is the only residential project completed and encompasses 111,000 sq. ft. It includes 92 residential units and 58,000-sq.-ft. of commercial space on the ground floor.

• Other completed projects include a 1,250-space parking garage and the Bowen Center for Science and Innovation, which is home to Johnson & Wales University’s College of Engineering and Design.

Multiple projects currently under construction are expected to be completed in the next year, including a building with 62 residential units, a 13,000-sq.-ft. grocery store and another 10,000-sq.-ft. retail space being developed by Providence’s D+P Real Estate and Truth Box Inc. on Wickenden Street. The future occupant of the grocery store cannot be publicly disclosed yet, a source told the Herald.

The college newspaper previously reported that Jewelry District Association President Sharon Steele said that a Trader Joe’s supermarket may be coming to Providence, though a spokesperson for the national chain could not confirm that information.

“In terms of construction, things are going smoothly,” said Jordan Durham, founder of D+P Real Estate. “We’re well out of the ground. We hope to be finished with the project sometime in late summer to early fall next year.”

In addition, Emblem 125 is a development in the Jewelry District that will include 248 residential units and 22,700 sq. ft. of retail space when it is expected to be completed next summer.

Even as multiple projects remain under construction, flashy planned projects on old I-195 land have garnered attention from residents of the city. They include: • Fane Tower, a proposed 46-story apartment building in the Jewelry District which would be the tallest building in Rhode Island if built. Although New York developer Jason Fane has experienced multiple delays in the project’s development, which he attributed to the pandemic, the $3 million land parcel is

expected to be sold to Fane in late June 2022, according to WPRI-TV. • A new Rhode Island Department of Health (RIDOH) laboratory in the Jewelry District also is in the works, the Herald reported. A resolution to reserve the land for the state agency was approved in October.

But the I-195 land is only one potential location for the facility. Any developer or site that meets certain criteria can submit a proposal and the state will consider all options

for the labs, RIDOH Public Information Officer Joseph Wendelken wrote in an email to the student newspaper.

• In addition to these developments, two buildings of a combined 150,000 sq. ft. and 130 units of mixed-income housing have been proposed on Parcel 9 of the I-195 property by Boston developer Pennrose Realty, according to the commission’s website.

Bennington Medical Center Embraces ‘Green Demolition’ Loads of insulation, doors, lighting fixtures, pressure treated lumber, wooden beams and an antique cast iron sink are among the items currently being harvested for reuse from The Lodge, a building on the Bennington campus of Southwestern Vermont Medical Center (SVMC), part of Southwestern Vermont Health Care (SVHC).

The building is slated for demolition in late November to make way for a $28 million renovation and expansion to SVMC’s Emergency Department, according to a Nov. 12 news release from the healthcare system.

The salvage work is being done by Deconstruction Works, a demolition, salvage and recycling service based in West Dummerston, Vt. The business also has offices in Brattleboro and Bristol and is coowned by Erich Kruger and Tom Shea.

Pushing much of the construction waste to reuse, rather than the landfill, helps the healthcare system meet the state’s requirements for managing solid waste, as detailed in Vermont’s Act 250 permit. It also helps mitigate the emotional impact of losing a piece of the system’s history.

“This building has served an important purpose for almost 100 years,” Ron Zimmerman, SVHC’s director of engineering said in the SVHC release. “That so much of its materials will be reused and that items of historical significance will find new homes is gratifying.”

James (Buzz) Surwilo, an environmental analyst with the Waste Management and Prevention Division of the Vermont Agency of Natural Resources’ Department of Environmental Conservation, was involved in developing the plan for managing the construction and demolition waste in accordance with the state’s guidelines. He encourages companies to recycle, salvage and keep in mind ways that they can avoid creating unnecessary construction waste.

“We came up with a pretty unique, progressive, forward-thinking plan with the Lodge,” Surwilo explained. “Kudos to the

hospital for minimizing the environmental and cultural impacts and making a good faith effort to keep things out of the landfill.”

The Lodge was originally built in 1925 with 22 rooms geared toward housing laundry and housekeeping employees. Most recently, it had been used as offices for SVHC’s finance department.

Expansion, Modernization Ahead for ED The new construction project will nearly double the size of the hospital’s current emergency department (ED), which was designed to accommodate 14,000 patient visits a year but currently sees nearly 25,000 annually. The changes will further enhance patient safety, infection prevention, and patient privacy, the SVHC noted in its press release. Vertical treatment areas also will allow for highly efficient treatment of lowacuity conditions.

The expansion also will mean more room for the Emergency Crisis Area to treat those patients experiencing mental health distress, as well as increased telehealth connectivity with Dartmouth-Hitchcock Medical Center in nearby Lebanon, N.H. Outside the ED, the building effort includes renovations of the main entrance and café, outpatient registration area, the imaging department waiting area, and the phlebotomy and laboratory upgrades. An enclosed walkway will connect the ED to SVMC ExpressCare.

Temporary parking changes are in effect to make way for site preparation work. For instance, the first row of parking in the S2 lot has been predesignated for patient use.
