ABC Young Professionals Hosts Charity Bowling Tourney The Associated Builders and Contractors New Hampshire and Vermont Chapter’s Young Professionals Group (ABC YPG) recently hosted their 3rd Annual Charity Bowling Tournament at Merrimack Ten Pin Center in Merrimack, N.H. Twenty teams competed in the event, raising $2,500. The proceeds were presented to representatives of the Granite United Way.

Founded in 2012 as an initiative of ABC NH/VT, the ABC YPG’s mission is to develop, empower, and connect young professionals through events in an effort to enhance their professional development and business success within the construction industry.

DOE Approves Presidential Permit for Northern Pass Eversource Energy and Northern Pass Transmission LLC (NPT), a subsidiary of Eversource Energy, announced that the U.S. Department of Energy (DOE) has issued a Record of Decision (ROD) and approved the Presidential Permit for the Northern Pass hydroelectric transmission project that will allow NPT to construct transmission facilities at the U.S./Canada border in Pittsburg, N.H. This approval is the culmination of a thorough review of the project that involved numerous federal agencies, extensive public involvement, and detailed consideration of approximately a dozen different alternatives.

“We are pleased to see the DOE permitting process for Northern Pass draw to a close, and appreciate the years of diligent work done by the federal agencies in reaching this critical project milestone,” said Bill Quinlan, Eversource New Hampshire president. “With the New Hampshire and Canadian permitting processes also nearing completion, and considering we have all major contractor, equipment and labor agreements in place, Northern Pass is on track to begin construction by mid-2018.

This is good news for customers, and for the broad and diverse group of New Hampshire stakeholders who support this project for the

many benefits it will bring to the state and the region.”

In approving the Presidential Permit for Northern Pass, DOE found that the permit was in the public interest and that the project would have no adverse impacts on reliability of the U.S. electric power system, particularly in New England. As required, DOE also obtained favorable recommendations from the U.S. Departments of State and Defense.

The extensive review of Northern Pass was led by DOE and involved the U.S. Environmental Protection Agency, the U.S. Forest Service — White Mountain National Forest, the New England District of the Army Corps of Engineers and the New Hampshire Office of Energy Planning as cooperating agencies. The U.S. Fish and Wildlife Service also participated in the review of potential impacts on threatened and endangered species.

The U.S. Forest Service (USFS) is expected to issue a separate final ROD soon in response to NPT’s application for a special use permit to allow burial of the transmission line through the White Mountain National Forest. In a draft ROD issued in September, the USFS proposed to approve NPT’s application, concluding that the short-term con-

struction impacts of the project are “more than outweighed by the benefits of bringing additional hydropower to the New England grid.”

Northern Pass will result in up to 3.2 million t of avoided CO2 emissions per year in New England. Estimated wholesale electricity market benefits are approximately $600 million annually for New England and $62 million annually for New Hampshire.

Northern Pass will create a significant increase in New Hampshire’s Gross Domestic Product, estimated to be $2.2 billion over the project’s construction period and in the first 10 years of operation, and the project will create 2,600 jobs in New Hampshire during construction.

Beyond its clean energy benefits and energy cost savings, Northern Pass will provide a number of benefits unique to New Hampshire, including about $30 million annually in additional tax revenue to communities along the route; $7.5 million to the North Country Job Creation Fund to develop and retain jobs in the North Country; thousands of acres set aside for conservation, recreation and mixed-use; and the $200 million Forward NH Fund to support clean energy innovations, economic development,

community investment, and tourism.

The Northern Pass transmission line will begin at the Canadian border in Pittsburg, N.H., and extend to Deerfield, N.H., where it will connect to the New England grid. More than 80 percent of the line will be located along existing transmission corridors or buried along roadways to eliminate potential view impacts in the White Mountain National Forest area. Northern Pass will provide a robust, new interconnection path between the Québec and New England electric systems, and will be controlled by the regional system operator, ISO-New England.

The Northern Pass is a 192-mi. electric transmission line project that will bring to New England 1,090 megawatts of clean hydropower. This source of power also will bring a wide range of benefits to the region, including millions of dollars in energy cost savings and a significant reduction in carbon emissions.

RIDOT Postpones Restrictions for Sakonnet River Bridge Demo The Rhode Island Department of Transportation (RIDOT) announced an updated schedule for temporary closures of the channel on the Sakonnet River where it passes underneath the old Sakonnet River Bridge in Tiverton and Portsmouth. The closures began on Nov 13, and will last approximately one month.

Vessels are unable to enter or pass through the channel while bridge demolition activities are under way from 6 a.m. to 6 p.m., Monday through Saturday. With later boating restrictions, RIDOT hopes to minimize the impact on the recreational boating community.

RIDOT will reopen the channel to marine traffic each day at 6 p.m. Additionally, the channel will be open all day on Sundays.

During this work, RIDOT has temporarily closed the boat ramp on Riverside Drive, on the Tiverton side of the bridge. That closure began Nov. 8 and will last approximately two weeks. Unlike the channel closure, the ramp will be closed 24 hours a day.

During this first phase of demolition, RIDOT is removing approximately 6.2 million lbs. of steel and 2,700 cu. yds. of concrete across 17 spans between the bridge’s piers. The project is on time and on budget, with final completion scheduled for Summer 2018.

MaineDOT: First Phase of Bar Harbor Route 3 Reconstruction Nearly Complete MaineDOT announces that its contractors wrapped up Phase One of the reconstruction of Route 3 in Bar Harbor by Thanksgiving Day. The project kicked off in early spring and continued throughout the busy summer season. Work began 0.57 mi. west of Sand Point Road and has proceeded southward to Crooked Road. During this time, northbound traffic was detoured to Crooked Road except for periods when two-way traffic could be maintained on Route 3.

Access to homes and businesses along Route 3 has been maintained throughout the reconstruction.

Rhobe Moulton, MaineDOT senior project manager stated, “We are on schedule, and the contractors have accomplished everything that we planned for this first phase of the project. We are so appreciative of the cooperation and patience of locals and visitors alike as we work to improve this important roadway.”

She summarized the accomplishments thus far as: • All new drainage and drainage structures completed from Pirates Cove to Crooked Road.

• Roadway reconstruction and new pavement with 4-ft. wide paved shoulders for approximately 2 mi. of Route 3 from just west of Sand Point Road to Crooked Road.

• New sidewalks from the location of Gallagher’s Travels Motel & Cabins to Crooked Road.

• Obstructions have been removed and the water view has been improved from Lookout Point Road to Crooked Road.

• New rock walls have been constructed on the downhill approach to Crooked Road, enhancing the appearance of the entrance to Bar Harbor.

Looking ahead, winter work will include additional site drainage construction and water line work plus, weather permitting, larger drainage structures near West Street and near

College of the Atlantic. Next spring, the reconstruction of Route 3 will proceed below Crooked Road into Bar Harbor to the end point at the intersection of Routes 3 and 233. The start date will be determined according to weather, and outbound traffic will be detoured to Paradise Hill Road.

When completed in early 2019, the Reconstruction of Route 3 will result in an improved roadway, paved shoulders for bicyclists and pedestrians, new sidewalks, upgrades of existing sidewalks to ADA standards, safer crossings with electronic crossing signs, a new multi-use path along part of the roadway, improved drainage and improvements to the intersection at Mt. Desert Street and West Street.

AGC of Connecticut Awards Two from Gilbane Building Co. The Associated General Contractors (AGC) of Connecticut have named Gilbane Building Company’s John Hawley 2017 Owner of the Year and Dennis Mullen 2017 Safety Professional of the Year. The nominees for the AGC Connecticut Industry Recognition Awards are evaluated on his or her level of leadership, understanding of construction principles and theory, personal accomplishments, skill level, experience and adherence to fair and responsible business practices.

John Hawley is a construction industry veteran with 32 years of experience and 20 years with Gilbane. Prior to serving as vice president and Connecticut Business Unit Leader, Hawley held several positions with Gilbane including operations manager, project executive and project manager for many of the firm’s highest profile projects in New England.

In his current role, Hawley is responsible for overall sales, operations, financial management and strategic direction of the Connecticut Business Unit.

Dennis Mullen began his career with Gilbane in 1997 as a project safety supervisor and for the past 20 years has been dedicated to making New England a safer place to work. RIDOT Fast-Tracks Solution for Deficient Slocum Bridge The Rhode Island Department of Transportation (RIDOT) announced it has been able to fast-track work on a bridge along a rural road in North Kingstown that recently was posted for buses and other heavy vehicles.

Starting on Dec. 4, the state-owned Slocum Bridge on Railroad Avenue in North Kingstown will be closed to all traffic. RIDOT will remove the old bridge and replace it with a concrete drainage structure. This simpler design for handling stormwater running under the road, costing $278,000, is less expensive than replacing the bridge and will result in less maintenance costs over

time.

The closure period will be approximately two weeks.

When the road reopens, there no longer will be any weight limit and RIDOT will remove a single-lane alternating traffic pattern that has been in place since 2013 because of the deteriorated condition of the bridge.

During the closure, all traffic will follow the detour utilized by buses and trucks, using Railroad Avenue, Liberty Road, Route 2 (South County Trail), Exeter Road, and back to Railroad Avenue. A detour map is

available at ridot.net/detourmaps.

The bridge was scheduled for replacement in 2018, but with the posting of the weight limit in October, RIDOT moved quickly to obtain the necessary permits and approvals to do the project this fall.

The Slocum Bridge dates back to 1928 and carries approximately 4,500 vehicles per day through rural Slocum village.

Historic Project Will Make Runway Safer for New Jets

of 2016. When complete, this project will secure a new, fully-compliant military airfield for the next 50 years, and will have strategic impacts to our nation’s defense.”

As for how construction affects day-today operations, “The project was phased so that in the first six months, the contractor was limited to work on taxiway Foxtrot, which allowed the F16 mission to operate off the apron and taxiway Delta and Echo.

By April 2016, the base had to give up the large parking apron and access to Echo, access to covered 15 hangar parking spots, and operate out of a smaller parking apron and fewer hangar spots on the south end of the base to facilitate ramp construction.

“The wing leased an aircraft parking apron from the airport and began to reduce the number of aircraft on the base, due to space limitations, and continued to tow aircraft to taxiway Delta to conduct reduced flying operations off the main runway.

Before Delta taxiway is finally given up to the contractor for reconstruction, they must make new pavement on the apron available as a tow lane to taxiway Echo to continue reduced flying operations. This has created additional work for the crews maintaining the aircraft and protecting them from potential foreign object debris (FOD) damage.”

Rice noted that renovations of existing aircraft maintenance facilities for F35 conversion also are taking place in the next two years, which will continue to impact current flying operations. In the spring of 2019, the F-16 mission will cease, the unit will go into conversion and the first F-35 aircraft arrival will occur in the fall of 2019 to fully upgraded facilities.

The city of Burlington owns the airport, which is located in south Burlington. The job site was considered a functioning airfield that required significant maintenance and repair on a yearly basis to control FOD to guarantee safety for airfield operations.

“The apron and taxiways have been pieced together starting in the 1970s to 1980s,” said Captain Matthew Lehman,

Previous reports as in 2009 indicated that the apron and taxiways were nearing the end of their useful life, and needed to be scheduled for replacement within the next five to 10 years.

“Because of the time lapse from the initial construction of the apron and taxiways, the Department of Defense standards for width, lighting, construction and material has drastically changed. This project will be bringing the whole airfield up to today’s standards.”

Lehman said now is the right time to carry out the much-needed work.

“Due to the 2009 assessment of the ramp that detailed the need for replacement of the ramp before 2019 and the current construc-

tion schedule taking the project until October of 2018, this was the analyzed replacement time for the airfield.

“The Vermont Air National Guard currently has a concrete apron that surrounds the aircraft shelters and connects the aircraft to our Delta, Echo and Foxtrot taxiways.

Delta and Foxtrot taxiways are the primary taxiways that provide the aircraft with direct access to the ends of the runway. Echo taxiway is a secondary taxiway, and connects the apron to the center of the runway.”

Lehman said the work taking place will mean a financial boost to the area.

“The general contractor on the project is Kubricky Construction of Wilton, N.Y.; however, they are using local subs of SD Ireland, Omega Electric, Whitcombs Quarry, JTC Testing and others. This project

is having a great impact on the local economy.”

The project has a twenty-four month timeline. The apron and Foxtrot taxiway are fully demolished and are 75 percent complete on rebuilding the base course underneath what will be the concrete apron and Foxtrot taxiway. Delta taxiway has been planned to be phased, and is scheduled to be demolished this winter.

According to Eric Baker, Kubricky Construction superintendent, the day-to-day construction operations on the airport have not been affected by the construction, since the Guard’s apron and taxiways are militaryuse only.

“There will be two separate instances where the tie-in work to Foxtrot and Delta taxiway construction will physically be adjacent to the Burlington International Airport runway. To complete this work and comply with FAA regulations, the runway threshold will need to be temporarily displaced, so that aircraft will not land adjacent to the construction and the construction can take place during the day. The airport has worked and coordinated these disturbances with tremendous cooperation to the project.”

Progress and timelines show the project on schedule, with the actual cost for the concrete placement driving the largest percentage of completion for the project. Right now, crews are working on excavation of earth for taxiway Echo, placing gravel courses beneath the proposed concrete pavement and constructing the Foxtrot blast walls. In addition, apron light pole bases are being excavated, workers are installing a 12-in. waterline and storm drainage structures are being finished. There’s also ongoing electrical work, along with the electrical supply infrastructure installation.

“The asphalt pavement was removed using cold milling machines,” said Baker. “The concrete pavement was first broken up by means of a guillotine breaker, and then excavated out using hydraulic excavators.

The electrical wiring and fixtures were removed by electricians, and the subsurface infrastructure was removed during excavation tasks.”

The elements have not been a major factor, so far; however, the concrete paving will be very susceptible to inclement weather.

The areas being constructed during the displaced thresholds will take careful consideration to ensure they are completed in a timely fashion.

There will be more than 250,000 cu. yds. of material moved or placed on taxiway Foxtrot, with more than 85,000 cu. yds. moved or placed on taxiway Delta and more than 225,000 cu. yds. on the apron area. Main equipment used on the job includes hydraulic excavators, dozers, rollers and offroad trucks to perform most of the earthwork operations and storm drainage installations.
