Pease Airport Passenger Terminal Expansion Nears Finish

The expansion of the passenger terminal at the Pease International Airport in Portsmouth, N.H., which began in 2019, will be completed in August, according to the senior project manager of Hutter Construction, New Ipswich, N.H. “We started creating the baggage handling building in addition to the new TSA checkpoint, gate waiting area and baggage handling system in the lower level,” said Senior Project Manager Dave Ross. “In addition, a new gate with a passenger boarding bridge was created.”

The passenger boarding bridge was installed by Aero BridgeWorks of Marietta, Ga. The work is the third phase of the project launched in 2019 to improve the passenger experience at the terminal, which had five objectives, according to a Pease International Airport: An expanded TSA checkpoint; a new baggage handling system; an expanded hold room; an additional passenger boarding bridge; and new vertical circulation.

The passenger boarding bridge was installed by Aero BridgeWorks of Marietta, Ga. McFarland Johnson of Concord, N.H., is the engineering firm on the project and Fennick McCredie Architecture of Boston is the design firm.

David McWhan, Fennick McCredie’s project manager, said, “The new TSA checkpoint results in shorter lines, faster queueing and increased security for passengers. The new baggage handling system upgrades baggage inspections and reduces the time from baggage drop off to loading on planes and increases safety. The expanded hold room allows passengers to remain on the same level and provides a great view of the airfield. The passenger boarding bridge allows for multiple planes to board at the same time. The new escalator and stair allows for a seamless passenger experience when arriving in New Hampshire.”

Danbury West Side Tunnel Not a Viable Option in I-84 Plan

The Interstate 84 Danbury Project is a Connecticut Department of Transportation initiative to improve the highway between the New York State border and exit 18. The project has multiple concepts, including building a tunnel between exit 2 and exit 4, but leaders involved in planning the billion-dollar reconstruction do not consider the tunnel to be a viable part of the project.

A proposed and much-discussed halfmile-long tunnel to straighten Interstate 84 between Exits 2 and 4 on Danbury’s west side is among several options being considered by the Connecticut Department of

Transportation (CTDOT).

But leaders involved in planning the billion-dollar reconstruction of I-84 through Danbury do not consider the tunnel to be a viable part of the project, according to the

Connecticut Post.

“We are wrapping up the concept development phase [this] fall and the tunnel is one of the concepts, but we have over 20 that we have looked at, and [the] ones that don’t make sense don’t go very far,” explained Andy Fesenmeyer, CTDOT’s project manager for the I-84 Danbury Project. “But we do want to make sure that we have looked at every single option.”

By the agency’s own assessment, the prospects of cutting a tunnel under University Boulevard would not “reduce congestion or improve mobility on the highway,” and therefore “It is recommended that this concept be dismissed from further consideration.”

That is good news to state Rep. Bob Godfrey, the dean of Danbury’s Hartford delegation.

“This tunnel proposal destroys two neighborhoods, a business community and cuts under Western Connecticut State University,” noted Godfrey, who has represented Danbury for 32 years.

“This ain’t gonna fly,” he told the CTPost online news site.

Why, then, did CTDOT call attention to the tunnel option in a late September tweet, along with two other project concepts?

Fesenmeyer responded by telling the Post that the transportation department wants to be transparent about investigating every option.

“We look at everything. So, we say, ‘What would it look like if we straighten the highway?’” he explained. “We don’t want someone to come back to us later and say, ‘You didn’t investigate the tunnel option.’”

The design choice is one of three plans currently on the I-84 Danbury Project website to improve the stretch between the New York state line and Exit 8.

While it is yet to be funded by the state Legislature, the I-84 Danbury Project is at least a generation away from completion, the Post reported, although smaller upgrades related to the overall effort could begin later in the decade.

The next public outreach meeting, which has not been scheduled, will likely follow two project meetings this fall. The first was scheduled for Oct. 14 between the project team and Danbury officials, and the second will be with the project advisory committee, a large group of municipal and private sector leaders from the greater community.

The goal is to finish the concept plan by the end of 2022, after which a specific proposal would be developed to be funded, engineered and vetted.

“This is not a simple operation with easy answers — we’re talking about billions of dollars and a huge undertaking,” Fesenmeyer said, adding that CTDOT estimates were that the construction might not begin until the mid-2040s. “But there could be some early action in the mid-to-late 2020s.”

Godfrey said re-engineering of the interstate and its exits was overdue, especially in the area of the Danbury Fair mall.

“The highway came through Danbury in 1963, and professionals have learned a lot in the last 60 years about what’s wrong with left-handed exit ramps and the highway being more curvy than straight,” he explained. “It was a good design for its time, but that time has passed.” 

The company also used an ITW GSE 90-ton cooling unit to cool the bridge and a 400 Hz/28 VDC combo unit to power the planes when parked at the gate that was manufactured by ITW GSE. The budget for the job is $19.5 million, which includes $2.8 million for design and $16.7 million for construction, according to Maria Stowell, chief of engineering of the Pease Development Authority, which received grants from the Federal Aviation Administration and the New Hampshire Bureau of Aeronautics that total approximately $4 million.

Ross said the job has proceeded smoothly. “We are coordinating around an active airport and flight schedules. We handle them by phasing the job and working with the airport to coordinate construction logistics.”

Gray said the job also proceeded smoothly for Aero BridgeWorks but it’s not completed yet.

“We have to install the carpet that goes inside the bridge that wasn’t installed in the factory. The airport hasn’t told us when we can come back and do it.”

The terminal will be adding the amenities of a bar and concessions space. Mates said the impact of COVID-19 on the job was two-fold. “There were delays in securing materials, but airport operations dropped so we could work more efficiently. It had good and bad effects on the project but now flights are coming back.”

Maine Prep School to Use $5M to Renovate, Expand Arena North Yarmouth Academy (NYA), a college preparatory school in Yarmouth, Maine, has received a $4 million donation — the largest in its history — that it plans to use to expand and modernize its Travis Roy Ice Arena, the school announced Nov. 10.

The gift was given to the prep school by Frederique and Jarrod Daniel, parents of four NYA students, and will be supplemented by $1 million the academy hopes to raise, according to an NYA news release.

Mainebiz reported that the expansion will break ground in the spring, led by Portlandbased Hebert Construction.

The arena’s designs will include: • A new 2,500-sq.-ft. NYA locker and training rooms.

• Upgraded guest and community locker rooms.

• Improved spectator seating.

• New upper-deck arena seating, featuring 90 premium seats.

• A 4,000-sq.-ft. fitness and wellness center.

• A multipurpose meeting room.

• Upgrades to the lobby area and exterior.

Jarrod Daniel is a former professional hockey player from Alberta, Canada, and now works as a plastic surgeon at Maine Plastic Surgery in Portland. In the NYA release, he commented: “An institution with this storied tradition and pride deserves a facility dedicated to the students and their health and wellness.”

Frederique Daniel added, “With our gift, we hope students will continue to pursue healthy, active lifestyles, individually and with their teammates, with all the resources

they need right at their fingertips. This new facility will be the epicenter for athletics, recreation, health and wellness on campus.”

Tim Hebert, co-owner of Hebert Construction, also is a parent of two NYA students, as well as chair of Brunswickbased STARC Systems, and a 2020 Mainebiz Business Leader of the Year.

“In partnership with the Daniel family and NYA, we plan to transform the current Travis Roy Ice Arena into a modern performance sports facility celebrating NYA’s rich hockey history with an eye to the future of overall sports performance,” he said.

A Continuing Legacy The renovated and expanded arena will

retain its name, honoring the late Travis Roy, according to NYA. Built in 1975, the current facility serves not only the school’s students, but athletes from other schools and the community, too.

NYA estimates that, in a typical season, 85,000 people visit the arena.

In 1998, the facility was dedicated to Roy, an Augusta native, 1994 graduate of NYA, and a star on the school’s hockey team. In 1995, Roy damaged his spinal cord after a fall during the opening seconds of his first game as a freshman hockey player at Boston University. He was left paralyzed from the neck down.

While he used a wheelchair for the rest of his life, Roy became a leading advocate, author and fundraiser for spinal cord injury treatment and research. He established the Travis Roy Foundation in 1996.

Mainebiz reported that Roy died Oct. 29, 2020, at age 45, after complications from a previous surgery. The foundation, which has raised more than $20 million for research and assistance related to spinal cord paralysis, plans to permanently close next year in accordance with Roy’s wishes.

North Yarmouth Academy, in Yarmouth, was founded in 1814 and has an enrollment of over 375 students. 

As the company continued to grow and the size of projects and customers base grew, Maietta Lawn Care needed to purchase a larger wheel loader —a JCB model 427 wheel loader.

The flexibility you have with your attachments is above and beyond anything we’ve ever had before. This purchase has been way beyond my expectations.”

Adam Maietta added that the JCB Hydradig 110W has saved the company many man hours.

“You can clean up corners without having to put someone down in the hole and you can reach areas that you could never reach with a conventional bucket,” he said. “The maneuverability is astounding. Depending upon what attachment you use, if you don’t have a skid steer available,

you can move material across a parking lot at 27 mph without spillage.

“The visibility of the Hydradig is excellent,” he added. “You have no tail swing, so the machine body never comes outside of the wheel base — the counterweight of the machine is all below you and there are no blind spots in the cab; you get total visibility all the way around. The only thing you have to focus on is how high up you are with the boom.”

The serviceability of the Hydradig has impressed Adam Maietta, too.

“Everything that needs to be reached is accessible from ground level,” he said. “The panels are easy to reach and easy to open.

You can also get to the motor and pull it out so that you can access everything.”

While JCB iron has helped Maietta Lawn Care complete its projects more efficiently, productively and safely, there’s more to it that keeps the company coming

back to JCB and Alta Equipment Company, according to Justin Maietta.

“JCB has great lease programs,” he said. “No one else offers the same options that JCB offers us and they have been great to deal with. The payments actually fluctuate seasonally to adjust to our cash flow.”

“Any issues that we have had are few and far between,” he said.

Several shovelfuls of dirt on Oct. 15 got construction of the new Fisher Hill Elementary School under way in Orange, Mass.

The school’s students, staff and administrators all took part in the groundbreaking — although construction had already officially started — and celebrated the building of their new “shining star in the North Quabbin area.”

Superintendent Elizabeth TeahanZielinski said the school — which is slated to be finished in 2023 — has been in the works for a long time and will be a bright spot for the community.

“For our town, the building will be a focal point, a community center,” TeahanZielinski said to those in attendance, “where we can gather together for special events and celebrate the good work that you do, and our staff does every single day.”

She added that the building shows Orange is dedicated to its elementary school students.

“This building represents a commitment to its residents and children,” she remarked.

“I’m confident this building will be completed on time and/or under budget.”

The new Fisher Hill school is projected to cost a total of $57.6 million, the Athol Daily News reported, $45.7 million of which will go toward its construction. A grant from the state of Massachusetts will provide $33 million.

Plans call for a three-story, 50,000-sq.-ft. addition to be built onto Fisher Hill Elementary School, while nearby Dexter Park Innovation School will be demolished and students from both facilities will have room to learn within the expanded and renovated building.

The need to replace or repair the 1950sbuilt Dexter Park school has been apparent since at least 2006, when the Massachusetts School Building Authority (MSBA) designated it one of nine Category 4 school buildings in the state, due to problems with the school’s boiler and heating system, a leaking roof and opaque windows, in addition to overcrowding.

Fisher Hill Principal Christopher Dodge said the groundbreaking represents the offi-

cial start of the transition to a new, modern school.

“Today marks the official beginning of a journey that we’re going to take together,” he noted. “It’s a sign that this community believes in you.”

Dodge added that although current sixthgrade students will not be walking the halls of the new school, they too will benefit.

“It is the idea that we may not personally benefit from a new state-of-the-art building,” he said. “We are a community and as a community, we afford opportunities to those that come after us.”

Following his speech, several sixth-grade students stepped up to the podium to share their ideas for what the school should have, the Daily News reported.

“My hopes and dreams for the new school are to have a welcoming environment,” said Meg Murray, “where everyone can find their way and to have a safe and clean space for children to enjoy and feel secure.”

After the students spoke, they joined Dodge, Teahan-Zielinski and others with shovels to officially mark the beginning of construction.

Dodge said that the ceremony was a terrific way to incorporate the students into the ceremony.

“It’s nice to celebrate with them because they’re what it’s all about,” he told the Daily News after the groundbreaking. “[The students] haven’t gotten the recognition they deserve. If nothing else, a new school will symbolize that they matter.”

He added that the new school will improve the education of students and they are excited for it.

“It’s bigger than the facility; it’s a sign that education at the youngest level matters,” Dodge said. “I don’t think they know the impact it will have on them.”

State Rep. Susannah Whipps, an Independent from Athol, said she is “completely excited” for the new facility to be built and added that investments into local schools benefit the town, even for those who are not directly involved.

“It’s a good day,” Teahan-Zielinski added, “and it’ll be an even greater day when it’s done.” 
