The rehabilitation of two bridges in Bedford and Manchester, N.H., is under way, with much of the work completed on one section of them.

R.S. Audley of Bow, N.H., is the contractor on the $4.7 million project that is being directed by NH Department of Transportation.

The work is being done on the Route I-293 northbound

and southbound bridges over the Merrimack River in Bedford and Manchester. Each bridge is 914 ft. long and 55 ft. wide and carries three 12-ft. travel lanes.

Tyler Vaughan, a civil engineer of NHDOT, said, “The project included removing the bridge deck pavement and membrane checking the deck for concrete repairs and also piers 2 and 5 for concrete repairs. These two piers had bridge joints that needed to be replaced. The old joints had been leaking for some time with substantial decay in the concrete. see BRIDGES page 16

Many New England Dams a Safety Risk, in Need of Repair

CONCORD, N.H. (AP) Merrymeeting Lake is like so many others in the New Hampshire woods, a bucolic summer getaway of cabins and second homes where vacationers sail, swim and fish.

Like dozens of other lakes in the state, it also has a problem that is hidden from most of the people who come to enjoy it.

The lake’s state-owned dam is in poor condition, due in part to a spillway that would not be able to handle a historic storm under certain conditions. State regulators also found the spillway’s design is a problem: A buildup of water between the concrete slab and earthen embankment could erode the soil and lead to failure of the dam.

If that happened, water from Merrymeeting Lake could inundate a marina, a state fish hatchery, three state roads and several homes. Parts of New Durham, with around 2,600 people, also would be flooded.

“The concern we have with that dam is the spillway, the construction of the spillway. It’s a design that we wouldn’t probably incorporate now,” said Jim Gallagher, the chief engineer in the state’s dam bureau The state has installed a drainage system as a stopgap.

The dam was among at least 1,680 nationwide identified

by The Associated Press as high-hazard because of the potential for loss of life if they failed and considered to be in

poor or unsatisfactory condition. Inadequate or poorly designed spillways were cited as a problem for many of the dams identified in the more than two-year investigation .

Emergency action plans obtained by the AP indicate that thousands of people living and working downstream could be at risk if those dams were to catastrophically fail, while separate inspection reports cite a variety of problems. Those include leaks that can indicate a dam is failing internally, unrepaired erosion, holes from burrowing animals and extensive tree growth, which can destabilize earthen dams.

The AP’s investigation covers the U.S. territory of Puerto Rico but excludes five states that did not fully comply with records requests.

New Hampshire, Vermont and Maine had 51 of the potentially problematic dams. New Hampshire had the most, with 37, followed by Vermont with nine and Maine with five. The numbers could have changed if repairs had been made since last year.

Many of the dams were built decades, if not centuries ago, to provide water and power to textile mills and other manufacturing shops. But today, most structures that hold back ponds and lakes are for recreation, drinking water and hydropower.

A review of dam inspection reports in northern New England found problems similar to those plaguing structures nationwide. Dams were cracking and eroding.

plagued many structures, problems that can eat away at earthen dams.

More than 50 dams have failed in New Hampshire over the past 100 years, though deaths are rare. One exception was the Meadow Pond Dam, which failed in 1996, killing a woman and flooding a small neighborhood. Nearly 70 have failed in Vermont, including the 1947 failure of East Pittsford Dam that devastated Rutland.

Some of the problems with high hazard dams go back years but have not been addressed because of inadequate government funding or an inability or refusal by private owners to make the repairs. An example is East Long Pond dam in Woodbury, Vermont.

State inspectors found the dam has an inadequate spillway, seepage on its auxiliary spillway and a downstream retaining wall that appeared unstable. Overgrown vegetation prevented inspectors from evaluating some parts of the dam.

According to its emergency action plan, a failure of the East Long Pond dam would flood 215 properties in the towns of Hardwick and Woodbury, 20 roads and overwhelm three dams downstream.

The state has recommended the dam owner, Hardwick Electric Department, make repairs to the spillways and improvements to the dam embankment. Removing the dam also is an option.

But state officials acknowledged they lack the authority to force Hardwick to make repairs. The dam safety program received rule-making authority only in 2018, and the rules allowing enforcement of its findings are being drafted and won’t be ready until 2022.

“It is difficult to regulate all but the worst of the worst dams,” said Ben Green, Vermont’s chief dam safety engineer. “Right now, we don’t have a lot of tools to require owners to make repairs.”

A request for comment left with the Hardwick Electric Department was not returned.

The Lake Christina Dam in Maine, which is owned by potato processor McCain Foods, is another rated in poor condition, according to the AP’s investigation.

Inspectors say the dam has no emergency spillway and could not find construction records that would show what materials were used to build it. An analysis had also not been done to determine if it could withstand a historic storm.

If the dam failed, its emergency action plan said the flood waters could inundate at least two dozen homes. McCain Foods did not return a request for comment.

Maine dam safety officials said they are hoping to visit the dam soon but acknowledged one of their challenges is trying to inspect 600 dams in the state with just two staffers. The state’s staffing and funding for its dam safety program are among the lowest in the country. That’s similar to Vermont, which also has two full-time dam safety inspectors.

Several states are finally getting federal help. New Hampshire and Vermont are among those benefiting from a $10 million grant program run by the Federal Emergency Management Agency.

New Hampshire is receiving $475,437 for Pawtuckaway Lake Dolloff Dam, Mendums Pond Dam and Upper Wilson Dam. Vermont received $202,612 to assess the risk to 10 dams. 

Maine Sen. Susan Collins announced that the contract was awarded to Methuen Construction Company to build a paint, blast, and rubber consolidation facility at the shipyard.

Her office said the project will consolidate and renovate some existing facilities.

The new facility will consist of industrial shop areas and offices, break rooms, locker rooms, training and support spaces.

Collins said once the work is completed “these consolidated and renovated facilities will provide workers with modern, streamlined spaces to fulfill their mission of repairing and modernizing our Navy's submarines.”

Providence officials said they have decided to dismantle the city’s first twoway bike lane a month after its installation following public criticism.

The Corps oversees the Bourne and Sagamore bridges. It issued a draft report Thursday following a study that weighed the advantages of rehabbing the nearly 85-year-old bridges versus replacing them entirely.

The Corps determined that replacing them would be more cost effective than paying $1.5 billion to rehabilitate them.

The report recommends replacing the four-lane bridges with wider four-lane structures that include auxiliary acceleration-deceleration lanes, and bike and pedestrian access.

The bridges are often choked with traffic, especially during the summer tourist season. Construction of new bridges in roughly the same location could start as early as 2025.

The Corps has scheduled five public meetings in October to discuss the proposal.

Vermont’s Burlington International Airport is getting a $15.9 million grant from the Federal Aviation Administration to continue construction of a new taxiway that is parallel to the main runway.

It is the largest single grant the South Burlington airport has received.

The new taxiway will allow for more efficient operations at the airport and reducing noise levels for residents near the airport.

Democratic U.S. Sen. Patrick Leahy said the infrastructure project will help keep the airport strong for years to come.

Construction on the project began in 2015. The grant will fund the third and final phase of the project. Construction is scheduled to begin next year. ******************* Vermont transportation officials said Amtrak’s Ethan Allen Express passenger train could reach Burlington by 2021.

The extension of the service from Rutland north to Burlington has been in the planning stages for decades while officials have upgraded the tracks and other infrastructure between the two cities.

The Ethan Allen Express currently runs between Rutland and New York.

Dan Delabruere of the Vermont Transportation Agency told WCAX-TV railroad passenger platforms in Vergennes, Middlebury and Burlington need to be upgraded before the train can be extended.

Delabruere said he hopes the platforms can be finished by the end of next year.

Officials said the train ride from Burlington to New York will take about eight hours.

Vermont officials also are hoping to extend the state’s other Amtrak train, The Vermonter, to Montreal.

“The job was challenging because of the volume of traffic and limited access for pier rehabilitation work,” said Scott Stevens, R.S. rowing. It attempts to target major traffic chokepoints across the state, helping to speed up commutes, both on the highways and rail lines.

It’s a new approach Lamont hopes will finally lead to a compromise with Democrats and Republicans in the Democratic-controlled General Assembly on transportation.

“As long as the numbers add up and they’re real, I’m willing to listen,” said Lamont, when asked if he’d agree to make changes. “Right now, there’s no other plan on the table. This is a plan that adds up and fixes the problems in front of us. If they have another idea, it’s time to bring it forward.”

Lamont is billing his new CT2030 plan, which he urged taxpayers to review online, as a “realistic” and “fiscally responsible” effort to reduce congestion, make travel faster, more convenient and reliable, while ultimately improving the state’s economy. It calls for investing $14 billion in Connecticut’s roads and bridges and $7 billion in public transportation, including airports, ports, and bus and rail service. There are two categories of projects: new enhancements, and preservation and maintenance projects. The whole package will require legislative approval. It remains unclear when, or if lawmakers might consider the proposal.

Representatives from both organized labor and business urged legislators to support Lamont’s latest effort.

“Fixing our infrastructure is not a partisan issue,” said Sal Luciano, president of the Connecticut AFL-CIO labor organization.

“That’s why labor is standing with the governor and the business community today to call upon the legislature to summon the political courage to get this done.”

H. Darrell Harvey, co-chief executive officer of The Ashforth Co., a Stamfordbased real estate firm, said Lamont’s plan aligns with what needs to be done to retain and attract business in Connecticut and help the state’s workforce move easily around the state.

“This is the infrastructure of the state.

We’re way behind the rest of the country.

We’re way behind the rest of the world,” he said. “Let’s play politics on stuff besides our foundation of our state, the infrastructure of our state.”

work and thoughtfulness that went into Lamont’s plan. But he said he still has “serious concerns” about tolls, which Lamont said would be in place for the length of the state’s loan for each of the 14 projects.

“Republicans agree with Governor Lamont that we need to invest in transportation to support economic success and encourage job growth,” Fasano said. “But where we have always differed is how to pay for it.”

Fasano said tolls “remain very problematic” for him and his fellow Senate Republicans. They also remain problematic for anti-toll activists, some of whom attended Lamont’s announcement, and the trucking industry. Joe Sculley, president of the Motor Transport Association of Connecticut, said his group remains opposed to tolling existing highways, whether that means current highway lanes as first proposed or on specific bridges.

“As the trucking industry already pays the diesel tax, the Petroleum Gross Receipts Tax, and vehicle registration fees, tolls would be a fourth tax for the privilege of using what we have already paid for,” he said.

The base rate for tolls would range from 50 cents to $1 for passenger vehicles and $3.50 to $7 for heavy trucks, before discounts are applied. Some of the bridges proposed for tolls include the Gold Star Bridge that stretches over the Thames River from New London to Groton; the so-called “mixmaster” in Waterbury; and the Routes 15 and 17 interchange in Norwalk.

Lamont’s plan also proposes Connecticut partner with private companies to develop high-speed ferry service from Stamford to lower Manhattan; sets in motion a possible fully functioning airport in south-central Connecticut; calls for track improvements and new stations along the Hartford Line; and includes funding for new commuter rail cars and public busses. 
