Malloy Lauds Approval of Amendment Creating a Transportation Lockbox Gov. Dannel P. Malloy released the following statement applauding Connecticut voters for approving a constitutional amendment during the Nov. 6 election that will guarantee that funding set aside for transportation is used exclusively for transportation projects: “This is an enormous victory for our state’s future as Connecticut desperately needs investment in transportation infrastructure. While surrounding states have made real investments, Connecticut has allowed our roads, bridges, tunnels and rails to fall into a state of disrepair, hurting our economy and making our infrastructure less safe for the traveling public. And although our administration has put forward detailed plans to bring the state’s infrastructure back

into a state of good repair and make much-needed upgrades, this constitutional lockbox is a necessary step forward to strengthening our state’s economy and improving the quality of life for our residents.

New Traffic Pattern Part of $410M 6/10 Interchange Project The Rhode Island Department of Transportation (RIDOT) announced a series of traffic pattern changes it will implement as work advances on the reconstruction of the $410 million Route 6/10 Interchange.

The traffic changes are all temporary, but some will be in place for several months. RIDOT has worked with the design-build contractor to sequence each step of construction to minimize the impact to traffic locally, on the highway interchange, and in the surrounding neighborhoods.

The first traffic pattern changes began on Nov. 9. They include lane shifts to move traffic away from the center of the interchange, freeing up a large work zone for construction of new highway and bridge segments. For more information, visit ridot.net/610.

The restrictions scheduled for this fall are as follows: Nov. 9: The Broadway off-ramp, accessible to traffic traveling on Route 6 East to the 6/10 Connector Inbound toward Providence, will be closed for approximately 24 months. A detour using the Hartford Avenue exit will take traffic through Olneyville Square.

Nov. 9: When traffic volumes are lightest during the evening and overnight hours, RIDOT will open a temporary section of Route 10 North that has been built next to the current highway alignment. All traffic will shift to the right onto this new roadway, and will use it to access a new, temporary exit to Westminster Street. No lanes will be closed. This will be in place for about 24 months.

Nov. 10: RIDOT introduced a minor lane shift to the right for traffic on the ramp from the 6/10 Connector outbound to Route 6 West. No lanes will be closed. This will be in place

Week of Nov. 11: RIDOT shifts Route 6 East traffic to the left, just after the Hartford Avenue exit. This will put both eastbound and westbound Route 6 traffic on the westbound portion of the highway for bridge replacement over Hartford Avenue and Plainfield Street. The shoulders will be restricted in this area, and lanes will be narrowed for about 12 months. No lanes will be closed.

Week of Nov. 11: Traffic patterns on Westminster Street and Broadway where they pass over the Route 6/10 highway have been altered slightly so work can begin on new bridge piers. One of the two lanes on Westminster Street eastbound closed. All other lanes remain open but may be narrowed.

This traffic pattern on Westminster Street will be in place for approximately three months and the traffic pattern on Broadway will be in place for about nine months. Additional traffic pattern changes will be scheduled for both roads in 2019.

The 6/10 Interchange and nearby city streets of Westminster Street, Broadway and the road network in and around Olneyville Square are subject to daily traffic congestion and delays. Based on an analysis of traffic volumes and travel times given these traffic pattern changes, RIDOT estimates travel times through the Olneyville area to increase by a minimum of 3 to 5 minutes during peak travel times.

Traffic on both Route 6 and Route 10 highway segments can expect an increase of a minimum of 2 to 6 minutes during the morning and evening rush hours. These times are estimates and can vary greatly due to adverse weather and traffic conditions.

The 6/10 Interchange project is scheduled for completion in fall of 2023. Upon completion RIDOT will have replaced seven structurally deficient bridges.

RIDOT strongly recommends both local traffic and commuters consider alternate routes. Both RIPTA bus service and commuter rail from T.F. Green and Wickford Junction stations are available as options to bypass congestion during this important construction project.

RIDOT specified a design-build contract to save time as it allows construction and design to proceed simultaneously.

This saves time and money.

Road-Widening Job Near N.H. Speedway Starts in Loudon LOUDON, N.H. (AP) The state Transportation Department said the project to widen a road near the New Hampshire Motor Speedway on Route 106 in Loudon was scheduled to start Oct. 26.

The first phase widens nearly a mile-long segment, from 800 ft. south of Mudgett Hill Road to 1,400 ft. north of the speedway's south entrance.

The entire project will widen a 3.5-mile section of the road. Drainage and guardrail improvements also are planned, and the construction of three storm water treatment ponds.

The department said most of the work on the $2.63 million project will be done in 2019.

Maine Awards York Toll Plaza Replacement to Reed & Reed On Oct. 18, the Maine Turnpike Authority Board of Directors approved the award of the York Toll Plaza Replacement project to Maine contractor Reed & Reed of Woolwich. The competitively bid project came in at $39.5 million, just 2 percent over the engineerâ&#x20AC;&#x2122;s prebid estimate. The threeyear project will begin in November 2018. â&#x20AC;&#x153;We are pleased to have Reed & Reed on board for this project, along with R. J. Grondin doing the earthwork. This is the team currently building the new toll at Exit 44. With this same team on board for York, we can have confidence that they know what they are doing and will do it well,â&#x20AC;? said Peter Mills, executive director.

The project includes relocating the plaza to Mile 8.8, just a mile and half north of the existing plaza, and modernization of the York Toll by implementing open road tolling (ORT) technology, which the MTA already uses at three of its barrier plazas: New Gloucester, West Gardiner and Falmouth Spur. An additional such plaza is currently under construction at Exit 44 I-295. York is one of two remaining plazas to undergo con-

version. Once complete, the new plaza will have three high-speed E-ZPass center lanes in each direction and separated lanes to the right where travelers can safely pull over to pay cash at staffed booths.

The current toll plaza, located at Mile 7.3 in York, is old and needs replacing and modernization. It was originally designed in the 1960s as a temporary barrier plaza for all vehicles to stop to take tickets and pay tolls.

Approaches to the plaza are sinking into clay soils. It is surrounded by wetlands, and has outdated toll equipment held together with used parts. It is located on a curve, at the bottom of a hill, near an interchange and an overpass. These all raise safety concerns.

The York Toll Plaza is one of the most important pieces of transportation infrastructure in the state. It generates about $60 million in toll revenue per year and is a central reason why two-thirds of all MTA revenue is paid by out-of-staters.

MassDOT Advertises Morton Street/Gallivan Blvd. Project MassDOT has announced that the upcoming project to make roadway improvements to Morton Street (Route 203) and the intersections with Gallivan Boulevard and West Selden Street in Boston is being advertised for construction bids.

Bids are scheduled to be accepted through Jan. 8, 2019, at which time all of the bids will be opened. A winning eligible bidder will then be identified and a contract will be awarded, and work-related activities would then likely begin later in 2019. â&#x20AC;&#x153;We are pleased to be moving forward with the project to make improvements along Morton Street and at these two intersections so that pedestrians, bicyclist, motorists, and public transit users will have an easier time reaching the places they need to go in this area,â&#x20AC;? said Highway Administrator Jonathan Gulliver. â&#x20AC;&#x153;We have appreciated the input and support from our state and local partners and members of the local community throughout the planning and design phase, and we look forward to selecting a contractor and beginning construction operations.â&#x20AC;? â&#x20AC;&#x153;I want to thank the Baker Administration and MassDOT for their commitment to this project, as well as my colleague

This future project is designed to increase access and improve safety and travel for all modes of transportation along Morton Street including public transit users, bicyclists, pedestrians and drivers. Improvements at the intersection of Morton Street with Gallivan

Boulevard will include realigning the roadway and adding traffic signals and raised medians. A new traffic signal and protected left turn lane will be installed at the intersection of Morton Street and West Selden Street, along with new exclusive left turn lanes on Morton Street.

Bicycle lanes will be added along Morton Street between West Selden Street and Gallivan Boulevard, and sidewalks will be reconstructed. MassDOT Commits Funds to Longmeadow Rail Crossing The Massachusetts Department of Transportation has committed approximately $700,000 to help Amtrak make safety improvements at the public railroad crossing at Birnie Road in Longmeadow. This funding is expected to cover approximately 90 percent of the cost of the improvements.

Amtrak, which owns the railroad line and is carrying out the project, will fund the remaining costs.

“This funding will install new safety infrastructure and measures at this crossing to notify motorists and members of the public when trains are traveling through the area,” said Transportation Secretary and CEO Stephanie Pollack. “We are pleased to collaborate with our partners at Amtrak and look forward to these improvements being implemented.”

“Safety is Amtrak’s top priority, and the joint investment of MassDOT and Amtrak at Birnie Road in Longmeadow shows that both parties are equally committed and dedicated to safety,” said Tom Moritz, Amtrak assistant vice president of infrastructure access and investment. “Customers will continue to benefit from our partnership with MassDOT, especially when it comes to

enhancing safety.”

Work being carried out by Amtrak will include the installation of a new gate and warning lights and a power system to support this infrastructure. Work related activities are currently expected to begin in 2019.

“The improvements that are being funded in part by MassDOT will help prevent vehicles from traveling over the railroad crossing as trains are approaching this location,” said MassDOT Rail and Transit Administrator Astrid Glynn. “We thank all the stakeholders and federal, state and local elected officials who have supported these infrastructure upgrades and ensured that this project is able to move forward.”

reduced outside shoulder widths. The work includes construction of northbound and southbound widening at the site of the future toll plaza and along the mainline. Work will include clearing of trees, blasting of rock, excavation, paving, utility construction including water and electric and tunnel construction.

Also in Phase 1 is the construction and completion of the new toll building, access road and parking area for employees. During Phase 1, there will be periodic traffic stoppages for up to 6 minutes during lower volume times for blasting operations.

In Phase 2, traffic will be shifted from the existing lanes to outside temporary travel lanes where cash tolls will later be installed.

This phase will include constructing utilities and ITS systems in the tunnel, road barrier structures, the ORT space frame, concrete toll slabs, and the footings for canopies inside the cash lanes.

While there will be occasions during Phase 2 when travel will be reduced to two lanes in each direction, these will occur at times when two lane traffic can be accom-

modated during the late fall of 2019 and early spring of 2020. Also during Phase 2, the MTA will commission the central ORT lanes in both directions.

Once ORT commissioning is complete, the project will move into Phase 3. Each set of three travel lanes will be shifted from the outside lanes to the three central ORT lanes in each direction. ORT lanes will not be operational at first but will be activated later when testing and tuning are complete.

Phase 3 work will include completion of the northbound and southbound cash plazas, tunnel construction and ITS systems, completion of the median barrier, removal of temporary pavement, placing final surface pavement, striping, and commissioning of the northbound and southbound cash plazas.

During all phases of the construction the speed limit through the work zone will be reduced to 60 miles per hour. The new toll plaza is expected to be completed and fully operational by June 21, 2021.

The budget for this project is $47 million, and includes funding from a combination of sources including a highly competitive $13.1 million grant through the federal Transportation Investment Generating Economic Recovery (TIGER) grant program and a $7 million grant from the Federal Transit Administration to RIPTA for the bus hub component. Additional federal funds amount to $18 million, state funds $5.9 million and the communities of Pawtucket and Central Falls also are providing funding to the project, jointly contributing $3 million.

Following the groundbreaking ceremony, construction began immediately and will continue for three years, reaching substantial completion in late 2021. The timeframe accommodates limited construction time periods along Amtrak’s busy rail corridor, with much of the work only taking place during overnight hours when trains are not running. RIDOT expects that service would begin in summer 2022 after a thorough test-

ing and commissioning period led by the MBTA to ensure smooth operations and passenger safety.

The bus hub component is scheduled to open by the end of 2020. This would relocate RIPTA’s bus hub from its current location on Roosevelt Avenue in Pawtucket. The project also includes construction of a Transit Emphasis Corridor, which will create dedicated bus lanes and bike lanes along Exchange Street and Goff Avenue, linking the new transit facility to the heart of downtown Pawtucket.

Turnpike Project Sits on Thick Layer of Soft Marine Clay SPAULDING from page 1

field for simple drainage operations, while others will have as many as 30 workers, if multiple subcontractors are involved with operations such as paving.”

Work has been targeted at completing drainage installations that fall within the active roadway and, therefore, require a lane closure. Due to heavy volumes of traffic on the Spaulding Turnpike in this area, single lane closures are generally restricted to nighttime hours. Additional after-hours work was completed in order to shift Route 4 westbound traffic onto the new Route 4 Bridge at Exit 6. Intermittent night work will continue with additional drainage installations and demolition of the old Exit 6 Bridge.

“The first priority when starting night work is to make sure the necessary traffic control is in place to facilitate safe passage of motorists through the work area,” said Chestnut. “Flashing lights, backup alarms and reflective clothing become even more important to make sure of visibility.”

Construction will include additional drainage installations, bridge demolition and setup work for the traffic shifts.

The goal for 2018 is to move northbound Spaulding Turnpike traffic onto the permanent northbound barrel of the Spaulding Turnpike. Once that shift is completed, northbound and southbound traffic will be separated by a small median area. The focus will move to work in the median where there is significant ground improvement and roadway work required to complete that portion of the turnpike.

“There’s a lot of work on this project that is not obvious to people passing through.

The entire footprint of the Spaulding Turnpike between the Little Bay Bridge and Exit 6 is built on a thick layer of very soft marine clay,” said Chestnut. “When we have access to an area for construction, there is extensive work required to improve the ground conditions so that we can build the permanent turnpike through that area. The ground improvements consist of installing wick drains on a five-foot grid over the entire area, and pre-loading the area to induce settlement. The wick drains create pathways so that water can be squeezed out of the soft clay layer, creating a more structurally sound material to support the roadway.”

Keith Cota, chief project manager of NHDOT, said a review of Google maps for the transportation network illustrates the critical need for the Spaulding Turnpike corridor.

“This section of the turnpike between Newington and Dover has been the ‘choke’ point for commuter, commerce, freight transport and recreational access between the seacoast and the state capital, lakes and mountain regions. No reasonable alternative access is available without going along local

state highways in Maine or travel around the Great Bay. This infrastructure expansion for the Spaulding Turnpike from I-95 to U.S. Rte. 4 in Dover was determined the best means to address the purpose and need, as outlined in the 2007 environmental document.”

The Spaulding Turnpike is eastern New Hampshire’s major limited access north south highway, serving as a gateway linking the Seacoast Region with Concord, the eastern portion of the Lakes Region, and the White Mountains. The Turnpike also is part of the national highway system, reflecting its significance as an important transportation link in the state and regional system.

Functionally classified as a principal arterial, it is a major commuter route which ties the growing residential areas of DoverSomersworth-Rochester with the industrial and regional commercial centers in Newington, Portsmouth and northern Massachusetts. It also is the major artery for freight into and out of the areas north of the Little Bay Bridges, and as a major tourist route, providing access to the northern reaches of the state from the seacoast and points south of New Hampshire.

Cota noted the heavy traffic demand that routinely exceeds the two-lane capacity available for crossing the Little Bay.

“The average daily volume of traffic in 2007 was approaching over 70,000 vehicles per day [ADT], and projected to increase to nearly 100,000 ADT in 2025. Trying to fit this load of traffic within the limited twolane, each way turnpike is like trying to fit a quart of water into a pint glass bottle.”

Severino Trucking Company Inc. of Candia serves as the prime contractor for the $67 million project. According to Timothy Brownell, superintendent of Severino Trucking, it was necessary to temporarily terminate the overhead power lines that cross Route 16, in order to install some PV drains.

“This was required to be executed during the overnight hours, to limit the impact on the public. By doing so, we were able to get within five feet of the power lines with the PV drains. We would have otherwise only been able to get within 50 feet of the lines with our much-needed wick drains.

Personnel safety is our primary concern. The traveling public doesn’t abide by the 45-mph speed limit, and the possibility of tired drivers in the overnight hours is a concern.”

Workers are using a variety of equipment to complete the project.

“We have GPS on all of our big iron to aid in the production of our daily operations,” said Brownell. “With the job site more than two miles long, it’s nice to have it. We are currently using two Cat 349 excavators; a Cat 330; a John Deere 700 road grader; a Cat D6K — the first in the state to have mastless GPS — a Komatsu 470 loader; a Komatsu 380 loader; a Volvo L110; a HAMM 10-ton roller; and a Dynapac 6-ton roller.”

During construction, 210,000 cu. yds. of excavation will be removed, with 231,000 cu. yds. of embankment placed. Materials include 57,490 cu. yds. of sand drainage blanket for the PV drains and 147,629 cu. yds. of road sand for the highway and side roads. In addition, the project calls for 106,000 cu. yds. of crushed gravel for the highway and side road selects; 3 million linear ft. of prefabricated vertical drains; 108,180 tons of pavement; 496,100 lbs. of steel bearing piles; 394,325 lbs. of reinforcing steel; 262,150 sq. ft. of wood panel sound abatement wall; 29,120 ft. of portable concrete barrier for traffic control; 28,285 ft. of granite curbing; 18,030 ft. of conduit and more than 700,000 linear ft. of striping.

Brownell added, “The most time-consuming job is to ensure a productive daily job site. With all of the different operations and sub-contractors working alongside one another, it’s a constant chess game against myself. Or, if you prefer, a quick moving game of Tetris. My goal is to ensure job site safety, as well as production for everyone, not just Severino.”
