Connecticut State Bond Commission OKs $1.1B in New Infrastructure Financing While the Connecticut State Bond Commission approved $1.1 billion in new financing Oct. 6 to rebuild the state’s aging infrastructure, Gov. Ned Lamont and his transportation commissioner pledged the administration was adding staff to ensure more projects can be launched in future years.

“We’re continuing to make a dent in our vacancies and as we get more and more employees, it’s going to be easier to get work out the door,” Garrett Eucalitto, commissioner of the Connecticut Department of Transportation Commissioner (CTDOT), told CT Mirror.

He added that the agency now has about 3,100 employees — roughly 200 more than it did back in January.

“Look, we’re squeezed for engineers and such, but Garrett’s got us ahead of the curve,” explained Lamont, who chairs the 10-member bond commission. “I think we’re just getting started.”

The financing unanimously endorsed would back a wide variety of highway, bridge and public transit facility improvements, including upgrades to New Haven Union Station.

Sales Auction Company Holds 14th Annual Fall Auction

ales Auction Company LLC hosted its 14th Annual Fall Action Oct. 21, 2023, at its permanent facility at 55 King Spring Road in Windsor Locks, Conn., as well as online via Proxibid. In addition, Sales hosted a timed auction on Oct. 20.

A total of 492 lots went on the block up at the live auc-

tion and more than 3,100 lots sold at the timed auction that included aerial equipment, crawler dozers, tractors, trucks, mini- and midi-excavators, screeners and crushers, skid steers, wheel loaders, backhoes and much more.

There was a total of 2,137 registered bidders online and despite rainy weather, there was a total of 984 registered bidders on site.

The top selling item was a 2017 Caterpillar 950M wheel loader with 11,500 hours that sold for $122,500.

Skid steers from John Deere, Bobcat, Caterpillar and more went up for bid.

Work Ramps Up On Massive Cold Storage Facility in Maine A year after breaking ground, construction is finally picking up steam on the massive Maine International Cold Storage Facility on the Portland waterfront.

Crews began driving piles over the summer and project officials anticipate pouring concrete for the foundation in the coming days, the Portland Press Herald reported Oct. 9.

Tom O’Shaughnessy, co-founder of Amber Infrastructure, the project’s developer, told the local news source that his company is anxious to open the facility. Previously slated to open this coming February, the project is now anticipated to be completed in the second quarter of 2024.

He said that despite breaking ground in August 2022, the warehouse’s design and permitting was not squared away until last winter and spring, which pushed back construction to late June of this year.

Through permitting, the project was redesigned to lower the building height to 55 ft., move refrigeration and mechanical systems to face the port, and modify the Commercial Street frontage, O’Shaughnessy noted.

“At every step of the way we were able to address concerns and improve the building at the same time,” he said.

Now that all the preliminary work has been wrapped up, construction is moving ahead as planned, except for a few minor delays caused by underground obstructions at the site, O’Shaughnessy noted. He added that once the foundation is poured, progress

should be more visible.

“From here on it will go up pretty quickly,” he said.

Officials Believe Project Critical to Maine’s Freight Industry The 107,000-sq.-ft. building, next to the state’s sole shipping container terminal, has been touted as critical to expanding freight through Portland and giving Maine food and beverage companies a competitive edge and access to markets.

The new warehouse also is expected to meet the refrigerated cargo demand of Eimskip, an Icelandic shipping company, and be large enough to accommodate customers from Maine as well.

Almost $2 billion in frozen seafood exported from the Eastern Seaboard does not pass through Portland, according to Wade Merritt, president of the Maine International Trade Center. He said during a panel presentation hosted by the Camden Conference last year that he hopes the new cold storage facility will allow Maine to capture some of that market.

In 2021, the state exported about $3 billion in goods.

The warehouse is part of a public-private partnership between the Maine Port Authority, Amber Infrastructure, an international firm headquartered in London, and Treadwell Franklin Infrastructure, a financing company based in Yarmouth, Maine.

In addition, the state contributed $8 million to preparing the property for the con-

struction.

A large rooftop solar array is planned for the project with the goal of generating enough electricity to provide 20 percent of the warehouse’s energy use.

Refrigerated storage next to the International Marine Terminal container port will likely draw new customers, including clients of Eimskip, specialists in transporting cold and frozen freight, O’Shaughnessy said.

Since starting trips to Portland in 2013, Eimskip, the sole company landing at the terminal, has increased freight volume by 20 percent on average per year, with almost 38,200 containers crossing the Portland docks in 2021.

Though Eimskip’s clients are likely users of the 21,750 pallet-space facility, there will be no reserved space for any user, and Maine companies will be encouraged to take advantage of the infrastructure, according to O’Shaughnessy.

“There is almost an inevitability that the clients Eimskip will bring into the port will use cold storage,” he said, but added, “no customers have guaranteed space or priority space in the facility — it’s open to everyone.”

A cold storage building is the latest in a series of upgrades transforming the container terminal from an abandoned space Portland used for a snow dump to a hive of activity.

Matt Burns, executive director of the Maine Port Authority, told the Press Herald

last year that additional investment is planned in coming years to accommodate more containers, allow larger ships and lure shipping companies to port.

After Groundbreaking, Work Pushed Until Last Summer Delays have been nothing new for the Maine International Cold Storage Facility, which has been in the works for nearly eight years but was plagued by fits and starts as well as opposition from local residents.

Plans for the warehouse were approved by the Portland Planning Board nearly three years ago. Since that time, he building price has grown from $30 million to $55 million.

Pandemic disruptions delayed permitting and construction plans, but also demonstrated a continued need for refrigerated storage in Maine, said Burns.

“We have always known there is significant demand for cold chain logistics,” he explained. “Cold storage has always been part of the master plan. That demand for food and beverage products and cold storage did not decline and wane during the pandemic, it seemed to get stronger.” 

Rec Area in Great Barrington Slated for November Overhaul A long-awaited plan that will make western Massachusetts’ Lake Mansfield recreation area safer and cleaner is on the cusp of starting.

The Berkshire Eagle in Pittsfield reported Oct. 8 that heavy construction to replace the road around the Great Barrington lake with a shared pedestrian and cycling path will begin in November.

The $1.9 million project also will expand the parking lot near the beach and install storm-water controls — like rain gardens and a larger culvert — to keep the road from flooding.

Moreover, the effort also is designed to make the area easier to navigate for those who use wheelchairs. Other updates for the beach area will include a new bathroom, a changing room and shaded picnic tables.

When finished, though, the improvements to the lake park may require “a change of

habit” for some, said Christopher Rembold, Great Barrington’s town planner and assistant town manager, in speaking with the Eagle. That is because vehicular traffic will only be able to enter the road from the north via Christian Hill Road.

He explained that most of the work, paid for in large part by state grants, will likely be completed by the end of next June.

Lake’s Roadway in Dire Need of Improvement Located in Massachusetts’ scenic Berkshire Mountains, Lake Mansfield’s recreation area includes a 29-acre conservation forest with a trail as well as a boat launch. Residents of Great Barrington and local environmental groups have for years worried about the health of what is considered one of the state’s most pristine bodies of water.

The Eagle noted that the narrow road leading visitors to the recreation area is a hazard unto itself as the region’s often-brutal winters have gnawed away at it over the years. Additionally, drainage issues and rushing stormwater from the hill above the lake have caused portions of the drive to crumble into the water.

An overhaul of the roadway was deemed too expensive and complicated, given the sensitivity of the ecosystem and the required permits.

In 2020, voters decided to close the drive to vehicles, except in emergencies, despite some resistance to losing the shortcut that skirted downtown Great Barrington. Later, the road reopened from south to north only.

Rembold told the Pittsfield news source that Great Barrington will post updates to the construction schedule on the town website.

He added there may be times when the road

is completely closed to traffic and pedestrians during the project.

Project Paid in Part By Massachusetts State Funds Great Barrington received $1.6 million from a pair of Massachusetts grants to pay for the construction at the lake — the most recent, for $710,000, was announced in September.

Both grants came from the Commonwealth’s Municipal Vulnerability Preparedness program, administered by the state’s Executive Office of Energy and Environmental Affairs (EEA). The program provides “community-driven climate resilience planning and action,” according to the agency.

Since 2017, the EEA program has awarded $131.5 million to nearly all the state’s cities and towns. 

safety and reliability, and improve quality of life.”

To make those changes, though, Connecticut not only must endorse the financing, it also must borrow the actual funds and get construction going. And bond commission approval does not guarantee the state actually will borrow $1.1 billion — let alone spend it on transportation projects — any time soon.

In fact, Connecticut’s track record in this area has plenty of critics.

CT Mirror reported that the state pays for most transportation projects with two sources: Funds it borrows by issuing bonds on Wall Street, which are repaid largely with fuel and sales tax from the Connecticut budget’s Special Transportation Fund; and matching federal grants.

But while there is a normal lag of months or years between bond commission approval and the actual borrowing and expenditure of construction funds, Connecticut has developed a worsening backlog over time.

In October 2010, when the state

first began tracking this problem, the state had $2.25 billion in approved transportation financing that only existed on paper — meaning the funds had not been borrowed yet. That backlogged financing represented almost four times the amount of transportation borrowing Connecticut was doing annually at that time, according to records from the state treasurer’s office.

Thirteen years later, the backlog approaches $5.4 billion, which represents more than six times the amount of actual funds the state intends to borrow this year for transportation work.

The Lamont administration announced last November it planned to dramatically boost actual transportation borrowing to $1 billion this fiscal year from $830 million in 2022.

Recently, though, it confirmed it had downgraded planned borrowing to $875 million.

Connecticut’s construction industry and trades, along with state employee unions, have all said that CTDOT has for years lacked sufficient engineering, planning and architectural staff to get more projects under way.

Administration officials have countered by pointing out that many states have struggled to secure professional staff since the coronavirus pandemic struck in early 2020.

The stakes are huge, though, since Congress enacted a landmark, fiveyear transportation construction program in 2021 that is offering states up to $1.2 trillion. Federal matching grants in many cases will cover 80 percent to 90 percent of a project’s cost.

In other business Oct. 13, Connecticut’s State Bond Commission also approved: • A total of $30 million in financing to support development of a new nursing program facility for the University of Connecticut in Storrs. Those funds will be matched with a $40 million donation from Elisabeth DeLuca, owner of the Subway restaurant chain.

UConn officials say it represents the largest gift in the school’s history.

• About $105 million for affordable housing initiatives, first-time homebuyer assistance, and support for eastern Connecticut homeowners with crumbling foundation issues. 

New Centralized Providence Transit Center Moves Ahead The Rhode Island Public Transit Authority (RIPTA) is pressing ahead with its plan to construct a new downtown Providence transit center.
