Western Mass.’s General Pierce Bridge to Reopen in March The General Pierce Bridge, along a primary route between Montague and Greenfield, Mass., is starting to look ready for commuters, with the structure now slated to reopen in March.

A steel-truss span over the Connecticut River, the 75-year-old General Pierce closed for a multi-year, $13.7 million rehabilitation project construction project in April 2021.

The effort is designed to keep the 753-ft.long bridge standing for another 25 years, and is being conducted by Northern Construction Service, from Palmer, Mass.

Rebuilding the deck and replacing some of the steel support structure below has been the focus of the work, the Greenfield Reporter noted Oct. 20.

According to Kristen Pennucci, communications director with the Massachusetts Department of Transportation (MassDOT), the revised window for completion puts the project ahead of schedule. Last March,

Montague Town Administrator Steve Ellis announced an expected completion date of May 15, 2023.

“With recent trends toward construction delays, though, we are pleased to see the progress toward the General Pierce Bridge, and it gives us confidence that [the contractors] will meet — or improve upon — the expected opening date of May 2023,” Ellis told the Greenfield news source upon hearing the new reopening timeline from MassDOT. Paving on the bridge deck was completed earlier in the month, according to Pennucci, while guardrail installation and pavement markings were finished Oct. 21.

Additional work includes concrete repairs at beam seat locations, bearing rehabilitation, rivet replacements, lattice steel repairs, bridge rail modifications, painting and installation of a pedestrian lighting system, she said.

State Wants Full Bridge Replacement MassDOT officials consider the General Pierce Bridge repairs to be a short-term plan to ensure the span’s integrity, according to the Reporter.

Jonathan Gulliver, MassDOT’s state highway administrator, announced “an opportunity to advance the full replacement” of the structure in an email sent to state Sen. Jo Comerford, D-Northampton, and state Rep. Natalie Blais, D-Deerfield, in June. The determination, Gulliver wrote at the time, came in response to advocacy “regarding the renewed support for additional work to remediate and to paint the upper trusses on the General Pierce Bridge” that had previously gone unanswered.

“Our analysis determined that, due to the age and condition of the bridge, the scope of work would need to expand con-

siderably beyond painting and would additionally require extensive repair work to remove rusted structural elements that, although stable, are not suitable for painting,” he noted. “We considered several alternatives and determined that the approach that is the most resilient and least impactful to the community is to advance the full replacement of the bridge.”

No timeline has been set for the work, but Montague Selectboard Chair Rich Kuklewicz said previously that he expects it likely would not begin until after completion of the $56 million three-bridge replacement project along the Montague Power Canal announced last summer.

The Reporter noted that replacing Turners Falls Road’s White Bridge, the cross-canal Green Bridge, and Sixth Street’s Bailey Bridge is still another four to five years away. 

The facility, according to the governor’s office, will follow a condominium model with the state taking ownership of the building upon the construction’s finish.

The private lab space will be owned by Ancora L&G, a partnership between Legal & General Capital, a United Kingdombased investment group, and Ancora, a North Carolina-based real estate firm. 

Maine to Replace Two Bridges Over I-295 in Freeport

The $25.7 million project is being paid for by federal grant money from the U.S. Department of Transportation’s Competitive Highway Bridge Program.

The department said the projects began earlier this year and are expected to be finished by the end of 2025.

McNamee Construction of Lincolndale, N.Y., is the lead contractor on the project and is being assisted by H.B. Fleming of South Portland, Maine. The project will be completed in stages for one bridge at a time.

McNamee has begun demolition of the Exit 20 bridge and has started clearing operations and relocating utilities.

H.B. Fleming has begun pile driving on the Exit 20 bridge.

“We’re working on the first bridge now,” said Dean Sciaraffa, company director of H.B. Fleming. “There are two phases and the second half will be completed next year.”

The Maine Department of Transportation is replacing two bridges that cross I-295 at Exits 20 and 22 in Freeport.

The bridge at Exit 20 carries Desert Road over the interstate; the bridge at Exit 22 carries Mallett Drive (Routes 125 and 136) over the interstate. These bridges were originally constructed in 1957 when I-295 was first built.

Each new bridge will feature a 12-ft.-wide multi-use path that will tie into paths the town is planning to construct in the future. Traffic signals will be installed at the ends of the northbound and southbound interstate exit ramps.

Maine DOT had planned to split the cost of 10-ft. paths with Freeport, but the Freeport town council voted that the paths should be 12 ft. wide to allow for cyclists to safely pass each other in both directions. Freeport voted on March 9, 2021, in favor of 12-ft.-wide bicycle and pedestrian paths to the two I-295 bridges in town. Freeport will contribute $634,000 through a 10-year bond. This amounts to a $14 property tax increase for a Freeport home valued at $350,000. Maine DOT will cover the rest of the project cost.

The Desert Road Interchange bridge sees 9,408 vehicles per day, and the Mallett Drive interchange carries 16,878, according to data from the Maine DOT. Republican Sen. Susan Collins said the bridge work will “produce benefits that will be felt by Maine families and businesses throughout our state.”

Yale New Haven Poised to Build $838M Neurosciences Center Construction is slated to begin soon on an $838 million, 505,000-sq.-ft.

Neurosciences Center at the Yale New Haven Hospital’s Saint Raphael campus. Connecticut city and state officials say the ultramodern facility will be transformative both in terms of the local economy and medical care.

Following the Yale project’s announcement in April 2019, its construction was delayed due to the COVID-19 pandemic, CT Insider reported.

Now that the Neurosciences Center is back on track, though, scores of construction workers will descend on the job site at 659 George St. in New Haven.

In addition, once the last phase of construction is complete at the end of 2026, approximately 200 new health care and support jobs will be created, said Stephen Carbery, Yale New Haven Health’s vice president of facilities.

The start of construction on the project was celebrated Aug. 31 with a ceremonial groundbreaking.

“This project is reflective of our commitment to the city of New Haven and the state of Connecticut,” said Christopher O’Connor, president and chief executive officer of Yale New Haven Health. “It will set a new standard in neurological care.”

New Health Center May Be StateÊs Largest Ever Yale New Haven Health officials describe the project as likely the largest hospital build in Connecticut’s history. Mayor Justin Elicker added that it is certainly “one of the largest projects in [New Haven’s] modern history.”

Indeed, the Neurosciences Center will cover over half a city block, take more than four years to complete, and create about 400 construction jobs during peak work periods, Carbery told CT Insider.

The construction effort will require the demolition of four buildings on the Saint Raphael campus, he said, including a multistory office building and the former convent of the Sisters of Charity of Saint Elizabeth, who founded what was then The Hospital of Saint Raphael in 1907. Yale New Haven bought the care facility in 2012.

The Neurosciences Center will consist of two towers with inpatient beds: The eightstory Sherman Tower next to Sherman Avenue and the seven-story McGivney Tower.

access to care for patients and will house 201 inpatient beds for treatment of those seeking care from multiple sclerosis and epilepsy to movement disorders like Parkinson’s disease.

Both towers will share a common podium that will include a new entrance and main lobby on the first floor, as well as neurosurgery and radiology spaces on the second floor. Caregiver spaces and the center’s mechanical equipment room will be on the third floor.

Yale Graduate Gives Project ÂSignificant LiftÊ Carbery noted that Yale New Haven officials “have been at work on this for quite a while, moving around our operations so that this could happen.”

CT Insider reported the lead donors on the project are Stephen and Denise Adams. The Connecticut couple is making a multi-year donation that Stephen Jakab, Yale New Haven Health’s vice president of development, called “a significant lift.”

“They are well regarded in the philanthropic community,” he explained. “So, their leadership on this project is like a stamp of approval.”

A 1959 Yale University graduate, Adams is an entrepreneur and co-owner of Camping World Holdings, which sells recreational vehicles and camping supplies.

Nancy Brown, dean of the Yale School of Medicine, said the new facility “will enable us to make cutting edge treatments available to Yale New Haven patients.”

“Yale is a world leader in neuroscience research, and discovery can happen at the bedside,” she continued. “The center will bring the ability to learn from our patients.” 
