reconfigure and consolidate Rhode Island’s Pell Bridge will end that unfortunate moniker while enhancing safety and traffic flow, and creating new economic opportunities.

Bill Would Include $50M for Coast Guard Museum in Conn.

Connecticut Sen. Chris Murphy announced earlier in October that he is pushing for Congressional approval of a multimillion-dollar boost to the fundraising effort for construction of a National Coast Guard Museum in New London.

As chairperson of the U.S. Senate Appropriations Subcommittee on Homeland Security, Murphy included a proposed $50 million in the Fiscal Year 2022 Homeland Security bill, which provides discretionary funding of $71.7 billion, The Day reported Oct. 22.

Murphy’s office noted that it would mark the first-time federal money would be directed toward construction of the museum, as it is exempt from previous restrictions.

Maine Rocket Maker to Soon Announce Local Launch Site Sascha Deri, founder and CEO of bluShift Aerospace in Brunswick, Maine, said on an Oct. 6 investor call that the rocket-making company is close to selecting a site in downeast Maine for its planned commercial liftoffs.

MaineBiz reported that Deri told investors that the launch facility is planned for an unbridged island in Washington County, although he would not disclose the exact location.

“We found a town and a site that has been incredibly welcoming to what we’re doing, to the concept of developing new types of jobs here in the state of Maine, in a town that’s more traditionally known for fishing and lobstering,” Deri said.

He did go as far as to say that bluShift is working with an attorney to create a lease agreement with the island’s owner.

“We are very, very close to announcing the launch site,” Deri said, adding that the island “seems to be particularly well suited for what we do.”

His confidence in the deal is such that bluShift has begun working with the local school in the town where the island is located to include a student-made payload in the complex’s first launch, which is expected to be next summer, according to MaineBiz. Homeland Security Bill Would Fund First Coast Guard Museum MUSEUM from page 4

Sen. Richard Blumenthal, along with U.S. Rep. Joe Courtney, cleared a path for use of federal funding on design and engineering elements of the estimated $150 million museum project.

In prior years, there has been $20 million in federal funds appropriated to the museum to preserve artifacts, and design, fabricate and install exhibits, according to The Day. The new Homeland Security bill also includes $6 million for improvements to New London’s City Pier to accommodate the Eagle, a barque expected to dock adjacent to the future museum along the city’s waterfront behind Union Station.

Murphy, in a recent op-ed in The Day, highlighted the importance of the Coast Guard Museum and the need to jumpstart funding for its construction.

“It makes no sense that the Coast Guard is the only historic branch of the armed services with no national museum,” he wrote.

“The other armed services have over 77 museums between them.”

Murphy noted that he sees the museum as an opportunity for new educational experiences for children and touted its potential to bring more visitors to southeastern Connecticut, create jobs and funnel upwards of $20 million a year into the region’s economy.

Museum officials have said before that a large federal commitment to the proposed exhibit space was likely to bring in more private donations.

Fundraising for the museum began in 2014, around the time New London donated a 0.37-acre site to the Coast Guard to accommodate the future facility.

The National Coast Guard Museum Association reports $79 million in fundraising to date. Retired United States Coast Guard Capt. Wes Pulver, president of the group, welcomed the news of a large federal investment, and noted the possible $50 mil-

lion from Congress would inch the museum association closer to its $150 million fundraising goal.

He said an estimated $30 million will be needed for exhibits and furnishing, of which $20 million is already committed in federal funds.

“Our Connecticut delegation, led by Sen. Murphy, Sen. Blumenthal, Rep. [Rosa] DeLauro and Rep. Courtney have been committed to working with their peers in Washington to secure additional authorities and resources in support of a premier National Museum in southeastern Connecticut,” Pulver said in a statement.

“When coupled with previously committed federal, state and private funding from across our country, we are well postured to begin construction Phase I in 2022.”

The first part of the project is expected to include bulkheading portions of the waterfront in anticipation of construction.

Currently the project remains in the permitting phase.

The Day reported that the state of Connecticut has also committed $20 million toward construction of a pedestrian bridge to ferry people over Water Street and the train tracks to the museum and city’s waterfront.

Courtney called the inclusion of $50 million in the spending proposal a “breakthrough step towards making this long-overdue museum a reality in New London.”

“There are several steps left to go, but I will be strongly supporting this effort as the House and Senate start working on a final budget agreement for 2022,” he told The Day. With government funding set to expire on Dec. 3, Congress needs to reach an agreement on Fiscal Year 2022 appropriations bills before then or pass a continuing resolution for Fiscal Year 2021. However, a continuing resolution would not include the new funding for the National Coast Guard Museum. 

It looks like a highway, then it just ends. Now, the whole thing is being rebuilt and reimagined as a different type of project. It will offer better and safer access to downtown.”

The project is split in two phases. Additional federal funding secured by the Rhode Island congressional delegation allowed RIDOT to begin the first phase sooner as opposed to after the work now taking place on Phase 2. The $10.9 million Phase 1 focused on reconstruction of the JT Connell and Coddington highways. It involved significant roadway improvements and pedestrian safety features and wrapped up in August.

Groundbreaking on Phase 2 — the heart of the project — took place in July. The $74 million Phase 2 is all about simplifying and making the on and off ramps more efficient, said Jody Richards, Rhode Island Department of Transportation (RIDOT) project manager II. Mass. Poised to Replace Aging Highway Viaduct in Allston TURNPIKE from page 1

Boston-area community groups and transportation advocates have long favored that option, pitching it as the best way to balance the various modes of transportation that converge on a narrow stretch of land between Boston University and the river.

MassDOT touts the project’s additional benefits, such as a straighter turnpike alignment that will make driving conditions safer, a wider Paul Dudley White Path for bicyclists and pedestrians, and an “improved gateway into the city.”

“It took hard work, and hard work pays off, because what we ended up with is something that’s far better for the city, the region and the state than having to replicate 1960s highway design and having to be stuck with an elevated structure in that part of the city,” commented Rick Dimino, president of the A Better City business group involved in the project’s discussions.

State House News Service (SHNS), a 127-year-old provider of in-depth news coverage of the state’s government, reported that Massachusetts officials still need to conduct analysis on the other two alternatives, which involve stacking highway lanes in varying layouts.

But MassDOT Highway Administrator Jonathan Gulliver said his agency’s support for the at-grade option means engineers will not need to “simultaneously design three different options to answer one question.”

“This really clears the deck for our engineering team to focus their resources on advancing this particular project,” Gulliver told SHNS. “Now we can focus on advancing this design. We have high confidence it’s going to make it through the permitting process, that it will be the preferred alternative when we get to the appropriate stage, and that we can now focus our resources on where they’re needed.”

Plan Finds Solutions Within Limited Space Earlier versions of the at-grade alternative called for placing Soldiers Field Road 4 ft. into the riverbank because of the space limitations in the area, drawing significant pushback from environmental advocates and community leaders.

The updated design slices a bit of land off several other infrastructure pieces to make up those 4 ft., Gulliver explained, meaning it would no longer require any roadway in the river’s territory either permanently or temporarily during construction.

Dimino, whose group sits on a task force advising MassDOT on the project, said advocates worked over the past year to prove that the highway did not need to bleed into

the river.

“The only thing that will be in relation to the river relative to this project will be what we hope to be the frosting on the cake, which is re-establishing a beautiful, livable river’s edge,” he said to SHNS. “Now, we’re all in agreement that we can pursue these types of opportunities.”

Current estimates peg the total project price at $1.7 billion and a building timeline of eight to 10 years. Gulliver said both figures could change because MassDOT remains at a “very preliminary stage of design.”

It also is not yet clear how Massachusetts will finance the full project.

Gulliver said he expects the city of Boston, landowner Harvard University, and other stakeholders to contribute. The state also will use toll revenue from the Massachusetts Turnpike, though it will not increase tolls beyond existing levels, he noted.

Federal funding also will play a significant role, and Gulliver said MassDOT officials are “closely watching what’s happening in Washington” as the U.S. House prepares to vote on a $1 trillion infrastructure bill.

Construction Will Impact Commuter Traffic Once construction begins, it will almost certainly create major headaches for commuters.

“You can’t build a project of this size without there being some impact,” Gulliver said to SHNS. “For sure, people are going to feel it when it starts. To what degree? Again, our goal is always to reduce the pain as much as [we] can, but you can’t build a project like this without causing some impacts.”

Consensus on the single-elevation layout comes after a decade of deliberations about repairing or replacing the aging viaduct that today carries the turnpike through the “throat” stretch of Allston.

During that time, Dimino said his group and MassDOT officials had been “in the trenches” together.

In May, the transportation agency announced it would accelerate $75 million in viaduct repairs.

Gulliver told SHNS that work on “a piece of infrastructure that’s really big and heavily used and is at the end of its life” should take place in 2022, even as MassDOT works to advance a design that would eliminate the raised highway section altogether.

“In every scenario that we’ve mapped out — [utilizing] all three alternatives that are currently on the books — the viaduct stays in place for a large part of construction,” he said. “It needs to be in service throughout those 10 years, at least.” 
