ASCUTNEY, Vt. (AP) A symbol of progress overtaking the state’s agricultural past — a tree that once shaded a farm now largely buried beneath Interstate 91 — is dying and must be cut down.

People in the Ascutney neighborhood in the Connecticut

River town of Weathersfield and the state of Vermont are looking for a way to commemorate the legacy of Romaine Tenney, the whiskered, overall-wearing man who farmed with horses, hayed with a pitchfork, lived without electricity and refused to drive or sell his land to the state.

High School Students Take Part in Construction Career Days The Rhode Island Department of Transportation (RIDOT) teamed up with numerous construction and trade industry professionals Oct. 30 to help more than 500 high school seniors from 26 schools to explore new careers in the transportation construction trades at the RIDOT Construction Career Days, held today at RIDOT’s Midstate Facility in East Greenwich.

The event offered students hands-on experiences in a wide range of skills and trades. These include operating backhoes and excavators, welding and plumbing, and visiting with representatives of colleges, training academies and apprenticeship programs. Dozens of companies and organizations involved in the construction industry are donating time and resources to make this event a rewarding experience for students.

“The Governor’s RhodeWorks program is putting a record number of projects on the street to rebuild our roads and bridges,” RIDOT Director Peter Alviti, Jr. said. “With that comes the opportunity for thousands of jobs. Goddard noted that the bridge has been extremely important to people’s daily lives.

“This bridge is a key link between the Charlestown and North End neighborhoods in the city of Boston. It’s traveled frequently by visitors to the city who follow the Freedom Trail to the USS Constitution ship and the ship’s museum.”

Through the decades, time has taken its toll on the aging structure. The bridge has been declining steadily, with the center bay having shut down more than 15 years ago.

Since fall 2017, ongoing emergency repairs by the city have restricted lanes even further.

In its current condition, including repairs, the bridge costs the city of Boston $3 million to $5 million each year to keep safely operational.

“This bridge is extremely old, and the design does not conform to modern-day highway standards,” said Goddard, who added that construction is on schedule, with the focus on the temporary bridge’s installation.

Motorists and those living near the bridge are having to cope with the ongoing construction. MassDOT and general contractor J.F. White Contracting are working to complete the project as soon as possible, and are keeping the public informed along the way.

MassDOT officials shortened the length of construction by deciding to install a temporary bridge for travelers adjacent to the structure that will be torn down and replaced.

Goddard said, overall, reaction from the community has been positive.

“The project has been well received by the public, as members know this is a deteriorated structure which has been in need of replacement.”

needed to seize his farm and emptied his barns, piling a lifetime of farming equipment on a hillside a short distance away.

A few hours after the deputies had gone, locals noticed a glow from Tenney’s farm: both the house and the barn were ablaze. His body was found some time later among the ashes.

Ginger Wimberg, a New Jersey native who is now the president of the Weathersfield Historical Society, said she remembered reading about Tenney’s death in the Philadelphia Inquirer, long before she had any idea she’d end up living in the town where he lived.

“I think he is looked on with a fondness and sorrow that it had to come to that,” said Wimberg, who is planning to attend a memorial with state officials where they will seek more ways to remember Tenney.

In Vermont, the interstate system is credited with helping the state shake its reputation as a northeastern backwater and made it possible for the state’s growth, but that growth did not come without cost.

The southbound lane of Interstate 91 now runs through what was once Tenney’s farm. The dying maple tree, estimated to be 100 years old, that once shaded a portion of the Tenney’s farm, sits between a commuter parking lot and the

“The tree has long stood as a symbol and a reminder of Romaine Tenney, his farm, and the broader impact that interstate construction had on the ways people travel, live, and work throughout Vermont,” Transportation Agency’s Historic Preservation Specialist Kyle Obenauer said in a statement.

The 75-acre farm was already 78 years old when Myron Tenney, Romaine’s father, bought it in 1892. It was on the Ascutney hillside where the Tenneys raised their nine children, and where Romaine Tenney was born. 

The Cardi Corporation of Warwick, R.I., celebrated its 50th anniversary last year. The highly successful firm was founded in 1968. It is the largest highway heavy civil contractor in R.I. as well as one of the largest in New England. Cardi Corp. was ranked 294 on the ENR list of top 400 contractors in 2018.

The CEO today is Stephen A. Cardi II, the son of Tony Cardi. The Cardi family legacy of construction contracting excellence began in 1905 when Italian immigrant, Antonio B. Cardi bought a pair of horses and a bottom dump wagon and went into the excavation, sand and gravel, and hauling business. Antonio’s son, Americo “Rico” Cardi joined the firm in 1926.

Antonio passed away in 1933 and Rico operated the company solely until 1938 when a partnership was formed. The new firm, Campanella & Cardi Construction Company grew into one of the largest

highway heavy civil contractors in New England. The partnership ended in 1968 whereupon Cardi Corporation was formed by Rico’s two sons, Antonio B. “Tony” Cardi and Stephen A. Cardi Sr. 

building, the adjacent section of the Harborwalk passing under the bridge and the Paul Revere Park Playground stairs are closed to the public during installation of the temporary bridge. The Tudor Wharf Walkway, located under the bridge next to the water in Paul Revere Park, will be closed at times for safety during construction, with access provided via the Water Street underpass.

The prefabricated temporary bridge will be in place for approximately two years while the existing bridge is torn down and the new bridge is built. Two inbound lanes, one outbound lane and one sidewalk on the temporary bridge will maintain access for all modes of travel during the most intense periods of work. Project construction hours will be 7 a.m. to 10 p.m.. During various stages, the contractor will work between the hours of 10 p.m. and 7 a.m. In addition, 24-hour work shifts also are expected.

Maximum noise levels allowed are specified in the contract, varying by time of day, with the lowest levels allowed overnight.

Additional provisions are in place for the control of dust, hazardous materials, water quality and other possible issues.

MassDOT is keeping individuals informed and helping them plan around impacts through traffic notices, construction lookaheads, regional outreach to divert traffic, stakeholder briefings and public meetings in Charlestown, the North End and the West End. The new bridge will be a complete street over water, and will improve water flow and conditions for boaters by reducing the number of piers in the water from 12 to 5, and widening the navigation channel to 141 ft. CEG 

According to MassDOT’s website, North Washington Street carries local and regional vehicular traffic, MBTA and Boston Public Schools buses, private shuttles, cyclists and pedestrians. The bridge is considered a critical link in the MBTA bus network, providing passage for several Haymarket destined bus routes from the north.

Winkler Crane, a Truro, Mass.-based crane contracting company, needed an efficient, versatile crane that was able to provide excellent performance on a wide range of applications.

With business booming, the company had to quickly replace its previous boom truck, which had been damaged during a traffic accident. Rather than replace it with the same model, Winkler Crane worked with its dealer, New England-based Wood’s CRW, to find a new crane.

Winkler Crane decided to upgrade the fleet with a higher capacity, longer reach machine. The National Crane NTC55L boom truck was a perfect fit for the company’s needs.

“We are very happy with our NTC55L boom truck,” said Mike Winkler, owner of Winkler Crane. “Our job sites are all very different, from commercial jobs such as lifting iron beams at construction sites to residential jobs such as lifting and placing a hot tub. We have quickly found that the added boom length combined with the capacity at radius and the new outrigger configuration enables us to complete nearly any job.”

Winkler said that the new crane has been used in numerous jobs over the last few months, including the removal of tree debris from houses and moving boats back to a local boat yard after a tornado hit Cape Cod in July.

The crane contracting company worked with its dealer, New England-based Wood’s CRW, to find a new crane.

“Wood’s CRW does a great job of keeping us up to date with the latest models, as well as changes and new products in the industry,” Winkler said. “We’re glad we had the NTC55L boom truck for certain jobs over the last few months because some of the improvements to this model helped us complete lifts that we were not capable of previously.”

When assessing if employee ownership will work for a business, there are a few key factors to consider: • Management Team: Is there a strong group that can lead the company successfully into its next chapter in the absence of the current owner?

• Profitability: Is the business profitable enough to support the required debt?

• Size: Because of regulatory considerations, ESOPs are usually appropriate for companies with more than 20 employees and more than $1 million in EBITDA. Smaller companies can achieve similar goals with an employee cooperative structure.

ESOPs have significant tax advantages, both for the seller as well as for the new employee-owned business.

They allow for both principal and interest payments to be made with pre-tax dollars, and sellers of C-corporations can defer capital gains taxes. As pass-through entities, S-corporations that are 100 percent owned by an ESOP also have no federal corporate income tax liability.

Employee ownership can also be a powerful tool to boost company performance. Employee-owners have a strong and direct stake in the success of their business, and national studies have shown that, on average, employee-owned companies are more productive and grow faster than their peers.

Mass. Awards Schools $12M to Improve Skills Training The Baker-Polito Administration announced the awarding of $12 million to 45 high schools, colleges and educational institutions that will use the grant to acquire the newest technologies to educate students and expand career education opportunities.

Schools also can now apply for an additional round of Skills Capital Grants, totaling $15 million that will be awarded this fall.

The goal of the Skills Capital Grants, which range from $50,000 to $500,000, is to help high schools, colleges, and other workforce training organizations invest in the most up-to-date equipment to give their students an advantage when they continue in their chosen field or area of study. These grants cover a broad array of fields, from construction and engineering to healthcare and hospitality.

According to a press release issued by the Governor’s Office, the program has awarded more than $65 million to 233 different programs over the past four years. Through Skills Capital Grants, schools have expanded their enrollment capacity in high-demand occupations, enabling more than 12,500 additional students to enroll in these educa-

tional programs that are a priority for employers across the Commonwealth. Four of the organizations awarded received Skills Capital Grants for the first time.

Several schools plan to use the grant to launch new career pathway programs, which give students knowledge and skills in a particular industry sector such as health science, information technology, environmental science, engineering or manufacturing. In an effort to close the skills gap in certain industries, the state launched Innovation Pathways, a program to encourage high schools to give students exposure and experience in fields that are rapidly growing in the Commonwealth.

Through Innovation Pathways, high school students take college-level courses in an area of study, receive technical instruction and work at internships with local employers who partner with high schools. The Departments of Elementary and Secondary Education and Higher Education work together to help schools design programs, which must follow certain principles to receive official designation.

Of particular note to the construction industry, the following schools and educa-

tional institutions received Skills Capital Grants in this round: Barnstable High School — $250,000 Environmental Science &Technology Pathway. Students who participate in the Environmental Science and Technology Pathway will be able to gain industry credentials, including Waste Water Certificate/License and Drinking Water Operator. The grant will support the design and construction of a Water Quality Analysis Lab to conduct sampling techniques and analysis using industry specific equipment and demonstrate practices related to municipal waste and drinking water treatment.

Greater New Bedford Regional Vocational Technical High School — $300,000 Welding Technology Automation. Many workers who possess welding skills are employed in the building and construction trades, as well as emerging wind energy sector. The grant will enable the school to enhance its technology with virtual welding simulators, vertical tilt bandsaws, press break, a hydraulic shear, and CNC Plasma Table.

Massasoit Community College — $250,000 Diesel Technology Program.

New diesel engine equipment purchased with the grant will support the college’s existing programs, as well as introduce a new Alternative Fuels and Emissions certificate to complement its associate degree program, giving students an option to earn an entry-level credential. In addition, the college has partnered with the Plymouth County Sheriff’s Department to pilot a program to train soon-to-be-released inmates to become diesel technicians.

Somerville High School — $186,900 Welding and Metal Fabrication Technician. Somerville High School’s Welding Simulation project will use cuttingedge welding technology to enhance the learning experience of students entering the workforce and adult learners looking to reenter the workforce with new skills.

Lincoln VRTEX Welding Simulators will be integrated into Somerville High School’s metal fabrication and welding program to teach students core welding techniques in a safe, controlled environment where they can work at a steady and personalized pace.

Mass. Begins Vital Project to Improve High Crash Zone Mass. officials participated in a groundbreaking ceremony for the Kelley Square Improvement Project, a $14 million project that will improve safety, traffic flow and accommodations for pedestrians, bicyclists, public transportation customers and drivers at the junction of Madison Street, Vernon Street, Millbury Street, Water Street, Harding Street and Green Street in Worcester.

“The investments in Kelley Square will improve travel for both drivers and pedestrians, enhancing access and safety for all in this area,” said Gov. Charlie Baker. “Our administration plans to invest over $7 billion to improve the condition of the Commonwealth’s roads and bridges over the next five years to address important infrastructure projects like Kelley Square.”

“The Baker-Polito Administration is investing record amounts in capital improvement projects statewide, accelerating work and modernizing the Commonwealth’s transportation network,” said Lt. Gov. Polito. “We are appreciative of all the stakeholder engagement we have received on the Kelley Square project, and are pleased to celebrate this milestone on this innovative and complex project today.”

“The Kelley Square Improvement Project showcases the priority of the Baker-Polito Administration when undertaking transportation improvement projects — making accommodations for everyone,” said Secretary Pollack. “The Commonwealth is leading the nation in designing and building core infrastructure which considers the safety and operational challenges facing pedestrians, bicyclists, public transit users and motorists.”

Administrator Gulliver added, “This project builds new connections for everyone, transforming a crossroads where there have been a high number of crashes into a safer, more efficient and more organized location. The new innovative design will provide benefits for all modes of travel and will support the local businesses and residents who call Kelley Square home.”

The Massachusetts Department of Transportation (MassDOT), in coordination with the city of Worcester and the Federal Highway Administration, has closely worked with the public on the design for Kelley Square, a project which also includes a section of Madison Street from Kelley Square to the railroad overpass. The project area is one of the highest

crash locations in Massachusetts. The area does not currently accommodate bicyclists safely and sidewalks are not accessible to people with disabilities. The redesign will also include intersection modifications at the I-290 eastbound and westbound ramps with Vernon Street.

Kelley Square Improvement Project • The purpose of the $14 million project is to improve safety and traffic operations at the Kelley Square intersections (the junction of Madison Street, Vernon Street, Millbury Street, Water Street, Harding Street, and Green Street), and roadway improvements on the section of Madison Street from Kelley Square to the railroad overpass just west of Gold Street.

• MassDOT completed a Road Safety Audit (RSA) for the location with state and city officials, regional and local representatives, business owners and other advocates.

• The design team developed approximately 20 alternatives, with variations of roundabout concepts and signalized concepts and then the project team identified a preferred alternative with input from the public, stakeholders and city of Worcester officials.

• The selected alternative is a Hybrid roundabout design that delineates traffic lanes with fewer conflict points.

Substantial progress has been made in the Commonwealth in the past four years, with billions of dollars in investments beginning to remedy decades of underinvestment in roads, bridges, transit and other transportation infrastructure. This past July, the Baker-Polito Administration filed an $18 billion Transportation Bond Bill, entitled “An Act Authorizing and Accelerating Transportation Investment,” which will provide both resources and tools that will enable MassDOT and the MBTA to repair and modernize the state’s transportation system faster, improving its reliability, sustainability and resiliency.

The Transportation Bond Bill is currently pending action by the Massachusetts Legislature.
