The Richmond Bridge 29 project will replace the existing eight-span bridge, which is in good to poor condition, with a new two-span off-alignment bridge that matches the width of the corridor.

ECI Engineers Construction Inc. of Williston, Vt., is the lead contractor on the project, which has a budget of $20.4 million and is federally funded.

Officials in Northfield, Mass., to Continue Funding Push for New Schell Bridge Town officials in Northfield, Mass., are continuing to push for funding to replace the Schell Bridge over the Connecticut River. Connecticut Plans New $10M Bridge Over Salmon River The Connecticut Department of Transportation (CTDOT) has a plan to replace the State Highway 16 bridge over the Salmon River in East Hampton.

It was unveiled to the public in a virtual meeting on Oct. 5, according to the transportation agency. It is listed as Project 00410121.

CTDOT noted that the purpose of the project is to address the structural deficiencies of the bridge along Conn. 16 and “to provide a structure that accommodates safe travel for all facility users,” the agency said in a statement. “[The bridge], originally constructed in 1932, has exceeded its design life,” added Francisco Fadul, the project manager.

“This project will replace the bridge with a new structure in accordance with CTDOT and [Federal Highway Administration] design standards. We encourage the community to attend this meeting to share their feedback with the CTDOT project team. Public input is essential during our design process.”

The following are other project details shared by the department: • The replacement bridge will be a steel

plate girder structure with integral abutments.

• It will be designed as a single span structure with a span length of approximately 150 ft., eliminating the need for a center pier.

• The Conn. 16 roadway will be expanded to provide a 32-ft. curb-to-curb width.

• Right-of-way impacts are anticipated with the proposed improvements.

• These impacts will include temporary construction easements on each side of the bridge.

• The bridge’s construction is anticipated to begin in April 2026 based on the availability of funding, acquisition of rights of way, and approval of permits.

• The estimated construction cost for the project is approximately $10 million.

• It is anticipated to be undertaken with 100 percent state funds during the building phase.

The Oct. 5 meeting was intended to “provide the community an opportunity to learn about the proposed project and allow an open discussion of any views and comments concerning the proposed improvements,” according to CTDOT.

New Canaan Preparing to Build New, $29M Police Station After years of work and getting its necessary approvals in place over the summer, the New Canaan Police Department Building Committee in the southeast Connecticut town is close to announcing a construction date for the project.

The New Canaan Board of Selectmen recently approved nearly $360,000 to start construction of the project, which is expected to total about $29 million, the Greenwich Time reported Sept. 25.

Selectman Nick Williams said the town has talked about a new police station since he was first elected to the board.

“Hallelujah, it’s about time,” he said. “We were talking about a new police station when I took office in 2011. It’s great we’re finally moving forward now.”

The town has a contract with SLAM Collaborative, an architecture group with an office in Glastonbury, Conn., to design the renovation of the police station. The firm also was involved in the Saxe Middle School renovation.

The lead contractor for the effort is Turner

Construction Co., the noted New York-based builder. It earlier rebuilt the New Canaan Library.

The city’s police department building was first constructed in 1926 and saw its last renovation 42 years ago, the Greenwich news source said.

On Aug. 29, the town’s Police Department Building Committee approved a guaranteed maximum price of $20.2 million for the project as well as $1.9 million for contingency costs, $2 million for the temporary relocation of the department during construction, and another $4.8 million for costs not specifically related to its construction.

Joe Zagarenski, New Canaan’s senior engineer, said the entire effort should cost about $29 million, a budget total approved by the Board of Selectmen on Sept. 5.

“The last time we presented to the Board of Selectmen, the Board of Finance and the Town Council, the budgets were $20 million for construction, $5 million for soft costs and $2.2 million for the temporary [police station], so we’re right at where we [said],” he explained. “It’s the same project, it’s just further developed and competitively bid now.” 

Adams, Mass., Plans to Begin Two Construction Projects A pair of construction projects in the scenic town of Adams, Mass., have either begun or are about to get under way this fall, reported iBerkshires.com, a local online news source based in the northwestern corner of the state. “[For] probably a good 10 years, Adams has worked in the areas adjacent to the Ashuwillticook Rail Trail to develop some pocket park areas that would include the Sail Park, down by Depot and Pleasant streets, and the train station area on Hoosac Street,” Adams Town Administrator Jay Green told digital news service earlier in September.

He added that building crews are working their way to the north from those parts of the downtown into an area where the focus is currently on creating a pocket park at 1 Cook St., located at the former Hoosac Valley Coal & Grain property.

Architects in Burlington, Vt., while DF Lane Landscaping Inc., from Lenox, Mass., was hired to perform the site work.

When finished, the Cook Street park will have an offleash dog area, event and picnic lawns, and access to the rail trail on the west side of the river.

“A lot of the relics from the original coal and grain site are remaining so that we honor that sort of background,” said program manager Rebecca Ferguson. “A couple of tank saddles and some coal bunkers are going to stay in place and be cut into interesting things.”

The park’s initial plans had included a small building that town officials had hoped to reuse, she said, but after assessing it, the architects recommended that it be removed.

However, the foundation of the building will be retained and covered.

“It may allow us in the future to achieve the vision of some type of band shell, or a similar

structure, by doing that,” explained Ferguson. “Just because the surface building’s gone doesn’t necessarily mean it will always be that way. It allows us to be flexible.”

The bulk of the work is expected to be completed by the end of the year with some final touches in the spring.

Adams Wants Partner to Help Fund Old Building’s Upgrade The old coal and grain building, erected in 1902, had originally been envisioned as central to the new pocket park but the cost of stabilizing and upgrading the structure was estimated to cost nearly $1 million, according to iBerkshires.com.

The town does not have enough money in its budget currently to do the needed work and, Green said, it is “not in imminent danger of falling down.”

He noted that the larger building that contained the coal and

grain elevators will be secured for the time being as there has been no formal decision on what to do with it.

If Adams officials can determine a use for the structure, they could invest the next round of Community Development Block Grants to adaptively reuse it.

“If there’s anybody out there that is interested in it and would like to partner with the town, we would love to hear from [them], particularly if there’s dollars associated with that,” Green said. “We’re very open minded in terms of partnerships and what we can do with it. Having it come down, I would say at this point, is a last resort.”

Adams took the one-acre site to claim back taxes in 2015 and used a brownfield grant to clean up the property.

New Downtown Street Work About Ready to Start Another project in town — the reconstruction of Park Street

and sidewalk work on Columbia Street — also is set to begin soon.

Bids for the project were scheduled to be opened on Sept.

“We’re eager to get the project going and, with any luck, we’ll be able to complete it later in the fall,” he added. “We’re going to work with contractors to kind of nail down the real construction schedule.”

Town officials acknowledged there would be impacts for downtown businesses but noted that it should not be to the extent that it was in 2014 during another streetscape project. The latest effort will concentrate on 1,100 ft. of roadway along Park Street.

Green noted there were concerns about another frost/thaw cycle on the street this winter and having to spend money to repair the resulting cracks and holes. 

“There is a lot of privacy and views from each unit,” Leavitt told the Hull news site, adding, “You see the beachgoers, the sand and the ocean. It faces west, so you see the sunset as well, and the city of Boston is also in the distance.”

He added he is “not pushing to presell” and would like to have the building completed before any units are sold.

The developer pointed out that recessions usually last eight to 18 months, so that if one is in the near future, “we will probably be out by the time the [building’s construction] is completed.”

However, he also acknowledged “anything can happen — look at COVID.” “The project is coming at a time when Hull is being discovered more,” Leavitt continued. “I have found there is increasing interest in living and retiring in Hull.”

Plymouth State Works On $40M Renovation to Iconic Hyde Hall Plymouth State University (PSU), located in the towns of Plymouth and Holderness, N.H., has started work on a $40 million renovation of Harold E. Hyde Hall, the 82,000-sq.-ft., four-story hub of the college’s popular business programs.

To complete the project, PSU is working to raise $10 million to add to the $30 million already allocated to the school by the University System of New Hampshire.

“The overhaul of Hyde Hall will provide a more conducive setting for interacting with community and corporate partners, and potential future employers, which will enable our business students to gain a better sense of what the business world is like,” President Donald L. Birx said in a Sept. 28 news release.

“With our new Finance Lab, we’re placing a bit of Wall Street in Plymouth, [and with] our new Entrepreneurship Suite, students will have a slice of Silicon Valley where they can distill their creativity into the next big product,” he continued. “This

modern facility will enhance the experience for current business students, and it promises to grow the program as more students choose to enroll in our state-of-theart business school.”

Most of Hyde Hall’s windows and climate control and ventilation systems have not been updated since it first opened in 1976.

According to PSU, the current renovations, slated to take place over the next two years, will significantly improve the building’s energy efficiency and make muchneeded improvements to the facility’s infrastructure and technology, as well as the layout of the classrooms, allowing for smaller breakout rooms and professional conference rooms to host business partners, for example.

Work on the building’s third and fourth floors began in May 2023 and will continue through the current semester. When students return to campus in January 2024 after the holiday break, crews are expected

to complete the first phase and begin work on the first and second floors.

During the construction, faculty and students will be able to continue using the building, the university noted.

Popular Business Program Needed An Updated Hyde Hall Hyde Hall is named for former Plymouth State President Harold E. Hyde, who became president of what was then called Plymouth Teachers College in 1951 and is credited for turning around a struggling school with dwindling enrollment by reinventing the institution as Plymouth State College, building the college’s first liberal arts and business schools, and ushering in a successful period of growth before his retirement in 1977.

PSU’s School of Business is now a leading-edge school of “applied business,” which involves the study of how and why business decisions are made and how to scrutinize and revise existing business

management strategies. This is particularly effective when incorporated into PSU’s unique cluster learning model, which helps prepare career-ready students through an open and interdisciplinary approach to learning, with hands-on experience offered through community partnerships.

Beginning with the 2017 fall semester, the university switched to its cluster model with seven interdisciplinary areas instead of academic departments or colleges. They include arts and technology; education, democracy and social change; exploration and discovery; health and human enrichment; innovation and entrepreneurship; justice and security; and tourism, environment and sustainable development.

For the 2022-23 academic year, PSU had a total enrollment of 3,872 students (3,308 undergraduates and 564 graduate students). In addition, the university currently has 19 academic departments, with the most popular being business and education. 

Upgrades Coming to Greenwich, Conn., Hotel in 2024 The Delamar Greenwich Harbor hotel in Connecticut will undergo extensive renovations early next year, a project that aims to enhance a property that has been recognized as one of the best hotels in the region by a leading travel publication.

Scheduled to start in January and be completed in the spring, the renovations will take place in the south wing of the 82-room hotel at 500 Steamboat Rd. The work will include top-to-bottom upgrades to the wing’s 65 guest rooms and bathrooms, as well as improvements to the wing’s corridors. Additionally, the kitchen of the hotel’s restaurant, L’escale, will be renovated.

In total, the refurbishment will cost “many millions of dollars,” according to officials at Greenwich Hospitality Group (GHG), the Mystic, Conn., hotel developer whose portfolio includes the Delamar properties.

“The rooms will be totally brought up to date, and they will look and feel different from a design and decorative point of view,” said Charles Mallory, founder of GHG, in a recent interview with CT Insider.

“We want to keep the existing traditional charm that the hotel and rooms have but make a transition toward a more contemporary look.”

Delamar Greenwich Harbor will remain open during the renovations, as the 17 rooms in the hotel’s north wing are not

being renovated. L’escale will temporarily close in January, but for no more than two weeks, GHG officials told CT Insider.

Over the past year, a number of other improvements have been made at the hotel, including upgrades to the ballroom, promenade and outdoor terrace.

Delamar Greenwich Harbor opened in 2002 and has since earned a number of awards and recognitions, including its being ranked the No. 3 hotel in the northeast by Condé Nast Traveler’s 2023 Readers’ Choice Awards. Those results were just announced in early October.

New Delamar Hotels Going Up in Westport, Mystic Even as the renovations in the Greenwich hotel were announced, a pair of other new Delamar hotels in the Connecticut towns of Westport and Mystic are currently undergoing construction — both of which are scheduled to open in late 2024.

“We’ve been working primarily on the site work — the foundations, concrete and the things that go underground like plumbing, wiring and sewers,” Mallory told CT Insider. “Things will start getting vertical very soon.”

In Westport, that new Delamar hotel will replace the former Westport Inn, which was one of a number of hotels across the state to close in the wake of economic shutdowns

during the first few months of the COVID19 pandemic.

Construction of the 86-room Delamar Westport, at 1595 Post Road E., entailed knocking down the front building earlier this year. A new wing, with 48 guest rooms and suites, will soon be built on the property’s west side.

Another building on the back of the older hotel’s footprint will be refurbished to include 38 guest rooms, and renovations are to be made to the public areas such as the indoor swimming pool. In addition, a new restaurant will be built in that structure.

Delamar Westport will stand about 1.5 mi. west of Delamar Southport, and accompany The Inn at Longshore in Westport, about 5 mi. southwest, an establishment whose lease GHG took over in the fall of 2020.

“Since Delamar Southport has only 44 guest rooms, we saw the opportunity to add more rooms to our portfolio at that end of Fairfield County,” Dixon Mallory, GHG’s director of business development and Charles Mallory’s son, told CT Insider in April. “And at The Inn at Longshore, we have a significant banquet capability there.

We’re really looking forward to cross-marketing all three properties to much larger groups.”

About 80 mi. east of the Westport hotel, GHG is building a hotel at 105

Greenmanville Ave., on the Mystic Seaport campus, part of the village of Mystic and town of Stonington.

Aside from the demolition of the building that housed the former Latitude 41 restaurant, the Mystic project involves ground-up development, CT Insider reported. There will be two new structures, the first of which is designed to have 30 guest rooms, a restaurant, and a ballroom; the second building will include a cottage with a guest suite and a living room.

Charles Mallory’s Dreams Have Been Realized The Mallory family’s roots in Mystic go back to the early 19th century. Charles Mallory’s grandfather, great uncle and father all served as presidents of the Mystic Seaport Museum, which was founded in 1929.

In 1999, he fulfilled a life-long dream of being in the hotel and restaurant business when he founded GHG, which now owns and operates both boutique hotels and restaurants.

After the hotels in Westport and Mystic open, there will be six Delamar properties in operation. Besides the two new ones, and the hotels in Greenwich and Southport, there is also a Delamar in West Hartford, and one outside Connecticut, in Traverse City, Mich. 

Work to Upgrade Safety of Intersection Rolls Along in Conn.

In an attempt to reduce motor vehicle crashes on one of the most dangerous highway on-ramps in the state, the Connecticut Department of Transportation (CTDOT) is well under way on a $50.4 million project to remove the stop signcontrolled on-ramp from Connecticut Highway 17 to northbound Conn. 9 in Middletown.

The state agency hosted an information session Sept. 14 at the Middletown Police Department to explain the progress on the three-year project, which began in late March.

The effort to remove the stop sign has been going on for at least three decades, Kevin Conroy, an engineer with ATANE Consulting in New York, told those in attendance.

The on-ramp’s current configuration resulted in 319 crashes and 27 injuries between 2019 and 2022, according to the latest crash data compiled by the University of Connecticut.

Middlesex Corp. of Portland, Conn. is the contractor of the project. Its expected

completion date is mid-October 2026, the Press reported Sept. 18.

Until then, motorists will continue to experience temporary inconveniences such as lane closures, reductions and detours during the process.

Construction to Make It Easier for Drivers to Merge The work includes building a 1,000-ft., full-length acceleration lane in place of the stop sign, and a widening of the area on both Conn. 9 and the Exit 23B southbound on-ramp at deKoven Drive. The Conn. 9 roadway will be expanded to between 2430 ft., Conroy said.

Additionally, the Conn. 17 bridge over Union Street in Middletown will be rebuilt, and the Main Street Extension southbound on-ramp will be realigned.

“The real benefit of this project is to eliminate that stop sign by providing enough of an acceleration lane [to] allows people to merge safely without having to look behind them,” Conroy explained, noting that the present setup forces

motorists to “take your chances.”

Drivers entering northbound Conn. 9 from the Conn. 17 on-ramp must awkwardly crane their necks to the left — nearly halfway around — to judge both the presence of oncoming vehicles and their speed.

Once construction is complete, Conroy said drivers will no longer be able to enter northbound Conn. 9 from Harbor Drive as that street will end just north of the park entrance.

Eventually, the new lane will be integrated into CTDOT’s signal removal project on Conn. 9 in downtown Middletown, he explained.

“As somebody who’s been studying this particular intersection for going on 30 years, the problem hasn’t changed,” Conroy noted. “It’s always been one of the more difficult places in the state, especially to merge onto a highway.”

As traffic patterns are temporarily redirected, advance construction warning signs and smart work cameras have been installed, he told those present at the

Middletown briefing. The latter feature is part of CTDOT’s new speed monitoring program.

CTDOT, Contractor Work to Keep Noise Down One meeting attendee brought up a point about whether noise levels would disturb the peace of those who live close to the project. Conroy noted that there will be some construction done at night, but its sounds will be kept below 90 decibels, the maximum allowed by industry standards.

By comparison, sound produced by heavy traffic also is in the 90-decibel range. Loud noise above 120 decibels can cause immediate harm to the ears, according to the national Centers for Disease Control and Prevention.

According to Conroy, CTDOT personnel regularly conduct noise measurements at the nearest occupied building, which was 65 decibels when last taken.

“We are well below the limit. We’re sympathetic to noise, especially at night, and we do our best to do that, so we don’t disturb folks,” he said. 

Should the town be successful this time, the new funding — which would come as part of the USDOT’s Reconnecting Communities and Neighborhoods Grant Program — would supplement another $25 million that the Massachusetts Department of Transportation (MassDOT) has already pledged toward the project.

“We were advised by the feds that we just have to keep at it,” Northfield Administrator Andrea Llamas told the Recorder, emphasizing the importance of consistent advocacy.

MassDOT previously indicated that it may supplement its initial $25 million allocation with an additional $12.5 million.

Northfield Selectboard Chair Alex Meisner said, however, that this allocation has not been finalized, and that any such additional funding may vary depending on how much money the USDOT awards.

Construction on the 350-ft. long steel Pennsylvania truss bridge began in 1901 and opened to the public two years later. The structure is named after Francis R. Schell, a New York merchant who gave $42,000 for its design and construction.

It links two sections of Northfield, as the town is the only one in the state that is divided by the Connecticut River.

Authorities closed and barricaded the bridge, said Mallory Sullivan, the town’s grant development director, after engineering studies in the 1970s and early ‘80s determined it was structurally unsound.

In its letter to Buttigieg, a copy of which was obtained by the Recorder, the town’s

Selectboard noted that replacement of the bridge “has long been a priority.” A new bridge, which could take up to three years to build, would be exclusive to pedestrians and bicycles.

“The board strongly feels that this bridge project will enhance the quality of life, safety, and connection for the town and region,” the letter read.

It also lists a variety of “transformative benefits” that would be enabled by the Schell Bridge’s reconstruction, including improved access between East and West Northfield, elimination of the threat of impending collapse, increased efficiency for first responders in the event of emergencies that require getting to the other side of the river, and better means of accessing recreation and tourism destinations which, in turn, would bolster the local economy.

Fed Program the Perfect Avenue for Funding New Bridge The Northfield board argues in its letter to Buttigieg that these benefits align flawlessly with the purpose of the federal grant program, the Recorder noted.

The USDOT’s website describes the Reconnecting Communities and Neighborhoods Grant Program as “a first-of-

its-kind initiative to reconnect communities that are cut off from opportunity and burdened by past transportation infrastructure decisions.”

The program’s nationwide funding, which will total $1 billion over five years, “supports planning grants and capital construction grants, as well as technical assistance, to restore community connectivity through the removal, retrofit, mitigation, or replacement of eligible transportation infrastructure facilities.”

Last February, Buttigieg announced $185 million in grant awards for 45 projects through this initiative.

Additionally, the Northfield Selectboard’s letter stresses that the Schell Bridge “remains a pivotal icon of Northfield as we celebrate the town’s 350th anniversary in 2023.”

Board member Barbara “Bee” Jacque noted at the body’s Sept. 5 meeting that the theme of this year’s anniversary celebration is “reconnection.”

“What better metaphor than to use a bridge that actually reconnects Northfield?”

Meisner said.

The USDOT is due to announce the next set of grant recipients in the spring of 2024, according to its website. 

According to VTrans, “The existing structure is an eightspan cast-in-place deck on rolled beams constructed in 1964.

It is approximately 497 ft. in length and 35 ft. wide. The bridge substructure is in ‘poor’ condition while the deck and superstructure are in ‘good’ and ‘fair’ condition, respectively.

VTrans bridge inspectors have observed that the bridge joints are in poor condition and are allowing water to run onto the bearings and pier caps. As a result, the bearings have heavy rust scale and section loss and the pier columns and caps have extensive deterioration. The piers have large areas of spalled concrete with exposed reinforcing steel.”

ECI has divided the bridge construction project into three annual segments.

“Year one includes all substructure and stormwater infrastructure work,” said Phil Foerster, ECI superintendent.

“Year two will be the erection of bridge steel, pouring of the new deck and shifting traffic onto the new alignment. Year three will be removal of the old structure.

“So far this year ECI has installed various forms of excavation support, such as sheet piling, tiebacks and shotcrete to retain existing road infrastructure,” he added. “ECI has installed 12 H Piles bearing on ledge support Abutment 1 and opened up the excavation in the median of the interstate for the installation of the bridge pier footing.”

Foerster also detailed the quantities of materials used so far.

“We currently moved in 8,000 cubic yards of fill material for the new road embankment,” he said. “We tied 90,000 pounds of reinforcing steel, poured 275 cubic see RICHMOND page 18

yards of concrete, and installed 700 linear feet of sheeting and tiebacks to retain an active roadway. Local stormwater infrastructure has been installed.”

When asked what impact the company’s work will have on bridge traffic, Foerster said, “The current bridge is deteriorating rapidly but maintaining two-way traffic. The current traffic is only impacted by daily single-lane closures. The bridge crosses over 189 on which traffic is reduced to daily singlelane traffic. Year two and three will see the use of crossover to shift all traffic to one side

of the interstate while work is being done on the opposite bridge spans.”

Construction equipment used by ECI on the Richmond bridge project includes a John Deere 544J loader, Volvo EX180C excavator, John Deere 550K crawler dozer; 2004 Ingersoll-Rand SD45D roller, 2019 Hamm roller, Link-Belt TCC 450 crawler crane with 20 ft. offset fly, and a 1984 Delmag D16-32 diesel pile hammer.
