Rochambeau Bridge Reconstruction Project Under Way

The Middlesex Corp. of Littleton, Mass., is the lead contractor in the $52.87 million job that is being financed by the Connecticut Department of Transportation (CTDOT).

Construction Set to Begin On Bruce Street Redesign Museum Expansion in Greenwich, Conn. Construction Work to Soon Begin in Suburban Boston

Science and natural history will have a much larger space for both permanent and temporary installations in the New Bruce.

Greenwich, Conn.’s, Bruce Museum has scheduled an Oct. 8 groundbreaking ceremony for the beginning of construction on a three-story, 43,000-sq.-ft. addition.

Following the recent success of its ongoing, communitywide fundraising effort, leaders of the “Campaign for the New Bruce” announced Sept. 29 that construction will begin in October on the centerpiece of the Bruce Museum’s transformative renovation and expansion project that will more than double the size of the museum, adding new exhibition galleries for art and science.

The “New Bruce”, which is slated to be completed by the fall of 2022, also will feature the William L. Richter Art Wing for changing art exhibitions and the museum’s permanent art collection, along with a 250-seat auditorium, a restaurant, new education and community spaces, and increased capacity for the museum’s gift store and storage space.

The new building also will be home to the Bruce Museum’s Steven & Alexandra Cohen Education Wing and, for the first time, significant space to show the museum’s permanent art collection in four new galleries.

The entire ground floor of the new addition will be free and open to the public during museum operating hours and available for special-event use by local community groups, families and businesses.

In another first for the Bruce, the new restaurant will offer both indoor and outside dining. The auditorium, equipped with ultramodern audio-visual systems, will more than double the capacity of the museum’s current lecture gallery.

Perhaps most important, there will be much more room to house the Bruce’s growing collection of 25,000 works of art, natural history specimens, and scientific objects and artifacts, as well as a new study room to welcome visiting researchers to explore the collections.

“This is an incredibly exciting moment for Greenwich and its hometown museum, and for the entire Fairfield-

Westchester region,” said Robert Wolterstorff, the Susan E. Lynch executive director. “I know I speak for our family of staff, members, volunteers and trustees in expressing our profound gratitude to the community for their support.”

Designed by the New Orleans firm of EskewDumezRipple, the new building addition will open directly onto Bruce Park and feature a delicate striated façade of cast stone and glass inspired by the surfaces of Connecticut’s quarries and the rock outcrops of Bruce Park. Reed Hilderbrand Landscape Architects, in Cambridge, Mass., is creating a natural environment around the New Bruce that includes a sculpture trail and places to stroll and play.

New York City-based Turner Construction Co. is the lead contractor of the renovation and construction project.

Sitting high on a hill overlooking Greenwich Harbor, the Bruce Museum offers a changing array of exhibitions and educational programs that promote the understanding and appreciation of art and science.

The museum was originally built as a private home in 1853 for lawyer, clergyman and historian Francis Lister Hawks. Five years later, it was purchased by Robert Moffat Bruce a wealthy 19th century textile merchant who deeded the property 50 years later to the Town of Greenwich, stipulating that it be used as “a natural history, historical, and art museum for the use and benefit of the public.”

Over the years, the community, through its generosity, built the Bruce Museum collection to nearly 15,000 objects representing the arts and sciences.

In 1992, the Bruce Museum undertook a complete renovation of its 139-year-old building. Reopened in 1993, the redesigned Bruce is an architectural model of museum quality.

Five years later, the Bruce Museum received accreditation from the American Association of Museums (now the American Alliance of Museums), an honor granted to fewer than 5 percent of all museums. 

Construction will begin later this fall in the suburbs west of Boston on the $31.1 million Needham/Newton Corridor Improvements, according to the Massachusetts Department of Transportation (MassDOT).

The roadwork includes an overhaul of Needham Street, the portion of Winchester Street up to Massachusetts Route 9, the bridge over the Charles River and a part of Highland Avenue in Needham. The project is scheduled to finish in 2023.

P. Gioioso & Sons Inc., based in Hyde Park, Mass.,, is the general contractor on the Needham/Newton Corridor upgrades.

Although drivers on the Newton side of the project will feel the traffic impact in the next few months, crews are not scheduled to start updating that part of the project until next summer.

“It’s the biggest road construction project to touch our region in a generation,” Newton-Needham Chamber President Greg Reibman said. “It will significantly improve the corridor for pedestrians, cyclists, motorists and buses.”

It also will mean traffic, he said, while also adding the enterprise has been long in coming.

According to MassDOT, the 1.7-mi. project consists of a mixed-use urban landscape of commercial and residential areas with significant traffic congestion in the Needham Street area. The corridor carries 28,000 vehicles per day. It features trail connections and includes an historic, nationally registered, stone arch bridge over the Charles River, built in 1875.

For decades, local and state players have been talking about what to do to improve the corridor that stretches from Rt. 9 into Needham before landing on the idea in 2013 of making it part of an “N-squared” innovation corridor.

As part of that district renovation, plans were launched to revitalize the strip along Needham Street into Newton by installing bike lanes, new sidewalks and improvements on the Charles River bridge, making it safer for pedestrians and bikers as well as cars.

Construction begins in November on the Needham end of the project. Crews will then start setting up on Highland Avenue between Webster Street and Hunting Road, where they will widen the roadway to make two lanes in each direction with an exclusive left turn lane. The road also will include full-depth construction, and mill and overlay work.

Installation of stormwater basins and infiltration trenches also are set for the project.

In addition, a raised bike lane and sidewalk will be added and the signals at both intersections will be replaced, with two other traffic lights being brand new.

By late winter, crews should be ready to tackle the Wexford Street and the Charles River sections of Highland Avenue.

According to MassDOT, work will mostly take place from 7 a.m. to 3:30 p.m., Monday through Friday. During rush hours all lanes will be open, according to the contractor. 

BU Offers More Land to Break Logjam Over MassPike Job Hoping to break a stalemate over the $1 billion Massachusetts Turnpike project, Boston University is offering up more of its own land for the state to fit the giant project through a constricted section of Allston.

Even at only a few feet wide, additional land could help the state rebuild the highway and adjacent Soldiers Field Road without erecting a new viaduct or extending over the Charles River, two options that have generated so much opposition that state officials were forced back to the drawing board this year.

“In an area where feet, and perhaps inches, may be the difference between a workable and an unworkable solution, Boston University is committed to doing the utmost to accommodate these infrastructure improvements,” BU President Robert Brown said in a letter to Massachusetts Department of Transportation (MassDOT) Secretary Stephanie Pollack.

BU hopes the land from its campus would provide enough room to move construction work in-land from the river while also squeezing all the eight-lane turnpike, four-lane Soldiers Field Road, two adjacent rail lines and a riverfront recreational path at grade level, a version backed by many advocates involved in the planning and the

administration of Boston Mayor Martin J. Walsh.

Brown did not say how much property the school could turn over and noted that encroachments must “not limit our ability to use and operate the buildings” on the campus. But BU spokesperson Rachel Lapal noted the state was already planning to take a strip of land 7 ft. wide, and school officials have previously told the state it could have more. The business-backed nonprofit A Better City, which has championed the idea of putting everything at-grade, said as much as 12 ft. of land in the area may be available without affecting BU facilities.

The tight area behind the BU campus, nicknamed “the Throat”, has been the focus of years of debate, as officials and activists have toggled between several options to get all the infrastructure to fit. One option would replace the turnpike viaduct with a newer one; another would bring the highway to grade level but raise Soldiers Field Road on a new, smaller viaduct.

Many advocates instead have long favored putting everything at grade to eliminate hulking roadways and ease direct access to the riverfront for pedestrians and cyclists. Massachusetts officials have warned this approach would be difficult to

get permitted because it may require building into or over the river.

However, the state itself has already given some ground, recently saying it will now consider a design pushed by the city of Boston and A Better City to squeeze everything at grade by shrinking the width of shoulder lanes from an earlier version proposed by the state, while adding plant life to the riverfront and a boardwalk to carry the bike path.

Rick Dimino, president of A Better City, said the state’s concession is “a major victory.”

“I believe now the Commonwealth is poised to build a truly transformative project,” he said. “This could be Gov. Baker’s infrastructure legacy.”

But this is hardly the last word, as the state continues to study other designs, including those that put the highway or Soldiers Field Road on a viaduct.

“That doesn’t really change the next step in the process, which is we still have to compare the now-improved version of the all at-grade to” the other design ideas, Pollack said in an interview with the Globe Oct. 6.

Pollack is expected to announce a preferred option for the $1 billion-plus project

in November, though the evaluation of other options is expected to continue even beyond that.

Emily Norton, executive director of the Charles River Watershed Association, said her organization will continue to oppose elements that negatively affect the Charles.

Even the version backed by A Better City and Boston requires too much construction in the river, such as boardwalk pilings, she said.

“Our mission is to protect the river, and we’re going to protect the river,” Norton said.

Dimino said BU’s offer of more land could further help avoid impacts to the river, as would narrowing the lanes on Soldiers Field Road. City officials also have argued the at-grade option would reduce long-term costs because it would require less maintenance than a viaduct. Earlier this year, Harvard University also called for the state to consider the all-at-grade design pitched by the city, arguing a consensus must emerge. The school is another major stakeholder in the project, though mostly more to the west, where plans to straighten the highway where it loops toward Brighton would open space for new development by the school. 

UMaine to Use Much of $240M Gift for New Facilities Administrators in the University of Maine System on Oct. 7 lauded a $240 million gift that is among the largest ever in public institutes of higher education and will be used for systemwide investments in facilities, academics and athletics.

Much of the funding from the Harold Alfond Foundation, one of the state’s leading philanthropic organizations, will be spent on the University of Southern Maine campus in Portland. Officials there are planning for the construction of a new graduate center and law school.

“This is a combination of a year-long effort to explain the needs of the system to an organization that has been very generous in the past and an effort to come forward with new initiatives that obviously have attracted the support of the Alfonds,” said UMaine System Chancellor Dannel Malloy. “They have been very supportive of the [university system] and the University of Maine in the past, particularly in athletics, but this is really groundbreaking in its scope and its investments in Maine’s future.”

The gift to UMaine is the eighth largest ever to a U.S. institution of public higher education and the largest ever in New England, according to the Chronicle of

Higher Education.

At the University of Southern Maine (USM), President Glenn Cummings said the gift will help with the construction of a new graduate center and law school and expand the school’s engineering program as part of the development of a multi-university College of Engineering, Computing and Information Science.

The engineering program will be led by the University of Maine in Orono and will provide for additional undergraduate and graduate programs at USM. Engineering will receive $75 million of the $240 million gift and use some of that money to further renovations of the Ferland Engineering Education and Design Center in Orono.

A total of $55 million of the foundation’s gift will go toward, among other things, a new building to house the center and the University of Maine School of Law. The Maine Center building on the USM campus has an estimated cost of $70 million, up to $40 million of which will come from the Alfond gift. It would tentatively be located off Bedford Street in the vicinity of the Glickman Family Library and the Wishcamper Center and across the street from where USM is planning to break ground this spring on a $100 million resi-

dence hall and student center.

Maine Law Dean Leigh Saufley said the combined graduate and law building will allow students to better access a cross-disciplinary education. It also would replace the current Maine Law building, which in 2017 was named one of the eight ugliest university buildings in the country by Architectural Digest magazine.

As far as the timeline for the center, Saufley said the university is in the design phase and “my hope is in a couple of years we will see a brand-new building.”

As a requirement of the gift, the system must secure $170 million in matching funds, which will be raised through private, state and federal sources. The result will be at least a $410 million total investment.

The Alfond Foundation, named for philanthropist Harold Alfond, who founded the Dexter Shoe Company and died in 2007, has a 70-year history of supporting education and, specifically, athletics in Maine.

Athletic facilities named for Alfond are found on six college campuses in Maine, including UMaine’s iconic ice hockey facility, opened in 1977, and its football stadium.

The foundation continued with that support by earmarking $90 million of its recent donation to UMaine System athletics – the

largest single contribution for athletics at a public college in New England.

It will be distributed over a 10-year period for construction of new facilities, upgrades to existing ones, and turning the Orono campus into a destination for high school state championships and other community events.

“When student-athletes choose Maine, it’s not because of the facilities now,” said women’s basketball coach Amy Vachon.

“It’s because of our people and our campus community. Now, to be able to add on that other piece where sometimes we lose that battle, will be so exciting.”

UMaine athletics director Ken Ralph said the entirety of the Alfond Foundation gift will go toward facility improvements, not annual operating costs for the athletic department. It will be the massive cornerstone to a planned $110 million investment in athletic facilities on the Orono campus.

Details of the master plan will be announced soon, Ralph said.

Located southwest of Bar Harbor, Acadia National Park is made up of 49,000 acres along Maine’s picturesque and rocky Atlantic coast.

The National Park Service (NPS) is poised to start the second phase of construction of its Acadia Gateway Center, on Route 3 in Trenton, Maine, due to a $9 million infusion of cash from the federal government.

Phase One of the center, completed in 2012, was a bus maintenance facility, parkand-ride lot, propane fueling station, access road and administrative offices for Downeast Transportation, the nonprofit operator of the Island Explorer shuttle bus system and countywide transit systems.

Phase Two will establish a full-service intermodal facility and Acadia National Park information center. That construction is expected to cost $23 million.

Planners have moved the project from concept to preliminary design. Phase Two construction is expected to take place from 2021 to 2023, according to park documents.

It will include a visitor center, a pedestrian plaza, bus berths and circulation areas for Island Explorer and commercial tour buses to line up. Level 2 electric charging infrastructure will be installed for future charging stations.

The location will sell park passes and provide information on the park, bus routes and schedules, recreation opportunities, as well as books and maps, and information on tourist amenities.

A waiting room is designed with an expanse of glass so visitors can keep an eye out for their bus.

Located southwest of Bar Harbor, Acadia National Park is made up of 49,000 acres along Maine’s picturesque and rocky Atlantic coast. The park preserves about half of Mount Desert Island, many adjacent smaller islands, and part of the Schoodic Peninsula.

When completed, Acadia Gateway Center is expected to benefit local and state economies, as well as address severe transit deficiencies in the region, according to a news release from the office of Maine’s U.S. Sen. Susan Collins, which announced the

fund as part of a $10.2 million package to be administered through the FTA’s Grants for Buses and Bus Facilities Program.

The project got its start in 2007, when Friends of Acadia purchased the 369-acre Crippens Creek property in Trenton and sold approximately 150 acres to the MaineDOT to carry forward the center’s construction, according to the non-profit’s website.

The center sits between Ellsworth and Mount Desert Island; its location was designed to intercept traffic traveling south on Route 3 before arriving onto Mount Desert Island, according to the NPS. Overall, the Acadia Gateway Center Phase 2 project is designed to: • Provide connections to the Island Explorer and other bus services, • Add more parking for visitors and commuters, • Build administrative, light maintenance and storage facilities for Downeast Transportation Inc. in support of the Island Explorer Bus System, • Orient visitors to the Acadia region and provide visitor amenities such as restrooms and, • Protect natural and aesthetic resources, including open space.

John Kelly, Acadia Gateway Center’s management assistant, told the Acadia Advisory Commission during its virtual meeting Sept. 14 that the project’s funding status was 82.6 percent secure, including $12.4 million from the Federal Transit Administration (FTA) and $5.5 million from the MaineDOT. The needed 17.7 percent of monies needed to fully pay for Phase 2 of the center were pending at that time, Kelly explained, including $4 million from the National Park Service.

“The Acadia Gateway Center has moved ahead by leaps and bounds in the last year,” he said, adding “The $12.4 million from the [FTA] pushed it into reality. It’s just a matter of getting the National Park Service funding in place, which we hope to do in the next few months.” 

impact to the public is minimal,” Bukowski said. “Two lanes in each direction will be maintained with lanes closed only at nights for new steel delivery.”

The department of transportation is thrilled that the use of crossovers through the median are possible on

this project, he added.

“This technique will reduce the impact to the traveling public by maintaining the two travel lanes in each direction through the work zone for the entire duration of the project.

We understand there is a cost associated with slow or stopped traffic and try on every project to include new and

innovative ideas and techniques to reduce or eliminate delays to the public.”

The trestle will consist of multiple bents, supported by 24-in. round steel piles that are driven into the soil and tested for their capacity based on their friction with the surrounding soil.

Crews will build the trestle from the shore to the water before they begin demolition of the first superstructure.

Remains Prosperous Despite the unprecedented economic downturn caused by the COVID-19 pandemic, Maine’s construction industry has continued with little disruption, as demand has not waned for work on long-delayed projects.

With fewer cars on the road and fewer students in classrooms, it has given local contractors a chance to tackle highway and school repair jobs, according to Matt Marks, CEO of Associated General Contractors of Maine, in an interview with The Center Square earlier in October.

“Maine’s construction industry amid the pandemic has been one of the bright spots,” he explained. “The Department of Homeland Security early on determined construction was an essential industry.”

While Maine’s construction sector lost approximately 1,200 jobs at the outset of the pandemic, those numbers have improved and it is now up about 700 year-to-year, Marks said.

“We are concerned about late 2021 and 2022,” he cautioned. “Maine people know the infrastructure backlog is big. Roads and schools need TLC. We want Maine to use this as an opportunity to get through the pandemic and the next few years.”

Public projects can help make up for stalled work in the private sector, Marks explained.

“We are still trying to figure that out. The state budget is going to have cuts, and we are hoping they look at appropriations to keep Mainers working. We are hoping on the private side there are some growth markets that make up for some shortfalls in hospitality.”

Residential construction demand, which was already on the rise, has not slowed down, Marks said. He said the net effect is a strong outlook for construction jobs, while adding that he has received inquiries from workers in California who want to know about job prospects in Maine.

“I never got those calls before,” he said. “They have a list of things making it difficult to live there, and we’re lucky to have great companies, and they can raise a family here.”

Construction is getting more attention from students in Maine, as well.

“We hope that parents and students can see construction as a growth market,” Marks said. “If someone wants experience in a field that’s growing, now would be the time to do it.” 

CTDOT Outlines Its Plans for Nearly $4B in Capital Projects Connecticut’s roads and railroad lines are used every year by its approximately 3.6 million residents and millions more out-of-state workers and travelers. To keep up with the wear and tear, the state Department of Transportation (CTDOT) is constantly working on maintenance and improvement projects. The most important of those initiatives are outlined every four years in the Statewide Transportation Improvement Program (STIP). The CTDOT recently took public comments on the draft version of the latest STIP, to cover the years 2021 to 2024.

The 223 projects listed in the new STIP would cumulatively be funded with approximately $3.9 billion, roughly $3.2 billion in federal money, about $684 million from the state and some $17 million from municipalities.

About 60 percent of the funds would be used for highway and bridge projects, while the other 40 percent would go toward rail, bus and ride-share programs.

Connecticut’s eight Metropolitan Planning Organizations and two Rural Councils of Governments contribute to the STIP’s development.

“The list of projects is wide and encompassing,” said state Sen. Carlo Leone, of Stamford, co-chairman of the state Legislature’s Transportation Committee.

Among them are several marquee initiatives planned across the state in the next four years.

Interstate 95 Corridor On I-95, those projects include: • About $345 million would be earmarked for renovations of the Gold Star Memorial Bridge, which carries the freeway over the Thames River, between New London and Groton. The work would involve structural steel repairs and upgrades, as well as replacement of the deck for the older, northbound structure. Crews have already completed the southbound structure, • $180 million for work in Greenwich and Stamford that would include pavement improvements and bridge renovations. On the southbound side of Exit 3 in Greenwich, there would be a minor widening of the roadway to increase the length of the existing deceleration lane to improve safety and alleviate congestion, • At Exit 74 in East Lyme, $142 million will go toward improvements, including replacing the highway’s bridge over Connecticut Route 161 to address its poor condition and accommodate a widening on Rt. 161, • Another $70 million for upgrades in Norwalk and Westport. About 2 mi. of I-95 in those towns would be rebuilt between the Norwalk and Saugatuck rivers. The existing bridge over Route 33 at Exit 17 would be replaced using “accelerated construction” and minor

work would be carried out on the Westport bridges over Franklin Street and over the Saugatuck River to maintain a “state of good repair” for those structures.

Other Road, Rail Projects Part of STIP The CTDOT also plans to make upgrades to the Merritt Parkway/Rt. 15 in Norwalk and New Canaan that would total about $53 million and include bridge improvements and resurfacing.

The state transportation agency intends to work on a key bridge along the Metro-North Railroad. Replacement of the four-track Walk Bridge in Norwalk arguably represents the most ambitious rail project supported by the STIP. Scheduled to start in mid-2021 and take about four to five years to complete, the undertaking has an estimated total cost of $511 million.

Built in 1896, the 564-ft.-long swing bridge is one of the oldest movable bridges in the region.

“The Walk Bridge has outlived its intended lifespan and experienced repeated operational failures in recent years,” reads an excerpt on the CTDOT website. “It is vulnerable to damage from storm surges and high winds and requires replacement.”

The STIP also makes eight-figure allocations for improvements to several other rail bridges in Norwalk, including $60 million for the East Avenue bridge, $50 million for the Fort Point Street bridge and $15 million for the Osborne Avenue bridge.

Additional rail projects include New Haven line signal-system replacements, allotments that would total more than $140 million. In addition, there is an annual program to renovate stations on the New Haven line.

Some more major projects planned in the next four years would include $65 million for the removal of traffic signals on Rt. 9 in Middletown, about $38 million for improvements along Rt. 85 from Montville to Salem and approximately $40 million for Rt. 82 work in Norwich, as well as statewide bus replacements.

Next Steps Inclusion in Connecticut’s Statewide Transportation Improvement Program is necessary for a project to qualify for federal transportation funding. State and local government agencies then need to provide the necessary funding matches to allow projects to move forward.

The CTDOT submits a capital budget request to the state Office of Policy and Management for each two-year cycle, and the General Assembly acts every two years to authorize bonding for the transportation department’s capital program. The State Bond Commission must also approve CTDOT requests for funding. 
