Crews working on a $53 million bridge repair over a New England river are getting a big assist from a piece of equipment never before used in Maine.

Working in collaboration with the New Hampshire Department of Transportation (NHDOT), the Maine DOT (MDOT) is repairing the I-95 bridge over the Piscataqua River. The 4,500-ft. long bridge sits 130 ft. above the water and features three lanes in each direction, plus a shoulder. It’s the major route into Maine. “Without the machine, we’d be using regular Jersey barriers and moving them one at a time with a forklift,” Hurd said. “What takes this machine a half an hour to do would take people with forklifts three days.

The bridge was originally finished in 1972 and sees about 40,000 vehicles daily. Now, it’s showing its age, but a replacement isn’t planned for at least three to four decades and the price tag for that, though not formally tallied, has been put by at least one source at $500 million, Hurd said.

According to MDOT, “The Piscataqua River Bridge project will accomplish two goals; it will provide the necessary improvements to keep it going for another 50 years and at the same time, prepare it for an Intelligent Transportation System (ITS) project, which will allow a fourth lane opening on the bridge during peak travel periods.”

The rehabilitation project is expected to take three construction seasons to finish with it scheduled to be substantially completed by fall 2021.

“We started striping and moving stuff over in May and right now we’re working on the southbound main approach fascia deck,” Hurd said. We’re working day and night.

We’ve removed the part of the deck we need to remove on the shoulder and are just putting it back in now. We took out about four to eight inches of concrete off of the five-foot

wide fascia. We’re putting in new steel and are going to put the concrete back in.”

After the new year, crews will replace bridge joints, patch the deck and make other surface repairs Although space constraints and height of the bridge pose some challenges, the biggest, Hurd said, is the challenge of working around the heavy traffic, a good portion of which are trucks.

“There was a pretty extensive traffic study here,” he said.

“Basically, we have a chart when we can close the lane to two lanes and keep it open to three lanes. There are special provisions when it needs to be three lanes and when it can go to two. Right now, we’re shutting down two lanes in the Southbound direction. We’re going to go to the Northbound after Thanksgiving.”  CEG

Feds Recommend New RequirementsAfter Nat Gas Disaster

BOSTON (AP) Federal officials are recommending stronger nationwide requirements for natural gas systems following last September’s natural gas explosions and fires in Massachusetts.

The National Transportation Safety Board, which investigates major pipeline accidents, said Sept. 24 every state should require all natural gas infrastructure projects to be reviewed and approved by a licensed professional engineer.

Nineteen states currently have such a requirement but most specifically exempt the natural gas industry from such review requirements, the office said.

“In all 50 states, you have to have a license to cut hair, but you can design a gas system that affects public safety, and 31 states exempt you from having a license or even an engineering degree,” said Robert Hall, who oversees the office’s pipeline investigations, during the board’s discussion in Washington, D.C. The board also recommended that natural gas utilities be required to install additional safeguards on low pressure systems like the one involved in the Sept.

13, 2018 disaster .

Officials concluded last October that the series of explosions and fires had been caused by a gas line that became overpressurized during a routine replacement of old cast iron pipelines in Lawrence.

A teenager died, dozens of other people were injured and more than 100 structures were destroyed or damaged. Thousands of residents and businesses in Lawrence, Andover and North Andover also were left without natural gas service for heat and hot water for months in some cases.

Board members Sept. 24 were strongly critical of utility company Columbia Gas of Massachusetts.

The utility’s “inadequate planning, documentation and recordkeeping” resulted in a failure to account for a critical pressure sensing line in the work plan, they said in their findings. That omission, by a field engineer who wasn’t a licensed, professional engineer, caused high pressure gas to flood the system when the replacement work was undertaken, triggering explosions and fires in homes and businesses.

NTSB said the company should have been aware of the inherent risks to the upgrade work and taken proper precautions.

Similar incidents have happened at least seven times over the past 50 years across the United States, including several involving NiSource Inc., the Indiana-based parent company of Columbia Gas of Massachusetts, they said.

“The project was not done right,” said Robert Sumwalt, the board’s chair. “The results weren’t simply unacceptable. They were catastrophic.”

The NTSB also criticized the company for inadequately responding to the unfold-

ing disaster.

Board investigators said it was several hours before local fire departments were able to reach a gas company official, and that company officials were slow to provide emergency responders with vital information, including a map of its pipeline system.

The utility and Massachusetts have taken significant steps to prevent a repeat of the disaster, including adopting many of the measures they’re now recommending nationwide, board members acknowledged.

NiSource has installed automatic shut-off devices on all systems similar to the one impacted in Massachusetts while Gov. Charlie Baker signed a state law last December requiring a certified professional engineer to review any major natural gas project.

But the state and the utility need to take additional steps to improve their emergency response, the board recommended. Police and fire departments responding from across the region struggled to coordinate their response as their internal communications systems quickly became overwhelmed, the board said in its findings.

NiSource didn’t dispute the agency’s findings or recommendations.

“As we’ve said since that tragic day, we take responsibility for what happened,” the company said in a statement. “We have committed to our customers and our communities that we will continue to learn from what happened and implement changes to

protect the public.”

Baker’s office, which has already enlisted a consulting firm to assess the safety of the state’s entire natural gas distribution network, said that the state Department of Public Utilities also will be opening its own investigation into the 2018 incident as it considers possible further action against the company.

It didn’t elaborate, but Lawrence Mayor Daniel Rivera, who has been critical of the utility, said the NTSB report provides a clear argument for terminating its license to distribute gas in Massachusetts.

“The NTSB report makes it abundantly clear that Columbia Gas of Massachusetts failed to meet its obligations for public safety and acted negligently,” he said in a statement. “Short of the removal of their license, the culture that comes through in this report, that bred this disaster, will not change.”

Meanwhile, U.S. Sen. Edward Markey said the agency’s report underscores the need for the pipeline safety legislation he’s already introduced. The Massachusetts Democrat said his proposal would address the issues identified by the NTSB, among other things.

Baker Details Bay State’s $18 Billion Transportation Plan TESTIMONY from page 1

and modernizing a transportation system that meets the needs of residents, businesses and cities and towns statewide.

“The $18 billion transportation plan we filed will continue the evolution our transportation system is currently undergoing,” Baker said.

Baker detailed that beyond containing resources enough to meet the anticipated needs of the next half-decade (and beyond), the bill would: • accelerate the initiatives already underway to modernize the transportation system; • invest half-a-billion dollars in the state’s municipal partners as they develop the transportation systems necessary to meet their needs; • reduce the greenhouse gas impact and improve the resiliency of the transportation networks; • propose new tools to manage regional and local traffic congestion, and, perhaps most importantly; • address barriers to innovation, which will allow the state to accelerate the delivery of necessary projects.

“As we enter the second decade of MassDOT — the agency was formed November 2009 — we should consider what the commonwealth has accomplished in its first decade,” Baker said.

That, according to the governor, included: • Finishing the first Accelerated Bridge Program: including an award-winning renovation of the historic Longfellow Bridge, Worcester’s signature Burns Bridge (an American Public Works Association project of the year winner), the Braga and Fore River Bridges, and turned what would have been a “hellish three years” into a “hellish three weeks” by using accelerated techniques to finish the Commonwealth Avenue bridge in three weeks over two summers, instead of building it the traditional way and disrupting traffic for years; • Completing the transition to All Electronic Tolling, becoming the first system in the nation to switch to an entirely cashless system, banishing the toll plazas that caused congestion and caused accidents; • Developing and successfully launching the municipal small bridge program, providing crucial funding for locally owned bridges across the commonwealth — 93 so far, further demonstrating the commitment

to improving local infrastructure. When coupled with Complete Streets, these programs provide a suite of options for local communities to improve their transportation infrastructure in ways that make sense for them, while meeting state goals for asset condition and multi-modal transportation; • MassDOT and the MBTA rescuing the Green Line Extension project, turning a project that was $1 billion over budget and falling further and further behind schedule into a reality, much the same way that the long-promised but never delivered South Coast Rail project is today under construction and will connect Fall River and New Bedford to Boston — and vice versa — by 2023; and • By 2023, the entire fleet of Orange and Red line cars will be new. Coupling an additional 80,000 seats on the Red and Orange Lines with a $217M investment in new signals will allow for 30,000 extra passengers per hour during rush hour, with three minute instead of 4.5 minute headways.

“The MassDOT and MBTA capital plans reflect this acceleration as well,” Baker said. “The FY17 five year capital plan called for a $15.1 billion investment in MassDOT and MBTA infrastructure.

The most recent five-year plan, covering the years FY20-FY24, projects spending $18.3 billion — significantly more.

“The MBTA is investing more in the system than ever before,” he added. “The T went from failing to spend half of the money it had available for infrastructure upgrades, to achieving $1 billion in capital spending in FY19. Their five-year plans have gone from $3.8 billion in the FY1418 period, to $8.2 billion planned for FY20-24.

“I think it’s important to stress here: this capital plan, and the massive growth in activity it entails, can be completely executed with the funding that is currently available,” Baker continued in his testimony. “That includes all new vehicles for the entire Orange and Red line, track and signal rebuilds on every line, hundreds of new buses, thousands of new trips on the commuter rail, and thousands of new seats on the subway — all while launching new services for more riders across the system.

Baker Calls Transportation Legislation Unprecedented TESTIMONY from page 16

the transportation sector.

“To that end, we are participating in the collaboration of 13 Northeast and MidAtlantic states, and the District of Columbia in the Transportation and Climate Initiative (TCI),” he said. “Like the RGGI program before it, TCI will create a lowering cap on greenhouse gas emissions. The legislation before you today earmarks up to half of the revenue generated by the sale of GHG allowances towards improving transit; investing in the transit system, which takes more drivers off the road and lowers emissions even further.”

Baker also spoke about the commonwealth’s recent Congestion Report released earlier this summer.

“We did not need to spend months and months to conclude that yes, congestion is bad here, has been getting worse, and will likely get even worse as the greater Boston region continues to grow,” he said. “But from those months of work have emerged targeted solutions that MassDOT is already beginning to implement, some reflected in this legislation.

“Modeling a new federal program and our own targeted success in places like the Middleborough Rotary, we are proposing a ‘local bottlenecks’ program targeted at municipally owned infrastructure that creates localized congestion that impacts one portion of a trip.

“We also found that Massachusetts lags behind similar sized and technology focused cities in the percentage of employees who telecommute,” he continued. “We have designed a targeted credit to encourage businesses to get more of their employees off the road for one or more days per week.

The report also calls for moving forward with “managed lanes” — which provide additional capacity and a faster trip — at a cost — which have been successful at increasing throughput and reducing congestion in other parts of the country, he added.

“Other parts of this legislation will make it easier for MassDOT and the MBTA to work with private parties to partner on large projects, as well as expedite capital delivery, which would allow us to create lanes like these using techniques used in other states.

“Done right, these lanes give a quicker trip to the people paying for the lane, as well as other users in buses and in van

pools, and also for the drivers in the regular lanes who don’t have to deal with the traffic that moves into the managed lanes.”

Baker explained that this bond bill also contains the first “down payment” on the future rail system being planned in the Rail Vision process. The future of the commuter rail will require more capacity. This bill supports the purchase of over 200 new MBTA bi-level coaches, in addition to the 80 the MBTA recently ordered, bringing the total new seats coming to the commuter rail system to 18,000.

“And while the T is critical to keeping eastern and central Massachusetts moving, we have to continue to remember that the vast majority of travel in Massachusetts takes place on state and local roads,” he said. “To that end, this bill contains $10 billion for MassDOT highway construction projects, pavement and bridge repairs.

“Building on the lessons learned during the previous Accelerated Bridge Program, we are proposing a Next Generation Bridge Financing Program, which will support $1.25 billion in new bridge construction and enable new procurement techniques to bundle a number of smaller bridge projects together,” he continued.

“As the old ABP phases out, this Next Generation program will replace it and help us reach our goals for bridge condition. If this program receives your support, the percentage of bridge deck in poor condition in Massachusetts will go from about 17 percent in 2014, down to 10 percent in 2026.

Pavement condition also will benefit from the funding provided in the bill, helping MassDOT achieve more than 60 percent of non-interstate, national highway system pavement in good condition by 2023, Baker told the committee.

He concluded his testimony by saying, “The financing incorporated in this legislation is unprecedented and historic, and it will be applied in ways that strategically benefit the people, businesses, institutions and communities of this great state. It adds almost 100,000 seats to our public transportation system and will dramatically improve its reach and reliability. It doubles down on our highly effective large and small bridge initiatives. It fits with our efforts to enhance housing production, density and transit-oriented development, and provides a path forward to fund additional transit initiatives in resiliency and strategic expansion.” 
