In 1983, neighbors John Dziengelewski, a dairy farmer with a gravel bank on the farm, and Bernie DeLuc, a union truck driver, got together and started a business selling and hauling gravel. The two combined their resources, procured a loan for a dump truck and a loader, and started what would eventually develop into Crestview Inc. Major $28M Road Improvement Project First Dedicated Road Begins On Nearly 12.5 Mi. of VT Route 9 Choice Parts Retail Store Opens in Mass.

The 46.96 mi. of Vermont Route 9 from the Chesterfield, N.H., bridge west to the New York State border has been around in one form or another since the 1760s.

VT 9 — officially the Molly Stark Trail through the entirety of its length in southern Vermont — is part of a key eastwest route between Portland, Maine, and Albany, N.Y. While the traffic on VT 9, designated a National Scenic Byway in 1995, has evolved over the centuries from slowmoving horse-drawn freight wagons to speeding trailer trucks, the route of this highway has improved little over the years — and it has been a constant source of aggravation for people who use it and the people who live along it.

The Commons, a Windham County, Vt., news source, reported that is the context behind the current $28 million improvement project on approximately 12.5 mi. of VT 9 from Edward Heights in West Brattleboro to Sun and Ski Road in Wilmington.

Fixing 10-Year-Old Flood Damage Work on the VT 9 improvement project began the second week of September by the primary contractor, Pike Industries Inc., of Belmont, N.H., according to Vermont Agency of Transportation (VTrans) Project Manager Matthew Bogaczyk.

A fact sheet from VTrans noted that the two-year building effort will reduce damage from potential floods at five specific locations along VT 9 beginning near Mile Marker 8 in Marlboro to Mile Marker 3.5 in Brattleboro.

Among the improvements scheduled for this section of the roadway, according to VTrans, are “armoring and constructing flood shelves along the road bank, creating access to a floodplain to reduce stream power and realigning the river channel to improve flow through an existing bridge.”

The work will create permanent fixes for the sections of the highway that were destroyed by flash flooding during Tropical Storm Irene in 2011. Considerable damage was caused along VT 9, where the storm washed away several roadway segments between Marlboro and West Brattleboro.

Destruction of the highway also occurred through the heart of Wilmington.

The result was that the entire 35-mi. stretch of roadway between Woodford and West Brattleboro was closed for nearly three weeks due to Irene.

In all, VT 9 was among 450 mi. of state highways that were damaged by the storm. It took a combination of VTrans crews, private contractors, and the Vermont National Guard to reopen the highway and other key east-west roads in southern Vermont, including VT 103, VT 11 and U.S. Highway 4.

“New gravel will be placed in some areas along the corridor to improve banking” during the repaving, according to information VTrans shared on the Marlboro community Facebook group.

“Additional work will include the replacement and maintenance of existing guardrail runs, some culvert replacements, [and] ditching and center line rumble strip [CLRS] installations where criteria have been met,” noted the VTrans post.

The transportation department added that, when completed, VT 9 will be as “smooth as glass.”

Much Work Ahead “The contract was structured such that [Pike Industries] could only perform some of the drainage and prep work for the [pavement] reclamation taking place next year,” VTrans’ Bogaczyk wrote in an email to The Commons. “As such, I am only expecting to see some ditching, shoulder restoration, underdrain installation and culvert replacements this year.”

Next spring, VTrans and the contractor will start work on the roadway by giving it the first new paving job on that section of VT 9 in about 20 years. The focus will be on rebuilding the road surface before applying a fresh coat of asphalt.

Bogaczyk noted that the contractor also will install a new left-turn lane near Marlboro Elementary School for westbound vehicles to safely turn onto South Road in Marlboro.

The Commons reported that as recently as Sept. 2, though, VTrans produced a presentation about the project as part of the VT 9 Corridor Management Plan, noting that rights-ofway issues for property not already covered by such agreements could thwart plans for such a turn lane.

The department’s presentation also listed work that will include: • Assessment of the truck climbing lane just before the Marlboro School, and removing sight impediments there, “mainly trees,” in the current state right of way.

• Center line rumble strips near Hamilton Road, as well as a potential redesign to improve visibility.

• Road slant (banking) issues along most of the paving project.

• Shoulders, where possible, which will be widened to at least 4-ft. “except for one small area.” Most will be 5-ft. or wider.

“I have heard that the contractor is planning to work on some of the widening needed for this installation in the [current] construction season,” he wrote.

A Complex Road Project In a public hearing in 2019, the VT 9 project was described as “one of the most complex projects” that VTrans has undertaken in recent years.

Part of that is due to the path of the highway, The Commons reported in a recent article. Ideally, VTrans likes to create roadways with 11-ft.-wide travel lanes and 4-ft.wide shoulders, the news source noted. Where it was possible, VTrans did exactly that on sections of VT 9 in the 1990s to eliminate dangerous curves and narrow lanes of travel.

But it is impossible to build a roadway that wide on many stretches of VT 9, VTrans noted, because the road travels close to unmovable landforms, such as ledges; and to waterways, such as the Deerfield River and Whetstone Brook.

Those complexities effectively doubled the cost of the project, which VTrans first estimated at $14 million in 2018.

The federal government will pick up 86 percent of the tab, with state bonding covering the rest.

Drivers on VT 9 can expect construction delays when the major construction work begins next spring. VTrans hopes to have everything wrapped up by the end of summer 2023. 

New $71.7M Land Port of Entry to Be Built at Border The U.S. General Services Administration (GSA) has officially broken ground on a $71.7 million Land Port of Entry (LPOE) project at the international border crossing between Madawaska, Maine, and Edmundston, New Brunswick in Canada.

J&J Contractors Inc., of North Billerica, Mass., had already begun groundwork at the site of the new building where people enter the United States through a U.S. Customs and Border Protection (CPB) checkpoint.

An official kickoff for the work, though, was held in the Multi-Purpose Center in Madawaska on Sept. 9 bringing together regional dignitaries from the GSA and CBP, representatives from Maine’s congressional delegation and local officials to hear updates on the project thus far.

The LPOE, as well as the nearby $97 million Madawaska/Edmundston International Bridge project across the St. John River, represents not only a massive infrastructure upgrade in the Maine town, but a renewed connection between the community and Edmundston — divided for more than a year by pandemic restrictions on international travel.

The bridge work, too, got under way earlier this summer and is being erected by

Reed & Reed Inc., a Woolwich, Maine, specialist in building bridges.

“Days like this, when we can bring everyone together again for that mutual benefit [are] really special,” said Executive Assistant Commissioner of CBP’s Office of Field Operations William Ferrara at the groundbreaking.

The two projects will be some of the largest construction undertakings in Madawaska in decades, the Valley Times reported. The old international bridge, for example, was built exactly 100 years ago, and has been posted with only a 5-ton weight limit since 2017. It is in dire need of replacement.

The port of entry will be significantly expanded from Madawaska’s current facility, Ferrara said, and along with the new building will come technological updates and an expansion of CBP’s security abilities, according to the Valley Times. In addition, the GSA noted in a press release that the LPOE is designed to accommodate non-intrusive inspection equipment.

Not only will the larger facility potentially create more CBP jobs, but Madawaska Town Manager Gary Picard told the news-

paper that the upgraded border crossing will likely create more maintenance work too, with “bigger buildings to heat, bigger driveways to plow.”

Already, the Madawaska LPOE processes 430,000 southbound privately owned vehicles a year — more than 115 times the total population of the town. But municipal leaders in both Edmundston and Madawaska have pushed for additions to the project to promote even more international travel and flow of commerce between the United States and Canada.

Part of that was convincing the Maine Department of Transportation (MaineDOT) to widen the bridge to accommodate a pedestrian and recreational vehicle lane.

The entry point, meanwhile, will include a large piece of art, which will be visible from Madawaska’s Main Street, and which Picard hopes will be an attraction for visitors. While the GSA already requires a half-percentage of its project budgets to be spent on art, Picard worked directly with the feds to be sure the port of entry fits within the vision laid out in Madawaska’s decade-long downtown revitalization plan.

“It’s hard to put into words the amount of work it’s taken to get to this point,” he said

to Madawaska’s local newspaper. “It’s taken an enormous amount of collaboration.”

As of Sept. 10, GSA spokesperson Paul Hugues was unsure what the immediate next step in the LPOE’s construction will be, reported several Maine news outlets, but the federal agency noted on its website that it estimates the two projects to be finished in late 2023.

The timeline for the new LPOE’s construction is tied to the MaineDOT and the New Brunswick Department of Transportation and Infrastructure (NBDTI) international bridge project. GSA said it is committed to ensuring that the port of entry is operational when the bridge is completed.

The current land port will remain open throughout the construction, according to the GSA website.

The federal and state governments, as well as their counterparts in Canada, have been planning upgrades to the bridge and land port since at least 2009, GSA noted.

Besides the CBP and GSA, the other U.S. tenant agencies operating at the LPOE will be the Department of Homeland Security (DHS), the Department of Health and Human Services (HHS), and the Food and Drug Administration (FDA). 

The massive sinkhole opened near the PGA golf course’s 13th hole on Sept. 2, where large amounts of earth washed down a steep incline toward the Connecticut River.

Left hanging were a railroad line owned by the Providence and Worcester Railroad Co., and a jet fuel line operated by Buckeye Partners, a Texas-based petroleum distributor.

Cromwell Fire Chief Jason Balletto told the Middletown Press that the fuel line was not compromised because of the washout, noting that his department responded after a crew member saw a post about it on Facebook. He added that Providence and Worcester Railroad crews also would be working on addressing the problem.

In addition, the storm-generated landslide uprooted trees in the area, which contributed to the sinkhole. Part of a golf cart path also tumbled down the hill as a result.

Kevin Nursick, a CTDOT spokesperson, said construction is now under way at the site and should be completed soon.

“Work is currently taking place to relocate the pipeline away from the slope failure,” he noted in an agency statement.

At the same time, Nursick said, crews have “begun and are performing design activities” to address the slope failure as well as some drainage improvements.

Construction will progress in stages and include clearing for an access road.

Neighbors said they had concerns about the spot after heavy rains in June washed away some of the rocks and gravel used to support the railroad, adding that one side of the tracks was left suspended. They told CT Insider that railroad crews were dispatched at the time to fill the gaps.

Nursick said the state will work to stabilize the slope and prevent future washouts by creating drainage and other preventive measures.

It also is possible the Federal Emergency Management Agency (FEMA) could reimburse some the state’s costs.

“We do not yet have cost estimates, but FEMA is involved and there may be some federal relief associated with this,” he said. 
