Rhode Island Officials Celebrate Route 146 Project Kickoff Rhode Island’s two United States senators, along with its congressmen, were joined by other state and local leaders Sept.

2 on the side of State Route 146 in Smithfield to announce much-needed improvements to the roadway, made possible by a federal $65 million INFRA grant.

On hand to highlight the road upgrades were Sen. Jack Reed, Sen.Sheldon Whitehouse, U.S. Representative Jim Langevin, and his House colleague Congressman David Cicilline.

The Infrastructure for Rebuilding America (INFRA) discretionary funds were secured earlier this summer by Rhode Island’s Congressional delegation for the Route 146 project Also present to describe the enterprise was Rhode Island Department of Transportation (RIDOT) Director Peter Alviti Jr. The estimated $150 million build will replace multiple bridges along the Route 146 corridor, repave 8 mi. of roadway and correct numerous safety and congestion problems — including at the Sayles Hill Road interchange where the announcement took place.

RIDOT will remove the traffic signal where Route 146 meets Sayles Hill Road and build a bridge so the highway can pass freely over Sayles Hill Road. This intersection averages more than 85 crashes per year and is a source of significant congestion and travel delay. It is the only signalized inter-

section on the entire Route 146 highway corridor in Rhode Island.

“Today, we are announcing the start of relief for the 170,000 vehicles that navigate the bumps and ruts of Route 146 every day.

Help is on the way. This is a critical transportation route that has gone unimproved for far too long,” Alviti said. “Once again our Congressional delegation has gone to bat for Rhode Island and delivered tens of millions of dollars in grant funding so we can properly address all our concerns with Route 146 in a single project. We owe them a huge debt of gratitude.”

In his remarks, Reed, the ranking member of the Appropriations Subcommittee on Transportation, Housing and Urban Development, said, “This federal investment will allow RIDOT to go beyond simply fixing what we have. It will lead to significant safety improvements, including the reconfiguration of the Sayles Hill Road intersection.”

Whitehouse authored INFRA in 2015 to help meet Rhode Island’s need for largescale infrastructure investments “I developed the INFRA program to clear our national backlog of major infrastructure projects, including the overhaul of Route 146,” he said. “As anyone who lives in the northern part of the state will tell you, driving on 146 can be a real headache. I’m thrilled that RIDOT won its largest federal grant ever and is ready to get Rhode Islanders to work upgrading Route 146 with

new bridges and a modernized design.”

Other highlights of the project include: • Replacing two bridges along the corridor and doing preservation work on four others, • Building frontage roads for easy and safe access to businesses at the Sayles Hill Road interchange, • Repaving Route 146 from the I-295 interchange to the Massachusetts state line, • Adding bus-on-shoulder accommodations along the southern end of Route 146 in North Providence and Providence, • Extending existing fiber optic lines and Intelligent Transportation Systems/traffic monitoring from the I-295 interchange to the Massachusetts state line, • Rebuilding the Route 146/Route 146A interchange, removing dangerous U-turns by building a diverging diamond interchange, • Extending the weave length for the Route 99 ramp and Route 146 south, • Improving the geometry of the I-295 southbound off-ramp to Route 146, • Building new drainage systems, and • Replacing guardrails and making other safety improvements such as wrong way driving detection systems.

“I’m thrilled to join my Congressional colleagues and state officials in beginning long-anticipated improvements along Route 146,” said Langevin. “Improving Rhode Island’s roads promotes a robust local economy, enhances quality of life, and creates

good employment opportunities.

“Going forward, we must guarantee investments in Rhode Island’s future...even in the face of financial challenges posed by COVID-19,” the congressman continued.

“As Rhode Island and states across the nation face budget shortfalls, I will be working with RIDOT Director Alviti and my colleagues to introduce legislation ensuring federal highway funds continue to be available to cash-strapped states and that goodpaying construction jobs remain in the Ocean State.”

Cicilline added, “Our Congressional delegation works together very effectively to make sure Rhode Island has the funding it needs for vital projects like this. I look forward for this work getting started and the difference it will make for Rhode Islanders when it’s completed.”

More than 171,000 vehicles travel Route 146 between Providence and Worcester, Mass., each day.

Design work is well under way on the highway and RIDOT anticipates advertising for construction in late 2021, with construction starting in spring 2022. The entire project is expected to be complete in 2025.

by RhodeWorks, the RIDOT’s ongoing commitment to repair structurally deficient bridges and bring Rhode Island’s transportation infrastructure into a state of good repair, promote economic development and create jobs. 

In Scenic Town of Adams, It Was the Summer of the Shovel The summer of 2020 proved to be a busy one in the beautiful town of Adams, tucked in the beautiful Berkshire Hills of northwest Massachusetts.

Although a tourist town of more than 8,000 residents, a lot of the activity in Adams also is due to the myriad of construction projects that are under way or almost complete in the community.

Town Common Renovation This project includes the creation of a new plaza on Center Street that will hold a Susan B. Anthony statue. Other work at the site was designed to create an outdoor public gathering place, with paths, benches, plantings (including a hedge screen at the border with the local McDonald’s), and a new gazebo.

William J. Keller & Sons Construction, from Castleton-on-Hudson, N.Y., is the contractor. Crews began the project in early July, with a completion date set for Nov. 30.

The cost of the renovation effort is $424,900, of which $297,400 will be covered by a state Parkland Acquisitions and Renovations for Communities Grant.

Russell Field Improvements Located off Harmony Street in Adams, near the Ashuwillticook Rail Trail, the sports complex includes a regrading of the softball field, with a new backstop, drainage work to stop water flow off a nearby hill; two new tennis courts (with lines for pickleball play), adult fitness stations, new swing sets fully accessible bleachers, and electrical conduits for later work to upgrade light poles. The fieldhouse is the only component of the park not undergoing an upgrade.

The cost of the improvements is $528,153, with a 2019 Community Development Block Grant covering $469,953 of the total. Mountain View Landscapes and Lawncare in Chicopee started the work in July and is set to finish the upgrades by the end of 2020.

Adams Memorial Middle School Renovation and Reuse Located at 30 Columbia St., the former 69,786-sq. ft. school educated students for 60 years until it was consolidated with the town’s high school in 2012.

Since February, crews from Kurtz in Chicopee have continued work to prepare the old school building for possible use as housing and for community activities. A new mechanical system, upgrades to the electrical and plumbing systems, improvements to restrooms, the installation of new doors, and upgrades to address building code shortcomings have all been on the docket. The improvements are expected to be completed soon.

The contract for this project in Adams is $639,683, with all but $55,000 (the town’s share) paid by a 2018 Community Development Block Grant.

Crotteau Street Improvements This residential street project is designed to install a full reconstruction of 1,300 ft. of the roadway, as well as put in new sidewalks from Murray to Sparrow streets, new granite curbing, new wheelchair ramps and several drainage improvements. The road is just east of the Hoosic River and downtown Adams.

Greenfield’s Clayton D. Davenport Trucking is the contractor for the work,

which started June 9 and is expected to be wrapped up by Nov. 30.

The cost of the enterprise is $445,063, paid for through a Massachusetts Department of Transportation (MassDOT)Complete Streets Funding Program grant of $290,281, and a $154,782 share of the town’s Chapter 90 state aid.

Street Drainage Improvements The upgrades include work along four streets in Adams: Grant, Valley, Lincoln and Cross.

Commenced on Aug. 1, with a planned completion by June 30, 2021, crews will install 2,000 ft. of concrete drainpipes to replace failing systems, with new catch basins and manholes. The project was spurred, in part, by heavy local flooding seen during a September 2018 microburst.

This project has a contract value of $1,306,600, paid for with borrowing by the town and a $572,100 grant.

The civil and environmental construction firm of J.H. Maxymillian Inc., in Pittsfield, Mass., is performing the work. 

Work Starts on Trail Bridge Over Vt.’s Winooski River Work got under way Sept. 18 on the construction of a trail bridge over the Winooski River between East Montpelier and Berlin, Vt., as part of the Cross Vermont Trail. Local leaders and trail enthusiasts were on hand for a celebration of the official start of site work.

The 200-ft.-long bridge is a central piece of a larger project to build miles of new trail connecting the Montpelier bike path, according to the Cross Vermont Trail Association (CVTA).

The group said it was awarded a large federal highway grant that will cover 80 percent of the $1.2 million cost of the bridge but needed to raise the remaining 20 percent.

“It’s been a big lift, but over the last five years hundreds of local individuals, businesses and municipalities have all pitched in and we are at long last ready to go,” the CVTA said on its website.

CCS Constructors LLC, from Morrisville, Vt., is contracted to build the Winooski River trail bridge. The structure may be installed over the river as early as November, with any remaining work around the site being completed spring 2021.

The goal of the span is getting the Cross Vermont Trail off the shoulder of U.S. Highway 2 (known locally as Route 2) and onto a path in the woods. The problem for hikers and bikers using the trail is that Route 2 in East Montpelier is a high speed (depending on traffic), busy road and truck route.

The shoulders are wide but are often used by cars and trucks as turning or passing lanes.

The statewide Cross Vermont Trail often utilizes scenic roads to connect existing sections of trail.

But, according to the CVTA’s website, the road segment near where the bridge is to be built has long been identified as the worst on scenic trail.

The CVTA, a grassroots group of Vermont citizens, has worked hard to make this major infrastructure improvement and create a safer trail system.

“This is made possible by [the Vermont Agency of Transportation] and the Federal Highway Administration [FHA] believing in us and supporting the project development over many years,” read a project page on the CVTA website. “They provided several large federal grants that are paying for 80 percent of the cost of the bridge and some related expensive structures.”

The CVTA’s portion of the remaining percentage of the project money came from local donors and went to pay for engineering, permitting and landowner permissions.

The trail association said, though, the Winooski River trail bridge is just the keystone piece of a larger vision, one that connects the regional trail network (the Montpelier Bike Path, the Central Vermont Regional Path through Berlin, Barre and Barre Town, and the East Montpelier Trail) up to the U-32 Middle and High School and on across East Montpelier to where the Montpelier and Wells River Rail Trail begins at Vermont Rt. 14. From there, the Cross Vermont Trail continues east in various forms on toward the New Hampshire border.

The bridge project will provide immediate access to the Winooski River for fishing, paddling and walking through conserved land along the banks, as well as to new trailheads, parking and other amenities, such as single-track mountain bike loop trails.

The CVTA has long desired building a new, accessible trail, on conserved land in the woods and along the river, away from the road as far as possible. But they recognized that it’s a big job, especially since it includes heavily engineered structures, like the Winooski River bridge.

In addition, the trail design also involves the input of numerous landowners, as well as being created in an environmentally sensitive and sustainable fashion. The association hopes the result will be a permanent, conserved greenway corridor that families can enjoy for generations to come. 

As W.I. Clark has always known those customers have a different set of demands and needs that need to be addressed.

Aggregate producers and recyclers not only have their own language, but they also had a very unique set of circumstances unlike a contractor with a fleet of equipment. A contractor who owns a fleet of 25 machines can certainly be hurt by one machine going down, but it is unlikely that it would stop the entire operation.

However, an aggregate producer/recycler can have its entire business come to a screeching halt when its machine is not running.

According to Brester, “That puts the demands on the dealership to a whole new level. Our technicians need to be trained well.

Our parts department has in stock the right parts and to source immediately those parts they need not in stock. When we sell a piece of equipment, it has to be the right piece of equipment for the application at hand.

“We needed everyone involved in the Kleemann product to be a product specialist, so we came up with the concept internally of ‘Team Blue,” consisting of individuals within W.I. Clark who would receive specialized training and would be ready to react when the Kleemann customer needs us.”

JRD Properties JRD Properties is recycling 50,000 yds. of material just off I-84 in downtown Waterbury, Conn.

This giant pile consists of a mixture of rock, dirt, asphalt and concrete and other debris that is being recycled into a 1-1/2-in. minus product and then sold locally. The area is extremely tight on space and a traditional recycling spread made up of a jaw, cone and screener just would not fit.

To make it work, Mark Brester of W.I. Clark, and the rest of Team Blue at W.I. Clark installed a Kleemann MR110 track-mounted impact crusher. This single machine takes up far less real estate, yet does the job that required three machines in the past.

The Kleemann MR110 Impactor features include: • an independent pre-screen that effectively removes

fines to by-pass the rotor. This frees up the rotor to crush what’s only needed. The pre-screened fines and crushed material can blend back together underneath the crusher box. This improves machine throughput, wear life and fuel efficiency.

• The diesel/electric power (versus diesel/hydraulic) operates at a consistent rpm and constantly adjusts the amount of material being fed to the impactor box to optimize productivity and keep operating costs as low as possible.

• The classifier sizes everything discharged from the Kleemann (here 1-1/2-in. minus) and recycles anything larger back to the impactor.

• The Kleemann impactors use a material flow design

concept where each component gets wider as it moves through the machine. This reduces potential blockages and maximizes material flow for optimum performance in these types of applications.

• As much as all users are careful, every crushing operation will have uncrushables fed to the system. When the MR110 rotor is immediately stopped from spinning at 1,700 rpms, the energy is relieved by a “blowout” plate.

This is easily and quickly replaced and the customer is back to work minimizing very costly repairs.

Transportation Collective to Advance Transit, Reduce Costs A new collective purchasing agreement for bus and bike lane road markings to help accelerate multimodal infrastructure was announced Sept. 2 by the Massachusetts Bay Transportation Authority (MBTA).

The agency’s partners are the Metropolitan Area Planning Council (MAPC), the Massachusetts Department of Transportation (MassDOT) and Massachusetts Port Authority (Massport), along with the city of Boston and 12 other municipalities in the metropolitan area.

The other cities and towns participating in the agreement include Cambridge, Somerville, Brookline, Everett, Watertown, Quincy, Chelsea, Revere, Medford, Malden, Arlington and Lynn.

This collective procurement effort will allow public transportation agencies to cooperate and achieve a greater economy of scale in building projects, ultimately bringing costs down.

“This is another example of the region working together to move everyone forward.

Increasingly, we all need to collaborate in new ways to better serve our riders and constituents,” explained MBTA General Manager Steve Poftak. “This agreement will ensure that public agencies like the MBTA

will be using their funds as cost effectively as possible, especially throughout the current public health and economic crisis.”

MAPC Transportation Director Eric Bourassa said, “Establishing more bus and bike lanes is critical for the region as we continue to re-open the economy during this pandemic. By reducing costs for the MBTA, as well as cities and towns, we can stretch our public dollars further to make public transit and cycling better and safer.”

MBTA said the winning bid from K5 Construction — $4.70 per square foot for red bus lane material — is competitive and will aid an unprecedented expansion in multimodal projects at a critical time. Previous costs ranged from $7 to $12 per square foot, depending on the municipality.

Combined, the participating municipalities represent more than one-fifth of the Commonwealth’s total population and account for most major regional transit corridors in the metropolitan region.

Based on past construction costs across the region and projected project budgets, the MBTA said it estimates that this joint procurement effort could save taxpayers more than $2 million next year, or about 10 percent of what the MBTA plans to spend on the

Rapid Response Bus Lanes Program.

Additional savings are expected if the procurement is renewed for future years and potentially expanded to more municipalities.

As Massachusetts municipalities have implemented more quick-build design solutions like bus and bike lanes through road markings, flex posts, and signage in recent years, costs have remained a barrier for some localities, according to MBTA. The agency is partnering with some of the same cities and towns over the next year to advance projects that make regional road-

ways more reliable for tens of thousands of daily bus riders. The MBTA and the cities of Boston, Somerville, Everett and Chelsea previously announced several projects to be implemented by spring 2021, adding up to 14 new miles of bus-only infrastructure for routes with some of the highest ridership since the pandemic began.

For many projects that include transit priority measures, the MBTA provides funding for design costs and for bus lanes’ red paint while the municipality pays for other multimodal corridor improvements. 

Construction Abounds On, Along Mass. Route 18 in Weymouth The Massachusetts Department of Transportation (MassDOT) is almost halfway done with its nearly six-year project to improve Route 18 from Weymouth to Abington.

The construction will widen the road to two lanes and add a shoulder in each direction throughout the project corridor, a 4-mi. stretch of Route 18 from Middle and West streets in Weymouth to Route 139 in Abington.

Part of the project involves replacing the Route 18 bridge over the Massachusetts Bay Transportation Authority’s (MBTA) commuter rail line.

MassDOT’s contractor for the Route 18 project, P. Gioioso & Sons in Boston, implemented a new traffic pattern to perform work at the bridge over the commuter rail tracks.

Lane widths were narrowed with no shoulder through the work zone.

Underground utility work needed for road widening and new traffic signals is ongoing in several locations between the bridge and the Abington town line.

Relocation of utility poles and overhead wires also is happening in several locations and may result in short-term service outages,

as scheduled by utility companies. This work will continue throughout 2020.

Roadway widening in Weymouth and Abington will begin after utility pole relocation is complete in each section of the project corridor.

The project also includes the installation of new bike lanes and sidewalks near the South Weymouth MBTA train station.

According to MassDOT, the $58 million project is on schedule to be completed in the spring of 2022.

As part of another Weymouth building project along Route 18, construction is under way to finish mixed-use and residential buildings at 39 Trotter Road, a project owned by John M. Corcoran & Co. LLC in Braintree.

It will consist of one multi-family structure and two buildings with a mix of apartments and retail shops. Each building has five stories.

The first of the three buildings are slated to open for occupancy in mid-October, a project director for the company told the Quincy Patriot Ledger, while the other two buildings will be finished in mid-January and the end of April 2021, respectively. 

Vt. Town Builds Lakeside Route Touted as Economic Driver Construction in Newport, Vt., is set to start this fall on a year’s long, $1.3 million project to connect a historic lakeside farm, the city’s beach and several miles of bike paths. The effort — which will link Bluffside Farm, Prouty Beach, the Newport Recreation Path and the Beebe Spur rail trail — is a key piece of the city’s plan to center its economy on outdoor recreation in the Orleans County community.

“This is uncharted territory for the city of Newport,” explained Laura Dolgin, city manager.

In 2015, the Vermont Land Trust bought Bluffside Farm from the Scott family, which had owned it for five generations, and opened it to the public. The 129-acre property on the shores of Lake Memphremagog is the largest remaining agricultural site in the city.

A few months after the purchase, residents proposed rebuilding a bridge that had once connected the property with Prouty Beach, the municipal park, said Tracy Zschau, the land trust’s vice president of conservation.

That idea spawned another: Using the bridge to connect the city’s existing downtown bike trail, the Newport Recreation Path, with the one that stretches from the north side of Newport toward the border with Canada — the Beebe Spur rail trail.

The result would be a 7-mi. path that cyclists could take from downtown Newport along Lake Memphremagog and then on to Canada.

“The idea of this recreation link and what it could mean for Newport” drove the land trust and other partners forward, Zschau said.

In recent years the city has pivoted to its greatest natural asset — Lake Memphremagog — and sought to establish itself as a destination for outdoor recreation.

Supporters of the Newport City Council’s decision in January to open some municipal roads to all-terrain vehicles cited the same strategy.

The 31-mi.-long Lake Memphremagog stretches north to Magog in Quebec. More than 70 percent of the lake and 15 of its 21 islands are in Canada. Five islands are in Vermont, and one staddles the international border.

Both the land trust and the city have received numerous grants for the recreationtrail project, which was initially estimated to cost $1.2 million, Zschau said. Those included nearly half a million dollars from the federal Northern Border Regional Commission in 2017, and $35,000 in 2019 as one of the

two inaugural community awards from the Vermont Outdoor Recreation Economic Collaborative, an initiative launched by Gov. Phil Scott.

The latter grant went to Newport to redevelop Prouty Beach, including constructing the path toward the bridge that needs rebuilding. The path swirls down toward the waterfront and is partly done, said Dolgin.

She envisions a future bike ride along the trail: “You’re on the shore of the lake, and each view is more stupendous than the one before.”

Zschau said more money needs to be raised for the project. The initial cost went up to $1.3 million because of features not included in the original feasibility study, such as a small parking lot and a wetland restoration project.

“We’re still chasing a few grants that will just seal the budget,” she said. “We’re within $30,000 to $40,000 of what we need.”

Zschau said construction will likely be split between the fall and next spring, with work beginning on a trail that would lead to Scott’s Cove on Lake Memphremagog — where the rebuilt bridge will eventually sit.

Both she and Dolgin are excited that the project could attract more tourists — and residents — to the city.

“There’s real momentum right now to look to the lake and really embrace it,” Zschau said, “both for the health and wellbeing of locals as well as something to market for new business and visitation.” 
